The Academy Award for best picture. Oh you come on. La la land. The team behind la la land had already started the Victory Speeches when the mistake was uncovered. This is not a joke. Moonlight has won best picture. Moonlight. Best picture. A moment i will never forget. It has never happened in of the oscars. It was a little awkward the british people are being offered an unreal and over optimistic vision of what brexit will look like, Sirjohn Major has warned. The former tory Prime Minister also called for more charm and a lot less cheap rhetoric from the uk government towards the rest of the eu. And he said the costs of leaving would be substa ntial and unpalatable. Downing street said the government was determined to make a success of the uks departure from the eu. Sirjohn major warned. Sirjohn major warned that the brexiteers had been overly optimistic about britains future as i voted on the losing side in the referendum, ive kept silent since lastjune. This evening, i dont wish to argue that the European Union is perfect. Plainly, it isnt. Nor do i deny the economy has been more tranquil than expected since the decision to leave was taken. But i do observe that we havent yet left the European Union. And ive watched with growing concern as the british people have been led to expect a future that seems to be unreal and over optimistic. Obstacles are brushed aside as if of no consequence, whilst opportunities are inflated beyond any reasonable expectation of delivery. The former Prime Minister was disappointed about how parliament was treated urging they be allowed a meaningful contribution on the final brexit plan. Our parliament exists to scrutinise the executive. That is a large part of itsjob so it is depressing to see Leave Enthusiasts in Parliament Acting against their own principles. To win the referendum they asserted the sovereignty of parliament. Now they speak and vote to deny that same parliament any meaningful role in shaping, overseeing all in approving the outcome of negotiations in europe. Our parliament is not a rubber stamp. And it should not be treated as if it were. Sirjohn board of the uk becoming over reliance on its relationship with the United States after britain leaves the European Union warned. Leaving eu is notjust about trade, it will have political consequences as well. For over 40 years, British Foreign policy has been based upon the twin pillars of our relations with United States and European Union. To be straddled between these two macro union. To be straddled between these two Macro Economic union. To be straddled between these two Macro Economic and political giants has served our interests well. Outside the European Union we become far more dependent upon the United States and for four to eight years upon a president less predictable and less reliable and less attuned to our free market and socially liberal instincts than any of his predecessors. In summing up, he said Trade Negotiations would require Statement Warning leaving eu may be costly in political and economic terms. My hunch is that over the years ahead, the political price of leaving the European Union may turn out to be greater than the economic cost. That said, to protect oui economic cost. That said, to protect our interests the Trade Negotiations will require statesmanship of a very high order. There is a real risk that the outcome will fall well below the hopes and expectations that have been raised. Regrettably, i see little chance that we will be able to match the advantages of the Single Market in the negotiations to come. We can now speak to the Conservative Mp and prominent leave campaigner during the eu referendum, jacob rees mogg. Hes in our studios at westminster. Iam sure i am sure you have scoured Everything Sirjohn said. This is the second former Prime Minister, both from different parties that feel the need to come out and warn the public and the government about concerns they have in their experience about how brexit is handled. Yes, the british electorate voted against what they recommended last year and Sirjohn Major was u nsuccessful last year and Sirjohn Major was unsuccessful in his own dealings with the European Union, he got us into the Exchange Rate mechanism which was a catastrophe and his failings in dealing with the European Union led to him taking the conservatives to their heaviest defeat the best part of a century. He admitted in his speech the eu is not perfect. Hes not talking about the eu, he is talking about brexit and britain, he did not say there should be another referendum. He said hes concerned about the web brexit has been negotiated. Said hes concerned about the web brexit has been negotiatedm said hes concerned about the web brexit has been negotiated. It is a negative speech and it is pointing towards a second referendum. If you at page 13, either speech, towards a second referendum. If you at page 13, eitherspeech, he comments the more one examines the probability is the more contentious becomes the task of leaving. That implies he is not accepting the result and we are leaving. It is a bitter speech by Prime Minister resound rejected by the electorate in 1997 and his views again rejected lastjune. Electorate in 1997 and his views again rejected last june. Lets talk about what he pointed out, he said there was too much optimism for a good dealfor britain, he expressed