Winter level on record, according to satellite data. Hello. Lets get more now on the italian island of lampedusa. The European Commission president has laid out an Emergency Plan of action following the arrival of thousands of migrants. The italian Prime Minister says europes future is at stake. Earlier i spoke to giorgia linardi, from the migrant charity, sea watch. She described the Current Situation in lampedusa. The situation is peculiar because according to people on the island, this is the first time that we have really what we can call a record influx of people in such number of days. Something like this can be recalled from 2011 with the arab spring and the libyan crisis. Its peculiar that this arrival of people coincides with the discussion in the European Parliament last tuesday of the memorandum between tunisia and the eu. And we have news from tunisia about the tunisian authorities pushing migrants onto the coasts where they continue to depart from. So its a situation that is evolving and where the influx of people is continuing and where the secure italian approach announced by von der leyen and maloney today seems to only go in the very same direction adopted so far, with absolutely no reference to the creation of legal avenues to leave their own countries of origin and transit as tunisia and the announcement of a Maritime Naval European Operation that does not have the objective of rescuing people, but only combating trafficking and illegal migration. My question to von der leyen and maloney is how do you combat illegal migration when people are at sea . Thats the very last point of the whole business, which needs to be addressed from its roots. And when people are at sea, the only thing you can do, according to International Law is to rescue them, take them out of the water as soon as possible. It strikes me that the situation at sea is only a tiny part of a much wider situation, that people are leaving their home countries because of a myriad of issues or circumstances that are facing them. And that for this to be addressed in any meaningful ways is not just an issue that can be done in days or weeks, but its going to take years to try and find some way of finding a more balanced status quo. Indeed. And if we think of the events of only last week with the earthquake in morocco and the floods in libya, over10,000 people have gone missing. So we can only expect more people to arrive because of all because of the consequences of Climate Change as well. So its a situation where people will continue to live, they will continue to depart and keep treating north african countries as boxes to be filled with migrants that the eu doesnt want. Its not a solution. Actually, were only creating a ways to to allow autocrats and dictators to use the Migration Card as an element of pressure towards the towards the eu. In the uk, the senior mp, whos in charge of co ordinating labours general election campaign, has refused to say if the party would build the hs2 High Speed Railway in full if it wins power. Speaking to the bbc s sunday with Laura Kuenssberg programme, mr mcfadden said he wanted to see the High Speed Line built. However, he said he needed to see the projects revised costs and a final decision would be in the manifesto. With more on this, im joined by our political correspondent, helen catt. Hs one went from london to the south coast. The idea of this one as it would run from london to birmingham and then to manchester with one branch at the end and the East Midlands on the other. The idea is to spread Economic Opportunity across the country. It has been a long time running this project and the costs of it have risen far beyond the original budget at the set out of about £33 billion. There have already been some delays can some changes made to this project. For example, at the moment, the bits that are funded is running it from london to birmingham and then from birmingham to crewe. Transport secretary mark harper announced earlier this year he would delay the Main Building of the main Terminus Station at London Euston because of spiralling costs. The link between birmingham and crewe has also been delayed. 0ne branch was supposed to be running two leads. It was cut back a while back to run just to the East Midlands. Already a lot of changes and delays put into the system. This week there has been further doubt around the branch to manchester, the government not saying it would commit to the line eventually running to manchester, which has drawn criticism. That has also sparked some interest in what labour would do. This is a long Infrastructure Programme that will still be very much happening after the next election. Labour had been working on its National Policy framework, a document it then will use to then go and choose policies from it to go into its manifesto. In that document it had said it remained committed to building a whole line. Pat mcfadden, the senior mp in charge of drawing up labours election campaign, was asked by Laura Kuenssberg this morning, does it mean that branch to manchester will definitely make it into the manifesto . When this started, a price tag of about £30 billion was put on it. Those prices havent been raised since 2019. Weve had quite a lot of inflation since then, so i want to see what happens in the coming months. We want to see the railway being built, but weve also, like everything else, got to look at the costs of everything that we do. So you wont commit right now to building the. Completing the full original route on hs2. Thats clear. I want to see what this