Its friday 20th november. Our top story. A pay freeze for millions of Public Sector workers is expected to be announced by the chancellor next week, thats according to government sources. Its thought nhs staff will be exempt, but many other key workers like teachers and Police Officers will be affected. Our economics editor faisal islam reports. Millions of Public Sector workers face a pay freeze at next weeks Spending Review as chancellor rishi sunak makes the case for pay restraint to reflect falls in private sector earnings during this pandemic afflicted year. At the start of the Spending Review process, the chancellor outlined that in the interests of fairness, we must exercise restraint in future Public Sector pay awards, ensuring parity with the private sector. The treasury has taken an interest in a report on the issue by the centre for policy studies, suggesting a three year freeze would save £23 billion by 2023,15 billion if nhs were exempt. It is expected that nhs workers would be exempt from the freeze to reflect efforts during the pandemic, but four million workers still include many key workers lauded for their service during the pandemic, from the armed forces to police, teachers and Civil Servants. Unions are already planning a campaign against such plans, having already had rejected their efforts for a special pay bonus in the current year for pandemic front line Public Sector workers. We could find out today if any action will be taken against the home secretary, priti patel, following an inquiry into bullying allegations. The Prime Minister is expected to give his response to the report, which is said to have found that she broke ministerial rules. Our Political Correspondent Jessica Parker reports. The most powerful woman in the cabinet and the subject of an inquiry launched back in march after dramatic claims by the man who was her most senior official. I have received allegations that her conduct has included shouting and swearing, belittling people, making unreasonable and repeated demands, behaviour that created fear. I needed some bravery to call out. He quit, and is suing for constructive dismissal. She stayed, and the government launched an investigation which looked into her behaviour at three different government departments. Priti patel has always strongly denied allegations, and a number of tory mps have rallied to her side, describing her as a determined person doing a toughjob. I worked with priti patel for a number of years and ive always found her strong, robust, but never in any way anywhere near bullying or even threatening any of her staff. And most of her staff got on with her incredibly well. Sources familiar with the reports findings have told the bbc it concluded priti patel did breach the rules that govern ministers behaviour. One source has said the investigation had found evidence of bullying, although it may not have been intentional. The reports also said to have raised issues about the way the home secretary was treated by some officials. A breach of the ministerial code would normally be expected to lead to a resignation. Boris johnson has firmly backed her so far, and theres little sign that will change. The report has found that she breached the ministerial code. What is the message from the Prime Minister about ministers who do this . This is the only way Civil Servants can challenge ministerial behaviour. Labour has written to the independent committee on standards in public life, calling for a fresh inquiry into how the investigations been handled, and said that the full report should be published. The rules will come into force in ii Council Areas across west and central scotland. Meanwhile in Northern Ireland, a new two week lockdown period starting next week has been announced. So what are the restrictions across the uk . From 6pm tonight, more than two Million People will be under scottish tier 4 restrictions. This means that household mixing is banned indoors, and only essential shops are open. Northern ireland was due to gradually ease restrictions from today and some business will still be able to reopen but it will now face a new two week lockdown period starting next friday, which will see all non essential businesses shut, but schools will remain open. England remains under National Lockdown restrictions until wednesday the 2nd of december. That means that non essential businesses including hospitality are closed, and household mixing is banned. And in wales, the firebreak restrictions came to an end on the 9th of november. Now, groups of up to four people from different households can meet up in cafes, pubs and restaurants and outdoor public spaces. Lets get more details on the changes in scotland coming in today from our correspondent james shaw. And this is a big area all the way from ayr on the west coast to livingston further east, and north to stirling and the countryside around it. This is not a full National Lockdown, so travel restrictions will be used to stop people spreading the virus into low risk areas. It will be illegal to travel into or out of areas under level three and level 4 restrictions, and even between Council Areas under those controls except for essential purposes, including work, education and caring. In some ways when you relate it to the pandemic that they may have been in the front line. Not like doctors and nurses but these are really hard courts you will have to be made. Calls. The government will be keen to say it has individual pay deals agreed with certain parts of the Public Sector, particularly nurses. Report suggesting a pay freeze for them could be one way to recoup some of the cash to pay for this pandemic. What we will get this morning is an update on public finances. They will tell us what state they are in in october, which will give us a fuller picture. That is everything the government is spending and having to borrow to fund that spending in things like tax revenue. Business has not been operating as normal, we have not been earning as much as normal. Maybe we have not been spending as much as normal. The taxes we have been getting in income taxes we have been getting in income tax and vat, those receipts have fallen sharply as well. The numbers give us an indication of how much this is costing and when we might have to start paying it back. The governmentjob retention scheme was announced back in march. It has been supporting jobs and the economy through the pandemic. By october more than 9 million workers had been furloughed, costing £40 billion. Government measures to tackle coronavirus had reached £200 billion. Taxes paid by us as workers, consumers or businesses. That number has fallen sharply and the government has had to borrow more to cover the cost. According to the body keeping tabs on that spending, the government is likely to borrow, it says, more than £370 billion for the whole of this Financial Year. Running from april of this year to april of next year. That is before the cost of their second National Lockdown and the support measures that are in place to pay for that. That level of borrowing has never been seen before in the uk, except during the two world wars. With that sort of figure, should be really be worried . A huge one off rise in government borrowing. There has been a huge deterioration in public finances. But i think, now is not the time to be talking about tackling the cost of the crisis. Now is the time to be continuing to support the economic recovery. Low Interest Rates allow us recovery. Low Interest Rates allow us to do that and then think about tackling the cost of the crisis further ahead in the future. Also trying to deal with issues of staff being off, self isolating. It is a very busy time at the moment. I think we have done