This is bbc world news. Its newsday. Good morning. Its 7am in singapore, midnight in london, and 7pm in washington, where the us House Of Representatives has narrowly passed a Republican Party proposal to repeal Barack Obamas affordable healthcare act. After suffering an embarrassing setback in march, President Trump finally notched up his first major legislative victory. The vote in the House Of Representatives was tight. 217 to 213, with no democrats voting in favour. But quite how quickly this bill becomes law is a very different matter, as it still faces steep hurdles in the senate. Heres our north america editor, jon sopel. The moment itjust after two oclock this afternoon in washington when trumpcare this afternoon in washington when trumpca re became a this afternoon in washington when trumpcare became a thing. The ayes are 217. The nays are 213. The bill is passed. Without objection, the motion to reconsider is laid upon the table. Shame, shame, shame, shame. But outside, a rather different scene, as protesters chant, shame. This fight isnt over yet. Getting the measure through the senate is going to be every bit as tough. Because, as todays debate showed, this is a deeply divisive issue. So, i ask you, my colleagues, does trumpcare Lower Health Costs . No. Does trumpca re provide better healthcare . No. Does trumpca re protect seniors and families . No. Has panto season come to politics . Yes. Are we going to be men and women of our word . Yes. Are we going to keep the promises that we made . Yes. Or are we going to falter . Thank you. In the rose garden this afternoon, the president beamed. A time for fist pumps and hugs with the speaker. This is an important legislative victory. This is a great plan. I actually think it will get even better. This is, make no mistake, this is a repeal and a replace of obamacare, make no mistake about it. Make no mistake. Theyre dancing a happy dance at the white house today. But he extraordinary thing about this vote is that theres been no independent assessment done on who will be affected, in what way, and what the costs will be. By the time this gets to the senate, that will have happened. And that could affect whether obamacare really does become trumpcare. Jon sopel, bbc news, washington. President donald trump is still celebrating the Healthcare Win in washington, but he will in be in new york later. His first visit to the city since he moved into the white house in january. Hes there to hold talks with australian Prime Minister, malcolm turnbull, whos in new york for the 75th anniversary of a Second World War sea battle when the us and australia joined forces to fight the japanese fleet. This is some live footage we are getting from new york. They are having dinner together. They are meeting aboard the uss intrepid, a war vessel that became a museum. It follows a reports of a bad tempered phone call between both Men Injanuary over refugees held in off shore detention centres. They are having a Black Tie Dinner on the vessel. Trump will go to his golf club as well on the weekend. For more on this, i spoke with our correspondent, hywell griffiths, in sydney. There was that infamous phone call. Donald trump seems to be in a better mood. There was that lavish dinner as well. What will they talk about . You have to consider the australia Prime Minister has flown 20 hours to get to new york and has had only 30 minutes of faith time with the us president because of the delays due to the vote in washington. Facetime. They were promising a reiteration of the great relationship between the two countries. They talked about the great call they had, and said that any bad feelings were fake news. He said all of it has all been worked out with the refugees and is going ahead. Isa out with the refugees and is going ahead. Is a paused to reflect a little bit on the battle 75 years ago, the battle of the coral sea. It is being commemorated this evening. It is the first time donald trump has been to new york since he moved to washington and we are seeing large protesting. How is it being viewed in australia . I think many people in australia are curious to see their own Prime Minister left hanging. He flew a long way. The meeting was supposed to be about an hour expanded by bilateral talks. But political reality came down to a quick handshake. You have seen them on friendly terms so they will have another phone call later. People here accept that australia is a kind of second stream country when it comes to the major superpowers. But it could mean dealing with an unusual form of diplomacy when it comes to donald trump. He rubbished reports about their phone call. But he used twitter to call an International Agreement with australia a done deal. I think eve Ryo Ne Australia A done deal. I think everyone will carry on watching his twitter feed to see how Prime Minister turnbull comes out of all of this. Thank you. Lets take a look at some of the days other news. After a bitter televised debate on wednesday night, the two candidates in the french president ial election, Emmanuel Macron and marine le pen, have been back on the campaign