As spain and other European Countries open their borders to tourists, we ask if its wise to go on holiday when our health could still be at risk. Well, for a change lets start with some good news. It looks like holidays to many parts of europe are back on the cards this summer thanks to countries like spain, italy and france and greece reopening their borders to tourists from a list of designated countries. But assuming you do get to soak up that recently, the islands run a Pilot Project to test spains new coronavirus objection measures for tourists and we went along to see how it went. Protection measures. It was one of the hardest hit areas. Children stayed at home and the army patrolled the streets. In march done its entire tourist industry. A move greeted with sadness. They wanted the world know that they we re they wanted the world know that they were this seriously. To test their covid 19 countermeasures, spain invited 11,000 germans over two weeks to fly to the islands. The first flight arrived in mid june, the aim to show how is been could keep tourists safe we feel very safe at the moment. It was very good organiser we are happy be here. Good organised. None of these arrivals were subject to the two week quarantine that was imposed on all visitors since the beginning of spains state of emergency. Instead, they had their temperatures checked and were asked to hand over Contact Details for their accommodation. For Tourism Companies here, it has all been very welcome. Its very good news that after 92 days we are getting our first arrivals back to mallorca. Obviously its been a very complicated period of time here on the island and generally obviously the world. But tourism is a very important part of the spanish economy and it needs to start again. I dont know if people will like this. If tourists develop any symptoms, they will be tested for free within 24 hours and then get results within 48 hours. There is no guarantee the Safety Measures in mallorca will be placed throughout spain and every traveller will have two research their destination thoroughly and way health risks for themselves. And youve got this tension of course between well, obviously i want to preserve my health and i dont want to risk anyone elses, but im also desperate to see the wonders of the world and enjoy travel. We have adopted a number of measures, including our cleaning routines and routinely keeping touch. Going forward, we will be sanitising all the touch points, armrests, tray tables, toilets and ensuring that distancing can take onboard as much as possible. The middle seat will be assigned last on but families, groups, they will still be able to travel together but individuals will set apart. And also people taking responsibility. Its absolutely correct. Easyjet, the biggest Budget Airline in britain, cutting 70 of its place injuly, august, and september, ryanair, the biggest european Budget Airline, they are cutting maybe 60 of flights injuly. As a result of that they are trying to fill every single seat on every single flight. And aviation will not be for you if you want to absolutely minimise the risk of contact, you are going to be taking a risk. And all the airlines are doing great things to try to provide reassurance, but i think thats what it is, it cannot be any kind of guarantee. I used to clean out plans in Gatwick Airport here in london. And, frankly, its a tough old business when you have had 180 people on a plane. Its not great, particularly in the time available, for you to be able to get absolutely everything perfect. So some people may Say International air travel is the reason why Coronavirus Spread so quickly in the first place. Lets say someone was travelling from oslo to london, for example, and they ended up bringing in spreading the virus. Does norwegian take responsible for that . The social distancing measures at airports are completely different to how they were in march. Most airports stop flying for the last three months and it has taken us this long to also liaise with the European Safety Agency to really find what methods are the best to ensure that the best 80 protocols. I mean, no guarantee but people have a personal responsibility to be careful. Some hairdressers welcomed back customers at midnight, while pubs, restaurants and cinemas are allowed to reopen this morning. Dan, some are allowed to open from six oclock, it is unlikely we will see that, but caution is very much the word, as much as getting the economy going . Absolutely, yes. There is certainly caution here. This pub isnt reopening early this morning. They are allowed to open from six oclock but the reality is most will not have licenses to allow that. So possibly we will see pubs opening later today, maybe into the afternoon and the evening. I think the reality will be that this will bea the reality will be that this will be a gradual step that will take time. But they will not already open today, they may not even already opened this week. Even when they do, it is not going to be the pub as you know it. There will be social distancing in place to some degree, there is mention of one metre plus with additional measures. You will not be able to approach the bar, you will not be able to drink at the bar. No vertical drinking. We are talking about Table Service, extra cleaning procedures, trying to book ta bles cleaning procedures, trying to book tables in advance so they know how many people are coming and where they are sitting. And he will have to leave some details so that if there is an outbreak linked to that pub, that bar, that establishment, they can trace back when you have been and who has been there. This is a significant day, isnt it, but every time we talk about how maybe the pubs, cinemas and restau ra nts maybe the pubs, cinemas and restaurants will be looking and feeling differently, it is very important to say that the risk has not gone away. This message is one that the government has