The north koreans say the projectile reached an altitude of over 2,000 kilometres before hitting a target in the sea. Previous north Korean Missiles have had the capability to reach 4,000km from its point of origin. It could put alaska within range which would increase pressure on President Trump. He previously said pyongyang would not develop a missile that had the potential to hit the United States. In a tweet following this latest launch, mrtrump urged china in his words to end this nonsense once and for all. China has again called for calm and restraint following this latest test. It comes just before the G20 Heads Of State are due to discuss pyongyangs weapons programme. 0ur seoul correspondent steve evans has been following the story. It means that north korea is certainly making progress towards its aim of having a missile capable of carrying a Nuclear Warhead as far as the United States. 0utside Experts have looked at the height that the thing reached, and the distance across, and theyve concluded that it may well be able to reach alaska, but not the lower 48 states. When it was suggested that north korea would get an icbm capable of hitting the us, he tweeted, bluntly, it wont happen. North korea is not there yet. Notjust have a missile, you need materials, for example, so that the warhead can leave the atmosphere and get back into the atmosphere. We dont know if north korea has got that. We dont know how reliable its missile is. Small the warheads theyve got are. But what is completely clear is that they are making progress. With me now is Stephen Mcdonell, our china correspondent. Because that might push them to acting into a different way. The other view is that in the past, north korea has managed to handle massive sanctions and still pushes ahead with its missile programme, so its unclear where this is going to end. A plan to revolutionise the treatment that Cancer Patients receive, through individually mapping their dna, is being proposed by the Chief Medical 0fficerfor england. The proposals would mean millions of patients would have treatments directly targeted at the particular type of cancer they have. 0ur medical correspondent fergus walsh reports. More than 30,000 nhs patients, mostly with cancer or rare diseases, have had their entire genetic code mapped. And some patients with breast, lung, skin and other cancers are having the genetic profile of their tumours analysed to determine which are the best treatments for them. But Dame Sally Davies told Me Genome Testing needs to be turned from a Cottage Industry into a National Network, to ensure equal access. Patients will benefit if we can offer them the scan of their genome that will make a difference to their treatments. Thats clearly all people with rare diseases, of whom there are 3 million or more in this country. Its most patients with cancers and quite a lot of infections. Dame sally says six in ten Cancer Patients who get gene tested receive personalised treatment based on their dna profile, and that proportion will rise. It costs £680 to map a persons entire genetic code, but its getting cheaper every few months. In some cases, dna mapping can be cheaper than existing tests or avoid the need for invasive biopsies. This report is an attempt to democratise genomics, moving dna analysis into the mainstream of the nhs, so that more and more patients can benefit from personalised, targeted treatments. As weve just heard, there could be very significant benefits for patients, not just for the significant benefits for patients, notjust for the individual patients, but for everyone across the whole country. But it is very important that every patient knows exactly how their data is used. What were talking about here is a lot of very sensitive information. Going into very large databases, and we know that there have been problems in the past with that. And so we say and many patients and problems agree with us, that every use of patient data must be consensual. It must be safe, so the data must be properly looked after, and everything must be transparent. Patients need to know who has access and what has been done and there are no surprises hidden within the system. Can it ever be the case that all surprises are mitigated against, can we have com plete are mitigated against, can we have complete faith that system is safe . Well, of course we dont know whats the future on any particular patient data, science is like that, we dont know the answers. Certainly ijust mean in terms of. We need a set of safeguards that the government has promised, and get those in acted, so for example, we have a National Data guardian on a statutory basis, overseeing the use of this data, that we have sanctions so that if someone does misuse patient data, there is full visibility and very clear rules about who has access and how this data is used. You can never make perfection but unfortunately the system we have at the moment, as has been demonstrated by things like the ca re been demonstrated by things like the care data disaster a few years ago, we need those components in place. We need things to be consensual, safe and transparent and then hopefully, with full information, patients can make meaningful choices and we can all benefit. Thank you very much. The Childrens Commissioner, anne longfield, also says many vulnerable young People Struggle with abuse or Mental Health problems. It concludes that large numbers of children who need help are invisible to the authorities. Caroline rigby reports. Whether the victims of abuse, living in unstable households or dealing with Mental Health problems, there are many reasons why young people could be deemed vulnerable. But the Childrens Commissioner for england and longfield says official data doesnt effectively record those at risk. She warns this means children are often invisible to the authorities, and dont receive the support they need. Todays report aims to produce an accurate picture of the scale of the problem. It found nearly 700,000 children live in high risk families. Of those, almost 30,000 live with adults receiving drug or alcohol treatment. 