This is our mission. May history be able to say that the end of this chapter of american darkness began here tonight. Scottish fans could be watching live sport in stadiums by next month. Its after first minister Nicola Sturgeon says that limited numbers with strict physical distancing could be allowed inside stadia from the 14th of septermber. Good morning. An unseasonably windy speu good morning. An unseasonably windy spell of weather on the card to the next couple of days. The wind is Strong Enough to bring some disruption and the threat of some coastal flooding as well. I will keep you up to date. Its friday the 21st of august. Our top story. The portuguese Prime Minister, antonio costa, has offered a warm welcome to british visitors after his country was added to uks list of travel corridors, meaning there is no need to quarantine after returning home. But the travel industry says the relaxation comes too late to save its summer. The new rules, effective from 4am tomorrow, also impose quarantine orders on anyone returning from croatia, austria or Trinidad And Tobago. Simonjones reports. The beaches in portugal look set to get a whole lot busier. The country has been added to the uks safe travel list as coronavirus cases there fall. Last year it attracted 2. 5 million british tourists. Portugals Prime Minister tweeted. But holiday firms are warning, it wont be enough to save the summer. Its going to be too late for the peak season. Its a very blunt instrument to use quarantine in the way that it has been used. And people have been extremely nervous of travelling anyway during august. And from 4am tomorrow morning, anyone visiting croatia, austria and Trinidad And Tobago will now have to quarantine for 14 days when they reach the uk. It follows a rise in the rate of Coronavirus Infections in those countries. Theyjoin other holiday destinations including spain and france to which the Foreign Office advises against all nonessential travel. In croatia, there is sun, sea and now stress for those aiming to get home before the deadline. I should have been going to france last weekend and due to the quarantine on france, i changed my flight to croatia. My daughters fiance and his family all live here. But she booked me a flight tomorrow in case this did happen. Many of the 20,000 british tourists in croatia will also be heading to the airport. 0thers, though, are resigned to isolation when they return to the uk. I think welljust stay and then go back and then have to quarantine. And with the British Government prepared to add or remove countries from its list of travel corridors at short notice, its not the easiest time for those looking to get away from it all. Simon jones, bbc news. 0ur Political Correspondent helen catt is in westminster. We are talking to the transport minister grant shapps in about an hour and minister grant shapps in about an hourand a minister grant shapps in about an hour and a half, minister grant shapps in about an hourand a half, and minister grant shapps in about an hour and a half, and its very clear that if you are going on holiday now, you need to be keeping a close eye on the quarantine rules because they are changing frequently. Yes, this is a pretty established pattern now. We have seen it happened with belgium, france, with spain, this idea that somewhere where you could go to visit without having to quarantine on your return, that could change very quickly and you could change very quickly and you could find you have to do. Grant shapps the transport secretary drawing attention to that in a tweet last night, saying, only travel if you are content to unexpectedly quarantine 14 days if you require. Its also a possibility of being able to for some people, but portugal is the most significant country we have seen go at the other way, saying you can now go there without quarantine. The portuguese government quite annoyed they were not on the original list injuly, saying it was a decision not substantiated by the facts. As you heard some concern around the timings. Thank you very much, helen. We are going to talk to the transport secretary grant shapps at 7 30am. A feature of this Unconventional Convention has been that instead of a background of cheering crowds, speeches have been delivered via video link from largely empty event centres in different parts of the country. Nurses are feeling over stretched and under valued, with nearly half saying they have considered quitting the profession since the pandemic began. Thats according to a large survey by the Royal College of nursing. Nearly 42,000 nurses responded to the survey. Three quarters of them reported experiencing more stress and a third said theyd been given extra responsibility but mostly without higher pay. The department of health said its committed to supporting all nhs staff. Officials in birmingham are concerned that the city could face tougher restrictions or a local lockdown. Job vacancies across parts of the uk are down by more than three quarters compared with a year ago, according to data from the adzuna employment website. 0ne company in leeds, where advertised vacancies are down by 83 , received more than 1,000 applications for a packing role. Spencer stokes reports. I havent even had an interview, you know, not even a phone call, which has never happened. Within a week of applying last year, i had, i think i had four orfive interviews in three or four days. Sarah smith moved to leeds from london a year ago, and quickly found employment. She bought a house just before lockdown. But then lost herjob in may. Since then, shes applied for 2000 roles without success. Its scary, its really scary. Are we going to be able to cope . I managed to make my last pay stretch until august, and now im relying on my partner. We cant actually get any help with our finances at the minute because hes working. But its a massive struggle. According to the jobs website adzuna, leeds, swindon and crawley have been particularly badly hit by the reduction in available work, or registering 80 falls in adverts placed on the adzuna website. More people chasing fewer roles means some firms have been overwhelmed with applications. Like northern monk brewery in leeds. The hr manager here had the task of sifting through in excess of 1000 candidates for a packing job. When we posted the job, within the first day, we had a really high number of applicants. Weve never seen that before. We advertised the job for three weeks and at the end of that time we had had 1021 applicants for the job which is just way above what we would normally see for an application. Weve seen a significant rise in the number of people claiming Unemployment Benefits at the same time as we have seen vacancies falling by around two thirds. So as a consequence, now across the whole economy, theres about seven people, seven people claiming benefits for every single vacancy. Whereas before the crisis it was more like about one to 1. 