So once wed found somewhere to hide we thought wed be relatively safe until, as you said, people would come to help. People whove got the responsibility, the guard, the police, the national guard, but they didnt come and unfortunately several minutes went by from the start of it to the point where john was killed. And at the time we were all we did consider ourselves behind the main reception to be in a place of refuge where we were safe but unfortunately that wasnt the case. Unless youve been through a situation like this, there are times where only someone else who has been through that situation sometimes can fully appreciate how youre feeling or what youre going through. People say to me, how do i cope . And i say, well, you know, im still a month and im thankful for that that ive still got owen and owen keeps me alive. The coroner mentioned your youngest son, owen, and his extraordinary courage. How is he coping . Hes doing well, hes an inspiration to us all. I often say if owen can get up and go to school and do the things that hes doing then i havent got any reason why i cant. We follow owen. Hes fantastic. Philip green has agreed to pay £363m to plug a black hole in the Pension Scheme after the firm collapsed last year. Workers will get the same starting pension that they were originally promised. Subsequent payments still wont be as generous, but on average former workers will get around 88 of their pension. Philip green was criticised for making millions out of the company, while the hole in its pension fund got bigger. There was not need to build a school there. In other areas, there are other big conurbations, sheffield, leicester, the granting of places for the numberof the granting of places for the number of there are not enough places for children there. It makes it difficult. There is an appeal system. Is it work worth going through it . You need to present an exceptional case and its difficult to predict individual success. Overall, about 22 success rate but that can vary. One school might prop 30 places and another, one place. Youre entitled to appeal to all the schools you put on your application form. Its free. You dont need a lawyer. It is designed to be done by lay people. If you are struggling with it, you can come to us and talk through the process but its certainly worth a shot. You must accept that place. The local authority only has to give you a school place. There is no requirement for them to give you the place you want. If you dont accept that place, you are out of the system and they have no obligation to you and you are in a very poor position. Accept the place you have been offered this morning and go on an appeal to the schools you want or go on the waiting lists and if you get a school you prefer, you give up the place you have been offered already. Weve heard about the governments industrial strategy this morning well hear about a new Digital Strategy. Bens got the details. Its not just about its notjust about how its not just about how we its notjust about how we compete with other countries but it is also about getting as online. A little later this morning the government will launch their Digital Strategy, basically a big set of targets for where it sees our economy moving in the future. Included in it is further detail of £1 billion worth of funding for superfast broadcast and 5g mobile networks announced six months ago. But also a commitment to train four Million People in so called Digital Skills, everything from banking online, to coding and will be backed by firms like bt and google. Lets talk to karen bradley, secretary of state for the department of culture, media and sports. Good morning to you. I touched on the idea of this digital divide, certainly some people are very tech savvy and are already online, theyre doing Online Banking and that sort of thing already and there isa that sort of thing already and there is a huge swathe of the population who are excluded from that and thats the focus of this Digital Strategy . Absolutely. Today we are announcing our vision of britain in the future, a world leading digital britain but youre right to identify the fact there are many people in britain today who arent benefiting from digital. We estimate around 12. 5 million adults who dont have Digital Skills today. We need to make sure we give them those skills and the ability to be able to use all the benefits of digital because digital is notjust the Digital Tech Companies that we all think of, but its the benefits to all business and all of us from being able to do more online. Youre going to work with some big firms to deliver this, on the list theres names like ba rclays, on the list theres names like barclays, google and lloyds. Clearly its in their interest to do that because if you look at barclays, they want asked to bank online, they save money from the high street and google profit from using the website has. Where do you draw the line between helping private business and helping the public . Its a whole strategy to work with the industry and others to deliver a world leading British Digital economy that we wa nt leading British Digital economy that we want to see. We want to be the number one country, as youve already said, for tech start ups and the number one country for trying out new ideas. You only have to look at the statistics for Small Businesses were those that have an Online Presence create twice as many jobs as those that dont, make twice the profits and grow at twice the speed. These are the reasons why its incredibly important that we have Digital Skills across the whole country and for everybody so that we can all benefit. I dont want to be a cynic about all of this but its going to take more than a few million quid to take the likes of Silicon Valley on, you look at google, facebook and the tech apps that we see these days, are we were going to compete with them . Thats why were putting this strategy in place, looking at it in the same way as our industrial strategy, building on our strengths but tackling wea knesses on our strengths but tackling weaknesses and we put the right framework in place so businesses can thrive. We have the opportunity leaving the eu to create a flexible framework that works for all and make sure we have the skills across the whole economies. I feel i shouldnt say anything at all, i should let us all look at these beautiful images were getting from loch lomond. You can see the margins of the ancient atlantic oak woodland behind me going into the loch and in the distance you can see and ancient ireland. Very popular, 4. 