200,000 children are recognised by their local authority as having experienced abuse or trauma. And in almost 600,000 cases, children were deemed so vulnerable, the state had to step in to provide support or care. The fact of the matter is that no one knows at the moment how many Vulnerable Children there are. We have had 12 statisticians working over four months on the best Data Available and this is the best estimate we can get to. We also know that whilst the figures themselves are shocking, they are also the tip of the iceberg. You couldnt be out with saffie without having fun. But her dream was to be famous. It was her everything, and we bought her the tickets for christmas. And she was just counting the days, the seconds, and it was just Ariana Grande till 9 00pm, 10 00pm at night, and she would sing and dance to every single song. She was Ariana Grande obsessed. Soto see how happy she was, it wasjust. Obviously i had to go with her. You were watching her watching ariana . Pretty much, yeah, yeah. She kept going, come on, ashlee, you promised me youd get up and dance. So we had a little dance, and she wasjust so happy, just elated all night, grinning. When did you first become aware there was something wrong . As soon as the blast went off, obviously it was. I mean, to me, i kind ofjust knew. I dont know how, but i knew what happened. I remember i was thrown to the ground, and then my next instinct, ijust sort of rolled over and crawled, because i couldnt walk. A detective that i spoke to in the hospital, he went away and he came back about 12 00am, 12 30am, and told me. And you have all had to cope, havent you, with saffies loss, and also lisas recovery. How is she doing . Shes fighting. I mean, shes got that many injuries around her body, just that alone. Shes like a soldier. How are you finding it, xander . There is times when youre sad, and times when youre happy. So its kind of like a mix. The world knew what had happened. Lisa was not conscious. No. When she came round, you had to tell her. No. She looked at me and said to me, saffies gone, isnt she . I was dreading it. She just looked at me and says shes gone, isnt she . Isaid, yeah, she goes, i knew. There has been a succession of tests, and its quite tempting each time to think, thats not really done much, forget about it, move on, does this one seemed different to you . It does. Probably capable, the experts tell us, reaching if not the western seaboard of the United States, most of the state of alaska. All that stands now between kim jong un and an ability to deliver a Nuclear Warhead to the continental United States, is a military one, making a small bomb is quite hard, and re entry technology. Building a missile that comes down safely is a challenge. That is a thin wall and we are surely close to a point where cities like los angeles and San Francisco are within kims grasp. You are a diplomat, not the technology expert, but are you aware of any technology expert, but are you aware ofany Time Technology expert, but are you aware of any time frame around this . No, but i ought to point out that people who do know much more about this than i do have repeatedly set out approximate time frames only to have them smashed. The north koreans appear to be moving forward much faster than we thought. And i see no reason to doubt that they are moving forward very fast also on the remaining technologies they need to master. So we will talk on the indications and how that will get dealt with, but how have they done that . Its not like the world hasnt been watching. One of the few advantages of the north korean regime, which is in general very inefficient, is that it can pour huge resources into very narrowly defined targets. Thats what its done. Its sacrifice huge amount of the National Economy of the single objective of developing a deliverable Nuclear Missile. Its a very poor country where people suffer great hardship, but they got this programme being developed. In terms of how it gets dealt with, we have had donald trump tweaking saying, china, sort it out, china and russia have said diplomacy is the answer, what are your thoughts . The simple answer is, we are stuck. When donald trump asked china to sort it out, that is not realistic. China is the only country with significant economic clout over north korea to bring its economy to a halt which would be the only thing which will now stop kim jong un from pursuing his objective of a deliverable nuclear device. China is not going to do that, because if it crunches the north korean economy, firstly it would have floods of refugees it doesnt want, but also it creates great uncertainty on the korean peninsula. What happens if the regime collapses and is replaced by an american regime . You would have us troops on the chinese border so its not going to happen. Military options are not good. This would not be a short, sharp Military