Silicon valley is feeling on the defensive, they want to make sure governments know they are doing and using the tools they have at their disposal but what they also want to do is make sure new regulations are put in place that as they could see it could lower the privacy and protections of these networks for all users rather than just a few. Where the debate will move to now is encroaching, we had stories in the last few months about whether encrypted messaging services, very ha rd to read encrypted messaging services, very hard to read those messages if you are in the intelligence services, whether that should be allowed, whether that should be allowed, whether encrypted messaging apps should be used as widely as they are but the argument against that kind of thing is terrorists could simply move to a different platform if theyre not on facebook or elsewhere. I know so many of you were up late last night watching a concert and we will be speaking to a mother and we will be speaking to a mother and her daughter who were at Manchester Arena and went to that concert, a difficult decision for them, but they did go last night and we will hear from them later. As we can see, armed police are on The Streets Of London. There are still cordons. Yes. It is interesting seeing manchester. A message of defiance and support for those who know people who have died. This morning we have bright, blue skies. Behind me you can see the Shard Glistening in the sunshine. Borough market is still closed off. The investigation is still ongoing. These are the streets were so many people were fleeing from the three attackers. A little more on the Police Investigation this morning. We know they have had more raids in connection with the attack in which seven people died on Saturday Night. We are in a curious situation this morning where the general Election Campaigning had begun in earnest once again. There was a pause effectively for a day in tribute to those who lost their lives. With me this morning here is emily thornberry, the shadow Home Secretary. I wanted your thoughts first of all this morning with this right, blue sky over london. London has been through this process before after dreadful events. What happens next . We are a really strong city thatis next . We are a really strong city that is an example to the world. We are busy and vibrant. There is noise in the background. People are cycling to work. People are getting on with their lives. There is a resilience to london we have shown for decades. We will continue. We will continue to be strong. But it has been a terrible shock. We kind of knew we were vulnerable. We have seen very recently. But it is always a shock and it is always frightening and horrible. Like many londoners, i did not get much sleep on Saturday Night. There is not so much time before people have to vote on thursday. This has been awkward in some respects, that campaigning is back on now. The Message Labour has in terms of terror which has gone to the top of the agenda, Jeremy Corbyn was accusing the reason may of trying to do policing on the cheap. What is the Proposal Labour as that would be different . This is a multifaceted problem. There is not one thing that will solve this. I think we have to be subtle about this and we need to be intelligent. The truth is, and it is a truth, the police are very stretched. You just need to ask many of the armed Police Officers on the streets. They come from all over and have had to be brought in. Under a time of stress, we are relying on their good will. They were recently helping in manchester and now it is london. It is quite clear we dont have enough armed Police Officers. And we dont have the same number as we did under ray Labour Government. We have been cutting back. Help me with some of the questions. The tone around these debates is changing. People want specifics. You are saying you need more armed officers and more Police Officers. Give us some numbers. We sent it out in the manifesto like many other things in relation to the ma nifesto. Many other things in relation to the manifesto. We set over the lifetime of the next parliament if we are elected we will introduce another 10,000 officers. And that would not make upfor 10,000 officers. And that would not make up for all of the cutback in Police Officers, but it would mean every small political area, every ward, would have Won Community officer. One. The question is, can they stop terrorism . In the end, effective policing has to be done with the community, not imposed on the community. People are trying to draw conclusions. It comes down to a stark choice. People are thinking in a different way. Which government do we vote for that will keep us safe, that will stop another of these attacks, three in three months in the uk. Why should they have the confidence in a Labour Government . Because i think our approach is one where we fundamentally believe that you need to have a Community Working with police. Only when we work with our Police Officers, like, for example, there are rumours around in relation to these murderers, just like in relation to the manchester murderers, that alarm bells had been run by the community, and perhaps the lines of communication were not as good as they could be. Police officers need to be working with us. People need someone they can trust to speak to. That is one area where we say we need to focus on. But there are a number of other areas. That can be things as wide as we need to look again when we get engaged in International Wars and conflicts about what the effects may be on those countries in terms of leaving other government ungoverned spaces, because that is where Islamic State can flourish and you can have training camps. We will look again at the funding in relation to Islamic State