5. Theres never been a tougher time to be a job seeker and to be looking for work. For sarah, thejob hunt goes on. She hopes to find work before the furlough scheme ends. Something thats likely to make the employment market even more competitive. Spencer stokes, bbc news, leeds. A teaser, the new series is starting so obviously they have said, you havent it yet, it will happen but we will not tell you which episode it happens on. Congratulations to whoever won. It is 12 minutes past six. We are talking about this a lot this morning. Lets return to our top story now and those changes to the list of countries we can and cant visit without needing to quarantine afterwards. Bens looking at the impact on the travel and tourism sectors. Some good news in relation to portugal but across the travel industry, so many problems. Youd be forgiven for getting a bit confused this morning, where i have to quarantine from, the travel industry wa nt quarantine from, the travel industry want this to be clearer. It is very damaging, this uncertainty for their prospects. They were hoping the rest of the summer could be salvaged given that we have not been able to travel for so long. But a lot of them are telling us that it is increasingly difficult. Let me remind you of the quarantine rules. Back injune, the government announced everyone arriving back in the country would have to self isolate for 14 days. There were no exempted countries. It meant a lot of cancelled holidays and chaos for the travel industry. 0n the 10thjuly, so called travel corridors were introduced. It meant there was a list of countries exempt from the quarantine, places where holidays were deemed safer. Butjust a week or so later there was chaos when holiday makers in spain were given just hours to get back to the uk before theyd have to self isolate. It came after a spike of cases in the popular holiday destination. Thousands of brits caught up, including the transport secretary himself. Last week france was also taken off the exempt list cue another mad dash. Then, last night it was announced croatia and austria were also losing their exempt status. Its pretty confusing for both the travel companies and travellers themselves, including jonathan, from lancashire. He is currently on holiday in croatia with his family. They were due to fly back on saturday but they have now been trying to find an earlier flight to avoid the quarantine rules. We have just heard the rules that we have iiow just heard the rules that we have now got to quarantine when we get back into the uk, really annoyed about it. Most people in croatia are oii about it. Most people in croatia are on packages which get back over the weekend. 0ur on packages which get back over the weekend. Our flight was back in saturday afternoon, we now have to be backed by 4am saturday which is it possible to retrieve the speaker impossible to achieve. It is impossible to achieve. It is impossible to achieve. We were supposed to be in france, we had cancelled france on the basis of self isolation. 30 hours notice is not enough time, and the price of the flight has rocketed. There is a chance we might get back but it looks like we will have to do self isolation is a really disappointed. Disappointment from jonathan like many thousands of others who will be ina very many thousands of others who will be in a very similar situation. What does the industry make of all of this . We have had the disappointment from travellers but what about those trying to get us on holiday . Lets speak to the chief executive of the manchester aircraft group. These rules are in force to protect us these rules are in force to protect us if there is a spike in infections but what you make of them as an industry . It is evident that overall, passenger numbers are down, certainly in my company, probably operating a 25 capacity. Moving forward , operating a 25 capacity. Moving forward, the uk has to find a different way and a better way of notifying airports and customers on potential quarantine issues. More importantly for me, we have to find a different regime to allow people to fly to countries. It is issues such as testing, in germany, they have a test on arrival or potentially 48 hour is before you leave to your destination which ta kes leave to your destination which takes away the need of quarantine. In the uk we arent there yet. I think testing and having appropriate testing regimes in place is important for the remainder of the year and certainly as we move into the following year. Sorry, to interrupt. I wanted to pick you up on the idea of testing. You say we arent there yet, its rather a polite way of saying that the industry is pretty frustrated by the fa ct industry is pretty frustrated by the fact that we are not there with testing. How would you like this to change . What testing do you like to see, how would it work and what difference would it make for the industry . At this moment in time, heathrow have a pilot under way, they have got a facility in heathrow airport, they are able to do tests. What we are looking for is some guidance from the government, Public Health england, to actually specify what type of test and time scales you need to adhere to. Once you get that clarification, airports will be able to put facilities in place and passengers will be able to take advantage of tests. Ultimately the test will shorten the quarantine, but it wont take it away. It will set and it significantly. How do you think it set and it significantly. How do you think it will shorten it significantly. How do you think the government have handled this . The department for transport and the transport minister has been open and engaged with the sector but we need some collective responsible of the in cabinet, grant shapps cant take decisions on his own because it is Cross Department and collective response for the sea. There needs to be some more leadership in terms of what we do about testing. And we need to think about regionalisation. If you live in germany at the moment, you can still fly to the canaries, but the uk has a blanket ban on spain. So we have 30 million passengers who we would normally fly to spain, and over1 million passengers to the canaries. So a regionalisation approach would approach the industry to recover. Testing and regionalisation are the two priorities of the department for transport and the sector. Is there a danger that that regionalisation, that local facility, the local idea ofa that local facility, the local idea of a lockdown that would allow you to go to certain parts of country and others, that just to go to certain parts of country and others, thatjust muddies the waters even more, and makes it even more confusing. Im not sure it actually does. If you think about the canaries, its a considerable distance from mainland spain. Dundee to barcelona is a shorter distance than spain to the canaries. We think regionalisation makes sense and equally, if you look at the german outcomes, it has been there. German tourists can visit the canaries and certain regions in spain, and their overall infection rate is significantly better than the uk. Lets talk about that idea of 12 quarantine when you get back. Do you think people are obeying it and playing by the rules . Because no one is checking. There certainly is checking in a place, whether people are obeying the rules, im not sure. I think uk people right through lockdown and the restrictions have been responsible. So im quite sure that most people will continue to adhere to quarantine rules. What would you have done differently, what would you like to see changed . I think its the ability to respond quicker, taking quicker decisions. Being quicker about quarantine an