really well so far in the over 65 is, those clinically at risk, and i would still say to those people who have been invited, if you havent taken up that offer, please do so. The difference between one million and 1 billion, theoretically, one second toa billion, theoretically, one second to a million, it would take about 11 days. It would take Something Like 32 years to count to 1 billion. These are vast amounts of money that are being given. They are clearly available, please allow us to use them appropriately. Do you not have enough staff for money at this moment in order to carry out your job the way you are expected to . We do it the best we can but it is a lwa ys do it the best we can but it is always a challenge. The weight that gps get funded is extremely complex andi gps get funded is extremely complex and i dont want to go into that here. It is notjust about money, each gp is a business and you are running the same stresses that other businesses have. You have limited staff and if those staff are off, especially clinical and nursing staff, you have to rebook patients. It is really tricky. We really need nurses and doctors at this time and we dont have the finances to recruit those. Talking about the flu jab, of course you have made very clear, and i was unaware, that the flu jab needs to be taken three weeks before any other vaccination so that is something people need to be aware of. All of this is going on while there is talk of whether or not the lockdown will be eased over the christmas period. What are your thoughts on that . I think. As a family, personally, iam preparing for a very different christmas will stop i would be very surprised if my children got to physically see their grandparents this year. I think that it would be inappropriate to relax lockdown measures based solely on the fact that it was christmas. Lots of religious festivals this year have been done very differently, diwali, eid. In practical terms the wimbledon and badminton world can go ahead in march but the likes of boxing and swimming to miss out on this particular bit. In all 11 sports in england, who have been affected by the absence of fans, have been granted this winter survival package by the government. There will be £300 million of help, in the form of low i nterest loa ns or gra nts. Rugby union is the biggest beneficiary, receiving 135 million. A further 40 Million Pounds goes to horse racin to help courses survive. 28 million goes to those clubs below the football league, in the National League, and womens football. Rugby league will get 12 million, so a lot less than union. Owners of major motorsport circuits such as silverstone and goodwood get six million. The lawn tennis association, get five million. Netball, basketball and ice hockey will benefit, with four million half that figure goes to badminton england and greyhound racing will get one million. So horse racing is one of the sports being helped, and the chief executive of the racecourse association, david armstrong, says the funding will keep courses going. It helps us bridge the period from now, over the winter months through to when we most expect or hope that crowds will return. The return of crowds is the ultimate goal for us. Crowds make up 50 of racecourse income. So until they can return, we were always facing a very, very difficult winter. And this package will help us bridge thatjourney from here to when crowds return. However, many sports like swimming werent included in the bail out and the chief executive of swim england, jane nickerson, says more should be done for the sports that missed out. Its a different reason that we need it for its not loss of tickets, but its a loss of training income and i think it does need recognising. And our clubs and members theyve lost ticket income. They use their little open meets in order to keep them going throughout a 12 month period. And its nothing like the big figures that weve been talking about the other sports, but for them its life and death. So we have to find a way of supporting them and keeping them going, too. And knowing from my own experience how good walking is, i decided, yeah, well, i go out for a walk every day. So i made this group where we can just post our walks that weve been on, like, pictures and when we can meet up, were all going to meet up together and go on a big, massive walk together. Ive got a little sort of grandma that ive kind of clued up with in our little village, and shes 20 years older than me, but shes really good fun. Shes got loads more energy than ive had. Have you been told by the government this report will not be published . The government made that clear in july that it would not be publishing the report in full. That is why i have lost confidence in this process , have lost confidence in this process, i have lost confidence in the Prime Ministers ability to carry out this investigation and make findings that are robust. That is why i have written today to ask that the committee on standards in public life actually looks at this because i do think we need that independent investigation to establish the facts. Can i be clear . Priti patel has had a case to answer andi priti patel has had a case to answer and i will be detailed in this report. What you are moving on to it as you are suggesting the Prime Minister has had eyes on this report and its findings and has not taken any action on it whilst his home secretary is still in position. Is that what you are saying . That is what is on the public record. The former cabinet secretary has said this report has been on the Prime Ministers desk for some time. That is again somebody else to point to, this being a cover up. This investigation should have been concluded and indeed published with its findings and whatever action the Prime Minister wanted to take a significant time again. We are in a crisis at the moment where the government has unprecedented powers. At this moment, trust and confidence in government ministers, especially one as senior as the home secretary, is more important than ever. Trust and confidence are important words. A Government Spokesperson said over over £700 million had been allocated to tackle homelessness this year. A pay freeze for millions of Public Sector workers is expected to be announced by the chancellor next week, thats according to government sources. Its thought nhs staff will be exempt, but many other key workers like teachers and Police Officers will be affected. Lets get more on this now from our economics editor, faisal islam. Good to see you. It is interesting which groups of Public Sector workers are being excluded from this pay freeze. The reality is that it is such a huge number of people affected by Public Sector pay, 5. 5 million in total, that it means when the chancellor sees the issues in public finances, where government borrowing is facing hitting nearly £400 billion in one year, private sector pay Public Sector pay is quite a large chunk of that. You can make quite a lot of savings by freezing that. That is about 5. 