Theresa may has confirmed that the conservative Party Manifesto will propose a cap on Energy Prices for anyone on a standard variable tarriff. The party says this would benefit 17 million households. The key thing is that people are clearly paying too much for their energy bills today. They are on a standard tariff, theyve been with the same Energy Suppliers for 30 years and when the quarterly bill arrives in the post, they like to pay it in full. I wont have direct debits, im not confident with online, its a minefield, so after two hours ploughing through, i gave up and thought, the better the devil i know, get a bill, pay it at the bank. I know ive payed it, use less electric and gas, thats the only way were going to save. They arent alone, the two year Competition Investigation found the Energy Market wasnt working for the two thirds of households on standard tariffs. It proposed a price cap for households in prepaid meters and consumer groups say it should go further. The Energy Market clearly isnt working, too many people stuck on standard variable tariffs playing up to £300 a year more than they need to for their energy. One of the things weve called for is a price cap to protect the most vulnerable, on low incomes who can least afford to pay too much for their energy. Many People Choose their Energy Supplier using one of these, a Price Comparison website. There are more than 50 Energy Suppliers in the fixed price deals to more expensive standard tariffs and those standard variable tariffs, so called default tariffs, which are being targeted by this Energy Price Cap. The conservatives claimed that could save 17 million households around £100 a year. The Energy Companies say it could also damage competition. Weve seen fantastic numbers coming through switching. Last month, 14 increase, half a million, the rest of this intervention is that you destroy that confidence, that engagement just when we are making real progress. The Energy Price Cap will require legislation, so its unlikely to help people like margaret and adam this winter. It is also a major intervention in the Energy Market that could have ramifications for years to come. 0ur Political Correspondent Eleanor Garnier is in york where theresa may has been speaking. Well theresa mays been rallying the troops in york, but i think what has been really striking about this policy from the Prime Minister and the conservatives todayisit Prime Minister and the conservatives today is it is not really a conventional conservative policy. You would expect the tories to back the open market and not State Intervention. Last year theresa may said she would intervene in dysfunctional markets and this approach is a policy that is standing up to that. Now, she is doing what tory leaders before have not done so much, saying State Intervention can be a force for good and she is trying to appeal to so called ordinary voters, perhaps people who might traditionally vote labour. There will be some tory True Believers who wont be so co mforta ble believers who wont be so comfortable with this. But it shows theresa may wants to reach beyond the typical tory tribe and try and widen that net. In doing this, yes, she will be trying to sweep up the extra voters, but she is also showing that she is prepared to take Ona Labour Showing that she is prepared to take on a Labour Policy, because ed miliband, announced a similar policy a few years ago. The detail was different, but the intention was similar. So we are seeing an old Labour Policy being put forward by the now tory Prime Minister. It will ruffle some feathers in the Conservative Party, but theresa may is trying to ensure they fight it not as the Conservative Party per se, but as theresa mays party. Thank you. In that climate, conventional politics would be to pull back your leader and focus on the Shadow Cabinet and policy and not the individual leader. Two pages of medieval text which, for centuries, Lay Hidden Inside Another Book have been identified as the work of William Caxton, who introduced printing to england in the 1470s. There are no copies of the pages anywhere else in the world, as Duncan Kennedy reports. It was in the rolling book shelves of the University Library that erica was carrying out some research. She picked up this box and made her extraordinary discovery. This is the box i found it in. And here it is. It isa box i found it in. And here it is. It is a page of a medieval letter printed by William Caxton in 1 77, a year or so after the first ever british book came off the Printing Press. What was your reaction when you realised what this document was . I was absolutely amazed. This is the sort of thing you hope you will find one day in your career as a librarian, so it was an extraordinary moment to realise we have this early caxton. William caxton was a merchant who was the first to bring printing to britain in 1476. His newly discovered page isa in 1476. His newly discovered page is a kind of instruction manualfor priests. It lay hidden in Reading University for 20 years and had previously been pasted to another book to strengthen its spine. Experts say that it takes us back to the very origins of Printing British books. Letters, going crazy for caxton and if this ever came on the market i would have an estimate of 20,000, 50,000, expecting it to do better. Up to perhaps 100,000. The university has the kind of Printing Press that caxton used
