This is a fair and serious offer. That is a first step but this step is not sufficient. The development of the new Nuclear Power station at Hinckley Point in somerset is described as risky and expensive by the Public Spending Watchdog. Also a strain on police after recent Terror Attacks. Police chiefs say theyd struggle to deal with any future serious public disorder, due to cuts in their budgets. And 77 not out, but Test Match Special cricket commentator, henry blofeld, decides to finally call it a day and hang up his mic. Good morning. Its friday, 26thjune. 23rd june. Welcome to bbc Newsroom Live. In the last few minutes, the police have said that the cladding and insulation on the Grenfell Tower block has failed safety tests designed to see how quickly they catch fire. At least 79 people died, or are missing presumed dead, in the fire at the toiwer block last week. The police also confimed that the fire started in a faulty fridge and that there is a possibility of Manslaughter Charges being brought. Ican i can confirm that the numbers we have a presumed dead, confirmed dead oi have a presumed dead, confirmed dead or missing still remains at 79, with nine people being formally identified as dead. I know that there is a feared that that number isa there is a feared that that number is a lot higher and i do not want any hidden victims of this tragedy. Do Ourfamily Liaison any hidden victims of this tragedy. Do our family Liaison Officers on local council networks, we are prioritising establishing exactly he was in Grenfell Tower that night. The home office has assured us that they will not use this tragedy to check peoples Immigration Status and neither will be police. And i urge people now who know people who we re urge people now who know people who were in that tower that night, either as a resident or people visiting, to phone the incident room on oh 800 032 and that is know who those people were. This is one of the largest and most complex investigations that the metropolitan police has ever undertaken. There are currently over 250 specialist investigators working on all aspects of this investigation. It will establish how the fire started and the speed and spread that it took hold of that building. There are two points a priority for me. The speed that it spread through the building but also the internal safety aspects of that building. On the first point, we are examining with experts the Aluminium Cladding and the installation behind the cladding, how the tiles were six to the building and how it was installed. Per mla test on the Installation Samples per mla test on the Installation Sa M Ples collected per mla test on the Installation Samples collected from Grenfell Tower showed that they combusted soon after the test started. The initial test on the Cladding Tiles also failed the safety tests. Such oui arc also failed the safety tests. Such our arc Safety Concerns also failed the safety tests. Such oui arc Safety Concerns on also failed the safety tests. Such our arc Safety Concerns on the outcome of those tests we have shared data with the Department For Communities And Local Government and we have insured that that information data is being shared with every council. We are also concerned about the Fridge Freezer in this matter and weve been working with the department of Energy Business and industry, Industrial Strategy who are working with hotpoint on the safety of the fridge. We know this fire was not started deliberately and we know the Fridge Freezer in this matter has never been subject to a Product Recall before. Further tests are ongoing onto that fridge. That News Conference at new Scotland Yard ending in the last few minutes. Our Home Affairs Correspondent tom symonds is at new Scotland Yard for us. To the test carried out by the police, this test was similar to the tests being carried out by the government on various cladding from buildings around the uk but a different independent test, i understand . That is right. The police have been very clear this morning, they needed to carry out their own test of this cladding because this is a potential criminal investigation. They need to know whether the tiles and the cladding and the installation, the whole system, in fact, that was added to that building, where they met the Building Regulations and b Standards Legislation that set out the kind of safety sta nda rds legislation that set out the kind of Safety Standards for Tall Buildings of this sort and whether there was any breach of those restrictions. Clearly they do need their own expert work and i think what that illustrates is is that this is going to bea illustrates is is that this is going to be a highly technical investigation. 250 investigators working on it so far but they are looking not just at this Company Working on it so far but they are looking notjust at this company did building roles but also a mass of different companies, taking documents now and getting some corporation, good cooperation from the Companies Involved. Theres going to be a very long way to go. As the police consider, it is early days, but consider possible charges, what range of offences are they considering . There are two key areas where we might see charges. Asleep breaches of health and safety legislation. That is properly be more likely of the two. We have seen charges along those lines with regard to transport Companies Involved in accidents and disasters. But there is a higher level of prosecution that might be possible and that is corporate manslaughter. To breathe that is very difficult, the law has recently changed but effectively you have to prove that the head of the company took a decision knowingly to break the law. There is always in the view of life been very difficult to breathe. In the case of these Building Regulations and the refurbishment of Grenfell Tower, lots of different Companies Involved, contractors, subcontracting from subcontractors, working through the massive documentation, contracts, standards, whether they stand as one that is going to be very difficult. It is being talked about here is one of them most contradicted investigations the met has ever carried out. Complicated investigations. A linejumped to me that investigations. A line jumped to me that officers have listened to 999 calls, some over an hour long, each call tells its own story, they say. What volley one can only imagine how haringey must be to go through that and listen to it. We heard from the police that they do not want there to be any hidden victims, they are concerned that there may have been someone concerned that there may have been someone in Grenfell Tower that night who they simply do not know about. That is right. The police and the authorities are under pressure on this one because there has been a narrative on social media in particular that the number of people who died is being played out. The way the police were, they confirm confirmed deaths. So they will say, they said already there are nine deaths are confirmed and a total of 79 suspected death, ethically people who are missing, suspected of having died in this fire. They want to know if there was anyone else in the tower he was less clear without. Perhaps people who did not live there, people who were subletting, people who should not have been there for whatever reason, the key message from the authorities has been that we do not care why you we re been that we do not care why you were in Grenfell Tower, if you were there and you know someone who was there, we need to know so that final figure can be as accurate as possible. But there are some fairly chilling details of this. The police state that complete bodies that they have found in the fire have now been removed. You can see from that that this is a pretty horrendous job for the officers, based at the scene and those listening to those wrinkles that you mentioned. Listening to those phone calls that you mentioned. Thank you, tom, at new scotla nd mentioned. Thank you, tom, at new Scotland Yard. Breaking news. A Police Informant gary hagerty has pleaded guilty to 200 Terrorist Offences including amongst those offences, five murders. Gary hagerty had agreed in 2010 to turn superg rass had agreed in 2010 to turn supergrass and testify against his former associates. He will be sentenced at a later date but prosecutors in Northern Ireland now have to decide whether to use him as a prosecution witness against some of his former associates. We will be talking to our ireland correspondent very soon. European leaders are meeting today after theresa may outlined proposals to allow eu citizens to stay in the uk a plan she described as fair and serious. However speaking this morning European Commission president Jean Claude Juncker has said britains preliminary offer on the status of eu citizens in the uk after brexit is not sufficient. The Prime Minister says that her plans will see no families split because of the Brexit Process. Eu citizens with five years residence would have settled status, meaning lifetime access to health, education and benefits and there would be a grace period for newer arrivals from the eu to the uk. Were expecting to hear from eu leaders and the Prime Minister in the next few hours. On her way into the summit this morning theresa may spoke to reporters. I want to reassure all those eu citizens who are in the uk, whove made their lives and homes in the uk that no one will have to leave. We wont be seeing families split apart. This is a fair and serious offer and i want to give those eu citizens in the uk certainty about the future of their lives, but i also want to see that certainty given to uk citizens who are living in the european union. Of course there will be details of this arrangement which will be part of the negotiation negotiating process, but weve made what i believe is a very serious, very fair offer which will give reassurance and confidence to eu citizens living in the United Kingdom about their future. President of the European Commission, Jean Claude Juncker gave his reaction to the Prime Ministers proposals at a summit in brussels. Mrjuncker, are you getting a clear idea of the kind of Brexit The Uk wa nts . No. Do you think about last nights announcement by theresa may is a step in the right direction . Thats the first step, but that step is not sufficient. 