Hello, and welcome to audiences in the uk and around the world. Were covering all the latest coronavirus developments here in britain and globally. This is europes moment. That is how the president of the European Commission characterised the challenge facing the eu in emerging from the coronavirus crisis. Well today eu leaders will meet via videoconference in search of a deal over what theyre calling the next generation fund, worth 750 billion euros. The European Commission wants much of that money to be distributed to the worst affected countries in grants, but sweden, denmark, austria and the netherlands say it needs to be paid back. Simonjones reports. After months of lockdown, europe is tentatively opening up europe is tentatively opening up again. Locals on the beach in barcelona are set to be joined soon by international tourists, but the question now is whether the eu can come together to agree a coronavirus recovery plan. It is known as the next generation eu fund. And a sign of the times, leaders wont come to brussels in person, discussions will be held by videoconference. Proposal is to raise 750 billion euros through Financial Markets in an attempt to revive the economy. 500 billion of that will then be distributed as grants, the remainder in loa ns. As grants, the remainder in loans. The german chancellor warns swift action is needed. Translation pandemic and the economic downturn connected to it are the biggest challenge in europes history. Are europe will master this crisis compared to other regions of the world will decide on the prosperity of europes citizens and europes role in the world. But there is opposition in sweden, denmark, austria and the netherlands. They are against the idea of countries being given grants, saying any money should be paid back. The European Commission is wanting this unprecedented crisis demands an unprecedented response. Cornelia meyer is an economist and ceo of mrl corporation, we can speak to her in bern, switzerland. Good to see you. The initial drive towards this summit was, we have to get a deal here and now. All the officials seem to be saying in their briefings, not a chance. What do you think . I think, not not a chance. What do you think . Ithink, not this not a chance. What do you think . I think, not this time but they will get there because they have two. You heard the Prime Minister of one of the frugalfour, Prime Minister of one of the frugal four, the netherlands saying eventually we will have to get there, and obviously the frugal four are to get there, and obviously the frugalfour are against to get there, and obviously the frugal four are against the neutralisation of debt, which this essentially is, they are against this being grants, but they have already come a long way, if you look at, its now going through the annual financial framework, through the eu budget, so it is not a neutralisation of debt and if you have a debt it is getting tricky because if you are italy and your debt to gdp ratio is 130 , or grease 180 , there is no headroom left because really, under eu guidelines, you should have 60 , so i dont see any way to get around it than distributing it as grants. I think they will get there. Good chance, because the former most frugal country germany has teamed up with france, with Emmanuel Macron in terms of saying we need to get this done, otherwise we risk the cohesion of europe. Presumably those frugal four and presumably some other countries are going to say there must be very strict conditions on how you use this money and what you do with your economy and the process , do with your economy and the process, what your policies are, they have to work. Process, what your policies are, they have to worklj process, what your policies are, they have to work. I think thatis are, they have to work. I think that is right, and that is the horse trading that is going to go on because everybody agrees you cant ask grease to take on more debt that has to be repaid and then have a 200 debt to gdp ratio. That wouldnt work. But i will say, it has to be used for healthcare, that could be very, heavy Strings Attached and that is right. If you get a grant, you should have a string attached to it. Very briefly, this is another videoconference. You cant resolve this without face to face, can you 7 resolve this without facetoface, can you . Ithink you can but it will take a lot longer. Lets say Angela Merkel cant take Emmanuel Macron on the side and they can have a little bilateral on the side, these bilateral take longer because they have to be scheduled telephone calls, they are more formal, you probably can get it done, it would be much, much better if you could do it face to face but it will ta ke do it face to face but it will take longer. That is why i have a lot of sympathy if somebody says no chance now. Thank you very much indeed. The australian Prime Minister says a major cyber attack is under way against australia targeting government, industry and political parties. Scott morrison says a sophisticated state based actor is behind the attack but didnt say which country was responsible. Mr morrison told a News Conference in canberra that the intrusions had been intensifying in recent months. This activity is targeting australian organisations across