To generate his own voice, complete with Yorkshire Accent. And nick has the weather. It is icy see in a few spots this morning and some patches of fog around i have this full report. Good morning. First, our main story. Train passengers in britain are being let down by the way the government oversees the railways, according to a report by mps. The Commons Transport Committee says customers are less and less satisfied with the service they get, and yet they are paying more for it. Theyre calling on the Department For Transport to give up some of its powers. Rob young reports. Dissatisfied passengers, rising ticket prices, poor performance. Mps are scathing about the way the government oversees the railways. They say passengers have been failed by the way ministers award franchises to Train Companies. The commons Committee Says competition is meant to drive improvements, but warns there is dwindling interest from potential operators. National express used to be the biggest Train Company here, but is quitting the uk railway entirely. The mps say the government is too soft on companies that break their promises and there is a call for the Department For Transport to give up its Enforcement Powers to an independent body. The cost of running the railways has not gone down, the system does not work very well, and in reality there is very little competition, so the Department Needs to look again at that, perhaps to bring more competition into the system and to enforce the promises that the Train Companies make. The government acknowledges they can make improvements but points out it is investing more than £40 billion to deliver faster and more comfortable trains. Train Companies Say under franchising they have transformed the railway into a success story, doubling the number of passengers and creating the safest railway in europe. Rob young, bbc news. The number of recorded cases of children committing Sexual Offences against other children has increased by nearly 80 over the last three years, according to the charity barnardos. The charity has said such abuse may become the next scandal in our society. The National Police Chiefs Council said the increase was down to more awareness and greater victim confidence. Warrant more parents are worried about this. Child on child sexual abuse is a difficult thing to wrestle with. It is important to think about how we support the children involved, not only the victims but the children perpetrating these acts. What we know is that they are often victims of abuse and trauma themselves. More Affordable Homes will be built, specifically to tackle the high cost of renting, ministers have pledged. The reforms will be announced in full on tuesday as part of plans for a shake up of the Housing Market in england. If youre building more homes for rent, are you therefore accepting that homes are too expensive to buy . That is right. Perhaps this target ofi million new homes by 2020 two boosts new homeownership, a very conservative principle, they might fall short of this target. They would be building new properties for a rental that people would not have to buy them, they could rent them. Helpers who are asked to build more Affordable Housing will also be asked to provide affordable rents and cheaper rents developers. The looking at different ways to make it more comfortable for people renting. Also talking about three year Tenancy Agreements are families so that they can plan ahead. All of these measures. Why is the government not building more houses . They are under pressure from conservative is not a concrete over the countryside, as one put it in the countryside, as one put it in the papers this morning. Some British Airways cabin crew have begun a three day strike in a dispute over what they describe as poverty pay. The leader of the French National front, Marine Le Pen, will officially launch her president ial Election Campaign later. With less than three months to go, her right wing politics have gained an audience among voters. It is an interesting time at the moment. How much of boost his Francois Fillons troubles given to Marine Le Pen . I think that his troubles have emphasised the message of Marine Le Pen that the traditional parties are creaking and sometimes rotten. Im not sure where we are thus far away from the election, whether his supporters are now drifting towards her. This is a big day for her, she is wanting her campaign, she put out a big document yesterday with 144 commitments, some leaning towards the right, some towards the left, all of them promising a pretty abrupt rupture with traditional politics. He mentioned to donald trump, it is the same kind of sound, tearing up the rule book, a referendum on eu membership, lowering retirement age. No message of how that will be paid for, but there is certainly a mood in france that if it will not take her into the presidency it will certainly shake up politics here. Black sabbath, the band credited with inventing heavy metal music, made a triumphant return to their Home City Of Birmingham to play their final ever gig. The show featured three