0k. Lets discuss this with adam fleming. Also from westminster, our Political Correspondent iain watson. If the proposals were described as a generous offer and that was meant to set the tone, what you make of the tone of the response from mr juncker . Tone of the response from mr juncker . We have seen a series of other eu leaders alongside the leader, the president of the European Commission mrjuncker giving barely lukewarm responses to theresa mays offer that she made to them last night over dinner here at them last night over dinner here at the eu summit. As they were arriving this morning, the austrian chancellor said it is a good first proposal but they need to invest much more in these ideas. We had seen a much more in these ideas. We had seen a tweet from the polish europe Minister Thing i appreciate the proposal but it is incomplete, it does not meet all eu requirements. So we think the same sort of thing being said again and again, which is thanks for the offer but it does not go far enough. Eu leaders have not quite spelt out quite what their problem with the offer is that they all tend to do Press Conferences and briefings to journalists at the end of these summits so in the next couple of hours, im sure we will get a lot more detail aboutjust what they are not happy about. I suspect they will say things like it does not go as far as the eu offer that was made earlier this year, which would give people the right to bring Family Members who lived elsewhere in europe to come and live with them in the uk and also this issue of who guarantees these rights will stop Downing Street saying they wa nted will stop Downing Street saying they wanted to be britishjudges in british courts, the using each of the europeanjudges british courts, the using each of the european judges in british courts, the using each of the europeanjudges in eu court of justice. I have just the europeanjudges in eu court of justice. I havejust seen the europeanjudges in eu court of justice. I have just seen a tweet who is the mep he was correcting the european pa rliaments who is the mep he was correcting the european parliaments response, he says this first offer does not go far enough i remember meps get out the final say on whether this deal goes ahead at the end of the process. Adam, thank you. Over to ian process. Adam, thank you. Overto ian in westminster. Do you think the government will be a little disappointed by the response from a number of other european politicians to this opening gambit, if you like . Yes, i think they well. The branislav said this was a serious offer but she said it was a fair offer. The Prime Minister. She wanted to position herself on the front but if you like as the negotiations get underway and she would say this is what you knew i wanted to sort out early on, i am showing my willingness by coming up with this offer at the moment. It has not got down desperately well domestically because both labour and the Liberal Democrats are saying that this is too little too late from theresa may, what she should have been doing is unilaterally guaranteeing these rights. Remember we will only get those rights guaranteed for eu citizens if the eu guaranteed for eu citizens if the eu Guaranteed Uk citizens living abroad the same rights at the end of the process. Although she said she wanted to give reassurance to eu citizens, some do not feel desperately reassured. A group called the proposal slightly pathetic. What labour and the Liberal Democrats are also saying is that ethically people are still being used as Bargaining Chips in this process, the serious offer that people bill mac this process, the serious offer that people bill mac theresa this process, the serious offer that people bill mac theresa may shouldve said, i will guarantee these rights no matter what, not dependent on negotiation. The other uncertainties of course, exactly when the whole process gets underway. Will it kick in at the end of the Brexit Process in 2019 or will it kick in at the end of the triggering of article 50 . Theresa may said that should be up for negotiation. On the one hand, while she was want to strengthen her negotiate had, she cannot say that she is offering absolute reassurance to eu citizens here. Many of them saying that they feel there some uncertainty of the state is in the uk. Ian, thank you very much. Adam fleming in brussels. Thank you both. Lets return to the Breaking News. Gary hagerty has pleaded guilty at Belfast Crown court to 200 Terrorist Offences including five murders. We can go to our ireland correspondent who is outside the court. Tell us about who Gary Haggarty is. Gary haggarty is the most senior loyalist parliamentary leader ever to turn superg rass. Parliamentary leader ever to turn supergrass. He parliamentary leader ever to turn superg rass. He was parliamentary leader ever to turn supergrass. He was a commander of the Ulster Volunteer force in North Belfast where this organisation had a murderous reputation. They were the most deadly loyalist parliamentary group. They killed more than 500 people. Today Gary Haggarty has pleaded guilty to 200 Terrorist Offences and that includes five counts of murder, sectarian murders carried out in the 1990s, four charges of Directing Terrorism and 23 of the conspiracy to murder. He stood in the dock here at Belfast Crown court dressed in a suit. The five Murder Charges were put to him individually, Attempted Murders charges were put to him individually, he pleaded guilty to all of them. For example, those four charges of Directing Terrorism were put to him and he said he pleaded guilty to all of them. This case has even more legal significance in that Gary Haggarty, back in 2010, signed an agreement to become what is known in law as an assisting an offender, in other words, in exchange for a shorter sentence for his own crimes, he would be prepared to give evidence as a prosecution witness against his former associates. Prosecutors here have not yet decided, have not made it official their decision if they are going to do that, to use of a prosecution witness in further trials. But if they do decide to do that and the Pleading Guilty Today opens the way for them to do that, but greene if they do decide, any trial racing out of that would certainly be one of the biggest in Northern Irelands history. Thank you for that. The planned new Nuclear Power plant at Hinkley Point is both risky and expensive, according to the National Audit office. The Public Spending Watchdog says the government has not sufficiently considered the impact on consumers. Heres our Business Reporter rob young. It will be britains first new Nuclear Plant for a generation. Hinkley point c has been plagued by delays, but Building Work has already started on the somerset coast. When finished, it will produce 7 of britains power, replacing older, dirtier plants which have gone off line. Hinkley has been given a guaranteed price for its electricity, which could cost bill payers as much as £30 billion. The Public Spending Watchdog is critical. What we found is that the government has committed a very risky and expensive deal, with uncertain economic benefits. The governments case for proceeding with the deal last september wasnt clear cut and while it will be several decades before it is known whether this deal is value for money, what weve concluded is the government didnt do enough to consider the costs and risks of the deal for consumers. The government maintains nuclear should be part of a Diverse Energy mix. It points out it provides clean and reliable electricity. The projects Majority Shareholder edf insists its good value compared with alternatives and says costs for future plants will be lower. Hinkleys construction and operation is expected to create more than 26,000 jobs and apprenticeships, boosting the local economy. But its impact could be national, with new Nuclear Plants to follow. With me is malcolm grimston, a Nuclear Specialist at imperial college, london. Thank you forjoining us this morning. We have heard these concerns before, now the National Audit office is giving voice to them as well. The point is though we will not know the decades, will we, whether or not Hinkley Point is going to represent good value for money . That is inherent in the situation. This is a machine that is going to be generating extra electricity in the year 2085. It will depend on the gas price, how much election Volley Electricity we re much election Volley Electricity were using between now and 2085. We cannot know these things today and with any Insurance Policy against us becoming both emitting more Greenhouse Gases and becoming increasingly dependent on imported gas, as with any Insurance Policy, we kind of dont know until the end of the date as to whether it was worth taking that Insurance Policy out or not. The point is, and the National Audit office says that the government done better in setting up this agreement with the French Energy giant edf and the china journal Nuclear Power group over the guaranteed price for the power that will be generated, a price that was agreed without competition from other schemes and also if you take into consideration sources like Offshore Wind are expected to be cheaper in the future, then you have got to think that there is a fair chance, perhaps, that Hinkley Point will not represent the best value for money in the future. Will not represent the best value for money in the futurelj will not represent the best value for money in the future. I think the what makes a strong point when it is talking about how we manage the economic risk. Nuclear power is very expensive to build, although once it is built, it operates in low carbon and it does not use very much feel so and it does not use very much feel so it does not depend on fuel prices much. The fact that it is extremely expensive to build that means in a pure market, nobody would touch it. They were just built combined gas cycle which is very cheap to build, you get your money back quite quickly. So rather than the government taking all the Construction Risk and financial risk is going to be borne by the people who are building it an electricity consumer, they could have said since electricity is so important to us as a nation, we are going to accept some of the race, perhaps by putting up some of the race, perhaps by putting up half the construction cost, for example, by doing that, that would reduce the economic risk of the whole project and therefore reduce. You think there is some mitigation . There could be. You can not do the best deal but first each deals, it is important point. Edf says it remains good value. It would says it remains good value. It would say that, wouldnt it . What are the ultimate choices . Alternet. Say that, wouldnt it . What are the ultimate choices . Alternet. We have had a lot of solar panel dumped on us. Have had a lot of solar panel dumped on us. Wind generation is coming round. The problem with renewables is the electricity does not come when we wanted a new more you get, you get to a peculiar position, which is often happening in germany now, Electricity Prices become negative, you have to pay somebody to ta ke negative, you have to pay somebody to take away the extra electricity being produced by their wind farms and their solar panels. It becomes less relevant to talk about the cost of generation. You have to look at that cost compared to whether you actually want the stuff that is being generated. The other attentive and what we will be using a great deal of natural gas, increasingly thatis deal of natural gas, increasingly that is likely to be imported so we can fracture some of it at home and thatis can fracture some of it at home and that is implications. There are no easy a nswe rs that is implications. There are no easy answers in the country and the government view we should have a mixture and that mixture should include nuclear seems to me very