Arcadias collapse also appears to have scuppered a rescue deal for debenhams, which could push the Department Store to the brink of liquidation. John mcmanus reports. Happier times for the Arcadia Group and the man who steered it to success, sir philip green. But with the confirmation last night that the group had gone into administration, it seems this british Retail Success story has hit the rocks. The future of 41m stores, plus hundreds of concessions in other shops, now uncertain. 13,000 jobs are threatened, and those workers pensions are also at risk from a massive hole in the Pension Scheme. There have been calls from mps for the green family to plug that gap. Sir philip and his wife, who is resident in the tax haven of monaco, are estimated to be worth £930 million. Arcadia operated hundreds of concessions in debenham stores, a chain which is also in trouble, but which was in talks to be saved bij sports. That deal now expected to be scuppered, putting at risk a further 12,000 jobs. How did it all go so wrong . The online players, such as asos and boohoo, dont have the cost face of the stores, they dont have to pay for staffing in their stores. All they have is their online presence. Theyre much better at it. Theyve invested a huge amount of money in it, and they have a much better connection with their customers. With just weeks to go before christmas, and the sector already in the midst of a pandemic inspired slowdown, its a stressful time for arcadias employees. A lot of us are feeling a bit anxious because we dont know the full extent about whats happening ourselves. For us, its about money around christmas time. Bills have to go out. We dont know if we can afford stuff for christmas. Were worried about what will happen to our Pension Schemes. Will we still get paid if were in administration . For now, arcadia will continue to trade and the government says it stands ready to support those who are affected. But over the next few days, the administrators will also get to work to decide the fate of this once iconic giant. John mcmanus, bbc news. Mps will vote later on whether a new, stricter, three tier system of controls to contain coronavirus should be imposed in england. Borisjohnson is facing opposition from many conservative mps, who are against the plans, but labour will abstain in the vote, meaning the plans are likely to pass. When lockdown lifts in england tomorrow, a new set of rules is due to come into force, an enhanced three tier system which ministers insist is needed to keep coronavirus under control. If we had a concern over a student wed just nip out in our cars and just stay in the garden and have a quick chat and just say, you know, were here for you if you need us. Were seeing a few rumbles in students who are struggling, and we know that. But i think, you know, once this pandemic is over for us, the aftermath will be clear and well have to deal with that. But efforts to curb greenhouse gases, the root cause of global warming, has so far had limited impact. When countries signed the paris climate agreement in 2015, they undertook to limit the rise in temperatures to well below 2 celsius this century. When scientists added up all the pledges made to cut carbon, they amounted to around three degrees of warming by 2100, with potentially disastrous consequences for the planet. However, the last three months have seen some significant changes. China surprised the world by announcing at the un they would aim for net zero Carbon Emissions by 2060, while president elect joe biden has promised the us will achieve the same goal ten years earlier. Taken together, these steps would limit warming to 2. 1 degrees, much closer to the paris goal. The scientists, who have carried out this analysis, say its a significant step. You can argue about the exact figures but the trend is very clear, we are moving in the right direction, and we can clearly see that more and more countries are taking it seriously and put very serious targets on the table. Researchers say there are still many difficulties, particularly the absence of short term plans from governments that reflect their long term promises. But like anything it comes at a price. For those people who have already retired, there will be no difference to the pension they receive. However, their inflation increases year on year Going Forward will be a bit less than they had been promised. For those bit less than they had been promised. In addition, once they retire, they will get a reduction of 10 . Extra funds were being paid into the scheme by the pandemic and there are calls for those commitments to be honoured. The sportswear retailerjd sports has been in talks to buy debenhams in a rescue deal but we expect them to pull out of that later. Debenhams employs around 12,000 staff. And by doing that, i want to empower so many other people, who are in exactly the same position as me. I sort of sat and watched the programme, really heartfelt for him because it was a really big thing he did and obviously his situation, etc. I totally understand why he did it. But was so pleased that he had. If i hadnt have seen that programme, lets put it this way, i would never have got myself tested because i would never. It would never even entered my head. If you had the chance to Say Something to gareth, what would you like to say . Oh, my god i did actually private message him when i first found out. Didnt get a reply but then i didnt expect to because, you know, his page would have been absolutely rammed at that time. I never thought id probably meet somebody who would have been affected and have such a positive story from something that has only ever been spoken about in a really negative way. Diagnoses fell 18 in the last annual stats but amongst women its a different story. Diagnoses are down a overall. They are rising in parts of england and wales and especially in the over 65 age group. Today, on world aids day, charities are calling for testing for hiv whenever blood is taken, regardless of gender, ethnicity or sexuality. You get tested because you realise that you dont have to be a gay man to have hiv. You dont have to be a black african man or woman to have hiv. You can be anybody. And thats why its important to get tested, as you did. And now you live a happy, healthy, happy life because of it. I do, i do. Thank you. Youre a star. Her diagnosis wasnt easy. Shock, horror. Why me . Then, of course, the next thing was, how long have i actually had this for . When did i contract it . But she said she was saved, notjust by Gareth Thomas but by a loving husband