5 Million People come here every year, which is why there are such enormous problems an ancient ireland. Loch lomond, the largest inland body of water in britain, drawing in millions of visitors every year. Without doubt one of the jewels in the crown of scotlands natural heritage. These pictures, holiday snaps from hell you might call them, record the damage that has been done in previous years. Which is why the Park Authority wants to bring in by laws which will control wild camping in the busiest areas. This is a kind of typical example of people coming along and trying to get themselves some firewood thats maybe a bit bigger than theyre able to tackle. The sheer volume of folk can end up being damaging in itself. If you mix that with a bit of Antisocial Behaviour then sites can become degraded quite fast. Weve got some of the most wonderful landscapes you can imagine here and you can see why people come and enjoy it, so we want the sites to match that while theyre here. From today anyone wild camping in managed areas along the shores of the most popular lochs within the park could face a fine of £500 and a criminal record. Wild camping enthusiasts see that as a breach of scotlands legal right to roam. They believe the Park Authority should focus on educating people about respecting the countryside. There are things that the rangers and the authorities can do to clampdown on this. They already can fine people for littering, for Antisocial Behaviour. Theres no need to create this by law which criminalises people who arent doing it the wrong way to. And lets be honest, it is a small number of people and were almost letting them win. And with the new restrictions there could be a lot of disappointed campers this summer. The idea of scotland when i first came here was you could camp anywhere. No matter where you are, just say that thats the law and you can camp. You come up here for the fact its untented, and you can go wherever you want whenever you want. Thats why people come to scotland. If its in a designated area, they can still come, they can still camp, they can still enjoy it but Everyone Else can enjoy it as well. People coming with kids, animals and theres not all the rubbish left. This is the only location on the east side of loch lomond where wild camping will be permitted. The question is, will people know about these new controls and how strictly are they going to be enforced . The new by laws will be reviewed in three years. Steve, Iwould Imagine there was strict security around their appearance . Absolutely vast security. The two women were led in separately right in the middle of heavily armed police, helmets, visors, full body armour, the works. In court, it was armour, the works. In court, it was a formal hearing. Not a trial, just identification and the charges were read to them. The charge was read to them that they murdered a north korean citizen on 13th February in Kuala Lumpur Airport. One woman said she understood the charge and the other woman said she understood the charge, but she didnt do it. It will be heard in a formal trial later where the not guilty plea will be put forward. Their defence is that they thought it was a prank. Opposition peers want an amendment to protect the rights of eu citizens living in britain. Our Political Correspondent, Carole Walker is in westminster for us this morning. Carole, if the government loses this vote What Happens Next . What it looks as though is going to happen is opposition mps, Opposition Peers, along with some conservatives will inflict a first defeat on the government over this brexit bill. They want the government to guarantee the rights of eu citizens here in the uk, around Three Million of them, the Home Secretary amber rudd has written to peers and said the government does want to do this asa the government does want to do this as a priority, but only as part of a wider deal that also guarantees the rights of up to one million british citizens across other European Union countries and we know that some other eu countries wont even talk about this until article 50 has been triggered and the brexit negotiations begin. If that does happen, if there is a defeat, it will come back to the commons. Ministers are certainly optimistic that they will be able to overturn that they will be able to overturn that defeat in the commons, though it will be embarrassing for them to have to go through. It will have to then go back to the lords again, but then go back to the lords again, but the expectation is that at that stage, having made their point, peers will back down. That should allow the government to trigger article 50 and begin the negotiations as planned by the end of march, but i think it is a reminder of some difficult parliamentary battles ahead. Simon, just talk a little about the next steps because it seems that the families and olivia can talk about this ina families and olivia can talk about this in a moment are going to try to ta ke this in a moment are going to try to take the travel company to court. They certainly are. Now, as you mentioned, the finding of neglect was rejected by the coroner. However, that was a very, very close legal argument and in the context of a Coroners Court a finding of neglect is specific and he said legally it couldnt work, that doesnt mean there has not been negligence and as the families said yesterday outside the high court, they will be taking legal action against tui who they believe, effectively put their loved ones in harms way. Of course, the coroner himself is writing a detailed report which is going to be published at the end of this month and ab ta says, we will see if there are