hamas stormed into israel from here on 7 october, taking hostages and killing more than 1,200 israelis. 29,000 palestinians killed in israel's response. i still marvel at people who imagine that inflicting this level of death and destruction would somehow bring anybody safety or security. for hamas, 7 october took years of careful planning. the tunnels are the strategy of hamas in terms of conducting this terror machine. and vast amounts of money. we underestimate the financial capability of terrorist organisations like hamas at our peril. 0n panorama, how israel's spies pressed their prime minister to target the finances of hamas and thwart its military build—up. what was his response? we never got any answer. never. 0k. for your security, come from here and don't touch anything. just a00m from the gaza—israel border, the entrance to a network of more than 300 miles of hamas tunnel. this is this is a bit like the london underground. yes! where you have these enormous steel rings. yeah. it's properly constructed. they have very special capabilities, yes. really? they would've needed civil engineers, electricians, plumbers. they have all these ones. there's electricity, there's communication lines. they can live in these tunnels. gaza has been living under an israeli blockade for years but still, hamas managed to build an underground war machine, trying to even up the odds against one of the world's most modern armies. cement wasn't used for building schools, hospitals or kindergarten. it was to build tunnels. iron was used for building tunnels. wood was used for building tunnels. the tunnels are the philosophy and strategy of hamas in terms of conducting this terror machine from out of the tunnel to israel. the origins of hamas are a far cry from its heavily armed status of today. it has its roots in the 1970s, in the years after israel occupied gaza. a radical islamist movement, it established mosques, schools and charities to help the poor. those are the kinds of conditions — the refugee camps, impoverished areas — that are much more prone and receptive to a movement that is doing charitable works. providing services, providing, economic and humanitarian assistance to, to the population. and that became the basis, really, for hamas's constituency and networks in gaza. in 1987, palestinians rose up against their treatment under israeli occupation. gunfire in gaza, hamas, whose founding principle was the destruction of israel, now became an armed organisation as well as a welfare one. yahya sinwar, widely regarded as the mastermind of october 7 attack, was a founding member. 35 years earlier, sinwar was in an israeli jail, convicted of murdering palestinians he suspected were spying for israel. how many times did you interrogate yahya sinwar? between 150—180 hours. so, you got to know him? inafew in a few months. how did yahya sinwar strike you? he was a really charismatic man. he was smart. you know, it's a pity that he — all his mind was all about how to killjews and infidels. that was his mind. full of hating to thejew and to the infidel. but he was quite open about that? of course. we were making conversation and we were talking after he finished the interrogation, you know? while sinwar was in prison, hamas was elected to power in gaza. a year later, it violently removed its political rivals, taking total control. israel, together with its neighbour egypt, tightened the blockade. both were concerned about their security. but from jail, sinwar was secretly forging links with iran to try and beat the blockade. he sent messengers to iran. he asked them to send trainers to gaza strip and to send, you know, weapon and arms. and they agreed to help them with everything that they need. that was the very beginning. gunfire sinwar was released in 2011, one of more than 1,000 palestinians freed in exchange for one captured israeli soldier. six years later, sinwar was leader of hamas in gaza and even closer to iran. while iran was funding hamas, cash was also pouring in from another source — the gulf state of qatar. hamas needed money to pay government salaries. some of it was delivered in cash with israel's blessing. the qataris have a special envoy that came every month with a private jet. entered gaza with a suitcase, gave it to the hamas, say hello and go back. that's it! until2016, udi levy was head of economic warfare for the mossad, israel's spy agency. hamas very publicly showed money being distributed. yes, of course. but, in essence, hamas were in charge of the distribution? they were in charge. nobody knows exactly what's going on, how much money if they practically gave to the people. but they make a show to show to the world yes, look what we are doing. billions more arrived courtesy of un agencies, the palestinian authority, the eu and numerous charities, all intended for humanitarian purposes. if the international community is supporting hamas — paying the salaries of bureaucrats, for example — that's money that hamas doesn't have to spend on bureaucrats. it's money it can use on other issues, like building tunnels, like arming its military. is it fair to say, then, that parts of the world, the donor world, have been subsidising hamas's war machine? i think that's a fair assessment. hamas also raised significant sums from taxes on goods allowed through the blockade. any truck entering from israel with fruit, food or back, you have to pay 30%. 