I think if you look underneath the numbers, what you are seeing is, in this country, social activities like going out with your friends for a meal, to see a show somewhere, those kind of activities, hospitality and leisure, they comprise a larger share of our economy than they do for most other countries, especially southern european countries, so when you have a situation like we have, when you are essentially saying you cant do any of those things, you cant see your friends and family, you cant go out to those places because we have closed them, thats obviously going to have an outsized impact on our economy compared to others and thats why the figures are as they are. The shadow chancellor, anneliese dodds, says the figures also highlight the challenges ahead. Well, of course, we all desperately need to see that growth, we need to seejobs being retained and businesses able to operate and growing and having that confidence. I think these figures are worrying, however. Of course they are going in the right direction but actually they confirm our country is experiencing the worst downturn in the g7. We have a long way to go, and of course we are back on lockdown again now so i would agree with the chancellor on this. Unfortunately we are likely to see a very severe impact from that feeding into the last quarter of this years figures. The equality and Human Rights Commission has found no unlawful acts of pay discrimination at the bbc as part of its investigation into historical issues of equal pay. The ehrc has called for improvements to increase transparency and rebuild trust with women at the organisation, recommendations the bbc accepts. It mightve been the case is a further ten cases you looked at, but you didnt carry an investigation and depth further than that. Hello, thank you for having me on the programme. I think, obviously i welcome. I think its important to look beyond the ten cases. We started out looking at 1000. We narrow that to 40 and gave them quite careful consideration. We looked in depth on a deep dive basis at ten of those cases. We carried out a number of interviews with other women and we took evidence from over 100 women through a survey. We took a really forensic and careful approach to what we found and im quite confident about the robust evidential findings that we made. Did you allow the women that you spoke to at the bbc to a nswer that you spoke to at the bbc to answer back, in a sense, the claims from management that took on evidence . So, obviously, any details outside what is on a bbc report are confidential. Just in terms of the methodology, not in terms of details or names, just the methodology. So, the details about are not something that we discuss in the Public Domain. Ican that we discuss in the Public Domain. I can assure you that we took a very forensic approach to all of that. I do understand the feelings of bbc women. I think its important to remember that these are people who suffered considerably. We are talking about delays of two yea rs are talking about delays of two years in one case. More in others. Feelings of anger and humiliation and distress and insomnia. I think this goes to the important findings we have made in terms of inadequate Record Keeping and Inadequate Communications and transparency in terms of the Decision Making that was made. That means the trust is broken down and thats why we talked repeatedly about the need for the bbc to rebuild that trust and we believe that the recommendations that we have made are going to help the bbc do that. I also think its important to make one other point. I think the bbc women are at the heart of this, we are grateful for their courage in coming forward and we couldnt have carried out that investigation without them, but there are other women across the country that we hope will benefit from our investigation, because we wa nt every from our investigation, because we want every employer in this country to look at our report, look at our recommendations and ask themselves if they are doing enough and if not, to act now. Thats why reports like these are so important because they have such wide consequences. But just in terms of how this report was put together, how is your finding that no law has been broken consistent with the fact that hundreds of women have had their pay increase at the bbc. There are women who have had pay uplift at the bbc, but thats on the basis of a fair pay policy which has nothing to do with equal pay. Equal pay is the law. Every organisation in this country needs to comply with it. But so many women have been given fair pay uplift. Does that suggest that the problem is more serious than that and it is an equal pay matter . Fair pay doesnt exist in the law. As well as inadequate Record Keeping at the bbc, which needs to be contemporary, needs to be consistent, one of the issues that came out of our investigation was an inability by the bbc to give women prompt and clear understanding of the decisions and the context within which their pay had been determined. We also found that there was a complex and overly complex and decentralised Decision Making, given by hr managers to individual managers in the bbc, which could easily have led to pay being set at inconsistent levels and thats why i imagine the fair pay claims have been successful in many cases. Lee cain will leave his role of director of communications at the end of the year, despite being offered the role of borisjohnsons chief of staff. A former nurse has been remanded in custody after appearing via videolink in court charged with eight counts of murder and ten counts of attempted murder. 