The restrictions are expected to last for two to three weeks, and may include an instruction for people to stay at home. It follows talks over the last couple of days about how best to tackle rising cases of coronavirus. Heres our wales correspondent, hywel griffith. Ministers discuss the details of a time limited lockdown at length over the weekend but no decision was reached. The first minister, mark drakeford, has suggested it would be a short, sharp shock of 2 3 weeks, which would once again see people being told to stay at home, an instruction which was relaxed back in june. Other measures being considered include closing pubs, bars, restau ra nts a nd cafes as well as nonessential shops. The restrictions could begin as most schools close the half term on friday, with primary pupils returning after a week. Secondary School Students may be kept at home for longer. We are not blind to the fact this has a real impact in terms of the economy, to people paying their bills. We are also not blind to the fact that doing nothing means covid will continue to grow and we will continue to see harm, and we see the significance of that harm already taking place in other parts of the uk. So doing nothing isnt an option. Inevitably, there is real concern over the financial implications of a large scale temporary shutdown, and questions over how soon any benefit in slowing the spread of the virus would be felt. How soon might these restrictions start . Well, we are expecting a decision to be made about lunch time today when the first minister, mark drakeford, has spoken to his cabinet members once again, when they will decide on whether or not they will go ahead. It is looking increasingly likely they will based on the numbers and they will based on the numbers and the coronavirus cases happening in wales, they continue to go up rather than down, and they said all along that if that was the case, a new set of measures would have to be put in place to bring the virus under control here. As hywel also mentioned, this could mean the closure of all nonessential shops, but the one thing the Welsh Government want to keep open as the schools, so that is something that people will be looking out for in any announcement later today. Tens of millions of pounds is expected to be made available to Greater Manchester to persuade local officials to accept the highest level of coronavirus restrictions. The government has spent the last few days in a standoff with the regions mayor, andy burnham, who fears that the measures will cause severe economic harm. Our deputy political editor, vicki young, has the latest. Borisjohnson has said hed prefer to get local agreement on tighter restrictions for Greater Manchester, but he would be willing to impose them if necessary. After days of public recriminations, yesterdays talks between downing street and mr burnham were described as constructive by both sides. Allies of the mayor said it was now time for detailed conversations about a financial package and how it should be spent. Mr burnham has previously called on the government to fund a shielding scheme that would allow the medically vulnerable to isolate. The chancellor, rishi sunak, has already agreed to pay two thirds of workers wages if their business is forced to close under tier 3 rules, and he is unwilling to increase that. But treasury sources are indicating that broader support could be made available. The mayor of Liverpool City Region announced last week that his area would receive more than £40 million. There is some urgency to those talks because a recognition that every day goes past without these further restrictions being applied means potentially more people going at a hospital, more people getting ill, and there are reports that the hospitals around Greater Manchester are starting to fill up now, are starting to feel the pressure. So those talks yesterday continued, described as constructive, and today they will be taken over by Robert Jenrick, communities secretary, who will be talking to notjust the city mayor but local Council Leaders as well, trying to agree the details of what support will be in place for local businesses and workers who will be hit by those tighter restrictions if Greater Manchester does go into the very high tier of restrictions. And trying to reassure leaders, i think the government has to give the evidence that those restrictions will actually work, because that is the other thing that the mayor here has questioned, whether these restrictions will actually be effective. The talks have been going for quite some time, and the sticking points are several. As you have been hearing before, it is the question ofa hearing before, it is the question of a financial package. There are concerns that people are not going to get as generous a subsidy to the wages as they got during the first wave of the Coronavirus Crisis if hospitality has to close down, but also there has been an alternative approach put forward by leaders in Greater Manchester saying do you really need the blanket closure of most pubs and bars, or could you look at different ways of getting the infection rate down, including for example shielding vulnerable residents . So there is a lot to talk about and sort out, but all the while is Critical Care beds beginning to fill up across the region, the government wants this to be sorted out. It is also having talks with South Yorkshire and the area around sheffield as well. So in terms of what the government needs to do, if its regional approach in england is going to work, it needs more restrictions. Negotiating locally necessarily slows down the pace. So one of the things andy burnham has suggested is that parliament should debate what measures would be imposed in tier 3 to ensure some consistency, but also what level of Financial Support ought to be there as well so that you dont get what effectively looks like a lot of haggling between the different regions before the restrictions are imposed. The extension is part of the devolved governments measures to try to bring down the Coronavirus Infection rate, which is the highest of the uks four nations. Our ireland correspondent chris page has been speaking to students, teachers and parents. Schools werent meant to be still and silent this week, but half term has come unexpectedly early. A level students at the Belfast Model School for girls didnt want an extended break. The less time we have in school is a bit worrying. We wont have to have face to face contact with teachers for learning and things like that, which i know myself and a lot of my classmates really benefit from. Im quite worried for the exams that we have coming up, because we wont be able to be in class with our teachers probably as much with the way things are going at the minute. And its hard to learn online. I like to have things explained to me. Its just easier when youre face to face with the teacher. But pupils do say some good has come out of the turbulence of 2020. It makes you grateful for the time you have whenever you are in school. And it makes you appreciate things more, time spent with your friends and actually being able to be in the environment of a classroom. In my opinion its helped me a lot with my Mental Health and help to me get into, like, its helped me be more grateful for a lot of things and helped me understand to be more aware of some stuff. If theres another school shut down the online teaching is ready to go. We have to be ready, because we just dont know, as weve found out just recently, when we might have to close again. We just need to be there for the student because the most important thing is promoting their well being, their resilience and indeed extending their learning in whatever capacity we can. I think the most challenging thing for us was ensuring that we had that we had our environment that was welcoming for staff and students but that was safe. Our students have had to develop more independence and resilience in their learning, and thats always going to be a life skill they can carry forward. I think it needs to be done to try and curb this. My daughters got asthma and stuff, so i worry. Kids need to be protected, dont they . I mean, thats really what its all about. Images of the roaming animals gained worldwide attention, and now theyre being used to fundraise for st davids hospice in the town, as Mairead Smyth reports. These goats gave a much needed laugh in llandudno when lockdown began. We are quite used to seeing the goats quite regularly here in llandudno. In fact, we often see them coming off the head lands in springtime to the hospice car park, much to our handymans delight, really but theyve been a worldwide phenomenon and so, to sort of expect that in normal times, itjust wouldnt happen. Lockdown meant more freedom for the goats but it closed some of the doors here at st davids hospice. Covid 19 has totally transformed life at the hospice. Weve reduced our visiting, unfortunately, for patients. The buzz of the place changed with the cafe being closed. The goats gained worldwide attention and the hospice took a punt, selling t shirts showing the goats on their abbey road. Without that boost that we got from the goats and all the interest from the goats, we wouldnt be where we are now, we wouldnt be trying to develop new services. By may, theyd raised £50,000. Today, around 120,000. Now they hope the goats can help save christmas with this new range of stock, packed by peter who became a volunteer after his wife, caroline, passed away here three years ago. Just loved it and felt safe and love here. Now he is busy sorting this christmas stock. I dream about goats most nights, yes. Ive been packing goats up and dispatching them out. There is no doubt who the star of this window will be but there is only 1000 of these limited edition goats, and the hope is they, along with the rest of the stock, will help the hospice make the money it needs to survive. Mental health is something we have talked about a lot in the last few months, and it is something we are talking about throughout the day. Wasnt it lovely to see the response to somebody who was genuinely struggling, and have his spirits have been lifted. And also how making contact with someone to say hello perks them up, and it made him feel he wasnt alone. That is key, because acknowledging someone or acknowledging that they are low at those tiny Little Things that can brighten someones day even for those little moments. The statistics are shocking, actually. If you look at the data coming through since march, since we went into lockdown, there has been a 30 increase in relapse of depression and suicidal attem pts relapse of depression and suicidal attempts as well which is heartbreaking, and im seeing that in my general practice, im seeing that when i talk