An extra £1 billion in funding for Mental Health services in england was promised last year. Now we know that some of that cash will be spent on Recruiting Thousands of extra nurses, doctors, psychologist and other clinicians. The plan includes recruiting 2000 staff to work in child and adolescent Mental Health services. Nearly 3000 extra therapists working with adults. And an extra a800 staff, mostly nurses, working in crisis came. It was Mental Health services have been underfunded for such a long time, this initiative in and of itself will not help us to achieve the parity that so many of us achieve the parity that so many of us want. But what it will do is set the foundations to be able to look forward to a future where Mental Health is treated an equal footing to physical health. But simply creating post does not always mean you can find the staff to fill them. These jobs are among the most challenging in the health service. More than 13,000 people are unaware that they have the condition, and researchers from two london universities say screening is affordable and could save lives. Gps surgeries in some parts of london are making this test more routine. This study says those efforts should be much more widespread. The researchers looked at surgeries where new patients are offered a hiv test when they register. This led to a much higher rate of diagnosing the virus. Each test costs around £25. The authors say the benefits mean more screening is affordable. Many patients are undiagnosed. That means they carry the virus without actually knowing it. So having an hiv test at your surgery will allow you to have access to excellent treatment, but then also prevent people prevent you from passing on the virus to someone else. Routine testing has previously been recommended by Public Health england for cities with high hiv rates. But investment in testing has fallen in some areas because of financial pressures on local authorities Public Health budgets. After the war, gill sans as the typeface of authority gradually fell out of fashion until a british Designer Working With The Beatles made it hip again. I didnt realise that it had fallen out of fashion, to be honest. Ijust thought it was a great, legible typeface. Gill sans was now called. The uks newest tv channel adopted it. Others followed, including the bbc. Meanwhile, johnston was on the wane. London transport had started using other typefaces, as Johnston Transport had started using other typefaces, asjohnston was limited. It needed an upgrade, which is exactly what happened. 100 years after these typefaces were first created, they are still in use, updated and adapted. They remain quintessentially british typefaces, that are set to keep evolving and be pa rt that are set to keep evolving and be part of the look of britain for generations to come. The first thing is its fantastic that were looking at such an important subject such as Mental Health, which has been starved of attention for quite some time. So it is great we have such good ambition. Our worry is that its not very long away, 2021, and those nurses, those skilled nurses will need to be in training now. And what we need is lots of comeming in to train as Mental Health nurses this september when the programme is open. We need to match all the policies. The policy of taking away the funding for training our Student Nurses means quite a lot of people who would make fantastic Mental Health nurses those who are more mature with Life Experience have not applied this year because they dont wa nt to ta ke applied this year because they dont want to take out a student loan. We need to make sure we get our policies lined up. We need to scrap that idea and enable people to come and train in september. We know there are people who would want to do that. There are alternatives that were hearing but they will take much longer but they will not be ready in time for this ambitious project. Talk us through, as i understand it, this plan, this idea would see 2,000 additional nurses, co nslta nts would see 2,000 additional nurses, conslta nts and therapists would see 2,000 additional nurses, consltants and therapists posts created. You talked about the september deadline whats the scale of the shortfall as it stands, looking at at what we have compared with whatjeremy looking at at what we have compared with what jeremy hunt looking at at what we have compared with Whatjeremy Hunt is trying to create . Weve got a catchup to do. Nobody is hiding that. Even in the report it does talk about, theres about a 10 vacancy. So we need one in10 about a 10 vacancy. So it is really quite important we get on with this now and use the methods we already have. There are universities with places already and we can easily increase those numbers if the funding is put in to nurse education. At the same time its looking at the whole picture. This is great for Mental Health but also weve got to look at prevention and at the same time as putting funding in for treatment of Mental Health, we have cuts being made in local authorities, in district nursing, but particularly for Mental Health, in health visiting, getting that good start in life with families, School Nursing who are so important to people at a very vulnerable age. Whilst were cutting those and putting money into Mental Health, we need to look at health and social health in its totality and keep us all well with our mental, physical health and looking after the whole population. Im trying to get as clear a picture asi im trying to get as clear a picture as i can of the Funding Issue and you keep relating it to that. So crucial. Youre talking about nurse