concern about the way the government was treating European Union leaders and then needs to be more statesmanship and he warned about the reliance on the United States. Lets ta ke the reliance on the United States. Lets take them in turn, the first fa ct lets take them in turn, the first fact is that choice. Any sensible person goes into a negotiation full of optimism and expect a good result. To go into negotiations wearing Sackcloth And Ashes and saying it will be a disaster as bicester, Sirjohn Major suggests is absurd and that is why he was so u nsuccessful absurd and that is why he was so unsuccessful in his negotiations. Regarding our relationship with european economies, mrs may have been positive and friendly and has emphasised it is the eu were leaving, not europe and has tried to be as generous as possible to the eu national is all ready here only to be stymied by angela merkel. Regarding the United States, i was surprised by his anti us position, the us is a close ally but he thinks the us is a close ally but he thinks the whole world is the us and europe, it isnt. It is china, india, brazil, we must look to the International Field india, brazil, we must look to the internationalfield rather india, brazil, we must look to the International Field rather than the narrow eu severe. Let me pick you up on that. All ready theresa may has been to india and agreed to relax Visa Regulations for Indian Students and those who want to live and work from india, that could be more immigration and a central message of the Referendum Campaign to leave was about immigration. Eu leaders have made it very very clear we cannot remain in the Single Market if we will not allow Free Movement into the uk. I do not want to remain in the uk. I do not want to remain in the Single Market, it is a regulatory trap. It is making history less competitive. So they could be no deal . We will not remain in the Single Market, theresa may has made that clear at lancaster house. That is different from having no deal. On immigration, the question is we will decide and it may very well be in our National Interest to have it engineers from india coming rather than having bulgarians coming without a buy or leave. There is a lot of fear as well about the so called cliff edge, ifa well about the so called cliff edge, if a deal cannot be reached we have to leave anyway, how can you assure people, those who voted for brexit that this isnt leading over the cliff edge and britain will not suffer asjohn major said cliff edge and britain will not suffer as john major said economic lee and politically. John major and people like him have been forecasting disaster again and again. It is the same old tune and cracked record, it is like sandra but she got the forecasts right but nobody believed her. Sandra. The full of gloom and depression and wrong. There are ways of dealing with a cliff edge and i think the cliff edge is unlikely, there are wto terms we can fall back on and trade will continue because the british people want to carry on buying cars and the germans want to use Uk Financial Services and that is done by individuals, not states. Thank you for your time this evening. More on this from our correspondent, chris mason. As a political correspondent, are you hearing any different messages coming from those like jacob who supported leaving the European Union . The last ten minutes proves that number tens desire and we heard from a source that the country and government wants to move on from the language of leave and remain, well, good luck with that if you compare and contrast the contribution of jacob from compare and contrast the Contribution Ofjacob from Sirjohn Major before. Two men from the same party with diametrically opposed views on the European Union and in microcosm that is the country at large, 48, 52 in a referendum and the Governments Task to bind the country together and take us on a Journey Towards the exit door of the eu which keeps people for brexit happy and reassures those like sir john major who fear there may be more negatives associated with brexit than positives. I think having watched all of the speech, it was quite negative and doom laden in terms of his fears for how brexit might turn out. He did not say definitely it would be a disaster but he feared it could be painful and he thought for those least able to look after themselves. That said, we should remember that Sirjohn Major was very the severus remain campaign, he had pretty spiky things to say about his own colleagues vociferous. We should not be surprised in broad terms that this is his conclusion at the moment. Chris, thank you. More than two and a half years after being set up, the independent inquiry into child sexual abuse in england and wales has begun holding its first hearings. The inquiry was prompted by the jimmy savile scandal, and is expected to take five years to complete. Todays sessions focused on the abuse of british children sent abroad after the Second World War, but the hearing has been marred by a serious data breach. Our Home Affairs Correspondent tom symonds is in central london. It is a cruel detail that some of britains Child Migrants were falsely told their parents had died. For decades there had been efforts to reunite them with their british families. Now an inquiry, with many of the powers of a court, is sitting down to the job of