trail. Mr macron was on the front foot, filing a lawsuit over on line rumours he had an Offshore Bank Account in the caribbean. His adversary, ms le pen, was pelted with eggs as she spoke to voters, in a sign of rising tensions ahead of the ballot. Here is mr macron speaking about the law suit hes filed. Translation last night, madam le pen showed her true face, that of the national front, of a party from the far right, with a lot of aggression, including of a personal nature, many exaggerations and lies and insinuations regarding a personal account that coincided with an organised effort on the internet. My team spent all night with lawyers to obviously dismantle that. But im not letting it go because this is what is happening today to our democracies and this is what is threatening democratic life. It is what is called fake news and it can confuse people who only experience the campaign through social media and who often face false information. When it comes to subjects as serious as this one, you have to react immediately. Thats why i am taking legal action today. Also making news today. Russia, turkey, and iran have signed an agreement to establish four safe zones in syria. The proposals, drawn up by moscow, were agreed by delegates at a second day of Peace Negotiations in kazakhstan. Representatives of the Syrian Armed Opposition walked out of the talks, saying they could not accept the plan. In britain, Buckingham Palace says the duke of edinburgh is to retire. Officials said Prince Philip would fulfil his public engagements until august but would not accept further invitations. The duke, Queen Elizabeths husband, turns 96 next month. From his steadfast support for her majesty the queen, to his inspirational duke of edinburgh awards, and his patronage of hundreds of charities and good causes, his contribution to our united kingdom, the commonwealth, and the wider world will be of huge benefit to us all for years to come. Polls have closed in britain following local elections that are being seen as a key indicator as to how next months General Election might go. Voters across england, scotland and wales have been choosing local councillors and mayors. For our uk viewers, well have more on this in about 20 minutes. And a komodo dragon, not this one but one like it, has attacked a tourist in indonesia who was trying to photograph it feasting on a goat. The 67 year old from singapore was rushed to hospital with leg injuries after being pounced on by the venomous creature. The head of the Komodo National park said it was the first attack on a foreign tourist since 1974 when a visitor from abroad was killed. Now, Hundreds Of Thousands of South Koreans have already cast their vote early ahead of the official polling day next tuesday. Theyre electing a new president after the previous one was sacked over allegations of corruption. It comes as korea is at the centre of global attention as north korea defies the us by developing nuclear weapons. The indications are that south korea may move leftwards, and so, away from mr trump. There is a generational divide, with younger people not so hard line on north korea. 0ur correspondent, steve evans, spoke to me earlierfrom seoul. The mood is optimistic, its sunny here, and people are looking forward to an election which matters, obviously, within the country. All elections matter within the country. This one matters outside the country as well, because of the hard line from washington towards pyongyang. So, any change in politics here in the south will clearly affect global politics. And youre absolutely right, in this election there is a very big generational divide. These people are the future, in a land where the shadow of the past is long and dark. The young never knew the war that split korea into north and south, even until now. Younger generations. It is history. In Yonsei University in seoul, for some, north korea doesnt seem so dangerous. Surely we dont really feel the threat of north korea these days. But lots of foreigners would say, why arent you interested, why arent you worried about the north korean problem, north korea and their development of Nuclear Issues . Because we dont have a collective memory of the war. We have a different perspective of north korea, more as a dialogue partner, not a National Security threat, so we are more open to negotiations, and we favour rapprochement with them, instead of a hardline policy frequently advocated by the older generation. A few miles away, the past still lives. Those who remember the war and the empty stomachs after it have set up camp to remind their fellow citizens as the election approaches. He says, young people have been brainwashed by the left, they are endangering the countrys security. And he says, young people dont know about the days when we were poor. Theyre being seduced by politicians. Chicken bones with no meat that the eye can see are sold by the handful. No country has come so far so fast. 60 years ago, a bowl of rice was a luxury. Today, south korea rivals any prosperous country. This camp of right wing activists is right at the centre of the