Code of conduct. Good morning and welcome to bbc newsroom live. More than a0 of Maternity Wards in england closed their doors to expectant mothers at least once in 2016, according to data from the labour party. 42 out of 96 trusts in england that responded to a Freedom Of Information Request said theyd shut Maternity Wards temporarily on 382 occasions. The most common reasons given were too few staff and not enough beds. But the government says the numbers are misleading. Our health correspondent, Dominic Hughes has more. For some years, Maternity Units have been struggling to recruit enough midwives. The Royal College of midwives says theres a shortfall of around 3,500. Now, based on a Freedom Of Information Request, labour says a growing number of Maternity Units are closing doors to new mothers. In england, 136 nhs trusts offer Maternity Services. Last year, 42 of them closed their doors to new admissions at least once. There were 382 separate locations where units were closed, up by 70 since 2014. I think it is quite right that hospitals take these drastic decisions when they want to put the interests of the patients safety first. I dont blame them for doing that. But the fact it is happening so often and is increasing year on year significantly suggests an underlying problem. The truth is, you cannot keep trying to run the nhs on a shoestring, putting them through the biggest financial squeeze in its history, and not expect standards of care to slip. Some closures were relatively short lived but others lasted more than 2a hours. A department of Health Spokesperson said that trusts need to use temporary closures to manage peaks in admissions and it was misleading to use these figures to indicate a shortage of staff because of the difficulties around planning for birth. The Royal College of midwives agreed it was sometimes right to close a unit, but that doing so on a regular basis showed underlying problems with the number of expert staff. Dominic hughes, bbc news. Joining us now isjon skewes, director for policy at the Royal College of midwives. Thanks forjoining us. How do you interpret these figures . We think it isa interpret these figures . We think it is a trend, we think it is an happening for some time. At the heart of this is the shortage of midwives, 3500 children at least in england alone. So the trend is getting worse, and really, that shows there just arent enough resources , shows there just arent enough resources, money, people, and particularly midwives. The government says to use these figures as an indication of Safe Staffing issues, particularly when a number could have been for a matter of hours, is misleading because missed only Maternity Services are unable to get the exact time, is that enough . I think they happen at have put a spin on but because they are closed for safety reasons. But are closed for safety reasons. But are not enough specialist nurses on neonatal unit. That is different from a peak and trough argument. Jeremy hunt it has already in 2015 acknowledged in the House Of Commons there is a shortage of midwives. The clu b there is a shortage of midwives. The club than 500 midwives in training to address this there are 6500 midwives and training to address this . The question is, will they be keptin this . The question is, will they be kept in the nhs . They are not being valued, not being given a decent pay increase, and we are seeing midwives leaving not just towards the increase, and we are seeing midwives leaving notjust towards the end of their careers but in their early 30s. Why do you think that is . Because they dont feel valued. And also because if you operate at a time asa also because if you operate at a time as a midwife when shortages are a lwa ys time as a midwife when shortages are always impacting upon you, you see your unit having to close in this kind of way, than actually that does make you question where do you want to stay as a midwife. How would you predict the future trajectory then, of the nhs, bearing in mind these issues and the fact you say people are leaving in their 30s . The government has to put more money in. In fact, everything it is doing at the moment is creating a shortage. For example, the students he referred to are, for the first time, just recently going to be charged a tuition fee, will lose their bursaries, for example. The pay has not gone up for midwives are effectively for seven years. Those kind of things have to be investigated, invested in, decent pay, that is the way to get more people in. And stop units closing down in this way. Does it put Patient Safety at risk when you turn someone away from a unit, who is in labour . Midwives and those in those units will always try to make sure safety ta kes units will always try to make sure safety takes priority. But the optimum care for women is by midwives they now have looked after them through their pregnancy, that puts them at risk. 0n them through their pregnancy, that puts them at risk. On average one unit closing 524 hour period will probably affect at least 20 women and their families. That probably affect at least 20 women and theirfamilies. That is probably affect at least 20 women and their families. That is 20 women who will have not the ideal care. The figures we are looking at our four last year. So we dont know what is happening this year. But based on the trends that you see, how would you anticipate things going . We think it is getting worse. We think it has been getting worse for some time and we think there will be more report. This is a further Information Request by the labour