good morning. the health secretary matt hancock has said the ban on gatherings of more than six people will be in place for the "foreseeable future" — possibly even until christmas. if you live in england, you won't be able to socialise with more than six people from monday — both indoors and out — it will be illegal. the government is introducing the move following a sharp rise in the number of cases, which the prime minister has described as concerning . the new legal limit of six is for people of all ages, and comes in on the 14th of september. it will not apply to schools, workplaces or covid—secure weddings, funerals and organised team sports. households and support bubbles bigger than six people are also unaffected. if you break the new laaw you cld be fined £100 — doubling with each offence
to a maximum of £3,200. it's all becuase of a steep rise in coronavirus cases in recent days. the measures apply to england only, with the devolved administrations in scotland, wales and northern ireland setting their own rules. the prime minister will give more details at a news conference at four o'clock this afternoon. 0ur political correspondent nick eardley reports. voiceover: wash your hands, cover your face, make space. a new campaign by the government to remind us all of the basics to stop the spread of coronavirus. ministers and experts have become increasingly worried about the number of new cases and today, new measures are being announced to try to limit social contact. you could pick up or pass on the virus. from monday, in england, gatherings of more than six people are being banned by law. the new measures apply indoors and outdoors. police will be given the power to break up groups, and, if people don't comply, they could be fined £100. this will double on each further repeat offence, up to £3,200.
until now, people from two households could meet in larger groups, but that's been limited to six, meaning two families of four can't all meet at the same time. the new restrictions will apply to hospitality venues like pubs and restaurants, but there will be some exemptions for work and education, and funerals and weddings and organised team sports. borisjohnson will be back at the podium in downing street later where he will tell people: we've seen tighter rules in a number of areas in recent weeks, large parts of the north of england, a number of councils in the west of scotland, caerphilly in wales.
in bolton, significant new restrictions have just come into force. pubs and restaurants have been told they can only serve takeaways. opening hours have been restricted at night, and people have been banned from socialising with those from outside our household. —— their household. the rise in cases in bolton is largely due to socialising by people in their 20s and 30s, we know this from contact tracing, and through our contact tracing system, we've identified a number of pubs at which the virus has spread significantly. but from monday, there will also be new national restrictions for the whole of england — limiting how many people can meet at a time, as the government tries to avoid the virus running out of control. nick eardley, bbc news, westminster. 0ur political correspondent helen cattjoins us. this law could be in place potentially until christmas? yes, matt hancock has said it is for the foreseeable future. it comes in on
monday and as he put it, christmas is three months away, three months is three months away, three months isa is three months away, three months is a long time in a pandemic but he hopes by bringing in this sort of measure, along with the measures that already exist, like local lock dans, they hope they will be able to turn that around before christmas but it is a long way off. the immediate aim of the government is to make sure there is not a repeat or doesn't follow the pattern in france and spain, where there has been a rising infections, as we've seen here in the uk. in france and spain that has gone on to be a rise in hospitalisations and in spain, a rise in the number of deaths. the government is saying it is trying to act now to make sure that pattern isn't followed here in the uk. the overriding thing they say they want to do with this by making these restrictions so much simpler is to make it super simple. there has been some criticism it's become difficult for people to understand the rules in different situations. matt hancock said the police, in fact,
have been giving the government feedback to say they need to simplify the rule so they can enforce and this is an effort to do that. the reason it is on social restrictions, matt hancock suggested, is because they have looked at the results of their contact tracing and suggest that is where the spread is coming from. of course, they test entry system itself has come in for some criticism recently for study yesterday, the director of testing sarah marsh apologised to people saying there was a critical pinch point at labs after people were told they had to drive hundreds of miles to go and get a coronavirus test. matt hancock today saying this wasn't a problem with capacity, that capacity in the labs had in fact increased since last week. he said that it was a surge in the number of people coming forward who were not actually eligible, as many as a quarter, he said. we want getting a test to be as easy as possible. we haven't put in place on the website to go through, you know, strong requirements
to prove the eligibility. i don't want to have to do that because i don't want to put a barrier for symptomatic people to get a test. but, unfortunately, we have seen this quite sharp couple of weeks of people without symptoms who don't have a good reason coming forward to get a test. there have been stories of whole schools or parts of schools being all sent to get a test. that is not — not acceptable. it is not an appropriate use of our testing resources. so we have record amount of testing and we need to use it on people who are symptomatic. right, can ijust put to you... just before we finish on this, i also want to address this point to everybody who does come forward for testing. if you have symptoms, please keep coming forward and trying to get a test. we make tests available regularly so that you can get a test local to you. the vast majority of people do get a test local to them and we are trying to stop the problem of people having to travel. matt hancock did suggest when we