understanding why it happened. Child migration programmes were large scale schemes, in which thousands of children, many of them vulnerable, poor, abandoned, illegitimate or in the care of the state, were systematically and permanently migrated to remote parts of the british empire. The Liner Asturias arrives at fremantle from Great Britain with 931 new migrants for this country. We anticipate that you will hear evidence that these children were put on board ships departing from england and wales without being given any real understanding of where they were going, what they were doing, or why they were being sent. More than 4,000 ended up in farm schools or remote religious institutions, mainly in australia. Physical labour, poor food, mistreatment. This is what theyll tell the inquiry. We were sent to what we can only describe as labour camps. Where we were starved, beaten and abused in despicable ways. Sexual abuse, worst at religious institutions like this one, is what this inquiry is really about. Its never been examined in detail. I was only ten. This man in a suit came to see me and said, your mothers dead, you know, so, howd you like to go to australia . In 2011, the story of a nottinghamshire social worker, Margaret Humphreys battle to uncover the scandal was made into a feature film. She has campaigned for 30 years for todays hearings. We want to know whats happened, we want to know who did it and we want to know who covered it up for so long. Of course we need to know about it. There are consequences for children, today. But this is just the start of something bigger. This inquiry will cover abuse in lambeth and nottinghamshire children homes, schools in rochdale, custodial institutions, residential schools, and both the anglican and catholic churches. Yet resignations and controversy have delayed this work. And today, there was another untimely embarrassment, the inquiry sent out an e mail in which it was possible to read the E Mail Addresses of everyone who received it, including some people who have been sexually abused and are entitled to legal anonymity. The inquiry has had to report itself to the information commissioner. These are the very people that we are supposed to be relying on to keep our data safe. Especially the details about our abuse. And so it has made some survivors very worried. Many never recover. And it distracts from the inquirys real work. And are permanently afflicted with guilt, shame, diminished self confidence, low self esteem. Which is hard enough. Tom symonds, bbc news at the Child Abuse Inquiry. Its a moment that will live long in oscars history, when at the 89th Annual Awards in los angeles, the actors Warren Beatty and faye dunaway read out the wrong winner of the best picture award. While the team behind the favourite, the musical la la land, were handed the oscar, in fact the gritty Drama Moonlight was the real winner. A mix up of envelopes is being blamed, and the organisers have issued a sincere apology. Our arts editor Will Gompertz reports on a night of hollywood drama, and farce. It was supposed to be the grand finale of a wonderful oscars night. Warren beatty and faye dunaway, Bonnie And Clyde 50 years ago, came to present the prestigious best picture Academy Award. The veteran actor opens the all important envelope and pulls out the card on which the winners name is written. He seems unsure. The Academy Award. And then a bit perplexed. The drums are rolling. For best picture. Faye dunaway thinks he is playing for laughs. La la land. And read the name on the card. So it is hugs all round for the la la land crew. An emotionaljordan horowitz, the producer, profusely thanked friends and family. Thank you to my parents. As the speeches continue, a small commotion develops. There is a mistake. Moonlight, you guys won best picture. What . this is not a joke. Moonlight has won best picture. Moonlight. Best picture. The team from moonlight, a coming of age drama set in the mean streets of miami are delighted and bemused. I want to tell you what happened. I opened the envelope and it said emma stone, la la land. That is why i took such a long look at faye and at you, i wasnt trying to be funny. He had been given the wrong envelope. There are duplicate sets of envelopes produced by the two auditors from accountancy practice pwc, a firm that has overseen the Academy Awards for more than 80 years. They released a statement saying they apologise to moonlight, la la land, Warren Beatty, faye dunaway and oscars viewers for the error. They said they had been mistakenly given the wrong envelope and when discovered it was corrected. They are investigating and deeply regretted it occurred. Things happen, you make a movie. A Boom Microphone gets a shot. It is human error. Whatever happened, i dont know what happened, it happened, but the result was the same. We are good, the two camps. We will wake up tomorrow. We wont go to sleep but tomorrow we will figure out what happened. The night was memorable for other less calamitous reasons. Moonlights success was notjust limited to best picture. Mahershala ali was recognised for his supporting role and became the first muslim to win an oscar. Damien chazelle won best director, becoming the youngest person to win that category. Emma stone won leading actress. Viola davis Supporting Actress Triumph For Fences was another win that helped the