who has remained hiv free. Listen, what do you make of your lovely wife speaking out about this . If i had not have seen gareths programme, i wouldnt have been able to stand there when she told me and said, dont worry because i would probably have had that Old Fashioned view about things. First of all, can you just give me your thoughts on the difference between mass testing and this more targeted Community Testing . If you could choose between the two options, what would you choose . So i think they both have their pros and cons. I think certainly when we saw what happened in liverpool, we could see the benefits of it. I think mass testing was open to anybody. People could just turn up and get a test, which was useful. Targeted testing picked on certain areas of the population they were trying to find out what they were trying to find out what the rate was. I think what was really useful about the testing as they found out they were people who had to covid before they had symptoms. So they could get them to self isolate. And then them spreading it. Ithink self isolate. And then them spreading it. I think the targeted testing would be really helpful when it works well with a test and Trace Service that works well as well. We know people are going to test, so we can find answers. If people know that, 0k, can find answers. If people know that, ok, i am can find answers. If people know that, 0k, iam having a can find answers. If people know that, ok, i am having a test, can find answers. If people know that, 0k, iam having a test, i dont have too self isolate for 20ai was, i will get my result, they are more willing to do it, rather than if they have a few days, they are less likely to agree to do things like that. We saw numbers in liverpool really come down after mass testing. Should that really be the way forward . Its a good question. I think it helped. People in liverpool found it helpful to know they could go and get the test. Also, i think it helped to stop the spread of the disease, certainly by picking up people who didnt know they had it. And when they found out they had it. And when they found out they did, they could self isolate. I think there was also a use of tests where youd get the result back fairly quickly if you are positive. These are all helpful, so people can understand exactly how much at risk they are, and then take the right action. We have seen some new research about the effects of what they call long covid. This research is it ona they call long covid. This research is it on a long small sample group. Suggesting there might be longer term damage to the lungs. Is that something that you are seeing in the patients that you have and how can you help people who are suffering from the longer term effects of having had coronavirus . Yeah. Long covid is something that has been identified and were certainly seeing the impact of it with some of our patients. Whats really interesting is they are not necessarily people who are so ill they have to go into hospital. They can be people who never got that unwell, they can manage at home. No weeks, even months later, they are still having really debilitating symptoms. So its affecting their energy levels, its affecting their ability to breathe, so they are struggling to exercise or do what they normally do. This is all new and were learning more about it. I think what was really interesting about this study is they looked at a small group of people and they looked at how the oxygen is getting through the lungs into the blood. They found that in these people who normal x rays havent shown any problems, because they could see there was a defect without the oxygen was getting through. I think they are planning on expanding it, so they can see a bigger group of people and see if this holds true. At least you know this is what is wrong with me. But it is just the start. We dont know if it means this damage is permanent or they will recover from those. It would also give us an idea of how to manage it. The usual treatments we would use for other long conditions, we can look at trying to put some of those in. It is a journey. We are still learning more about how to support people with it. I think its very ha rd support people with it. I think its very hard for people with long covid. But hopefully this will help to give some answers. Finally, i have to ask you about vaccines. We keep hearing that one of the vaccines is not too far away. How ready do you feel, how prepared are you in your own surgery to get that vaccine out into the community . At the moment we are very much in flu vaccine this season, arent we . Yes. At the moment were still struggling to get hold of the extra flu we need to get hold of the extra flu we need to vaccinate. This year the government said people under 50 would get the flu. We are trying to get hold of someone vaccine. I know lots of other practices are struggling to get hold of the extras. That is where we are. Then we have to prepare for the unknown ina way we have to prepare for the unknown in a way because the vaccines that are being suggested, theyre very different. The pfizer vaccine, you have five days to use it once you get it. The other one could last a bit longer. So we got to try to be ready for a lot of different things. Yes, of course. 0ur affected children particularly . Yes, of course. Our main message today is about the near invisibility of many of the neediest children, children with special educational needs, physical, mental, behavioural, children in care, children known to social services. Despite often huge effo rts social services. Despite often huge efforts by schools and social care. Theyve lost so many services, speech and Language Therapy and many others, theyve lost so much education, and because they are not at school, theyve lost the eyes that can spot problems, worsening problems. Very few of these neediest children attended school in the first lockdown, even though schools we re first lockdown, even though schools were open. Social care referrals dropped. They are rising now but still lower than normal. Many children are still not attending school, and particularly among these children with greatest needs. It really is important that schools, nurseries, every agency works together to help make sure these children get what they need. Is anyone actually to blame, or is it a case of this is what the past few months are produced and its not a case of pointing fingers . months are produced and its not a case of pointing fingers . I dont think pointing fingers is helpful. It is showing how much of a