and the more rigourous about that. And the funding of some of our mosques. We need to look at relationships with rich Saudi Arabian businesspeople. There is a report being compiled for the last 18 months. Theresa may has seen it and we dont know what is happening with it. A young man puts his foot behind the door and his weight behind the door and his weight behind it, stopping people getting in. Everyone turned over tables and duct and looked for any help. You just knew it was something bad happening . It was clear something bad was happening. You look at peoples faces. It is obviously a Terror Attack. There are screams next door. A person for a table. It turned out to be a man who saw someone stabbing a woman and tried to throw a table to stop them doing what they were doing. He is one of the heroes from Saturday Night. A few minutes later, someone walking out just next few minutes later, someone Walking Outjust next door to wear we are holding his throat, his upper body covered, absolutely covered, in blood. He staggers through the market. I hope you found the medical support he needed. Ifeel like is one of the people that was lost to us on that evening. They tried to bring order to what was happening in the restaurant to be panicked People Wa Nted The Restaurant to be panicked people wanted to open the fire escape, which i think was a bad idea. There was a pregnant woman who needed a seat and water and more calm than we could have provided. You had to stay in the place for a while . Yeah, yeah. We finally found the key and got the door locked. The police swept through quickly. There were gunshots which scared people again. It happened a second and third time. More gunshots. Then everyone went quiet. I was looking on social media to patch together what was happening. Most happened on the bridge. But we knew we were in a different place. Eventually, after about half an hour of lockdown, they started evacuating the restaurant. The police gave us a head up we could leave. Thank you for coming in down for us today. Many stories are merging of real heroism. People going towards danger, helping each other. You must have heard many of those already. There was the guy who kicked us off when he could have run away, the guy who threw his body to close the door, the person who threw something to stop someone being stabbed. And then there was the Police Officers. I did not mention them. We had to watch out for the paramedics. They were the eyes and ears. One of the things that dawned on me, and maybe i knew this before, but i saw it, paramedics, they were helping the woman. These people run at the danger. They turned their back on danger. Be put together the lives in front of us while we run for our lives. That is remarkable. The trust that they have in the police for having their back. It is second to none. They are everyday heroes. Elsewhere, Security Barriers have been put up along westminster, waterloo, and Lambeth Bridge is, and scotla nd waterloo, and Lambeth Bridge is, and Scotland Yard says unarmed and armed offices will be on patrol in the coming days. Yesterday, members of the Muslim Community of london came out in condemnation of the attack, offering solidarity with victims and families. On the one hand it was our great city that was coming under attack and so many innocent souls were killed, and on the other hand our great religion was attacked as well, i mean, these people tarnished the name of our religion. We just need to show solidarity because this matters to us, this is london, were londoners. The mayor sadiq khan has announced a vigil will be held this evening near London Bridge in honour of the victims of this weekends Terror Attack. Members of the public are invited to Potters Fields park next to city hall at 6pm to remember the seven people who died, Support The Injured, and show gratitude to the Emergency Services. You can probably get a sense of the city this morning, Bright Blue Skies above and the shut behind me there. Police officers, armed Police Officers in and around the area. The area immediately around here, Borough Market, was the scene of harrowing moments of people. We heard from eyewitnesses in a moment ago and many of those killed and injured were killed in those minutes. Late into the night on Saturday Night. Lets bring you a couple of the Key Developments this morning. Police investigating the Terror Attacks they they know the identities of the three men. Details are not to be released because of operational reasons. Men and women arrested are still in custody and in terms of the logistics, we know that London Bridge itself has reopened this morning and as you can probably hear from the noise around this morning and as you can probably hearfrom the noise around me, many of the streets in the immediate vicinity here are open but, nonetheless, these streets remain closed. It is worth saying as well that the first victim has been officially named as Chrissy Archibald from canada. She moved to europe to be with her fiance and we are Hearing Tributes to her from europe to be with her fiance and we are Hearing Tributes to herfrom her family this morning. We are trying to get some more information on the Police Enquiry. We can speak now to Cressida Dick, the commission of the metropolitan police. Thank you so much for your time this morning. I wonder if we could start, we hear many stories and we just heard some from one of the eyewitnesses hear about the bravery of both the public and Police Officers. You must have heard many of those stories yourself. Absolutely i have. This was a terrible and appalling attack and all of our thoughts are with those who have been affected. Of course, those whove lost their lives. Admits that horror and anger and sorrow is, of course, it is mingled with huge admiration. Those