a range of sectors, including all levels of government, industry, political organisations, education, health, essential Service Providers and operators of other critical infrastructure. It is a sophisticated state based cyber actor because of the scale and nature of the targeting and the tradecraft used. Those who are engaged in this are not doing this to help us thats certainly not their intention and so, you could describe it as malicious. Lets get more from our correspondent Shaimaa Khalil who is in sydney. He recognised there arent many state who could work at this level, but he is tiptoeing around any names. Why . level, but he is tiptoeing around any names. Why . I think at this point he just was adamant not to name names even though he has been probed about ita number of though he has been probed about it a number of times in that press co nfe re nce. It a number of times in that press conference. The headline was clear, the cyber attack was clear, the fact that this is a state sponsored sophisticated attack was clear. What wasnt clear was why the leadership decided to make that announcement today at this moment, even though this has been happening for months. He has made a similar announcement earlier last year but as you said, he refused to name names. He was specifically asked about the country that almost everybody was thinking about, china, and he refused and declined to comment about that. We do know, though, that relationships, the relationship between canberra and beijing as atan between canberra and beijing as at an all time low, especially after australia sided with the United States and asking for independent enquiry about the origins of the coronavirus which of course was detected first in china late last year. Beijing at the time dismissed it, saying it was politically motivated and very soon after that imposed tariffs on australian barley, stopped beef imports and then recently it cautioned chinese citizens from coming to australia because of racist attacks, and the Prime Minister at the time then responded with an intensifying rhetoric saying he is not going to give in to beijings coercion. Until Scott Morrison actually comes out and says china it is hard to say 100 that this is behind it but we do know that australia has chosen this moment where its relationship with its very powerful trading partner is tense, to say that it is under cyber attack by a powerful country. Thank you very much indeed. President trump could be forgiven for thinking thank god its friday, after a week full of political setbacks. The Us Supreme Court has ruled against his administration in two inportant cases. His former National Security adviserjohn bolton has written a memoir which lambast him as incompetant. Add this to sinking poll numbers and covid i9 spreading again throughtout parts of the country. It has been a challenging old week. For more on this, im joined from los angeles by our north america correspondent, david willis. A challenging week is possibly an understatement, not least with the resignation now of another relatively senior official in his administration. Thats right, yes, Mary Elizabeth taylor was one of the Trump Administrations highest ranking African Americans, and in her Resignation Letter she said she was leaving because of comments and actions surrounding racial injustice, and she went on to say that the president s actions cut sharply against her core values and convictions. Mary Elizabeth Taylor formerly worked at the white house where she helped shepherd through the Senate Hundreds of president ial nominations including the Supreme Courtjustice nominations including the Supreme CourtJustice Neil Gore search and the man who became her boss at the state department, mike pompeo. Her departure follows the resignation of two officials at the pentagon, last week alone. There is a starter. Now he has got trouble with the courts over the dreamers and he has lost his opportunity to pursue what, for him, he saw as a very important, very popular move and his administration. Thats right, and the dreamers decision by the Supreme Court isa decision by the Supreme Court is a blow to donald trump, there is no question about that because he very much framed his Election Campaign on being tough on immigration. He also has sought to undo many of the major achievements of his predecessor barack major achievements of his predecessor ba rack 0bama, major achievements of his predecessor barack 0bama, and of course the daca programme was an executive order from president 0bama. President trump today responded to that Supreme Court decision by saying that it was a horrible and politically charged decision, as he put it, and he said now we have to start this process all over again but for the interim there is absolute jubilation as you can imagine on the part of 700,000 or so immigrants thatare on the part of 700,000 or so immigrants that are part of that programme, they have a reprieve for now at least. He is certainly not afraid to respond and he does so on many fronts butjohn respond and he does so on many fronts but john bolton respond and he does so on many fronts butjohn bolton is a good example of that, i suppose. He has run into a bit ofan suppose. He has run into a bit of an issue with facebook, the