Original Members ozzy osbourne, tony ayomee and Geezer Butler and was heavy on nostalgia, with only one of the songs played having been released after 1972. It brought the curtain down on the legendary bands playing career, which spanned five decades. I was reading this morning that actually donald trump did go to a Black Sabbath concert. I do not know if you would call him a fan, but he did call. You think youre doing some good by putting out your unwanted clothing for charity collectors, but you may in fact be unwittingly lining the pockets of criminals. The nspcc says charities may be losing hundreds of thousands of pounds because of unscrupulous collectors operating without licences who are donating only a fraction of the money they should. We can now speak to gerald oppenheim, head of policy at the fundraising regulator. It does not altogether surprised me. We get a lot of these plastic bags through the door every week and i was wondering why there were so many. It is a way of charities collecting money by using peoples old clothes and getting a share of the value of those old clothes. But the value of those old clothes. But the important thing for us is that charities make sure that where they use private companies to collect the clothes, they enter into a good deal with them and get a fair share of the proceeds. The market is about £150 million. It is quite extraordinary, very large. Why is it not more regulated than it is . Extraordinary, very large. Why is it not more regulated than it i57m extraordinary, very large. Why is it not more regulated than it is . It is regulated to the extent that charities, which is the group of organisations we are concerned about, really need to make sure that the entry into deals which generate the entry into deals which generate the most money for the charity than the most money for the charity than the company collecting the bags. It is perfectly reasonable for a charity to have a private company collecting for them, but they must make sure that they get a good deal and the long and phil ball regulates this for them. And the law regulates this for them. Ido law regulates this for them. I do not know the figures, but there are certainly some Reputable Companies out there. What members of the public really need to do if they are worried that they get a bag through the door, you can check whether the charity is a real charity by going on to the Charity Commission website and putting your name on. The bag should also say how much is being collected for the charity, both by Monetary Value and the proportion of the total that the private Bag Collector is collecting, and that should really be most of it going to the charity. Obviously the Bag Collector will take a small proportion for their own cost. Either some which perhaps do not know the rules . That is probably true. The large ones, like nspcc, will certainly know the rules inside out. Our concern is to make sure that Charities Get it right, that Trustees Take overall responsibility for the fundraising, and make sure that this year that they get from these collections is what it should be. There is a double whammy here. If you are family like ours who get lots of bags through, you reach saturation point, you sometimes pick the bag in the bin. If you learn that 10 of the profit goes to the charity then people stop doing it. We get quite a number of complaints from people who do not want to receive the bags through the letterbox and we do try to take action with the charities concerned we re action with the charities concerned were that happens. But 10 is far too low percentage for the charity too low percentage for the charity to get, it should really be the other way around. They should be getting much nearer 90 and the Bag Collector the 10 to cover their costs. So you are looking at the rules then . You lie we are consulting on some new rules to tidy we are the whole area up. We are consulting on some rules. The main stories this morning mps are warning british Train Passengers are being failed by the current rail franchise system, which they say which they say is no longer fit for purpose. Julian fellowess new production. Downton abbey the musical is happening in the west end. The actor who plays Hermione Granger in the west end in the harry potter play, she has made a point that there are no black actors in the Downton Abbey musical, which is up and coming. Very exciting news that the musical is happening, the fact that it is in the west end of london and there is no black actors, this is the chair where we suspend disbelief, where the impossible is made possible. There is not one black actor in the play. The actor playing hermione steps up out of her role and says, hold on a minute, should we be having a look at this, is this right . It is a big issue with the Academy Awards coming up. We had the iow Academy Awards coming up. We had the row last year. There have been calls before for black and minority actors to be given roles in period dramas, because you often do not see many faces. Can you imagine if your child and my chilled was at school and