to my friends and family, and also everything when i look on social media as well. And the thing is as well that we need to be trying to talk about it more, reaching out more as edmund was doing, and secondly there are Services Available which the nhs have really tried to hit home recently, so to all the viewers listening today, please have a look at the nhs website, there are apps from mind and the samaritans, and lastly there are free access to Mental Health services, so improved access to psychology therapy, so iapt, and you can get in touch with a local therapist who should be able to support you further. That is very helpful advice, and looking at the issue of Mental Health among students, there is this new talking therapy scheme which has been unveiled by the nhs for students in england this morning. Can you give us england this morning. Can you give usa england this morning. Can you give us a bit of detail about that and how it might be helpful . That is the iapt services i was talking about. And we have had them for a while, as agpi and we have had them for a while, as a gp i have been saying to people, go online, you dont even need to see a go online, you dont even need to seea gp, go online, you dont even need to see a gp, because sometimes i know from having many discussions that getting access to the gp, going through the rigmarole, is slightly difficult, so if you go online and just type iapt, then you should be able to get access in your local area, and you fill out an online form. You do need an nhs gp, so all the students going off to university, see if you can register, but that is not the most important thing. The most important thing is that you either go online or phone them. And there is so much online things. We shouldnt underestimate the power of social media like tiktok, twitter, instagram, because there are so many Amazing Health professionals giving sound Clinical Evidence based information, and the stu d e nts evidence based information, and the students going to university, it is important that they look out for each other as well. So if you know your classmate or your friend isnt turning up for lectures or now it is remote access, they are not turning up remote access, they are not turning up to zoom, or their academic performance is going down or they are drinking a bit more, they sound hopeless or always on the brink of tea rs, hopeless or always on the brink of tears, then look out for your friends, that is what i would say to people, because then you can also support them as well. Again, very helpful. I wanted to talk to you about shielding as well this morning, because we get a lot of comments and questions from our viewers about this, and i know, explain to us where we are with shielding at the moment, because this is something a lot of your patients talk to you about as well. Yes, i get a lot on my social media saying that they feel they are the forgotten group. My son had a transplant, so it feels quite close to home to me, because he is in the shielded group having had a liver transplant, he is on immunosuppressant therapy. With the second wave coming in and now tier 1. Second wave coming in and now tier 1, tier2, second wave coming in and now tier 1, tier 2, tier second wave coming in and now tier 1, tier2, tier3, whetherwe are going to go into a lockdown or a Circuit Breaker lockdown, there are so many uncertainties, and what im finding with my shielded group and my surgery is that they feel slightly missed out because there is no guidance coming through for them. And they are literally playing it by earand and they are literally playing it by ear and seeing what they are doing. The difficulty is that those that work, what you do about them . If they have had a transplant or cancer or they have got a chronic condition which means that they need to shield, then how do they explain to their employer who was expecting them to work . So i personally as a gp, iam them to work . So i personally as a gp, i am giving a sick note on the basis that i think that we are in a pandemic and i think their health would be adversely affected if they do go to work. So that is, luckily from my experience, the employers have been really understanding, and they have asked people to accommodate and make workplace adjustments, but we really do need more guidance, because we need to know exactly how we can protect our most vulnerable in the community. A nice update for the next few days. In a surprising find, scientists have discovered that cold water swimming could protect the brain from degenerative diseases, like dementia. Its all to do with the production of a specific protein. Our chief environment correspondent, Justin Rowlatt a keen cold water swimmer is at the Parliament Hill lido in london. How do you pronounce lino . There is a big debate. I am right here beside the lido, it is very inviting, would you go for a swim in there . Dan louise would be straight in extraordinary work has discovered there may be a link between cold water swimming and there may be a link between cold waterswimming and a there may be a link between cold water swimming and a possible cure for dementia. The link is to hibernation. Bizarrely, a latent hibernation. Bizarrely, a latent hibernation ability that all human beings retain. I discovered this extraordinary research coming here to Parliament Hill lido, and fellow swimmers said there was this scientist coming down, doing their blood, doing research into dementia. Asa blood, doing research into dementia. As a journalist, i was curious and i began to find more, i try to find out more, i tracked down the scientist in question who we will be speaking to in a moment but i filmed my own little investigation, filmed in february before the covid restrictions. The idea of going for a swim in a cold winter morning like this may not seem very appealing, especially when you know that the water temperature is just seven centigrade. But, here goes. It certainly is refreshing. Your whole body kind of screams in shock. But if you just stay here for a few seconds, you do begin to get used to it, and then you can. Ooh you can begin to get some lengths in and it now seems a chilly dip may offer more than just an exhilarating thrill. Scientists have discovered that being very cold can actually protect your brain. Six years ago, bbc radio reported a study that showed that cold mice develop more of a protein associated with hibernation. The study found the protein can protect against and even repair the damage dementia does. The obvious next step was to see if humans develop to the protein too. Which is where this place, Hampstead Heath lido, comes in. Its warm, yeah. Were from the north, so we can handle it. One lido swimmer heard the radio interview. Ijust had the idea that we have a cohort of people here that regularly get cold, and can we translate that through to that kind of environment . Dozens of volunteers agreed to be tested by the scientist leading the study. We compared you to a bunch of people doing tai chi, who didnt get cold, and none of them get increased levels of this protein. But many of you did. Shes here to give them the results. So what does it tell us . It tells us that cold does induce this protein in humans. You are the first non patient cohort to show that cold water swimming raises this protective protein, which is pretty cool. Professor malucci is now trying to find a drug that stimulates the production of the protein in humans, and to see if it really does help delay dementia. If you slowed the progress of dementia by even a couple of years, on the whole population that would have an enormous impact, economically and health wise. These cold proteins are a very promising line of research, but she warns it is still early days. Sadly, there are no guarantees that this will lead to a successful dementia treatment. So, no guarantees, but i am joined now by the scientist who led that research, professor malucci of the Uk Dementia Research Institute at cambridge university. So, what is the link between hibernation and dementia . The link is between cooling and hibernation which is a cold state and a protein that protects the connections between brain cells which is something you have to do when youre hibernating but weve exploited that protein in mice to prevent them from progressing to neurodegeneration or dementia so protects the brain cells in mice. Youve identified this link so what happens next . Youre nowhere near a treatment yet so what happens next . The point is the protein is highly protective and you can make its level is higher when you call which is what is happening in hospitals when youre cooling patients with brain injuries but we didnt know about the role of that protein is now that we have a potential key proteins that can do this, we are trying to find drugs to understand how this is regulated, and to find drugs that will up the levels of that protein without having to make people cold. Are you ina having to make people cold. Are you in a position to say how effective treatment using this protein might be . Highly protective in mice, only mice. It allows the brain cells to remain attached to each other which is what they need to make memories and to stay alive. And we know the protein is expressed in humans which isa protein is expressed in humans which is a great step forward. It is expressed in brains, we know the levels are low in alzheimers brain so it is all association at the moment and no guarantees. The trial is backed by a grant from the Uk Space Agency and will be used to courier covid 19 samples, blood tests and personal protective equipment. Our top story. Tens of millions of pounds is expected to be made available to Greater Manchester to try and persuade local officials to accept the highest level of coronavirus restrictions. The government has spent the last few days in a standoff with the regions mayor, andy burnham, who fears that the measures will cause severe economic harm. Communities secretary Robert Jenrick will hold further discussions later today, and well speak to him at 7 30. Our deputy political editor, vicki young, has the latest. Borisjohnson has said hed prefer to get local agreement on tighter restrictions for Greater Manchester, but he would be willing to impose them if necessary. After days of public recriminations, yesterdays talks between downing street and mr burnham were described as constructive by both sides. Allies of the mayor said it was now time for detailed conversations about a financial package and how it should be spent. Mr burnham has previously called on the government to fund a shielding scheme that would allow the medically vulnerable to isolate. The chancellor, rishi sunak, has already agreed to pay two thirds of workers wages if their business is forced to