The bbc reviews its policy on tackling cyber hate speech, after the abuse of elite sportswomen doubles in less that five years. A warm welcome to the programme. The head of the world bank has told the bbc that radically transparent systems are needed to deliver Financial Aid for lebanon. Axel Van Trotsenburg said it was clear the millions of dollars pledged, had to benefit the people directly. There have been fresh clashes between police and protesters angry at the governments response to last weeks explosion. Quentin sommerville reports. Heres the momentjust before beiruts ruin. The warehouse full of explosive chemicals is alight. Sahar fares, a firefighter medic took the video. Moments later, she and nine of her colleagues were gone. Sahar loved herjob. Shed even visit the station on her days off. She sent the video to her fiance, gilbert. He told her, get out they found her body by the ports grain silo. All he has left is her engagement ring. Translation i video called her instantly. She was terrified and disoriented. So i told her to run and i was shouting, run, run, run. And then the video cut. We were to marry. This is her ring, it was in her hands and now its around my neck. I wanted to take her in a white dress, instead i took her in a white coffin. Sahar fares was 27 years old, shes one of 220 now confirmed dead by the blast according to beiruts governor. So much was lost in this disaster and lebanon is in crisis. Even before the blast here at the port, its government was broke. This was a large part of the countrys grain supply. Here, people were already going hungry. Its leaders didnt get round to building up an emergency food reserve. The little they had is now lost. Theres no greater symbol of the countrys dysfunction than this disaster, but for years lebanon has been buffeted by political corruption and mismanagement. But its this catastrophe which has brought the country to its knees. French emergency workers are lending a hand. But hope has vanished. Theyre now only using dogs that find human remains rather than those that find survivors. Beirut is in pieces. The cost of rebuilding here will be more than £2 billion. Britain is playing a part too. These rescue workers got here within 2a hours of the disaster. Suzie cooper is the teams structural engineer. What were looking at right now is quick assessment to make sure that the really risky structures are being evacuated and the ones that are safe, we can get people back into. The uk government today pledged another £20 million to help lebanon rebuild. For the second day, protests in beirut. Theyre still small and police and army push back hard. Two government ministers have now resigned but the demonstrators want much more to sweep away the entire political system. And the world seems to agree. Its pledged millions to help them but only if their leaders break the corrupt habits of a lifetime. As we said, the head of the world bank has told the bbc that new structures can ensure International Aid benefits the people directly. This is what axel von trotsenberg had to say. What were doing in programmes, we will have this anticorruption and we have dealt with other countries having problems with corruption and we are able to control that. It requires enormous effort but we are willing to do that because we see the people are in need of help and we will again offer it. We have offered again offer it. We have offered a 200 Million Dollar operation and we will engage with the government to see if we can negotiate that with provisions of radical transparency as well as Good Governance in place. Anti government protests have taken place in cities across belarus after official exit polls announced another landslide victory for the authoritarian president alexander lu kashenko in sundays election. President lukashenkos main challenger, svetla na ti kha novs kaya, has appealed for calm, while rejecting the official exit poll results. Paul hawkins reports. Chanting. Across cities in belarus, thousands took to the streets, including here in the capital minsk. Go away, they chant. After 26 years of president lukashenko, theyve had enough, saying he rigged the election result. The man dubbed by some as europes last dictator hit back with stun grenades, tear gas, water canons and riot police. A violent end to an election day with unprecedented numbers queueing to cast their vote, eagerfor change. While the president arrived to cast his ballot, confident of another landslide victory. And why not . He controls the media and the vote count. He was scathing about his female opponent. Translation i dont consider that person my main rival. Its you who made the poor little thing my main rival. But she says quite honestly that she has no idea what she is doing. Which isnt how Sviatlana Tsikhanouskaya looked on the campaign trail. A few weeks ago she was a stay at home mother. Then her husband was banned from running for president and thrown in jail, so she stepped in. And while she never expected to win she always vowed to defend her vote and her supporters are doing just that. But can they make a difference . If they do not muster at least 100,000 then im afraid the momentum will fizzle and it will be business as usual, lukashenko will declare victory, hound down the remaining restless souls and embark on his sixth term. The police say it is an ongoing investigation. The suspicion is he has couuded the suspicion is he has colluded with Foreign Forces which means he is suspected of breaking the National Security law. Pro democracy activists you will see this as another example of essentially a new crackdown on hong kong since the National Security law was introduced onjuly one many activists feel the city is changing quite rapidly. What does this mean for the Pro Democracy Movement in hong kong, the likes ofjoshua wong and others who are still there . When the law was introduced on july one, many people thought jimmy lai was perhaps the number one target because hes so number one target because hes so outspoken. 