costs and well make those decisions when it comes to the manifesto. So the position from labour looking like it remains committed to the idea of the full hst route, if you like, but it wants to see the costs and depending on what the government decides to do before it makes it into its own manifesto. It could turn round and say it is so important we are committed to doing it but there is a Political Risk it might impact what the government decides to do as well. What it does is create further uncertainty for this whole big project. There has been criticism about the uncertainty that already. You now have notjust the government saying exactly what it would do beyond the next election but also the opposition doing that as well. ~ but also the opposition doing that as well. , ~ ,. , wales has become the first uk nation to drop the speed limit across thousands of roads in built up and residential areas from 30 Miles Per Hour to 20. But not everyone agrees with the change. Tomos morgan reports. From today, driving slower will be the norm in built up areas across wales, but not everyones happy in the slow lane. Jane is a carer in barry, drives around four to five hours a day and is concerned with the impact it will have on her. Im afraid myself and my staff are going to bed thinking, gosh, if we just take our concentration off that speedometer for two seconds, whether weve got a colleague in the car, whether the in car phone goes, are we just going to go up to 25 by mistake . Are you aware of the national changes coming in in september . If you are pulled over doing more than 20, then you could be fined. But the response from officers will be proportionate and reasonable. For the first 12 months, there will be more focus on education, with Police Officers allowed a level of discretion. However, when it comes to fixed speed cameras, theyll operate using the current tolerance threshold of 10 above the speed limit plus two Miles Per Hour. Although most roads in urban areas across wales will now have a reduced speed limit, every council across the country have picked out exemptions, roads that will remain at 30 mph, roads like this one, that are busier with vehicles and have fewer pedestrians and fewer cyclists. Over a third of roads will now be 20 mph, and these changes have been made according to the Welsh Government to reduce collisions. One in four fatal crashes involve somebody driving too fast, so speed matters on everyjourney, and the faster we drive, the greater our risk of crashing. A last minute ditch to scrap the proposals by the conservatives was voted down in the senedd on wednesday, but the Welsh Government did say they would constantly review the impact of the change. The Prime Minister has said it wasnt something he was considering but speed reductions are being trialled by some councils in england. In scotland, slower speeds will become the norm within a few years. So, for now, wales becomes the first uk nation to adopt 20 mph as the rule and not the exception. Tomos morgan, bbc news, cardiff. With growing pressure on gps, were often told we should be using local pharmacies to get advice. But what if you no longer have one . More than 1,000 pharmacies across the country are expected to close this year. Now, one mp is warning the government that that the shortage could soon become as serious as the lack of dentists. Andrew sinclair reports. Simon ingram has been running the cromer pharmacy in norfolk for the last ten years. 0k. Yeah, it is. Its busy and it can be hard work to balance the books. The cost of running the shop keeps going up, and yet the fee he gets from the nhs hasnt changed in four years. When we lose a member of staff, we might not be able to replace them. You know, we are having to look at what we can spend. You know, we have had many members of the team choosing themselves to come in, work through their lunches, come in early to try and keep up with the workload because theyre concerned that things wont be ready for patients when it needs to be. Be. How much of a crisis is this for pharmacy . Id say its pretty large, really. He says from time to time, the two other pharmacies in the town have to temporarily close, putting more pressure on him and inconveniencing customers. There are 10 fewer Community Pharmacies than there were seven years ago. Across the country, more than 200 closed in the first half of this year, and there are more than 700 expected to close in the next few months. And, according to one survey, three quarters of pharmacies could be at risk of closing. The problem is said to be particularly bad in rural areas, where its harder to recruit staff. Pharmacies are still the only Health Care Professional that you can see without an appointment free of charge. Its notjust funding pressures. Hundreds of pharmacists have been persuaded by the nhs to leave pharmacies and work instead in gp surgeries. Its providing a Better Service for patients, but is an added pressure for pharmacists, who are already struggling to find staff. The steady stream of closures will turn into a torrent. This afternoon, the problems were raised in parliament by an mp who knows all about nhs pressures. There are some clear comparisons to be drawn with the current state of Nhs Dentistry and it is vital that action is taken to prevent a repeat of this particular nightmare. The Health Minister admitted that there were pressures on the sector. He recently announced £645 million of new funding and money for more training places. The Opposition Parties question if it will be enough. This is another part