close under tier 3 rules, and he is unwilling to increase that. But treasury sources are indicating that broader support could be made available. The mayor of Liverpool City Region announced last week that his area would receive more than £40 million. Labour mps in Manchester Point out that their region has a much larger population, and that should be reflected in any settlement. Vicki young, bbc news. They have been talking for more than a week now, and there is some urgency to this because there are reports that hospitals around the city are starting to fill up with coronavirus patients, and everyone accepts further restrictions are necessary , accepts further restrictions are necessary, although local leaders have questioned whether the evidence is there to show that these tier 3, the very high level measures, will actually do enough to bring down the case numbers. Thats the question thatis case numbers. Thats the question that is being asked, as well as what support will be available for workers, not just those support will be available for workers, notjust those directly affected if their businesses have to close, but what can be provided to help the people who may suffer as a knock on impact, the people who drive the taxis, who work in the Service Industries that may not directly be closed by these restrictions but may feel the impact of fewer people being out and about, able to enjoy social life, so a lot to talk about, and those discussions expected to continue through the day. Iain, how keen will the government be to resolve this deadlock quickly . They do want to end the deadlock very quickly, because as you are hearing there, dan, they are worried that hospital beds, especially Critical Care beds in some parts of Greater Manchester, are filling up, but equally they also want to end the wrangling that has been going on for several days. As far as im aware, what at the very least would be available to Greater Manchester would be a similar deal per head of the population as has been hammered out in lancashire and liverpool, so for example liverpool say they have got £40 million, that city region has around 1. 5 Million People in it. Greater manchester has just under 3 Million People in it, so you could see potentially perhaps, although the government is not putting a figure on it, perhaps £75 million being made available to Greater Manchester, but the question is how that money would be spent. The mayor of Greater Manchester, andy burnham, says the government havent been generous enough in subsidising the wages of those who are forced to stay at home if their businesses are closed, so could that be used as a wage subsidy package . That is one issue. The other issue in Greater Manchester is both labour and conservative politicians requesting some of the measures in so called tier 3, whether you need a blanket closure of pubs and bars, or whether you can actually have more targeted approach. And again, what andy burnham has been arguing for is a debate here at westminster so that similar rules are applied anytime any similar rules are applied anytime a ny m oves similar rules are applied anytime any moves into tier 3. There are talks going on for example in South Yorkshire this morning as well, and at the moment, some people are worried about the inconsistencies between different regions and the need to have all these local and sometimes quite protracted negotiations. What is expected . What is expected . The first minister, mark drakeford, will be making his First Press Conference this morning of the week at about quarter past 12, and he will be talking about whether there will be a National Lockdown in wales. It is looking more likely than not with the number of cases not reducing, they keep going up, and the first minister has told me in the past this is something he is in favour of, a fire breaker, a set of rules, of, a fire breaker, a set of rules, of measures that will be in force for a matter of weeks not months so they can bring levels back under control. Now there has been a huge raft of speculation over the weekend, fuelled by a leaked letter to some of the media that hasnt been completely verified, that seems to suggest that maybe we would see measures back to what we saw back in march at the start of the lockdown, so the closure of nonessential businesses, things like that. But the one thing that the Welsh Government would want to keep open is the schools. They will make their utmost to make sure that remains, and the question would be whether it will be primary than secondary now that the rules and the guidance for the different transmission of the virus between different ages of schools is no different to what it was a few months ago. You could see three other people outside of your household, and that has now been reduced to one. It will be up to the local mayors in each town and city to decide after nine oclock to they shut the squares and the streets as well, and if you are in a restaurant or cafe after six oclock, it is table seating only, so less severe, but briefly around europe, germany saw the highest figures on saturday of 7000, in the Czech Republic it is mandatory as of today to wear masks in public. How close are you at this point to a deal . Well, we have started to have some more constructive and positive discussions with the government, with the communities secretary, so. Sean fielding, we are only hearing a couple of your words every now and then, so we are going to leave that for a moment and hopefully come back to you, thank you. We hope to speak to james daley, conservative mp for bury north, and quite of these people are having discussions with the government, one of these is robertjen rick, who will be hit at 7 30am so a lot of questions to ask him. We understand he is leading those negotiations, so, hopefully, he will have information for us. In fact, we can now speak to james daley, conservative mp for bury north. Which as you know, if you know your geography, is in Greater Manchester. Good to speak to you this morning. This is something i know lots of our viewers are interested in, whether or not they live in Greater Manchester because it could affect other parts of england. Are you in favour of tier 3 lockdown for the area of Greater Manchester . I am in favour of any measures that have the clinical and Scientific Evidence to back them up. The latest information that i have received regarding my area is that mortality rates up until the 25th of october and hospital admissions until the 8th of october and on the basis of that Clinical Evidence, i am infavourof basis of that Clinical Evidence, i am in favour of tier 3 but i need more information to put forward my view as to what the appropriate step is this week. What is your view of the continuing tussle that is ongoing between andy burnham and the government about potentially going into tier 3 and the Financial Support going alongside that . dont think anybody can be criticised for doing what they think is right, standing up for the residence of my area. The government are very open, they are very clear in that they want to protect lives, they are taking steps to do that and iam they are taking steps to do that and i am fully supportive of that decision. But like all elected representatives i am part of the debate and i want to put forward my view, and i want to make sure the voice of hospitality and all the sectors within my constituency are represented. So i look forward to speaking to ministers and be clear as to what i think on what my constituents need. By having your own discussions with andy burnham as well . He hasnt reached out to me. I am slightly concerned regarding some comments he made over the weekend supporting labours position, something i am vehemently opposed to, a National Lockdown. Ithink andy burnham has taken. He is elected mayor of Greater Manchester and must take a great role in these negotiations but it is equally important that local mps are part of that discussion and local Council Leaders. We have to remember my local Council Leader in berry has statutory responsibility for putting in place any coronavirus restrictions. So it is important he is at the table discussing this matter and making sure that local voices with residents from all over bury are heard in these discussions. Something else our viewers might have spotted as a group of some of your conservative colleagues writing to andy burnham and also to keir starmer saying that Greater Manchester needs to adhere to tier 3 restrictions to help areas with low transmission rates. Was that a good idea, do you think . What are your views on that . I think the letter was making the point that a National Lockdown would be a disaster for the whole country, bad forjobs in my constituency. I think that colleagues, when you are writing to politicians and other areas of the country, i think it was a mistake to Link Public Health outcomes in Greater Manchester to Public Health outcomes in other parts of the country. I think you need intimate knowledge of the Clinical Data at whats happening in local hospitals to do that. All my colleagues who signed that letter our friends and good people, they do what they do to represent their constituents to the best of their ability. But perhaps that letter was a mistake. 