they could not be in the play because it was a period drama. It does not happen. What the parents do is suspend their disbelief and use their imagination. After all, this is the editor. The musical is reflecting tv. The whole thing carries on, doesnt it . Musical, theatre, the belief is not suspended when it comes to the actors. Shes a very successful actor in her own right and she is stepping out and says, iam right and she is stepping out and says, i am angry but anger is sometimes a good thing. The same argument is true for television. The people on television, they say, his to reflect the people watching it. The same is true about theatre and society. It is good for us to see people from other parts of the world playing all parts. It is healthy. I believe and she believes it as well. The mirror. It is the story of the closure of sure start centres around the country. Basically since 2011. I should tell you what sure sta rt 2011. I should tell you what sure start is first, it is a centre to help families who are disadvantaged, and the writer uses the area set various examples of women who have suffered from depression and etc and have gone to a sure start centre and been helped. This basically saves money in the long run by solving problems within families. I have totally lost myself. People think that sure start is like a crash something, but it is not it says here, it is a community. The programme was set up in 1998 by gordon brown, it is to make sure that disadvantaged families get the help they need. It is reported across the country that there have been 47 cuts of sure start centres between 2011 and 2016. 300 were closed. 156 open closed this year. I think that the mirrors flagging up these cuts because of the effects that they are going to have in the future in our communities, and it affects women, basically. We have been talking about abuse on social media bit today. The crater of girls has said that she has found it difficult to deal with trawls on social media creator. Full. Difficult to deal with trawls on social media creator. Full. Shes coming out about the fact that she suffers from this abuse. She is probably a millionaire. She does say in the article that gets you will go and his therapy, she says that i have all of these things but teenagers do not and actually. Dare i say it, it does not help when the president of america is trolling people, its a bad example. Yes, and it needs actors and creators and people like her to come out. Youre right, if the president is trolling thenit right, if the president is trolling then it means that there will be many more. Lead by example. Exactly. Shall i start . Yes, were talking about rubbish. Sorting out her waist. Sorting out our waste is a chore that most of us are now on top of, with 90 of packaging being recycled in the kitchen at least. But head to bathroom and were not quite so eco friendly. A group of environmental experts say only half of what we throw away there gets the same treatment. Now theyve come up with a simple solution use two bins in your bathroom, one for rubbish and one for recyclables. For more, lets speak to Dustin Benton from the green alliance. The thing is, i have a small bathroom, and i do not want to have two bins. I do not want to sort through it because it is mucky. Was people want to recycle, but that is often because you are in the kitchen and the bin as they are and you put something straight in. In the bathroom, you finish a shampoo bottle, you say, i will pop it there, and then you do not recycle it. Having a second then in the bathroom is a really easy way to raise the recycling rate. I also do not have a second bend. You do not have a bin at all . No, ijust not have a bin at all . No, ijust not have a bin at all . No, ijust not have a second one in my bathroom. Have a bin at all . No, ijust not have a second one in my bathroomli we nt have a second one in my bathroomli went through a phase of not having a bin in the bathroom, which forced me to throw everything away properly. What sort of items should you be recycling when it comes to Bathroom Waste . This should not be confusing, but it really is. One of the reasons is because Different Councils have so many different systems. We looked at Greater Manchester and we found our five at Greater Manchester and we found ourfive or six different at Greater Manchester and we found our five or six different systems within a ten mile radius, which is a bit crazy. It could be a lot easier if we all recycled in same way. But a nswer if we all recycled in same way. But answer your question, plastic bottles, anything made of glass, metals are pretty readily recycla ble. Metals are pretty readily recyclable. The things to look out for are things like cotton buds, you have the cotton and the plastic together. The Industry Needs to responsibility. The Design Products that are not recyclable. They should design bins with two sections. We all got told off recently because people were not washing out the recycling and they said we could not recycle them because they have food in them. It is certainly better to