0ther activists like joshua wong so outspoken. 0ther activists likejoshua wong also so outspoken. 0ther activists like joshua wong also fear the authorities are building a case against them. They say they are being followed by authorities oi being followed by authorities or private vehicles and they certainly feel they may well be a target. For the wider movement, i think this is certainly seen as another perhaps sign perhaps a time of intimidation, really. There we re intimidation, really. There were a large number of Police Officers present, raiding apple daily, the newspapers premises. Some people wondered why such a large number of Police Officers were necessary. Many pro democracy activists say this is another example of a crackdown. They feel they are big intimidated and are not sure what will come next for the city. Thank you. From all around the country, volunteers have come to the south east of the island to do their part for their country. People are coming in with boots and shovels to pick up the oil from the shore. They are building kilometres of floating booms to contain the spillage and they are cutting hair to donate because hair is a great absorbent for oil. The bulk carrier had around 4,000 tons of fuel aboard when it ran aground on a coral reef just off the Indian Ocean Island on the 25thjuly. Its believed more than 1000 tons of oil has now leaked into the water. The operator of the stranded japanese tanker offering a public apology but concerns have been raised over the time its taken for action. You know, its only the last three days since the oil started leaking that people have actually been taking action. Before that, the government really hasnt done too much to actually control the situation and obviously its been hard because nobodys really, nobody really knows whats going on. And already the impact is severe. Greenpeace warning animal species are at risk with potential for dire consequences for the mauritian economy, Food Security and health. This oil is so deep inside mangroves, in between rocks, under trees, inside the lagoon, that its not something thats this going to be easily fixable to get all of it out. Hate speech aimed at elite sports women has doubled over the past five years according to a bbc survey. Its prompted the broadcaster to review its policy on responding to abuse on its platforms. The Wales Rugby International Elinor Snowsill says shes scarred by the persistence of the comments she receives on social media. Jane dougall reports. If that was happening in real life, somebody constantly telling you your bum looks good in that, we would not accept that. I just wonder why in that, we would not accept that. Ijust wonder why it is a cce pta ble that. Ijust wonder why it is acceptable over social media. Asa acceptable over social media. As a Wales International for ii yea rs, as a Wales International for ii years, elinor thinks it is important to post social media updates on her sport what inspire young girls. But lately she has considered stopping because of the responses from trolls. It is lowlevel persistence requiring replying to my stories or commenting on how i look but it scared me a little because i put up a post and some of the replies straightaway made me feel scared. Patrolling a female athletes appears to be increasing. The survey was sent to more than 1000 women in 39 different sport and received 537 responses. It found that 30 had been trolled on social media, up14 30 had been trolled on social media, up 14 from 2015. Blocking individuals as a temporary solution but when responses become abusive or threatening, what options are available . It is absolutely the responsibility of those platforms that have given a megaphone and the targeting capacity to these individuals. If social networks are incapable of dealing with it themselves, it is going to have to be regulation and legislation. While platforms like the bbc say they are committed to strengthening their response to hate speech on social media channels, problem persists on the wider web. It stops you from posting sometimes and it does make you doublethink should i post this now because they could comment on, you know, how im looking. As well as her own safety, she also worries that young girls will read the comments and be put off ever playing sport. Lets hope they are not put off. The highest temperature was recorded in herstmonceaux in east sussex, 3a degrees, closely followed by 33 in farnborough in hampshire. More comfortable temperatures, more comfortable humidity through bedford and prestwick. It is going to be southeastern areas that continue to see the extreme temperatures over the next few days. But even here, temperatures will drop a bit by the end of the week. Together with the