disruption like this that takes children out of the places where they are where there are eyes to see them and ears to hear them, when the tell people whats going on. Its about how we bring things back together, how we help get children backin together, how we help get children back in school. Children should be in school and arent in school. It is difficult at the moment. I know schools are really going through a great deal of difficulty getting children into school and keeping them. Nevertheless, its an absolute priority. Lots of kids obviously off maybe even today because of isolating because of cases and concerns at various schools all over the uk, arent there . What about the long term impact of this . How long do you think it might take to recover some of the issues that have happened, particularly in 2020 . First of all, youre right, attendance is dropping. It is worryingly low for all children, but particularly for these needy children, its particularly for these needy children, its lower still. We dont fully understand why the children who most need to be in school are least likely to be there. Thats something everybody should be concerned about. In terms of the long term effect, its still too early to say for most. We do know the good news is that for most children getting back into school, getting back into normal life, good teaching, home life, back into normal routines, will deal with most of the problems that may have built up. But there is a smaller proportion who desperately need that help. And we dont how long it will take. There could be long term harm to many of these. Give us a bit more information on that, the lack of access to that Additional Support and the health care that goes along with it as well . 0bviously all sorts of services have been affected during the year. Is that your particular area of concern, that the lack of care that has been there and how long it will take to repair that . It is. Perhaps take the example of children with special educational needs. So many of those early services, speech and Language Therapy, for example, if you dont have the help early on, if you struggle to learn to speak and hear, then you go back into school, its a real struggle for you. You are more likely to come adrift in school. Youre more likely to do well. That is more likely to compound into behavioural problems down the line because if you cant cope with school. Its about those early interventions that help get children and keep them where they need to be. The loss of that could have some really serious consequences for childrens lives. Something else our viewers will be interested in, there are reports gcse exams will be marked easier next year, it might even allow pupils to take the textbooks in because of what has happened in recent months. I work in whatever we can do to give every student a fair shot at assuring what they are really capable of. This morning we wait to hear whether or notjd sports had decided to pull out of that deal. That is the expectation. The arcadia collapse is thought to be a majorfactor in spooking jd sports but what it means is that 12,000 jobs across 12a stores are now at risk. Thats on top of the 6,500 jobs theyve already cut since may. It would bring to an end a 2a2 year presence on the high street. But efforts to curb greenhouse gases, the root cause of global warming, has so far had limited impact. When countries signed the paris climate agreement in 2015, they undertook to limit the rise in temperatures to well below 2 celsius this century. When scientists added up all the pledges made to cut carbon, they amounted to around three degrees of warming by 2100, with potentially disastrous consequences for the planet. However, the last three months have seen some significant changes. China surprised the world by announcing at the un they would aim for net zero Carbon Emissions by 2060, while president elect joe biden has promised the us will achieve the same goal ten years earlier. Taken together, these steps would limit warming to 2. 1 degrees, much closer to the paris goal. The scientists, who have carried out this analysis, say its a significant step. You can argue about the exact figures but the trend is very clear, we are moving in the right direction, and we can clearly see that more and more countries are taking it seriously and put very serious targets on the table. We are worried that without some additional business support we are going to see waves and waves are businesses going bust over the coming weeks, especially those in hospitality and their supply chains and other sectors like weddings and events that have been closed for months now without any Additional Support. If you are concerned about business support, why not vote against . As i say, if we voted against, given the conservative party rallying its own mps to vote in favour of it well fall and that would mean at midnight tonight, there will be no framework and no restrictions at all and that would just be an irresponsible thing to lets see happen especially as we are ata lets see happen especially as we are at a very critical point in dealing with this pandemic. The National Lockdown has had some positive effects on infection rates and hospitalisations and so on are now is the wrong point to let things rip and not have any restrictions at all. We have consistently abstained on Public Health measures. Mainly because of the inadequate and unfair nature of business support that is coming in. We want the government to focus on supporting jobs, supporting those ailing businesses which have had months and months and months of lost trade and living under restrictions just at a time of year when many of them get extra trade coming in because of christmas and they are now on their knees. The government does need to come forward with that. As shadow business minister, you are calling a more support for businesses, particularly in tier 3. How much would that cost and how a defender . Businesses in tier 3 are not getting any more than businesses in tier this additional restrictions grant. That cannot be right, can it . A place in lancaster or greater manchester, these authorities have the same amount of money to support businesses as cornwall and the isle of wight. That cannot be right. There is also a problem with the way it is being distributed. Those most in need of getting the same as the wealthiest parts of the country. We must support businesses because if we do not we will see businesses going bust, we will see people being made unemployed and that will cost the taxpayer a lot more in the long