wash them out. What you want the plastic bottle that can be turned back into a plastic bottle, that is the most valuable and it says the most carbon. It is up to the local authority if they do some of the washing or not. The thing about food is that it rots, so if you have a milk bottle that has got old milk in it, that will novel turn back into a milk bottle because it is disgusting. Will never. Milk bottle because it is disgusting. Will never. It is only 50 of what we recycle in the kitchen that is recycled in the bathroom. Almost half. Yes, it is a real shame. Is that because we think of Bathroom Waste being dirty and we do not want to spend longer whether it then we need to . People put earbuds, make up wipes. Some of them say that they are flushable, they really are not, that should not happen. Nobody should have to be are cycling expert, it should be easy. A second bin is a way of making it easy. Having businesses design things that are readily recyclable, that should make it easy, having more accessible recycling facilities. Last year, some schoolchildren took pa rt last year, some schoolchildren took part ina last year, some schoolchildren took part in a modified part of the game. We have been to meet some players. I felt inspired and wanted to start something new. It turns out i like it. Lots of people think only americans play it. Thats not the case. Its a very strategic game. One of the players once described it to me as like rugby with a lot of chess in it. We play because it is different. The normal stuff like football and rugby, they are not unique like this sport. This sport is a mix of loads of other sports. I was in year 4, thought id give it a go, stuck with it and now i am in year 10. For more on how American Football is growing in the uk lets talk to rob rooksby of the British American football association. Good morning. Are you looking forward to the game . Yes, and the aftermath, because it will be a springboard of interest for youngsters in the uk and for the first time we have been able to get American Football into The School Games, the trust to manage The School Games have been brilliant and already over 20,000 schools this year have signed up for The School Games and we have had ourfirst participation figures for the autumn term. But getting into the sport and approaching it with the scientific mind, thinking, is it as good as people say it is, what is the value to children . I was blown away by it, absolutely amazing, and the Football Community themselves, because they are all volunteers, they are just so welcoming and really the whole thing is amazing. It has been really impressive. Lets talk about the big event tonight, the new England Patriots versus the Atlanta Falcons, this is a Chicago Bears helmet, isnt it . Tell us a bit about the game tonight, because the new England Patriots have been there a lot of times and done this before. Nine times and won 85. And the Atla Nta Nine Times and won 85. And the Atlanta Falcons have done it once, so they have been the underdogs . Yes, they are the underdogs, they are inexperienced and as much as i wa nt atla nta to are inexperienced and as much as i want atlanta to win, because i love an underdog, i think it is going to bea game an underdog, i think it is going to be a game where the new England Patriots are going to try and exploit that lack of experience, so i think it will be a tight game, i dont think the new England Patriots will walk this one, but i think it will walk this one, but i think it will be the fourth quarter, a couple of minutes to go, somebody makes a critical mistake, game over. The winners get one of these, the super bowl ring. Is this an actual one . No, it is a replica of william perry, the refrigerators. No, it is a replica of william perry, the refrigerators. It is about 24 celsius for the super bowl tonight. 5 in Northern Ireland. An improvement on the way if your conditions are a bit grey to start the day. Most start dry but we can see a narrow band of rain, snow to the tops of the hills from Scotla Nd To The Tops of the hills from Scotland Into North East england, edging northward and we will see things turning sunnier for some others before it reaches Northern Scotla nd others before it reaches Northern Scotland into the afternoon. Misty, murky weather into england and wales, showers in the part of the south coast as we go through the morning and one or two into the far south west of england. Wales, the midlands and into Northern Ireland as well. But you can see the extent of the mainly dry weather to come. More of us get to see a bit of sunshine away from this band of wet Weather Heading into Northern Scotla nd Weather Heading into Northern Scotland this afternoon and rain coming into parts of south east england could be heavy in sussex and kent, maybe towards london for a time. Five to nine celsius the top temperature, about 15 degrees in rome this afternoon for wales in the six nations and there could be some heavy showers for that particular match. Into tonight, here we have got Rain Clearing from south east england, turning dry in