party, we think there will be other figures labour party, we think there will be otherfigures coming labour party, we think there will be other figures coming soon that show that. Thank you and if you have got any thoughts coming you can get in touch with us via text. Public Health England have confirmed that 30 athletes have been affected bya that 30 athletes have been affected by a knoyle virus. Speaking to the bbc a little earlier, dr Deborah Turbutt from public Health England said they have been advising Event Organisers to help prevent the spread of the virus. With no virus, its usually last between 24 and 48 hours, and people get better on their own. The Portent Thing it is spread from person to person. We have been advising the athletics organisers about how to ask people to be careful about their hygiene and cleaning, so that any virus that gets into the environment is not able to spread to other people. Our Sports Correspondent Jessica Creighton is at the London Stadium for us. Good morning. We know that an inspection has been carried out the tower hotel by inviolable health inspectors, they say there was no evidence that the hotel was the source of the virus. In an earlier statement from tower hotel, they said they followed strict Hygiene Protocol and will liaise with medical authorities at the iaaf to ensure the comfort of those guests affected. They said the health and well being of their guests remains a priority. Lets remind ourselves how this all came about, last night we we re this all came about, last night we were expecting to see but why nows Isaac Makwala line up for the 200 metres. Others have been affected including athletes from germany and canada, and and irish athlete had to pull out of the semifinals of the 400 Meter Hurdles after he caught the virus on sunday. Athletes preparing for these championships will want to avoid any kind of contamination because of the negative impact it has on their performance. Here is the view of a former runner. It affects everything, notjust physically but psychologically. The human body, everything has to be perfect when it comes to the championship. When you are ill, you lose all the good nutrients that your body provides, you have to keep boarding cuba down. Psychologically, you go to the next race and you know youre not 100 physically correct and dont know what effect it will have on your performance. The last thing you want isa performance. The last thing you want is a chink in your arm, you have to be 100 ready to compete. If you we feel weak and drained mentally, you will be crushed as well. This issue has been a major Talking Point at the championship. The bbc understands that botswa nas point at the championship. The bbc understands that botswanas isaac ma kwa la understands that botswanas Isaac Makwala says he feels fine to compete tonight in the 400 metre final but is still awaiting official clea ra nce. He says the data suggests some of the reasons behind this extra premature death is diseases of despair, which are things like liver, Heart Disease and smoking related health problem. Another point that he and his researchers came across is that successive governments, Health Initiatives have proved not very good at cracking down on these numbers. Does that mean that Health Initiatives in the government are going to change, to address this . We have been in touch with the Department Of Health and the government this morning, they say that they recognise there is a significant problems in these death records, the statistics show there isa records, the statistics show there is a problem and they are working on addressing it. The family of a seven year old autistic boy with a rare condition that puts him at risk of severe brain damage, have won a high Court Challenge to get the nhs offer a drug doctors say could be Life Changing. Nhs england had said the effectiveness of the drug, which would cost £100 a day, hasnt been proved. This is an emotive case about a seven year old boy. It is incredibly expensive at around £100 per day. The nhs consultant who is treating this little boy, known only as letter a in these proceedings, once to have that drug, and wants an independent Funding Request to nhs england. They turned it down initially and said it wasnt exceptional, and then wrote back to say it was exceptional. They said it would not fund the drug on the basis it is clinical and Cost Effectiveness had not been proven. The family took a judicial review and brought it on three different grounds, and this morning have one on one ground. The ground they won on one ground. The ground they won on is that the judge has on one ground. The ground they won on is that thejudge has ruled on one ground. The ground they won on is that the judge has ruled that that decision not to fund the drug on the basis that it wasnt Cost Effective was a irrational. The judge said the decision to decline on the base of the clinical effectiveness of this drug and intervention has not been demonstrated, was a misinterpretation of the phrase clinical effectiveness. She went on to say that if clinical effectiveness is properly affected, the evidence is overwhelming. It found in favour of the family. Its not what they call a mandate to reorder they now have to provide him with a drug, the decision goes back the nhs, but with this behind it, i would suggest he is likely to get it. One point, they also brought this on a wide ground, it would have had indications if they won it for the pounds of many children who have rare conditions where the drugs are very expensive. They did not win on that