A treasured family early, so when a Wedding Dress went missing, she turned to the internet. A cold and roll window for many of us. Join me inis roll window for many of us. Join me in 15 minutes for that. Good morning. First, our main story. Thousands of operations are being cancelled with highly skilled surgeons left kicking their heels because of a shortage of Hospital Beds. Thats the warning from the Royal College of surgeons and the organisation that represents nhs trusts. In a joint letter to the sunday times, they argue that a lack of funding for health and social care in england is leading to what they call a shocking waste and damaging efforts to improve efficiency. Nhs england says only i of operations are cancelled. Our Health CorrespondentDominic Hughes has more. Over the past few weeks, the bbc two Documentary Series Hospita has demonstrated how a shortage of beds contributes to the pressure on the health service. This can lead to long waits for those needing to be admitted from accident and emergency departments, but also for those needing planned surgery. I sometimes feel that i spend as much energy on trying to organise and manage beds and the movement, the flow, of patients within the hospital to allow us to do what we want to get on with, which is to operate. The programme showed how if beds are not available for patients to recover in safely, operations simply cannot go ahead. Now the Royal College of surgeons and the nhs body that represents nhs trusts says this is damaging efforts to improve productivity with surgeons left kicking their heels while they wait for beds to be made free. We are waiting for someone to let us do work. It is not good for the staff and it is not good for the patients and it is not good for the efficiency of the nhs. The latest figures from nhs england revealed more than 95 of beds were occupied last week, well above the 85 that is regarded as the safe limit. The problem is closely linked to delays in providing adequate care outside of hospital, especially for frail and elderly patients once they are ready to be discharged. Today, doctors and Hospital Managers say fixing the nhs means fixing social care, and learning the lessons of an extraordinarily tough winter which is not over yet. Dominic hughes, bbc news. Nhs england say. The level of cancellations remains low at just i of the millions of operations performed in the nhs each year. The speaker of the house of commons, john bercow, has insisted that his impartiality has not been compromised after a video emerged showing him commenting on political issues. The Uk Parliament website states that spea kers must be politically impartial. Mr bercow is already facing calls to stand down after saying last week that he would veto a parliamentary address by president donald trump. The latest comments, published in the sunday telegraph, were made at an address to students at Reading University three days earlier. This may not be popular with some people in this audience, personally, i voted to remain. I thought it was better to stay in the European Union than not, partly for economic reasons, part of being within a trading bloc, and partly because we are in a big power bloc world and because it is better to be part of a bigger power bloc in the world. Lets get the latest now from our political correspondent, Susana Mendonca who is in our london newsroom. Susana does this put the speaker in more hot water . Yes, this is the second time in a week where we have accusations of the speaker being impartial. Being partial. A week ago almost, when the speaker stood up and said that donald trump shouldnt address parliament because of his views that donald trump was racist and sexist, that was met with applause from many in the house. Many mps agreed with john bercow, but it was met with criticism from those who thought she went a step too far. A motion of No Confidence in him. But only one mp has signed that motion of No Confidence. That is james berridge. He had been expressing his support for remaining in the eu, which add fuel to the fire for those mps who think Thatjohn Bercow has gone too far. There are those who said that he has not gone beyond his remit. He didnt take a stance during the referendum campaign. He was asked a question by students and he answered it. In terms of the job he answered it. In terms of the job he does in parliament, he is a speaker who makes sure that everyones views are reflected fairly and allmps everyones views are reflected fairly and all mps are given the chance to meet. But people who have not wanted him to continue to be speaker, for those people this is an opportunity to raise concerns about him. Last month, the church announced it did not support gay marriage. The decision will be debated at the General Synod later this week. Helena lee reports. Last month, the Church Of England decided its position on the divisive issue of sexuality. It followed three years of so called shared conversations, and stated that marriage should only be between a man and a woman. The church said all potential clergy, gay and straight, should be asked about their Sexual Conduct and their lifestyle. But 14 retired bishops have today expressed their concern that the views of lesbian, gay, bisexual, and transgender members have been ignored. In an unusual move, they have written an open letter to the Church Of England bishops, a group led by the former bishop of worcester. They entered those negotiations knowing that they would have to reveal themselves, in a circumstance that might carry a price in terms of their life and their career, their ministry, what was offered to them, how they were regarded. And they nonetheless did that. And they feel that what has come out here is a betrayal in the specific sense that their voice is not heard. The Church Of England said the shared conversations were not changing peoples views, but recognising jesus in people with whom the participants disagreed. The divisive debate over sexuality will continue, when the churchs governing General Synod will meet next week in london. Homophobic abuse in sport should result in immediate action including lengthy stadium bans, according to a group of mps in a new report. The culture, media and Sport Committee says Football Clubs in particular are not doing enough and should take a tougher approach. The fa says tackling homophobia, transphobia and biphobia in football is one of their top priorities. 