Our main story at five local authorities around the uk are checking the cladding on high rise buildings, 600 of them in england alone, because of concern about the cause of the Grenfell Tower fire in which 79 people died. So far, tests have found the cladding on seven buildings is combustible. The tests are on going with samples from tower blocks all over the country being sent in for testing 100 samples can be processed a day. The Prime Minister told the commons that steps were being taken to make the affected buildings safe and to inform residents. Our Political Correspondent iain watson reports. An unimaginable tragedy. That is how the Prime Minister described the fire at g re nfell tower. But was it an avoidable tragedy . And are tenants in other tower blocks at risk . Many politicians as well as the wider public dont want to wait for a public enquiry for answers. Local councils estimate that 600 high rise buildings like grenfell have some form of cladding, and tests are now taking place to find out how many have been covered in material that potentially could go up in flames. Mr speaker, shortly before i came to the chamber i was informed that a number of these tests have come back as combustible. The relevant local authorities and local Fire Services have been informed and as i speak they are taking all possible steps to ensure buildings are safe and to inform affected residents. The bbc has seen e mails sent to residents in this block in haringey in north london, telling them that the cladding here is similar to Grenfell Tower. But the flats do have other Safety Systems in place including sprinklers. In nearby camden the council is already removing similar cladding from five tower blocks which they say doesnt meet the standards they have asked for, and are taking legal advice. Labours calling for cash to be made available to be made available to councils who want to follow suit. There is obviously a huge cost involved in removing and three cladding blocks that are found to have Flammable Materials included in them. That resources, that money must be made available immediately because it is a huge job of work. But while precautions are being taken now some Opposition Politicians accused the government of being too slow to act on recommendations from four years ago following this fatal fire at Lakanal House in south london. The coroner in 2013 said that those deaths were avoidable, that there should have been sprinklers, that there should have been change in the fire instructions, that there should be greater supervision of contracts and fire inspection. The coroner did not, as i understand it, say that there should be sprinklers in every one of these types of properties. But what is important is, because what underpinned what she was saying was the necessity of making sure that People Living in similar blocks are able to feel reassured about their safety. Here in kensington the most senior official in the local authority has resigned. This was welcomed at westminster, while the council was criticised for a slow response to the crisis. The Prime Minister wants to see swift recommendations from the forthcoming public enquiry, but Grenfell Tower appears to be becoming something of a political symbol of inequality, and a new consensus seems to be emerging here in the House Of Commons that more priority should be given to people who live in rented housing. We have to learn those lessons, to make sure this tragedy is a Turning Point in our whole attitude and never again do people died needlessly in a towering inferno, living in poverty, surrounded by a sea of prosperity. Long after the tv cameras have gone and the world has moved on, that the legacy of this awful tragedy be that we resolved never to forget these people and instead to clear our policies and our thinking towards making their lives better and bringing them into the political process. Simon, what is the community, what has been their reaction to what the Prime Minister said earlier . One message i am getting above all is this is all too little too late. Theresa may made that statement partly to try to reassure people here that everything was now being done to help them, to support them, to find new homes for those that need it, but it was also aimed at the country as a whole, people who live in high rise blocks who are concerned about their safety, the reassurance that checks are taking place and those checks are going to be quick. But this is a community that very much needs its confidence rebuilt. He told me that he welcomes the fact that now checks are being made on other buildings but he feels it should have been done a long time ago. Obviously, if there is dangerous cladding like this building had on it, that needs to immediately be removed and looked at, because there shouldnt be more lives lost like this because each and every life is dear to all of us, including myself. So i dont want any more people to get hurt in the process or lose their lives over something that can be done to prevent stuff like this from happening. 0ne resident gave us some footage of meeting theresa may attended here in this area yesterday evening. She spoke with some of the relatives and then afterwards he showed us what happened as she left the building. Booing a small but vocal group here. The man who filmed the footage that he had not been invited to the meeting. He did not know who exactly had gone. He said most in the community did not know she was there. I think in many ways they are trying not to pre empt the public enquiry, but because it is such an urgent situation you count up such an urgent situation you count up the possibility of thousands of people in unsafe buildings, so that is why they have asked local councils to look at the high rise blocks they have in their area, to sendin blocks they have in their area, to send in samples for testing. Today we have had an update on matt, English Councils estimating there may be 600 high rise blocks that have cladding of some kind, we now know that seven of those have come back showing they have combustible material in them. We do not know is how many have been tested. We do not know if it is seven out of seven or a lot more have been tested and some are ok. So what they are trying to do is reassure residents, they will be told first if there is a problem than Fire Safety Officers will assess the situation to see if the building is unsafe and the government and the Prime Minister are saying if there is a problem then these people will be re housed. But also that they will do everything they can to make sure residents are safe. Thank you. As weve been