south korean capital, the city hall is there, and all the big hotels. It is not, though, at the centre of south korean politics any more. That centre has probably shifted to the left. The young people in this country are in the ascendancy. In this election, young people protest for better pay and morejobs. Theyre much more prosperous than their grandparents but expectations are higher. The uncertainty of getting work plays big, even when pyongyang threatens nuclear war. Now, the likely winner, never call an election before the actual voters vote of course, but according to the Opinion Polls the likely winner is a gentleman called moonjae in from the democratic party, to the left of the previous president. That will raise big questions. When he was close in power, previously with their left of centre government, they wanted and they got dialogue with pyongyang, which seems to run counter to President Trump in washington. Mr moon is not in favour of the us anti missile system, thaad, for example. Would he remove it . If he gets power, then there would be questions on the relationship with washington, and with pyongyang, and with beijing. So there would be big questions. We wont know the answers, though, until the voters speak on tuesday. Steve evans, reporting there from seoul. Washington has voted to toughen sanctions on north korea. The bill has yet to pass the senate but it probably will do so. It means north korean Shipping Enterprises will find it hard to operate. Youre watching newsday on the bbc. Lets go back to our top story now, the repeal of the Affordable Care act, otherwise known as 0bamacare. Speaking after the vote, President Trump said he was confident it would pass through the senate. I spoke to our washington Correspondent Laura Bicker and asked her what made the bill more appealing to republicans. There are several changes to 0bamacare, several there are several changes to 0bamaca re, several key there are several changes to 0bamacare, several key changes to 0bamacare, several key changes to 0bamaca re that 0bamacare, several key changes to 0bamacare that made republicans, make it slightly more appealing to republicans. So the first involves pre existing conditions. That is Something Like cancer, heart disease, maybe a stroke, even difficult pregnancies fall into this category. There was a fair and on a drum had promised through the campaign that those with pre existing conditions would be able to keep their healthcare. Under the initial draft there was a fear that people would lose it. They are difficult to ensure as a group because insurers say that they want to charge more, or in some cases they wont even give them ensure that all. Under 0bamacare they definitely had it guaranteed. So, all of a sudden, under a plan brought forward by a leading republican, he came up with an idea to put forward an 8 billion fund, so that will be given to states so that people with pre existing conditions can Access Health insurance. That is one key difference. 0ther insurance. That is one key difference. Other differences include ten Essential Requirement for insurers for essential benefits such as Maternity Care or prescription drugs. Insurers are no longer required to cover that in certain states, so there is more freedom as well in certain states. They will be allowed to pick and choose what kind of healthcare they give people. These are the kind of freedoms that republicans like but democrats say that it is putting peoples healthcare at risk and it still hasnt been costed and the impact of it still hasnt been studied. And what we dont know is how money people may lose their Health Insurance through this scheme. Basketball has changed its rules on headgear to make it more accessible to womens teams from muslim nations. Hijabs had previously been banned because of what governing body said was a safety issue. Qatar womens team even withdrew from the 2014 asian games after being denied permission to wear the hijab. New rules will take effect from october. Sin heng sim is the Deputy Secretary General of the malaysia basketball association. I asked him how significant the new ruling is. Actually, the old rules have been there for some time. And, as we progress we need to make some amendments. Yesterday, the cabinet World Congress in hong kong made a decision that the headgear is allowed to be worn by basketballers and provided there are no pins underneath the headgear World Congress in hong kong. And it doesnt cover the eye or the nose or might injurea doesnt cover the eye or the nose or might injure a person if it is too tightly around the neck. So, i think this is a correct decision and it will be good for basketball development. Because, asi understand, your Team Currently only has one muslim female player. Has this old rule affected your decisions in selections of your players . Actually, no. We in malaysia, we actually, sort of predicted that this would change and we just completed azema fully Residential School championship, that allowed female papers to wear headgear. So, it does not in any way affect us, because we have been doing it for some time now. Now, if