heat and humidity, theres an increasing risk of catching some torrential rain with some heavy and thundery downpours. Although, pinning down the detail is going to be rather difficult. As we head into the morning, we start with a fair bit of cloud around. Maybe some showers or rain developing, particularly across wales in the southwest. These could turn heavy and thundery, drift their way northwards through the irish sea, threatening northwest england, Northern Ireland and heading into southern scotland. There could be the odd sharp shower further east, but there will be a lot of sunshine around as well. Its going to heat up very quickly in england and wales, may well be a hotter day through the midlands 29, or even 30 degrees here. It gets more humid as well overnight across england and wales, temperatures perhaps dropping no lower than 17 19 degrees. Also be a bit warmer in scotland, and probably feeling a bit more humid here, i think, on tuesday. There may well be some further heavy and thundery rain to clear away from overnight, moving northwards, but the details have changed already for tuesday again with a scattering of showers developing further south, but also many areas still dry with some very warm sunshine. Those temperatures peaking at 311 35 across the southeast of england. And probably a little bit higher across yorkshire and lincolnshire on tuesday. As we head into the middle part of the week, we are going to find a weather front developing across the uk. Were also finding falling pressure coming up from biscay heading across northern france. So every likelihood that there will be some further heavy and thundery rain, giving the risk of some flash flooding. One area of rain pushing across scotland, northern england, then we will see a scattering of heavy thundery downpours developing more widely later in the day probably for england and wales. Still 33 degrees perhaps in the southeast. Seven days in a row with temperatures above 30 celsius. It will be cooler, fresher across scotland and Northern Ireland. So, the threat of some very heavy rain and a lot of thunder and lightning over the next few days. Gradually, the temperatures will get back to near normal by the end of the week and continue that way into the weekend. This is bbc news with the latest business headlines for viewers in the uk and around the world. Us President Donald Trump takes executive action to provide economic aid to millions of unemployed americans, afterfailing to reach an agreement with the democrats. The Worlds Biggest Oil exporter, saudi aramco, announces a huge fall in profits, as Global Energy demand dries up. And well be taking a close look at the cannabis industry and what firms are doing to ensure their businesses dont go up in smoke. If you have just joined if you havejustjoined us, you are in time for the top is and isa are in time for the top is and is a story. I am Sally Bundock and we begin with the latest developments in the United States where President Trump has taken executive action to provide economic aid to millions of americans hit by the pandemic, saying he was forced to do so after talks at congress broke down. The new measures will include the state providing up to 400 per week in additional Unemployment Benefits to tens of millions ofjobless americans. The new directives also included suspending payroll tax and extending student loans. This all occurred after the democratic controlled house of representatives had approved a 3. 5 trillion package, which was then rejected by the republican held senate. Were now joined from new york byjon maier, whos the chief Investment Officer at global x etfs. Iam hoping i am hoping you are there, you are, good to see you. Lets start with these moves announced by the president. He says were going to save americanjobs, we says were going to save american jobs, we are says were going to save americanjobs, we are going to pfy americanjobs, we are going to pry americanjobs, we are going to pry provide relief to americans. Will it deliver that . Let me quickly walk through what, from my perspective, what i think happened. Trump set out action and said he would cut payroll taxes. Payroll taxes are 6. 2 withheld from the employee so he says he will do that through the end of the year. If he actually can implement it, people would still owe this tax at the end of the year, so some employers actually will not withhold the tax if thats the case. Just remember, the us treasury controls the ars so payroll taxes could be changed but those without jobs payroll taxes could be changed but those withoutjobs really arent helped. That brings me into the extra Unemployment Benefits. Right now through the ca res act benefits. Right now through the cares act which expired onjuly 31, he was providing 600 of extra Unemployment Benefits per week on top of what states already provide so in new york that would be approximately 1100 per week or so. But now it has expired and there was, the executive action says that states can opt in and pay 25 of the 1100, so 100, and set up of the 1100, so 100, and set up the system to do it themselves. It seems complicated and it doesnt seem like it could happen, i doubt it could happen. Then there is the moratorium on rent so there isa the moratorium on rent so there is a study about the federal government on ways to prevent infection. It actually doesnt say all that