of us who were not there are an aura of what both the Police Officers armed and unarmed officers we heard about and, indeed, the Emergency Services and, indeed, the Emergency Services and numbers of the public. Extraordinary amount of courage. I have been lucky enough to meet some of the people involved in the last 24 hours and i simply pay tribute to them all. We are hearing one story in particular, often hard to pick out individuals, but i understand there was a British Transport Police officer who, maybe you can tell is a little more, he was one of those who was an armed but stood in front of the attackers with just a pattern and was quite severely injured. Could you tell a syllable more about that situation . I think my colleague spoke about this yesterday. In fact, we do have a metropolitan Police Officer, maybe do when you are referring to, who was an armed. I met his family in the middle of Saturday Night into Sunday Morning and he was there of duty. He had finished his day at work and he was having a drink with friends in the market and he witnessed the attack and he witnessed members of the public and, indeed, our uniformed officers, being very severely assaulted. My understanding is that without hesitation, wearing his normal clothes, he dived in and tried to assist. He, im afraid, was himself severely injured but utterly heroic. And then members of the public stepped in to try to assist him. They stayed with him and performed first aid on him. And then another plainclothes officer arrived and the members of the public stayed with him and the plainclothes officer as they drove him to the hospital. In the back of a police car. He is in hospital, in a serious condition. But as you say, it is ha rd to condition. But as you say, it is hard to pick out because there are so many stories. We are immensely proud of him and what he did. So many stories. We are immensely proud of him and what he didm terms of the investigation, could you bring us right up today . We understand there have been a number of raids overnight. Can we be brought up today with those in the number of people currently in custody . We have been moving quite quickly and you have heard that we believe we know the identities of these people who carried out this appalling attack. Very high priority for us, obviously, is to try to understand whether they were working with anyone else, whether anybody else was involved, in the planning of this at tak. And to find out the background to it. We have made a number of arrests over the last 24 and 36 hours. At the moment i am right in saying we still have 12 people in custody we have carried out searches in a variety of places in east london and we have seized a huge amount of forensic material. We are moving quickly and we are working closely with the Intelligence Agencies in that work. This morning we were hearing from some Security Sources in connection with the van that the three men used, that there may have been things that within the van, possibly concrete blocks or some containers of some kind. Can you give us any information on that . I can not comment any more on what we have found. All i will say is that obviously we do have the van, we have a huge amount of other forensic material, both from the scene at Borough Market and from our searches and seizures we have made. We will be piecing together what happened. For, we hope, potentially trials of individuals and certainly for the coroner. We have been going through the van very carefully. The comments yesterday we heard in connection with the actual use of weapons yesterday by the Police Officers who shot dead the attackers. It was described as an unprecedented response. There must be enormous pressure on the police and Security Services right now. Could you give usa services right now. Could you give us a sense of that . Yes. The response was extraordinary. I think everybody would agree with that. The armed officers, eight minutes from the moment we first received our first call, as i understand it, to the moment when they had neutralised the moment when they had neutralised the threat from these individuals, the threat from these individuals, the three attackers. They were dead. Following on from that, clearly there is a huge operation, both to make sure that we can keep people safe at that immediate scene, examine the scene and then roll out proper protection across london for individuals, for events, for a other events. We have thousands of officers engaged now both in the investigation working with collea g u es investigation working with colleagues up and down the country and, secondly, in giving people safe across london. It is a very large scale response. I wonder what reassu ra nces scale response. I wonder what reassurances you could give people after events. Of course, in westminster and people are seeing parallels between what happened there and this attack in london but also, of course, the bomb attack in manchester. What reassurances can you give people about whatever new measures may be in place to keep people safe . This has been a truly ghastly few weeks with the attacks that you have mentioned. That in itself is unprecedented in my working life. That said, we in this country have faced a terrorist threat again throughout my life, actually, that threat changes and morphs and we will change and adapt to what appears to be a kind of new reality for us. We have fantastic people, we have very high levels of skills, we have Excellent International relationships and an ability to work with our Intelligence Agencies here. As you are aware, since 2013 we have foiled, i think, are aware, since 2013 we have foiled, ithink, 18 are aware, since 2013 we have foiled, i think, 18 plots, are aware, since 2013 we have foiled, ithink, 18 plots, certainly