Gusts of wind 60 70 miles an hour across south west england, for example. So if you are travelling come about in mind. Also lots of showers. Storm ciara has pushed off to scandinavia. These speckled clouds are either rain showers or indeed snow showers, and when you hear the words know you know it is going to be cold. The wind is coming in from the west or north west, pulling colder conditions across our shores. This morning across Northern Ireland, scotland and Northern England, we have snow down to about 150 metres and that is where it will start to accumulate, blowing and drifting in the wind. Come south of that, for the rest of england and wales, it is rain showers that we have. Some of those today will merge to give us longer spells, and we will also have some hail and thunder and lightning embedded in them. And dont forget, the strength of the wind across the south as well. Through this evening and overnight, it will still be windy. Further snow showers, still the risk of ice on untreated surfaces. Rain showers in the south and it is going to be a cold night as well. Temperatures dropping down to about two degrees in aberdeen. One degree around the birmingham area. Then for tomorrow, well, we still have tightly packed isobars, which tells you it will still be windy. Parasite came through swinging, what an extraordinary wind, history making wind for bong joon ho, the First International film to win best picture, and a south korean film at that. It has broken Box Office Records across the world. Huge success, a huge feed for bong joon ho as well and Everybody Loves this man. It is an extraordinary night in cinema. That is great, but does it change things, do you think, into the future. Antonio banderas seems to think it would . I would hope so. This year, in terms of nominations, has been disappointing in terms of diversity. I think this was the best outcome we could have hoped for in a year when it was predominantly white men that dominated best picture, best director. There was barely any female representation. Only one woman of colour was recommended, nominated in the acting categories. Who knows . It certainly paves the way for more International Cinema moving forward, hopefully. It is just fully submerged our house, living rooms flooded, kitchen, and we had to get the fire boat to get out. Ciara has caused widespread travel disruption, battering the coast in particular. The port of dover closed. Trees on Railway Lines meant Train Services were cancelled. Euston station in london packed with frustrated passengers trying to get home. All trains cancelled, so, ive either got to try and get to manchester and then get picked up there or try and get halfway. If anything, were just trying to work out the best way to get back at the moment. In the air, planes struggle. At heathrow, the approach was sideways, the touchdown hairy. The wind is a feature once again and that will be blowing, the snow will be drifting, and there will be blizzards on the tops of hills and mountains. As we go further south over the rest of england and wales, it is rain showers that we are looking out. Some of those will merge to give heavier bursts. The numbers are still going up, the number of dead, the number of infected. But, you know, if they had not put in place all those major restrictions, with the situation be much worse . Yes, it would. So without locking down wuhan, without looking down that whole province of hervey bay, 60 million people, you know, there would be many more people infected. Locking down. But even now, invasion, it become much more strict. So for example, the government has said that only residents can go into a sort of tower block where people live, so if you do not have id, if you cant prove you live somewhere, you are not supposed to go in. That is right across the whole city. So people are not supposed to even have guests coming to their homes at the moment. The restrictions on cars have been lifted. Normally private vehicles here, one day a week you cannot drive it, it reduces pollution and reduces congestion. But they want to give people the chance to not take public transport, because naturally if you go into the underground train system or on the bus, you are exposed to more people and the potential is there for you to also be exposed to this deadly virus. So people are being freed up to drive their cars, people are being freed up to drive theircars, and again, people are being freed up to drive their cars, and again, you can sort of understand why. All these measures that are being taken have slowed the spread of that virus. But it is not until the numbers start plateauing, not until the numbers start recovering and start becoming much, much greater, will we be able to say that this situation is under control. The numbers of people who are recovering start becoming much, much greater. Stephen, from your quarantine, thank you. We appreciate. It sounds like quite an enormous statement to make, but it is unclear at the moment exactly how that will affect us day to day. Essentially, there are all sorts of regulations and changes that might ta ke regulations and changes that might take place, measures outlined in those regulations, means to prevent or delay the further transmission of the virus. But once we understand exactly what those measures might look like we will try to bring you the details. What they are saying is that the. In wuhan and who they province as an affected area. Health secretary matt hancock has announced new measures in england to fight the spread of the virus. These include additional powers to keep people in supported isolation for their own safety. There have been more than 40,000 cases of the virus globally, mostly in china, with four so far in the uk. Lets speak to our china correspondent, robin brant. But this is a trickle, not the return to work of millions of people you would expect to see in a city with 24 million as the population. In the Service Sector, which dominates the middle of the city, there is a lot of working from home. Report some factories on the outskirts are opening but i think what were seeing is evidence of a staggered return to work. At the same time, more regulations and tougher restrictions in place, in terms of when you enter your place of work or place of living, authorities are concerned that a big city like this could be hit by another wave of is bread of this virus as everyone begins to come back from that extended chinese Lunar New Year break. Pat that the government is stepping up their para meters government is stepping up their parameters but when they might want to isolate people. When they might wa nt to to isolate people. When they might want to test more people. Even those who maybe dont have any symptoms and also request people, even those who dont have symptoms, to isolate at home or go into quarantine, depending on a Risk Assessment that is done of their exposure level. What more are we