30% tax? 30% tax — for anything. you cannot move shoes. you cannot sell shoes without paying them 30%. so, every year, they're taking something around $350 million, only from tax. where do you think that went? good question! because again, nobody knowing. nobody monitoring. hamas denies diverting any aid money. it told panorama that hamas's military wing has its own sources of income. since 2006, there have been four major conflicts between israel and hamas in gaza. 4,000 palestinians killed — many, women and children. israel says many fighters, too. yet, hamas went from strength to strength. hamas has been designated a terrorist organisation by the uk and some other governments. by october 7, hamas was strong enough to hit israel harder in one day than it had ever been hit in its entire 75—year history. sirens wail when palestinians support october 7 to the extent that they do, it's not about the individual actions — it's about the net impact that it had on israel. that israel was finally made to pay a price for its occupation, for its repression against palestinians for 56 years of occupation, for 17 years of a suffocating blockade, of endless wars that are carried out with impunity. we have to have victory. there is no substitute for victory, and we'll destroy hamas again for our sake and for the sake of peace and the future. hamas is much more than a military opponent. it's also a political movement with support that extends well beyond gaza. sustained by substantial wealth, some of it managed across the mediterranean in turkey. turkey sits at the crossroads between europe and asia. it also sits at the crossroads between legitimate and illegitimate finance. specifically in the case of hamas, i think we see there a really good case study of its role, which is as a home for financial expertise that supports, directly or indirectly, hamas. we've obtained documents that israeli intelligence say are from inside hamas and shine a light on how it makes some of its millions. they detail an investment portfolio from 2018 which the us treasury says has: the investments covered some a0 companies right across the middle east — saudi arabia, sudan, egypt, the gulf — and were involved in everything from road construction, real estate, pharmaceuticals, tourism, even gold prospecting. the combined value of the investments listed in this document is approaching $500 million. much of it in real estate. it's a way of an organisation like hamas keeping its money outside gaza in safe store — in other words, in property. and, at the same time, earning an income. it's a perfect way to manage your finances, you could say. six of the companies listed in this document have been designated by the us treasury as being directly or indirectly owned or controlled by hamas. the americans have restricted their ability to trade by sanctioning them. one of those sanctioned companies used to be called anda turk. it floated on the istanbul stock exchange in 2018 and is now called trend. it's a real estate company handling several multimillion—pound projects and, on its face, looks perfectly respectable. trend develops property in turkey. these luxury apartments are in bursa, 100 miles south of istanbul. they're typical of trend's real estate projects. frankly, the financial leadership could walk out of the job that they do for a terrorist organisation into a ftse100 company leadership position with no trouble at all. their financial skills are first amongst equals. the former chairman of trend is hamid abdullah al—ahmar. he appears close to hamas — photographed here in 2021 with its political leader, ismail haniyeh. sheikh hamid bin abdullah al—ahmar.. al—ahmar has praised the october 7 attack, which hamas calls the al—aqsa flood. al—ahmar stood down as chairman of trend in november 2022 but he remains the head of trend's parent company. i think the fact that he's merely stepped down from being specifically chairman of trend does not really disassociate him from the broader challenge that he is being confronted with, which is that he has connections with the financing of hamas, or hamas more broadly. we wrote to mr al—ahmar. he hasn't responded. the turkish authorities have said they abide by international financial rules and they've investigated trend and found "no abuse of turkey's financial system". trend has told us the us treasury's allegation of links to hamas is: so, where have what the us treasury describe as "vast sums "generated by the portfolio" — where have those sums been spent? well, the documents provide some clues. on this section, under the heading "economy," just under $50 million appears to have been allocated to separate areas, including $29 million for gaza. then, there's an intriguing entry — $9 million to what the document refers to as "abroad". this is where the trail goes cold because the documents don't say what money for "abroad" is spent on. —— don't say what the money allocated for "abroad" is spent on. what we do know is that most of the political leadership of hamas is based abroad. on october 7, some were filmed watching the attack as it unfolded. good afternoon from london. my name'sjohn ware from bbc panorama. can we do...? i called hamas's representative in iran, khaled qaddoumi. we have acquired a spreadsheet listing numerous investments. what is hamas spending