basis so unfortunately, this is restricted to this one child. But it looks like he may well get the drug now. A Road Rage Killer is being transferred to prison. New figures show more than 40 of Maternity Wards in england closed their doors to expectant mothers at least once last year. 30 athletes and support staff at the world athletic championships including 400metre favourite Isaac Makwala have been hit by gastroenteritis. A british model who was allegedly held captive by a gang in italy was told she would be sold in the middle east for sex lets catch up with business this morning and egon is at the Great British beer festival which is marking its 40th anniversary this year egon. That is right. A momentous occasion. The 40th Celebration of all things beer. We are expecting 9000 years to beer. We are expecting 9000 years to be on display throughout the week and 50,000 people to come through the doors. The small players are getting involved as well as the big players. We are a six barrel brewery plant. We started the brewery because we really, really like dear. We thought, lets do this for a living. Dear. It was some friends and they were home brewing and i was home brewing as well. We thought, lets start a brewery. It was very, very difficult for us to start up. That was mainly because of the lack of capital at the time. We are not rich people. We do not come from rich people. We do not come from rich families. We started out as cooker breweries, using other equipment. We did that for some time until we got investment from the bright side trust, a Scheme Investing in young people at the time. We were able to afford this place. It has been challenging getting the business started. A lot of that is to do with lack of capital. We are starting to export. We are about to do our first order to russia, which we are very excited about. 0n the horizon, moving sight. We have another week worth of capacity. What is next is more of this. It is easy making it when you love it. You get to do what you love asa love it. You get to do what you love as a job. I am very, very lucky. That is the plight of the smaller producer but what is it like for the industry as the whole . You have got some very industry as the whole . You have got some very specific demand you want from the government. We are looking to the government to provide greater support for parts. The face an enormous competition from supermarkets and other traders. The number of buyers in the country is in decline and we think it is time it is recognised they provide great value and so should be given greater support. Why should public houses get Special Treatment . We are a fundamental part of local communities, a venue where the meet friends and they provide increasingly a wide range of services, not just the increasingly a wide range of services, notjust the sale of alcohol but a Meeting Place for clu bs. Alcohol but a Meeting Place for clubs. In some places the library, post offers, barbers shop. We need recognition of the social value they provide across the whole country. And i right in saying you have a reduction of £1000 in terms of business rates. What more . We were delighted to get the £1000 for at this year, and this year only. The chancellor was clear about that. We believe we should get a £5,000 relief. That should be provided in perpetuity. Do you believe the reduction in the number of public houses we are seeing is down to business rates, is it time for the sector to modernise . business rates, is it time for the sector to modernise . I think it is modernising and we are seeing a change in the offering of many public houses. Much more inclusive, a wider variety of attractions to draw people in. We welcome that as long as did alcohol as part of that recipe. Some close and others open. We really welcome the new micro pulps. Thank you very much. We are here at the festival all throughout the day. Enjoy. Experts are warning that some british south asian women are reporting cancer later than other british ethnic groups because of a perceived stigma. Researchers have told the Victoria Derbyshire programme theyre worried cultural stigmas and taboos are leading to more women dying prematurely in the south asian community. Amber haque has been looking into what needs to be done to try and change the stigma. Praveena stumbled upon a lump in her breast when she was 36. She grew up in a strict indian community, where even talking about the disease was seen as something shameful. When she was diagnosed, she decided to hide it. So, a lot of it, in terms of not telling my family, i didnt tell them because ijust thought if people hear the fact that ive got cancer, theyre going to think it was a death sentence. Pooja is the Lead Researcher for a team called clahrc. They are funded by a research arm of the nhs and work with public and professionals on health inequalities. She spent the past few years looking at attitudes towards cancer in the south asian community. She says she is worried by some of the things she has heard from women themselves. For example, there was more of an issue around shame, modesty and about the influence from the males and elders in the family. If they didnt think that women should be going for screening, they wouldnt go for screening. What are some of the more shocking misconceptions you have heard from asian women . They would hide the shame in their lives of having a Cancer Diagnosis because they felt it would influence their childrens future. For the husband, it is deemed to be like you are being unfaithful to them. Its like infidelity. Its hard to sayjust