of the nhs thats under a lot of pressure. It, and mr aldous, will be hoping that things will soon turn a corner. Its one of the uks most Popular Birdwatching sites but, in recent years, rising sea levels and storm surges have put a crucial Freshwater Habitat in norfolk at risk. Now, work has begun to stop the cley and Salthouse Marshes from being lost to the north sea, as debbie tubby reports. This heavy machinery is working to protect the wildlife that lives and relies on this internationally important nature reserve, famous for its Freshwater Habitats. But now, its a race against time to stop it being flooded by the sea. Its one of the first points that birds actually come across on their migration. Its the first bit of land they see. So they want to come here. They want to get a rest, feed, drink. And also weve got lots of internationally and european rare species on this unique side. Site. This is the cut, a special flood drain which helps Remove Saltwater from the reserve. But recent storms moved the shingle bank and blocked it. So now along this line, they plan to build a new drain further inland. If we move the new cut in the 100, 150 yards or so that were doing, then we should be able to protect the Freshwater Habitat here from saline surges for hopefully up to the next hundred years. Theyre restoring the so called big pool, making it deeper, and creating a channel, which will evacuate the salt water if the reserve floods. Thats a pleasure to come to work because of the surroundings that weve got here. And, you know, im very lucky to be able to work in a place like this and come to work every day in a place like this. So, yeah, that isjust a beautiful place to be, and its nice to be part of something for the future. What weve got is curlews, sandpipers. Green sandpipers. Bernard bishop was the warden here for more than a0 years. Well, i suppose you could say im excited for it. Never thought id see this being done. You know, at one time, we thought we were going to be lost to the sea. And with this new work, you know, its only looking forward to the future. The wildlife and habitat would have been lost without the funding from the Environment Agency and donations. As we have this freshwater, brackish and saline marsh here, we want to keep that because its the most diverse habitat that we could have along this stretch of coastline. Theyre also creating new habitats further inland, just in case, in 100 years time, the reserve does have to be given up to the sea. A report this week says that almost a third of britains public pools are now more than four decades old and in need of immediate investment. Swim england claim the sport has an annual social value of £2. 11 billion, due in part to the Health Benefits easing pressure on the nhs but for this to continue urgent funding is required. With more than 1,000 public pools having now closed since 2010, one olympic gold medallist says weve reached a crisis point, as Matt Graveling reports. They say you cant put a price on your health, but according to a new report, you can quantify its value. And it claims the benefits of swimming, whether mental or physical, is worth billions. But it also says there is a problem. Weve had over 1,000 facilities close since 2010, and that for me is what is screaming out as the crisis. Thats what worries me the most. There will be more burden on the nhs because people are not going to swimming to relieve their illness worries and really prevent that demand, so the whole thing is just going to be an utter crisis if we dont do something about it now. The financial benefit of swimming has been outlined in the new report. Using data including the number of Health Conditions in swimmers alongside trips to gps, a e and surveying mental wellbeing. Swim england has calculated that swimming is a social value of £2. 11 billion. Has a social value of £2. 11 billion. And it claims the Largest Health savings, around £100 million, are from dementia and diabetes. With a reduction in the rate of depression among swimmers said to be worth almost £3. 5 million. Its quite important to switch off during the day and then go back to work and be more efficient. Forget the programme in my work and private life. You have the sensation that you are alone. Youre alone with your thoughts, youre alone with yourself and youre doing your best. Swim englands report states that two thirds of englands remaining public pools are more than 20 years old, and around a third more than a0 years old. Kyle runs this centre in central london. At 50 years old, it is Less Energy Efficient and more costly to run. Were spending Hundreds Of Thousands of pounds a year on our utilities, which a new building wouldnt, and thats a challenge that unfortunately is going to take an a lot of capital to change that. What is your message to the government . Please come down. We can show you exactly what we require and we can make these facilities long lasting. I mean, thats the point, isnt it . Were here to offer a service to everyone, and we want everyone to have access to it. The government say local authorities are responsible for Swimming Pools and Leisure Centres, but that councils in england will benefit from almost £60 million to develop front line services. £60 billion to develop front line services. To help new Leisure Centres and Swimming Pools open and improve energy efficiency, the government has provided a £60 billion fund to support operating costs. We are really grateful for that money, because with the Energy Crisis its absolutely essential to have that, but that isnt