you were watching tuesdays programme youll have seen the incredible story of the british surfer Matthew Bryce being rescued after being stranded at sea for more than 30 hours. Matthew is now recovering in hospital and has been telling our correspondent Chris Buckler about how he managed to survive his incredible ordeal. By the nioght time it wasnt the shoulder and legs, all my limbs were cramping. Matthew bryce is exhausted, sunburnt and still recovering but hes just thankful to have survived after drifting alone in the irish sea for more than 30 hours. And i would say thats probably a yellow surfboard so that would be the right colour. This picture, taken on sunday, shows him surfing off the west coast of scotland before he was pulled out to sea by strong winds and tides. The current changes and i cant do anything. All this time the wind is pushing me further and further and further out. And. Sorry. He ended up clinging to the surfboard in the middle of the irish sea for a day and a half. He was eventually found half way between Northern Ireland and scotland, just as the sun was setting and a second night was approaching. I was pretty certain that i was going to die after the sunset. So i was watching the sun set, i had prety much made peace with the world and then i heard a helicopter. And the helicopter flew right over so ijumped off the boat board and i lifted the board up and started Wavin The Board and it flew right over me. I thought he missed me. And then they turned. And they turned around. And then they saved my life. This is the moment he was rescued from the water and his family could finally be told that he was alive. You have this elation and then 20 minutes later you crash back down. You do not know what state he is in. You do not know how unwell he is and until we get that call from matthew. Just to hear his voice. The search teams even managed to recover his surfboard. That was an incredible story, wasnt it . Dont go anywhere, i will be back with the business news, and we will talk about the first made into a passengerjet will talk about the first made into a Passenger Jet about to take will talk about the first made into a passengerjet about to take off. If this process amounts to climbing from the sea to the top of a mountain, we will still be in fli p flo ps a mountain, we will still be in flip flops on the beach. With that caveat inserted, what do we know . We have had a smattering of results. Has declared the results. Individual wards from warwickshire, lincolnshire and north wales. To date, labour is losing seats on a very substantial scale. That is the analysis of Professorjohn Curtis from the university of strathclyde, doing the numbercrunching on azema behalf. We saw them losing seats in wrexham, the results we saw coming ina wrexham, the results we saw coming in a couple of hours ago our behalf. A similar picture elsewhere in the country where there have been results. Other trends emerging. The conservatives making some gains. Ukip losing out substantially, they we re ukip losing out substantially, they were expecting that, they did well in 2013 when the seeds were last fought, and the lib dems making modest gains, broadly in line with the improvements in their National Opinion poll results of recent months seats. Opinion poll results of recent months seats. Chris, of course, turner can be different from General Elections, turnout can be different from General Elections, so what will the parties read into the results . What will the parties read into the results . Important point, firstly, with elections like this, which we should respect for what they are as well is what they might indicate, people have madejudgements about who they want to run the local authority and they have substantial clout in terms of schools and roads and education, huge amount of clout and education, huge amount of clout and people will sometimes vote differently to how they might in a General Election. That said, in a General Election. That said, in a General Election. That said, in a General Election campaign, when plenty of politicians say, lets not put significance on the polls, the only one that counts is that on voting day itself, these are real votes in real ballot boxes collecting real politicians, so there will be extrapolation, and we have more to come rather than what we have at the moment, and it will play into the election campaign. Extraordinary that we have an Election Night like tonight smack bang in the middle of a General Election campaign. A lot of results have only come through tomorrow, so what can we expect . Worth looking out through the night as we get results in wales in an area that is looked at keenly because there was a National Opinion poll done in wales for itv news ten days ago, suggesting the conservatives could make big gains in the General Election, so there will be those who look at the welsh results to see if that kind of Opinion Poll Prediction has scrutiny. Also keeping an eye on the sixth six mayors, and a different resort in the West Midlands with a keenly fought battle between labour and the conservatives. Thank you