sometimes struggled with. Good morning, charlie. Yes, you are right. This is a big step out of lockdown for england, perhaps a big step back to life as it was before coronavirus, albeit with some very important differences still in place. But as the Prime Minister was at pains to point out in the downing street briefing he held yesterday evening, these steps are not being taken without risk, and the chief medical officer and chief scientific advisor as well pointed out that going to the pub or gathering in larger groups than we have been used to over the last few weeks and months isa over the last few weeks and months is a potentially risky thing to do, and taking these steps to relax the restrictions could well see an increase in coronavirus cases, or at least allow the virus to spread more widely than it has done during the lockdown. And that is why you had the Prime Minister yesterday urging people to enjoy summer safely, and there is a bit of a good cop, bad cop routine from two senior cabinet ministers in the papers this morning. The chancellor, in an interview with the times, saying that people need to relearn how to go out and enjoy themselves, and eat out to help out, so rishi sunak very much encouraging us to go out and ta ke much encouraging us to go out and take advantage of the new freedoms that there are in england. But the Health Secretary matt hancock, on the other hand, reminding people that if they break the law they could find themselves locked up. Jonathan, for the moment, thank you. But as you say, there is a lot of frustration here, but i think a lot of people to understand why they are doing this, and the hope is that by staying at home, by observing the rules, the infection rate will go down here and leicester can move forward to. This is a positive day for a lot of people, andi positive day for a lot of people, and i am pleased, to see people who have worked so hard to get their businesses up and running, ifeel positive about that, it is going to help a lot of people who have struggled with the isolation under lockdown. However, i think the doctor side of me still has that apprehension, i think the scenes that we saw on the beach as a couple of weeks ago, i really hope that people do not take this a step too far, i really hope people will remain sensible and see the positives of the way things are, embrace the change and enjoy it, but sensibly. It is interesting, the word commonsense is being used a at the moment. Government officials are saying, we rely on people to use their common sense along with the guidelines and restrictions. I am sure at the same time, there are people who must come into your surgery, who are asking you, maybe they have specific conditions, but they have specific conditions, but they are asking you, if im going somewhere, i am going to do some of the things i am now allowed to do that i wasnt. Now, this device has been around for a little while, but what is new is that it now syncs your smart phone, plus this should be just the right amount of these products that one person needs to not have to go to the supermarket. The world is still debating to what extent it was responsible for President Trumps victory back in 2016. As the 2020 us elections approach the discussion over the influence of social networks is once again on the agenda. Joe biden, the nominee for the democrats, has been warning that not enough has been done to protect the integrity of elections. But while the world has been talking about facebook and twitter, another social network has been on the rise tiktok. Just a few years old, its already been downloaded more than two billion times. Its an alluring mix of funny videos and the latest dance moves have been a particular hit with younger users. But with great power comes great responsibility. Tiktoks huge user base could mean that it has a huge influence. And as James Clayton has been finding out, it is now being used as a political platform. And just like facebook and twitter before it, a dark side is emerging. Tiktok is a platform where you have fun and be creative. Its whole philosophy is based around music, its not supposed to be a political platform. It was not supposed to be any platform other than music. I mean, thats how it started. Tiktok banned political ads last year, but its content is increasingly political, blurring the lines between comedy, entertainment, and politics. Tiktok uses laid claim to sabotaging Donald Trumps tulsa rally, reserving seeds in droves they would never use. Now people have started sitting up and taking notice of the platforms political power. The big question now isjust how influential can these videos be . And are they the future of political advertising . Tiktok users are young. Tiktok is easy to use and fun, giving users creative tools to make imaginative content. And exactly the same tools have been applied to political videos. Theres a green screen option so you can be your own presenter, pointing different facts and figures on the screen. The other thing you can do on tiktok is sing along with your mates, by duetting with them by splitting the screen. But thats big on political tiktok too. You can use it to react to other peoples political comments not always in a good way. Sabrina haake ran to be northwest indianas democratic candidate. She didnt have much a social media following anywhere until she posted this video on tiktok. Pop music. You know im your type, right. The video has had more than 300,000 likes. Thats the kind of engagement you might expect of a president ial candidate. What worked for you in terms of getting likes . Well, it was the music. You know im your type. Tiktoks a perfect venue for people who want to get across their message in very simple terms. Because theres not a you know, its sort of the two second sound bite platform right which is kind of everything that i am running against but it also works because it gets people to look into your platform, and