Intervention. If we ever send troops m, intervention. If we ever send troops in, i mean the International Community can it would probably be a prolonged, bitter and terribly costly war, in terms of money and human lives. People have said we have got casualties faced of millions. So what would you suggest would be the thing to do . At this stage all that can be done is according nation between the United States, china, japan and south korea, and some tough talking on all sides. I think weve got beyond the stage where we can afford to let this run any further. Quite possibly were only months away from kim jong un achieving his objective. I cant stay at this stage what china is going to want to cooperate with the United States in stopping kim jong un, but the price is likely to be steep but i dont see any other way out. Thank you. The high court has ruled that the human rights of a 16 year old boy were breached after he was held alone in a cell for prolonged periods of time. The teenager who was detained at Feltham Young 0ffenders institution in west london, was said to have significant Mental Health problems. Danny shaw is at the high court. It sounds extraordinary that a 16 year old boy with Mental Health problems was held in this way, tell us more problems was held in this way, tell us more about the findings of the high court today. Its a very troubling case, concerning a 16 year old who has been at feltham since december last year and almost immediately was placed in what amounted to in effect Solitary Confinement, held in his cell for 23 and a half hours each day, for the first three months. Allowed out only to have a shower, do some exercise and make phone calls. The reason is, he was in for quite a serious offence and had a history of challenging and threatening staff, and other inmates, and also he became a target for other people at feltham. So those were the difficult circumstances that staff were having to deal with. In doing so and keeping him away from other inmates, locking him in his cell for such long periods, they broke prison rules. He was also meant to have 15 hours of education week, this was meant to be his gcse year, but he didnt get any education until february or march time. So in effect, court has found that the government, the Secretary Of State forjustice, breached this boys right to respect for private life and broke prison rules for some period of his detention. However the court did not say that the treatment he received was inhuman or degrading so there was no breach of the article three of the human rights act, and that will come as a relief to the ministry ofjustice. So what happens now, if this ruling likely to be appealed . Theres a possibility that this could go to the Court Of Appeal but the Practical Implications are much more important. The boy is due to be released this month but there are many other cases of young people being held in these sorts of conditions. This has shone a light on these kind of conditions, and together with a report that said that feltham was unsafe for both boys and staff, this will renew focus on the Department Ofjustice to renew provision for these troubled and dangerous young people. A survey by bbc 5 live indicates that more than a third of premier League Football fans regularly watch games online via unofficial streams. The poll suggests younger adults are most likely to say they stream matches via unauthorised providers. Nearly half of fans say they have streamed a match online through an unofficial provider. Just under a third of fans do not know whether it is illegal to stream matches in this way. And as you might expect, they also talk about the high price of Sports Tv Packages through sky or bt sport as being one of the reasons why fans might want to watch games in this way rather than through the legal channels. There was a statistic on whether people were clear or not whether people were clear or not whether its illegal or illegal to watch streaming like this, there is free music streaming, via various options, that are completely viable and legal models. There have been a lot of Missile Tests coming out of north korea, but this one is being seen differently. What are your thoughts . The claims we seen so far this is the first time north korea has been able to test an Intercontinental Ballistic Missile. They are extending the capabilities of their missile programme. Although weve seen some conflicting arguments as to how the missile is categorised we are categorising it as having a longer trajectory than previous missiles. It is incredibly worrying. They are pushing forward with their advancements in capabilities, whether it is the Nuclear Elements orjust a delivery. There does not seem to be any desire to pull that back or restrain or discuss different mechanisms that could reduce risk on the peninsula especially. But also in the region generally. So without having that balance of north korea being willing to restrain their activity it is extremely worrying. Had you think other countries should react . Again, it is one of those things it is difficult to know what is going to happen in the future. I think what will happen is different to what i think should happen. The Un Security Council are likely going to pursue a new round of sanctions against north korea and this will be something that both south korea and the us also push for. However, that does not necessarily have the strongest response from north korea and entice a reduction in provocations. We have seen now for over