5 million. One report out today seeing if you did that over three years you would save over £20 billion. Of course this comes at a tough time for many people, many families and many workers, at a time when we have all been on our doorsteps clapping key workers which is why we are hearing that may not apply to nhs workers. Public Sector Workers have been lauded by the clapping in public, with the police or armed forces or even Civil Servants who have managed to conjure up the furlough scheme. Lots of people have been hard working and are appreciated. The argument we are hearing from whitehall is that in a year when private sector wages have been very tight, have fallen over some timeframes, that they want to keep Public Sector pay in check, as it were, or alongside the trends we see in private sector pay. That was an argument the chancellor made in a letter when he launched the Spending Review and so that is what we. Apologies, our economics editor faisal islam. Good morning. What we know is that priti patel, as home secretary, is a very significant figure in the cabinet. We know the allegations are serious and we know report has been concluded. So what next . So, what we should get today is the ministers verdict on this report, and asked the Prime Minister he is the ultimate arbiter, if you like, of the ministerial code. That is a code of conduct which says how ministers need to behave. We should get some sort of verdict. The report was completed earlier this year and sources familiar with it suggest it has said she has breached the ministerial code. It also, one source suggested, there was some evidence of bullying although it may not have been intentional. Also there is a suggestion that the report may also contain some things about how the home secretary herself was treated by officials. We should get the Prime Ministers of verdict on that and a little bit of a sense of what priti patel is future is likely to be. Downing street is not commenting but so far borisjohnson has stood pretty firmly behind priti patel throughout this. It doesnt look like there are any signs that is likely to change. She is of course a very popular within the conservative party, a lot of tory mps overnight tweeting in her support. She is popular with grassroot members. But these are very serious allegations and there is no precedent for a minister staying in a post if they have breached the ministerial code. Millions of people in parts of scotland will face the countrys toughest coronavirus restrictions from today. The rules will come into force in 11 Council Areas across west and central scotland. Meanwhile in Northern Ireland, a new two week lockdown period starting next week has been announced. So what are the restrictions across the uk . From 6pm tonight, more than two Million People will be under scottish tier 4 restrictions. This means that household mixing is banned indoors, and only essential shops are open. Northern ireland was due to gradually ease restrictions from today and some business will still be able to reopen. But it will now face a new, two week lockdown period starting next friday which will see all nonessential businesses shut, but schools staying open. England remains under National Lockdown restrictions until wednesday the second of december. That means that nonessential businesses, including hospitality, are closed and household mixing is banned. And in wales, the firebreak restrictions came to an end on the 9th of november. Now, groups of up to four people from different households can meet up in cafes, pubs and restaurants and outdoor public spaces. Lets get more details on the changes in scotland coming in today from our correspondent james shaw. It is some 2 Million People who are going to be affected. James now reports on what tier for four will look like. This is one of the busiest, most high value shopping streets in scotland, and theres definitely a sense at the moment of a last minute rush on. But by six oclock tonight, almost all of this will be shut down. Shoppers i spoke to were anxious about the restrictions which are about to be imposed. To be quite honest with you, i think a lot of people are not going to take any notice of what theyve been told to do cos weve had nearly a whole year of this. Ijust think it must be really upsetting for the shops, for the Small Businesses and. I think this is the time of year when they really need to be making big money especially when we had the lockdown earlier in the year, they must have been putting all their hens in this basket, so. No, i think its a shame. Its notjust shops all hospitality, Entertainment Venues, gyms and Sports Centres will close. Schools will stay open. And this is a big area all the way from ayr on the west coast to livingston further east, and north to stirling and the countryside around it. This is not a full National Lockdown, so travel restrictions will be used to stop people spreading the virus into low risk areas. It will be illegal to travel into or out of areas under level 3 and level 4 restrictions, and even between Council Areas under those controls except for essential purposes, including work, education and caring. To day, cafe is like this one, established in Belfast City Centre, will be able to reopen after having been closed for six weeks. But in another week, it will have to close again. What are your thoughts on what has happened . We were very shocked. We have had two menus, deciding which one we were going to use. Not knowing what was going to happen. We are over the moon to be getting back open again and that keeps our cafe coming its soul is our customers coming its soul is our customers coming in. Totally devastated last night and, sadly, not particularly shocked. At the same time, communication has not been great at all for our industry and it kind of feels if we have been hung out to dry. What has this year been like for you and what support would you like to see . Its been very, very tough in the industry but we are a very resilient industry. We work very resilient industry. We work very well together and we built a couple of new businesses just to kind of keep the lights on. It was never really about money, this was about needing to keep our business going. Today a charity is being launched in his memory, and its already got the backing of many sport and television stars. Were joined now by matts friend, joanne gillam, and former England Rugby player simon shaw. Very good morning to both of you. Joanne, the first thing i would like to ask you, i think it is really important. This is partly why your charity is going to start in the first place. Tell us a bit about matt. When it happened people got a sense of how he was. He was a truly inspiring, much loved person in the by inspiring, much loved person in the Rugby Community, his work, spectators, the children, the first team. He had a personality, charisma, about him himself. He was very personable. You could talk to matt. He was encouraging. Youd reach an arm out to you and that was brilliant. People responded to that really well. He was really inclusive. I remember many an occasion where he would send me an invitation as a female coach saying iam running invitation as a female coach saying i am running a workshop, a brainstorming session, would you like tojoin in . It was brainstorming session, would you like to join in . It was wonderful. I was the only woman in the ring but i felt so welcome. I was often invited to come along and observed to watch what he was trying to achieve coaching the first team. We had just seen those wonderful images, that smile. I can only imagine friends, people must miss him a lot. That is why so many people have been up for doing something by way of tribute. Yes, absolutely. The foundation has come on the back of such a terrible tragedy. Matts partner, friends, collea g u es tragedy. Quite simply for what it stands for. Notjust the foundation . Quite simply for what it stands for. Not just as a policeman who sets us and protects us policeman who sets us and protects us but also obviously the rugby link was not a key element that added to that, the message he is trying to get out, the gospel he is trying to preach, the rugby values that exist throughout the game to teamwork, discipline, respect, enjoyment of the gain, sportsmanship, coupled with his cultural background which is all about community and family. These are all messages which need to be shouted out loud and clear. He epitomised all