run. As with the virus where we are saying now is the wrong moment to let go of the games we have made, we have supported businesses and employees over the last few months. Now would be the wrong time to pull the support away and let them go bust. How much will that cost and how would the labour party pay for it . The government has already reduced what it is supporting businesses by by £9 billion recently. They were supposed to give businesses a cash injection of £9 billion in january through businesses a cash injection of £9 billion injanuary through the job support scheme, which they have now pulled back. If you are looking at supporting businesses with extra cash grants to this very difficult time, it is not a huge amount of money in the grand scheme of things. It depends what scheme you look at. Given what we have already put in to support businesses and jobs, now would be the wrong point. Many of these businesses have enjoyed the fellow, had taken out loans, have taken out vat deferrals, so, if they go bust that would cost more in lost tax returns and the loans being paid back and so on, so it is the right thing to do to put in more business support and it is also morally the right thing to do. These businesses are viable, trading well before the pandemic hit and are being asked to close in order to protect Public Health. The government should be stepping in to support that. An incredibly worrying time for the 13,000 people working for arcadia and potentially those working for devon ends as well and the knock on. I hope the administrators do all they can to protect those jobs and find buyers for that company, or parts of that company. What we are calling for as well is that philip green really does the right thing by the deficit in the pension pot and uses some of his own personal wealth, wealth he has from that company for many years to plug the gap in the pension deficit. That is why he has been put in charge of the programme are making sure as many people are vaccinated as possible. Yes, but how would that practically work . The quote was, this is something you are looking at. Are you looking at it . We are looking at the principle of making sure we can get people vaccinated. It is important to make sure that people ta ke two important to make sure that people take two vaccine doses. That means we need to have an effective system of ensuring that when someone gets the first shot in the arm, they returned at an appropriate point for the second one. That is the big logistics exercise. That is where our focus is. Its a really interesting argument, the whole volu nta ry interesting argument, the whole voluntary nature of this, because you could find a situation where those who have not had it are actually severely restricted in what they can do . Well, again i think we should concentrate in the first insta nce should concentrate in the first instance on making sure that the vaccine is there, making sure that people can have access to it. And i think that most people, the overwhelming majority, will want to ta ke overwhelming majority, will want to take the vaccine, notjust in order to make sure that theyre protected against the disease, but also that they are protecting others as well. Ifa pub they are protecting others as well. If a pub was to say, you are not coming in unless you have had the vaccine, would you support that . Again, ithink vaccine, would you support that . Again, i think the more important things to concentrate on making sure that people are vaccinated in the first place. Im not trying to make an awkward situation. But while these restrictions on our freedoms are painful, they go against the grain for me, they are there to try to ensure we dont have there to try to ensure we dont have the nhs overwhelmed. Underpinning where we are at the moment, and youve talked about where you want us youve talked about where you want us to be, is all about, its all underpinned by this testing regime. Thats where the Prime Minister said, the only way to identify asymptomatic cases and to prevent to protect everyone is through mass testing. Liverpool has moved from tier 3 to tier 2 because of this mass testing. It seems that even though we have administers on this programme for many weeks talking about the liverpool model and how it will be used elsewhere in the uk, which requires huge resources, 2000 members of the armed forces, thats not going to be the case and its switched now from mass testing to Community Testing. Is that another case of the government overpromising, saying this model is working, we are going to roll it out everywhere, when in actualfact working, we are going to roll it out everywhere, when in actual fact you dont have the resources to do that and they wont be the liverpool model elsewhere in the uk . No, i think there will be. That is exactly what we are planning to do. That is what we are planning to do. That is what matt hancock outlined yesterday. There are a number of local authorities outside liverpool that wants to have Community Testing. Mass testing, Community Testing, its basically the same thing. That is making sure that working with the amazing people we have in the armed forces, and the amazing people we have in the nhs, that we can have a greater level of testing in the community and that means that working alongside the two measures we can get to grips with this infection. Its a more targeted approach. It is not mass testing because it is not available everywhere . There are some authorities who dont want to go down that route. But for the authorities that do we are working with them to make sure it can be delivered. Is that the only way of moving from tier to tier 3 to tier 2, which has been successful in liverpool . It surely mass testing is how you get out of it . Its one very important tool in our armoury. It is also the case, to their credit, that the Civic Leaders in liverpool didntjust the Civic Leaders in liverpool didnt just have community the Civic Leaders in liverpool didntjust have Community Testing in liverpool. It is also the case that they embraced a quite strange and tier3, and that they embraced a quite strange and tier 3, and the combination of those two helped to reduce infections. It is important to recognise that the new tier 3 that we have is very similar to the top tier 3 that liverpool adopted. And so, we know that that tough tier 3 can bring infection rates down and Community Testing is another way of helping us to identify where there is the risk of infection and take appropriate steps to reduce it. Again, there are parts of the country