read it more closely. Despite this tiktok popularity, Sabrina Haake didnt win, not even close. Evidence perhaps that popularity on tiktok doesnt necessarily translate into votes at the ballot box. But tiktok wasnt designed to be political. Its blend of short videos and young users makes it particularly vulnerable to fake news and extremist material. During the george floyd protests, a man linking himself to an extremist libertarian militia, call the boogaloo boys, allegedly shot and killed a federal security officer, injuring his colleague, whos been charged with first degree murder. The movement that he belonged to aims to prepare for an Armed Struggle against the state. Boogaloo boys often wear colourful hawaiian shirts, and are almost always heavily armed. Tiktok has tried to purge boogaloo videos by getting rid of the boogaloo hashtag. But were able to find many gun videos using a different boogaloo hashtag to get round the ban. The thing that is interesting about them is that it is like the wild west. The president of media matters first spotted a rise in this extremist material a few months ago. They were getting around it in two meaningful ways. One was that their identifier was not picking up the gun somehow. And none of tiktoks countermeasures were searching for the right terms for the boogaloos, so even though it was against their rules it was just filled with boogaloo stuff. And so it was pointed out to them and they took it down. So a perfect example of the wild west, right. No rules. Ok, they put in place a rule, they updated it. After we showed these videos to tiktok, they took them down. In a statement to the bbc, tiktok said these problems are by no means unique to tiktok. Facebook in particular has been criticised for its response to extremist material. How these companies engage with this issue is hugely important in a us election year. We have no idea at the moment what kind of impact tiktok could have on elections or any other kind of political event in the coming years. Its such a huge app in terms of user base, but theres no transparency over how it provides information to people at the moment. So we really need some more clarity both from the app and from people who are using it, on what it might do in terms of political campaigning this year. With all of the press coverage that tiktok has received, its easy to forget just how young tiktok actually is just three years old. And were still, perhaps even tiktok is still, getting to grips with the huge amount of power the platform now wields. Many more of us have been working from home during the pandemic and if, like me, youre starting to feel a spot of zoom fatigue, then how about some new ways of doing meetings . Well, chris fox has been taking a look at what can be done in Virtual Reality. At the start of this week, i really did think whos going to put on a Virtual Reality headset to do work or video calling . Why wouldnt you just do it on your computer like everybody else . But, i have to say, some of the apps in development have really surprised me. This is spatial, a meeting space designed to bring together people with vr headsets and those without. Those without a headset can drop in using their computer and webcam. So i can see zoe up on a huge video wall. And those of us with a headset are represented by these 3d avatars. All i had to do was upload a photo or take a picture using my webcam and it turned that into a 3d avatar. It applied my skin colour to the arms and look how accurately it modelled my fringe from a 2d webcam image. And, just forfun, i tried making an avatar using a picture of a dog and i had to see this so you have to see it too. Laughter. Now were all in the meeting room together we can share files and photos, even 3d objects like this rendering of mars. This is in many waysjust like a video just like a video call, but i cant stress to you enough how different it feels. And spacial, unlike a video call, really feels like the people are there in the room with you. And if you go up to them too close it feels uncomfortable and weird, especially if you go really close because you can, at the moment, look through their head and see their teeth and eyeballs, which is a little bit spooky. And heres how the setup looks for zoe who isjoining usjust like a video call on her laptop. She gets an overview of the room and she can see our 3d avatars moving around in front of that video wall. It was certainly a more personal and sometimes too intimate experience. And that feeling of really being in the same room as someone when youre in vr makes it very compelling. Brilliant. The largest easing of coronavirus restrictions so far has come into effect in england. Some hairdressers welcomed back customers at midnight, while pubs, restaurants and cinemas are allowed to re open this morning. 544 new coronavirus cases were announced yesterday, the lowest daily figure since the 17 march, and 137 further deaths were confirmed, taking the uk total past 44,000. So the Prime Minister has warned people to act responsibly even though lockdown rules have been eased. Our reporter danjohnson joins us now from a pub in west london. Good morning. This is a major shift today in terms of how communities will look but all those concerns and worries about pandemic that are still with us remain . Good morning. Yes indeed. The pubs are really important parts of life in many communities, away to bring people together to some degree, but this one has not opened this morning and i think the reality will be that many do not even possibly reopen today or the next few days i think this will be a very gradual step because it does come with risk as has been acknowledged by the politicians and medical experts and even those pubs that reopen, things will feel quite different. You will not be able to go straight up and order a pint, its more like booking a table or preserving in advance and then being served at the table, possibly