much. Then there is deferment of student loans, but the principal balance of the loan has not been forgiven, it still has to be paid. So it seems pretty toothless to me. What the order doesnt do is it doesnt provide any aid to Small Business or state and local governments or money for schools and we are embarking on the period where kids are going back to school. So there are very tough times ahead for americans and by the sounds of things, from what you are saying, they may not get this money, this benefit, that the president is said he is giving out to people without work, for example. So where do we go from here . Clearly there is an impasse within congress and the federalfunding impasse within congress and the federal funding thats needed may not get through to those who need it most. So, what this means for the economy, essentially, festival, markets are essentially, festival, markets a re low essentially, festival, markets are low certainty and right now, they do not have that certainty. I dont think this will bring the two sides back to the table but it may not bring the democrats and the republicans back to the table until september. If i decide sees the market declined meaningfully, i think they will get back to business and trying to find some sort of solution. As we know, since the virus is not contained in the us and the effect, the care act, the original stimulus provided by congress as well as the fed, was divined to plug holes in the economy in the us and it did a pretty good job. The stock market declined meaningfully and bounced back. That is because the consumer had some money in their pockets and they were able to buy and do all the things they needed to do while they were at home, working from home, educating their children at home. If that money goes away, the consumer really has a problem so that is of concern and it is not lost on politicians. I think there isa on politicians. I think there is a lot of posturing going on right now. John, were going to have to leave it there because we are out of time but thank you so much for staying up so late, i really it, joining us life in new york where it is going to tick across into monday very soon. Now, lets stay stateside and look, one of the best known symbols of new york city has been shut down since march. Rodway. Broadway. Producers and theatre owners have said shows will not resume until next year. Many smaller theatres are following suit. In the first of a series looking at how the pandemic has reshaped Entertainment Industries around the world, Samira Hussain reports on how performers, set designers, stage managers and musicians are dealing with the prospect of a year without work. Broadway, the beating heart of american theatre, but the coronavirus pandemic has delivered it a shock. 0n coronavirus pandemic has delivered it a shock. On most nights, audiences would pack into any one of the venues here to ta ke into any one of the venues here to take in a show, but in this city that never sleeps, new york citys stage to the world has gone dark. Mean girls, the musical adaptation of the film by the same name, has been running on broadway for two yea rs. Running on broadway for two years. Hundreds of people laboured behind the scenes to make shows like this come alive on stage. People like holly combs who was working until the moment she was told to stop. The day that it got announced, it kind of really hit, oh, i dont know what my plan is, i dont know what my plan is, i dont know what my plan is, i dont know how i am going to pay rent until january. Dont know how i am going to pay rent untiljanuary. Her weekly unemployment checks pay the rent. She uses her savings to buy food while trying to find anotherjob to buy food while trying to find another job off broadway. Everyone go through career changes in their life. One day i probably wont do that one day but i did not foresee that happening in my 30s. |j day but i did not foresee that happening in my 30s. I am optimistic but i will be heartbroken, of course, if the show that are currently on broadway cant come back. Violinist katie kruyswijk went from performing eight shows a week in the orchestra of the rodway musical to performing in her bedroom. Collaborating with other musicians virtually but broadway was her dream. My whole life is built around playing the violin and writing music and making something that i share with other people. It is not something that i really wa nt to is not something that i really want to let go of. Even for performers with decades of experience, broadways closure has been just as experience, broadways closure has beenjust as painful. Judy isa has beenjust as painful. Judy is a four time tony nominee. The thing that is so unique about Live Performance is it is about Live Performance is it is a communal experience. It happens once that particular night with that particular audience and those particular performers. The curtain on broadway is meant to rise again at the beginning of next year but while the country is in the grips ofa but while the country is in the grips of a pandemic, it is hard to see people flocking into the city to sit together for a Live Performance. So until they can, the theatres will remain dark. Samira hussain, bbc news, new york. And look out for the next pa rt york. And look out for the next part in our series on that, coming soon here. But now lets discuss