oscars feel a little less white. Peter bowes is in los angeles. Did you have a good nights sleep last night . A couple of hours it was an oscar is like no other. How seriously damaging is that for the oscars and those responsible for the envelopes . Well, it is more damaging for the people responsible for the envelopes and the Accountancy Company that has been working with the Motion Picture academy for many many decades now and there has never been any problem but this was a monumental prop problem at the climax of the show the biggest award of the night to fall into such a shambolic situation as we saw is really extraordinary. People woke up on little sleep this morning wondering if they had a bad dream it did happen and there is an investigation. In terms of the academy, the oscars will go on. The ceremony next year will be similar to this one, they will not abandon the use of envelopes but they might examine the processes behind the scenes and how they organise those envelopes to make sure it doesnt happen again. It is a Huge International event, Will Heads Roll . It is a tough question, i would be surprised if the person responsible for this is back at the oscars next year. I know the individuals who have been doing it for a number of years but lets see, lets not prejudge being quietly, lets not prejudge being quietly, lets see if they explain to us what happens backstage. Maybe heads will roll, maybe they wont. Certainly they will look at the procedures to try to avoid this embarrassing scenario again. What is quite clear is the actors handled it well, they put it down to human error and got on with the night and smoothed it over but there were celebrations as well, particularly with black actors and black movie is being celebrated after so much criticism. Yeah, exactly. What this has done is overshadowed the achievement of the film makers behind moonlight. A significant film, it is a story of a young black man, a drug ridden streets of miami coming to terms with his sexuality, it is a black cast which is hugely significant because of the debate we had over the last few years, the previous two met yea rs the last few years, the previous two met years only white actors were nominated in the main categories. So, for many reasons this is a film to be applauded and it has been overshadowed but in the fullness of time people will talk about it more and the achievement of those film makers will be appreciated. Thank you very much. Go and get some sleep now a very long night working at the oscars. And well find out how this story and many others are covered in tomorrows front pages. Our Guestsjoining Me Tonight are laura perrins, co editor of the conservative women and joe watts, Political Editor at the independent. Now, lets catch up on the sport. Good evening. Uefa president Alexsander Seferin says if brexit goes ahead, then they may need to look elsewhere when it comes to finding venues for games like the Champions League final. Italys unusual tactics in yesterdays six nations match with england continues to split opinion. Eddiejones said it went against the spirit of the game, while his opposite number conor oshea was lauded for his clever approach. But just what was it that the italians did to exploit the rules in theirfavour and negate englands attack . Our rugby Union Reporter chrisjones explains whats caused all the fuss. Italys tactics took everyone by surprise. What normally happens in by surprise. It could be a crucial goal and if the result stays the same, a defining moment for leicester city. They will keep their fingers firmly crossed. Thank you very much. Schools in england are facing their biggest cuts in funding for 20 years. The Institute For Fiscal Studies says despite money from Central Government being frozen until 2020, inflation means that amounts to a real terms cut of 6. 5 per pupil. The Department For Education says School Funding is at its highest level on record. And it is also planning a shake up in the way money is shared out across schools in england. Save our schools save our schools market towns like nantwich dont see many demos. This morning, hundreds turned out in the cold. Parents wanting a better funding deal for schools. The funding model isnt fair. Why should children in other areas of britain receive more funding than they do here . Im on benefits. Im a single parent with three children. Without the schools, they wouldnt have those opportunities. I think the fact that they would have things cut like the arts and music, things that will make a well rounded education, to have teachers that maybe its not their subject thats going to have to teach mainstream subjects as well, its just really shocking in this day and age that they wont have the choices. Theres a strong sense of injustice amongst the parents here. But in an area that was already one of the lowest funded in england, they face getting even less cash under this new deal. We are using subject terminology, present participle. They have to pass the same exams, but theres less money here for each pupil than most of england. That will get a little worse under government plans. The bills the school has to pay are going up. Altogether, it means losing £450,000. The equivalent of 11 teaching staff. Performance, music, drama, pe, all these subjects. Creativity will be lost. Should you have the same money as an inner city . Where there are lots of children with difficulties and problems . Where we are at the moment is in crewe, a very deprived area. With many children with english as an additional language, with lots of high Needs Children and lots of issues that you would find in an inner city school. You guys were lucky, you got some expert tuition. But do the winners under the new deal feel lucky . The other end of england in yeovil, teachers pay is similar. Somerset would get a bigger share but still faces the same rise in bills. We welcome any additional funding that we are awarded for our students. Our major concern is the amount being proposed is minor, compared to the gaps that we face in many areas in the country already. Its an absolute drop in the ocean. And schools arent used to tearing strips off their budget. Theyve had increases for two decades. Ministers argue funding is at record levels but when money is tight, changes are controversial. Everything except the kitchen sink, some rain and snow, sunshine as well to keep the freddie going for the next few days. There will be wintry showers, mostly over high ground. It will be a more widespread issue is the ice, especially when you have had showers and freezing fog issues. Temperatures close to freezing, below freezing in rural areas, particularly where you have a covering of snow in the heart of scotland. Some server tomorrow, and a cluster of rain gracing the south west of scotland, then west to east across england, snow across the high ground. The best of the sunshine will be in central and northern parts of scotland. Nowhere will it be warm, however, when the showers come along the temperatures will fall by a few degrees. The weather will change from day to day, some rain, sunshine, and some slow in the north. Hello, this is bbc news. The headlines at 8 30pm Sirjohn Major has been making his first public speech since britain voted to leave the eu. The former Prime Minister outlined several risks that he said were now facing the uk. Ive watched with growing concern as the british people had been led to expect a future that seems to be Unreal And Overoptimistic. Obstacles are brushed aside, as it of no consequence, whilst opportunities are inflated beyond any reasonable expectation of delivery. The independent inquiry into historical child abuse has begun Hearing Evidence from those sent to australia under a government backed migration scheme. The inquiry has also apologised after confidential data about dozens of those involved was mistakenly sent out in an email. The government is under pressure over plans to limit access to a key benefit that helps people cope with the extra costs of living with disability. Its thought changes to the rules on who qualifies for the personal independence payment could affect around 160,000 people. Insurance companies are warning that Car Insurance premiums will go up, because of a decision by the government to adopt a new formula for calculating personal injury compensation. An oscars moment sure to be remembered as one of the most infamous in history. La la lands producers were halfway through their acceptance speeches for winning best picture when it emerged moonlight had actually won. The Health Secretary jeremy hunt has told mps that an investigation into the failure to deliver confidential documents to gp surgeries has found no evidence that Patient Safety has been put at risk. A private contractor paid to redirect the paperwork had stored it by mistake. Labour says the patients deserve an apology. About half a million documents including Cancer Test Results were mistakenly put in storage. Earlier, our health correspondent, Sophie Hutchinson explained more about the administrative mix up. 500,000 documents that contained, as you are hearing there, some very Important Information for patients. Some of them at that test results for cancer, that kind of thing. They we re for cancer, that kind of thing. They were meant to go to gps. They either had incorrect addresses on then, or patients had moved gps and they needed to be re routed. So the nhs and ingo and employed a private company for that purpose to re route them to the correct gps. But it didnt happen. In fact, those documents all got stored somewhere, so the patients and gps went without that information. Thats what came to light in march. What was being asked in the commons today is while asked in the commons today is while a really hearing about it now . The Health Secretary told the commons today that his officials told him there would be a type of inundation of gps if that was made public, and it was better to focus on the most at risk patients and the most at risk cases to sort out the safety there and give the information later. Dr Richard Vautrey is from the british medical association. He joins us from our leeds studio. Good evening. Does the nhs have a problem storing our medical records and data safely and efficiently . This is not the nhs that has failed, this is the private company that nhs england and the Department Of Health commissioned to do this work. The nhs are still responsible role as well. The nhs is responsible, thats why these type of situations shouldnt be outsourced to private companies. There are private complex situations, and its Important Information is passed swiftly to gps so they can care for their patients. This is a big failing from a