sensible. Thank you very much. The Chief Constable of West Midlands Dave Thompson said Neighbourhood Street Patrols would disappear u nless Street Patrols would disappear unless there was fresh investment. The Home Secretary amber rudd has acknowledged Police Resources are very tight but said she would not rush into releasing extra money. Dave thompson is in our birmingham newsroom and joins us now. Thank you the time this morning. A couple of things jump at home what you said and we have violated them already. Your concerns dealing with large scale outbreaks of disorder. Have you modelled that of scenario and found your resources lacking . Good morning. We have done work around this in policing. What we are trying to say today is after a period of what has been an unprecedented challenge to the Police Service, we need to sit down with government to look how we manage future threats. One of those voters about how the service mobilises to deal with large scale challenges. We have seen the last few weeks policing has done that very well, from the modelling and the work we do, we know there are some red lights flashing. This is not anyone waving a white flag and saying we cannot cope at the moment but looking forward, weve got to make sure policing in the place and we are keen to do that with government. You said Neighbourhood Street Patrols would disappear. Not might disappear, would disappear. When you think that might happen . What we are talking about here is the settlement for policing. Police forces have got got a flat Cash Settlement. That means provided the local police and Crime Commission raises taxation to the maximum, ulcers in 2021 have the same cash that they have got in 2015. Now i cannot say the moment that will happen all 43 Police Forces but what we are saying is that Police Officers numbers arent dropping, the stretch on the servers, what we wa nt to the stretch on the servers, what we want to do is work with government, the Component Police i think is a key pa rt the Component Police i think is a key part of National Security is in place as well. You have argued that forces have to spend their money more effectively but you also want real time production of funding for policing as a whole and targeted increase in government spending. After the manchester attacks, we had the Home Secretary save more money is being put into a Counterterrorism Policing that you would argue that that funding needs to be increased across forces as a whole in all aspects of policing . What we are saying is the arrangement of the funding in place at the moment, the black Cash Settlement means the Police Force Funding for the majority of policing is dropping. Counterterrorism policing will be important bayer replies upon fitting into a Policing Model so much of the response, 60 response after westminster is not actually Counterterrorism Policing. What we need to see is actually how we stabilised but because simply funding Counterterrorism Policing alone will not create the stability we need. I read this earlier that over two thirds the Policing Effort after the westminster attack was not counterterrorism funded and you guessed the figure will be higher in terms of the response to the manchester attack. How important is that Neighbourhood Policing element, perhaps lots of people would argue that the element of policing has really suffered from cut so far . How important is that to you in terms of Building Public trust, gathering intelligence and so one . What we saw after the recent events is obviously the need for policing to mobilise a lot of people in crowded places and areas, a lot of that is done by non countered terrorism policing. The longer term policing in Neighbourhood Policing is theirs, mainly committees that are seen as have problems with extremism emerged, sometimes communities with lower trust in place. We have to ensure that police is ever present, accessible connected servers that picks up on communities they continues to give that legitimacy. It cannot just jump out continues to give that legitimacy. It cannotjustjump out of dimitris when it is not needed. It is a longer term. When it is not needed. It is a longer term. When amber rudd says she will not rush into releasing extra money, do you think to yourself, if you will not give the extra money now, when will she . agree with her. We face a challenge at the moment and we need to take stock. You want her to give you extra money. Sooner rather than later. There is a time to do this. Where we face unprecedented threat after the challenges. The shot short term funding. What this is about now is sitting down with the new government, looking ahead to the chancellors budget in november, the right investment. The Police Federation want that money now. I interviewed them earlier this week and he said it takes time to recruit and he said it takes time to recruit and train officers, he said police and train officers, he said police and needs the money now. As a chief co nsta ble and needs the money now. As a Chief Constable what i have said is that there is a strain on policing at the moment. We are working hard, we are doing a lot of work but the federation are right that it will Ta Ke Federation are right that it will take some time in investing in policing and recruiting people because you cannot do that overnight and that is why we are making this point to government now. But it is right and proper that we sit down with government and we make the choices across the whole Security Infrastructure now in an effective way between now and november is not a huge amount of time. There is a lot of work we have got to do together but actually i agree with the Home Secretary, this is something that the government and the Police Service has defaced together. We have to do this and effective way. I think it needs more investment, i do not think november is far away. Thank you for your time today, dave thomson, the chief co nsta ble of today, dave thomson, the Chief Constable of West Midlands police. Lets check out the Weather Forecast. That heatwave seems quite far away now. Temperatures back to our village. Weve seen is Weather Front Spring A Band of rain southwards. Some heavy bursts for north of england and wales, but that has been fiddling away and that will continue through the rest of the afternoon. We will get sunshine coming through Gross Scotland and Northern Ireland and parts of Eastern England later today. This evening, as the band of rain continues to sink southwards, there could be helpful in developing and maybe a few spots of rain working through the Bristol Channel towards glastonbury. Not a huge amount of rain, just a bit of dampness. A little bit cooler in scotland, where we will have clearer skies. At the weekend, low pressure will stay in the north of the uk, bringing quite windy conditions. There will be patches of rain, but equally, dry spells and some sunshine. This is bbc Newsroom Live. The headlines. Police have said the cladding and insulation at Grenfell Tower had failed safety tests. Scotland yard have said they will consider Manslaughter Charges as part of their investigation. This announcement comes as 11 other high rise buildings across england are found with cladding which raises Safety Concerns. Theresa mays offer on the status of eu citizens in the uk after brexit is dismissed by the European Commission president. Jean Claude Juncker says it doesn t go far enough. This step is not sufficient. Government plans for a new Nuclear Power station have come under fire from public auditors. The National Audit office has described the Hinkley Point development as risky and expensive. Time for a sport now, lets get the latest. English football is enjoying a run of relative success at the moment, with the u21s side reaching the semi finals of the european championship. It follows the u20s who lifted the world cup and the u17s, who made the final of the euros back in may. Not often it happens right across the board all at once, but fair to say, its all going well for the young lions. The under 21s reached the last four, after a pretty comfortable win over the hosts poland. Demarai gray hit a cracking opener, with jacob murphy and lewis baker, also scoring in a 3 nil win. And to think its only two weeks since the under 20s won the world cup. Were definitely getting stronger. Obviously, the higher we get, the more important the games are. The boys have been in important games before, because we had that tournament we won, so used to playing in important matches. Its fantastic for us. We are through to the semis now and peripherally focused. We are fully focused. A lot of rugby at the moment away from the British And Irish Lions in new Zealand Wales beat samoa in their final tour match, to make it two wins out of two on their summer tour. Several Young Players have been given the chance to impress. 22 year old steff evans scored two tries in the 19 points to 17 win. With several other key players away with the lions. Wales ending their tour on a high. Only four teams have beaten the all blacks since the 2011 world cup and tomorrow the lions are aiming to be added to the list. Its a massive challenge, though new zealand havent lost in 23 years at eden park, the venue for the first test. The last side to defeat the all blacks was ireland, last november and scrum half Connor Murray was man of the match. This is a whole new team, a new players and mass of talent. Were excited about that, its a really impressive record, but if there ever was a team that has the potential, if we clip, we are excited about what we could do. Thats a challenge, the challenge against the best tea m challenge, the challenge against the best team in the world. We know its going to be a massive challenge. We want to take it on and embrace it. If youre worried about results and what did happen, you might as well get off the job. As i said, pretty exciting time for us, and will go out there and expect to win, as probably every win in new zealand is going to expect us to win. But we have to go out there and do that, it doesnt just win. But we have to go out there and do that, it doesntjust happen. Max verstappen has topped the time sheets in first practice ahead of this weekends azerbaijan grand prix. The dutch teenager was almost half a second clear of the rest of the drivers on the baku city circuit. Sergio perez was his closest challenger until his hopes of overtaking the red bull disappeared with quarter of an hour of the session left. It took ten minutes to clear up the debris from his car. Championship leader Sebastian Vettel was third with Lewis Hamilton fifth. And cricket is saying farwell to a great of broadcasting. Henry blofeld is hanging up his mic after 45 years in the commentary box. And not only is it his Voice Listeners of Test Match Special will miss, but his ability to set a scene wherever he may be commentating from. Blowers as he is known, will retire at the end of the summer, covering three more matches. And heres a taste of what youll be missing. I want to tell you about a moment, i was walking home last night and there was a great lot of seagulls eating on the