training. The situation you seem to be, the picture you seem to be painting is without more money, as in new money, that its not possible to create these posts that theyre talking about. What is new is from this september it will be the very first time that the education of nurses has not been funded by the government. You can often get high Interest Rates and costs that you dont realise will hit you . You may not have sat down with anybody and been told what you could be charged. We have seen changes in this market maybe for pay day lending, the Interest Rates were capped for what people could charge. Has that had an epifect on the market do you know . In terms of the number of loans being taken out for Pay Day Loans t did significantly drop when the caps were introduced at the beginning of 2015. I think the question is where those borrowers are going to . Are they going elsewhere in terms of Illegal Loa N going elsewhere in terms of illegal loan sharks and the issue there is they could end up getting into further trouble. Thats clearly one of the big worries for the regulator where are people who are in a bad financial situation who need to borrow money . Where are they going . What are the things the regulator could do to try and make the market a bit biggerfor could do to try and make the market a bit bigger for them . Its a balancing act. In terms of what they can, they could require Credit Agencies to actually have better data on their customers. Effectively trying to, effectively trying to reduce the loans going out to certain individuals who may not necessarily have the best credit. More stringent credit requirements. Because Credit Checks and the credit score people have seems more and more important with a lot of things you do. What kind of things could sayers to those Credit Rating agency what sort of things could those Credit Rating agencies say that you need to make sure that person can afford the money theyre borrowing . They need to look at incomes and afford blt in far more detail. That certainly is going to be i think, certainly is going to be i think, certainly lenders have been lending a little too easily in recent times. Its a little too easily in recent times. Its really a question of restriction, restricting the amount of credit available out there for people who cant fles searl afford it. The Royal College of nursing has questioned how so many staff can be hired and trained in such a short space of time. Here is more from our Health Correspondent dominic hughes. Ministers in england have already acknowledged the treatment offered to patients struggling with Mental Health problems suffers in comparison to those with physical ailments. An extra £1 billion in funding for Mental Health services in england was promised last year. Now, we know that some of that cash will be spent on Recruiting Thousands of extra nurses, doctors, psychologists and other clinicians. The plan includes recruiting 2,000 staff to work in child and adolescent Mental Health services, nearly 3,000 extra therapists working with adults, and an extra a,800 staff, mostly nurses, working in crisis care. Because Mental Health services have been underfunded for such a long time, this initiative, in and of itself, will not help us to achieve the parity of esteem that so many of us want. But what it will do is set the foundations to be able to look forward to a future where Mental Health is treated on an equal footing to physical health. But simply creating posts does not always mean you can always find the staff to fill them. These jobs are among the most challenging in the health service. Data published last week showed that, even before this latest Recruitment Drive, many thousands of Nursing Posts across the wider nhs remain unfilled. And, in ten minutes time, we will be speaking to the Health Secretary, jeremy hunt. That is at 7 10am. Prince charles will attend the second day of commemorations to mark the 100th Anniversary of the start of the battle of passchendaele. 500,000 allied and german soldiers were killed, wounded or went missing in action during the three months of fighting near the belgian town of ypres. But instead, it was agreed the city would be rebuilt, exactly as it once was. The story of men now gone was retold in a place that has kept its promise and continues to remember their passing. Officially known as the third battle of ypres, passchendaele lasted until november 1917, fought in the West Flanders region of northern belgium. It became infamous not only for the number of deaths, but also the mud. Constant shelling and the heaviest rain for 30 years created a muddy wasteland, that became so deep, men and horses drowned in it. Last post sounds. The last post has been played in ypres through the decades. The menin gate has over 5a,000 names carved into its stone, remembering those who have no known grave. It marks where troops marched when heading to the battlefields. The dude and Duchess Of Cambridge attended a ceremony of remembrance there, together with the prime minister. With the sounding of this bugle call, the 250,000 british and commonwealth soldiers who were killed on the Ypres Salient during the First World War are remembered. The defence of the city at such great cost meant that it became hallowed ground. Todays commemorations will continue with a Special Service at Tyne Cot Cemetery, where thousands are buried. At the German Forces were on most of that higher ground, which meant an attack uphill. They could look down on the attackers from britain and the commonwealth as they struggled through the mud, and that explains the slaughter. It was very, very slow going, and morale sapping. I