of that. As i said earlier, his eagerness to promote inclusion and diversity added to that and it isjust inclusion and diversity added to that and it is just an inclusion and diversity added to that and it isjust an incredible message. What is it about rugby that helps people connect through the communities . I am not sure. It is that inclusivity and diversity. I first came to the game, i was six that nine and 20 stone, at bit lost in feeling the odd one out amongst my peers. A bit lost. Along came a game that needed me and valued me. If you look at all the positions in by, if you look at all the positions in rugby, there is a position for everyone and that is why people get drawn to it. The knowledge you have to help one another in the sport, i cannot do my job to help one another in the sport, i cannot do myjob without the aid of the props. They cannot do theirjob without me in the scrum. It is about teamwork and helping one another and we all need to learn from that communitywide. I am reading that in new zealand, the new Zealand Police have set up their own tribute by way ofa have set up their own tribute by way of a competition, is that right . L couple of weeks ago they reached out to us to let us know they contacted the metropolitan and Croydon Police to let us know by way of tribute they had established the matt ratana memorial trophy. All the police came together, put pennies in a pot and brought a trophy. This first inaugural game was played by the auckland and Counties Police department. It was fantastic. They have asked the foundation when they are next in new zealand if they would present the trophy. There is a song by East Grinstead rsc, the by song by East Grinstead rsc, the rugby team that matt used to coach. Lets listen to some of that now. In the past few minutes, it has been confirmed the government borrowed more than £20 billion last month. A record octoberfigure, the many used to help pay for the cost of the pandemic. Sometimes, when these enormous sums are bandied about, you hear 20 billion more in borrowing. Lets put that into some kind of context. Help us out with that. Im going to throw some more figures at you. They are important. They show the state of the nations finances. The government is having to borrow a lot more to pay for all the support it is trying to offer to various different sectors and to workers. The headline figure, £22. 3 billion was how much was borrowed in october. Putting that into context, nearly £11 billion more than the same month last year. It shows just how expensive october was. It is the highest borrowing figure since october is before october since 1993. It shows how much the man is needing to borrow. That is partly because of all the stuff they are spending, propping up a certain sectors and also safe all in tax because people are not buying as much. A full in tax. There is probably as much. A full in tax. There is pro ba bly less as much. A full in tax. There is probably less income tax as well because people are not working so much. They are making a lot less. Where does this leave us as a country . The first seven months of the year, the start of the Financial Yearin the year, the start of the Financial Year in april to where we are now, he has borrowed £214. 9 billion, £169 billion more than the same time last year and it leaves our debt, the amount of money as a country at more than £2 trillion, just shy of 2. 1 trillion, the highest level since the 1960s. From next month, anyone aged over 50 in england will be eligible for a free flu jab as part of an expanded roll out so far its free for the over 65s. Anyone over the age of 50 will be entitled to this flu vaccination from next month. How quickly it will debate receive it . Say everyone over the age of 50 says, right, i want it. Iimaginea age of 50 says, right, i want it. I imagine a lot well. If everyone wa nts i imagine a lot well. If Everyone Wants it, by when will they all be able to have it . Well, we have 30 million doses of flu vaccination on audit this year. That is double the normal 15 million doses. On audit. I wanted to make sure all over 65s got access first, because the flu is most damaging, most risky for people over 65. This year it is more important than ever to get a flu jab because if you get both flu and covid, that is really bad news and covid, that is really bad news and very dangerous. I am delighted this morning to be able to say that from the 1st of december, if you are over 50, you will be entitled this year to a free flu jab. We will then roll that out from the 1st of december to the start of january. So it is through gps and pharmacists as usual, and obviously the availability of appointments will be. Well, they will be available throughout december and into january. I am throughout december and into january. Iam really throughout december and into january. I am really pleased with the increase in the number of over 65s have come forward, 10 more than usual and we now have the flu jab available for all over 50s. You are pleased and you have said there are appointments available. My question is, if everyone over at the age of 50 went for it, how many would be able. How many will have had it by when . Well, we would be able to roll it all out by the middle of january. I am not being clear. Not the roll out. If everyone asked for it over the age of 50, by when would they all have it . Im asking this because i want to know if you have the resources in terms of staff. Yes and ours in terms of who wants to get it. I understand, of course. The answer is by january. The flu season typically starts at around the start of january. The reason that the roll out for the over 50s started doing starts at the start of december is because we want to make sure the over 65s can get the job first because they are the top priority. So it is over the two months from the 1st of december. There is also, we hope, going to be a programme of Covid Vaccinations. We dont know for sure yet, however we have seen increasingly good news on the Covid Vaccine front over the last two weeks and so there is a huge pair of programmes, these two roll outs, they are both happening. The big numbers in terms of the Covid Vaccination, if it comes off, and we dont have one yet, but if it comes off, are likely to be in the new year. And so, until then, the flu vaccination will be the main numbers in terms of what the nhs is doing. At the critical thing for everybody watching is that if you are over 50 you can now go to your gp oryour are over 50 you can now go to your gp or your pharmacist and get a flu jab. Obviously you will need an appointment to do that and then you can get. And then hopefully, hopefully we will have the Covid Vaccination roll out, as well. But asi vaccination roll out, as well. But as i say that is more likely in terms of the big numbers to be in the new year at. We spoke to one of our regular gps this morning who said they dont have enough resources and staff because of staff being off from the pandemic because they dont have enough staff, full stop. They cant fulfil the demand. What do you say to that . There has been an incredible effort by nhs staff all through this pandemic and we absolutely no that for, in particular for we absolutely no that for, in particularfor gps, but we absolutely no that for, in particular for gps, but not only gps, through this roll out of the vaccination programme, it is a big ask. But it is just so important, this year of all years, because of coronavirus. We have been working with gps, with the bma, the Royal College. Pharmacists have a very Important Role to play, there is a Record Number of people getting their flu Record Number of people getting theirflu jab from Record Number of people getting their flu jab from