let's speak to our health corresondent pallab ghosh about this. —— science correspondent. do you know who this volunteer is, what illness they had? the volunteer has an inflammation in his spine. the doctors say that he should recover but the main thing on this story is that this is a normal procedure to halt the vaccine if someone taking pa rt halt the vaccine if someone taking part in the trial falls ill and there is no readily available explanation. they are going to spend the next few days finding out whether it is a side effect from the vaccine or not and hopefully it will get the all clear and this will happen again. this has happened once before. it didn't receive the same amount of publicity but it is a precaution because clearly it has to be safe for everyone to use. of course. do you know how many people are taking part in this vaccine so
we can put in perspective the fact its been stopped twice and this is a man with an inflammation of the spine and he should recover? so, 10,000 people in the uk have taken pa rt 10,000 people in the uk have taken part and thousands more in other countries. apart from that one case that you mentioned, there have been no other safety issues. so there is a huge amount of evidence to suggest that the vaccine is safe. but even the slightest worry has to be checked out because once a vaccine is rolled out, it will be the entire population that is going to receive it. of course, thank you, pallab ghosh. a man is due to appear in court this morning following a series of stabbings in birmingham city centre during the early hours of sunday. 27—year—old zephaniah mcleod from selly oak, is charged with one count of murder and seven counts of attempted murder. jacob billington, who was 23, died from a stab wound

here he is — the northern ireland secretary brandon lewis speaking yesterday. this does break international law in a very specific and limited way. we are taking the powers to do supply the eu law concept or direct effect required by article four, in certain, very tightly defined circumstances. as a result, the government's top legal adviser resigned in protest and former pm theresa may asked whether the uk will ever be trusted again when it makes agreements in future. but the head of the european council advised everyone to keep cool. it's all to do with something called the internal market bill. here to talk you through in a really clear and straightforward way is maddy thimont jack, who is senior researcher on brexit at the institute for government which describes itself as a think tank working to make government more effective. thank you for talking to us. people really do want to understand what all this is about. i'm not sure we've been amazing at explaining it in the last few days. what is being
proposed? i will do my best. the uk internal market bill is a bill being introduced to regulate trade within the uk, so between scotland, northern ireland, wales and england. the bit that everyone has been talking about and they bit brandon lewis mentioned in parliament yesterday is what the government is planning to do around northern ireland. the government committed earlier this year that actually it would guarantee unfettered access for businesses trading from northern ireland into great britain, even though they have signed up to the northern ireland protocol with the eu earlier this year. that is the international treaty bit brandon lewis was talking about. it seems they are going to enforce certain powers was that we have not seen the bill yet, i have two ad, to be able to unilaterally make decisions to guarantee that access. the region is controversial because how the northern ireland protocol will be implemented is still up for discussion. within the joint
committee, the body that oversees their withdrawal agreement. the fact their withdrawal agreement. the fact the uk is pre—emptively taking these powers to save we do not reach a decision with the eu, we are going to do this anyway is pretty controversial because of those discussions still being up for negotiation. it is not quite clear what the government is going to do exactly what the government is going to do exa ctly a nd what the government is going to do exactly and what exact powers it will take at this stage but i think there is a real concern that it will lead to a point where the government does break its obligations under international law. one of the key bits is if a free trade deal is not agreed between the uk and the eu then this legislation, the government say, would potentially be very useful to them. in simple terms, it's about agreeing something, voting on it, bringing it in and several months later changing your mind on it. exactly. i think what we should remember is the reason that the question of how northern ireland would trade both with the eu and with great britain
was resolved earlier this year. it was resolved earlier this year. it was because of the history of northern ireland within the uk. there was a real effort from the eu and uk to avoid bringing back a hard border on the island of ireland. the uk committed to that so if the deal was not agreed with the eu, that question would still be resolved. so the fact the government now is willing to potentially go back on that commitment is a concern. i think it is also worth saying that the government's position is this is offering more certainty to northern ireland businesses that we haven't actually had any business group is asking for this at this point. the health secretary on the radio this morning said this was about protecting the northern ireland peace process was that he didn't mention this was about northern ireland businesses. i would also say the northern ireland protocol itself is about protecting the northern ireland peace process, so it is not exactly clear that the decisions that the uk may take in the event of no deal to sort of address that question of trade between great britain and northern ireland, it's
not entirely clear how that will protect the peace process because of the uk doesn't uphold its obligations under the northern ireland protocol, ithink obligations under the northern ireland protocol, i think there might be decisions that need to be taken, that the eu might feel it needs to take about how to honour goods crossing from the eu to northern ireland. there are two different borders at question here. if anyone is watching who runs a business in northern ireland or who works in a company in northern ireland, really interested to hear from you this morning on your views on this and whether you think what is being proposed would actually help your business. let me know, send me an e—mail. can i ask you to ta ke send me an e—mail. can i ask you to take a step back and react to the fa ct a take a step back and react to the fact a government minister has said that this proposed legislation does break international law in a very specific and limited way. what do you make of that? i think all i can say it is pretty extraordinary. i think it is quite incredible to see. normally, if a state wants to