14 sailors have been rescued by a Royal Navy Warship after their racing yacht was damaged in a storm in the Atlantic Ocean yesterday. All the others come to help protect them and come to the and get stranded themselves. How long do the rescuers have to try and save them . You need to get them back into deep water as soon as. They are six or seven metres long, they wait a lot, so being on the sands puts strain on their organs. But it needs to be a coordinated response. If an individual is left on the beach, it can mean the family members, because of the strong bonds, will want to come back. A good number of them manage to refocus themselves. Talk us manage to refocus themselves. Talk us through the geography. Why this has happened before. It is notorious for will standings. Whales being standard. They use echolocation, the same as bats. Where they are shallow, the echoes do not come back. It leads them to believe they are in deeper waters than they are. And with the tie, they cant find their way out, and they get stranded. Is this why there is a theory about submarine activity disturbing them . Other Sonar Activity . There is lots of reasons to why whales and dolphins get stranded. Some species are affected by underwater noise. It can affect navigation, cause hearing loss. It means they cannot communicate and find food, navigate around. But it could be environmentalfactors find food, navigate around. But it could be environmental factors such as pollution in the water. It felt full but it had no nutrition. We, the public, can help these animals. We saw the pictures earlier of people trying to keep the animals wets, trying to keep the animals wets, trying to keep the animals wets, trying to care for them. I dont suppose there are any guarantees that it will happen wont happen ain . That it will happen wont happen again . Beforehand, they created a line in the water to try and prevent them to try and come into the shallow areas. But were standings, we do not know the causes white until after the event. This can be a mixture of environmental factors as well as the individuals and their Strong Social bonds bringing them into the bay. Thank you for making it also clear. The pictures are distressing to see, but thank you. 0ur weather is on the change. Temperatures struggling to get a 4 degrees. But with half term of hours with us. It could get into double figures. Ive got more stats, ive got them down here sorry, richard, i dont mean to be mean. Left kicking their heels thats how highly skilled surgeons have been described as thousands of operations have been cancelled as a result of an nhs bed shortage. Thats the claim of the Royal College of surgeons of england and nhs providers, which represents Hospital Trusts. In a letter to the sunday times, they highlight a shocking waste of highly trained surgeons skills. But, nhs england says only one of operations are cancelled. We can now speak to one the surgeons behind the letter, ian eardley. Nice to see you and thank you Forjoining Us on brea kfast. You and thank you Forjoining Us on breakfast. Give us a taste of what youve experienced. Is the problem really that bad . It is a problem that has been particularly bad over the past couple of months, with the Bed Pressures on the nhs, increased demand in accident and emergency, increase problems in getting patients home. When a surgeon comes in to see his list in the morning, he cant start his case until theres an empty bed for the patient go to. And while that often leads to a stop start type theatre list, for the past month or two, weve been cancelling whole Theatre Lists so the whole theatre team is sort of stood down on the morning of surgery because there is nothing they can do. We are looking at pictures now of the bbc series looking at the state of our hospitals, and, as you said, it is all too evident there are no beds for the patience to go to after theyve been treated. But it isnt as simple as pouring more money at it, is it . It isnt. Over the past 15 years, the nhs has become more efficient and a lot of surgery become more efficient and a lot of surgery is done as a day case when patients used to require a stay. But we are now typed on resources, tight on theatre staff, nursing staff, on beds and Intensive Care beds which makes it very difficult if there is no capacity to get the surgery done. A Contributing Problem is we are not able to get patients home who are fit enough to go home. And thats because there is a lack of Social Support Services in the community. And if that could be improved, wed probably get more patients out of hospital and we could do more surgery. Hospital and we could do more surgery. Its notjust a case of your either in hospital or at home, its those intermediary services, such as elderly care homes, that arent getting the support. And that support should be coming from the local council, not the nhs. Yes, thatis local council, not the nhs. Yes, that is how it is funded and there have been stories about how some local authorities are seeking to increase that to spend. How would you like to see that change . What is it that youre calling for in this letter . Its not just it that youre calling for in this letter . Its notjust about more money. I think more money is part of the issue. Were calling, really, foran the issue. Were calling, really, for an overall review of how the nhs is funded so we can see what the nhs is funded so we can see what the nhs is paying for, howard has been paid and then we can make National Decisions but ideally without too much politics within it to determine what the nhs should be providing. Much politics within it to determine what the nhs should be providingm there a better way to make the system there a better way to make the syste m m o re there a better way to make the system more