privately commissioned service. We also know and it was highly criticised that the nhs had to abandon a Patient Record System that was heavily criticised by the parliamentary systems watchdog. Is this what we are left with, potentially being stored in boxes in a warehouse . This building is back quite a number of years, increasingly no hospitals and gps are being connected electronically, Server Mission is being passed electronically, so hopefully in the future this type of failure is less likely to happen. So information is being passed. What we can at under a strict as the complexity of nhs systems, and we can no longer be expected to cut costs by asking private company said it work the nhs should be doing. But are so many people needing the nhs and so many records around, what is the nhs are posted a . Try to create an efficient data system, because far too much money and failed. Now weve got the system that youre criticising, whether subcontractor to other companies, what are they men today . These are different things. The first is the electronic record which has been developed, and that has been developed in the good areas with local systems, such as hospitals in Gp Practices Route getting with one another in a much more robust and sensible way then the Big Band Approach that was proposed to me as a go. This fellow were talking about today is that the simple transfer of information, often in letters, that should happen very easily from one base to another. Disinterest or at any warehouse without thinking about the consequences is not acceptable. To be clear, youre not think this isa to be clear, youre not think this is a one off Human Air Mistake and we shouldnt worry. Youre saying this could be shown as an example of ascent of a problem within the nhs . Gps in the nhs have had to deal with another company that have been running their back office functions, trying to support a gps, dentists, pharmacists and other Services Within the nhs, and has been singularly failing throughout the year to do that properly. That was simply because nhs england have committed a private company as a matter of trying to cut costs. Thats proved to be unacceptable in terms of the failings that the practices have had to content with over the past year. That company is not here to answer for that themselves. Can we be assured that none of these records are at risk, is thatjust down to luck . I dont think it is. We have tried our level best to ensure that patients are cared for and supported, and when any chinks nhs england did find out the situation was happening, they did put in place a team to try and identify those cases that potentially had to be contacted as quickly as possible so that patients would put at risk. And give real time tonight. More now on the Child Abuse Inquiry which started this morning. The inquiry into historical child abuse in england and wales has heard that people who were sent overseas as children after the Second World War suffered unacceptable depravity including torture, rape and slavery. Many were taken from poor families or the care system to help populate areas of the commonwealth. Earlier today, My Colleaguejane Hill spoke to dr margaret humpreys from the Child Migrants trust, who told us a little about what it means for the victims. There are at the heart of all this. But then, its been 30 years of campaigning for truth and justice, 30 years for those people to know and understand what happened to them. 30 years, this Campaign Ends today in that sentence. In terms that they are going to be, at long last, going to be able to tell eve ryo ne last, going to be able to tell everyone what really happened to them. Is that act in itself helpful . Does that deal with those criticisms that say this is a long, expensive talking shop that would achieve anything . Is there still valued to what you describe . First of all, of course there are lessons to be learned. We cannot turn our backs on this, this is one of the biggest Childcare Scandals in post war history, if not ever in england. Its a hugely important day for them and their families. England. Its a hugely important day for them and theirfamilies. As england. Its a hugely important day for them and their families. As the days go on, we will hear their evidence. We must listen to that. We must be able ourselves to bear it and listen to it. You say to bear it, actually, anyone who follows this evidence in the days and weeks to come, its going to be extraordinarily difficult to anyone to listen to, i think. Itll be hard for all of us, but must take heart from their courage and take courage and face it ourselves. This is an opportunity for us is a country to do that. There are certain additions or would you can say to me at this stage, because you yourself are going to be giving evidence to this enquiry, but for people who are listening to this today and think, my goodness, i didnt begin to know the scale of this, i didnt realise we were sending children in such numbers two, particular, australia, some other countries, and what they went through. Can you give others a little sense of what were talking about here . The physical abuse as well as sexual abuse that some children endured . Of course, one of the other things they endured was loss of family, loss of identity, loss of country. Imaginea loss of identity, loss of country. Imagine a four year old child