scotland, showers in the west will begin to fade. What we are left with overnight is a lot of dry weather to come, temperatures dropping, widespread frost on monday morning. Freezing fog patches as well. It could slow you down on yourjourney first thing on monday. The fog slowly clearing from eastern parts. Some sunshine, but in the west the Weather System producing outbreaks of rain, strengthening wind developing as well, so messy afternoon into the evening across Western Pa Rt of afternoon into the evening across western part of the uk. A cold meal in most places, and talking about cold weather, more of that to come in the week ahead and by the end of the week there will be a strengthening easterly flow coming into the uk and there could be some Snow Flurries on that as well, so the main story is that winter hasnt finished with us yet. Oh dear, are used to like you snow as well, oh dear when Roger Federer won his 18th Grand Slam last weekend, he proved that at the age of 35 hes not to be written off. And in carmarthenshire, tennis players are still chasing 96 year old basil smith around the court. Twice a week he plays the game he loves, inspiring players a quarter of his age. Sian lloyd has been to meet him. We dont play socially, we play to win, every time he may be 96, but basil smith hasnt lost his competitive edge. He doesnt move around the court quite so quickly any more, but he gives his opponents a run for their money and feels the benefits of the game. Youre picking the ball up, running around, concentrating on the ball all the time and i think it keeps you right keeps your eyesight good. I do half an hour exercise every morning and half an hour every night. Do you think that more older people should be playing tennis like you . Yes, they should be if he can do it, i might as well make a bit of an effort to come and play what would they get out of it if they did and picked up a Tennis Racquet . Well, they would be in dire straits now hes a Big Personality at swansea tennis centre, where he plays without fail twice a week. Hes a very nice man off the court, a devil on it. The game has changed since basil first picked up a racquet in 1928. Tennis was dominated by frenchman rene lacoste who won the mens singles title at wimbledon for the second time. All the players here are much younger than basil, but he isnt afraid to take them on. Im feeling a little bit tired and then you see basil and he plays for two hours. It is definitely an inspiration, to younger people as well, notjust older ones. You feel like you can keep going with the game. Celebrating his 96th birthday, basil believes tennis helps keep him young in heart and mind. Hes not planning on retiring from the game any time soon. Well done, basil, an amazing guy. Were going to catch up with someone we met on breakfast 18 months ago. Jason liversidge has Motor Neurone Disease, and was gradually losing his ability to speak. He came in to tell us how he would soon need to rely on a computerised talking system, and he was recording his own words and phrases in his own voice, so that his new synthetic voice sounds as much like him as possible. So this was him talking to us injune 2015 and pay particular attention to his voice. It will be a synthetic voice, as near to my now they can get. Obviously at the moment we are unsure as to how close that voice can be. What does that mean to you, its being your boys or close to it, rather than a Computer Thing . Its being your boys or close to it, rather than a Computer Thing7m means a lot in the sense that obviously the girls wouldnt understand another voice. For example, if i had the same voice is Professor Hawking it would be totally unreal for Professor Hawking it would be totally unrealfor them, Professor Hawking it would be totally unreal for them, so for them totally unreal for them, so for them to hear my voice will be great. Jason now has his voice pad, and hes here with his family once again, to reveal how it sounds. I should tell our viewers, jason, that some of your friends and closest members of your family have not heard this machine and how it sounds, so why dont you give it a whirl. Good morning to you, thank you for coming on the programme. Good morning, christian, thanks for having us on the show today. That is amazing, it sounds just like having us on the show today. That is amazing, it soundsjust like him tell us a bit about what happened, how did you get to go on this sort of Research Programme to record jasons voice . When jason was diagnosed with Motor Neurone Disease in 2013, we did lots of research and we knew that 90 of people with motor new disease lose the ability to speak. Most people with Motor Neurone Disease have a very computerised. Just a moment, darling most people have a computerised, robotic sounding voice, like Professor Hawking. Computerised, robotic sounding voice, like Professor Hawkingm computerised, robotic sounding voice, like Professor Hawking. It is very synthesised . It is, although it is synonymous with Stephen Hawking. We did not want that forjason and by accident i came across a tweet by a clinic