road. A car disturbed, they flew about me and they deposited on me. I thought i was in a hailstorm. Hows your spanish . His legendary commentary all packaged up in one click, you can listen to those over on our website. Lets get more now on our top story, that the Prime Minister has announced proposals that eu nationals who have lived in the uk for more than five years will be allowed to stay after britain leaves the european union. With me is anand menon, director of the uk in a changing europe initiative. Welcome. It does feel today as if we are welcome. It does feel today as if we a re really welcome. It does feel today as if we are really getting stuck into the details of the negotiations, although theres a lot we dont know yet about whats going on. We have the basics of the uk proposal. Weve had the response from Jean Claude Juncker that its insufficient. Do you think the government will be disappointed by that initial response from the eu . But they have been hoping for a more positive response . No, compared with what theresa may presented yesterday, thatis theresa may presented yesterday, that is a detailed paper coming out on monday from the government and it it may be that this is going to fill ina lot it may be that this is going to fill in a lot of the detail but the years after. The one difference of principle here is over adjudication. The eu wants the European Court of justice to decide if the rates of eu citizens here are being respected, and the uk reject that. Because that goes against the nature of brexit. Yes, and equally, both sides think the other side is being ridiculous. We voted for brexit, which means out of the court, so why cant we take heed of this ourselves . From the eu point of view, they want to know what ability they have to maintain the rates as long as possible. They need to find a compromise. For our viewers, outlines how the uk proposal lines up against the eu offer of red uk citizens living in the eu post brexit. The whole point is for the rights to be reciprocal. The eu says is not only do we have this to look after the rights of eu citizens in the uk, but you have the certainty of knowing how your citizens are looked after in the eu. Theresa may said, this is conditional on other Member States giving to the brits in their countries what we are giving to them and arab country. What should understanding of how the process will work from here on in . Will we be in will work from here on in . Will we beina will work from here on in . Will we be in a scenario where one big issue, will this be sorted out before negotiations move onto Something Else . Or will there be lots of negotiations going on in tandem . The British Government has a lwa ys tandem . The British Government has always said her main concern is a trade deal. The use of said we have to resolve the divorce before we talk trade. The divorce involves eu citizens here, it involves the irish border, it involves the brexit deal. It seems that the eu position is and weve made satisfactory progress on the three issues, theyre not going to talk trade. So this is what will be on until the autumn. To talk trade. So this is what will be on untilthe autumn. Thank to talk trade. So this is what will be on until the autumn. Thank you very much. Lets look at some of todays other developing stories virgin media has told its 800,000 customers to change their passwords to prevent their accounts being hacked. An investigation by which . Found that hackers could breach security on the virgins super hub 2 router. The hackers were then able to control other smart appliances including a childs toy and home cctv cameras. The bugs have invaded schools and houses forcing people to leave. Locals are now being asked to help control the plague as Frankie Mccamley reports. Loud chirping its notjust the sight, but the sound of the crickets which is causing misery in the town of chiclayo in the lambayeque province in peru. And theyre everywhere, making their way inside homes, forcing people to move out, leaving their belongings behind. Translation we are not going to live here, alongside these crickets. The crickets fall on the ground, and sometimes we kill them, and they stay alive. Everything stinks. The bugs have also invaded schools, with classes suspended and children being sent home. The extent of the infestation is clear. The crickets are just about everywhere. Translation this village is more than anywhere else badly affected by this plague of crickets. Schools, every resident and neighbours, too, are affected by this problem. Health experts in the country dont believe the crickets spread disease, but are calling on locals to help control the plague. But as people try to do their bit to get rid of them, its clear this is a job that is going to take some time. Frankie mccamley, bbc news. The National Audit office has strongly criticised the costs of the new Nuclear Power station at Hinkley Point in somerset. Im ben bland in the Business News. Some Online Gambling sites are unfairly holding onto peoples money says the regulator. The Competition And Markets Authority suspects some companies are breaking consumer law and will take action against them. It says some punters are not getting the deal they expected from sign up promotions offering cash bonuses and warned that Online Gambling firms should play fair. The regulator did not name specific companies though. A Risky And Expensive Project the verdict from public auditors on Government Plans for a new £18 billion nuclear station. The National Audit office said costs and risks for consumers hadnt been considered carefully enough. The government approved plans for Hinckey Point C in somerset nine months ago. Virgin media has told 800,000 customers to change their passwords to protect against being hacked. An investigation by which . Found that hackers could access the providers super hub two router, allowing them access to users Smart Devices including a childs toy and home cctv cameras. Virgin media said the risk was small but advised Customers Using Default Network and router passwords to update them immediately. Lets start with that rather critical report on plans to build a new Nuclear Power station in somerset. To give you an idea of how big this deal would be it costs £18 billion and the electricity the station generates will be enough to power almost 300 million light bulbs at once, charge more than 600 million smartphones at a time, and boil enough water for 85 million cups of tea. But do the economic numbers add up and did the government get the best possible deal . Joining me now is richard black, director of the energy and climate intelligence unit. The auditor says the project is risky and expensive, the government says it is an important strategic position. Who is right . The National Audit office is not the first body to look at this and conclude that it doesnt stack up. As you said, the sums are enormous. The subsidy amounts to about £30 billion, so thats about £1 billion a year thats about £1 billion a year thats going to edf from our electricity bills, and since edf is owned by the french government, that is going to them. The price of renewa bles is going to them. The price of renewables has fallen, the price of gas has fallen. So what looked a decent idea ten years ago doesnt look quite so decent now. That being said, the Chief Executive of the Nuclear Industry Association Says two thirds of our capacity is come to the end of its life by 2030. We have to replace that. This is a way of doing it in a low carbon way. He is completely right on that, the question is whether nuclear is the right way to replace that. Its interesting that germany is going ahead without nuclear. There was an interesting report last year one smart energy, which said that if we go to smart energy, which said that if we gotoa smart energy, which said that if we go to a Smart Grid System when its all about flexibility, innovation, giving customers the pirated to decide when to use electricity. You have storage, you have interconnection. That would shave about 8 billion a year of the National Energy bill. The question is, in that scenario, does nuclear have a place . Not clear. Two of the most interesting things in the National Office report is that the government should review this every parliament and the second thing is they need a plan b in place. Thats in case the Hinkley Point deal doesnt come through. In case the Hinkley Point deal doesnt come through. Thank you very much. Lets take a look at how the markets are doing. Uk shares lost ground in Morning Trading but the pound climbed against the dollar. Pharmaceutical firms were among the biggest fallers on the ftse 100. On the currency markets, the pound climbed back above the 1. 27 mark and up slightly against the euro. That strengthening of the pound has contributed to the downward pressure on the ftse 100 which often falls when the pound rises. Thats because many firms in the index sell a lot abroad, and a stronger pound means that earnings from overseas are worth less when converted back into sterling. Thats where i will leave the Business News for you this morning. Some Breaking News coming in from the Crown Prosecution Service, saying it has authorised the metropolitan police to charge Darren Osborne with terrorism related murder and Attempted Murder, this following the incident at Finsbury Park in the early hours of monday. Darren osborne will appear at Westminster Magistrates Court later today, in relation to these charges. So this is the incident close to Finsbury Park mosque in the early hours of monday morning, in which a 51 year old man died, and today, the Cps Authorising The Met to charge Darren Osborne with terrorism related murder and Attempted Murder. That just coming into related murder and Attempted Murder. Thatjust coming into us. We also heeding that the government has ordered an immediate by experts of the model of hotpoint Fridge Freezer involved in the grim cell tower fire. The business departments website saying that following the statement from the metropolitan police that this Fridge Freezer model had been identified as the original source of the Grenfell Tower fire, original source of the Grenfell Towerfire, an original source of the Grenfell Tower fire, an investigation original source of the Grenfell Towerfire, an investigation has been ordered. It was manufactured between 2006 and 2009. It hasnt been subject to any Product Recalls before, and it isnt the subject of a recall at this stage. But as a precaution, the government has ordered an immediate examination by technical experts of this particular model of Fridge Freezer. And with me now is Home Affairs Correspondent Daniel Sandford to talk about the other piece of Breaking News that we just brought about those charges, authorised by the Crown Prosecution Service against Darren Osborne in relation to the Finsbury Park attack. Darren osborne, who is the 47 year old who has been held since the early hours of monday morning, has been charged with the Old Fashioned offence has been charged with the Old Fashioned offence of has been charged with the Old Fashioned