0k, james daley, thank you forjoining us, the conservative mp for bury north. He talked about council so lets go back to sean fielding, the labour councillor, leader of oldham council. I will ask the question one more time, how close are you to a deal . It certainly feels like things have moved on since the back end of last week, and i was due to have a call with robertjen rick at some point but he has spoken to a number of my colleagues. Andy burnham has spoken with eddie lister about what our concerns are around tier 3, and what the financial position is, too. Some of the rhetoric at the back end of last week, with that press conference with borisjohnson, we are trying to work together. M there more money at the table at this point . Ive not received details of what will come forward on the table but i know that discussions are ongoing with treasury and people in government such that a revised financial offer might come this week. How much negotiation is over the rules that people will have to abide by . We know that some cases, pubs and gyms are closed, in others they are not. How much negotiation is there over that kind of detail . I want to make it clear it isntjust about money. My it clear it isntjust about money. My colleagues and i have concerns whether the tier 3 will bring the infection rate down in the way we need to. We dont have evidence to support the idea that there is widespread transmission and hospitality is causing this problem. In if you go into hospitality in Greater Manchester, the vast majority are requiring people to sign in and doing all the things they have to do to keep people safe. That crucially is that controlled environment. If you close those down, the likelihood is youd for some of the activity people that do there, going for a drink, underground, where it is difficult to police so we are not convinced closing hospitality is the right thing. Ican closing hospitality is the right thing. I can say the same thing about gyms and sports centres. We you usually get a cloth and spray bottle to spray down the machine youre using. Many businesses are doing the right thing in Greater Manchester. We admit a small number continually flouts the restrictions and dont do the right thing but what we really ask for is the power to close those down, and those great Enforcement Powers and the resources we need to do that is a better solution rather than punishing every Hospitality Business and gym. The majority of which are very responsible. How are your hospitals coping in oldham . Across Greater Manchester we have 65 patients in hospital with covid 19. The peak of that was 220 60 we are some way off getting to the peak and i know theres been some coverage in the media saying we are close to where we we re media saying we are close to where we were back when things were really bad but that is not the case this time. We have capacity in hospitals so we are confident at this point our Health System is still able to cope but we are keeping a very close eye on it and we are continuing to keep the infection rate down by doing the right thing. It can cause chronic pain, heavy periods and infertility but there is no known cause or cure. The average wait for a diagnosis has remained at eight years for more than a decade but today the results of a parliamentary inquiry will be published, calling for a commitment from government to reduce waiting times by half. Sarah campbell has been hearing from some women about their experiences of endometriosis. She gasps. Im having excruciating stabbing pains in my right ovary. I tried to kill myself more than once. Not living is so much better than the idea of continuing to live with this pain. You look fine on the outside, but on the inside you are bleeding, you are broken. It really doesnt care what dreams you have. I may not be dying, but its killed my soul. A personal trainer, natalie appears fit and healthy, but like more than a million others, on the inside, every month, tissue similar to that found in her womb builds up elsewhere. When it breaks down, unlike a period, the blood has no way to escape her body, leading to pain and inflammation. Nice, keeping those hips forward. Engage the core. There is currently no cure for endometriosis, but effective treatment depends on early diagnosis, and on average it takes around eight years for that to happen, and there are further barriers, according to the mps enquiry, for those from black, asian and minority ethnic communities. I just felt a bit dismissed and obviously not being listened to. Pain is pain. If a woman or a man has been in pain, they are feeling pain, it shouldnt matter about their race, they should be taken seriously. Ive probably been in hospital over 20 times across about a ten year period. To date ive had six surgeries and probably around 50 other invasive procedures. Its very much like a guinea pig. You try because you never know, this may help. We first met michelle a year ago. Aged just 41, she felt the only option left to her was to undergo a full hysterectomy. Its a year on, everything has changed. How have you been over the last year . Ive been very up and down. It still hasnt been easy. Its definitely not a cure. She told me her hope is that the parliamentary enquiry will lead to change. The best part is that weve been heard. Our experiences are feeding into the way society, the medical professionals, the government, treat endometriosis and see endometriosis for the problem it actually is. We should want to know more about this illness that is ravaging peoples lives left, right and centre. We need awareness, we need research and we need better treatment options. This change needs to happen now, because i dont want another woman suffering for ten years like i have. Thank you for listening. That report from sarah campbell. Chief executive of endometriosis uk, emma cox, joins us now. Good morning. We got a sense in that report how this can have a dramatic effect on peoples lives, cant it . Good morning. Absolutely. Sadly we have heard some very sad stories about how the impact of having endometriosis can have such devastating effects. And on average it takes eight years to diagnose during which time the person might be told they are imagining the pain or that people dont take it seriously, it can have a huge impact on their Mental Health and physical health. The target is to get it down by half, that diagnosis. Why does it ta ke by half, that diagnosis. Why does it take so long . Half by 2025 and by 2031 year or less is what we are hoping for in the long run. There is a range of reasons why take so long. Firstly, people need to realise what theyve got is a medical condition and sadly there is so much to be talking about menstruation, that people, some of their pain is told it is in their head, that they have to put up with it. Quite frankly, if you are having so much pain, it is stopping you being able to live your life, your daily life, and it isnt normal. On top of that, the symptoms are not always recognised by health ca re are not always recognised by Health Care Professionals. While some Health Care Professionals are brilliant at identifying symptoms and there can be diagnosis injust a few months, unfortunately, for many, it can be things like they are told their period pain is normal or sometimes they are put on the pill at quite an early age and there is no investigation as to why there are in so much pain and the diseases are diagnosed, and they realise they have a potentially life altering disease. Tell us a little bit because i did it to make it cannot because i did it to make it cannot be cured but can it make a difference to people . We dont know what it is caused by, theres too Little Research but in terms of treatments there is a range of things. Access to Pain Management, so supporting people who are in pain through a whole range of Pain Management, notjust through a whole range of Pain Management, not just strong through a whole range of Pain Management, notjust strong drugs but also physio or Pain Management services. There can be surgery. For many women, surgery is an option. Also, it can be treated by hormones. Again, that is, if you like, doesnt cu re again, that is, if you like, doesnt cure the symptoms but it stops periods, it stops the endometriosis growing, so hormone surgery and Pain Management are the main treatments. The people watching who think they might have it, what are the warning signs and what would your advice to then be . If you have any of the symptoms, go to see health care professional. The main symptoms are painful periods, but if it is disrupting your daily life, that might be it, painful bladder, painful peering, especially around your period, that can be a symptom as well. And infertility. It is the leading cause of infertility for women in the uk so if it is a problem, speak to a doctor. Really good information, emma cox, thank you for speaking to us. I am doing so with the Prime Ministers adviser, said edward lister, so the two of us will continue to discuss with local leaders and mayors across the country what further steps need to be taken in their communities, because clearly it is our preference that we take the steps by agreement and working closely with the people who know their communities best, thatis who know their communities best, that is how we are going to have the best outcomes for local people. How close are you to a deal . We have had productive discussions in Greater Manchester over the weekend, and im hopeful we can now bring this to a conclusion, because there has been some uncertainty as a result of the discussions going on too long in Greater Manchester, people who are living there, the Business Community and more importantly, or most importantly, the number of cases remains at a seriously high level across Greater Manchester and in particular in some parts of the region. Icu capacity is uncomfortably high. We do know need to ta ke uncomfortably high. We do know need to take action, so i hope we can reach agreement, but one way or another we need to draw this to conclusion, put in the measures that are conclusion, put in the measures that a re necessary conclusion, put in the measures that are necessary and move forward in Greater Manchester in the next day or two. So it could be by the end of the day, could it . You have sort of given at a time line but not exactly. We could reach an agreement, im sure, today, but that would require both sides to come together with the right spirit of desire to get this done in an amicable way and move forward. That is certainly the way im approaching these discussions. The conversations i have had over the weekend with Council Leaders in Greater Manchester have been constructive, soi manchester have been constructive, so i hope that we can make a decision, move Forward Together or tomorrow. We understand there is money on the table. How much . This is primarily about Public Health. It is primarily about Public Health. It is about protecting the nhs and helping to save befores lives, but we do want to ensure that all parts of the country have the resources that they need to tackle the virus. You can see from the arrangements we put in place with merseyside and with lancashire that we want to ensure that the local councils have the resources that they need, that there is support for the local Business Community and i think in manchester we are particularly conscious that there have been businesses that have been under strain now for many, many months, longer than in many other parts of the country, so we want to support them. And we also want to see what other things we can do together, including through local Contact Tracing and using the military as well, so we will pull all the levers that we have, use all the resources that we have, use all the resources that we have at our disposal to support people in Greater Manchester, to help them get through this. Using the military for what exactly . Some parts of the country has asked for use of the military to support them with Contact Tracing for example, and to put in the infrastructure for testing sites, and that has been done very successfully by the armed forces, so if that is useful for an area, we will be able to put that in place, and the armed forces are more than happy to assist us. Can ijust go back to the financial