in the high teens. We arrest about one person a day and have been for some time, in relation to Counter Terrorism. We have very good intelligence and were frequently able to disrupt or indeed provide highly effective protection where we think an event or a place is at risk. I understand people will be concerned and all i can say is that we will be doing everything in our power and we will be stepping up a gear. Think you very much for your time, Cressida Dick. The first funeral of a victim of the Manchester Attack will take place on the island of barra in the hebrides Eilidh Macleod who was fourteen went to the concert with her friend, laura macintyre, who remains seriously ill in hospital. Businesses on the island will be closed as a mark of respect, and to allow people to attend the service in castlebay. Some of the biggest names in music including coldplay and take that have taken part in a Benefit Concert in manchester for the victims of the arena attack. £2 million was raised by text and online donations during the event. Can i start by paying tribute to everyone involved in helping victims on Saturday Night . An amazing response. Police demonstrated why they are The Very Best police force in the world. An eight minute Response Time between the first call from the public to three terrorists being dead is a remarkable thing. We should pay tribute to them. Thoughts to all of the victims and those affected. I was in westminster a few weeks ago. I know how dramatic it is for everyone involved. In terms of the police, you heard Cressida Dick say they have the resources and capability they need. They also have the powers they need because we have been determined as a government to make sure they have the powers they need. We will look carefully at the end of the Ongoing Investigation to see what needs to be done if anything at all. You are seeing you may look at funding for example and Police Numbers . We have been clear we have protected Police Funding. In 2015 it was the conservatives that protected funding when labour was calling for a 10 cut. We increased funding in cash terms to Counter Terrorism policing to make sure there are enough police. The police have done a fantasticjob. Crime has fallen by a third. As the Prime Minister said, the nature of crime is changing. There is more on line crime. Police should get a tribute for doing what they have done. We as a government stand ready to back them and give them the powers they need, powers we have consistently voted for, unlike, it has to be said, Jeremy Corbyn. Police numbers have gone down under this government. In 2010, we faced an unprecedented level of deficit, the largest peacetime deficit ever, and difficult decisions had to be taken. All and difficult decisions had to be ta ken. All parties and difficult decisions had to be taken. All parties at that time agreed there would need to be cuts, there would need to be a efficiency savings. That was agreed by all parties. In 2015, when the labour party were calling for a 10 cut in funding, we protected the budget to make sure that was not the case. We a lwa ys make sure that was not the case. We always stick by the police to make sure they have what they need. It is not just about pure sure they have what they need. It is notjust about pure numbers of police, it is how they are deployed, the training, capabilities, and the powers they need to be and Jeremy Corbyn over 30 years has voted against every one of those, proudly, against every one of those, proudly, against those powers. On thursday, it isa against those powers. On thursday, it is a clear choice, do we want theresa may in Downing Street prepared to give the police the powers they need, or do you want Jeremy Corbyn, whose actions speak he votes against everything that comes forward. The labour party are talking, though, you will be familiar, about more Police Officers. Another question as well about the reason may. She talked about the reason may. She talked about far too much tolerance of extremism theresa may. What does she mean . What will she do about it . She talks about a four pronged approach. We have to confront the ideology and be clear the rear is one. It is not one that is shared by the vast majority in this country. There is one. Few people believe it is something that represents islam. It does not represent islam. They believe it does. We also have to look at the internet and we have to look at the internet and we have to look at safe spaces. It has been too easy for too long for Internet Companies and others to allow safe spaces on the internet where radicalisation can happen. We need to co nfro nt radicalisation can happen. We need to confront that. We need to look at segregation. We cannot have communities in this country com pletely communities in this country completely segregated from each other. We have common values, we share so much in this country we need to make sure we are working together and living together. And then we have been clear that we will review Counter Terrorism and make sure that our strategy, that has worked so well in the past, but is facing unprecedented levels of threat, we just need to put that into context, in the period from the lee rigby murder to the westminster Terror Attack early in march, we have 13 terror plots foiled. Since the westminster attack, three have gotten through, but another five, thatis gotten through, but another five, that is eight in total, eight plots in 70 days is a phenomenal number. Not quite two weeks after the attack in manchester and not quite 24 hours after the latest outrage in london, 50,000 people came to a concert determined to enjoy themselves. Manchester stands together and i think you can see the atmosphere, its amazing. No one should feel bad about anything thats happened, it should