pharmacists and sometimes that is more convenient for people, and pharmacists are doing a brilliant job for people, and pharmacists are doing a brilliantjob in this. It is a massive programme, very complicated, but, you know, i hope that it complicated, but, you know, i hope thatitis complicated, but, you know, i hope that it is relatively straightforward for people to get the jab by going to their gp by their pharmacist, the flu jab. And then of course the covid roll out on top. I dont deny it is a huge amount of work for the nhs, and i am very grateful to them for their unbelievable shift that they have pulled this year. We have still got to deliver this this winter. How concerned are you about shortages of nursing at the moment . You will know a couple of weeks ago at the royal couege a couple of weeks ago at the Royal College of nursing warned that the widespread shortages in the nhs could lead to staff burn out, risk patient safety, it cited 40,000 registered nursing vacancies. This is something you are responsible for andi is something you are responsible for and i ask this because we were talking about the ability to hand out vaccinations, an ambitious vaccination programme, but the whole point of that is to make sure fewer people end up in hospital and ill where there is pressure. Exactly. So the vaccination roll out is about preventing people ending up in hospital, and so it is good for health but it is also good for the nhs. In terms of nursing numbers, that 40,000 figure, i am glad to say, is a little out of day. Over the last year we have hired 13,000 extra nurses. Sorry, that was quoted two weeks ago so that has changed significantly since the 7th of november, has it . Yes. We have hired 13,000 more nurses over the last year, which is really good news. Sorry, im not clear. You are saying over the last year, this was a quote from the 7th of november. Yes, the information on the amount of nursing vacancies was 40,000. Im really glad to say that we have hired, as i said, 13,000 over the last year. There is further to go. We have a clear manifesto commitment to 50,000 more nurses over this parliament. I remember talking to you about that this time last year when the Election Campaign was on, but we are on track to deliver that commitment. But the big picture, i suppose, deliver that commitment. But the big picture, isuppose, is deliver that commitment. But the big picture, i suppose, is that there are. Of course there are pressures on the nhs this year, by god, there are pressures, thanks to covid. And for everybody who works in the nhs who is watching this morning, i want to say thank you for the work that you are doing. You know, we are all working harder than ever in the nhs to try to keep people safe and whether it is treating people with covid or, in this second peak of covid, we are managing to keep so many of the other services that are so important, like Cancer Services, we are keeping them going. I looked at cancerfigures we are keeping them going. I looked at cancer figures yesterday. It is unbelievable how successful the nhs is being in this second peak in keeping Cancer Services going and i pay tribute to everybody who is making that happen. And then this winter with definitely one of vaccine programme, the flu vaccine programme, hopefully two because we have had that positive news recently about the Covid Vaccination programme. About the Covid Vaccination programme. You know, there is a huge amount of work to do but i think everybody understands why it is so important. With the 13,000 recruited, how many does that replace who have left . How many have left . That is a net figure so there are 13,000 more nurses in the nhs. Right. The number of new recruits is much higher than that. As you say, some people retire each year. We have seen some people leaving the nhs, the number has fallen compared toa nhs, the number has fallen compared to a normal year and i think that is because everybody in the nhs. You know, we are all. We believe in the mission, which is to help improve peoples lives and save lives. You said you want to say thank you and of course one way that is very much appreciated when employers say thank you is pay. You will know that we are reporting that a pay freeze for Public Sector workers is being planned by the government. We spoke to ben wallace, the defence secretary, and he was really pleased at being able to announce that his, fight defence, that he could announce an extra £4 billion in spending, available for his budget. For defence. When money is discussed in this pay freeze is brought up, what did you say . You know how much i appreciate all of the people who work in the nhs and how valued they are, not just by me but by the whole nation. When it comes to wider questions of the Spending Review, the chancellor will set out those details. Have you fought by the nhs to be exempt from the pay freeze, nhs workers . You know, there is lots of speculation in the newspapers and what i can tell you is that the chancellor of the exchequer will set these details out. Have you fought for nhs workers do not have a pay freeze . You care, you want to say thank you. I am asking, genuinely, we imagine ministers sitting around a table, fighting their corner. Have you fought for your corner, for the nhs, which you to . I always fight for the nhs. Have you fought for them to be exempt from the pay freeze . What i can tell you is that we are trying to agree a uk wide approach with the devolved administrations, as well. As you know, because health is devolved in this country, one of the features of this country, one of the features of this pandemic is that we have different rules in england, scotland, wales and Northern Ireland. But lots of people travel across the uk to see family in a normal christmas. This christmas will not be fully normal. We have got to keep this virus under control, but at the same time i know, i know how much people are yearning for a christmas that is a bit more like normal, and to see loved ones. So we are working with the devolved administrations to try to agree across uk set of rules. They will have to be unfortunately to keep the virus under control but we hope that that can allow something a bit closer a normal christmas and, you know, to give people the chance to see their family and loved ones. |j people the chance to see their family and loved ones. I would like to talk to you about the report that is expected today on allegations of misconduct by priti patel, the home secretary. I dont expect you to comment on the detail of the report, but i suppose what i would ask is do you believe that if the minister has broken the ministerial code they should then be out of thatjob . Well, that is a judgment for the Prime Minister. What i would say on this is that i have worked with priti patel a lot. I think she has an excellent home secretary. The figure she is an excellent home secretary. She has been courteous and kind in all the dealings ive had with her. I know she is absolutely focused on delivering the commitments we have made to improve the safety of our streets across this country. For instance by recruiting 20,000 extra police and we have already recruited more than 5000 over the last year. She is working very hard on that agenda. 