think a lot of the soldiers that talked about what happened here after the event referred to the horrors of passchendaele, i hell on earth. And eventually, when troops did reach passchendaele itself, they could say that the attack had been a success , could say that the attack had been a success, but at a terrible cost. We will be hearing a lot more of that this morning, as this ceremony, which is due to start a little later on, around midday hourtime, gets under way. But for now, from tyne cot, back to you. I mean, first of all, i completely agree that we need to invest more in nurse education. That is really what we are doing. This is part of a package which means we will be spending £1 billion more every year in real terms on Mental Health provision, because we wa nt to Mental Health provision, because we want to treat around 1 million more people every year. We are recognised in this country as having some of the best Mental Health provision anywhere in the world. Last week the New York Times said it was the worlds most ambitious effort to tackle depression and anxiety. What we can only do that if we invest in the people who can deliver the care thatis the people who can deliver the care that is going to help people in these very debilitating conditions. Soi these very debilitating conditions. So i thinkjanet davies is right on that. On the 1 cap, i hear what she says. I have had very constructive discussions with her. I recognise that things are very tough on the frontline. Nurses are working very hard, and we have an independent process , hard, and we have an independent process, a Pay Review Body which is com pletely process, a Pay Review Body which is completely independent of the government, they are going to look at all of this and we will listen very carefully to what they say before we make a final decision. You are not funding training. This september, this point was made by the Chief Executive of the royal couege the Chief Executive of the Royal College of nursing. You are not funding training, so what we were hearing is that Training Needs to begin this september to fill the numbers for this Mental Health provision in europe. Without that funding, you are not going to see the numbers. Youre still going to be short. You are not going to make this target for 2021. Well, it is an ambitious target, but i think the mistake that Health Secretary after Health Secretary from different parties in different governments have made is that they have thought that if you want to solve a problem you put the money on. And money is of course very important. But actually, you have to have the people as well. So we are investing more in training up people. We have 32,000 more people providing Mental Healthcare than we did in 2010. So there has been a big expansion already. But today we are announcing another 21,000 post, which will mean another 21,000 post, which will mean a lot more money going into training. And we have worked very closely with the Royal Colleges, the Royal College of nursing, the royal couege Royal College of nursing, the Royal College of psychiatrists, charities like mind, to say exactly how many people do we need in different areas . To give you an example, we know we want to do a lot better for children and young people, and todays announcement means an extra 2000 post in children and young peoples Mental Health provision. We know we need to do a lot better in crisis care, if you like, the a e of Mental Health provision, although a e units do a lot of Mental Health work as well. We will have extra units in crisis care. We have 8000 nurses in Mental Health training at the moment, and obviously they will help boost the numbers. Butjanet davies is absolutely right. You have provision for 6600, including those for children and Mental Healthcare, childrens Mental Healthcare, so that leaves you around 7000 short. Will you be able to fill 7000 nurses if you are not funding Student Nurses and there is a pay cut, why would anyone trained to bea a pay cut, why would anyone trained to be a nurse . 21,000 is overall, not just nurses, to be a nurse . 21,000 is overall, notjust nurses, psychiatrists, that isa notjust nurses, psychiatrists, that is a therapist who help people with depression and anxiety, and people elsewhere in the Mental Health provision. Nurses are a very important part of it. We are confident we can get these numbers. There are people who are trained as nurses and psychiatrists who are not working in the nhs. We have a programme to attract them back into the nhs. We want to say to them we have the biggest expansion in Mental Health provision in europe going on at the moment. We are proud of what we are doing. We want to do a lot more. We have too many people in this country where young life is blighted because we dont get them the Mental Healthcare they need quickly enough and there are too many old People Living in isolation and suffering from depression they think it automatic and we want to sort it out. It is important and we wouldnt deny that. When it is so important i wonder how you will recruit nurses with a 1 pay cap and it seems all you will do is paced advertisements for a job which many think is underpaid, low paid, annual pay rises going to be less than inflation, so you are earning less money each year which is frankly really ha rd. Money each year which is frankly really hard. It is a very tough job andi really hard. It is a very tough job and i was a Frontline Nurses have never worked harder. And i would say. We are expanding the workforce. There are 6000 more nurses on the frontline that we had in 2010. We wa nt to frontline that we had in 2010. We want