offence of murder and Attempted Murder. He was also being held on suspicion of preparation of terrorist attacks. That does not seem terrorist attacks. That does not seem to be among the charges, but interestingly, the Crown Prosecution Service is seeing an announcement that they have authorised him to be charged, that it is you terrorism related murder. They are still keen to regard this as essentially a political act and he will be charged and dealt with through the courts, as if this is a Terrorist Incident, rather than an ordinary murder. He will appear in court and then it will appear in court and then it will go through the court system being treated under the terrorism protocol, which is a system whereby a particular series of events happens when somebody is charged with murder in relation to what is deemed to be a Terrorist Incident. What can you tell us about the Ongoing Investigation into that . The police give us an update yesterday. They were very keen still to hear about details of the van that has been hired just outside cardiff. Theyre still looking for more information about the movement of the van. It was hired on saturday and incident took place late on sunday night, early hours of monday morning. You may remember that yesterday the police named a 51 year old man as having died from multiple injuries in the incident. Its multiple injuries in the incident. Its in relation to that that Darren Osborne has been charged with murder. Thank you. Let me remind you were anticipating hearing from the Prime Minister in brussels, that is after the uk offer on the rights of eu citizens living in the uk post brexit, and of course, the response from Jean Claude Juncker, seeing that at this stage, the uk government offer was insufficient. So expecting to hear from theresa may in brussels, we will bring you that life when it happens. The headlines are coming up on the bbc news channel. First we leave you with chris for a look at the weather. Today, we are over 10 degrees cooler and temperatures are back down to where they should be but this time of year. Beautiful skies at the moment. It should be decent weather at glastonbury for most of the festival. Weather fronts moving at glastonbury for most of the festival. Weatherfronts moving into the north west of the uk at the moment. That is bringing outbreaks of rain, heavy rain in lancashire. The ring going into western wales, but is weakening all the while. A few showers across high ground, but they will tend away as we go through they will tend away as we go through the rest of the afternoon. Across northern scotland, we already have sunshine coming out. Brightening up in Northern Ireland. But for a north west england and wales, we will struggle with quite a bit of clouds and outbreaks of rain. In the midlands and southern counties of england and north east england, the cloud breaking to give sunny spells. The forecasting glastonbury is mostly for dry weather, but as we go on through this evening, the band of Rain Trickles Southwards and that pushes through the Bristol Channel. We will probably see a few spots of rain arriving overnight at glastonbury, but probably just rain arriving overnight at glastonbury, but probablyjust a bit of dampness. Slightly cooler, fresh air in scotland. On saturday, low pressure to the north of the uk. It will be quite windy at times and that wind will be bringing fresh air across the north of the uk. There should be sunny spells for most of us. On saturday, starting on a damp note for western england and wales. As we go through the afternoon, the cloud tends to break up and we get sunshine coming through. A few isolated showers and showers working into the north of scotland. It will turn windy and cool in the wind. Winds are stronger across Northern Areas of scotland. Temperatures coming down, so a fresh feel to the weather here. Highs reaching 23 degrees in the sunshine, so it would feel too bad at all. The heatwave is something of a distant memory, temperatures back to closer to the village but this time of year. Closer to the average for at this time of year. This is bbc news, and these are the top stories developing at midday. Cladding and insulation used at Grenfell Tower block has failed safety tests police say theyre considering Manslaughter Charges. Ifi if i find out that individuals or organisations committed offences, then i must be in a position to prosecute without prejudice to any proceedings. Theyve also confirmed the fire started in a faulty Fridge Freezer investigations are continuing. Theresa mays offer to guarantee the rights of eu citizens in the uk doesnt go far enough according to the president of the European Commission. I want to reassure all those eu citizens who are in the uk, whove made their lives and homes in the uk, that no one will have to leave. We wont be seeing families split apart. This is a fair and serious offer. That is a first step but this step is not sufficient. Darren osborne is charged with terrorism related murder and Attempted Murder after a van drove into people near Finsbury Park mosque. The former loyalist Paramilitary Commander turned supergrass, Gary Haggarty, pleads guilty to 200 charges including five murders. Also, concern about the development of a new Nuclear Power station. The building of Hinkley Point in somerset is described as risky and expensive by the Public Spending Watchdog. And 77 not out, but Test Match Special cricket commentator, henry blofeld, decides to finally call it a day and hang up his mic. After 45 years. Hello, either a good afternoon to you. Its friday, the 23rd ofjune. Welcome continues room live. Police are considering Manslaughter Charges as part of the investigation into the Grenfell Tower disaster. In a News Conference this Morning Police also said that the cladding and insulation on the Grenfell Tower block has failed safety tests. Officers confirmed the fire started ina officers confirmed the fire started in a hotpot Fridge Freezer. They have seized documents from a number of organisations and are investigating every Company Involved in the building and refurbishment of the block. I can confirm that the numbers we have of presumed dead, confirmed dead or missing still remains at 79, with nine people being formally identified as dead. I know that there is a fear that that number is a lot higher and i do not want any hidden victims of this tragedy. Through our family Liaison Officers and local council networks, we are prioritising establishing exactly who was in with nine people being formally identified as dead. I know that there is a fear that that number is a lot higher and i do not want any hidden victims of this tragedy. Through our family Liaison Officers and local council networks, we are prioritising establishing exactly who was in Grenfell Tower that night. The home office has assured us that they will not use this tragedy to check peoples Immigration Status and neither will the police. And i urge people now who know people who were in that tower that night, either as a resident or people visiting, to phone the incident room on 0800 032 4539 and let us know who those people were. This is one of the largest and most complex investigations that the metropolitan police has ever undertaken. There are currently over 250 specialist investigators working on all aspects of this investigation. It will establish how the fire started and the speed and spread that it took hold of that building. There are two points of priority for me. The speed that it spread through the building but also the internal safety aspects of that building. On the first point, we are examining with experts the Aluminium Cladding and the installation behind the cladding, how the tiles were fixed to the building and how it was installed. Preliminary tests on the Installation Samples collected from Grenfell Tower showed that they combusted soon after the test started. The initial test on the Cladding Tiles also failed the safety tests. Such are our Safety Concerns on the outcome of those tests we have shared data with the Department For Communities And Local Government and we have insured that that information data is being shared with every council. We are also concerned about the Fridge Freezer in this matter and weve been working with the department of energy, business and Industrial Strategy who are working with hotpoint on the safety of the fridge. We know this fire was not started deliberately and we know the Fridge Freezer in this matter has never been subject to a Product Recall before. Further tests are ongoing onto that fridge. That was a detective at new Scotland Yard. We will be there in a few minutes with more detail on that police statement. First, in the last few minutes, we have heard that in response to what the police have been saying, the government has ordered an examination of the Fridge Freezer model involved in the g re nfell Tower Freezer model involved in the Grenfell Tower fire. Lets go to our Political Correspondent who was at westminster. Tell us more about what the government is saying in response. The government have confirmed they are having an immediate test done on that hotpoint Fridge Freezer. It was manufactured between 2006 and 2009. We know the Serial Number of the model. Ff 17 bp. The white one. Ff 17 bg, a grey one. Manufactured by hotpoint. Owned by the whirlpool company. This has never been the subject of a recall before but tests are being done and there should be an update later in there should be an update later in the day. The government has said that they are encouraging people who think they may be owners of that particular model of hotpoint Fridge Freezer to cool whirlpool and register their details but they say there is no need at this stage for customers to switch off their Fridge Freezers. The government clearly wanting to very much stay on top of every aspect of this investigation and protect consumers. Yes, clearly. And weve just had a briefing from number ten. There is no update at the moment on the number of tower blocks that they suspect may have flammable cladding. Again, we expect an update from dc lg later on today if there is an increase in that number. We were also told that local councils are being encouraged to make private landlords aware that there is the facility available to test cladding that may be on their buildings. So that is a sort of conversation that has been happening between local councils and private landlords in the last couple of days but they are not saying that private landlords should be testing their cladding to make sure they are flammable or not. Ok, thank you very much. We have had a statement from whirlpool which owns the hotpoint model and it says words cannot express our sorrow at this terrible tragedy. They express our sorrow at this terrible tragedy. They are offering the most profound condolences to those whove lost loved ones and their homes and possessions onto their friends and family. The statement goes on. This is the appliance that within Grenfell Tower. Under these circumstances, we are unable to spectate on further details at this time. We are addressing this on an utmost