ordering through an app, there will not be live music, background music will be kept low so you do not have to shout, part of trying to restrict the spread of the virus within the pub. They will be tracking who has been on so if there is an out outbreak linked to the barbican get in touch and let people know. Big changes, big adaptations, social distancing down to one metre plus in england, also being considered in scotland, whether they can move away from two metres, so there are some serious considerations with the sand organisations like the Police Warning that people need to apply some real common sense because the dont want a repeat of some of the scenes from last weekend on some of the south coast beaches where there we re the south coast beaches where there were hundreds of people packed together and social distancing seemed to breakdown. How much of a gamble is this for the Prime Minister . Some changes have come through when it comes to the rules as well . Thats right. And the big change from today as well as the pubs, bars and from today as well as the pubs, bars a nd restau ra nts from today as well as the pubs, bars and restaurants and hair salons and other venues opening as you have heard is that the government has shifted its approach from legislation which creates laws that pupils have to follow in relation to the coronavirus people have to follow. Two guidance. Rules in place that people should follow and the government is hoping interesting we follow but will not necessarily result in police action. The guidances in england that you should have no more than six people meeting outside from any number of any different households and no more than to match household groups meeting indoors. But that is guidance only. And the only real is that groups of 30 or more cannot gather indoors or outdoors and that is when we may see police getting involved. I huge amount of trust from the government to the public earand from the government to the public ear and the government is hoping people act responsibly as the Prime Minister stressed at the downing street press conference last night. All businesses and workers have put ina heroic all businesses and workers have put in a heroic of effort to prepare venues in a heroic of effort to prepare venues for this reopening, to work out a way to trade that keeps their customers safe. But the success of these businesses, the livelihoods of those who rely on them, ultimately the Economic Health of the whole country, is dependent on every single one of us acting responsibly. And we have seen the two sides of the government messages this morning from the chancellor, rishi sunak in interview with the times saying we all need to relearn how to go out and enjoy ourselves and spend money again, eat out to help out he has put it to help the economic recovery and the Health Secretary matt hancock writing in the daily mail to say that if people break the rules they could find themselves locked up. Two different messages but the government very up. Two different messages but the government very much taking a step into the unknown with this big relaxation of the restrictions. Thanks for explaining that. So as weve been hearing, some hairdressers in england have been open since midnight. Adam mcclean has been to visit a salon, in lancashire, which welcomed its first customers since march. More than three months and around five centimetres of average hair growth later, some could not wait a moment later. Scissors at the ready as the clock struck 12, it was time for a cut and colour. I think its one of the first times i have got properly dressed and ready to come out the house and put some shoes on because i have had flip flops on for 16 weeks and slippers. Even that was really nice, a couple of hours before, getting ready to come. My hair has grown really well. But it hasjust been four months and desperate times to get back. These customers in lancashire were first to book their midnight appointments, while pubs had to wait until this morning to pool theirfirst pint, some hairdressers and barbers in england worked through the night. It feels lovely. It feels really good to be back. We left on such a low. It was awful. We were worried for the health of our staff, we were worried for the health or ourselves and families. We were worried for the business. It was really sad closing the doors, but we did it and 14 weeks later we are back and we are ready. I mean, i am not going to lie, i have actually enjoyed my time at home, especially with all the fantastic weather we have had. But it is more than just about doing hairfor me, it is a community that we are building here. Some of our clients, i know some of my clients i have been doing their hair for 25 years. Many of us have been doing our best to keep our own hair in check but some things are just best left to professionals. Now with visors and social distancing with fewer customers at any one time. The guidelines that we have received from the governing body, the hairdresser governing body, and the government are that we only actually need to wear this face visor so im guessing thats probably what we might do Going Forward, i can now see doing claires hair here that wearing a mask and a visor probably isnt going to work out because i am steaming up a bit but anyway. Doesnt matter, it is all good fun, we will crack on and we will get the job done and we will do what we need to do. Many salons are offering longer Opening Hours with more appointments to clear the three month backlog. With fresh haircuts no longer a distant memory after perhaps the strangest friday night out for some. Not everywhere in the uk is enjoying a sense of freedom today however. New local lockdown rules come into force in leicester today, after a spike in coronavirus cases. It means businesses in the city wont be re opening, and a ban on social gatherings and overnight stays is included in the new legislation, with fines for