sentence and we have been battling to get her home insisting that it has been unfair all along and a political use of her situation but we we re political use of her situation but we were near to the end and certainly, she was counting down the weeks until it was going to be over. so, to be dragged in to court yesterday in front of the judge who tried her first yesterday in front of the judge who tried herfirst time round, to be told there was a new court case, she would be in on sunday to be heard, and to be told it is the same evidence as last time round, it is a very political charge, it was a tough day yesterday. what is the charge or charges she is now facing? it might change between yesterday and sunday but yesterday the charge was spreading propaganda against the regime which was the charge in the second court regime which was the charge in the second court case regime which was the charge in the second court case that was invented backin second court case that was invented back in autumn 2017, and at the time was being blamed on the then foreign secretary, now prime minister. this is the second court case that has been around. it was originally done

iran, the specific issue of the uk owing around some money, and has done for a long time and nazanin was picked up in relation to that and at various points it has been made clear to her behind closed doors, we are holding her until we get our money back. how much is the money? it is not a small amount. it is money that iran paid the uk foreign arms deal and that arms deal was then ended. there was a big, long trade dispute about how much we would be paid back and at the end of the court case, 400 million was the ruling. you are calling on the british government to pay that money? i'm calling on them to protect people. it is clearly that their policy is not working, and they have to look at ways to protect mezzanine and the other is currently being held and to make sure that others are not taken. —— to protect nazanin. the authority seem to be getting more evolved and threatening
people and if this comment shows that they may take others. what could the british government do to protect your and others? there are various legal mechanisms, various things they can do at the un and behind closed doors, we have spoken with the foreign office what the options are. generally, they are very cautious, and a lot more assertive that more needs to be done, and we have been having conversations about, in simple terms, you cannot just conversations about, in simple terms, you cannotjust take people and there‘ll be no accountability for it, so there are different ways in which that can be done and we will be talking that through with the government. how is your wife? have you managed to speak to her suggested a? yes, we spoke to her before she was taken to court, afterwards and again this morning. she was terrified before. in reality after the court hearing she was in relief because she feared she would be put back in prison, sojust been back at her mother‘s rossi is with

of daniel prude became public. our north america correspondent, peter bowes, has this report — and a warning that you may find some of the images distressing. ijust grabbed him with my hand. this is body cam footage of the arrest of daniel prude. naked in the street, the 41—year—old man, who had mental health issues, was restrained by several officers. he was not armed. he became increasingly agitated after being handcuffed and the officers used what‘s known as a spit hood on him — a device that‘s designed to protect officers from the saliva of a detainee. moments later mr prude lost consciousness as he was held on the ground. he was taken to hospital but died a week later. his death was ruled a homicide caused by complications of asphyxia in the setting of physical restraint. seven police officers involved in the arrest were suspended, but only after lawyers
for mr prude‘s family obtained the body cam footage and made his death public last week. it led to several days of protests in rochester. now the city‘s senior police leaders have all resigned. in a statement, the police chief, la‘ron singletary, said claims of a cover—up in the case were a mischaracterisation. "as a man of integrity, i will not sit idly by while outside entities attempt to destroy my character." this the police chief was supported by the city‘s mayor, although she said changes in the department were needed. well, this has been very challenging times for the city of rochester and the chief was not asked to give his resignation, because i do believe that he‘s giving his very best, but, you know, he didn‘t in any way try to cover this up. a lawyer for one of daniel prude‘s family members said that police resignations were "a step in the right direction".
peter bowes, bbc news, los angeles. researchers have discovered deep channels under the ice at the front of the biggest glacier in west antarctica. they believe these channels, some of which are more than 800 metres deep, provide a pathway for warm ocean water to get to the front of the ice, helping explain why it is melting so rapidly. our chief environment correspondent, justin rowlatt, is one of a handful of people to have visited the glacier. have a look. we are whiskey, three, five. next co—ord will be at one, seven, four, zero... this one antarctic glacier is the size of the uk and is already responsible for 5% of world sea level rise. and the rate the thwaites glacier is melting has accelerated fivefold in the last 30 years. last year, a team of british and american scientists set up camp on the glacier. it is one of the most
remote places on earth. by measuring the gravitational pull of the sea bed under the ice, they discovered a network of deep channels, a key step in understanding why the glacier is changing so rapidly. so, these channels are really, really important because they are the pathway that links the deep ocean to the grounded ice sheet and although the surface waters around antarctica are really cold, the deep ocean waters are actually somewhat warmer and it is these warmer ocean waters that get into the ice that you can actually start to see quite rapid changes in the ice sheet behaviour. this is what they think is happening. a series of huge channels, some almost a kilometre below the ice, allowing the warmer, deep ocean water to flow up to the front of the glacier, melting it increasingly rapidly. another team of scientists work from an icebreaker ship at the front of the glacier.
exceptional sea ice break up last year meant they could survey over 2000 square kilometres of the sea floor in front of the thwaites ice shelf. it‘s so important to understand what‘s going on in antarctica today, particularly these big glaciers, like thwaites, because they are changing really quickly as the climate warms and, as they melt, they are feeding more and more water to our global oceans, which is increasing the rate of sea level rise. there is up to 3.5 metres of sea level rise locked up in the ice here, in west antarctica. that‘s enough to reshape the map of the earth, flooding many of the world‘s greatest cities. understanding why this remote area is changing and how quickly it will do so is essential if the world is to prepare for the rising waters to come. justin rowlatt, bbc news.