5000 over the last year. She is working very hard on that agendalj am not expecting you to comment on the character of one of your colleagues. What im asking is, you area colleagues. What im asking is, you are a member of the cabinet, you are are a member of the cabinet, you are a minister and there is a ministerial code which you abide by. Would you feel comfortable sitting next to another minister who has been proven to have broken the ministerial code, still in the job . That is a judgment by the Prime Minister, not for me. What i would say, though, is that i feel very proud to serve in a cabinet with priti patel and i think she is doing an excellent job and priti patel and i think she is doing an excellentjob and is an excellent home secretary and really delivering on the things that matter to people, the commitments we made and on which we we re the commitments we made and on which we were elected. And im. And, as i say, we were elected. And im. And, as isay, in we were elected. And im. And, as i say, in all the dealings ive ever had with her she has been nothing other than courteous. Netball, basketball and ice hockey will benefit, with 4 million. Half that figure goes to badminton england, which says it can now stage the all england championship in march, and greyhound racing will get million. This is a devastating thing to happen to the family, to a mother. It is important to put that on record. Then you took the extraordinary step of saying that your sons death should benefit someone else. Can you take us through that time in that process . What was achieved . What came out of that . Lewis had a cardiac arrest in july this year. He went to hospital on the 9th ofjuly to hospital. On the 9th ofjuly, they told us he was brain stem dead. I did not think of it, i knew i had to donate his organs while he was still on a ventilator. I said, organs while he was still on a ventilator. Isaid, can organs while he was still on a ventilator. It was tragic, it was shocking that, in my grief, my pain, when i was screaming and on the floor on my knees, i was thinking, people are going to get phone calls and they are going to be crying tea rs of and they are going to be crying tears of joy. That and they are going to be crying tears ofjoy. That is what has kept me going. To this day, even on a really bad day, i think of the people who got that phone call, went to hospital, were prepped for theatre and my son changed their lives and that really does comfort me, gives me so much strength. He had had a cardiac arrest, they could not use his heart. They used both kidneys and liver. One kidney went to a lady in her 405. She had children. The other kidney went to a man in his 505 and his liver was an emergency, life saving operation to a man in his mid 505, which was amazing. Life saving operation to a man in his mid50s, which was amazing. You are right. It was amazing. An example of that is fez awan, who joins us. You have been hearing lisa talk about how important this is and how it brings some 5olace to her in her moments of grief, of which there are many. You are a living example of how this works. I was born with renal failure, kidney failure. Of how this works. I was born with renalfailure, kidney failure. I had my first transplant when i was three years old, which lasted approximately ten years. Then unfortunately that failed. I had to go on to dialysis for about two years, approximately, 18 months to two years. During that time, my father did their work to donate my second kidney and i received one from my father in the year 2000. Excuse me. Yes, that again lasted approximately 12 years. I was at university at the time, felt quite ill. Had to be rushed to hospital and it was shown that kidney was also failing so i was pre emptively put back on the transplant list. I had been waiting since 2013, approximately seven years. You have been through so much. One reason it i5 been through so much. One reason it is also difficult, it is because of your heritage, you are from a south asian background. You have been campaigning fora asian background. You have been campaigning for a change in the law for this opt in system. You had your own personal experience. Why do you think it is so important this at this opting has happened . My hope is more conversations will happen within the community and normalise the conversation so more bame familie5 the conversation so more bame families and families in general will talk about love one5 wishes. Loved one. Without donorfamilies and people like lisa and herfamily making wi5he5 known and donating, there cannot be people like myself who are fortunate enough to receive organs. A pay freeze for millions of Public Sector workers is expected to be announced by the chancellor next week, thats according to government sources. Its thought nhs staff will be exempt, but many other key workers like teachers and Police Officers will be affected. Our economics editor, faisal islam reports. Millions of Public Sector workers face a pay freeze at next weeks Spending Review as chancellor rishi sunak makes the case for pay restraint to reflect falls in private sector earnings during this pandemic afflicted year. At the start of the Spending Review process, the chancellor outlined that in the interests of fairness, we must exercise restraint in future Public Sector pay awards, ensuring parity with the private sector. The treasury has taken an interest in a report on the issue by the centre for policy studies, suggesting a three year freeze would save £23 billion by 2023, or 15 billion if nhs workers were exempt. It is expected that nhs workers would be exempt from the freeze to reflect efforts during the pandemic, but four million workers still include many key workers lauded for their service during the pandemic, from the armed forces to police, teachers and Civil Servants. Unions are already planning a campaign against such plans, having already had rejected their efforts for a special pay bonus in the current year for pandemic front line Public Sector workers. Faisal islam, bbc news. Record government borrowing continued last month in order to help pay for the cost of the pandemic. According to latest figures out this morning, the government borrowed more than £20 billion in october the sixth highest month since records began. This requires a bit of explaining. Then has some explaining to do. These numbers are so huge, how does this fit in in context . Interesting hearing from faisal islam about a potential squeeze on public pay, and that is because the chancellor he has a hugejob public pay, and that is because the chancellor he has a huge job on public pay, and that is because the chancellor he has a hugejob on his hands to try to balance the books. We know the coronavirus has cost so much money, not least in things like the furlough scheme propping up peoples salaries, but also all the measures to support different sectors of the economy to get them through the worst of this. And so the chancellor is trying to make the numbers add up. And at the moment they dont. So what he has had to do is borrow once again, record borrowing figures for october, £22. 3 billion, thats nearly £11 billion more than the same month last year. That means that so far this Financial Year, remember thats april up until october so far, it has borrowed £214. 9 billion, and remember that is nearly £170 billion more than for the same period last year. So those numbers are mind boggling. It is really hard to get your head around them. But it also tells us that the government isnt making as much. So whilst it isnt making as much. So whilst it is spending loads on supporting the economy it isnt getting as much money through the door as it normally would because it makes its money from tax revenues. So for all of us, thats our income tax on our earnings but if we are making less we are not paying as much tax. Businesses Pay Corporation tax, they are not operating at full tilt so they pay less Corporation Tax and we as consumers are buying less in the shops so we are paying less vat. The situation is we are paying out much more, they are making much less and therefore having to borrow, racking up therefore having to borrow, racking up debt on the collective credit ca rd up debt on the collective credit card and as a country our debt is now just shy of card and as a country our debt is nowjust shy of £2. 