coronavirus numbers are spiking in some parts of the country again, it really is a catalogue of difficulty. Absolutely, not to mention his wranglings with social media and tonight twitter, a preferred medium of expression for the president , slept a warning advisory on one of his tweets, he reposted a video that was intended at drawing attention to what he calls the Fake News Media here and facebook, for its part, has said it is removing various Trump Campaign ads that feature a nazi symbol. Trump administration has said that symbol is simply one that designates antifa, a left Wing Organisation that it has claimed is responsible for violence at recent antiracist demonstrations, so he is going and on all fronts and he must be looking towards that rally in tulsa, that very controversial rally coming up this weekend as a potential for some relief from the bad headlines. You have covered an awful lot of ground in three minutes, thank you very much indeed. Stay with us on bbc news, still to come retired Pope Benedict makes a rare trip abroad to visit his sick brother. Nice to see you again. We we re bbc. Nice to see you again. We were trying to fight the virus. We were told we had to search for a link with china but we we re for a link with china but we were not able to see patients with that kind of symptoms that we re with that kind of symptoms that were coming from china. We lost time in closing the area. So, the lockdown came late. Politicians past the buck over closing italys second richest city under pressure from business groups. Delaying down as other countries have seen cost dearly. As did the decision to move some of the sick to care homes. Half of the 140 patient said i. While i was infected, i must have infected other people. If they have managed this well, eve ryo ne have managed this well, everyone would still be alive. The care home declined an interview but in a statement told us that the claims were false and that they had followed health protocols. At the heart of europe and with italys largest elderly population, lombardy was an easy target. It is still the infection hub. This is the legacy of lombardys emergency. The daily presence of the need for complete detection, the full mobilisation of resources to prevent another spike of the virus. South africa has high levels of violent crime, amongst the worst in the world. More than 2,700 women were killed last year. And the government says cases have increased drastically under the coronavirus lockdown. 0ur south africa reporter, Pumza Fihlani looks at what is being done to tackle this. They are supposed to be under lockdown but they have taken their morning to the streets. Hundreds sing, only you lord know what will become of me in this painful world. This woman was eight months pregnant when she was found stabbed, hanging from a tree. Her death a reminder of the dangers faced by women here. Ijust reminder of the dangers faced by women here. I just turned andi by women here. I just turned and i felt somebody was hitting me. Before the lockdown started, we met a woman who had been attacked the previous day. I was ashamed to go home even because i didnt ask for it was blue didnt ask for it and no one deserves that so i want to know, he kept asking. She told us she was worried no one would believe her and worse, nothing would happen to the man who raped her. After we first visited, we returned to the clinic to find the lockdown has brought new challenges. If you have an increase in the number of gender based violence, have an increase in the number of gender based violence, 0k, and then we have got a set numberof ppe. You and then we have got a set number of ppe. You know, the chances are that we might run out if the issue keeps going at the rate it is going. And obviously problems like that are quite dangerous. Here in south africa, more than 2,700 women were killed last year. That is about wonder woman every three hours. For the lockdown, more than a hundred rapes were reported every day. Experts say this is just a fraction of what is really going on. Last year, president mariposa declared violence against women a national crisis. The government promised more money to fight gender based violence, a result of National Outrage at the killing of this 19 year old student. This funding has gone to clinics and social programmes. Right now, it is right on the periphery. Yes there is awareness and some kind of response. Yes, we now have some kind of budgetary allocation but we are moving too slowly and the bodies just keep dropping. Do you know what Sexual Activity without consent is sexual violence. Young people are being taught about sex, violence and consent. Advocates say this will play a key role in stopping brutality against women. When we say that Sexual Activity by choice, that means that there was a. Consent. Some of these services are not available under lockdown and there are concerns that violence against women will go unchecked. And lives that could have been saved lost. Pumza fihlani, bbc news. The former Pope Benedict has made a very rare public appearance, in his first trip outside italy since stepping down from the papacy seven years ago. He has travelled to his native germany, where he met with his ailing elder brother. The bbcs tim allman has the