30 year old lucy letby was re arrested on tuesday as part of an investigation which began in 2017 into baby deaths at a hospital in chester. Our north of england correspondent, Judith Moritz is in warrington. This is a very distressing story. Ring is up to date. This was the first time that lucy letby has appeared in court charged with these offences. She was arrested this week and charged last night, so herfirst appearance before a districtjudge here at Warrington Magistrates Court. The offences were read to her, she was not asked to enter a plea today. She spoke just to confirm her name, date of birth and her address and in fact, lucy letby was not physically here at warrington, she appeared via video link. She is accused, as you say, of the murder of eight babies. They we re the murder of eight babies. They were names today. Five boys and three girls. She is also accused of one of those attempted murders and the attempted murder of a further nine babies who we cant report legally at the moment. A total of 18 offences, relating to 17 babies in total. As i said, lucy letby didnt enter a plea but she was remanded in custody here and told that she will appearagain at custody here and told that she will appear again at court tomorrow. Just to give you a little background, these offences she is charged with relate to murders which are alleged to have happened at the countess of Chester Hospital where she was a nurse in the Neonatal Unit between june 2015 and june 2016. I know this is not universally popular, but thats why weve been arguing for the importance of a national lockdown. If you want the nhs to look after the patients we see over winter when were at our most stretched, if you want us to deal with Covid Patients coming in and if you want us to recover those care backlogs, the bit you can control is the number of Covid Patients. You cant stop people having heart attacks or strokes or slipping on the ice and breaking their wrist or hip, but you can control the flow of Covid Patients. I recognise there are trade offs and i recognise it is difficult, but if you want the nhs to treat everybody, including recovering those care backlogs, those 140,000 people who have been waiting more than 52 weeks for care, it is vital that we control the flow of Covid Patients coming to hospital. And it is vital that everybody who is watching this programme follows those lockdown rules. There are more hospital patients in wales than before. 1000. These include 983 beds occupied with confirmed cove is 19 patients. This does sound pretty worrying. Yeah, 20 of patients in hospital across wales, as you say, are related patients. The number of patients in Critical Care with coronavirus only reach 40 of the capacity it was during the height of the first wave. When it comes to Critical Care beds across wales, there is still room and capacity that the moment. We havent reached or seen the levels that we reached during the first wave. Some of those so called nightingale hospitals, those areas of the country, football stadiums, the rugby stadiums across wales, are beginning to return now to other peoples hands out the nhs. So even though the hospital admissions are quite high and they are much higher than they have been during the pandemic in wales, it does appear, and it seems to be an understanding from the nhs, that even though they are full at the moment, the capacity over the next few weeks should be decreasing as we have had this lockdown just over the past two weeks. Police say the incident is not being treated as terror related. Pro democracy lawmakers in hong kong have staged a final show of defiance, before resigning from the legislature. They held a press conference and warned the one country, china says the resignations are a blatant challenge to the authorities and support for the lawmakers would fail. The chairman of hong kongs Democratic Party, wu chi wai, said the so called one country two systems form of government, under which hong kong was allowed a degree of freedom after it was returned to china, is now effectively over. The separation of power is a very constitutional power that Common People can enjoy to check and balance the government acts of today and the days after. We lost our check and Balance Power and all the constitutional powers in hong kong all rests in the chief executives hands. And we all know that. The chief executive of hong kong, because of the constitutional arrangements, is basically a puppet for the central government. So today and the days after, it is the end of one country, two systems. Earlier our diplomatic correspondent, James Landale, told us the background to all of this. The core of this agreement between china and the uk was that when hong kong was handed over from british rule, it would have a high degree of autonomy and freedom to run its affairs as it wished. Now, over the years, there has been slow encroachments upon that made by china and essentially, what the British Government has judged is that the decision yesterday to give new powers to the government in hong kong to arbitrarily dismiss elected legislators is a breach of that agreement. Namely, to have a degree of autonomy, because essentially, beijing is giving a power to the authorities in hong kong to dismiss elected representatives. He is a long time washington insider and it is, as you say, a key appointment, often described as the gatekeeper for the president. The chief of staff is the person who determines whos in the meeting at important meetings. Hes the person who will call the president in the middle of the night if there is a crisis. And he does have a lot of experience as a chief of staff with mr biden in his Vice President role. He was in charge of the Ebola Response under president obama and also Vice President gore back in the clinton era. So a lot of experience in washington and clearly a key position as mr biden manoeuvres himself during these difficult times still to go in the next few weeks into the presidency. I think hes certainly seen as a safe pair of hands because of his experience in similar positions in terms of dealing with people in very high office. He clearly knows his way around the white house and hes been involved in administration is at times of crisis as well. So all of those things together, it seems at least on paper that he has the credentials and experience to deal with the