1 trillion. It is ha rd to nowjust shy of £2. 1 trillion. It is hard to get your head around. Very difficult. Thank you, ben. The time is 8 05am. We could find out today if any action will be taken against the home secretary, priti patel following an inquiry into bullying allegations. The Prime Minister is expected to give his response to the report, which is said to have found that she broke ministerial rules. Lets find out the implications of this with our Political Correspondent helen catt. Good morning, helen. What is the implication of this report . What we are expecting to get today is the Prime Ministers verdict in all of this, what he is going to do about it. The report is done, the inquiry is done, the report is written and now we will find out what this means for the future of the home secretary priti patel. Downing street is refusing to comment but Boris Johnson downing street is refusing to comment but borisjohnson has pretty firmly stuck by priti patel throughout this, doesnt look like thatis throughout this, doesnt look like that is likely to change, and it is borisjohnson who has the final say on the ministerial code. Labour are very unhappy about this, here is what the shadow secretary dermot home secretary had to say about this. This has all the hallmarks of a Prime Ministerial cover up and serious questions about his judgment. If these revelations are correct, it is tantamount to condoning bullying. No other workplace, in no other workplace would this be acceptable, and im afraid its max of one rule for the government and another rule for everybody else. It smacks of. We need to see the report in full and the home secretary and Prime Minister need to come to parliament to answer these very serious questions. Usually, when a minister is found to have breached the code it means they are a goner, there is no precedent for a minister staying in post having done so. There are reasons, though, other reasons why borisjohnson would be particularly sorry to lose priti patel. We know he has a history of standing by ministers who are under fire, we know his government has been criticised for a lack of visible senior women and she is the most senior women and she is the most senior woman in government and is very popular among the conservative party. We saw a lot of tory mp5 last night tweeting in support of her, which was echoed this morning by her cabinet colleague matt hancock. I have worked with priti patel a lot andl i have worked with priti patel a lot and i think she is an excellent home secretary. She has been nothing but courteous and kind in all the dealings that ive had with her. I feel very proud to serve in a cabinet with priti patel. And i think that she is doing an excellent job and is an excellent home secretary, and really delivering on the things that matter to people, the things that matter to people, the commitments that we have made and on which we were elected. Of course priti patel denies any wrongdoing but bullying is a serious allegation and if, as expected, this is what the report has found, and if as expected borisjohnson decides to keep her in post, well then certainly i think hes going to have a lot of explaining that he is going to have to do. The level 4 rules will come into force in 11 Council Areas across west and central scotland. Meanwhile in Northern Ireland, a new two week lockdown period starting next week has been announced. From 6pm this evening, charlie, all nonessential shops, all gyms, hair and beauty salons, Sports Centres, all Entertainment Venues will be forced to close stop schools will stay open but streets like this one, buchanan street, one of the most highest value shopping streets in scotla nd highest value shopping streets in scotland but also for the north of england as well, will be almost com pletely england as well, will be almost completely shut down, just one or two essential supermarkets will stay open. People might be tempted to travel to other parts of scotland where these stricter controls are not in place. But if they do that they would actually be breaking the law. New mandatory travel Restrictions Mean that you cannot travel even outside your council area unless it is for essential purposes such as work, education, or caring responsibilities. And it is even the case that you cannot travel from scotland into england or any other part of the united kingdom, and that part of these restrictions in particular is causing quite a degree of controversy. That decision announced by the devolved government here last night and it was pretty unexpected because the measures that are being brought in next friday are actually more strict than the measures which are being partially lifted today, so to give you an example of how thats working, well, this is a coffee shop in Belfast City Centre and have just reopened their doors have not been able to serve customers in the shop since the middle of october. So staff are here, they are getting the food ready, they are brewing coffees and other drinks, but in seven days time they are going to have to shut again and go take only once more, all nonessential retail will have to close, places of worship will not be able to hold regular services, Leisure Facilities such as gyms will have to close in those restrictions will be in place for two weeks. Lets speak to the owner here. What do you think of what is going on . Devastated to get that news last night, sadly not shocked, there doesnt seem to be a plan for our industry especially. It feels as if they have a duty of care and there is no duty of care towards us which is no duty of care towards us which is really disappointing. As new rules come into force in parts of scotland today, another two week lockdown has been announced in Northern Ireland. So, what are the restrictions across the uk . From 6pm tonight, more than two Million People will be under scottish tier 4 restrictions. That means household mixing is banned indoors, and only essential shops are open. Northern ireland was due to gradually ease restrictions from today and some business will still be able to reopen. But it will now face a new, two week lockdown period starting next friday which will see all non essential businesses shut, with schools remaining open. England remains under National Lockdown restrictions until wednesday 2nd december. That means that nonessential businesses, including hospitality, are closed and household mixing is banned. And in wales, the firebreak restrictions came to an end on 9th november. Now groups of up to four people from different households can meet up in cafes, pubs and restaurants and public outdoor spaces. We can speak now to linda bauld, who is a professor of Public Health at the university of edinburgh. Good morning to you. Nice to see you again, you are in edinburgh, logical place to start is what is happening with this area of scotland, some 2 Million People going into tier 4. That is the highest level of restrictions allowable under the scottish system. Why is that necessary now . Charlie, we are hoping to avoid it, it does not apply in edinburgh, but it covers well over 2 Million People in the central and west of scotland. What is happening in scotland generally is happening in scotland generally is we have made progress, the latter are might be just below one at the moment the r. But they have not significantly declined. A lot of the communities are quite deprived and with high density housing, the virus is still present, even with the level 3 restrictions, it was not being registered the extent we need and all governments are looking ahead to the winter and trying to keep things stable