a decade that sanctions have done very little to actually hinder. They hinder the programme but very little to actually restrain the determination of the regime. It is very unlikely at this stage when they are so close toa at this stage when they are so close to a very advanced delivery system, that those sanctions implemented will have that desired effect now. I think the other option is Military Action and i dont think this capability has increased the tensions so far that Military Action has become a more realistic possibility at this stage. That said, it is something we do know is on the table for some of the administration is dealing with the issue. Donald trump has said he would not tolerate this to keep on happening. And today he said to china, lets pass the ball to you in terms of dealing with it. You said thatis terms of dealing with it. You said that is how you thought it would u nfold that is how you thought it would unfold but not necessary what you think should happen. What you think should happen . Ithink think should happen. What you think should happen . I think one of the key possibilities we should pursue was north korea is increasing engagement. But that is difficult when provocations continue to occur. I would personally sit somewhere in between the hardline sanctions and what south korea are pushing for at the moment which is a continued engagement with north korea. It is very difficult to offer a joint hosting of the Winter Olympics between the North And South, for example, because that is seen to be granting of permission or Turning A Blind Eye to the provocations. However, purely punishing north korea through sanctions isnt necessarily going to have the desired effect we have seen so far. I think desired effect we have seen so far. They are adapting their Business Models. Sky launched their service a few years ago to allow people to strea m few years ago to allow people to stream legally. And they have live exclusive rights to all sorts of Sports Content which you can access legally through their service. But when you come to the question of the streaming boxes, where lots of people are using these services and not realising because they think it isa not realising because they think it is a grey area, i think that is where the question lies. So it is not a grey area. It is illegal. Since april the eu Court Ofjustice passed a law that not only makes it illegal to sell these boxes but also to be streaming the content as well. In the past itjust used to be if you were downloading content. And the premier league have said people have been prosecuted for selling the boxes. How good are they getting at cracking down . It is hard to say. I have read that over 200 individuals or businesses have been prosecuted since april. But who knows how many there are and the real problem is how many would lie outside the uk. In the premier league can only do so much. They have asked for Internet Service providers to clamp down on illegal streams as well. So some people will find that illegal streams are cutting out. So potentially, where does it go . What happened with music, there are Legal Systems in place now, but it started with people doing it illegally and then the Music Industry realised it was Fighting A Losing Battle and adapted accordingly. Joining me now from our westminster studio is anne longfield, the Childrens Commissioner. Thank you forjoining us. What are your concerns for these children . I mean, to put it boldly, it is a statistic, 700,000 children, but these are all individuals who are in very difficult positions. Are they getting the help they need . That is right. These are not only stark statistics, these are children who often statistics, these are children who ofte n ha d statistics, these are children who often had the odds stacked against them. It means they are getting a negative experience or impact in their lives of some sort that will really hold them back from succeeding. The 700,000 children are living in families that maybe are getting treatment for Alcohol Abuse or drug abuse or perhaps domestic violence, but also we know that over half a million children are so vulnerable that actually the state house to step in, either by providing support or care. So these are huge numbers and i think also shocking in that they are also an under estimation. So those 700,000 children in england in families described as high risk, would it be better for them to be taken out of those families . It is always a difficult thing for social services to decide. So it is hard to give a broad answer. But it sounds like a huge number of children in situations that are not good for them. This isnt about me advocating that the state should step in with all of those children. But this is an issue which does cause really serious implications for children, day in day out. 0ften serious implications for children, day in day out. Often that will be day in day out. Often that will be day there through childhood and then through adult life as well. These are things which the longer you leave them the more expensive they get to seoul. So, actually, intervening early, helping support families, getting on the right treatment, and helping them provide positive parenting support is what will really benefit children. So this report comes out. There are very positive things that could be taken from it in terms of making lives better, but do you have faith that that will happen, because we know that budgets everywhere, particularly in areas like