situation that hes facing now. The stability of africas second most populous nation is at stake. After a week of heavy fighting, hundreds of Tigrayan Forces and ethiopian soldiers have died. But thanks to our special forces and militiamen, a lot of our soldiers lives were saved. With peace talks rejected by the central government, tigrays authorities are taking the dramatic step of asking all locals to take matters into their own hands. The heavy fighting began after forces loyal to the local leader in tigray attacked a military base and attempted to steal equipment. Government fighterjets have been bombing targets there. Now the Ethiopian Military has seized the airport in the town of humera. The Tigray Peoples Liberation Front say they have been unfairly targeted. Once a key member of ethiopias Ruling Coalition before it was dissolved, now unhappy National Elections were postponed due to coronavirus. It defied the ban, inflaming tensions. The African Union wants an immediate ceasefire in this battle, pitting Nobel Peace Prize winning Prime Minister abiy ahmed against the leadership of a Tigray Region which the government regards as illegal and says should be crushed. On the weekend, the Prime Minister publicly blamed tigrayan leaders for human rights abuses and corruption. Their objective was clear to make the country ungovernable by instigating clashes along ethnic and religious lines. Now the un warns of a region under threat. We are told that communications continue to be disrupted. There are also reports of intermittent Electricity Supply shortages as well as shortages of basic amenities such as flour and fuel are also being reported. The closure of banks and inaccessibility to the region hamper our humanitarian operations, including the traditional humanitarian cash transfers to1 Million People. The humanitarian crisis is forcing people to look beyond ethiopias borders to seek refuge in neighbouring sudan. Thousands of refugees have fled so far, with the un warning of up to 9 million at risk of displacement. Both sides are digging in. There are fears about what could happen next, and desperate appeals for calm. The bbcs Kalkidan Yibeltal in addis ababa explained more about the Prime Ministers claims. Its very hard to independently verify these remarks, but the Prime Minister earlier today in a tweet said that there are parts of western tigray that the military army has taken control of, or has liberated, thats what he said. And he said the military are providing humanitarian assistance for the people there. This comes as concerns and fears mount over a humanitarian crisis in the interior. Thousands are already fleeing across the countrys borders towards sudan and there are also fears of increasing numbers of internally displaced people, with a shortage of supplies and also the ongoing fight. So he has said that in these parts of tigray, the military takes control, they are providing humanitarian assistance. Both parties, the tigrayan authorities and the government here, appear to be mobilising their resources and scaling up mobilisation. So this suggests that this conflict doesnt have a quick end. We are expecting it to continue for some time. If thats the case, its highly likely that more refugees and more internally displaced people might be the reality of the area, in addition to the hundreds of people that might lose their lives. A prominent afghan journalist has been killed in a militant attack in the Southern Province of helmand. Elyas dayee, a reporter with the us funded organisation, radio azadi, was travelling to work in lashkar gah when he was killed by a car bomb. Mr dayee is the latest victim of a spate of assassinations in the country. Last week three people, including a former tv anchor, were killed in a similar attack in kabul. The Australian Government is to appoint a special prosecutor to investigate allegations that special forces troops committed war crimes in afghanistan. Its preparing to release the findings of a four year inquiry which examined 55 incidents over more than a decade, including claims that civilians were unlawfully killed. Our australia correspondent phil mercer told us more. The Prime Minister, scott morrison, did warn australians that when the report is to be published next week, it would be some hard and difficult reading for them. Mr morrison said that australia had to confront what he called the brutal truth about the behaviour of some of australias soldiers. Now, the report is due to be published in a weeks time. We understand that its likely to be heavily redacted on National Security grounds, so we may not know next week the full extent of these allegations of war crimes, and we may not know for years and years, if this report is to be censored for australias National Security concerns. So the government is putting in place a special investigator to go through the report, and we understand that prosecutions and perhaps military sanctions are quite possible. The number of teenage homicide suspects in the uk has risen to a five year high, according to figures obtained by the bbc. The findings are part of a bbc news project which has identified 100 people responsible for the first 100 killings of 2019. Data from half of the uks Police Forces shows that more than a quarter of the killers were teenagers. And almost two thirds of the killers were influenced by drugs or alcohol. And his family, including his uncle, a former senior prosecutor, are devastated. Hazrat was one of these people who warmed the room when he walked in. He was cheerful, joyful, adored by his own family and extended family. My familys grief is repeated, as your survey found, dozens and dozens of times over every year. After leaving the house, obviously i need to wear my mask and obviously the mask in itself kind of fogs up my visor, so i can see even less than i would. And as we go on ourjourney to college, there can be a few things like street furniture, there may be cafes with the kind of seating outside, especially with