where we have tier to restrictions under tier 1 restrictions, where it wouldnt be appropriate. It is the case that we can appropriate. It is the case that we can test more people, i think, in this country per capita than many other western nations because of the effo rts other western nations because of the efforts that have been made in order to secure this additional testing capacity. But it is a very important tool. But it is just one tool in the armoury. So we have the tier restrictions, painful, as i say, from any of us. But effective in bringing infection down. Community testing as well. And of course the prospect of vaccination together they can ensure we can move back to normal life, which i know everyone wa nts. Normal life, which i know everyone wants. One of the stories we are dealing with this morning is what is happening with the Arcadia Group and sir philip green. Do you think that Arcadia Group has been mismanaged . think there have been some missteps along the way. Certainly that is the view of many analysts. It is also, to be fair, the case that many high street retailers are having a very tough time, mainly of course because of the covid restrictions, and again, that is one of the reasons why, through the furlough scheme and other support, we are doing everything we can to support businesses. It is also one of the reasons why, thanks to the discipline we have shown collectively as a country, retail can open in a couple of days. There are thousands of people who work in that group worried about their future and theirjobs. I saw that alok sharma was tweeting the government stands ready to support those affected during this difficult period. Can you tell us what that support will look like for those who may lose theirjobs . I think the Business Team will be saying a bit more about this later. But yes, my heart goes out to people who have been working hard and who, as i say because of a combination of factors, risk losing theirjobs. First time in a long time what are we hoping for . Good morning. We are hoping that the change 5 mission will land in the northern part of the moon, a place called 0ceana us. And that it will dig into the rocks and bring some back, which is really great news for those like me who study bodies in the solar system. Am i right study bodies in the solar system. Am iright in study bodies in the solar system. Am i right in thinking this is the most material that will have been brought back from the moon before . A p pa re ntly back from the moon before . Apparently the last minute and they only brought back a few ounces of material, is that right . Well, its true the last mission only brought back a few micrograms of material. 2a0 kilograms or so, back a few micrograms of material. 2a0 kilograms orso, in back a few micrograms of material. 2a0 kilograms or so, in several missions. This particular mission is going to bring back a few kilograms, but it is going to bring some soil from the surface and dirt from the surface, and it is going to dig and bring some rocks from below the surface. That is going to be really exciting because we havent had rocks from that particular section of the moon before. So yeah, we dont know what were going to find, different types of rocks, who knows . In terms of the space race, how competitive is it all . The chinese are obviously very happy to be involved in this. How does that then affect the americans and the russians and everyone else trying to get their slice of the pie . Well, science is a very collaborative operation. Space science particularly. The missions are so big. And so expensive. And they take so long. People tend to be very generous with sharing material when they come back. Anything likes this benefits us all because we learn from the mission, from the technical aspects, we learn from material that brought back. And competition drives things forward. We saw this at the time of apollo. It was the cold war. The russians managed to put Yuri Gargarin into space before the americans put anybody into space. And so that drove the americans forward , and so that drove the americans forward, which drove the russians forward, which drove the russians forward and we all benefited. This time it is the chinese who are driving forward. They have been to mars, they have had several missions to the moon. And they are putting a space station into orbit around the earth as well. So they are doing really, really well. They have come into it a bit late but they have made up for lost time. How close are we to sing another human land on the moon . Well, the americans want to put somebody on the moon in 202a. Whether they will be able to or not, i dont know. They are certainly targeting that. Whether it is 202a or 2025, or 26, people will be going back to the moon. And it will be really exciting when they do, because they might stay there for longer. We know a lot more about the moon. We know a lot more about the moon. We know a lot more about the type of materials that are there. There have been lots of technical developments to see if you can get hydrogen and oxygen from the lunar soil to act as a fuel, so people can actually live and work on the moon. It would be really entertaining when that happens. How much information online. How much information will be coming from this Chinese Mission . Is it going to be as easily accessible as some of the others . Sadly, probably not. There is an English Version of it. They update. The chinese, because they are still learning, they are a bit more cagey about things. They tend to broadcast after the event rather than before. The British Retail Group arcadia, which owns some of the uks best known clothing brands, has gone into administration, putting 13,000 jobs at risk. Arcadias collapse also appears to have scuppered a rescue deal for debenhams, which could push the Department Store to the brink of liquidation. John mcmanus reports. Happier times for the Arcadia Group and the man who steered it to success, sir philip green. But with the confirmation last night that the group had gone into administration, it seems this british Retail Success story has hit the rocks. The future of aaa stores, plus hundreds of concessions in other shops, now uncertain. 