this, are under pressure. There is no money to do anything more, is there . Certainly there is elements of that. And for me this is the start of a major programme. I want to galvanise people together, so actually we all identify Vulnerable Children in the same way. At the moment, people can come in different ways. There will be Money Implications at some stage but today what i am talking about is building that consensus, gaining that well, and gaining that will from a across government and also the wider sector that we need to bring the numbers down. Please explain what you mean about them being counted differently by different people. It sounds like according to some organisations these kids dont exist. Sometimes they are hidden from view but if you have a room full of academics and Government Officials and asked them to define what was a vulnerable child, you can guarantee there would be many different answers in there. You start, if you are going from the home office, you would be looking at children coming into contact with the law, if you go from health it would be those that turn up to any. And children dont live their lives in this way, there are multiple vulnerabilities. So i am hoping that what i am putting forward will lead the way in getting consensus on one definition. If the claim is true, the missile could potentially have the range to reach parts of the United States. State media said the Landmark Test was overseen by the north Korean Leader kim jong un and represented the culmination of a decades long research. These are the latest pictures. The north koreans say the projectile reached an altitude of over 2,000 kilometres before hitting a target in the sea. Previous north Korean Missiles have had the capability to reach 4,000km from its point of origin. The latest missile, the hwasong 14, is believed to be able to fly for 6,700km. It could put alaska within range which would increase pressure on President Trump. He previously said pyongyang would not develop a missile that had the potential to hit the United States. In a tweet following this latest launch, mrtrump urged china in his words to end this nonsense once and for all. China has again called for calm and restraint following this latest test. According to Chinese State media, this meeting has produced an agreement between these two parties that dialogue is the way to go, that talking to north korea is going to solve the Korean Peninsular nuclear crisis. But theres been no indication from that meeting what they are talking about. Many observers would say that this has failed in the past, most spectacularly, the six party talks, at the last hurdle, it failed, so its not clear where this dialogue would come from, if anywhere. What else could china potentially do . What levers does china have in trying to resolve whats going on . China has plenty of levers, the question is, does it want to pull them . They are rigorously sticking to the sanctions imposed under the United Nations framework, but if it wanted to, it could pull the rug out of the entire north korean economy. If there is no china supporting their economy, theyve got no exports, 90 of their material is coming from china and thats who they are selling it to. A lot of people looking at the north korea problem will be looking at beijing and saying, isnt it time that your banks or your electrical goods companies, you name it, the list is quite long, start to do a little bit more to hurt north korea . Because that might push them to acting into a different way. The other view is that in the past, north korea has managed to handle massive sanctions and still pushes ahead with its missile programme, so its unclear where this is going to end. Isnt the danger, if he stood down, that would throw this whole enquiry into disarray when Everyone Wants it to get on and provide some answers . We want it to get on but we wanted to be a full enquiry and the real issue is the terms of reference are far too narrow. The survivors and the victims in terms of getting justice Wa Nt Victims in terms of getting justice want to see a proper enquiry that looks at the wider question of rather than simply how the fire started and how it spread so quickly. Sir martin moorebick, like otherjudges, comes from an establishment background. As You Wa Nt To Establishment background. As you want to be a judge led enquiry, isnt it inevitable that they will share a isnt it inevitable that they will sharea similar isnt it inevitable that they will share a similar background . isnt it inevitable that they will share a similar background . I think it is insuring that they get the confidence of the community. Looking at this individuals record in terms ofjudgments hes made, that does not fill people with confidence and im sure there are plenty of other judges who would be more appropriate in this instance. Otherjudges would have made similar decisions, or is it his attitude or his relationship he has not or has struck up with the victims . For me, it is his judgments, he tends to sit on the side of the establishment, he high hed overturned a high profile case of a single parent being moved from london to milton keynes. He failed to look at the alternatives but simply accepted westminsters view that they looked at all the alternatives and decided it was the right thing to do to remove somebody 50 miles away. It seems hes heard on the side of the establishment rather than on the side of ordinary people which means we need someone who is more in keeping and has a