learning about the virus, is it something that is being stringently researched all the time . Matt hancock was on the programme last week talking about how it might ta ke last week talking about how it might take months to find a way of properly treating it. Yes, funding has been announced to fund any Research Projects into the virus, but that would be at a very early stage at the moment. That willjust be proposals being submitted and so on. The research itself is very preliminary, what is being done at the moment, and morejust an assessment of the clinical assessment of the clinical assessment and modelling. It will ta ke assessment and modelling. It will take many months to develop a proper vaccine that would then clear safety testing and similarly, to demonstrate efficacy of an antiviral medication as well. So we are not really a nywhere medication as well. So we are not really anywhere close to having a vaccine or a treatment. In terms of that advice, we have heard the government repeating what theyve been saying, self isolation. It would be good to hear from yourself. I know it is not yourjob to guide eve ryo ne i know it is not yourjob to guide everyone who is watching this morning but advice remains the same, doesnt it, to keep yourself away from other people if you are feeling unwell, not to go to hospital, not to go to a e but to ring 111 . Yes, that is the advice. At the moment, that remains the same. I dont know if the government will be publishing a bit more detail as to any new proposals in the coming hours. But certainly, if people have travelled to an affected area and that doesnt just constitute travelled to an affected area and that doesntjust constitute china now, it constitutes about seven other countries, including singapore and thailand. But if people have travelled to those areas, they are asked to self isolate for 14 days at home, even if they dont have any symptoms, and to contact 111, to inform Public Health england that they are there, so that they can make contact with them if needed. If people were to develop symptoms, they are also to contact 111 and notify the Public Health authorities and that they will address the situation, rather than people going toagp situation, rather than people going to a gp surgery or the emergency department, where they would be sitting in a communal area and might result in effecting other people waiting in the waiting area. Lets get the latest on storm ciara. 62,000 households are without power this morning after storm ciara battered the uk. Gale force winds and torrential rain have caused flooding and major travel disruption. Winds of more than 90 miles an hour were recorded and some areas had six weeks worth of rain injust 24 hours. Graham satchell reports. Rough seas off the coast of hastings and a lifeboat rights itselfjust in time. It was a day of remarkable lucky escapes. On dry land in central london, watch this. A taxi, a tree and a near miss. In bedfordshire, the driver of this car escaped with just minor injuries. It took the fire service more than an hour to cut him out. Storm ciara batted every corner of the country for more than 24 hours. That is intense in some places, the impact was devastating. Part of a guesthouse collapses into the river teviot on the scottish borders. Its foundations washed away. Siren wails. Hebden bridge in West Yorkshire. The siren a warning of heavy rain and floods to come. The rain was sideways and relentless. There were some pretty odd sightings, like like this drifting downriver in the yorkshire dales. In ramsbottom in greater manchester, the river irwell burst its banks. Across the country there were more than 300 flood warnings. Residents in ramsbottom were rescued by the fire service. We just wanted to get out, really. Shes most important thing so we just wanted to get out. It is just fully submerged our house, living rooms flooded, kitchen, and we had to get the fire boat to get out. Ciara has caused widespread travel disruption, battering the coast in particular. The port of dover closed. Trees on Railway Lines meant Train Services were cancelled. Euston station in london packed with frustrated passengers trying to get home. All trains cancelled, so, ive either got to try and get to manchester and then get picked up there or try and get halfway. If anything, were just trying to work out the best way to get back at the moment. In the air, planes struggle. At heathrow, the approach was sideways, the touchdown hairy. Touch and go, touch and go some brave souls soldiered on. This is honeywell fc in manchester valiantly playing their sunday league game. And near glastonbury, spare a thought for speedo mick. What we have today is further weather warnings from the met office. You can see this yellow warning in scotland and Northern Ireland. That is full snow and wind. We are looking at blizzard on the hills and mountains. In Northern England, we also have a warning for snow and ice. The snow primarily on Higher Ground but as in scotland, in some of the heavier bursts, you could see some of it temporarily at lower levels. In the south of england, we have weather warning for wind from the met office, gusting 6070 wind from the met office, gusting 60 70 miles an hour in the south west of england. So Hazardous Conditions likely. Storm ciara is in scandinavia now but you can see all the showers as represented by the speckles and the cloud coming in from the atlantic. The wind has changed direction to more of a north westerly, so pulling in colder atla ntic north westerly, so pulling in colder atlantic air. Today will feel cold where ever you are. We have this snow across scotland, Northern England and Northern Ireland. Settling above about 150 metres, really accumulating above 300 metres. But it has been blown on this strong wind. We will have blizzards on the hills and mountains and drifting snow. As we come south of Northern England, for the rest of england and wales, further showers. Some of those will merge to give some heavy rain and some hail and thunder and lightning in there too. Dont forget, this strong wind still across southern england. As we head on through the evening and overnight, it will still be windy. We will have further snow showers packing in across scotland, Northern England, Northern Ireland and possibly into north wales as well. Most of this will be above 150 metres. Further south, most of this will be above 150 metres. Furthersouth, it is most of this will be above 150 metres. Further south, it is rain showers but it will be a cold night. Watch out for the risk of ice on untreated surfaces. As we had through tuesday and into wednesday, tuesday festival. On wednesday, the isobars start to loosen and we have this bulge of High Pressure coming our way. That means during the course of wednesday, things will settle down and quieten down. Not as windy. We are not done with this weatherjust yet because we will start off early thursday on a frosty note.