to expand it further. One of the reasons we have been able to expand the workforce to date is because with a limited budget in a difficult Economic Situation we have shown pay discipline. We have to balance it against the need for recruitment. The need to keep people in nursing. That is why we have this independent process with the Pay Review Body. We will listen carefully to what they say before we make a final decision. Where will you get the nurses . I am looking at the guardian this morning. As we have seen over the last week, there appears to be tension in the cabinet over the direction that brexit and the negotiations are taking. Now it seems like there is a clash on Free Movement. If brexit means we will limit Free Movement and reduce immigration, who is going to fill these post s in the nhs . Immigration, who is going to fill these posts in the nhs . The cabinet is united. We are going to deliver brexit, because that is what britain voted for. We will leave the eu in march, 2019. We want to have a gradual transition to a new Immigration Policy that is voted on and decided on by british people through parliament, which is what we cant do at the moment in the eu. It needs to be an Implementation Process , needs to be an Implementation Process, that there is been a period of time in which we move to that approach. There will not be as strategy once we leave the eu, no strategy once we leave the eu, no strategy lined up . There is a clear strategy. Then we can work out what we need, how many people we can get by Training People at home, because there is huge demand for people in there is huge demand for people in the uk to go to the nhs. It is one of the most popular Career Routes people can go into because we have a fantastic nhs. We will still need people from overseas. We will be very strategic about that. And we will make sure hospitals can recruit from the eu and from outside the eu. The doctors and nurses we need. We have around 20 of our doctors were born overseas. They do a fantastic job. There are now more than five hundred st in a5 locations doing play sessions like this but todays study shows that there would be more if local Authority Procedures were streamlined and cost barriers removed. 500 streets. It needs to be made as easy as possible, so there is not lots of bureaucracy and people can simply reclaim the street for a couple of hours monthly with minimal paperwork. The idea is you get two neighbours on each end of the street wearing high vis, and theirjob is to walk cars in, so it is no intermediates for the People Living on the street. Any cars that wa nt to living on the street. Any cars that want to drive through and use it as a rat run have to go a different way. The thing is, i dont think anyone could object to it. If it is working, if you are not being inconvenienced. It works on quiet residential street. Not everyone lives on a quiet residential street. Main roads, you know. This is part of the reason we have a decline in people playing is Safety Concerns. What should this be used as, in terms of kickstarting children getting outside again, and parents feeling comfortable . Yes, obviously you have to use common sense, whether it is a street that is suitable for it or not. Cul de sacs are amazing. What we have seen are that they use the model for one or two years and it builds up a culture where it is normalfor children to be playing out on the street. I was out on a street in bristol where they have done this for a couple of yea rs. They have done this for a couple of years. The road was not closed to ca rs years. The road was not closed to cars but there were loads of kids out there. There were parents out there. And i saw a couple of cars coming in slowly. It isjust about shifting our idea about what a street should be and realising that it should be a place people can be, you know. Clearly, if it is a cul de sac, it makes an enormous difference. Its been suggested that pupils should be taught how to avoid being targeted by gangs and criminals by teachers in school. Officially known as the third battle of ypres, today marks 100 years since one of the bloodiest offensives of the First World War, the battle of passchendaele. Fighting in the summer and autumn of 1917 left more than 500,000 men dead or injured on both sides. Our correspondent robert hall is at the Tyne Cot Cemetery, near ypres, where commemorations will take place later this morning. Good morning. Yes, good morning. And what an appropriate place for the ceremony to ta ke appropriate place for the ceremony to take place. It is the largest war cemetery in the world, close to 12,000 graves, with a thousand more names. And of the 12,000, and large numberare names. And of the 12,000, and large number are unknown. What is also interesting is that this is in one of the objectives of the battle, gently sloping ground, which the british needed to take to gain the advantage. Lets get more on the context to this. Charlotte is an historian from the imperial war museum. Talk through the challenges for this attack. Looking behind you, looking at ypres in the distance, it looks flat, it looks easy to move across. Absolutely. When you look at this terrain it is flat compared with some areas of england. Any part of high ground would give you an advantage, so you can see it right out over the battlefield, as we came this morning. It was extremely difficult to cross this terrain because it was liquid mud. All of the shelling caused the land to be disturbed, which meant Drainage Systems were destroyed, so it meant very quickly men were waist height in mud. It took weeks to reach the spot where we are now. It started quite