news coming from saudi arabias state oil firm, saudi aramco. It has announced a huge 73 fall in Second Quarter profits, as a slump in crude prices and Energy Demand hit revenues for the Worlds Biggest Oil exporter. But aramco did announce it plans to pay 75 billion in dividends this year. That is music to the ears for shareholders, i am sure. 0ur middle east business correspondent, Sameer Hashmi now joins us from dubai. Nice to see you. This massive drop, was it expected . It was expected that they would be a drop but i think it was a bit too much. A lot of analysis a nalysts too much. A lot of analysis analysts were expecting a little bit more than that. I think what is clear is that the oil industry has had a really rough time and these results are for the period of april to june and we should keep in mind that not only the coronavirus has had an impact on demand, this was also a period during which we saw an Oil Price War twin saudi arabia and russia, which is the other big oil supplier, where we saw prices almost going below 0 for the contract for the month of april. This coincided with demand falling globally so that is the reason why we see the results and the earnings for aramco falling steeply for the period of april to june. Are there signs of demand reviving . If you hear what the ceo from aramco says yesterday afternoon, he painted a very rosy picture that things are starting to pick up, particularly in asia where you have some of the biggest Oil Importers like china and india, but if you look at the stats and data that is coming out, yes, china has seen a strong update in terms of it recovering which is a huge indicator, but if you look at india, oil demand has actually been slowing down again and the overall trend is that earlier a month back, analysts were more positive about demand recovering more quickly now there are doubts and there is a feeling that oil demand may stay for a few months or longer than expected. Is there a chance of 0pec re looking at production cuts if demand doesnt pick up . What are people saying about that . That is a tricky one, sally, because it saudi arabia, along with russia, you had President Donald Trump intervening to make sure there was a deal between 0pec and other Oil Producers like russia so other Oil Producers like russia so that oil prices stabilised. Right now it is about 40 or a little more than that, but if oil demand does not pick up and in august, what has happened is that all the soil surprise have increased their supply. If it softens, they would be under pressure for Production Cuts Oil suppliers. But now, pressure for Production Cuts Oilsuppliers. But now, if pressure for Production Cuts Oil suppliers. But now, if they keep prices low, it will put their budgets under pressure and why did the deficit. Wider. Saudi arabia could go back to increasing their market share but eventually every country has to look after their own budgets and revenues so we really dont know how this is going to pan out. It is really just the time for 0pec and other Oil Producers. Thank you. Lets get some of the days other news. The sandwich chain pret a manger has confirmed that it has asked thousands of staff to work fewer hours as part of a post pandemic restructuring. Staff in stores have been asked to work about 20 fewer hours than before. The firm runs 550 outlets globally, employing 13,000 staff, including 8,000 people in the uk. Shares in hyundai motorsjumped over 10 earlier today after the car maker announced it would be increasing its investment in electric vehicles, aiming to become the worlds Third Largest electric car maker by 2025. Hyundais shares are currently trading at their highest level since 2018. Lets have a quick look at how the asian markets are faring. Hyundai is listed in south korea, of course. You can see australia at the top, the all 0rdinaries, bucking the trend at nearly 1. 7 but elsewhere, a bit of a mixed picture. Sameer talking about the chief executive of aramco putting oil prices up again. There has boosted optimism and also industrial data out of china which is pretty steady and that is boosting hopes of an economic recovery in the worlds second biggest economy. So thats what is happening in terms of whats moving markets, stories moving markets at the moment in asia. As you were hearing earlier, Hong Kong Pro Democracy tycoonjimmy lai has been arrested for suspected collusion with Foreign Forces, according to his aide. Mr lai is estimated to be worth more than 1 billion. The newspaper he founded, apple daily, is frequently critical of hong kong and chinese leadership. Lets cross to our Asia Business hub of singapore now, where mariko 0i joins us. This is a very high profile man, isnt it . Tell us more about this business tycoon and his arrest. He isa he is a huge media tycoon and probably the most prominent person to be arrested under the controversial new National Security law. More importantly, because he is a huge media tycoon, this could affect Market Sentiment because remember ever since the law was even proposed, neither investors nor the stock market reacted as much as expected because many investors thought that this could alljust be symbolic and would not affect business people. But now it definitely is. So this can make foreign businesses even more nervous about continuing to operate in the territory stop it is worth mentioning that the newspaper