Professor Dame Sally Davies is calling for a National Network of Genome Testing. She says 6 out of 10 Cancer Patients who are gene tested receive better care as a result, so she wants this to become Standard Practice across cancer care, and some other areas of medicine like Rare Diseases and infections. 0ur medical correspondent, fergus walsh, explains. Both his parents died from it and he was diagnosed with colon cancer four years ago. Now he is one of 31,000 patients who have had their entire genome mapped by the nhs. I am very excited about it. For me, hopefully, if my cancer decides to come back it will benefit me. More importantly it will benefit a lot of other people, forfuture generations, for better treatments, for quicker treatments, better diagnoses. Patients will benefit if we can offer them the scan of their genome thatll make a difference to their treatment. It costs £680 to map a persons entire genetic code, but its getting cheaper every few months. In some cases dna mapping can be cheaper than existing tests or avoid the need for invasive biopsies. But what about Data Confidentiality . The nhs believes it can protect genomic information, but some are concerned about the safeguards. This report is an attempt to democratise genomics, moving dna analysis into the mainstream of the nhs, so that more and more patients can benefit from personalised targeted treatments. The high court has ruled that a 16 year old boy who was held in Solitary Confinement for more than 23 hours had his human rights breached. The teenager, who has Significant Mental Health problems, was kept in a cell at Feltham Young 0ffenders institution for four and a half months, without Access To Education. Our home affairs correspondent, danny shaw, sent this report from the high court. It holds some of the most troubled and dangerous teenage boys in the country. But is Feltham Young 0ffenders institution looking after them in the right way . Last week, an Inspection Report said the centre was not safe for staff or boys. Now the high court has declared that feltham broke prison rules and acted unlawfully, after a 16 year old was held for months in conditions his lawyers said amounted to Solitary Confinement. The boy was initially detained in his cell for 23 and a half hours each day. He was allowed out only to shower, exercise and make phone calls. And he had no Access To Education for three months. The court ruled keeping the boy away from other inmates breached his right to respect for a private life. It also said he should have had at least 15 hours education each week. Troublesome boys cannot be allowed to drift, the court said. There is still the issue about it still being possible for prisons to hold children in isolation. We think thats wrong and we think thats a Child Protection issue, and we will be appealing against it. Inspectors found that almost a third of boys at feltham spent only two hours a day out of their cells. This womans son had a particularly difficult time there. Solitary confinement cant rehabilitate you. All it does, as a child as well, it makes you more angry with the system. You dont have access to anything that can help you in the future. The court ruling did not go as far as declaring that what happened to the 16 year old at the centre of the case was inhuman and degrading. That will come as a relief to the ministry ofjustice, which has overall responsibility for feltham. The Ministry Said the safety and welfare of young people was its highest priority, but it added that proportionate and justified segregation was an essential tool to manage offenders who would otherwise pose a significant risk to staff and prisoners. The bbcs Panorama Programme has uncovered evidence of repeated cover ups Of Historical Sexual Abuse in britains cadet forces. Victims have spoken for the first time of senior Cadet Leaders covering up complaints, and pressurising families not to go to the police. The cadets is one of the uks largest youth organisations, with 130,000 members. Its overseen by the Ministry Of Defence, which says it has robust procedures in place to protect cadets. Katie razzall reports. Tony was sexually abused when he was on a trip with the Cheshunt Sea Cadets in 1981. One night obviously there was a sensation, i woke up, and there he was. I think he was actually crouching down by the bed and he stood up as soon as i woke up. And. I looked down and i was exposed. There was no doubt in my mind that. You know, he was touching me. The abuser was his commanding officer, Lieutenant Colonel alan waters, then aged 33, a Volunteer Cadet Instructor in charge of children aged 12 and up. When tonys parents complained, they got a visit at home from senior sea Cadet Officers in full uniform. We was ready to go to the police, and they convinced us that we should not go to the police. They tried to explain to us that if we went to the police that sea cadets could be stopped. In return for not pressing the complaint, tonys parents say they were promised alan waters would never work with children again. But panorama has discovered that was a lie. The sea cadets did not dismiss him, they didnt even suspend him. In fact they actually promoted him and moved him to another division of the cadets. Panorama has found in cheshunt, glasgow and birmingham too a pattern of repeated cover ups. Cadet leaders sexually abused children in their care and senior officials in the organisation then covered it up. It is being compared in scale to other sex abuse scandals. We have obtained figures which show in the last five years 363 sex abuse allegations, both historical and current, have been made across the uk for the army, air and sea cadets. 