well. It was dry to start with. The rain came and then went and then set in. And there were hopes that it would be a success. And then set in. And there were hopes that it would be a successm september, they saw dry weather and they made great advances. In october, the rain returned and winter came early as well. It was cold and it was wet. You can imagine the streets would have been miserable and the troops exhausted. The pictures came to symbolise this battle. Passchendaele was synonymous with the bodies and the mud. It was hell on earth. They were trying to cross that ground and live in it once they had gained the ground and reached where they were supposed to. That is right. We have on display one of the dock boards used in the battle. This is a wooden platform put across the landscape to try to help you get across. There were stories of men who slipped off and many drowned in the mud. That image would haunt many drowned in the mud. That image would hau nt vetera ns many drowned in the mud. That image would haunt veterans for years to come. Let me bring in colonel paddy jackson. You lost a relative in the battle around ypres. Think back to last night. Charlotte was talking about the terrible losses. Last night there was an excellent effort from ypres, from a collective group of people, to tell the story. What did you make of that . It was an amazing privilege to be there. To see the effort they had gone into. This is a huge story. To capture that story through commemoration last night and later, most impressive was the light show and the projections onto the cloth hall. And within that, the testimony of the veterans who had been fortuitously recorded in the 1960s, i think. Yes, fortuitously recorded in the 1960s, ithink. Yes, interesting fortuitously recorded in the 1960s, i think. Yes, interesting point. Sorry to interrupt. The testimony is from a generation that is now gone. We look across tyne cot and we wonder where we go from here. Where does the army go . You are a serving soldier. When we think back on this, and we heard from charlotte about the fight to get to where we are. That required a huge amount of courage and discipline, but also. And these themes still run through up and these themes still run through up to date with soldiers today who display that integrity and the selfless commitment ultimately that got the army here in 1917. And so, i think it isnt over, there is a sense of the sacrifices that were made there. Certainly from a soldiers perspective. I have seen the same values on display on operations soldiers today are not that different. Thank you both very much indeed. The Health Secretary, jeremy hunt, said the aim is to treat an extra one Million People by 2021. This will entail the creation of 21,000 new posts. We are confident we can get these numbers, there are people trained in Mental Health nursing who are not currently working in the nhs. We have a programme to attract them back into the nhs. What we want to say to them is we probably have the biggest expansion in Mental Health provision in europe going on at the moment. We are proud of what we are doing but we want to do a lot more. Also speaking earlier was the head of the Royal College of nursing who questioned how many people could be trained in such a short space of time. Its not long, 2021, those skilled nurses will need to be in training now. We need lots of people coming in to train as Mental Health nurses in september when the programme is opened and that is not what we are seeing. Prince charles will attend the second day of commemorations to mark the 100th Anniversary of the start of the battle of passchendaele. Half a million allied and german soldiers were killed, wounded or went missing in action during the three months of fighting near the belgian town of ypres. Jane Frances Kelly reports. In flanders fields, the poppies blow between the crosses. In ypress main square last night, Dame Helen Mirren spoke the words of the war poetjohn mccrae, who recounted the horror he had witnessed. The larks, still bravely singing, fly. Scarce heard amid the guns below. A trench at passchendaele. Winston churchill wanted to keep the ruins of ypres preserved for posterity, so we would not forget. But instead it was agreed the city would be rebuilt, exactly as it once was. The story of men now gone was retold in a place that has kept its promise, and continues to remember their passing. Officially known as the third battle of ypres, passchendaele lasted until november 1917, fought in the West Flanders region of northern belgium. It became infamous not only for the number of deaths, but also the mud. Constant shelling and the heaviest rain for 30 years created a muddy wasteland, that became so deep, men and horses drowned in it. Last post sounds. The last post has been played in ypres through the decades. The menin gate has over 5a,000 names carved into its stone, remembering those who have no known grave. It marks where troops marched when heading to the battlefields. The duke and Duchess Of Cambridge attended a ceremony of remembrance there, together with the prime minister. With the sounding of this bugle call, the 250,000 british and commonwealth soldiers who were killed on the Ypres Salient during the First World War are remembered. The defence of the city at such great cost meant that it became hallowed ground. Todays commemorations will continue with a Special Service at Tyne Cot Cemetery, where thousands are buried. It is mindful that looking at that film and those images, the dreadful loss of life and the conditions that people fought in and to see you with that extraordinary backdrop of the cemetery and