package . There are reports that one of the papers it could be up to £100 million. Are those correct . Im not going to comment on the exact sums of money, but we have offered and reached an agreement with merseyside on a very substantial package of support there. The regional mayor and the mayor of liverpool, steve rotherham, and joe anderson, worked very closely with us. They reached an agreement which involve tens of millions of pounds of support for the Business Community, for the council, for local Contact Tracing, all the sorts of things we want to put in place this week with Greater Manchester. Clearly to do that most effectively necessitates a deal with the local leaders themselves, rather than government simply stepping in and imposing it. That will be much more effective, because people in Greater Manchester want a single, coordinated Public Health message, and that is what the Prime Minister is keen to do, that is why we have gone to so much trouble to try to reach an agreement with local leaders. I hope that they will today come forward, support us, and that we can reach that sort of agreement. If not, then we will have to consider other options, because of this to the government has overarching responsibility to protect people in all parts of the country, including in Greater Manchester, but that, doing so by imposition has never been our desired approach. But it is something you would consider . think we have to consider all options, because at the end of the day, we are the government of the united kingdom, we are there to protect the public and this is a national Public Health crisis. So i cant rule that out. But you can see from the genuine, sincere efforts we have put in, including this weekend, our strong desire to do this by agreement, because that is the most effective way to deliver Public Health messages and to ensure that compliance and enforcement actually works on the ground. Because my department is the department for local government, wants to work closely with local councils in Greater Manchester. I sense that same feeling from the Council Leaders themselves, and i hope that we can reach that agreement, but as i say, if we cant, i think the situation now in Greater Manchester is sufficiently serious that we would have to take action either way. How long are you prepared to wait . Im going to talk today i hope with the Council Leaders, and i will be reporting back to the Prime Minister on the nature of those discussions. If they move forward, then well give it the time that is required. If it is clear today that u nfortu nately for whatever required. If it is clear today that unfortunately for whatever reason we are not able to reach agreement, then i will have to report back to then i will have to report back to the Prime Minister that we werent able to do so, regrettably, and then able to do so, regrettably, and then a decision will have to be made about what further steps are required. And he would get involved at that stage, would he . The Prime Minister . Yes. Yes, i have been discussing this with the Prime Minister throughout, he has been very closely involved. His clear direction to me and to others is to try to reach an amicable agreement with local leaders, that is the approach that he wants us to take. But at the end of the day, he has to ta ke but at the end of the day, he has to take overall responsibility for keeping people safe in Greater Manchester, and we cantjust sit by and watch the number of cases rising, the number of cases amongst the over 60s, those at greatest risk, rising now quite significantly, and in particular the strain on local hospitals. We have seen hospitals like salford, for example, reaching almost 100 icu capacity. Over 70 icu capacity in manchester, in bolton and in other hospitals within the region. That is a serious situation, and it demands action this week, preferably today, and so action this week, preferably today, and so i hope that leaders in Greater Manchester, who obviously ca re Greater Manchester, who obviously care about their city and local people, will see that, reach an agreement and now move forward with the Decisive Action that is necessary. Delay, im afraid, will only make the situation worse, will only make the situation worse, will only put more lives at risk and make the economic fallout for the city worse in the long term. On the financial package, can cancel top up wages with that financial package . There is flexibility within the package of support that we have given in other parts of the country to deploy that money how local areas see fit. What weve offered his extra funding for local councils, so that they can cover that covid related expenditure, further support for the local Business Community, and support for other things like enforcement, local Contact Tracing, and obviously all of that comes on top of the National Package that the chancellor has set out, the jobs support scheme that guarantees people who are in work, and businesses who have been asked to close as a result of these extra restrictions, two thirds of their unowned wages. Can i ask also, you have highlighted what has been going on here, several days of negotiations and negotiations with different areas. Would it be better to have one formula so you didnt have to have these ongoing deep discussions . We do have one formula, and that is the tiered approach that has been set out. Within each formula there is a baseline of the measures that we think are necessary for those situations, but we also will respond to what is happening on the ground in local places by providing a degree of flexibility so that if you were in merseyside, a local leader trying to respond effectively to a Public Health crisis in your area, in addition to the baseline, you could say, well there is a particular problem, i think, with certain settings, therefore i think there should be further restrictions on those. There is obviously a balance to be struck here between simplicity and clarity ata here between simplicity and clarity at a National Scale and responding to the particular circumstances in one area. Thats the way that we have tried to play this, and that has actually been designed in response to the feedback we have received from local leaders and mayors who have said to us that you cant treat nottingham is exactly the same situation to manchester or to liverpool or to tyneside. I think thatis to liverpool or to tyneside. I think that is the right way forward, because as we know, there are significant differences in the types of settings where we are seeing the virus, but the particular areas of the local community, and honestly there is a wide variation across the country, and that is one of the reasons why the blanket Circuit Breaker approach that some have suggested just doesnt seem sensible. I wanted to ask you exactly about that. The welsh first minister expected to announce a Circuit Breaker, i think they are calling it a firebreak, in the region today, following Northern Ireland. Are you still ruling out that short, sharp National Lockdown . We dont think that that is a sensible way forward. Obviously we will continue to keep things under review, but it doesnt seem sensible, because we see such wide variations in the concentration of the virus. If you were sat in herefordshire or somerset this morning, the number of cases per 100,000 is around 40. If you are in nottingham, manchester or liverpool, it is 400800 nottingham, manchester or liverpool, it is 400 800 cases per 100,000, so a localised approach seems the most sensible way forward given that what we know about the incidents in england today. And the damage that could be done through an indefinite circuit break to the economy, to peoples livelihoods but also to Broader Health and well being, Mental Health, for example, and other hospital cases like elective surgery that wouldnt be able to proceed, i think are very, very significant, and we must, therefore, only use that as the absolute worst case scenario. I think it helped when we got certain players in our tea m when we got certain players in our team that you know they can pull it off and we always knew if we gave luke a shot, well we gave him two chances and in the end he did it. When you saw luke was going for that, how confident were you in that moment . I thought he nailed his first one i thought the first one went over ive been on the end of many of those so im glad hes on ourteam, and many of those so im glad hes on our team, and hes done it for us, and salford put up such a great game and salford put up such a great game and they threw everything at us. Wales on the verge of a Short National lockdown, described as a firebreak against coronavirus an announcement due to be made today. Good morning. Yes, it was set to be a bumper october for the Lake District and other uk holiday destinations. But the tier system means that cancellations are up, half term holiday nightmares for thousands of businesses. What does it mean for your trip . How a dip in cold water has proved to be a promising lead in the search to find a cure for dementia. Good morning. This week we are looking at some unsettled weather. There will be some heavy rain at times, strong wind. The first half, at least, will be milder than we would expect this time of year. I will have the details in ten minutes. Its monday 19th october. Our top story. Communities secretary robertjenrick says a conclusion needs to be reached today with leaders in Greater Manchester, about moving into the highest level of coronavirus restrictions. The government has spent the last few days in a standoff with the regions mayor, andy burnham, who fears that the measures will cause severe economic harm. Our Political Correspondent iain watsonjoins us now from westminster. What you make what he had to say . Its interesting that the negotiations will continue, notjust with robertjenrick the Community Secretary, but one the most senior officials in downing street, edward distin, very keen to get an agreement with Greater Manchester. They dont want to impose these tighter restrictions without local agreement, partly because they would be worried about how they would be enforced or how people would comply if they are seen to be going over peoples heads. They are very keen to reach agreement. Robertjenrick, when he was asked earlier about how soon that could happen, he seemed to think we might get a breakthrough within the next 48 hours. The number of cases remains at a seriously high level across Greater Manchester and in particular across some parts of the region. Icu capacity is uncomfortably high. We do now need to take action. So, i hope that we can reach agreement. But, one way or another, we need to draw this to a conclusion, put in place the measures that are necessary to move forward in Greater Manchester in the next day or two. Obviously some money might grease the wheels. Interesting that Robert Jenrick was also talking about the amount of Financial Support available at liverpool, which has agreed to the tighter restrictions, about £40 million for a region of 1. 