to avoid too many people going into hospital. Could you cast your eye from where you are in edinburgh to what has happened in wales . In edinburgh to what has happened in wales . We will speak to mark dra keford, wales . We will speak to Mark Drakeford, first minister of wales, inafew drakeford, first minister of wales, in a few minutes time. They have had a 17 day lockdown in wales, that is coming to an end. What picture do you have of what has happened there . Has it been successful . The key thing to emphasises the Welsh Government has taken a cautious preventative approach and they took early action. The firebreak was quite significant in terms of restrictions and i have been looking at the data and you can definitely see that from, for example, the end of october, they had quite high case numbers and now they are hovering at 250 a day, number starting to go up a little bit since the measures were lifted on november the 9th. But case numbers, the firebreak had an impact. What you do not see an impact. What you do not see an impact on yet is hospitals and icu admissions. These very confusing restrictions across the uk are trying to achieve one aim, reduce household is mixing. They did that in wales, extending in Northern Ireland, in place in most parts of scotland. I think even though nobody wa nts scotland. I think even though nobody wants the restrictions, they do actually have an impact. No matter where you are in the uk, the calendar is the same and there is a lot of talk about christmas. I am trying to work out where. Is that going to be a situation, mark dra keford i understand going to be a situation, Mark Drakeford i understand is there needs to be across the uk some agreement about certain things in relation to that period of time. In some ways, precisely what the coronavirus would like, gatherings of people indoors, next generations, exactly what coronavirus would like to happen. That is what happens at christmas and if the rules are relaxed across the uk, there is a genuine risk. That is true. It is the perfect recipe for viral spread. Closed windows, no physical distance and,i closed windows, no physical distance and, i completely agree. It is very frustrating, not everybody in the uk celebrates christmas, eid and others have been not the way people would wish. They are having four nations discussions. If you have restrictions now, that will stabilise case numbers and impact hopefully on hospital admissions. That would allow potentially opening up that would allow potentially opening upfora that would allow potentially opening up for a short number of days, maybe even travel, people dont all live next to relatives, but we will need to think carefully about the price for that. There will be implications. Even if we do it for a small number of days, it will influence whether the virus can spread. Careful planning. The discussion shows the four nations approach has gone out of the window in recent weeks but i think there needs to be one to talk about christmas. How are people coping with life in lockdown or under covid restrictions . So, this is my studio. Its in an old belfast linen mill. Our first stop is belfast, as Lynette Murray shows me around her hairdressing salon about to reopen again but just for one week. Its been a torrid time. We were still chasing our tail to catch up with everything and wed literally just about got everyone back to where they should have been. And then the second lockdown happened. Its been very mentally stressful because we were told at the very beginning that we would be getting a grant and we would getting help and we had to apply for it. But unfortunately, as of yet, we still have not had any funding. So, weve had to. Well, ive had to use my savings. I dont know if we should get into my hopes and fears for december next, to essex, and friends louise and abby. Theyve been walking and talking together captain tom would be proud i noticed with my clients that a lot of them were suffering with depression and Mental Health and that kind of issue. And knowing from my own experience how good walking is, i decided, yeah, well, i go out for a walk every day. So, i made this group where we can just post our walks that weve been on, like, pictures and when we can meet up, were all going to meet up together and go on a big, massive walk together. Ive got a little sort of grandma that ive kind of clued up with in our little village, and shes 20 years older than me, but shes really good fun. Shes got loads more energy than i ever had. And so were taking our two little puppies well, theyre not puppies, but sort of similar aged dog. And we take them for walks and we have cheeky mulled wine in the park, which is quite nice. So, christmas has come early and even the trees are up. I think thats important for the children, though, isnt it . Theyve got to have something exciting, and they absolutely love putting the tree up. Weve watched our first christmas movie. I dragged my husband in, too, and he watched it. So, were trying to get a tiny bit festive. Hes banned me from putting the tree until december the 1st. These idyllic days will return hopefully soon for wedding film maker armelle murray from glasgow. In what should have been her second season, she lost almost 30 weddings. 2021 cant come soon enough. Whether its going to be a delayed season kicking off in, you know, june, i dont know. But at the moment, im definitely staying positive. But i also am realistic. They need over £7,000 a day to keep doors open. Only 21 of hospice funding comes from government, but the rest, they rely on public fundraising. And of course, because of covid, the vast majority of that fundraisings had to stop. Absolutely, yeah. Its been a really tough year for all hospices, right from the onset of covid with lots of the events that have been cancelled and our shops obviously closed. So, this has come at an incredible time. The government say theyve made available an extra £150 million for hospices this year. Staff here know they desperately need every penny this auction will raise. The 17 day firebreak lockdown came to an end in the country on 9th november. So, has it been effective in curbing the number of coronavirus cases . We can speak now to the first minister of wales Mark Drakeford, who joins us from cardiff. Good morning to you. Thats the question, how effective has it been . Good morning. Our chief medical officer issued a Statement Last night that said that the evidence is now good enough to say that the firebreak period did succeed. We have had ten consecutive days of numbers coming down in wales. Positivity rates are coming down in wales. We are beginning to see that feed into a slowdown in the number of people being admitted to hospital with coronavirus. So we think the firebreak period has succeeded. The question is whether it has succeeded enough and whether people in wales are now behaving in wales that allow us to capitalise on the ground we have gained rather than seeing it frittered away. It is good news that it has come down, obviously, because people have been restricted and they we re people have been restricted and they were doing this in order to bring cases and the rate down. Can ijust ask, what is the rate down to . Can you let us know that . Sage estimate that a week ago the rate was somewhere between 0. 9 and 1. 2. So possibly already below one. And since then we have had seven further consecutive days of numbers falling here in wales. Our aim was to get it down to about 0. 8 so we will know in another week whether we have succeeded in that. But on the whole it is looking promising. After 17 days, when people have behaved. Just using the word you used. That they can do that knowing that they are not posing a risk to other people.