how serious the problem is, because very Little Information has been collected on ethnicity and mortality over the past decade. Research we do have has shown asian women with Breast Cancer have poorer survival, and are more likely to present with advanced tumours when they do get diagnosed. Experts tell us they are concerned that cultural stigmas are leading to more south asian women dying. I worked in the cancer field for many years, maybe 30 years or more, and over the time i have seen a lot of asian women, and the sad thing is that because of the ignorance of not presenting early, not following or going through the Screening Programme or not examining their breasts, they are presented late and that the mortality is high. This lady left it a long time. What happened to her . Unfortunately, she died because the cancer had spread to other parts of the body. It is very sad for the young lady with the Young Children. But because she could not share that with anyone. How could not share that with anyone. H ow ofte n could not share that with anyone. How often do you hear that women cannot share it with their family . Quite a lot. The french president is facing a backlash over the prospect of having an office for the first lady. It is now just three an office for the first lady. It is nowjust three months since the election but the new president has seen his support in the Opinion Polls fall. Herfans may her fans may have shattered her name at her husbands Election Campaign but despite hard attractors, she will not be ignored. The french media call her on the present and a plan is being made to make her have an official role. There are more than a quarter of a million signatories. The man behind the Campaign Says it is a idea of privilege. You cannot say his wife comes before all other women, too. The title of first lady is very sensitive. It is important and it resonates with citizens because they see it as an injustice and a special privilege, too. Critics compare the first lady with her american counterpart, who they say is used as an important appendage for the president s image. As a crackdown is being taken on parliamentarians employing Family Members it would have to be sanctioned by a referendum. The president s popularity has fallen, according to Opinion Polls. She may be the a cce pta ble Opinion Polls. She may be the acceptable face of the show. A large sinkhole has now claimed seven homes in the us state of florida. Public Health England have confirmed 30 athletes and support staff at the World Championships in london have been affected by an outbreak of norovirus. Botswa nas Isaac Makwala, who was one of the favourites for todays 400 metres final, was forced to withdraw from the 200 metres heat yesterday. German and canadian athletes are also thought to have been affected. The organising Committee Says its working closely with public Health England to manage the situation. Speaking to the bbc a little earlier, dr Deborah Turbutt from public Health England said they have been advising Event Organisers to help prevent the spread of the virus. With norovirus, it usually lasts between 24 and 48 hours, and people get better on their own. The important thing is that it spreads from person to person. We have been advising the athletics organisers about how to ask people to be careful about their hygiene and cleaning, so that any virus that gets into the environment is not able to spread to other people. Our Sports Correspondent Jessica Creighton is at the London Stadium for us. What impact is this having on the athletics . As you will see, there is no morning session today but this is the big Talking Point around the championship. We know that there was an inspection at the tower hotel, carried out by Environmental Health officers and they say there was no evidence that the hotel was the source of the virus. Earlier, tower Hotel Released a statement saying they followed strict Hygiene Protocol and will liaise with medical authorities and the iaaf to ensure the comfort of those guests affected. They also said the health and well being of their guests remains a priority. This all began to unfold last night, where we expected to see the worlds fastest man over 200 metres on the track, botswa nas man over 200 metres on the track, botswanas isaac man over 200 metres on the track, botswa nas Isaac Makwala, man over 200 metres on the track, botswanas Isaac Makwala, earlier he did speak to our correspondent about what it was like to have been forced out of missing those 200 metre heats. It would be a very sad thing because i was ready, i was top of my game, i came here for a medal. If some people force you to withdraw i dont know without telling you that you are ok im 0k to run but someone is saying no you cant run it wont be nice, its a bad thing. It has been one of the major Talking Point here. We know that athletes from a handful of other nations are affected, canada, germany and ireland. A hurdles athletes ireland had to pull out after being affected on sunday. Isaac makwala says he will run for tonights 400 metre hurdles but are still waiting for official clearance to so. Thank you. The family of a seven year old autistic boy with a rare condition that puts him at risk of severe brain damage, have won a high Court Challenge to get the nhs to offer a drug doctors say could be Life Changing. Nhs england had said the effectiveness of the drug, which would cost £100 a day, hasnt been proved. Earlier our Legal Affairs correspondent, clive coleman, explained the background to the case to Victoria Derbyshire. Thejudge has ruled