those flouting the law. Our reporter geeta pendse is in leicester now. Take us through what the situation is going into this weekend in leicester. Its really difficult here, so many people and businesses that were looking forward to reopening and that just that were looking forward to reopening and thatjust wont happen. But it is for a reason, to drive down the infection rate here and so there are a number of measures in place to try and maintain the restrictions. Leicestershi re maintain the restrictions. Leicestershire police say they have more officers on duty than they would typical new years eve and British Transport Police say they will have a much higher presence at leicester train station. And number of pubs and venues just outside the restriction zone have decided not to reopen and those that are reopening that are slightly further afield say they will be asking for id to check where people are from. But clearly it is really frustrating for those who are living within this localised lockdown but the hope is that there will be able to move forward if they stick with these new rules. Were joined now by the chief executive for uk hospitality, kate nicholls, along with robert west, whos a professor of Health Psychology at University College london. Very good morning to both. I wonder ifi very good morning to both. I wonder if i can start with you first. It is a very significant day for the economy. For those businesses in hospitality and that is a very important issue in itself. But he will be aware there are people who will be aware there are people who will be aware there are people who will be thinking busy pubs and restau ra nts, will be thinking busy pubs and restaurants, it is good for earning money but there are questions around how it well, how they will go about it has businesses and the safety requirements. How confident are you they will do whats required . Its very significant, we have about half of our businesses in hospitality reopening today. Crucially that means1 million reopening today. Crucially that means 1 Million People reopening today. Crucially that means1 Million People who havejobs secured under coming back to work and as an industry we have been working since the Prime Minister set out his road map on 11 may, working on best practice in industry protocols to make sure that can happen safely. We are confident people have taken the steps needed, done this incessant sand we can reopen safely to give a warm welcome back to the British Public done the risk assessment. First and foremost it is seated service only, endorse, enhanced hygiene and sanitation and we have track and trace in place to help the nhs minimise and manage the infection risks that arise on reopening the economy. Professor robert, kate has made it clear the industry is taking it seriously because it needs to. It needs to get back to work and get people back working as well. However, part of yourjob as you are on the sage subcommittee which looks at behaviour of influenza and how people adhere to intervention by government and medical bodies. I suppose what you will bring to this conversation is how people will react and what they need to be mindful of. The first thing to rememberof mindful of. The first thing to remember of course is that the virus still is with us. Were looking at around 20,000 new infections are weak at around 1000 deaths a week. And the rates are not coming down very fa st and the rates are not coming down very fast so people have to tremendously cautious. I also want to say that i think the Hospitality Industry is doing everything it can. I have been very, very impressed at how seriously they have been taking this for the most part. What we know about Human Behaviour of course and you dont have to be a psychologist to know this, is that its very variable. So we have seen really huge efforts being made by people to stick to the rules so far and mostly they have been and mostly they still are and mostly they will. The problem is that as we open up these businesses, you will get more contact. Theres no getting away from that. And that means you will get more infections and unfortunately it means youll get more deaths and this is the problem that the government and society as a whole has to deal with. The key here i think for people to know that the responsibility is falling on them a lot more than it was, is to follow what you might call the covid 19 code. In traffic which is inherently a dave dangerous situation, you have the highway code. Its complex but people do it so we are able to minimise the numberof people do it so we are able to minimise the number of deaths. I think were in that sort of situation. The covid 19 code is what we now need to be thinking of in order to protect yourself and community. The department of health and social care has given us a statement and said we have been clear we will continue to be guided by the latest scientific advice. Now you as well as our viewers will be very you as well as our viewers will be very aware you as well as our viewers will be very aware of that phrase we have heard. It has also said effective local management of any outbreak is the first line of protection against a second wave. Thats also the conversation now. Test and trace. Is it effective enough when it comes to preventing a second wave or at least monitoring how people are behaving under these restrictions . The track and trace system was very slow to get under way and got off to a. Because unfortunately the government decided to do it in a way incident focusing on the expertise of someone in the local areas, the local Public Health departments they decided to do it centrally which is not been tremendously successful so far. So theres a long way to go before we have a really effective track and trace system but youre absolutely right, it is critical because as i said earlier, there will be infections, there will be outbreaks and we need to stamp on them as