greater sense of what is required here, than so sir Martin Moore Bick. Do you think, for example, that the residents should have in effect a veto over who is chosen . residents should have in effect a veto over who is chosen . I think they should be consulted in my view. Clearly it will be a matter for the government. But its important that the residents views are taken into account. This community has been ignored for far too long and given the sensitivities around this particular enquiry, its vital that they have the confidence of the person leading it. Im merely reflecting the views of the community, and they have said that they are not happy and they have called for sir martin to step aside and for somebody more appropriate to be appointed and i hope the government will listen to the community who have already been treated very badly in this whole affair in relation to temporary accommodation and the conversation that has been made available, and the slow response weve seen from local authorities and the government. This is just local authorities and the government. This Isjust Compounding peoples feelings that they are being disregarded, their views are being disregarded, their views are being disregarded. Some residents, after his appointment, said they would be prepared to give him some time to see how things develop. Do you think he still has time, or the writing is on the wall and he should step down now . The difficulty is that the residents have made it clear that theyre not happy with him leading this enquiry. But have they . Weve heard from lawyers and they . Weve heard from lawyers and the local mp, but has there been a collective overwhelming view from residents on this . My understanding is that local residents have taken that view, certainly. More than 30,000 nhs patients, mostly with cancer or rare diseases, have had their entire genetic code mapped. And some patients with breast, lung, skin and other cancers are having the genetic profile of their tumours analysed to determine which are the best treatments for them. But Dame Sally Davies told Me Genome Testing needs to be turned from a Cottage Industry into a National Network, to ensure equal access. Patients will benefit if we can offer them the scan of their genome that will make a difference to their treatments. Thats clearly all people with rare diseases, of whom there are 3 million or more in this country. Its most patients with cancers and quite a lot of infections. Dame sally says six in ten Cancer Patients who get gene tested receive personalised treatment based on their dna profile, and that proportion will rise. It costs £680 to map a persons entire genetic code, but its getting cheaper every few months. In some cases, dna mapping can be cheaper than existing tests or avoid the need for invasive biopsies. This report is an attempt to democratise genomics, moving dna analysis into the mainstream of the nhs, so that more and more patients can benefit from personalised, targeted treatments. It concerns a 16 year old who has been at feltham since december last year, and almost immediately was placed in what amounted to ineffective Solitary Confinement, held in his cell 43 hours each day, certainly for the first three months, allowed out only to have a shower, do some exercise and make phone calls. The reason is that he was in for quite a serious offence and had a history of challenging and threatening staff and other inmates, and also became a target for other people at feltham. Those of the difficult circumstances that staff are having to deal with. In doing so and keeping him away from other inmates, locking him in his cell for such long periods, they broke prison rules. He was also meant to have 15 hours of education week, this was meant to be his gcse year, but he didnt get any education until february or march time. In effect, the court has found that the government, the Secretary Of State forjustice, breached this boys right for respect for private life, and also broke prison rules for some period of his detention. However the court did not say that the treatment he received was in human order grading, so there was no breach of article three of the human rights act, which will come i think this will renew focus on the Minister Ofjustice to improve provision for these very troubled and dangerous young people. So what would work . There are three options open to the us government, and they are a major player. The real opportunities have patients today is in the area of rare inherited diseases, even those diseases are very rare, about 3 billion people live with them in the uk today. Many of them go through life without achieving a diagnosis. A third of the children affected will die before their fifth birthday, the children affected will die before theirfifth birthday, often without an answer for why they are like they are. And if you talk to the parents would those children, they crave an answer. In cancer we can use this technology now to select the cancer treatment. We can individualise or personalise it to the right treatment for the right cancer. In some cases we can potentially minimise exposure to side effects. Potentially minimise exposure to sideeffects. And that is an important distinction. It is possible to test for alzheimers but it is not recommended because it does not mean a cure. There is when you are looking at cancer there are specific examples of how finding it out, although it might not be something you want to find out, there is an upside to it.