he founded, ap daily has been very critical of beijing but to see live pictures of police raiding their office is quite astonishing in a city where free press was very famous and because this is the first time the rule has been used against the rule has been used against the media as well andjust last month we saw the New York Times announcing that it was moving pa rt announcing that it was moving part of its Hong Kong Bureau to south korea and several outlets have complained about foreign journalist visas not being renewed so this journalist visas not being renewed s0 this arrest is definitely a significant blow to the status of hong kong for its democracy. After days of scorching temperatures, large swathes of the uk could be hit by severe thunderstorms this week. This is bbc news, the latest headline lebanese protests against corruption as the World Bank Says therell be new systems to deliver aid to the people. Clashes in cities across belarus after official exit polls say president Alexander Lukashenko has secured another term in office. Canopy growth one of the best known names in the legalised cannabis industry reports its q1 results before the bell today in new york. Like many companys in the industry, its likely to have been hit by the lockdown. Even before the current crisis, many banks were wary of dealing with the cannabis industry, and thats put extra pressure on companies ability to raise money to weather the current storm. Joining us now from london is george mcbride, whos the founder and chief executive officer of hanway associates. Welcome to the programme. Firstly, how is one of the worlds biggest cannabis players likely to do . What do you think it will say today . |j think you think it will say today . think today is not going to be a huge change from the challenges they have faced over the last 18 months. We have seen the last 18 months. We have seen significant hurdles for large Cannabis Companies with multinational aspirations. There are restrictions around how they can raise capital boy also must be aware that the market had a huge boom in 2018 and companies were able to raise money at very large valuations. It is a more challenging environment at the moment but we mustnt forget that sales have been strong in some areas during lockdown and cannabis has gone from illegal to essential in some parts of the world very rapidly. Interesting you should say that because here in the Business Unit of the bbc we have been approached by new so mean by so approached by new so mean by so many approached by new so mean by so many new approached by new so mean by so many new companies springing up, those that create supplements and oils and all sorts of things that they claim fix everything out there. There was a massive surge in growth. How is the lockdown impacted the industry as a whole do you think . There have been beneficial impacts here in the uk it has been easierfor patients to access their medicine, changes in the way medicines are provided with remote sessions and delivery straight to door have made it easierfor some patients. In large swathes of america it has been deemed an essential service and we see record breaking sales in many dispensaries in the us during lockdown. However in other places the general economic downturn and obviously the significant restrictions placed on peoples Free Movement and on peoples Free Movement and on trade and commerce have had a significant impact. But there isa a significant impact. But there is a significant opportunity here and many people are expecting countries to continue to liberalise their laws to help drive economic stimulus post coronavirus and also due to the continuing rise in public sentiment for these kind of reforms. But if there is such opportunity why are banks wa ry such opportunity why are banks wary when it comes to investing in supporting these companies . A highly complicated area and for compliance it presents significant challenges. The legality of operations, while clear in some jurisdictions like canada where many of these companies are based, are much murkier when you deal with differences in federal and state law in the us or unclear regulations in countries like the uk and other eu countries full so compliance in large banks, this is the problem. However laws and regulations are getting clearer and clearer and we expect the environment for banking to become more sta ble for banking to become more stable over the next few years. But my doctor is a real optimist, hes open to anything and he did say its not impossible to learn how to walk again. Were in the gym working out. And the strength she had to turn up to a gym, to Start Building herself back up was something that struck with me. You are up to date now, thank you for your company and we will see your company and we will see you soon your company and we will see you soon stop hello there. You soon stop this heatwave continued across southeastern parts of the uk on sunday. The highest temperature was recorded in herstmonceaux in east sussex, 34 degrees, closely followed by 33 in farnborough in hampshire. Those temperatures peaking at 34 35 across the southeast of england. Good morning, welcome to breakfast withjon kay and louise minchin. 0ur headlines today headteachers call for a plan b if schools cant fully reopen in england, suggesting that week on, week off teaching could be required.
