why he's the only one to go, so far. why aren't the political leaders of kensington and chelsea taking responsibility, as well, for this whole dreadful event? theresa may heads to brussels to meet european leaders. she's expected to clarify the status of eu nationals living in the uk. the iraqi government says the destruction of a mosque in mosul is an admission of defeat by so—called islamic state militants. prince harry reveals some palace truths. he tells a us magazine that no—one in the royal family really wants to be king or queen. good morning. welcome to bbc newsroom live. the prime minister has warned that tests on other tower blocks in the wake of the grenfell tower fire have found some cladding that could catch fire. at least 79 people are thought to have died in the tragedy in west london last week. in a house of commons statement, theresa may told mps all possible steps were being taken to ensure that affected buildings were made safe and residence of the blocks were informed. the chief executive of kensington and chelsea, nicholas holgate, said he was quitting after the communities secretary sajid javid had asked for his resignation. that has been denied by downing street. the prime minister has welcomed the resignation of the chief executive of kensington and chelsea council, nicholas holgate. she said it was clear that the council could not cope in the wake of the fire. she confirmed that no immigration checks would be carried out on residents affected by the fire. our assistant political editor norman smith is in westminster. a lot of detail in what has been said this morning. obviously some controversy about the resignation of the chief executive of kensington and chelsea council but most importantly, that revelation that other tower blocks have combustible cladding. has she given enough detail to reassure people that the necessary steps have been taken to make sure that they are safe? we are now facing a lot of unanswered questions which, i suspect will cause a lot of anxiety, because we know some other tower blocks are clad in the same flammable material as grenfell tower, but we do not know how many. we don't know what is going to happen to the residents and those blocks, whether they are going to be immediately rehoused or evacuated. we don't know how quickly the cladding is going to be removed. and we don't know how swift it is going to be, or how quickly the government is going to be able to carry out tests on all the 4000 tower blocks that there are in britain. there are a lot of very, very alarming questions now opening up. and on top of that, we could potentially be facing a much bigger scandal than the outrage and tragedy of g re nfell tower scandal than the outrage and tragedy of grenfell tower because theresa may also said that the police will be making a statement in the next 48 hours about the cladding. that, of course, opens up hours about the cladding. that, of course, opens up the possibility that the cladding was illegal and it was very noticeable that in the commons, mrs may was repeatedly asked by mps, was this cladding compliant with building regulations, and again and again, she avoided giving a direct answer, saying that this would form part of the police investigations. so, we could be looking at a much, much bigger scandal. we'll have to wait and see what the police actually say. just have a listen to what the prime minister said about the issue of the cladding. the house should of course be careful about speculating on what caused this fire, but as a precaution the government has arranged to test cladding in all releva nt arranged to test cladding in all relevant tower blocks. shortly before i came to the chamber i was informed that the number of these tests have come back as combustible. the relevant local authorities and local fire services have been informed and, as i speak, they are taking all possible steps to ensure that buildings are safe and to inform affected residents. immediately after this statement, the department for communities and local government will contact any mps whose constituents are affected and the communities secretary will provide a further update later today. mr speaker, we can test over 100 buildings a day, and the results come within hours. i urge any landlord who owns a building of this kind to send samples for testing as soofi as kind to send samples for testing as soon as possible. any results will be communicated immediately to local authorities and local fire services. landlords have a legal obligation to provide safe buildings and, where they cannot do that, we expect alternative accommodation to be provided. we cannot and will not ask people to live in unsafe homes. we got a lot of detail about the sort of support that will be provided to the grenfell tower residents. we know that £5,000 was going to be made available to families which have lost their homes. that money will not be a loan or grant, it will not have to be repaid. and there will be no immigration checks carried out on any of the residents affected in the fire, and on the housing issue, mrs may said no family would have to go and live somewhere they did not want to live. she reiterated the commitment that those affected would be rehoused within three weeks, within the borough, or, she said, a neighbouring borough, but she coupled that with a commitment that no family would have to live somewhere that they did not want to live. in terms of the response, she again apologised, was critical, again, of the conduct of kensington and chelsea council and confirmed that the chief executive nicholas holgate has now quit. mr speaker, what became clear very quickly is that the royal borough of kensington and chelsea could not cope and it is right that the chief executive officer has now resigned. jeremy corbyn called for emergency funding to be made available. he said this money was needed to retrofit sprinklers in tower blocks and also to enable the testing and removal of cladding to take place immediately, so cladding to take place immediately, so that local authorities do not have to worry about whether they have to worry about whether they have the necessary money to carry out this work and then, if necessary , out this work and then, if necessary, to re—clapboa rd buildings. he also, again, expressed outrage at what happened at grenfell tower. at least 79 people are dead. it is both a tragedy and an outrage, because every single one of those deaths could and should have been avoided. the grenfell tower residents themselves had raised concerns about the lack of fire safety in the block. the grenfell tower action group had warned, "it isa tower action group had warned, "it is a truly terrifying thought that the action but only believes that only a catastrophic event will expose the ineptitude and incompetence of our landlord, the kensington and chelsea tenant management organisation. the prime minister said it is right that the ceo of kensington and chelsea council has resigned. it may be. but why aren't the political leaders of kensington and chelsea taking responsibility, as well, for this dreadful event? from hillsborough to the child sex abuse scandal to g re nfell tower, the child sex abuse scandal to grenfell tower, the the child sex abuse scandal to gre nfell tower, the pattern the child sex abuse scandal to grenfell tower, the pattern is consistent. working class people's voices are old, and their concerns are dismissed by those in power. the g re nfell tower are dismissed by those in power. the grenfell tower residents and north kensington community deserve answers and thousands and thousands of people living in tower blocks around the country need very urgent reassurance. can i just the country need very urgent reassurance. can