that money on? ever since the october 7 attack, hamas has maintained that its fighters did not deliberately target civilians. for those caught up in the attack, denials like this are hard to take. gunfire cries gunfire michal 0hana was at the supernova music festival just three miles from the border with gaza. israel says 360 festivalgoers were killed by hamas that day. we've also seen graphic evidence of sexual violence and attempted beheadings. this dashcam footage shows a hamas fighter throwing a grenade into a shelter crowded with festivalgoers. gunfire are you saying that the film and the photographs showing hamas fighters... right. so, the footage, the film of young people fleeing from automatic gunfire at the music festival, was that, too, staged? nothing to do with hamas. hamas's denial that civilians were deliberately targeted is part of its broader ideology to project itself as a resistance movement and israel as a terrorist state. at the centre of this is a delegitimisation of israel, which means it shouldn't exist. israel in 19118 is recognised by the un. what hamas want to do is to roll back the reel to before that recognition and stop that recognition taking place, which means, essentially, in the end, making israel disappear off the map. hamas has threatened to repeat the october 7 attacks again and again. israel says that's why hamas must be destroyed. the pressure of the world should be on destroying hamas as quickly as possible. all those who yearn for peace should support our quest for total victory. trying to achieve that victory has created a catastrophic humanitarian crisis in gaza. more than half of gaza's buildings have been damaged or destroyed. the hamas—run ministry of health says to date, 29,000 palestinians have been killed, the overwhelming majority women and children. i still marvel at people who imagine that inflicting this level of death and destruction would somehow bring anybody safety or security. i think we are likely to see long—term violence and instability as a result. with the conflict in its fifth month, israel's army says hamas's ideology may never be destroyed even if its military machine is. when we say dismantling hamas, you cannot demolish an idea but you can dismantle the military framework, meaning killing the military leaders, killing as much terrorists as we can, demolishing, dismantling the tunnels and all the other strategic capabilities that allowed hamas to do october 7. we see truly heartbreaking pictures of kids wounded, crying, dying. it's still hard to verify the number of civilian casualties. the number of terrorists i know because of intelligence. but still we do... hello there. friday was a day of sunshine and showers, some of the showers heavy with some hail mixed in, and with colder air moving in across the country, we saw a bit of snow return to the top of the cumbrian fells. this is the top of helvellyn, snow—covered there, in cumbria. now, so far this february, it has been a bit of a wash—out across england and wales. cardiff and coventry have had well over double the average rainfall so far this month. parts of east anglia, houghton hall in norfolk had three times the average rainfall, and there's more to come as well. now, on the satellite picture, all of this white speckled cloud you can see to the north and west of the uk is shower cloud, and there are loads of those, so we are looking at more showers working in. and over the next few hours, by and large, the showers are most likely to be across northern and western scotland, a few for the north and west of northern ireland, one or two for wales and the southwest of england but otherwise, particularly across inland areas, we'll have clear spells to take us into saturday morning and a cold start to the day with some frost or maybe one or two icy stretches. should be a fine if somewhat chilly start to the day, then, on saturday, but it is another day where we'll see showers pop up. some of those across northern scotland, some of the heaviest ones probably across southern areas of england and southern and western wales with a real threat of seeing some hail and a bit of thunder mixed in. still, where the sunshine comes out, temperatures of around 8—10 degrees to be expected — that's about average at this time of the year. for sunday, there'll be further showers across northern scotland but an area of low pressure looks set to run in across northern france. now, this could bring a spell of rain and windier weather to southern counties of england and southern wales, or it could be that the rain just holds a bit further south out in the english channel. so, that's the big zone of uncertainty, really, as we head through sunday but still, the bulk of the uk having a fairamount of sunshine and temperatures, still about 8—10. now, if we do see that rain in the south, could still be affecting east anglia and south east england into monday with quite breezy weather conditions but further north, for northern ireland and scotland, a good part of northern england and wales will be underneath the influence of this ridge of high pressure and so, the weather should be drier with more in the way of sunshine. after a cold and locally frosty start to the day, our temperatures not really changing that much day to day — highs of again around 8—10 degrees or so. and then, deeper into the new working week, it