that that decision not to fund the drug on the basis that it wasnt Cost Effective was irrational. The judge said the decision to decline on the base of the clinical effectiveness of this drug and intervention has not been demonstrated, was a misinterpretation of the phrase clinical effectiveness. She went on to say that if clinical effectiveness is properly affected, the evidence that the drug is effective is overwhelming. It found in favour of the family. Its not what they call a mandatory order, they now have to provide him with a drug, the decision goes back the nhs, but with this behind it, i would suggest he is likely to get it. One point, they also brought this on a wide ground, this on a wider ground, it would have had indications if they won it for the pounds of many children who have rare conditions where the drugs are very expensive. They did not win on that basis so unfortunately, this is restricted to this one child. But it looks like he may well get the drug now. More than 40 of Maternity Wards in england closed their doors to expectant mothers at least once in 2016, according to data obtained by the labour party. I dont criticise hospitals for doing that. But the fact it is happening so often and is increasing year on year significantly suggests an underlying problem. The truth is, you cannot keep trying to run the nhs on a shoestring, putting them through the biggest financial squeeze in its history, and not expect standards of care to slip. Some closures were relatively short lived but others lasted more than 24 hours. A department of Health Spokesperson said that trusts need to use temporary closures to manage peaks in admissions and it was misleading to use these figures to indicate a shortage of staff because of the difficulties around planning for births. The Royal College of midwives agreed it was sometimes right to close a unit, but that doing so on a regular basis showed underlying problems with the number of expert staff. Dominic hughes, bbc news. Francesco peschi says chloe ayling, whos 20 and from south london, was told by her kidnappers that she would be sold as a sex slave in the middle east. He said she was acting under duress, when she was seen shopping with her ca ptor before she was freed. She was told that people were there watching her and ready to kill her if she tried anything, so she thought that the best idea was to go along with it and to be nice, in a way, to her captor. A short while ago, we spoke to carla bellucci, a friend of chloe ayling who has been speaking to chloe in the last couple of days. She thinks herfriend has been misled. Ijust think chloe is a good girl, a little bit naive, could she be misled . A Software Engineer working for google says hes been sacked for questioning the companys diversity policy. James damore says hed suggested there might be biological causes for men and women having different interests and abilities. Google itself says that it cant comment on individual cases, but in an email to employers it said this. Earlier our technology correspondent, rory cellan jones, spoke to be about how the row ties in with a wider problem in the tech industry. There is a huge debate going on in Silicon Valley about Gender Imbalance in technology firms. With google in the front line of that, obviously it is a major employer and with a big imbalance between men and women working Software Engineering. This was a male Software Engineer who put out a 3000 word memo internally, to promote discussion, he said. He talked about a politically correct culture and went into some detail about what he described as biological differences, which made women less suitable for these Front Line Engineering Jobs than men. Obviously, this caused a lot of debate internally, the memo was then distributed more widely and sparked off a lot of anger, frankly, amongst women who have been campaigning for more diversity in Silicon Valley, where we have seen, for instance, ubers biases about women. He has been sacked, what is being done in terms of diversity in Silicon Valley . Google has, one of the things he was protesting about was what are called Affirmative Action programmes which promote women into to try to promote women into jobs to do better in the greeting women. But i think there is a widespread acceptance across technology on both sides of the atlantic that not enough has been done to promote, education particularly, to girls in schools and to accept that more needs to be done, frankly, in the workplace, to encourage them into these front line job. 30 athletes and support staff at the world athletic championships including 400metre favourite Isaac Makwala have been hit by gastroenteritis the family of a seven year old boy whose condition could cause brain damage win a high Court Challenge over an nhs decision not to fund a Life Changing drug. Bbc commentator and former javelin World Record Holder Steve Backley says its not going to plan so far. 68 medals is the target, at the halfway stage, is not going to plan. But the simple message. There benzema general performances that maybe went the wrong way, medal hopes, Sophie Hitchen last year, laura muir, Katarina Johnson thompson, we could about three orfour medal. Johnson thompson, we could about three or four medal. If we went to the target of 6 8, we would have three orfour in the target of 6 8, we would have three or four in the bag the target of 6 8, we would have three orfour in the bag by the target of 6 8, we would have three or four in the bag by now. People in the north of england are 20 more likely to die early than people in the south according to a study led by the University Of Manchester. Researchers found in the north of the country 14,000 more people died under the age of 75 than in the south in 2015. Between 1965 and 21015, there were 1. 