urgency and insisting the authorities in any way we can. We will provide additional updates as our investigations progress. They say consumers who may believe that they have a hotpoint Fridge Freezer model ff 175 bp or left at 175 bg to call their freephone hotline. Model ff 175 bp or left at 175 bg to call theirfreephone hotline. You can see the number there on the screen. All to visit the website. Well pollsters that these models, these models were discontinued in 2009. They have not been subject to recall before and they are not under a recall at present. Just coming into us from Islington Council now. We are hearing that cladding and breathe with house in islington is to be removed. Someone from the Council Housing Department Says that tests were received, test results were received last night on cladding at the side of braithwaite house. They are really do have the cladding, which is only on the site of the building they say, removed as soon as of the building they say, removed as soon as they can buy a specialist contractor. They say and all the panels are removed, they are stepping up Safety Measures in the block with fire safety brittle is taking place day and night. They have organised a drop in session with residents. They have sent Islington Council samples of eight buildings in the area for testing. That sounds quite similar to the news we had from Camden Council yesterday in relation to some test that they had carried out on cladding in some of their tower blocks. A little earlier we heard from the metropolitan police which confirmed that tests that it had carried out on cladding and installation from g re nfell Tower On Cladding and installation from Grenfell Tower that that cladding and installation had failed those tests. They held a News Conference earlier. Correspondence is that new scotla nd earlier. Correspondence is that new Scotland Yard for is now. Very significant that those tests, separate from the tests being carried out from the government, i should say, the cladding and installation failed that examination, carried out by the met. Yes, we heard from Detectives Superintendent within the last couple of hours and she said this investigation had two main issues to look out, how the fire started and how it spread so fast. Now, we heard that it started without all the fridge, a hotpoint fridge, not subject to Product Recall. More investigations are being done as far as that is concerned. And the spread of the fire, the cladding that has caused so many of the fire, the cladding that has caused so many concerns over of the fire, the cladding that has caused so many concerns over the past few weeks and the met said they carried out their own tests, just preliminary tests at this time and it failed all of those safety tests. They say they have seized documents from several premises, they would not be precise about what premises or where they were, and they said they are looking at this fuel range of charges. Health and safety violations to possible Manslaughter Charges. As far as the number of people known to die, missing, presumed to be dyed, that stays at 79. Nine formal identification so far. If there is though, that was spelt out this morning, the number might go much higher. There could be hidden victims. People who might not feel comfortable about coming forward to the authorities, worried about their Immigration Status, subletting that that is, on the wrong side of the law. It was put to them today that the home office will not take any action against them as far as their Immigration Status is concerned and it is crucial that anybody who knows anybody who lived in the flat or was that be flat or visiting at the time comes forward. Do not worry about any of those other issues. That is the important thing at the moment, the met police we re thing at the moment, the met police were thing. She said the terrible reality is we may never find the identity of who died in the fire. Recovering the tower could take until the end of the year. Thank you very much for that. Police have charged with 47 year old man with terrorism murder and Attempted Murder in attack outside Finsbury Park mosque. Darren osborne is going to appear at court today. Our correspondent told us more about this. Darren osborne, the 47 year old who has been held since the early hours of monday morning, has been charged with the Old Fashioned offence has been charged with the Old Fashioned offence of has been charged with the Old Fashioned offence of murder and Attempted Murder. You may remember he was being held on suspicion of commission or instigation progress of terrorist acts. That does not seem of terrorist acts. That does not seem to be among the charges but very interesting the Crown Prosecution Service is saying in their announcement that they have authorised for him to be charged thatis authorised for him to be charged that is that terrorism related murder. They are still very keen to stress that their regarding this as essentially a political act and he will be charged and dealt with through the courts as if this is a Terrorist Incident rather than an orderly murder. He will appear in court this afternoon and Westminster Magistrates Court and from there it will go on to the court system being treated under the terrorism protocol, which is the system whereby there is a particular series of events that happens in the english courts when somebody is charged with murder in relation to a what is believed to be a Terrorist Incident. Whatmore can you tell us about the Ongoing Investigation into that . The police gave us an update yesterday. They are keen to hear details about the band that was hired, a town outside cardiff. They are hoping to get more information about the movement of the van. It was hired on saturday. The incident took place late on sunday night, early hours of monday morning. They are keen for information on that. You may remember yesterday the police named 851 year old man, makram ali, as died from multiple injuries in the incident. It is in relation to that that Darren Osborne has been charged with murder. Our correspondent talking to me earlier. The Prime Minister says that her plans will see no families split up because of the Brexit Process. Eu citizens with five years residence would have settled status, meaning lifetime access to health, education and benefits and there would be a grace period for newer arrivals from the eu to the uk. Were expecting to hear from eu leaders and the Prime Minister in the next short while. Of course there will be details of this arrangement which will be part of the negotiating process, but weve made what i believe is a very serious, very fair offer which will give reassurance and confidence to eu citizens living in the United Kingdom about their future. Jean Claude Juncker president of jean claudejuncker president of the commission gave a brief reaction to the proposals to allow eu citizens to stay in the uk. Mrjuncker, are you getting a clear idea of the kind of Brexit The Uk wa nts . No. Do you think about last nights announcement by theresa may is a step in the right direction . Thats the first step, but that step is not sufficient. 0k. A very brief response from John Corr Juncker Think The First Step was not sufficient. Lets take a look at the podium. Jean Claude Juncker. We are expecting to hear from theresa may pretty soon. These timings can bea may pretty soon. These timings can be a little wrong. We will go to that as soon as it happens. In the meantime, lets talk to brussels reporter. Adam, just remind our viewers how the eu proposals for the rights of british citizens in the eu post brexit stack up against what theresa may is offering. Eu diplomats feel that their proposal which was made a couple of weeks ago in a quite detailed Position Paper was fairly generous and went further than the uk position and i think the real Sticking Point will boil down to these two things. In the eu version of how this should work, eu citizens living in the uk would have the right to bring spouses, children who live elsewhere in the eu into the uk after brexit. These rights would also apply to any eu citizen who basically lived in the uk at any point and it would all be overseen byjudges in the European Court of justice. So those are the big things that do not appear in theresa mays offered to them. So i imagine as these negotiations progress, those could be the thing is that there may bea could be the thing is that there may be a row about. Or maybe there will not be a row and actually do the process of negotiation and both sides will reach some kind of understanding and drop some thing here. But as he saw from that court from mrjuncker, the president of the European Commission, that i did that this offer from theresa may is not substantial enough, we have heard that again and again from eu figures today. The chancellor of austria, the Europe Ministerfrom poland think the same thing. You saw the podium being set up a theresa may to give a News Conference. All the other newsreaders give a News Conference at the end of the summit as well so we will get more details i think from them about this offer. In terms of the officials who would be doing the negotiations, they are waiting until monday. They say they will wait until it is published in parliament, go do it line by line and work out what they like. Ok, for the moment, thank you very much. Adam fleming, are brussels reporter there. We are waiting on theresa may to appear. A still empty podium in brussels. We will be back with her as soon as brussels. We will be back with her as soon as she starts to speak. The headlines on bbc Newsroom Live police say they are considering whether to bring manslaughter and breach of health and safety against anyone involved in the refurbishment of g re nfell tower. Theresa may has offered to guarantee the rights of eu citizens is not sufficient, according to the president of the European Commission. Darren osborne has been charged with terrorism related murder and Attempted Murder after a van driven to people near Finsbury Park mosque in the early hours of monday. Time the small small and lets head back to the bbc Sports Centre and john watson. Despite having 12 players away with the British And Irish Lions, wales rounded off their summer tour on a high with victory against samoa. In the absence of the more established faces, several Young Players were given the chance to impress. One of those, the 22 year old steff evans scored two tries in the 19 points to 17 win, as they made it two wins from two, to follow up their victory against tonga. Not long to go until the lions first test with new zealand. Only four teams have beaten the all blacks since the 2011 world cup and tomorrow morning they will hope to join that list. Its a massive challenge, though new zealand havent lost in 23 years at eden park, the venue for the first test. The last side to defeat the all blacks was ireland, last november and scrum half Connor Murray was man of the match. This is a whole new team, a whole new team of players, massive talent. I think we are more excited about that. Its a really impressive record but