quickly as possible. Thats the key. What that means is bearing in mind of course on what that means is bearing in mind of course on average what that means is bearing in mind of course on average you will be about five days with an infection before you face symptoms, and even then the symptoms if you show them may often be mild. So people need to be incredibly, really incredibly vigilant about whether they might have symptoms and super responsible. Ifi have symptoms and super responsible. If i may say, more responsible than borisjohnson has if i may say, more responsible than Boris Johnson has been if i may say, more responsible than borisjohnson has been when he was photographed right next to a pub owner having a pint of beer. Anyway, super responsible in seeing if i think i will might even possibly be infected i need to stay away and ta ke infected i need to stay away and take the necessary measures and contact my local tracer. Very important what youre saying, i am mindful and it was in your first answer, the reality is that people dont necessarily know if they have coronavirus. There is a period of time. So as we are looking today, kate we will be back with you in a second, as we are looking at the practicality of workplaces, we are ata practicality of workplaces, we are at a hairdressing salon this morning. A person walks into a relatively small environment and unwittingly they go in, might fill in the questionnaire saying nothing wrong with me, i am fine. What is the risk even if they are closely adhering to, the establishment, to all the rules they need to. What is the risk if one person goes, to the rest of those people . The risk can be minimised by adhering to all the rules that you are talking about and also what the hairdressers and so on are doing with their environments. But it is not zero. I would not like to put a number on it, the individual risk to that person or that person conveying the virus is very low like the risk of an individual risk in road Traffic Accident at any one time but if you aggregate that across the country, obviously there is a risk. I think the key here is do everything that you possibly can to minimise the risk as we do in the road situation and if you find yourself in a situation where the risk is elevated for whatever reason either because of the environment, for example if you go into a pub and theres more people than you feel safe, leave and go and do everything you can to minimise the risk. Then the track entry system so that if a person does contract a virus, we can stamp out any outbreaks as quickly as possible. Kate, just looking at the guidance and what is now law and whats guidance, and strongly urged measures, there does not appear to be any legal requirement to provide names and Contact Details to venue owners when they visit. That was one of the things that pubs and restau ra nts of the things that pubs and restaurants would of the things that pubs and restau ra nts would ta ke of the things that pubs and restaurants would take those details but if there is no obligation its kind of hamper is the idea of the test and trace system be put into action. Whats the advice being given to industry participants, employers when it comes to dealing with customers . Its in our interest to make sure we support and provide as much interest information as we can to back up the track entry system. Its vital to keeping the industry open, the economy, social lives open, so we will be doing our utmost to collect as much information as we can and as ask customers to provide us with the names and details of the League Member in the group. If customers refuse that is their choice and thats where the voluntary element comes in but we will be doing our utmost to make sure we capture it either through apps or reservations or on the door when they turn up and look for a seat. As i say, most of hospitality is moving to a pre booked situation. Making reservations. All seated, very easy to be able to get that information are provided and its notjust about customers but staff, and having their information and also the contractors and people who visit. Its a big day for campsites because they have lost a huge chunk of their seasonal earnings which would keep them going through the winter months. Theres a buzz. People are excited but cautious so lets take a look at how preparations were carried out yesterday. Getting ready to reopen at last. Yesterday in the lake district, to final preparations were taking place at Hospitality Businesses who today will be welcoming back visitors desperate to start their first holiday after lockdown. So, in our bar we have a one way system. This is the entrance and this is the exit. Tables have been socially distanced so they are at least a metre apart. At the quiet site, precautions have been put in place to protect campers. But thats not all that is required to keep them safe. A lot of the way we will operate is using the intelligence of our customers. They are going to be have to be responsible for the way, for their own safety. We should put everything into place for them so hopefully they will be able to do that. But the other thing that were going to do is start on a very low occupancy. We are starting with 30 really of what we would normally take. This row of four tables, we have had one removed and each table of four there is a seat removed from each one to allow a safe area for server to put their tray. Interestingly, much has been made about how the nhs is coping and how the nhs is going back, returning to normal practice. That means that really, the capacity, the number of people that can safely be in an Emergency Department at any one time is probably in the region of half or less than half in many departments because of the way we have had to restructure waiting rooms and entire departments. There are more rules for people to get their heads around but the biggest change is that the laws that were in place before, setting