2 million more deaths. To explain what might be behind this, werejoined from manchester by the reports lead research, professor iain buchan. Why do you think this is . Thank you. We divided the country into two pulse. Middleton at the north of england, it is the 25 Million People live between the wash and the river severn. We saw a profound picture in the last five decades. It is well reported that there was a fifth higher chance of dying before 75 in the north compared to the south. But we dug deeper. We asked, was that a big effect of recession . There was not a particularly large effect on the north south divide in early death, but there was a startling picture my single people. From there being no difference in early deaths of 2534 being no difference in early deaths of 25 34 from the 60s to the 90s, there is suddenly a widening of the gaps. That is because the south continued to get better, it continued to get better, it continued to get better, it continued to decline in its death rates of young people. And in middle age, the same pattern itself continued improvement, with the north left behind. They continually flat line from the 90s to the present day. Why do you think this is happening . The most common reason, the root cause for the lack of improvement in Public Health, is the lack of access to resources, the lack of control of your own life, the lack of infrastructure that builds the social and economic environment in towns and cities. And that has got better in the south compared with the north. So it is most probable that the improvements in Public Health in the south are a result of the higher social and Economic Development in the south, compared to the north of england. Give examples of this sort of Infrastructure Investment that would be impacted on people was like a health . Economic growth, we are about to have an industrial strategy, it will great to see a 10am waiting to the death rates, higher investment for the north compared to the south. A positive discrimination, sustained over a long period of time, enough to close this gap. Just explain specifically why you think that that divergences in investment in the economy in the south compared with the north, has an impact on death rates . Particularly amongst the younger groups . If there are more resources, then the is a greater capacity to ta ke then the is a greater capacity to take up incentives. For example, thatis take up incentives. For example, that is greater investment in the south of england in publicly funded health science. Compare this to the north. If there are more resources to communities to soak up the benefits of businesses and clusters around universities, then those communities will grow stronger and the Public Health effects. To come through over many years. That kind of sustained growth is needed in the north. Thanks forjoining us. Its a great pleasure. Exam results in scotland have been published this morning. The proportion of a c higher passes fell very slightly from 77. 2 last year to 77 this year. Almost 100 and 37 thousand candidates are receiving their results through the post but more than a third signed up to also get their results by text or e mail. 0ur Scotland Education Correspondent jamie mciver is in glasgow. Jamie, there is a small drop in the number of the top grades, not. 2 , is that seen a significant . Not really seen as a Significant Development as such, that 0. 2 drop is not wonder statisticians would read too much in tears. The Scottish Government points out that for the third year in a row, there are hundred and passes. By historic standards, etc higher level, a record level. What is interesting is that the scottish Qualification System has been through a huge shake up in recent years and is now bedding down again. In any sense, the results we are seeing today, could be seen as steady as she goes. Though is nothing that should cause too much concerned, at least not at a higher level, but by the same token there is no fresh evidence of year on year progress. As i say, steady as she goes. In political terms, there has been criticism over what has been happening in education. How does that, how does these results feed into that . Thats a good question, the Scottish Government says it wants to be judged by its success in education. 0ne judged by its success in education. One particular aim of the Scottish Government is to try to close the gap between how well youngsters from relatively rich and poor backgrounds do at school, and how many from poorer backgrounds get to university. In terms of feeding into the debate, the detail we get today about the Exam Performance does not tell us anything about the postcode areas, that the young people come from, it is all The Big Picture across scotland. Its harder to read too much about that from the exam results narrowly. But what is interesting is the government is focusing a lot of time, effort and money on trying to raise attainment among children from poorer backgrounds and primary schools in the early years of secondary school, said the question is whether we might see some of that reflected in exa m might see some of that reflected in exam results in future years. Thank you, jamie. After a four year stakeout by wildlife experts, footage of one of britains rarest and most secretive animals, the pine marten, has finally been captured on the north york moors.