efficient, granted there arent enough beds . Is there a better way to make sure surgeons and called into work, theyre spending time kicking their heels, that they can be put to better used elsewhere and when we have those resources, they are always used . It would be really nice to do that. At the moment, the cancellations are usually on the day or very shortly before the day of surgery so theres no time to plan for them to do Anything Else, like to an outpatient clinic. The difficulty is patients need surgery on clinic. The difficulty is patients need surgery on a clinic. The difficulty is patients need surgery on a frequent and regular basis. And, also, the hospitals are keen to maintain as much efficiency as possible which is why the cancellations are left so late. If you could get a better plan service, if you can get more free beds by having more care in the community, then in theory you could operate more efficiently. It was good to talk to you, thanks for explaining that. The Vice President for the Royal College of surgeons, appreciate your time this morning. Youre watching breakfast from bbc news. The main stories this morning. Surgeons and Hospital Trusts say thousands of operations are being cancelled because of a shortage of Hospital Beds in england. You could see as much in the north east of america and canada, half a metres worth of snow injust one day. Canada, half a metres worth of snow in just one day. And we struggled with a few centimetres. That is taking it a little bit too far, thank you very much indeed. If you could just tell me first of all, whats the latest about to youre missing Wedding Dress . I know it was all over social media yesterday, the pictures of you looking beautiful on that happy day but you do have an update for us, dont you . Yes. It has been found which is such amazing news. Iam over has been found which is such amazing news. I am over the moon and we couldnt have found it without everyones amazing support, which has been overwhelming. How did it go missing . Thank you everyone we got married injune and in september after the honeymoon we took it to the dry cleaner. And it was meant to take ten weeks, so three months, which is a long time, but thats what we were told. And we heard nothing before christmas, and injanuary heard nothing before christmas, and in january my dad heard nothing before christmas, and Injanuary My Dad went there to see what was happening. It was all boarded up and there was a sign saying it had gone into administration. Which really worried him. Since then, hes been trying to get in touch with the administrators, with no luck at all. Hes been trying lots of leeds, some people saying the stock might have gone to other dry cleaners and him and my mum, for whom it has huge sentimental value, we were looking everywhere before they told me on thursday about it. And the administration had happened in 0ctober, so it seemed like a lost cause. But i couldnt let it go. So i put it on facebook, and the response was amazing. Because of all of the media. Were looking at a film from your wedding now. Can i just say, that is the best Wedding Video ive ever, ever seen its amazing tell us why the dress is so special. It was my great great grandmother doras. And it was just so amazing to wear. It is such an important piece of my family history. When we got engaged, my granny gave it to me to wear. And it felt so special wearing it. It couldnt have been lost in my generation, ifelt so couldnt have been lost in my generation, i felt so awful and sad. Alfred, how hard did you try to get it back . Well, ive just been there for moral support along the way. Since the facebook campaign, ive been helping tests with any leads that we were receiving from helpful people that had ideas and that kind of thing. So, you know, hanging in there. Tess, i heard you tell a story about your dad actually physically finding the dress. And he thought it was a bit of scrap old lace on the floor in the shop. Yeah, so, the son of the landlord owns the shop, who is completely innocent and removed from the company, hed seen it in the papers and told his dad and said, we need to look in the property and see what the Administration Company has left behind. And his dad, the landlord, found what he thought was this big heap of old lace, and then he looked and thought, this could be the dress. He called my parents and they went straight there and it really was the dress which was just unbelievable it wasnt cleaned, it still had the ticket attached which matched my dads ticket, despite the Administration Company saying it wasnt there and must have been disposed of. In an even stranger twist, because of all the press activity, which was so amazing, the representative from the Company Actually showed up at the shop at the same time just before mum and dad left, and he denied them the right to take it home with them because of procedural issues, because of procedural issues, because its governmental property. Which is a very frustrating situation but it is going to be with us on monday. Oh, well, at least the end is in sight well done for eventually getting it back, tess and alfred, well done both of you and well done everybody who helped track the dress down. Yes, we really thank everyone. Its the baftas tonight and, as well as all the stars of the screen, the duke and Duchess Of Cambridge will be attending. The annual British Academy film awards will be hosted by stephen fry at londons royal albert hall. La la land leads the field with nominations in 11 categories, followed by arrival and Nocturnal Animals with nine each. 0ur arts editor, Will Gompertz has taken a look at this years contenders. Welcome to la la land. The musical homage to hollywood, which leads the way with 11 bafta nominations. Including one for the director, damien chazelle, and its two leads, emma stone as a wannabe actress and ryan gosling as an aspiring jazz pianist. Hi. Susan, god hell be up Againstjake Gyllenhaal in the best actor category for his performance in Nocturnal Animals, for which the films director, the Fashion Designer tom ford, is also nominated. Andrew