hearing, cladding is being urgently removed from five tower blocks in the london borough of camden. The council said the panels installed during a 2006 refurbishment were not to the standard commissioned by the local authority and are understood to contain aluminium with a polyethylene core. Council leader Georgia Gould says her First Priority is to ensure the safety of the residents. My understanding is that we commissioned Fire Retardant cladding. Obviously, in light of all of this we will have to do a review of everything that took place. But that is our understanding. And we feel really let down that that is not what is on this building. And your tenants as well . Absolutely. I think that we never felt the need to take off these panels, take them to an independent Testing Centre to watch them burn. We thought we were dealing with Reputable Companies and we feel let down and our tenants feel let down. My absolute priority is to make sure that our tenants feel safe, which is why we are putting in place the 24 7 fire wardens and why we are acting quickly to take down those extra panels. You have some fairly firm ideas on what you think the enquiry into the g re nfell what you think the enquiry into the grenfell disaster should look into. Cani grenfell disaster should look into. Can i just say that my heart and prayers go out to those who have suffered and continue to suffer in this. We want to make sure that whatever we do helps them and helps those tenants who live in the area and have been badly affected. The point i was making today was that i have for some time a deep concern about what we are trying to do when we try to make these old tower blocks that were designed, arguably, badly, they now have to be clad because the environmental requirements mean they have to have much higher levels of environmental protection, in other words not losing heat all being able to use less heat inside those buildings to make them work, and the problem is in doing that at great expense what actually we are doing is almost making these things less safe, as they were before. The question is lots of councils have already taken decisions about taking these blocks down and many say the real problem with this, and i have yet to meet residents who wants to be housed in a tower block, and i asked if it is at all possible for the enquiry to widen its remit a little to ask a very serious question about whether oi very serious question about whether or not it is not feasible any longer to continue with these kind of tower blocks and the position should be that we should start looking to bring them down and build more Family Friendly housing, which is being done in other cities elsewhere around the world. But there are 4000 of these tower blocks. That would ta ke of these tower blocks. That would take a long time and it would mean building a lot of homes very quickly to replace them. Some of the tower blocks that have been built more recently have already built into them much better Environmental Concerns and better fire them much better Environmental Concerns and betterfire protection. The problem is with these old blocks that were built out of concrete and built in the 1970s, perhaps even as early as 1960s. My main concern is that in a sense we need to rethink the way housing works and get it back to a position of being much closer to what families want and need which is to have housing. But certainly if they are blocks of flats, they should be lower, to allow them to feel like there is a smaller community. The centre for socialjustice is now undergoing a big review which will bring in all parties and all experts to look at whether or not it is now feasible to embark ona whether or not it is now feasible to embark on a programme that says in the longer term we want to try to get social housing, housing generally, back to that level of humanity which is necessary for people to feel part of a community and be able to take control of something they have a part of and a sta ke something they have a part of and a stake in. If the enquiry goes into all of that, with the best will in the world, it will take longer and people want this particular enquiry to come up with answers very quickly. There is nothing to stop them having a series of reports. Interim reports that deal with absolute safety, we are already hearing that some of these blocks that have been clad for environmental requirements turned out not to have been clad with the right material. If it was, now it is tested maybe this material is not protecta ble tested maybe this material is not protectable as it should be. That pa rt protectable as it should be. That part can be done and should be done asa part can be done and should be done as a priority with no delays. What i am asking for is that we think more carefully a nd am asking for is that we think more carefully and we look at this in a wider sense, about where do we honestly think we need social housing to be, at what level, have we lost the element of what i call the Human Connection to this, that these tower blocks, many very tall indeed, and often in these areas the lifts break, you find people who are older are Trudging Upstairs to try to get to them, all sorts of difficulties. I question if this is the right way. I also question the density issue. If you look at central paris they do not have those blocks and their density is higher than ours. One quick question, to what extent do you share the criticism there has been of the conservative government and the conservative government and the conservative council in their response to this disaster . We have seen response to this disaster . We have seen pictures of the last few minutes a game of the Prime Minister being heckled on a visit to west london yesterday by members of the community. I stand completely with the Prime Ministers statement which is that she said she is in charge, the government are in charge, the local authority did not manage to control this event as it should be, the government should have stepped in earlier, perhaps, she takes responsibility, she was to make sure the residents are housed, she was to get the money to them, that they get the full support, Mental Health support, all that that she talked about. I absolutely have bought that. It is the right statement to make and the right decision to take and we need to make this right rather than go around playing politics with it. The point is the residents need to know action is taken. I think that is the least we can do to ensure this never happens again. Thank you. But todays review, led by the former head of camden council, dame moira gibb, focuses