if there ever was a team that has the potential, if we collect, we would be excited about what we could do so that is the challenge. It is the challenge against the best team in the world and it is where you want to be. We know it is going to be a massive challenge and this great players all blacks want to get ahead on an impressive. If you are worried about results, worried about what could happen, then your mind is off the job so as i said, pretty exciting time for us and we will go out there and expect to win, as properly everyone in new zealand is going to expect is to win. But we have got to make sure i will that we do that and it is notjust happened. Max verstappen was quickest in first practice for the azerbaijan grand prix. You are under the pressure and i thought is silly. I have been that the nearly 50 years and it is time to get out. The other thing is, try and go when you leave people with happy memories. People say, perhaps, they want more. Rather than saying, why hasnt he gone before . They want more. Rather than saying, why hasnt he gone before . Do you know what i mean . That voice synonymous with cricket. Thats all the sport for now. This case has even more legal significance in that Gary Haggarty, back in 2010, signed an agreement to become what is known in law as in assisting an offender, in other words in exchange with shorter sentence for his own crimes, he would be prepared to give evidence asa would be prepared to give evidence as a prosecution witness against his former associates. Prosecutors here have not yet decided, have not made it official their decision if they are going to do that, to use of a prosecution witness in further trials. But if they do decide to do that, and the Pleading Guilty Today opens the way for them to do that, if prosecutors decide to go with that option, then any trial arising out of that would certainly be one of the biggest in Northern Irelands history. Our island correspondent. Outside court, a lawyer gave this statement. We are now ten from the very critical report. Relating to the activities and Police Misconduct issues. I think it is imperative that the sentence of mr Gary Haggarty happens as soon as possible. That the related investigations relating to the miss content of Police Options is activated as soon as possible. It is activated as soon as possible. It is a difficult day for the family. We hope this process that has been too long to date moves forward and a speedy manner. If this the day the family thought they were the . think the families have been very frustrated that the delay in this process. They have been let down by the Justice System in the past. They had no confidence, little confidence in the process. There is still a long way to go. I have no doubt there is frustration ahead. It is difficult for them. It is difficult to be optimistic today given what lies ahead. I suppose this is the stack, only a small step in the process. Thats good be prevented. The police knew what was going to happen. I dont know how to put it in words but its just. Happen. I dont know how to put it in words but itsjust. He happen. I dont know how to put it in words but its just. He was just a hit man. Hejust killed out well. At will. Just a hit man. Hejust killed out well. At will. Do you think medicago prevented by the Security Services . Yes. The police knew my father was going to be murdered and they sat back and let it happen. It is hard to swallow. So me, the police. I dont care about the group. They will meet their maker someday. The police, the people in authority, they did not protect my family. They didnt do theirjob. This senior investigating officer Richard Campbell is in Central London newsroom. Thanks forjoining us. Wejust london newsroom. Thanks forjoining us. We just listened to that clip and a question was posed, could more have been done to prevent some of these murders . At the police have done more . What is your response . would like to start off by saying i welcome the Proceedings Today and the fact that Gary Haggarty has now pleaded guilty to 200 very serious offences. This has been part of an investigation that i have lived for seven yea rs, investigation that i have lived for seven years, following previous investigations with the Police Ombudsman s office and the Historical Enquiries Team. I understand that the families are frustrated by what they are perceived as a delay and i have met and spoken to the families on many occasions over the years. I think what i have to say that in relation to allegations about what went on during the original investigations at the time of the murders, these are matters that fall very squarely under a separate and parallel investigation. It is being carried out by the Police Ombudsman office. It would be of inappropriate for me to make any comment on that. In terms of the investigation that you have been involved in, today is a milestone in that investigation, give us some sense of the effort that has gone into bringing it to this point. Yes, it is a milestone. It has been seven years, over seven yea rs it has been seven years, over seven years for the current investigation and asi years for the current investigation and as i have said, previous investigations, historical enquiries tea m investigations, Historical Enquiries Team and the police ahmanson offers. It has been a huge effort from the detectives involved but actually i would like to pay tribute to the families today. As i say, i have met these families and got to know them reasonably well over the last seven yea rs. Reasonably well over the last seven years. I understand the frustration that some of them have about what they perceive as gone on in the past. But what i have always tried to do is reassure them that as far as the current investigation goes, but i would be open and honest with them and i believe i had done that. I think that today marks a very significant day in the course of the investigations. But those families of the victims of the five murders that Gary Haggarty has pleaded guilty to, we are in a position here where some of those families never thought they would see anyone convicted of those murdered and yet today we have someone who is now pleaded guilty to direct involvement and committing these five murders so i think that is very significant. We have heard that prosecutors are deciding whether Gary Haggarty can be used as a prosecution witness in other cases. I am assuming you cannot, in any great detail on that but in terms of any further investigations arising from his guilty plea, what can you tell is about how that might progress . Well, what i can say is that this process has always been aiming towards securing the conviction of Gary Haggarty, to allow him to give evidence against others and therefore bring other people to trial for their involvement in these crimes. And that remains the aim. Ultimately that is a matter for the pbs to decide based on the evidence that they have in front of them. Pps. I have done that over the last seven yea rs, pps. I have done that over the last seven years, to get the evidence, andi seven years, to get the evidence, and i will continue to do that. I wa nt to and i will continue to do that. I want to point out that these are very difficult investigations. These are very difficult investigations. These a re offences very difficult investigations. These are offences that have happened many yea rs are offences that have happened many years ago. It is extremely difficult with the passage of time to gather evidence, even with the evidence that Gary Haggarty has given. But that Gary Haggarty has given. But that will not deter us from doing our very that will not deter us from doing our very best, to produce as much evidence as possible to the pps 12 allow them to make the decisions about future prosecutions. Thank you very much. Thank you. Just a reminder that we are waiting on the Prime Minister to appear at this podium in brussels to talk about how our business there at the summit is going so far. She has outlined proposals to allow eu citizens to stay in the uk. Eu citizens with five years residents would have settled status, meaning access to health, education and benefits, and there would be a grace period for new arrivals to the uk. However, Jean Claude Juncker said earlier today that the uks initial offer wasnt sufficient. Well be back there when this News Conference happens, but right now, lets take a look at the weather. Virgin media has told its 800,000 customers to change their passwords to prevent their accounts being hacked. An investigation by which . Found that hackers could breach security on the virgins super hub 2 router. The hackers were then able to control other smart appliances including a childs toy and home cctv cameras. With me is ken munro, a Technology Security expert at pen test partners. Thanks forjoining us. You have one of these routers with you. Tell us more about how the hackers got into them . The problem comes from the fa ct them . The problem comes from the fact that most of these devices have a key that you put in when you want to talk to it. But the password is not strong enough. In fairness to version, the password is one you are supposed to change to something more complicated, but most people dont. Virgin are seeing people should change from the default password. One of the cardinal rules about technology is you dont go with the default password, you change it to something that hopefully no one will be able to guess. Thats the problem, so few people realise it able to change it. Its very simple, you connect to your route, go to the address written on the back of it, but in the password and change it to something unique to you. Then your Internet Browser should be much safer. Do you think Companies Need to do safer. Do you think Companies Need todoa safer. Do you think Companies Need to do a betterjob of explaining to people who buy the product so they should do this, take them through step by step . Should do this, take them through stepbystep . I do. In fairness, many of these have much more secure passwords on the latest versions, but they need to have been consumers that you have to change them, or you could be hacked. We had the hackers have access to a childs toy, to cctv cameras, obviously that is worrying, such an invasion of privacy. That is some good news. The hanky over your route, they need to be relatively nearby, maybe 5200 metres away. They have to be relatively close. But that means potentially neighbours and People Living close to you. But do be careful. For anyone who isnt sure about how to change their passwords, ta ke about how to change their passwords, take us through it again. You should find on the back of the ritter, and ip address. You go in there and change the password to something unique to you, so that the hackers can get in. Thanks very much for explaining that. A Senior Police officer has warned that forces in england and wales would face real challenges in dealing with large scale outbreaks of disorder, because of budget cuts. The Chief Constable of West Midlands, Dave Thompson, said Neighbourhood Street Patrols