Its a significant moment, a very big mission and it started identifying something which has occurred in this country and just happened, and identifying that is a problem which the government seeks to sell, this issue of inequality. The past 30 years show that the figures have got worse between the highest and lowest performing regions in the united kingdom. In other countries, they have made choices which close the gap, they have widened here. Lets give one little example of Policy Levers which is spending on transport. I will show you a chart here which are treasury numbers, showing just how much per head is spent in yorkshire and humber on transport, £309. It is nearly treble in london, £882. There are reasons why you would expect that, london has a bigger transport system, a bigger population. But the logic, you spend more and the system gets bigger, that is why you get divergence.