any learnings from the industry. Anybody who has gone through the six harrowing weeks of the inquests will have thought there is so much weve discovered about the travel industry and so much that needs to be changed. I have got a quote here, the coroner described the Tunisian Police at best shambolic and at worst cowardly. You have spond about how it affected you. Does that resonate with you when you think back to the way the security acted definitely. I didnt find out about the fact that there was an Armed Police Unit less than three minutes away until yesterday. I think that was a away until yesterday. I think that was a really big shock for, you know, the families of the victims and you know, us survivors and you know i wholeheartedly agree with the coroner. We put our faith in the police, in the armed forces to be there and to protect us and they didnt. Simon, you talk about the lessons being learnt. What is the most important thing, do you think . Well, i think, we heard earlier that terribly sad interview with two of the relatives of the victims including Suzanne Evans who lost her father, her brother and older son the beach that terrible day. She said, she couldnt think of anything positive that could come from it, but i would say even from this awful tragedy, there has to be lessons learnt. The most important one is actually we as Holiday Makers have to be more engaged with the destination. We need to understand culturally whats going on. We need, of course, to be aware of the security situation and take advice from the foreign office. But also, the travel industry absolutely has to do more. Just briefly, simon, any kind of legal action, it will all take a long time, and also be quite painful, i guess, for people to have to go through it again. They have enjoyed two years of sheer horror and that will im afraid continue, but it is really important they have endured. Despite these awful tragedies we have been hearing about, it is really important to bearin about, it is really important to bear in mind thats only peoples livelihoods depend on toes in tunisia, and keep the bigger risks in perspective, and you are far more likely to suffer as a result of Road Accident or an accident in water than you are as a result of terrorism. That can bring down small trees, branches and can move dave reay and will make tricky travelling conditions if you are in a light or high sided vehicle, because as well as the strong winds, the band of rain continuing to move northwards, and as it engages with cold air across north wales, the north midlands, parts of Northern England, we will see some snow, particularly in the hills but also to lower levels for a time. I as a transport minister brought in this band back in 2003 and im glad to see its toughened up. This banned. If you dont have the enforcement or the ability to enforcement or the ability to enforce it, it is ineffective. My force and other forces around the country, my force have lost 2000 officers in the last seven years. That means the blue line is thinner, and the capacity for officers to enforce this is more and more difficult. So i have written, last yeari difficult. So i have written, last year i wrote to the secretary of state for sport, asking that the fines from people using web phones while striving, if that can be recycled back to the local Police Forces like mine, and we can use it forces like mine, and we can use it for the enforcement. So then instead of the taxpayer having to pay for enforcement of this particular measure, it is the offender who pays instead. Listening to what you have just said, is it most pointless making these changes if it is unenforceable because of a lack of resources . Unenforceable because of a lack of resources . This is the point i made to Chris Grayling last year, that although i very much welcomed the measures he was taking, i said to him there is the problem of enforcement. And the level of enforcement. And the level of enforcement we are able to do at the moment is nowhere near that which the public expects. And i am not calling the new public money, what i am saying is let the people who are offending, the people who are breaking the law, let them pay for some of the enforcement of this law. So bring those fines back to the Police Forces, so we can put more officers on the road to keep us safe. On a slightly different issue, resources is one side of this, it but you said at the time when he brought in those measures back in 2003 you are doing that to make the roads safer for us all. Why do you think the messages on getting through . Firstly, the roads are safer. People are still using their phones more than ever before. I know society has changed but people are using them in their cars more. The roads are safer, we have halved the number of people who die in our roads of the last 15 years, so they are safer. What has happened is that more people now have Mobile Phones than they had back in 2003, but there are also many other Electronic Devices people can use, and our officers a few months ago actually found a heavy goods Vehicle Driver watching the television on the dashboard of his lorry. I am glad to say he is no longer on the road and no longer has a license, so there are more devices around than used to be. But i come back to this point, it is the enforcement and having the capacity for our fleece forces to enforce the law and i think i want the offender to part from that. Lot of people have contacted us say what comey do in a car, can they use their phone as a sat nav . If they are looking at the phone or handling it, they should not be doing it at all. Any device or anything that distracts you you should not be using. A sat nav is just one thing in the car way you can glance your eyes that but people should not even be making calls of any sort, even from a hands free phone. They should not be making those calls. So i would say just not be making those calls. So i would sayjust dont use these devices. Of course you can have a sat nav where you occasionally look at it and you can hear a message coming at you but that is very different from handling a phone.