just be happy. For 13 year old lucy and her mum anne marie, its not that simple. You know, this is a fantastic gesture that this concerts taken place but i still believe it is too soon. Lucy has been having Panic Attacks through the night, not sleeping, and then when you think you finally are making some progress and moving on, it comes back. What have the last two weeks been like . Just stressful and not been happy. Lucy and anne marie were at the Manchester Arena two weeks ago. We filmed with them a day after. I was very terrified and scared. Ijust dont understand why they would be so horrible to other people. Just getting to last nights concert after witnessing the horrors of the Suicide Bomber, an extraordinary achievement. So proud of lucy for agreeing to come today, but im very nervous. This is a massive step for all of us today. Just before the concert, lucy and her mum released two balloons, their personal way of remembering those who lost their lives two weeks ago. The concert itself saw a remarkable return to manchester for Ariana Grande. Compassion, dignity, Courage Atjust 23. With her, stars from All Over The World likejustin bieber, with the clear message of the night. Love, love, love all love, love, love there were heartwarming moments, heartbreaking moments. London bridge station is now open. Access to the underground and mainline trains is via the Tooley Street Entrance only. London bridge itself remains closed southbound. Northbound is now open to traffic and pedestrians. Southwark street is still closed eastbound at southwark bridge. Looking at the rest of the tube network, the overground is part suspended between romford and upminster. Police have carried out more raids overnight in connection with saturdays Terror Attack. Officers searched properties in newham and barking and say a number of people have been detained. Residents nearby are said to have heard loud bangs and gunshots. Scotland yard said last nights raids were in addition to the seven women and five men aged between 19 and 60 who were arrested under the terrorism act in barking on sunday. Elsewhere, Security Barriers have been put up along westminster, waterloo, and Lambeth Bridges, and Scotland Yard says armed and unarmed officers will be on patrol in the coming days. Yesterday, members of Londons Muslim Community Came out in condemnation of the attack and offered their solidarity with the victims and their families. On the one hand it was our great city that was coming under attack and so many innocent souls were killed, and on the other hand our great religion was attacked as well, i mean, these people tarnished the name of our religion. We just need to show solidarity because this matters to us, this is london, were londoners. The mayor sadiq khan has announced a vigil will be held this evening in honour of the victims of this weekends Terror Attack. It will be at Potters Fields park, next to city hall, at 6pm. Counterterrorism officers have detained more people. There were raids in barking and new. Six properties have been searched. The latest information is that 11 people are being held in custody following a series of arrests. We have been speaking to eyewitnesses here this morning. Many of those involved in the immediate aftermath, some were members of the public that we re some were members of the public that were caught up in events, but also were caught up in events, but also we are hearing more and more stories of Police Officers, some of whom we re of Police Officers, some of whom were unarmed, and who came to eat the assistance and tug on the attackers. This hospital and the others that i mentioned are all part of a Major Trauma Network, the well rehearsed plan kicked into place, tales of bravery we just heard about, also from the First Responders and medical staff that run responders and medical staff that ru n towards responders and medical staff that run towards danger to help people so in desperate need. They say there was what appeared to be gunfire, 20 or 30 shots. New barriers have gone up in some of the bridges around london. Westminster bridge is very close. That is where the leader Khalid Massoud mowed down pedestrians. They separate the motorway from pedestrians and should give some reassurance to the people of london. We will have more from here. Several years ago the head of the Islam Community said that mosques should be open and should be monitored. All mosques, they are open to be monitored by the state. They are open places and if there are any hate preachers that are finding platforms here in the uk and different places even if in universities or online, hate preaching should be curbed because it is misguiding youngsters who are impressionable. Low pressure has got a good grip on our weather producing more rain across scotland with the Weather Front, more rain across scotland with the weatherfront, more rain across Eastern England. If you look at the squeeze on the isobars, it will be a gusty day. Again were looking at gales around the South Western Approaches, but that will blow the showers that are coming in across Northern Ireland, england and wales through quite quickly, but they will be frequent showers and some will be heavy and thundery. If you remember weve got the rain asouthern cross scotland. Here is the centre of the low pressure thats wrapped around that. Then we have got our Weather Front producing rain also across eastern parts of england. That rain does move away from the north east during the course of wednesday. There will be a drier interlude with just a few showers, but another salient thing the wind changes direction to this southerly direction. So it will turn warmer from the south. However, in the north, we still have the northerly component so it will be cooler as you push further north.