5 Million People. Greater manchester, it is just under 3 Million People. We could see £75 Million People. We could see £75 million or £85 million on the table. The question is how much of that could be used for things that the mayor of Greater Manchester, andy burnham, believes are essential, like topping up wages in a more generous way that the Governments National scheme for people who were forced to see businesses closed. Could there be money to help local residents shield again if there is a threat in Greater Manchester . What is also interesting is that Robert Jenrick ruled out the idea of a short, Sharp National Circuit Breaker, a National Lockdown. We know that wales will introduce more stringent measures, probably to be announced about lunch time today. But in england, a regional approach is favoured, which means the negotiations with Greater Manchester, the separate negotiations with South Yorkshire, each area hammering out its own separate deal. That may well delay the imposition of measures which the government believes are necessary. Iain watson, thank you for taking us through that. Danjohnson is in manchester for us this morning. Iam sure i am sure that you heard what Robert Jenrick said. What are leaders asking for there . Good morning. They have been talking for more than a week now and i think there is a cce pta nce week now and i think there is acceptance that something needs to happen, that something needs to change on extra measures will be needed. Because case numbers have kept rising. As you heard, the number of people in hospital is reaching worrying levels. The suspicion from local politicians here has been that there was highest levels of restrictions may not even be enough to be effective. The feeling is, well, whats the point in doing that if it is not even going to bring down the case numbers enough . There needs to be a properly tailored package that is going to be effective, on the one hand, for bringing case numbers under control, but also that looks after local people who will be affected if businesses have to close. Its not just about the furlough payments that will be available for those businesses and those workers directly affected, if pubs, bars, restau ra nts a nd directly affected, if pubs, bars, restaurants and gems are told to close, it is also about the other people that work in hospitality, and the service industry, that will be affected indirectly as a knock on if social life here is disrupted further and there is an interruption, and lower numbers of people out and about. Those are the sorts of issues that local leaders have been raising, and wanting money for. They are also talking about the cash to actually enforce these restrictions. Because its going to mean more pressure on council teams, the local police. How would they make sure that local people are abiding by those restrictions . All of that is a full debate as the discussions continue. Meanwhile, a short lockdown across wales, which has been described as a firebreak lasting for two to three weeks, could be announced as early as this morning. Our correspondent tomos morgan is in cardiff. Tomos, what are we expecting . We are expecting the first minister to make that announcement today. Its looking more likely now that there will be a firebreak in wales, which will be a National Lockdown. The set period of duration for the National Lockdown here is for at least two weeks, so the first minister, as you say, can bring the virus back under control in wales. The numbers have been increasing, even though the majority of the country have been in a local lockdown in wales for the past few weeks. Local lockdown is in wales mean that nobody should be leaving the area, by law, or going into another area, which is different from an england, where people are advised not to. Here, people are being fined and turned home if they break the law. A travel ban came in last friday, meaning people coming in from hotspots in other areas of the uk are banned from visiting wales now. I think the government here are deciding this is the only other option they can do now to curb the spread of the virus in wales, as we get closer to christmas and as all the signs suggest we could see another surge. They are wanting to do this. The first minister has mentioned this is something he wants to see to curb the threat. After this firebreak happens, there will be another National Lockdown set of rules, he said, so that they can continue on some sort of fashion to bring some sort of normality towards christmas. What this will mean, and it will be very similar to what we saw back in march, potentially, the closure of nonessential businesses, and we should be hearing that schools will remain open for the best part. Tougher coronavirus restrictions are being introduced in italy, after it announced a Record Number of new cases yesterday. Restaurant Opening Times will be limited, and town mayors will have the power to shut public squares from nine oclock in the evening. In switzerland, face coverings must be worn in all public spaces from today. Ireland is preparing to announce restrictions which ministers say will be decisive and nationwide. The home secretary, priti patel, has agreed to look into whether there should be a Public Inquiry into the 1974 birmingham pub bombings that killed 21 and injured over 200. Although six people were jailed for the attacks, they were later cleared on appeal. Families of those killed say many questions remain unanswered about what happened before, during and immediately after the attacks. Ms patel has promised to meet the families before making a decision. Heres carol with a look at this mornings weather. Are you having a problem with your voice . What do you need, what can we do . That extends up the west coast to parts of eastern scotland. Equally, there is a lot of rain. As we head overnight, the rain continues to push northwards and eastwards across scotland and Northern Ireland and then we have a fresh coming from the west across england and also wales. Have a nice cup of tea. A nice brew makes everything all right. Its been a week since borisjohnson announced new covid alert levels would be introduced across england. The new three tier system sees areas classed as being on medium, high or very high alert also known as tiers. Under tier1 restrictions, which are places with medium levels of risk, you can only meet in a group of six people either indoors or outside, and pubs, bars and restaurants must close by 10pm. Next is tier 2, which includes areas with high levels of risk. You are not allowed to meet socially with people you do not live with indoors. This includes private homes, as well as pubs or restaurants. You can still meet friends and family outdoors, but only in a group of up to six people. Pubs, bars and restaurants must still close by 10pm. Areas with the most rapidly rising transmission rates are placed in tier 3. Pubs and bars must close completely unless they are serving substantial meals. You are not allowed to meet indoors with anybody who is not part of your household. You can meet in parks, beaches, or countryside, as long as you are not in a group of more than six. You are also advised not to travel into or out of tier 3 areas, other than for work, education, orfor caring responsibilities. More than half of englands population is now living under high or very high alert restrictions. So far Liverpool City Region and lancashire are in tier 3. Lots of you have been getting in touch with questions about the tiered system and how it might affect you. To help answer some of them, were joined by professor sian griffiths, shes an expert in how diseases spread, and our medical editor, fergus walsh. Good morning to both of you. Thank you so much for being with us today. Lets crack on with some of these questions. The first question is here. I think this is for you, fergus. If my partner lives under a different tier system to me, can we still see each other . 0k, ok, so, if they live in a different tier, yes, under certain circumstances. If you are in tier 1, your partner lives in tier 2, you can meet, but you could only meet in a setting outside, so a restaurant outside, you couldnt stay overnight with them. You should stick with the social contact rules for your area if you are in a high area or a very high area, even if you move to a lower area. Of course, high area, even if you move to a lowerarea. Of course, household support bubbles, if your partner was in your house or support bubble, that would trump everything and then you could stay overnight with them and, effectively, be in your own household and you would not need to socially distance. Another question for you. Could the restrictions in tier 3 areas affect more sectors, like beauty or retail . How often will this be reviewed . So, they are going to be reviewed every 28 days. And, yes, other measures could come in. Last monday, chris whitty, in downing street, standing next to the Prime Minister, said he thought the base restrictions for the very high tier 3 areas restrictions for the very high tier 3areas in restrictions for the very high tier 3 areas in liverpool would not be sufficient to rein in the virus. And there are already differences. In liverpool, gems are shut, but not in lancashire. The gyms. In lancashire, soft play areas are closed, but they are open in liverpool. We could see restrictions on nonessential retail, things like hairdressers, depending on what happens to the level of virus and the nhs in the coming weeks. I ,we , we have spoken to many local leaders, and they want to see the Science Behind the move from 2 to 3, can you understand that . understand that, because throughout the pandemic, we have been talking about science guiding quality decisions, so when sage, the specialist body, presents advice, it does so quoting these studies, the Research Studies that have been done, which gave a support to the decisions that are made, so wanting to see the science, i think, is part of how you make the decisions. know we have got a question for you here, sian, how does the government decide who goes into the highest tier . We have been speaking to the communities secretary about exactly that today. Well, i didnt hear that interview, but in general scientific terms, it is about the rate of disease in the community, the rate at which it is changing, the numbers of cases, the numbers of cases going into hospital, the number of itu beds that are being used, and General Information like that, which gives you some measure