282 cases have been referred to the police, 99 volunteers have been dismissed. In tonys case it was only 25 years later that Alan Waters Saw justice. He was convicted in india of raping and abusing Street Children at an orphanage in mumbai. The sea cadets have apologised unreservedly and said it is not reflective of the organisation today. The Ministry Of Defence told us. Child sexual abuse is an abhorrent crime and we have robust procedures in place to protect cadets. This includes all adults who work with children undergoing mandatory security and background checks, rigorous Disclosure Procedures and regular safeguarding training. But what makes todays claim different is the range of an intercontinental missile. Previous missiles had been medium or intermediate range missiles, reaching 3,500 kilometres at most. They are hwasong, nodong and mudan. With hwasong 1a, north korea says it can likely reach Intercontinental Ballistic Missile ranges including putting alaska at risk. But the us and russia say the missile had a medium range and presented no threat to either country. That is the case, based on the information the us have released about the test and some modelling done by people operating, it seems to be the furthest range. And when they say it has the potential to hit north america, are we only talking about alaska, tell us what you think we know so far. North greens said they could hit anywhere on earth, that is probably an exaggeration. The modelling that has been done based on what we know about the missile suggest it might be able to reach alaska and again parts of canada. Again very much dependent on conditions. And the test that weve been seeing, am i correct in saying theyre happening more often since this leader took over from his father. That this is part of his fame. Weve certainly steer well see more tests than a couple of yea rs see more tests than a couple of years that kim jong un has come to power and that suggests to us that this is more about a real programme, theyre trying to build these rockets and systems that operational as opposed to things that they can off. And is this because with every test, and we have seen some of those stills put out on state television, but with every test presumably more knowledge is gained and more expertise. And that is the point of doing these tests . Absolutely and if you look at the stills coming up from north korea today you can see elements of the design of the missiles that they have been testing over the past year, inc in this divine. When things do not like they abandon them and they move from one system to another. Theyre trying to build a rocket that works. We are not only talking about the range, which is important from their perspective, but many more facets to this . Getting to alaska if indeed they have that capacity is quite a big step. But also does the challenge to make sure the warhead is able to return in such a way as to d eto nate is able to return in such a way as to detonate properly. That is a huge technical challenge, a bit like throwing an egg at the near and making sure is that 0k coming back down to earth. Weve seen progress on that, and they have perhaps moved on that, and they have perhaps moved on further but it is a very technically difficult thing and this year we have seen no evidence that they have advanced further on that separate parallel track. The dup leader Arlene Foster said she is confident of reaching an agreement by the end of the summer. At a News Conference this afternoon the dup leader Arlene Foster said she still felt an agreement was possible, that her party were still committed to achieving that agreement. And she said the dup would continue to work towards that aim in the coming weeks. What we want is an agreement which everyone can buy into, whether you a nationalist or unionist. I think that is important for the sustainability of these institutions going forward. What im looking to do andl going forward. What im looking to do and i hope others involved in the process are looking at the Bigger Picture as well and saying that we wa nt picture as well and saying that we want devolution and inherently bad as the first question Everyone Needs to ask, if you want devolution then he need to find an accommodation of everyone feeling comfortable with that. The Us Led Coalition in syria says its allies have breached the historic wall of the old city of raqqa, the capital of so called Islamic State militants. More than two thousand jihadifighters, and up to A Hundred Thousand civilians, are still thought to be inside the enclave. But Iraqi Forces Say they are also close to taking the few remaining streets controlled by is in mosul, as our correspondent Richard Galpin reports. 