garfield is among the Best Actor Contenders for his role as an heroic pacifist in hacksaw ridge. But hell have to see off the hotly tipped casey affleck, who is nominated for his portrayal of a broken man in manchester by the sea. She sings off key meryl streep is in the frame once again, this time for her performance as the delusional florence fosterjenkins, for which she has a best actress nomination. It is a hotly contested category, with Natalie Portman the one to beat for playing the title role in jackie, which tracks Jackie Kennedys reaction to her husbands assassination. My kids have got to start school tomorrow. Ive got but 12 quid in my purse. A relatively unknown british actress, hayley squires, is short listed in the best supporting actress category for her role in the gritty film i, daniel blake, Made By Film Veteran ken loach, who gets a Best Director nod. Its not easy for me to admit that ive been standing in the same place for 18 years well ive been standing with you ive been right here with you, troy fences, the August Wilson play about america in the 19505, adapted and directed by Denzel Washington, sees his co star viola davis get a best supporting actress nod. Nicole kidman will compete with her for that bafta, having been nominated for her role as a compassionate mother in lion, with dev patel playing her adopted son, for which he gets a supporting actor short listing. And who is you . Nobody. I found him yesterday. As does mahershala ali, for his sensitive performance as a drug dealer with a heart in moonlight. But it is likely to be la la lands year, on a night which could have an added dimension of the possibility of politically poignant acceptance speeches. Well have to see. What we do know is stephen fry will host proceedings once again, the duke and Duchess Of Cambridge will be in attendance and mel brooks will be honoured with a bafta fellowship. Joining us now to discuss whos in the running to pick up the awards tonight is the film critic, larushka ivan zadeh. There is a list of diverse films there. La la land leading the way. There is usually a race between two, so there is usually a race between two, so you think, will it be this film or this film . This year, it looks like la la land. I cant see Anything Else coming up against it for best film. And also the last couple of years, having the baftas and the 0sca rs, couple of years, having the baftas and the oscars, they disagreed. Last year, we gave it to revenant, they gaveit year, we gave it to revenant, they gave it to spotlight. It always had this reputation of being a Dress Rehearsal for the oscars but now it isnt a predictor. It is like a Dress Rehearsal. Everyone gets their frocks on and gets out there but the awards dont necessarily compute. With a film like la la land, does it make it a little bit too predictable . Because it is so strea ked predictable . Because it is so streaked ahead of everybody. Predictable . Because it is so streaked ahead of everybodylj predictable . Because it is so streaked ahead of everybody. I think it will be for those categories but i think youll see more upset in the acting categories, even though i think emma stone and ryan gosling comment to be there tonight, they are treading the red carpet. Which isa are treading the red carpet. Which is a sign. But i dont think theyre going to win. I think best actor will be casey affleck, for manchester by the sea, a bleak drama but he is astonishing and i think he will win everything going. Best actress . Will win everything going. Best actress . Little less predictable. Natalie portman definitely a contender. Theres also a chance of amy adams, an outside chance because she was snubbed by the oscars, no nomination for her, but shes in two very good performances this year, Nocturnal Animals and arrival. Maybe the baftas will get behind her, you never know. In terms of the global full industry, how are the baftas viewed . They are massive here. We think they are very important but they are considered very important because everyone is there tonight. People see them as important and there is still that feeling amongst there is still that feeling amongst the acting fraternity worldwide that we are the home of acting, where shakespeare, we are proper theatrical stuff. I have to say sometimes you see a Big Star On The Ba Ftas sometimes you see a big star on the baftas red carpet looking slightly confused. Last year, tom cruise suddenly randomly turned up, it became the Tom Cruise Show and he randomly seem to present an award and you thought, whats going on the . Everyone was surprised by it one thing thats noticeable is it seems to be creeping, but at last the nominations are becoming more diverse. They are becoming more diverse. They are becoming more diverse. They are becoming more diverse. The baftas have come in for some stick this year for the lack of diversity in the major categories. So, moonlight, the director is not up so, moonlight, the director is not upfor so, moonlight, the director is not up for Best Director which is a rare example of an African American director so it is a shame. It is a best up for best film is why not best up for best film is why not Best Director . And Denzel Washington has been snubbed, hes never once been nominated for a bafta, ever, and hes got seven Oscar Nominations and hes got seven Oscar Nominations and won twice. How does that happen . Im not suggesting the baftas are racist. Its not that. But we never to nominate Denzel Washington even once . It seems strange. Is it a Dress Rehearsal for the oscars . M certainly feels like that on the night. Im going to night, im lucky enough to go. You have the red carpet razzle dazzle, you see the stars coming out, it does have that same feel and glamour. It isnt at the Royal Opera House this year. It is at the albert hall which has a slightly different feel. Not sure how that will go but im sure stephen fry will provide the atmosphere. So, you have to get on a train. Yes, my life is so hard larushka ivan zadeh, have a lovely time tonight. That is it from us from breakfast today. Dan and louise are back tomorrow from 6am.