story. No popemobile, technically no pope, but a papal visit nonetheless. In a quiet street in southern germany, an old man arrives to comfort his dying brother. But this is no ordinary old man. This is benedict xvi, the former head of the catholic church. In a wheelchair now, looking somewhat frail, but determined to make this trip. Translation i think we can really call this a visit to his sickbed. The pope emeritus receives daily updates on how his brother is and it seems the information was such that he thought, now i have to go to regensburg. Benedict was the first pope in six centuries to retire from the papacy. He has lived out his retirement away from the public eye, but the ill health of his elder brother, georg ratzinger, has brought him here. Translation it is a sign of love, true love. The most important thing in the world. They spoke to each other on the phone almost every day. Translation i think it is pretty clear the brother will not live much longer. Of course, i hope not but i fear he is nearing the end. Two men, two priests, two brothers. The vatican says Pope Benedict will remain here for as long as necessary. Tim allman, bbc news. They were arrested in late 2018, after the canadian authorities arrested at the huawei chief Technology Officer in vancouver. That is the latest here. The Business News is coming right up. Hello there. Well, thursday turned out to be a particularly soggy day across england and wales, with an area of persistent rain. The radar picture on thursday shows just how wet it was across england and wales. The heaviest rain really working into southern wales, where we picked up 50 millimetres of rain through the day in st athan, and down on the south coast. Take a look at this weather watcher picture. This is in fact a waterspout. You can see a little bit of sprayjust being whipped up off the sea there. So we had all kinds of weather around on thursday, and that same area of low pressure remains with us over the next few hours. So, we have got more rain to come wales, south west england. The rain moving back into central, southern england, the south west midlands. Wet weather moves across Northern Ireland, and there will be some rain for a time in Northern England and southern scotland as well. So, rain at times probably best sums up things. As we head into friday, though, our low pressure is going to be tending to ease away quite quickly north westwards, with the rain then getting shoved northwards. So most of us have a cloudy star to the day. Rain across wales, the midlands, moving into Northern England, where it will turn heavy and thundery through the afternoon. And some of those storms will make their way into southern scotland. A few showers further north in Northern Ireland as well, it will feel a little bit breezier, a little bit fresher across the far south of england, as brighter skies work in late in the day. Then, overnight the last of that rain clears northwards. Across the far north of scotland will get some rain for a time. Working across shetland, for example, friday night. Another mild night, temperatures staying into double figures. Now, the weekend we do have another weather system to push through, so we will get more rain at times, but actually, its not a bad start to the weekend. You will notice, though, the weather turning a little bit windier at times. And through the weekend, its certainly going to turn a good dealfresher as well. Now, saturday starts off on a bright note. Most of us having a dry start to the day, with some sunshine. However, the cloud and rain will fairly quickly spread into Northern Ireland through the afternoon. Ahead of that rain, bands temperatures into the low 20s, with sunny spells widely across scotland, england and wales. Late in the day, we will start to see rain arriving across wales, and western england, western scotland, too. That rain then moves eastwards overnight. Still loitering across scotland as we head into sunday morning, but clearing through. Then followed by sunshine and heavy showers. These showers could be thundery for scotland and for Northern Ireland. But a fresher feel the weather. Sundays top temperature around about 22. Thats your forecast. This is bbc news, with the latest business headlines for viewers in the uk and around the world. They must pay their fare share. Europe calls on the us to support plans to tax the tech giants, as the pandemic makes them more powerful and more profitable. Plus, back in business, singapore eases its lockdown as shops restaurants and most companies reopen. We start with the us tech giants, facebook, google, amazon and apple, and the global row about how much tax they should pay. They have long been criticized for moving their multi billion dollar profits around the world to avoid tax. Global talks have been under way to agree a fairer system, but on wednesday the Us Government walked away from them, raising fears of a damaging trade war. In a letter seen by the bbc, finance ministers including uk chancellor rishi sunak have now written to the us treasury secretary, saying the pandemic is making tech firms more powerful and more profitable, as people spend more time online. And that it is fair and legitimate to expect that they pay their fair share of tax within countries where