13,000 jobs are threatened, and those workers pensions are also at risk from a massive hole in the Pension Scheme. There have been calls from mps for the green family to plug that gap. Sir philip and his wife, who is resident in the tax haven of monaco, are estimated to be worth £930 million. Arcadia operated hundreds of concessions in debenhams stores, a chain which is also in trouble, but which was in talks to be saved byjd sports. That deal now expected to be scuppered, putting at risk a further 12,000 jobs. How did it all go so wrong . The online players, such as asos and boohoo, dont have the cost base of the stores, they dont have to pay for staffing in their stores. All they have is their online presence. Theyre much better at it. Theyve invested a huge amount of money in it, and they have a much better connection with their customers. With just weeks to go before christmas, and the sector already in the midst of a pandemic inspired slowdown, its a stressful time for arcadias employees. A lot of us are feeling a bit anxious because we dont know the full extent about whats happening ourselves. For us, its about money around christmas time. Bills have to go out. We dont know if we can afford stuff for christmas. Were worried about what will happen to our Pension Schemes. Will we still get paid if were in administration . For now, arcadia will continue to trade and the government says it stands ready to support those who are affected. But over the next few days, the administrators will also get to work to decide the fate of this once iconic giant. John mcmanus, bbc news. Mps will vote later on whether a new, stricter, three tier system of controls to contain coronavirus should be imposed in england. Borisjohnson is facing opposition from many conservative mps who are against the plans, but labour will abstain in the vote, meaning the plans are likely to pass. It must have felt like a long wait from friday when the rumours started but yesterday those rumours started but yesterday those rumours and speculation were confirmed. The group which owns brands we all know topshop, topman, miss selfridge, Dorothy Perkins and burton has collapsed. Nearly a50 shops plus a presence in hundreds of other retail outlets like Department Stores. All part of this mans empire. Sir philip green. 0nce known as the king of the high street. He and his wife tina, the majority share owner of the group, are together worth an estimated £930 million. With a private yacht and a high life in monaco. But things havent been plain sailing. Even before coronavirus, arcadias best known brands were struggling. Partly because theyve failed to maintain engagement with younger customers whove moved on from walking in to stores on their feet, to buying from their phones. It has changed and topshop is one of the brands that does not seem to have reacted to it. All of the high street brands havent come into influence marketing at some time or another, brands like asos are steaming ahead but the brands in the Arcadia Group dont seem to have adapted. Lockdown was the final nail in the coffin the chief executive last night saying, in the face of the most difficult trading conditions ever experienced, ultimately the obstacles we encountered this year became too severe. When was the love lost for the brands that so long dominated our wardrobes . We asked shoppers in inverness. To expensive and i would say more so like miss selfridges, probably more for the older end of the scale. You probably wouldnt catch me in that sort of store. I quite like them, especially topshop, being five they do the petite stuff and its quite good quality are not too expensive. I think this jumper good quality are not too expensive. And, of course, its the 13,000 workers who will be feeling the pressure today less than four weeks before christmas. Worried for theirjobs but also for their pensions. The arcadia scheme has 10,000 members and an estimated £350,000 hole in it. That will likely be taken over by the Pension Protection Fund a lifeboat set up by government and paid for by other Pension Schemes. But it could mean less money for some when they retire. The domino effect of arcadias collapse is expected to hit debenhams. Jd sports has been in talks to buy the Department Store in a rescue deal. But with arcadia brands holidng such a lot of space there, that deal seen as the last chance for debenhams now looks doomed. Another hammer blow to the high street, and potentially another 12,500 people out of work. So what could this mean for the high street . According to one research body, nearly a quarter of a million retail jobs could go this year. What could this mean . Im joined now by sue dunn, a former womenswear director of Department Store chain house of fraser. Good to see you this morning. The truth is these problems for arcadia and debenhams predate covid, was the writing on the wall . I think the writing on the wall . I think the writing has been on the wall for the retail arena for a couple of years. We have many job retail arena for a couple of years. We have manyjob losses this year, but 2019 was not great. The reinvention of the high street has been at the forefront of many minds in retail generally. Looking at what we can do to reinvent. It is not just big city centres which have been really affected by covid but the smaller town centres. Nobody wants somewhere that everywhere is boarded up. We need to think about what people want, where they want it, what it will look like and how they can we can support those people trading and the people they employ. In your view with your decades of experience, everybody is talking about the move to online but thatis talking about the move to online but that is not entirely the case. You look at zara and pryima, you can thrive on the high street, there is space . When you shop you want to variety of different things, sometimes you know what you want and you want it quickly, that is online, you want it quickly, that is online, you can ch, order it and it comes. But there is a lot of entertainment and engagement in going out with your friends, that is not necessarily always at the younger end of the market, many people like to go and have a coffee with friends, meet people, Wander Around the shops and see something new. That is bricks and mortar were you can feel something, if it is closing, you hold it up against yourself, it is a colour you have not thought of, that is where people wa nt not thought of, that is where people want to be enjoying themselves in a nice social environment in a shop. Critics will say the Arcadia Group lost sight of that and they will point to sir philip green and say perhaps he became toxic for the brands he was associated with. To what extent our shop is now interested in where the appellant and earth . That is definitely true, people are focused on price but they are conscious of the affected might help are conscious of the affected might help are people