would disappear unless there was fresh investment. The Home Secretary, amber rudd, has acknowledged Police Resources are very tight but said she wouldnt rush into releasing extra money. Chief constable thompson spoke to me a little earlier. After a period of what has been an as of princes dented level of challenge to the Police Service, we have two sit down and manage future threats. A abbey deed of unprecedented challenge. From modelling the work we do, we know that red lights flashing. This is in us waving a white flag and saying we can call, but looking forward, we have to make sure policing is the right place. He said Neighbourhood Street Patrols would disappear. Not might disappear, would disappear. And you think that might happen . What were talking about is the settlement for policing. We currently have a flat Cash Settlement, which means that providing the local police and Crime Commission raises it to the maximum, forces in 2020 will have exactly the same cash as they had in 2015, which means in real terms, the budget is going down and thats why officers are going down. I cant see at the moment that will happen across all 43 forces, but we are seeing Police Officer numbers dropping. What we wa nt officer numbers dropping. What we want to do is work with government to make sure that component of policing, which i think is a key pa rt of policing, which i think is a key part of National Security, is actually in place as well. You have argued that forces have to spend their money more effectively, but you also want protection of funding for policing as a whole and targeted increases in government spending. After the manchester attacks, we heard the Home Secretary is the more money was being put into Counterterrorism Policing, but you would argue that the funding needs to be increased across forces in all aspects of policing. What were seeing is the arrangement and the funding in place at the moment means that the Police Force Funding for the majority of policing is dropping. Counterterrorism policing will always be important, but it relies on fitting into a Policing Model, so much of the response, 60 but after westminster and more of it after manchester, is not Counterterrorism Policing, it is called policing crime. What we need to see is how we stabilise that. Because simply funding Counterterrorism Policing will not do it. The planned Nuclear Power plant at Hinkley Point is both risky and expensive according to the National Audit office. The Public Spending Watchdog, says the government has not sufficiently considered the impact on consumers. With me is our business corresondent joe lynam. Its its really critical comments critical of how the government assessed the cost and benefits in the first place. Ive read quite a few National Audit reports and normally the language is very accountancy and barely on the one hand and on the other hand. This does not pull any punches. This is an angry report. You refer to the risky and expensive aspect, it is not value for money and that the economic case was marginal and subject to uncertainty. This is what they told us this morning. The government has committed consumers toa government has committed consumers to a risky and expensive deal with uncertain benefits. The governments case for proceeding with the deal last september was not clear cut. And while it will be several decades before it is known of its value for money, what we concluded as the government didnt do enough to consider the costs and the risks of the deal. If the government had decided to invest half the money, this project is £18 billion. What the National Audit office are telling us it if the government decided to stump up half of the money, that would cut the strike price of the guaranteed price the government would have to pay edf and this chinese company, but it in half to around £50 per megawatt hour. At over 30 years or 35 years is a chunk of change. And it said it didnt really look at the alternatives to doing business with edf and the chinese company. And that will lead to problems. The Nuclear Industry see the alternative to getting a guaranteed source of electricity, the alternatives are limited, because youve got an unreliable supply of renewable energy. So the Nuclear Energy people are telling us this is still a good deal. This is a long term deal, its about a Power Station at once its generating electricity, will generally did for 60 years or longer and produce 70 of the uks electricity. The comparison of making is with gas prices. Five years ago, that was very different, who knows what it will be in five or ten years time . Its impossible to draw the conclusion at this stage. He was making the point that we can guess what the cost will be, but none of us will now until way down the track whether this represents good value for money. Wholesale prices for energy are very for money. Wholesale prices for energy are very low at the moment. It looks expensive now, but who knows where will be in 20 years time . Despite this strong criticism from the nao, this project is going ahead. The metropolitan police have said they are considering bringing criminal charges in relation to the Grenfell Tower fire after revealing that cladding used on the building has failed preliminary fire safety tests. Officers also confirmed that the fire, which is thought to have killed at least 79 people, started in a hotpoint Fridge Freezer. I can confirm that the numbers we have of presumed dead, confirmed dead or missing still remains at 79, with nine people being formally identified as dead. I know that there is a fear that that number is a lot higher and i do not want any hidden victims of this tragedy. Lets speak now to ronnie king. He is honorary administrative secretary for the all Party Parliamentary fire safety rescue group. He joins us form carmarthen. Thank you very much for talking to us today. Many developments, we obviously have heard the results of those tests the police have carried out on the insulation and cladding at Grenfell Tower. The Government Orderfor the particular at Grenfell Tower. The Government Order for the particular model of Fridge Freezer involved to be checked, more buildings being identified as having potentially suspect cladding. What questions do you have in your mind today, as you listen to all of that . I think the former Building Regulations as applied to london, when the outside wall, wouldve made a huge difference. The district surveyor would have looked at this he wouldve passed any bill, any conversion, and that was something that was swept away when the National Building regulations in 1986 transferred responsibility, and gave the outside wall another class of sophistication. Certification. Im speaking without the benefit hot of having seen these tests are having but in them, and im sure the public enquiry will come into this, because there seems to be a lot of difference of opinion as to whether the two aluminium panels that formed the two aluminium panels that formed the outside wall cladding and the court, which was now seen to be combustible, was permitted. Certainly, the cladding and the aluminium sheets surrounding the core, would have been certificated. Where the compliant . Thats a matter of opinion, based on the current Building Regulations, so that needs a number of expats to discuss this and have a proper professional opinion formed. At this stage, which you anticipate that we could be looking at a Major Overhaul of fire safety regulations . The allparty group have been seeking that, as usual where, for a number of years. Years since it was last reviewed, and we have really been asking for that to be undertaken and looked at. This time, it hasnt been. Its the sea this time, it hasnt been. Its the sea had to take such a catastrophic surge tragedy for this to happen. The other part is about the cause of the fire, and it would appear to have established that theyre not looking at any other cause, but the cause of the fire was indeed the fridge in the room of the flat, and it spread from there. And they have to say that following a previous house fire, the all party group have been asking for the coroners similar recommendations in southampton to say that retrofitting of Automatic Fire Sprinkler systems, is obviously something to be commended. I am a firm professional view that had Automatic Fire Sprinkler protection had been in these flats and in the common areas, then this fire with notjust read in then this fire with notjust read in the way it did spread. And i think it would certainly have controlled the fire and other fire brigade arrived and then it would have been extinguished. Im afraid were out of time, but thank you very much for talking to us. More than 140,000 people are descending on worthy farm for the one of the worlds most famous festivals glastonbury. The festival opened with a minutes silence to remember those affected by the recent tragedies in london and manchester. Security has also been stepped up this year and all Ticket Holders have been told to expect extra searches. Lizo mzimba sent us this report from the pyramid field. Things began here with their minutes silence a minutes silence before the music started. The first act on the main pyramid stage, hacienda classical, performing lots of dance hits with a new twist. Throughout the day, will see the likes of Kris Kristofferson performing and the main headliners on the pyramid stage later on will be radiohead. One of the things that has been slightly different this year at glastonbury has been the increased security presence, of course. There have been more bag searches of people coming onto the site as well as searches around the area. It has been something that they want to make sure people feel both safer here and reassured about the level of safety surrounding them at one of the biggest musical festivals of its kind anywhere in the world. Now, throughout the rest of the weekend, well see acts like ed sheeran and foo fighters on the main pyramid stage. Katy perry will be there as well as many others on this huge site here. And of course, the other thing that glastonbury is famous for, notjust music, but mud. And the Weather Forecast looks very pleasingly like therell be very little of that. Its going to be quite dry, very little rain, so unusually for glastonbury, people will be able to concentrate on the music without worrying too much about going home covered in mud and water. Police say they are considering Manslaughter Charges over Grenfell Tower and reveal the insulation and cladding have failed safety tests. The number of dead remains at 79, but police fear the true police say they are considering Manslaughter Charges they urged people not to worry about their Immigration Status. I fear that there are more. I do not know who they are at the moment and thats why im really pleading with the public to please call us. As checks continue elsewhere, 11 other blocks in england have been identified as also having combustible cladding. Police confirmed the Grenfell Tower fire started in a Fridge Freezer and revealed they received more than 600 999 calls on the night. Also this lunchtime.