0n the front lines of raqqa, the capital of so called Islamic State. Its looking increasingly vulnerable. These are troops of the Syrian Democratic forces, or sdf, who are backed by the United States. Over the past few weeks they have advanced rapidly through the outskirts towards the city centre. This kurdish commander said the Islamic State militants are only firing Mortar Shells and rockets, and claims their spirits are low. And now, after the arrival of reinforcement last weekend, sdf troops are reported to have taken another major step forward, breaking through the walls guarding the old city. The us military says its warplanes based in the region fired missiles to punch two holes in these medieval walls surrounding the old city. Sdf troops were then able to take the fight inside the heavily fortified area, where its estimated at least 2000 Islamic State fighters are now holding out. Amongst those involved in this key battle is a british man who calls himself mercer gifford. They are making excellent inroads into the city, which means that the confidence amongst the sdf fighters on the ground is incredibly high, and were looking forward to seeing raqqa completely done, finished, which is the heartland of the so called Islamic State. And, meanwhile, across the border to the east, iraqi troops are now very close to pushing Islamic State completely out of its other major stronghold, the strategic city of mosul. It has taken the soldiers here almost eight months to reach this point, with just a handful of militants fighting on in a tiny corner of the city. The caliphate proclaimed by islamist state across a large area of syria and iraq three years ago is almost at an end, but with pockets of territory elsewhere, the militants will still pose a threat. But a stones throw away is something which could ruin it all for liverpool. Whats proposed for either side of this famous dock wall is a Development Worth £5 billion over 30 years, covering just over half a square kilometre, but which unesco believes is so far from gorgeous, it could cost liverpool its World Heritage status. The liverpool waters plans from Developers Peel holdings are all about transforming the skyline. New offices, bars and a stadium, new housing, high rises. Unesco dont like it. Yesterday, these unesco representatives gathered in poland to look at a list of sites in danger of losing their status. They will set liverpool a deadline take control of the liverpool waters site or lose the plaque by 2018. It matters to unesco, but the city is divided over whether it should matter to them. I want to keep the status, but if keeping the plaque risks the investment and the jobs and the houses, the place and the people came before the plaque and they should stay before the plaque. We are a city of museums, but we dont want the city to be a museum. People like me, if i speak up, i am told i want to fossilise liverpool, im trying to museum ify liverpool, whatever. No, i want liverpool to develop in the future as well, with the same type of aesthetics that are there with the grandeur of the past. The once grand past of palmyra will also be considered on unescos danger list today. Likewise, aleppo. Along with many other Historic Sites which are victims of war. Liverpool, though, is considered a potential victim of regeneration and high rise ambition. The council says regeneration and conservation can complement each other. If unesco disagrees, the city could be the second only Heritage Site to be stripped of its status. Through this evening the Weather Front responsible is still drifting slowly eased and will continue to produce some drizzle. But further south overnight lows only around 17 degrees. But we start off in the Northern Isles and across far north of scotland with some glorious sunshine. Further south moor in the way of cloud and drizzle but an improving picture through the day. Then further south of that for central and southern parts of england and wales it is a warm start with sunshine pretty much from the word go. As we go through the day we keep that dry and sunny weather. The cloud across scotland and the north of england will break up, a better day in prospect. And temperatures around 15, 18 degrees across Northern Ireland, 29 likely in the south east corner. So for wimbledon, potentially getting pretty hot but on thursday we could see some pretty intense sundry downpours. A normal story for this time of the year. This Weather Front will enhance the potential of some sharp and thundery showers across quite a broad area. A slow improvement for scotland, the showers easing away and staying pretty warm if not hot with highs of 29 degrees. Friday then a little bit quieter, not quite as sunny up into the north west and then friday night into saturday, some wet and windy weather with low pressure moving into the far north west.