more focused on whether pound ends up . They want a signature. Things so they can align with a brand, that is where social media comes in. Finally, to what extent are you think workers should be protected more . Should the people at the helm be able to take money out, leaving Pension Schemes exposed . That is horrendous, the fact you have worked for years, investing a significant part of your salary in a pension, then you find it is worth less. It is critical now, people are looking up their incomes, we need training programmes from the government to cover these large redundancies and also look after the people who rely on my savings, to look after than in retirement. I still like looking around the shops, having a coffee and looking at things. One day soon something to look forward to. Mass testing was set to be introduced in englands tier 3 high risk coronavirus areas, but the government now says it plans to use a more targeted, Community Based approach. Health secretary matt hancock announced the roll out of the programme in a press conference yesterday as he said the country had coronavirus back under control. We are rolling out Community Testing much more widely. We have been working with those going into tier 3 and with colleagues in scotland, wales and Northern Ireland too, and today, with the publication of our Community Testing prospectus, we set out in the next phase of that work, to give tier 3 areas a fast way out of the toughest restrictions, to support them, to come down the tiers as has happened in liverpool. Lets get a bit more detail on this now from linda bauld, whos professor of Public Health at the university of edinburgh, and Epidemiologist Dr mike tildesley. That morning, both. If i could come to you first, linda bauld, what are your views on mass testing as opposed to Community Testing, which we are talking about more this morning . I think the idea that while we wait for a vaccine and have these other health interventions, we would have some Mass Testing Programme in the way that slovakia has done, where they tested the majority of the Adult Population over a weekend, was an idea heralded by government, but now the reality is that this is extremely expensive. What they are having to do is target communities with a higher prevalence rates. When we have nothing published results of the liverpool pilot i think the targeted approach is more appropriate currently. Dr mike tildesley, we heard from michael gove about one hour ago and he said there was not much difference between mass testing and Community Testing, but there is clearly a change and it is more targeted and cheaper, no doubt . If you have the capacity, and linda has said that, then mass testing is clearly appropriate because we still know the viruses circulating throughout the viruses circulating throughout the country and the more people be tested, the more we can detect and isolate mbes here we can get on top of the virus. We are not in that position, we do not have the capacity, so targeting these higher risk areas is very important to bring transmission down. I would like to see, if and when we have the capacity, to try to put some of these testing pilots out to places with slightly lower incidence. We are almost firefighting with tier 3, places get into the higher tiers and we use mass testing to bring that time, but we want to get into a position where we can have lower levels and use testing to keep that down. I think it would be useful to targets in regions with lower incidence to cf we could use testing accompanied by slightly lower restrictions to keep the virus under control. Professor bauld, how do we target the communities, choose which communities and which people to test . At an england levelthe government has published a strategy, they had the measures able use, it will be the prevalence, the identified cases already in an area, which were looking at for the symptomatic testing, it will be looking at which tier the area is in and looking at a more microlevel around the communities where their needs are greatest. This will be donein needs are greatest. This will be done in consultation with local Public Health directors, local government and up in scotland the nhs borders, for example. This is important because local leaders know their local communities. As mike said, there is only so much money so it is better the decisions are taken by the people who know the community is best, and important to give those Community Members information about what testing can and cannot do, what the implications are if they test positive and need to self isolate and need support, that is a key part of the programme. Mike, in terms of what the testing cannons cannot do, what the testing cannons cannot do, what about the importance of identifying asymptomatic cases . About 1000 was liverpool but only through mass testing. It is a small percentage but they are really important to trace . Absolutely, there are still in north a lot of people who are infected but do not symptoms, they can still transmit the virus there are still an awful lot of people. Targeted testing is for people who develop symptoms, they can book a test and we can trace their contact, but asymptomatic people are essentially going about their daily lives and represent a risk to the west of the community, so this is what testing can come into its own, if we can identify people even with mild or no symptoms and isolate them, hopefully we can get ahead of the virus and reduce transmission in those areas. I was going to pick up on that and ask how you get ahead of the virus, because one of the challenges is the time lag when somebody perhaps has the virus and does not know it, before they develop symptoms, or they perhaps have no symptoms. What tactic do they have to get in front of it in areas which are not in tier 3at of it in areas which are not in tier 3 at the moment . It is extremely difficult, you are right, because we have a time lag it can take up to two we e ks have a time lag it can take up to two weeks before people, if they do develop symptoms, develop symptoms. All you can really do is use methods such as severe lockdown to bring the incidents right down and when you cannot is when things like targeted testing can place an easier role. The problem is when there is an awful loss of infection in the community it is difficult for targeted testing and Contact Tracing to keep up. If you can get places into lower tiers and role of the combination of targeted testing and match with mass testing if you have the resources, that is unhelpfully rapid identification