of not only the absolute numbers, but also the rate of change, how fast is the disease spreading, who is it spreading to. So we saw it spread from younger people, who are less affected by the disease, into some of the older populations, and that was some of the data that was presented by chris whitty last week. As fergus says, when he was talking about the system, he was in that they werent sure, you know, from a scientific perspective, that tier 3 would be adequate in the worst hit areas. Another question for you, fergus if i live in a tier 3 area and my elderly mother lives in tier 1. And my elderly mother lives in tier 1, can she still remain part of our family bubble . Yes, she can. Now, the government recommends that you form, where possible, those household bubbles, support bubbles, with people locally, but obviously, if your mum lives far away, that is not possible. Now, there is supposed to be guidance on not travelling in or out of 83 area, but there are exceptions, you know, for work, education and caring responsibilities. Or out of a tier 3 area. So it would be possible, because mum is part of that bubble, they can still meet, but the recommendation is to minimise contact with people outside of your bubble, in your bubble, if they dont live in the same area as you, in tier 3. I love the way you are taking us through this in a very calm and clear manner, fergus sian griffiths, on that point, how long will it be before we know what effect it is having on, you know, the number of infections et cetera . Well, we know that it takes a couple of weeks from infection, infection rates in the community to show in hospital admissions, so there is a sort of time period over which you need to follow the figures. I think that the best thing to do is to say you need to take regular checks, and regular checks means, as is being done, weekly checks on how the rates are changing, so that you can be pre warned. And as measures are brought in, it will take several weeks for them to show a proper downturn, but we remain hopeful, and i really hope people dont forget the message that it is notjust up to the external constraints, it is also up to each and every one of us to rememberthe also up to each and every one of us to remember the basics, to wash our hands, to wear masks, to keep our social distance. And as fergus says, you can meet, you can care, you can provide care, there are exemptions for frail and elderly relatives. It is possible to provide care, but if you do so, you need to take all the precautions of social distancing. Really good to speak to you, sian griffiths, fergus walsh. Schools in Northern Ireland are beginning an extended half term break today. Children will have two weeks holiday instead of one. The extension is part of the devolved governments measures to try to bring down the Coronavirus Infection rate, which is the highest of the uks four nations. Our ireland correspondent chris page has been speaking to students, teachers and parents. Schools werent meant to be still and silent this week, but half term has come unexpectedly early. A level students at the Belfast Model School for girls didnt want an extended break. The less time we have in school is a bit worrying. We wont have to have face to face contact with teachers for learning and things like that, which i know myself and a lot of my classmates really benefit from. Im quite worried for the exams that we have coming up, because we wont be able to be in class with our teachers probably as much with the way things are going at the minute. And its hard to learn online. I like to have things explained to me. Its just easier when youre face to face with the teacher. But pupils do say some good has come out of the turbulence of 2020. It makes you grateful for the time you have whenever you are in school. And it makes you appreciate things more, time spent with your friends and actually being able to be in the environment of a classroom. In my opinion, its helped me a lot with my Mental Health and helped to me get into, like. Its helped me be more grateful for a lot of things and helped me understand to be more aware of some stuff. If theres another school shutdown, the online teaching is ready to go. We have to be ready, because we just dont know, as weve found out just recently, when we might have to close again. We just need to be there for the student because the most important thing is promoting their well being, their resilience and indeed extending their learning in whatever capacity we can. What are the most difficult things about the last few months, and have there been positives . I think the most challenging thing for us was ensuring that we had our environment that was welcoming for staff and students but that was safe. Our students have had to develop more independence and resilience in their learning, and thats always going to be a life skill they can carry forward. A few miles away, parents at this Primary School were picking up their children for the last time until november. I work in a hospital, so i understand where theyre coming from. I think it needs to be done to try and curb this. My daughters got asthma and stuff, so i worry. Kids need to be protected, dont they . I mean, thats really what its all about. One of the ways in which educations different in Northern Ireland is that the vast majority of pupils in their last year of Primary School sit a series of exam papers, the transfer test, to decide who gets into grammar school. The tests have been postponed for about two months. Theyre due to take place in january. But parents and teachers of the children going through that Selection Process are particularly worried by the impact of all the covid disruption. Certainly, if this break was to continue beyond two weeks, i think the pressures that would be brought to bear would be enormous to try to see, we really have to make a change for this year. Because its proving to be impossible to provide those children with the level of education that they would require. The pandemic pressures in schools include quarantined classes, self isolating staff and broken routines. Teachers, pupils and families are hoping for a brighter picture when they return. Chris page, bbc news, belfast. Thats the situation in Northern Ireland, and across the uk, millions of families would normally be enjoying a half term break, or planning a trip, at around this time. Ninas at a holiday park in cumbria to find out how the new restrictions are affecting bookings. Something so many of our viewers might have been planning to do but welcome to 2020 absolutely right, dan, good morning to you. Aces castlerigg campsite in cumbria, feast your eyes on this view, opening your caravan daughter that, derwentwater, one of 16 bodies of water in the Lake District, only one of them is officially allowed, so this is one of the places, like so many across the country, that has benefited from us not being able to go to as many foreign destinations for october half term, so bookings we re for october half term, so bookings were up significantly, but then came the tier system, and then came the cancellations. Let me just remind you what you can and cannot do according to the guidelines, depending on where you live. If you live somewhere in tier 1, you can travel freely and stay overnight in other tier 1 destinations, including with other households, if the rule of six is kept to. People in tier 2, or high risk places, can travel to other tier 2 places, but the government advises you to limit the number ofjourneys you make and you can only stay overnight in self catered facilities with people in your household or support bubble. If you live in the highest tier, tier 3, like parts of lancashire and the Liverpool City Region, then you are advised against any travel out of your area and other people are advised to not travel in. As for the other nations, we are waiting to see what happens with wales, at the moment they are asking people from tier 2 and tier 3 not to visit wales. Northern ireland has entered its Circuit Breaker, so no holidays there for now, and we are waiting to see what scotland will do. Little wonder, with all of those complexities, that fewer than half of families are now planning an october half term break. Visit britain has said that confidence has really plummeted. About one in three self catering accommodation places has reported an increase in cancellations, on average that is costing each business £15,000. Lets talk to david, who runs this site, it has been in his family for three generations, it obviously means a great deal to him. Thanks for having us. When you look at how things were in the run up to october half term, the changes through the system is, what a roller coaster the changes through the system is, what a rollercoaster it certainly is, yes. Trying to navigate all the different rules and regulations that are changing has been, yeah, a challenge for ourselves and our staff. What has been the biggest question when customers have been calling you ahead of half term . Certainly, wanting some guidance, wanting to know, if they have to cancel, would they be able to transfer, have a refund. Obviously, if they are from a tier 3 area, we will happily refund them, transfer to another date, just urging them to follow their local guidance and restrictions. It is quite a big responsibility for you, david, almost having to enforce those rules, at the same time as making sure people have a nice time on their holidays. It is really difficult. Yeah, theres quite a lot of grey areas, somebody may be on holiday already that is in a lockdown tier, with a touring caravan, motorhome, you may have spent a week in the north of the cou nty spent a week in the north of the county or at hadrians wall, so you may not actually be travelling from your place of residence, your address, you may be travelling on from where you were a week earlier, so very difficult, a lot of grey areas. And it poses questions for thousands of businesses. Thank you, david. You are talking to places throughout cumbria, you work for the tourist board, good morning. Over all, how do you think that you will look when we compare it to previous yea rs . Look when we compare it to previous years . Yes, staycations has been up, but then these knocks time after time. You used the word roller coaster, and that is what the year has been, we estimate the value of the visitor economy in cumbria, where it is so to communities, we have lost more than half of that already this year. Looking at a business like davids, he has not been able to operate anywhere near his capacity, so even though we has been open and busy, that is against a reduced capacity. Wales have made an announcement, Northern Ireland have called it, would a Circuit Breaker be preferable for england businesses