king sent to the other side of the world. Being led to believe that there pa rents a re being led to believe that there parents are dead. 40 50 years later, they learned a mother and father we re they learned a mother and father were still alive, that they had been looking for them. Thats the context in which we have to put this child abuse, this sexual abuse, within that context. They were the most valuable of our children and the most honourable in australia. Vulnerable in australia. Waterstones, the uks leading bookshop chain, is on the defensive after going incognito at some of its newer stores. Its opened three shops in southwold, rye and harpenden that do not feature its distinctive branding. With me is the Managing Director of waterstones, james daunt. Thanks for coming in. They clearly look like an independent book shop, they did not look like a branch of waterstones . That is very much the attention. Thats deception, isnt it . No, if you want to buy anything, and ask, you can use your waterstones loyalty card, there is banding in the shops. Where we are putting in very small shops, we should make them idiosyncratic, not really the fully stocked, broad range of books we have in a standard waterstones. So theyre different, we dont pretend the not part of waterstones, but try to be as an independent book shop. This is no different to a big coffee chain, perhaps, opening up right next to an shop, but describing it self as an independent shop. Youre sneaking into the high street by the back door. Were opening where there had been independent book shops in these terms, they closed in the catastrophe that has taken over our world recently. Thats to big stores like waterstones . Well, a very big retailer called amazon. We are not about pretending to be independent, we are putting the drops back into small communities. Why did you just call them a local waterstones . Why did you just call them a local waterstones . Theres in a waterstones . Theres in a waterstones branding on there . Which do looks nicer . What is important is that the book sellers in those shops run it as an independent book seller and believe and act as a desert. I am in it about the book sellers i do understand this. You mention, the internet has killed local book shops, people enjoy independent book stores and want to support them and they think there are doing it, but theyre actually walking into a big chain. That is completely misconstruing it. They are walking into a small book shop which looks like and try to act like an independent book shop. Looks lovely, stocked with book sellers in it, saying do you want to use erotic art in here that says you dont feel use your loyalty card in it. There were no other book shops where we open there were no other book shops where u i there were no other book shops where we open up, and we would never do anything to threaten independent book shops. Where bringing book shops to communities that support an independent book shop, but independent book shop, but independent sellers can no longer sustain themselves. There are approximately 300 independent book sellers that are shot in the last ten years, it is an absolute catastrophe on our industry. We only by the skin of our teeth is right ourselves. We are a Vocational Trade and vocational business. I think its incumbent on us to keep book shops on our high streets. Would you think the future is publishing . Publishing a spine, they can sell on the internet and digital platforms. s pub singer is fine. Book sellers have to be smart, for me it is about creating independently minded shops. We need to be part of a chain, independents can survive in most places. You could have supported independent book sellers, you could partnered with then . You could, if you were exceptionally rich. And i can certainly. with in ourown rich. And i can certainly. with in our own resources, this is a sensible way that keeps people employed and our high streets and i think they are lovely things and i am extremely proud of them. Thank you for coming in. The former Prime Minister Sirjohn Major says britons are being offered an Unreal And Overoptimistic vision of what brexit will look like. The independent inquiry into historical child abuse in england and wales has begun Hearing Evidence from those sent to australia under a government backed migration scheme. The Accountancy Firm responsible for overseeing the results at the oscars is investigating the mistake which led to the wrong film being named as best picture. An update on the Market Numbers for you heres how londons and frankfurt ended the day. One of theresa mays key policy advisers has said he regrets any offence caused by comments in which he appeared to suggest people suffering from anxiety were not disabled. George freeman had suggested personal independence payments, or pips, should go to really disabled people rather than those taking pills at home. Heres our Disability Affairs correspondent, nikki fox. This is an issue about support and who needs it the most. Personal independence payments, thats the money given to help cover the extra costs of having a disability, that is once again back in the spotlight. Its a benefit that would help someone like dean, whos had severe anxiety for most of his life. Ive had 35 years suffering from this. Ive worked for 30 of those years and i never really realised it was a