ijust clarify, norman, do we have any numbers from the government on the number of tower blocks that have been found to have combustible cladding? we are seeing some reports coming in that it is at least three. there are three tower blocks affected and there may be a bigger problem than that, because i remember during some of our initial coverage of the g re nfell tower of our initial coverage of the grenfell tower fire, the local academy school had been clad in the same cladding as was on the tower block so this might be much broader problem than tower blocks and cladding use generally on other public buildings. we don't know, but that will form part of the inquiry. what we do know is that mrs may said she thought the government to carry out tests on around 100 buildings a day. there are 4000 tower blocks, so it is going to take some weeks, therefore, to carry out the necessary testing to get through all that. and if you are talking about other public buildings, then that will take even longer. there are all sorts of potential safety ramifications, i imagine, which open up ramifications, i imagine, which open up as ramifications, i imagine, which open upasa ramifications, i imagine, which open up as a result of that and, understandably, they will be particularly concerned, people living in tower blocks, not knowing if there premises have been clad and how safe that is. i suspect we're going to have to wait because mrs may has said that the communities secretary sajid javid will be making a statement. i haven't seen that listed in the order of the commons business today. whether that will be a written statement, i don't know. it sounds like we're going to get more from him and then, of course, alongside that, we will know the next 48 hours, there will be a statement by the metropolitan police. how quickly that will come, whether that will be today or tomorrow, i don't know, but that will shed more light on the scale of theissue will shed more light on the scale of the issue and the clear concern that this cladding was, bluntly, illegal, that it was not comply with building regulations, which might explain why there has been confusion, frankly, amongst ministers about whether this cladding is banned or not. we had philip hammond at the weekend saying clearly he thought the cladding was banned, but then i recall michael gove on monday being much less certain about whether it was banned, and it may just certain about whether it was banned, and it mayjust be that we are talking about criminality here, that the products and material used in this cladding was illegal. we don't know, but i expect we will find out when they get that statement from the police and also, possibly from sajid javid. as the investigation into the grenfell tower tragedy gets underway our reporterjim reed has been to a new tower block in north london which, the housing association has confirmed, is cladded in what's thought to be the same material. he has spoken to residents and the housing association reps there. jim is with me now. the tower you visited, do we know that is one of the once theresa may was referring to when she said that some had already been found to have combustible cladding? it refers back to what norman was talking about just now. the government are testing samples that have been brought to them by councils and housing associations. that is why theresa may promised to make that statement in the commons that you just are. at the same time, that is going to take some time. councils are carrying out the rhone investigative work across the rhone investigative work across the country. the estate we visited last night was in tottenham in north london. the housing association abbey looked back at their documentation and they are pretty convinced that it is the same material that was on grenfell tower, but they haven't yet got the results back from those scientific tests. there is a slight distinction, there. the place we visited last night, those apartments in totte n ha m , night, those apartments in tottenham, only two three years old, 22—storey block, social housing and shared ownership in that block. the residents got an e—mail saying that it is likely that it was the same cladding that was used. we spoke to the housing association which part owns the block, and the man in charge of providing information to residents. the more important question for us now is not whether or not this met building regulations at the time, it is what is the ongoing safety of the building and what impact does having this cladding have on the fire safety of the building, and if we are advised that this is not safe, or it would have a detrimental impact during the fire, then we would look to have that cladding replaced as soon as possible. you might have to take all that cladding down? that is a very real possibility. until proven otherwise, they are working on the assumption that this could be the same cladding as was on grenfell tower. i know that you have been speaking to residents. what have they been saying? the housing association is coming out today to give advice on what to do next. that is the next step. it is important to mention, because people have been concerned about this. that and others around the country will be very different from grenfell tower. what we are talking about in totte n ha m , what we are talking about in tottenham, it is only built a couple of years ago, it has safeties sprinklers, as smoke ventilation systems, so a very different situation from the grenfell tower. but residents want answers. they wa nt to but residents want answers. they want to know why this same material appears they have been put on their building. the government at the weekend was saying that it should not be fixed above 80 metres in height. if they are using stuff that is done how many years ago, that is disgusting. this is a new build. the amount of money they have, they need to sort out their health and safety. this is the first priority. i do hope that it gets done as soon as possible because it will be better for all of us. obviously grenfell tower was tragic but it is two very different buildings, it was built in the 705 and this is only three years old and it has been dealt with all kind of modern, fireproof technology solam kind of modern, fireproof technology so i am not too concerned about the cladding. if this did not happen with the fire in the grenfell tower, what would happen? we would be living here and knowingly, we are not safe. so i am very disappointed. the sting 5hould not safe. so i am very disappointed. the sting should have been checked out before having people moving in, you know what i mean? that block is only two or three years old and was approved by haringey council building regulations, that same material. it is a very well—respected building company which manufactures it. we have to ask about the cladding and also why ask about the cladding and also why a large multinational company can a p pa re ntly a large multinational company can apparently be approved by building regulations. there seemed to be questions about how clear those building regulations are, and how easy they are to follow. we will return to the house of commons where the home secretary, amber rudd, has been talking about the series of recent terror attacks, and a response to them. mr speaker, what we have witnessed in manchester and london are the depraved actions of murderers intent on tearing our country apart, but each act of hate has been met by overwhelming the finds. in borough market recently i saw stallholders are seeing out lives into plastic pots, shoppers searching for delicious treats and tourists looking through guidebooks in the shadow of the shard. rather than being divided by people