out very clearly what people could and could not do are not there any more. They have now lapsed and been replaced with guidance. As we have heard and a reminder this morning that you cannot meet any, in groups higher than six from any number of households outdoors or to household groupings indoors thats the guidance as of now. But only groups of 30 or more are actually illegal. The government hopes and takes it on trust that people will act responsibility and the Prime Minister urged people to do that last night. The virus is still with us and despite chemistry has showed that. If it starts running out of control again, this government will not hesitate in putting on the brakes and reimposing restrictions. This step being taken without, not without a good deal of nervousness from those in government. All these have got little perspex windows in, so that when our customers sit down they can see who they are sat next to and chat through the window and they can also shout for a drink from here, if they like, if they can catch one of the staffs eyes and their drinks will be brought out to them. Public safety is the main concern. Emergency services are ready. Always busy on saturday nights in town and city centres, but what will tonight be like . Its been very difficult for everybody in terms of the impact on Mental Health and well being, so i fully expect people will want to go out and party and we would not want to rain on anybodyd parade in that regard, but we are preparing for there to be quite significant increase demand. I know the wider nhs are also planning for that and our Police Colleagues additionally. We expect to see, i think, new years eve type events in terms of numbers, volumes, although it has to be said that nightclubs arent opening, so in terms of the timings of things things hopefully should quieten down sooner. And the police are warning people to manage expectations. If youre going to go out then do it responsibly, think ahead, think about where you are going, make sure the place you are going to can accommodate you safely. We do recognise that its important for local businesses as well to get back to a new sense of normal, but what we want to do is just make sure people do that in a safe way, because what we just need to understand that we are still very much in this pandemic and we need to make sure we do all we can to ensure that we tackle this virus. Once these boards blocked the windows here at the mothers ruin pub, part of the soundproofing as this is a music venue. But now they are being repurposed as screens between tables and the music must be kept low so the customers dont raise their voices and potentially spread coronavirus. We used to have loud music in here, we wont be able to have that. However, im confident that people are very social creatures and they will be able to adapt to it in the short term. Its the largest easing of coronavirus restrictions so far, but englands chief medical officer, chris whitty, warned that people will have to continue to respect social distancing and advised wearing Face Coverings to avoid a second wave of the coronavirus pandemic. Lets speak to commander bas javid from the metropolitan police. Lets talk about the incident in white city. What happened . So we had an unlicensed music event. These events a re an unlicensed music event. These events are illegal, and they pose Significant Health risks. So, yesterday, there was one in west london. Initially, we attended and through engaging with the crowd and the people who were there, we see is the people who were there, we see is the sound equipment and the event was moved on quite peacefully, start with. But then later, it re occurred and when we attempted again, there we re and when we attempted again, there were clearly very different attitudes from people who were there and we had to take a much more firm line is we do. Again, we broke up the crowd and receive the sound equipment. And no arrests were made . At this stage, we have made no arrests but clearly, as we always do in circumstances like this, there will be a very clear and very thorough investigation and we will be making arrests, i assure you of that. What are your concerns as the lockdown easing is happening today. Its a saturday, of course, what are your concerns in relation to that . Our concerns are obviously that there will be a higher footfall on there will be a higher footfall on the streets, there will be more people. As you said yourself, there is going to be an easing of restrictions and it is clearly a high level of social responsibility on all of us to make sure we deal with that sensibly. We worked very ha rd over with that sensibly. We worked very hard over the past few weeks, but also landlords and licensees as well, to make sure that we do everything we can to make a safe environment. Now, there is a very interesting area in relation to advice and the law. So, the advice is what the government gives out, the law has changed periodically during the lockdown. The current advice from the government is that there are rules around indoor gatherings, advice around to households and outdoor gatherings. Outdoor gathering is limited to six people. But that is advice, but what happened yesterday, this is where the Police Become involved, is that the Police Become involved, is that the law changed. This is a Health Protection regulations. In amongst those, was the law that says now that gatherings of up to 30 people will be allowed anywhere in england, and we are talking specifically about england, apart from leicester where different rules apply. How do you, a police force, interpret this new number and new law . Clearly, we arent going to change our line on that. We will continue to do what we have been doing with communities before, that is the starting point, is to encourage people to stick with the new guidelines and laws and then ta ke the new guidelines and laws and then take a staged approach