and isolation of individuals and tracing of co nta ct isolation of individuals and tracing of contact can hopefully help up thatis of contact can hopefully help up that is when hopefully rapid identification. On the issue of christmas, michael gove was talking about the concerns government about what might need to be done in january february. I know there are tighter restrictions where you are in scotland over the christmas window but it is a concern for people in your profession about what january and february will look like given the relaxation over christmas . Absolutely and people need to take that decision themselves, there are five days or seven days to Northern Ireland where you can opened up and see others. Just because we can, does not mean we should. We should does not mean we should. We should do it modestly. So what happens in january depends on how many people ta ke january depends on how many people take advantage of that. I am very concerned about that. Back to testing, we are not even using our full testing capacity. So thinking about january, for these high incidence areas, it is important we know as soon as possible whether the Christmas Period has had an effect and making sure we can find these areas quickly so people cannot pass it on past the Christmas Period to older relatives. The holiday is a concern and people should approach it with caution. Professor linda bauld and dr mike tildesley, good to get your incitement expert and analysis. I was asked if i fancied doing another challenge, seven in seven days. I know hed do it for me. And i know that any of them would do it for me. We should be running in here, shouldnt we gosh, where do we start, kev . You are about to do something which is almost, i cant quite get my head around it. You have decided to do seven marathons in seven days. Are you mad . Probably, yeah we all know why. I think it is all around robs number seven. Everybody knows who rob burrow is now. And if people didnt from what he did in his rugby career, they certainly do now from what hes done in the last 12 months. So that number is synonymous with him, certainly at the club it is, so to try to use that number in a way, to try and once again keep him in everybodys thoughts, ensure that the awareness and research around mnd continues, and increases and improves better than its ever done, so thats the driving force. I know you have friends who are going to run parts alongside you. How hard has it been to organise that with all the restrictions at the moment . We are in the middle of a pandemic so we are all getting tested this weekend and its pretty stringent and it was one plus one and our start times have to be different. Youre doing this for your mate rob. What is it about that friendship that is going to keep you going . I want to remember the good times, i want it to make me laugh while im running, i want to try and get away from those dark moments. In its simplest form, im just trying to be a team mate. Happens every time, as soon as i Start Talking about him i was his captain for 13 years and although none of us play any more, there is a group of real close friends. And that aint just about me and rob theres probably five, ten, 15, 20 other ex players who feel exactly the way i feel about it and have done some wonderful things this year. Its just about that. We had an Unbelievable Team spirit, we had some really special times and memories and i think, when you boil it down, i know hed do it for me. When you first met rob, he was 12, you were 1a. There is such a bond because you end up, although its only a couple of years, you end up being like a big brother and i know it sounds daft but when youre sat next to him every day and hes so small, he becomes everybodys little brother because everybody is trying to look after him. People face a tough things every day and we see it at the minute with covid and whats going on out there. Dont get me wrong, i do have moments where i want to bury my head and i do want to pull the duvet over but it doesnt fix anything so ill probably. Probably be thinking just keep taking another step. I think its important you stand for something. Friendships, team mates, they do stand for something when its been that long so. What a friend. Its brilliant. 0ne of the things we have missed in the last few months is the ability to hug each other and i bet you wanted to hug him in that absolutely. When you see what he is really putting himself through, it is a staggering. His training, i can say it now, he actually had practice at this to prove to himself he could do it. About a week ago he ran three marathons in three days just on his own because he wanted to prove to himself mentally it was achievable andi himself mentally it was achievable and i ask how he got on and he went, yeah, fine i love the fact that it is two blocks, as soon as they got ina room is two blocks, as soon as they got in a room together, they sparked up that friendship and they have had that friendship and they have had that with all the leeds rhinos collea g u es that with all the leeds rhinos colleagues and friends two blokes. But there is next level up of thinking, my friend is going through this, and i am going to dedicate a huge part of my life to try to make his a little better and change it for other people as well. Is the next seven days, Kevin Sinfield is running a marathon every day to raise as much money as he can for his mate rob. He started this morning and we spoke to him a couple of minutes before and he set off at seven oclock on the first of seven marathons in seven days. There he goes. But was so pleased that he had. If i hadnt have seen that programme, lets put it this way, i would never have got myself tested because i would never. It would never even entered my head. Diagnoses fell 18 in the last annual stats, but amongst women its a different story. Diagnoses are down a overall. They are rising in parts of england and wales and especially in the over 65 age group. Today, on world aids day, charities are calling for testing for hiv whenever blood is taken, regardless of gender, ethnicity or sexuality. You get tested because you realise that you dont have to be a gay man to have hiv. You dont have to be a black african man or women to have hiv. It can be anybody. You can be anybody. And thats why its important to get tested, as you did. And now live a happy, healthy, life because of it. I do, i do. Thank you. Her diagnosis wasnt easy. Shock, horror. Why me . Then, of course, the next thing is, how long have i actually had this for . When did i contract it .