disability. But in the last year, absolutely. When you are too scared to go outside your front door and just do basic things, then yes. Having lost hisjob in november, dean has been unable to work since, so hes applied for the benefit and is waiting to find out whether he will be eligible. But hes not hopeful. Two independent tribunals have decided that more people should be eligible for pip, but the government disagrees. Yesterday, theresa mays chief of policy said this on the bbc. These tweaks to do with running back some bizarre decisions from the tribunal said now mean benefits being given to two people who take pills at home who suffer from anxiety. We want to make sure to get the money to the people who deserve it. He expressed his regret over any offence his comments may have caused. Ministers showed no sign of budging on this. They want to undo the court ruling saying it would cost them £3. 7 billion. It isnt based purely on money. If you think about what is personal independence payments, they are just one part of a very sophisticated and broad welfare package. What we are trying to do is create as much of a tailored support for individuals as possible. When you have millions of people applying for it, living with all kinds of different conditions, you do need to draw some rules and some distinction somewhere. Jo has Rheumatoid Arthritis and used It Disability Living Allowance but when that changed to pip, she was told she was no longer eligible. I was able to use that money to pay for a care Worker Agency and they held with things like shopping, basic things like cooking a meal, washing and bathing. Forjo, the goalposts have shifted already but the definitive line of what is considered a disability is still up for debate. People liable for compensation for personal injuries will get bigger payouts, under new rules. However the changes could cost the nhs as much as £1 billion, because of claims over negligent treatment. Insurers say the new rules are crazy, and are warning premiums for car owners will have to rise. Heres our personal finance correspondent simon gompertz. Compensation is a lifeline for people like tom, awarded £1. 5 million after losing a leg in an accident at work. Tom thinks its right that victims should get more to pay for recovery and ongoing costs. I miss my leg dearly, you know. This prosthetics amazing, but its nowhere near a human leg. Prosthetics arent cheap. These legs are top of the range legs at £70,000 each. Whether its from an industrial accident or from a car accident, insurers have been able to keep down the lump sum they pay victims by saying well, they can invest it and make an income from it. Now the governments saying in these days of very low interest rates, they will have to assume that people will make less than nothing from year to year out of their compensation, and that means insurers having to pay out much more upfront. I say they can afford it. Theyve known this was coming down the track. They failed to put the money aside and anticipate that risk, and they are now suffering the consequences of that. Instead of putting the money to one side, they paid it out in dividends, profits and salaries. Insurers gave an example of a 30 year old who needed to be looked after permanently, who would get a £3. 4 million payment now, a sum which would more than double under the new formula to £83 million. To cover the cost, the typical comprehensive motor policy of £450 would rise by £75, with bigger increases for younger drivers. The Insurers Association said the move from the lord chancellor liz truss was reckless. This is a crazy decision by the lord chancellor, which is likely to lead to significantly increased premiums for motorists and businesses through no fault of their own because of her use of a broken formula which needs to be updated urgently. The nhs is affected, too. It will have to pay £1 billion each year more in compensation for medical negligence, billed the government has promised to cover. So, should drivers, hospitals and employers pay more so that Accident Victims are looked after . Ministers have promised a consultation before easter on whether the rules should be reformed. Environmental campaigners say Household Recycling Levels are too low in england because Council Schemes are too confusing. Keep britain tidy says at least 300 systems are in use and government figures show one councils Recycling Rate is just 15 . Our correspondent Dianne Oxberry has more details. Bin collection in england are so desperate and complicated were being blamed for a drop in Recycling Rates. There are more than 300 systems for collecting household waste, add ebola confused about what they can and cannot recycle. The Pressure Group wants the government to impose a blueprint for recycling to impose a blueprint for recycling to make the situation is above has orders. It is difficult to have a National Conversation about what should be recycled when every bodys doing something different. Every local authority in the uk has been given the target of recycling 50 of its waste by 2020 to meet eu guidelines. But the figures obtained by bbc inside out north west has shown that some councils recycle as little as 15 of their waste. None of the councils in london currently head of the 50 mark that they will have to reach within the next few yea rs. Have to reach within the next few years.