and enforcement will be further down the line, but we have boys been clear that if these laws and regulations do need to be enforced, we will do that. The starting point always has to be engagement. Specific to these numbers, just for clarity, for example, this is something that you have very much conjured along with the public. You have worked in cooperation with the public. If you have a gathering of 20 people now, given that the new Health Protection regulations say that gatherings of up regulations say that gatherings of up to 30 people are allowed, how does that work in practice in terms of how your offices will react . We will do what we have done before. We will do what we have done before. We will be out in public, speaking to people, giving guidance and advice if you think people are in large numbers. Thats just what we are now dealing with is a different number. What we are not dealing with a whole new set of circumstances. The main message that i will give people is all of us, to make sure that we stick with these guidelines for our own safety and health and that of ourfamilies. I think we have all come in extremely long way since march and it would be such a shame to undo that and the government have been very, very clear that if it is necessary to take steps as we have seenin necessary to take steps as we have seen in leicester, that will be the case. But here i am, ive had the best care in the world, i need help with doing my hair and clothing but ican with doing my hair and clothing but i can still do a lot of things, walk, talk, eat, drive my tractor, so things are never that bad so to celebrate my 50th and had heading on. Now you got personal mentioning my hair, thats my excuse to get personal with you because, i will say this, i know, because i have in a room with you every once in awhile at events, i know that you have a very real impact on people. Maybe lots of people who knew nothing about he was a rugby player, with the greatest respect, you really do have an impact, there is something about you and what has happened to you and how you respond to it, that really makes a difference to people. Its worth saying that sometimes and i think you must, you are aware of it, i know you are. Play this very lightly, its true. I do find it very difficult when people are nice to me. I get quite emotional about it but i think going back to the sports, the sporting world has shown me, the support has been it amazing. With Motor Neurone Disease, you are basically told to go home and die which, when i got diagnosed three and half years ago, i thought was unacceptable. And when you have a fight, so my opposition at the moment is Motor Neurone Disease so with the team i am putting together, we are trying to fight and battle it. So people can live a lot longer and dont have to go through this. Its been tough during lockdown, we have lost quite a number of friends that ive met during the Motor Neurone Disease situation, so its very serious. But in the quest of life, you have to enjoy every day as it comes and today, for lots of different reasons, its going to be a marvellous day and ill raise a glass to you all later on after this programme. This while pubs, restaurants and cinemas are re opening this weekend, theatres will remain shut and many in the industry are warning joining us now from londons west end, is one of the designers behind the campaign, tom piper. You have to explain the tape behind you. Thats what the message that youre trying to get through it. Im a part of a group called scene change and we came up with an idea of wrapping all theatres across the country with this specially printed hazard warning tape that says missing live theatre. So its a reminder that even though the shops and restaurants are going back, we cant get back into theatres and we miss them as places of great community. Sir tom, what practically can theatres do to say government, look, we are ready. I dont think its ever been said that theatres arent important, its just that perhaps the government thinks it isnt time now. So what needs to be said by the theatre industry to say it is . The main problem at the moment is that in order to break even, theatre needs to have. So with even one metre distance, you cant do that, you cant fill an auditorium. So what we need is a clear road map with a date line as to when we can reopen and we need investment now to stop theatres going bust. Unless there is investment by christmas, 70 of theatres could be dissolved and if we dont hear soon, most christmas shows will be cancelled as well. So its an investment. Its such a profitable industry, it so good for the national psyche, we are a world leader in theatre and we want to get back in. And we cant do it until we can do it safely. The reality of this, which you will know very well, is that already, actors, staff and theatres, are being laid off. Its happening as we speak. Yes, yesterday, we wrapped the royal a change in manchester, they are laying off people. Plymouth theatre royal, southampton nuffield, and its notjust in theatres, is to freelance workers who work in them, the people that people dont see, technicians, wardrobe, prop makers, all of those people are facing really difficult times. They have no work. So, when it comes down to performances that can work, im not so sure if its the old vic that is doing a two hander and streaming it and busy getting revenue from that. Is that possible Business Model that can be adopted with other theatres . I think that is a Business Model but its not the same, because there is no audience. Not actually in the same space, so i think in the short term, if you have some famous actors who might get the box office, then that model is possible but its not a communal activity. Its down the line, so equally, you could do performances outside, but again, the weather isnt really suitable in this country and you may not get the money back to do it, so its really difficult.