on the churchs management of peter ball when the allegations first surfaced in 1992, and he stood down as bishop of gloucester. Entitled an abuse of faith, dame moira says the Church Colluded with ball rather than seeking to help those he harmed. We conclude that the churchs response to balls misconduct over a period of many years was lamentable by any standard. In reality, colluding with balls ambition to protect and promote himself rather than seeking to help those hed harmed or assuring the safety of others. The report is particularly critical of lord carey, who was archbishop of canterbury at the time. It says he received seven letters following balls initial arrest, and failed to pass them to the police. The man who died at the scene of the Terrorist Attack in Finsbury Park in north london on monday has been named as 51 year old makram ali from haringey. His family have been paying tribute. Our home Affairs Correspondent Daniel Sandford sent us this update from scotland yard. Makram ali, the only person to have died on the attack on sunday night going into Monday Morning, being formally named by the police today. A 51 year old who moved to this country aged ten from bangladesh. A man who had four daughters, two sons and two grandchildren. A man who suffered from a weak leg and who had collapsed on his way back from pairs in the early hours of Monday Morning collapsed on his way back from prayers in the early hours of Monday Morning and was being looked after by some fellow worshippers, chatting to them, expressing his desire to get home to the house in the next street when the white van ploughed into him, injuring many of the worshippers and unfortunately killing him. He died of multiple injuries. His family today describing how devastated they are at his last. His daughter, speaking on behalf of the family. We wish everyone to know what a lovely man he was. He spent his whole life without any enemies, choosing a quiet life instead. We as a family have always believed that the actions of one person cannot be a reflection of a whole people. And i have no doubt that our father would not wish for there to be any retaliation. The reason was he said it was the discrimination against these very Young Children and there was a lot of Expert Evidence during the course of the trial about the devastating effects of poverty on the very young. Parents who have children under two years of age are not expected to go out and look for work and to work by the government, but on the other hand if they do not work for at least 16 hours they are hit by this benefit cap, and it is that issue that crystallised in this case and it was for that reason that Justice Collins found the children we re Justice Collins found the children were being disseminated against. They have said they are going to appeal, they have permission, but unusually Justice Collins said he had profound hopes that when the Secretary Of State considered all of this the Secretary Of State would decide not to appeal. The gaps behind it serve a function to allow condensation to go of restructure, but it would have assisted the spread of the flames and because it is like a so you have these open gaps. Even when you have fire breaks, use or have a chimney effect. If you want to insulated buildings for environmental reasons, there are other ways to do it apart from cladding . There are many other ways to do it. Silicon vendors can be put over, there are Cladding Systems which are known to be fireproof. Why are companies producing things which they are banned in america, germany, lots of countries, while use companies which are based in those countries Still Producing them and selling them elsewhere . Iraqi troops fighting their way into mosuls old city. The last district still in the hands of so called Islamic State. The army is closing in now on the few hundred militants in what remains of their caliphate. And, in the midst of the fighting, stood this. The famous Leaning Minaret of the grand Al Nuri Mosque, built more than 800 years ago. It was here the Islamic State leader, abu bakr al baghdadi, made his only public appearance, after proclaiming the caliphate across Northern Iraq and syria. But, this week, people were horrified to see video showing the minaret and mosque being blown up by the militants as they retreat. Although they blame an american air strike. And the destruction has been described by the iraqi Prime Minister as a declaration of defeat by Islamic State. With overwhelming numbers of iraqi troops now concentrated in the old city, and with backing from a us led coalition, it does seem to be only a matter of time before isis is finally driven out of mosul. It is true, the advance is slow, but we are advancing carefully, taking into account the lives of the civilians trapped inside the city. But the upsurge in fighting is leading to many civilian casualties. This is mosuls general hospital. It now lies just a few hundred metres away from the front lines. These people, most of them are children. There are children, lots of civilian casualties, that you see here. Most of them are fleeing, and on their way out, they are injured. With at least 100,000 people still in the old city, the number of casualties is likely to keep rising until the offensive to retake mosul from Islamic State, which began in october last year, finally comes to an end. Theres a warning today from the Horticulture Industry that without access to Seasonal Workers from abroad, their sector could face collapse. A bbc survey of soft fruit and Salad Growers found that more than half of those they spoke to arent sure if theyll have enough Migrant Workers this summer. 20 say they already have fewer workers than they need. And the industry is warning that, in an extreme scenario, a punnet of strawberries could rise by up to 37 if we had to rely solely on imports. Why cant you get british workers to pick fruit . We do try very hard, but our experience has been challenging over the years. The fact that its seasonal operation makes it difficult for people, and as Well Unemployment is very low in our part of the world. Theyve been picking strawberries for decades in this corner of essex. The nationalities have changed through the years, but if we want to keep buying british, then growers say they need a Seasonal Workers permit scheme. The government says it also wants this industry to thrive but that there isnt sufficient evidence for such a scheme right now. A statement said shorts were not currently part of our Uniform Policy for boys and we would not wish to make any changes without consulting both students and their families.