the blue skies above you, it is very moving being in those places, is it not. If you fell off the boards that wound up to the trenches you would drown and less people could put you out and they lost men that way and thatis out and they lost men that way and that is why passchendaele, the name of the village not far away, came to symbolise what took place here a century ago, the horror. It was a place and a story that people could not talk about, those who survived, it remained with them for the rest of their lives and they found it terribly difficult to tell the story but now this weekend today that story is being told again, charlie. Is the general system not equipped enough to help them . The reason we are setting up this coordinated and Mental Health hub is to make sure everyone affected by this incident has access to the care they need. So rather than waiting for people to access the mainstream of, we dont want anyone to be missed. Mainstream offer . You mean contacting their gp . Refilling themselves to a primary Mental Health service. And these are people who have been directly affected. The people of manchester and the uk are upset but you are talking about people with a specific relationship . Specifically we are interested in supporting people who we re interested in supporting people who were there on the evening, either someone were there on the evening, either someone who went to the concert all was on the staff, that number is about 1500 individuals so to get the appropriate care to the right people in the right way we need to focus on those individuals first. This is your area of expertise. An effect from an event like this can strike people in many different ways, cant it. Immediately it can seem to have no effect, in the long term, what are the signs to look out for . So for example people in the early stages feel very unsettled. They might be thinking about what they have seen, when they dont intend to. Their sleep is disrupted. Maybe some of their behaviour is changing in terms of they are avoiding certain areas like crowds or maybe they are going towards safe and secure attachment figures. So children and young people might appear more clingy and over time we will expect that for a lot of people that would reduce and were interested in those people that at this stage sort of ten to 12 weeks after the incident if theyre still having difficulties then it might be an indication that they should put their hand up and ask for help. This morning, there is a story nationwide about trying to get more Mental Health available, jeremy hunt was speaking to us this morning. The implication from what the government is saying, you need more. You are setting up a specialist unit, there are people right now who need help and you are talking about people localised who arent getting it . Well, i have not had an opportunity to look at detail at the announcement today. Im not seeking to have you make a political point. The fact that youre setting up a specialist unit. The implication is that you think that there are people out there that need help and are not getting it . The offer is uniform. People from outside of Greater Manchester also attended the concert and this hub is also valuable for them to co ordinate their care pathways and the region that they live. You mentioned the time frame and when we were introducing you we said it could take up to six months to recover from witnessing a horrific event. What happens after that period of time. How long will the hub be there for people . We expect natural recovery to occur within three months. If people are experiencing difficulties and unable to go about their business etcetera, after that time period, then its probably a clue that they need some help. How do you monitor that . You have to keep on top of them more than people recognising i need help. It might be that they are not integrating and it seems normal . One thing that the hub is set up to do is assertive monitoring and contacting people. So for three months, six months, nine months and 12 months after the incident there isa 12 months after the incident there is a deliberate intention to invite those affected to complete some online validated self report measures so as the online validated self report measures so as the clinicians back at the hub can review people symptoms and make contact to people who are clearly still suffering. Today groups of residents from across the country are applying to local authorities to close roads and let their children play. I have two kids and they spend quite a bit of time inside the house and its old school. Its how i used to play back in the day. We used to go outside and play on the streets, so bringing it back. Its like reliving your childhood. Through my children. A series of studies published today show these play projects have increased childrens physical activity, improved their Mental Health and their social skills, but the advantages are even more widespread. Its not just about the children playing out, its about the neighbours starting to know each other. There is a Nice Community here and having the chance to get out and see each other and relax is nice, and it reminds us of what it was like when we were kids, i guess. There are now more than 500 streets in a5 locations doing play sessions like this, but todays study does say that there would be more if local Authority Procedures were streamlined and some cost barriers removed. Local authorities need to make it as easy as possible for residents to do so that there is not lots of bureaucracy and people can simply reclaim their street for a couple of hours monthly with minimal paperwork.