they create value and profit. Lets get more on this, nick watson is an investment manager at janus henderson, hejoins me from london. Good to see you. The rationale is pretty clear, everyone get that. The route to a deal ever more distant, it would seem . I think that is true, this has been rumbling around in the background for quite some time with the oecd trying to bring both parties together. It is interesting that as we move through the Coronavirus Impact and governments trying to fund to keep their economy is growing, it is not a big surprise that you see the uk and other European Countries trying to finance some of that Government Spending by looking at those successful parts of the economy and trying to raise some tax from them. Route to a deal is definitely going to be challenging particularly as we move into the re election in the us. Do you think were going to come into bit of a hiatus now with perhaps European Countries hoping that there will be a different approach, lets say, come november . You could maybe see that happen. If you did getjoe biden coming into the white house could see a very different to tax in general. Donald trumps twitter account has not been particularly active on this just yet so it doesnt seem that markets are too worried. There is no issue in terms of equity markets, but you can see how this does contain two other areas. The us was potentially looking at putting tariffs on european car imports, so you can see how these things could quite quickly snowball into a wider issue. And it is not as if this issue. And it is not as if this isa trump issue. And it is not as if this is a Trump Administration issue necessarily. The medication industry have said government should not impose special taxes on other Countries Companies while at the same time recognising that some sort of tax reform is needed. Recognising that some sort of tax reform is neededi recognising that some sort of tax reform is needed. I think these companies have done very well for a prolonged period now. This is in 2000 where some of these Tech Companies arent generating earnings. These companies are generating significant earnings and profits so the debate about what that fair share of tax should be is quite lively, but it is certainly focused on the us so it is certainly focused on the ussoa it is certainly focused on the us so a lot of the countries where some of the older industries arent behaving in such a profitable manner, you can see why governments such a profitable manner, you can see why governments are quite keen to take a slice of that pie. You said this is an oecd that pie. You said this is an 0ecd issue, does that have to be, do you think, the forum through which ultimately a deal is done . I think it depends how that dealers evolved. If there was a push in that direction, you can see this being done on a more unilateral basis, but i dont think that donald trump is necessarily going to play to his base by agreeing to european government demands to tax us companies more. Thank you very much indeed. Lets go to singapore now, where shops, restaurants and most businesses reopen today after one of the worlds strictest lockdowns. After early success in containing the virus, singapore was forced to reimpose its lockdown in april following an outbreak among migrant workers. So how are people feeling today . Lets talk to our Asia Business correspondent Karishma Vaswani who is outside a restaurant. 0r insidea 0r inside a restaurant, it would seem. Talk us through it. It is lunchtime, day one of phase two which is the second stage and how singapore is emerging out of its lockdown and emerging out of its lockdown a nd restau ra nts emerging out of its lockdown and restaurants like the one i am and now can finally have people coming in to dine in. You can see a few casual stragglers, customers coming in to get a chance to meet with their friends to get a chance to meet with theirfriends for to get a chance to meet with their friends for the first time in two months, but things arent completely back to normal, we still have to have a mask on like you can see the one that i am wearing. It is illegal not to have one. There are social distancing rules still very much in place, each of these tables has to be spaced out, there is a social distancing ambassador on hand and only five people at a time at one table. The lockdown has had a Significant Impact on the food and beverage sector in singapore and joining me to talk a little bit about that is the owner of this restaurant. So, day one, how are you feeling . Very happy, because we are seeing life back into restaurants again, customers are coming back, all our regulars, we are beginning to get back to the norm. Singapore did seea get back to the norm. Singapore did see a big impact from the lockdown and its food and beverage sector, at least most of the restaurants that we spoke to, most of them surveyed at least in one survey saw staff being cut as well as reve nu es staff being cut as well as revenues falling. Did you have that kind of impact . I revenues falling. Did you have that kind of impact . I think everyone is impacted. And for us, when the Circuit Breaker was announced, we knew that we would be impacted greatly, because 90 of our Customer Base our office