the social distancing aspect of things. As well as that, obviously, theres roadworks. Its difficult if you cant actually see, you know, the obstacle itself, and winnie may not know exactly that thats the place that she needs to go, and the right time. Winnie is possibly the star of my life. She came into my life two and a half years ago and she has changed not only my life, but everybody that i know. But of course, we can. Shes got the mic lead there we go. With social distancing, i cant see people as theyll approach me, so im more having to rely on others to distance from me. Because if i cant see you i cant distance from you, you know, and obviously coming up to the college, it can be pretty busy, given the inner city vibe. I think the measures that have been put in place in order to support social distancing are necessary, although for people that have sight loss, its difficult for them to navigate because they may not know. I think that were all a bit, you know, stressed and a bit down at the moment, but, ultimately, i think we could all be coming together. As long as were following the rules, if were following the guidance, we can keep each other safe and, you know, work forwards to a better tomorrow and a better next year. No british monarch has celebrated a Platinum Jubilee before. By the time the country marks the queens 70 years on the throne in 2022, shell be 96. Nonetheless, the government says this milestone will be marked by what it calls. The celebrations will climax over an extra Long Bank Holiday weekend from thursday the 2nd ofjune to sunday the 5th ofjune inclusive. Events are at an early stage of planning, but theyre likely to echo some of the features of previousjubilees. The queen marked the 25th anniversary of her accession with her silverjubilee back in 1977. 50 years on the throne was celebrated by the goldenjubilee in 2002, when she undertook a lengthy series of visits to different parts of the country. Most recently, in 2012, she marked 60 years on the throne with her Diamond Jubilee which was also celebrated across a long weekend. There was a pageant on the thames which was handicapped by the weather and, after a service of thanksgiving at st pauls cathedral, an appearance on the palace balcony in front of large crowds. Tomorrow marks 40 years since the launch of the Charity Children in need and since then, thousands of young people have been helped through some of the most challenging times of their lives. The pandemic continues to affect the Fundraising Efforts of many charities, so this year donations will be more vital than ever. Our correspondent Graham Satchell has been speaking to one family who are being helped when they need it most. Its just mind blowing. It started off as literallyjust one letter, and then loads of people started sending me letters. When matty first became ill, his family set up a Facebook Page asking people to send letters of encouragement. It really helps me. It perks me up and ive had letters from all over the world. When you get a child thats written to you and theyve drawn a picture, its just brilliant. Matty was diagnosed with a brain tumour when he was 12. Hes been through surgery, radiotherapy, chemotherapy. I think its hard to put into words the impact mattys illness has had on the family. Our life will never be the same again. But it doesnt mean we dont live a happy life. Making memories is what we do. Its the most important thing in our life, and i think watching someone in our family whos the youngest member of our family go through such a horrific thing has been the worst thing that you could ever imagine. Im on my way. 2018, and a magic moment. Matty was given the news that he was cancer free. I had my treatment and id been given the all clear. Then i was on mastermind. Name . Matty. Age . 13. And your specialist subject is . The harry potter films. Words cant describe how amazing it was. It gives me great pleasure to present this children in need mastermind trophy to matty. We were just happy, happy. I cant explain, youre just happy again. It was like, ok, youve been thrown this massive curveball, but youve come out of the other side. And then he relapsed, and it was the biggest smack in the face ive ever had. It was just horrendous. I cant explain how devastating it was to know that the cancer was back and they werent sure they could do anything to help us. It can be a Roller Coaster ride for a lot of our families. They have some difficult times and difficult journeys, and were just there to try and help them create special memories and support them along that journey. This is rainbows childrens hospice. Its provided a vital refuge for matty and his family. The people at rainbows are amazing. Theyre so caring, and they make everyone feel so welcome there. They do his medication, they do all his care, so we can be parents to him while were there. With Charity Shops shut and fundraising events cancelled, money is tight. Children in need has been helping to support rainbows with funding. Oh, the hospice has been my lifeline. From the word go, they just looked after me. Theyjust do everything and theyre so supportive. Theyre like an extension of your family. We need to know that mattys happy. Its a sad time but if we spend our time crying, then what memories is that . We have to enjoy life. He is an absolute inspiration to us all and he is what keeps me going too. He fights and he fights and hes had so much happen to him. Hes16 years old, and he keeps smiling. Hes so positive, and i couldnt be more proud of him. When i was on my treatment, everyone used to say, oh, youre so brave. I never used to see it like that. Ijust used to see it as life and youve got to. Get on with it, in a sense. So i hear them say it all the time, but. I never actually realised what they mean because to me, its just life. I try to just live a normal life. What an extraordinary family that being helped by the donations for children in need. Now its time for a look at the weather with chris fawkes.