in edinburgh that were doing voice banking trials, so we got in touch and they agreed for jason to go and bank his voice. How much of the difference do you think it will make to you, jason . This voice will make the world of difference, as it is me, i know it is me, and therefore a daily reminder of what i sounded like. And it is important as well to lily and pppy, it is important as well to lily and poppy, who are doing amazing drawing on the desk, it is great that they can heardad . On the desk, it is great that they can hear dad . Absolutely, they are only three and five, and although they know daddy is poorly and the doctors cannot make it better, they dont know what the future holds, they dont realise jason will eventually lose the ability to talk, so eventually lose the ability to talk, so for them it is really important they are able to continue to hear their daddy in his own voice. How important was it for you, jason, to bank these words, and how difficult to find people who sounded like you as well . You have to programme this computer while you are looking for the words, because it is a sort of predictive programme that you can. Yes, the words are entered but i have to programme them in. So you are still learning how to use it because it is quite new . It was really important that i banged my own voice and when i did it for several reasons my voice had to be largely intact. Also banking donors from similar sounding names was the best chance for getting this voice, this voice means so much to me because it is me, not a preprogrammed voice that really could be anyone. It is incredible because the accent is there, the axe and we heard before. Was it important to get a Yorkshire Accent . Where did you go to get the words . We did an appeal on local television and radio and social media last year, lots of donors came forward and they travelled to edinburgh at their own expense to go and donate their own expense to go and donate their voice to create a synthesised computer voice forjason. What does it sound like to hear your daddy, lily . What does it sound like to hear daddys voice . Does it sound like daddy . Is it important to hear him . Yes. What about you, poppy, did you like to hear daddy . Yes. And it is important to you, jason, that you can communicate how you use to communicate . It is amazing to know now that my girls, lily and poppy, and my wife will be able to talk to me and hear my voice back, especially lily and poppy as they only know my voice now, not as it used to be. Motor nouveau disease, we know it can be devastating for families. How has it affected jason, you obviously see how it has affected him and it has been a year since he came on the programme. Affected him and it has been a year since he came on the programmem has been more or less 18 months, the la st has been more or less 18 months, the last time jason came on he was walking and obviously his mobility was much better. Nowjason is unable to walk, he is only able to stand for a few seconds and needs help with everything, washing, feeding, everything, so it is a devastating diagnosis. Last year you put out his appeal to find these voice donors. It is an extraordinary thing to be able to digitise the way that people talk. Were you surprised by the way people responded to the appeal that you put out . It is coming, is it . It is interesting, because our viewers cannot see the screen but there is a lot of programming going on without the movement of hands . Yes, we did an appeal for those donors through friends and My Old School website, the response was great, people volunteered to go to edinburgh and support me, which has blown me away. How is jason controlling this computer, then . It works by infrared, it is tracking jasons eye movement, the viewers cannot see it but the computer has a keypad on, jason has to look at each letter and spell out a word, then press the speech but with his eyes and it will speak the sentence. It is brilliant, he has only had this week . Yes, only a week, so it has taken a bit of getting used to. That is different as well because Stephen Hawking has as well because Stephen Hawking has a thing on his cheek, he controls it with Muscle Movement . Yes, maybe because his eyes are not Strong Enough to control it by infrared. Jason, you were diagnosed with Motor Neurone Disease in 2013, how difficult has it been for you to deal with the condition . Burst of all, didnt believe it. It is like your whole life flashes before you. I think it took about three weeks to get my head around it. Ill be honest, i think i have dealt with it really well. The way i have always seen really well. The way i have always seen it is the glass is half empty. Iamso seen it is the glass is half empty. I am so impressed with how you deal with it, and how you deal with the computer. It is so good for you all to come and talk to us today, and lilly and poppy drawing their pictures here, very well behaved. Jasons story is on inside out in yorkshire and lincolnshire tomorrow evening at 7. 30 on bbc one, or you can catch it on the bbc iplayer. Thats all from us.