crowds, and since they are working from home, we have lost them. So thatis home, we have lost them. So that is an impact we immediately saw in the first week but we managed to adapt to that. And what did you do to try to make sure you got out of this situation and Going Forward . This situation and Going Forward . What we did, the date was announced about the Circuit Breaker, we had a meeting, we didnt want to impact any of our staff that we kept everyone and we adapted to the new norm, so what we did was we introduced a mobile app and we we nt introduced a mobile app and we went online so orders are now through e commerce, that helped us with a lot of takeaway orders. Keith, thank you so much forjoining us and that is it from us here at this restau ra nt. It from us here at this restaurant. It is the first day soiam restaurant. It is the first day so i am going to get a chance to maybe grab a coffee with this mask on, with some of my mates who are office goers at the bbc a little later in the day. Dont blame you, good luck here in the uk, the lockdown is also easing bit by bit. Stores, retail parks and Shopping Centres opened on monday many of them for the first time in three months. But despite some big queues at the beginning of the week, shopper numbers are still far below where they were this time last year. Will the pandemic simply accelerate the changes already happening, with more physical stores closing, and more of our shopping moving permanently online . Dan simms is from the Global Real Estate advisor, colliers international. Hes in guildford in the south of england. Not so far away from us. Very good to see you. This is weak one, how have the figures gone overall . We saw those amazing pictures from the start of the week. The reports we have been getting from around the uk is that in general over the last four days it has been no more than a solid and satisfactory start. I think for us that is good enough, you would have to bea good enough, you would have to be a supreme optimist to have expected us to immediately return to normal, and also on the flipside it would have been very bad news for the industry if we have had a very slow start, so solid and satisfactory i think is good enough. We are in a bit of a new world here and that has been a good start. The numbers are very mixed all round. It is interesting, obviously a certain degree of caution. We we re certain degree of caution. We were just hearing from karishma in singapore. She was talking about having social distancing ambassadors in phase, and restau ra nts a nd ambassadors in phase, and restaurants and shops. A lot will depend on how stores actually manage the whole social distancing issue . Yes, very much though. You can only applaud most retailers and local authorities that run high streets for the enormous effo rts streets for the enormous efforts they have made on creating signage, assisting people on the new ways of walking and circulating around town centres in this whole new world about try to make retail covid 19 secure. We have yet to see the prospect of testing proper real cues perhaps this weekend on high streets and i think this weekend is going to bea think this weekend is going to be a key first test on how we deal with bigger crowds rather than your normal weekday crowds. I suppose critical to this is the real future of the value of having stores in the first place, i know that is the line of business you are in and a lot of bigger operators, they are simply beginning to turn their backs, arent they . Very much so. We should reflect on the fact that the Retail Industry was under enormous strain in the years leading up to this crisis anyway and we we re to this crisis anyway and we were seeing lots of change in that industry and the pandemic and the subsequent lockdown was absolutely the worst thing for the industry. The recovery now couldnt come soon enough to start having turnover coming back through stores but it will be an extremely challenging landscape, at least for the rest of the year and probably into next year, but retailers do know that 80 of the money we all spend still goes through the tell and a high street shop ora the tell and a high street shop or a Shopping Centre and 20 online so there is still a very big spend for them to go after on the high street if you can get your platform to sell to the consumer right. Maybe we need to revisit those figures and 6 nine months and see what the ratio is. Thank you so much for joining the ratio is. Thank you so much forjoining us. More than a quarter of the uk workforce, some 9 million workers, has been temporarily laid off work under the governments furlough scheme. If youre on furlough and unable to work, whats the best way to use your time . New research from the social change Charity Good Things Foundation shows that many people are trying to boost their skills to improve their employment prospects, as 7 in 10 furloughed workers are concerned they wont have a job in a year. Helen milner is chief executive of the good things foundation. Good to see you, helen. What sort of things can you offer and if you are talking about reskilling, there is a huge work from home scenario going on at the moment, is that the sort of thing that people should just be boosting their skills for .