you talk to . In the hospitality sector, ourjob is to welcome people, and people like david have worked incredibly hard to provide covid save experiences in glorious open spaces, so we want to be able to continue to do that. It is not for us to make that decision. If that decision were to come, we would be, obviously, adhering to that, but we would also need to make sure that the amount of Government Support for businesses like davids is there, because at the minute that is there, because at the minute that is not what the support is for. And they want more guidance on what they should be saying to customers. If you have booked a holiday and it is looking like you might have to cancel, talk as quickly as you can to the person you have booked with. It could be that you are entitled to a free refund if they have to cancel, but you might get a credit note for later in the year or next year. But there is no simple solution to this at the moment, im afraid. Watch out for that car behind you, nina thank you very much, nina thank you so much, good luck to everybody trying to get a bit of a bride. If you can get a few days summer, it might be worth it. But i think all of us pros, celebs, and all of the people on the strictly team are just so excited that we can put the show on, period. It is nice that we can bring happiness, escapism and joy to saturday night tv, especially with the way things are looking at the moment. Now, cast your mind back to lockdown and you may remember a herd of kashmiri goats taking over the empty streets of llandudno. Images of the roaming animals gained worldwide attention and now theyre being used to fundraise for st davids hospice in the town, as Mairead Smyth reports. These goats gave a much needed laugh in llandudno when lockdown began. We are quite used to seeing the goats quite regularly here in llandudno. In fact, we often see them coming off the headlands in springtime to the hospice car park, much to our handymans delight, really but theyve been a worldwide phenomenon and so, to sort of expect that in normal times, itjust wouldnt happen. Lockdown meant more freedom for the goats but it closed some of the doors here at st davids hospice. Covid 19 has totally transformed life at the hospice. Weve reduced our visiting, unfortunately, for patients. The buzz of the place changed with the cafe being closed. The goats gained worldwide attention and the hospice took a punt, selling t shirts showing the goats on their abbey road. Without that boost that we got from the goats and all the interest from the goats, we wouldnt be where we are now, we wouldnt be trying to develop new services. By may, theyd raised £50,000. Today, around 120,000. Now they hope the goats can help save christmas with this new range of stock, packed by peter who became a volunteer after his wife, caroline, passed away here three years ago. Just loved it and felt safe and love here. Now he is busy sorting this christmas stock. I dream about goats most nights, yes. Ive been packing goats up and dispatching them out. There is no doubt who the star of this window will be but there is only 1000 of these limited edition goats, and the hope is they, along with the rest of the stock, will help the hospice make the money it needs to survive. The goats have been a vehicle to save the hospice. However, what is really true is that our community and our supporters have saved our hospice today. People like seven year old millie and her nanna, janet, who helped to raise thousands. Hello hi, millie, hi,janet, how are you . Are you ok . Hi, nanna. Janet, a former nurse at st davids hospice, was diagnosed with cancer last year. I did a bike ride for st davids hospice and i got this. You raised more than £2000 from your bike ride. Tell me what you did. You werentjust cycling around the garden, were you . No. I went around and back to my house, 20 miles. Why did you want to do it . Because nanna had cancer. Do you know what difference thats going to make . Make People Better . You said you did it to help nanna. Do you understand what nanna has gone through . Yes. And how does it make you feel . Sad. But doing the bike ride makes me happy. Its quite overwhelming to hear it talked about now again. Youve done some amazing work as well to raise money. Tell us what youve done during lockdown. Id planned to do a 65 mile walk last year when i was 65, so i said i can still do it when im 66. I think i started walking about four miles a day, then it was slowly reducing. I hoped to raise £1,000, but i raised nearly 2,000. Janet, how are you now . So so. Im not going to get better, i know that. I can phone her, and if ive got a problem, i can talk about it. Today, this hospice has hope. Theyve raised half of their £1 million shortfall for this year. These goats, though, are blissfully unaware of the impact theyve had on the town down below. In a surprising find, scientists have discovered that cold water swimming could protect the brain from degenerative diseases like dementia. Its all to do with the production of a specific protein. Our chief environment correspondentJustin Rowlatt, a keen cold water swimmer, is at the Parliament Hill lido in london. Good morning, yeah, here beside my favour pool, but the link between cold water and dementia is hibernation, and a latent hibernation, and a latent hibernation ability that all human beings appear to retain. Now, hibernation ability that all human beings appearto retain. Now, i discovered this because i swim here, i was talking to other swimmers, and they said there was this doctor coming down, taking bloods, testing for a protein that may be associated with dementia. I was really curious about this, so back in february, before the covid restrictions, we made this film. The idea of going for a swim in a cold winter morning like this may not seem very appealing, especially when you know that the water temperature is just seven centigrade. But here goes. It certainly is refreshing. Your whole body kind of screams in shock. But if you just stay here for a few seconds, you do begin to get used to it, and then you can. Ooh you can begin to get some lengths in and it now seems a chilly dip may offer more than just an exhilarating thrill. Scientists have discovered that being very cold can actually protect your brain. Six years ago, bbc radio reported a study that showed that cold mice develop more of a protein associated with hibernation. The study found the protein can protect against and even repair the damage dementia does. The obvious next step was to see if humans develop to the protein too. Which is where this place, Hampstead Heath lido, comes in. Its warm, yeah. Were from the north, so we can handle it. One lido swimmer heard the radio interview. Ijust had the idea that we have a cohort of people here that regularly get cold, and can we translate that through to that kind of environment . Dozens of volunteers agreed to be tested by the scientist leading the study. We compared you to a bunch of people doing tai chi, who didnt get cold, and none of them get increased levels of this protein. But many of you did. Shes here to give them the results. So what does it tell us . It tells us that cold does induce this protein in humans. You are the first non patient cohort to show that cold water swimming raises this protective protein, which is pretty cool. Professor malucci is now trying to find a drug that stimulates the production of the protein in humans, and to see if it really does help delay dementia. If you slowed the progress of dementia by even a couple of years, on the whole population that would have an enormous impact, economically and health wise. These cold proteins are a very promising line of research, but she warns it is still early days. Sadly, there are no guarantees that this will lead to a successful dementia treatment. You have to get significantly cold, technically hypothermic, so your core body temperature has to go below 35 celsius, so cold so you are properly shivering. What they found was the more regularly people swim, the higher the levels of this protein, so you have to do it a lot. Lets be realistic, it is not a practical treatment for people, they cant think thatjust by treatment for people, they cant think that just by jumping treatment for people, they cant think thatjust byjumping in cold water, they were miraculously cured themselves, it is something you need to do regularly and get really cold. More questions . No, you have literally answered about three i was going to ask i think youre going to get in in a minute. I am, but i have got a couple of guest, martin is the guy who originally found the professor and said, look, is the guy who originally found the professorand said, look, i have is the guy who originally found the professor and said, look, i have got these people get hypothermic, how does it feel that this connection has been made between cold water swimming at the dementia experiments . I think it is great, very humbling for me to be involved with it. What started off, we aimed to get about ten people in the study, it grew to about 50 or 60 people jumping in the cold water, and then giving blood straight afterwards, and then further down the line, we found that this cold shock protein was actually evident in their blood for the first time. Really excited, yeah. And im also joined by kate, now, you swim here virtually every day, dont you . What is it . Because the water temperature is it . Because the water temperature is now about 11, a cold glass of water, why on earth do you do it . You come here in the morning, you feel pretty groggy and half asleep, and by the time you get out, you feel really alive, and your brain has really woken up, and you feel great for the rest of the day. How cold does it get . When do you stop swimming in the water . You dont ever stop, we have been swimming when there is ice, and you have to make a little hole. Normally it does not freeze because it is moving, but it can happen. You actually went through a hole in the ice . Safely do people say to you, you are a nutter . They do, but there are so many more of us now, it doesnt seem quite so mad as it did. On a more serious note, your mother, during the course of the experiment, your mother was diagnosed with dementia, wasnt she . A terrible diagnosis for someone to get out for the family as well. She knew something was wrong, it took her a few goes to be able to be diagnosed with it, but she couldnt read numbers any more, she couldnt read numbers any more, she couldnt read numbers any more, she couldnt read very well, she couldnt read very well, she couldnt play and read music any more, and things were disappearing. And she would get very frustrated and upset with it. I hope that other people wont have to go through it if we can find some help for them.
