authorities known because they blame them for poor maintenance of those two dams which burst when the torrential rain came more than a week ago now. they say that the authorities had been lax in maintaining those dams and keeping them safe and looked after, something, of course, which the authorities deny. when i spoke to the eastern prime minister a few days ago, he told me that it was nature and it was god and said that nothing could have withstood the force of the heavy rain that fell. but people here are angry at their leadership. and you could hear the sound of chanting and protest really filling the chasm that has been cut through the centre of derna. that valley of mud and dirt that now exists where it was cities and buildings, people living their lives in this part of eastern libya. later in the evening, we saw pictures on social media which appeared to show the home of the mayor being set on fire. and it really shows you the grief, the anger, the tension, all of those things mixed together in a place that has known more than a decade of conflict. people here, the survivors, are living in an apocalyptic situation. the scenes that you see are just extraordinary. there is little electricity, little running water, the fear of disease and victims continually being washed up. more and more bodies being found all the time. and it shows you how million tonnes of grain. this is the second time a vessel has attempted a route through the black sea, which was declared by ukraine and ukraine alone. it has no means of policing or enforcing this route because of russia's naval dominance in this area, and crucially it doesn't have any agreement from moscow at this stage. the kremlin has been long frustrated with its own inability to export its own agricultural products because of existing sanctions. nevertheless, last week we saw the first two vessels make their way into chornomorsk and 0desa on the south—west of ukraine, along this route which kyiv declared. and now we are seeing the first grain ship leave. there was a cargo vessel last month that had been trapped on the coast which made its way along this route as well. that was intercepted by russian forces, where they boarded it, russian soldiers boarded it on a helicopter and carried out an inspection. so, it's clear that ukraine is willing to take the risks to try and export grain in any way possible. but it's notjust kyiv that is willing to take the risks, it's the insurance companies and it's the shipping firms themselves. but it's important to reiterate that we are only talking about two ships in two months. the river danube is seen as the only real other alternative to get grain out over water, and russia is continuing to target, to hit port infrastructure with missile strikes. so, with all of this going on, it's clear that ukraine is looking to persist, and possibly with the increased pressure we have seen the russian navy come under, with longer—range missile strikes on occupied crimea and vessels being directly targeted, perhaps that is also changing the dynamics here. but it is still early days, but it's clear ukraine wants to make a statement. azerbaijan has said it is taking action after six people were killed by mines. the area is legally recognised as part of azerbaijan but the local population are mostly ethnic albanians. military officials have found the debris of an f—35 fighterjet that went missing after the pilot ejected over south carolina. the public had been asked to help find the jet. this is the rural area where the incident, and the marines released another statement announcing a pause in air operations, saying that they would spend the time "focusing on the fundamentals of safe flight operations, ground safety, maintenance and flight procedures, and maintaining combat readiness". we're also told that this is the third such class—a mishap in the past six weeks, but they weren't forthcoming with details of the of low pressure, which is to the north of the country. 0n the southern edge of it strong winds and these weather fronts, which are just marching mainly across the central strip of the uk. the rain will ease off a little bit at times, although i suspect around the hills of northern england, south—west scotland, northern ireland, north—west wales it will remain pretty damp throughout. a few passing showers towards the south coast. a few glimpses of brightness here, but here, and across much of england and wales, where we see the strongest of the winds today, gusting 40,50, maybe 60mph. winds a little bit lighter further north. the rain gets heavier again this afternoon in northern ireland and south—west scotland. some of the brightest weather to be found today will be in northern scotland, but, even here, a few passing heavy, thundery showers and fresher feel — 13 to 15 degrees, compared to 19 or 20 celsius further south and east. it will feel reasonably humid here, but that will, of course, be tempered by the strength of the wind. it will remain windy through tonight. the rain will become more extensive across scotland, northern ireland for a time and then heavier bursts of rain march back into the north of england and across parts of wales for tomorrow morning. with those winds still coming in from a south—westerly direction, it's not going to be cold night at all — 15 or 16 degrees for many. into wednesday, this weather front will bring something fresher gradually through the day, but it's going to be quite a potent feature. starting in the north of england, wales and the south—west there could be some rumbles of thunder. some pretty nasty downpours with that could cause some minorflooding. that will work its way eastwards, never quite reaching in the far south—east until late in the day. brighter skies in its wake. fresh feeling, the breeze, but frequent showers across western scotland, northern ireland and the wind strengthening across in the western isles, where, as we go into thursday, we could see winds gusting 50, 60mph again here, but elsewhere the winds will be lighter compared with the next couple of days. a sunny start, fresh start, but in the eurozone, where the latest inflation figures have been published, showing a faster—than—expected drop in the headline rate, with consumer prices across the single currency area rising by 5.2% in the year to august. that's down from 5.3% injuly, and lower than the 5.3% initially estimated in august, but still way over the 2% target set by the european central bank. the highest annual rates were recorded in hungary, with 14.2%, and in the czech republic, at 10.1%. now, the lowest rates were in denmark, with 2.3%, while spain and belgium both reported an inflation rate of 2.4% for the year to august.

these protests started in the late afternoon and in fact, the previous day, people in that area had told us that they were planning to gather together and make their anger against the eastern libyan authorities known because they blame them for poor maintenance of those two dams which burst when the torrential rain came more than a week ago now. they say that the authorities had been lax in maintaining those dams and keeping them safe and looked after, something, of course, which the authorities deny. when i spoke to the eastern prime minister a few days ago, he told me that it was nature and it was god and said that nothing could have withstood the force of the heavy rain that fell. but people here are angry at their leadership. and you could hear the sound of chanting and protest really filling the chasm that has been cut through the centre of derna. that valley of mud and dirt that now exists where it was cities and buildings, people living their lives in this part of eastern libya. later in the evening, we saw pictures on social media which appeared to show the home of the mayor being set on fire. and it really shows you the grief, the anger, the tension, all of those things mixed together in a place that has known more than a decade of conflict. people here, the survivors, are living in an apocalyptic situation. the scenes that you see are just extraordinary. there is little electricity, little running water, the fear of disease and victims continually being washed up. more and more bodies being found all the time. and it shows you how ukrainian port of chornomorsk for the first time since a deal with russia collapsed. grain from both countries is crucial to food supplies in africa and asia, and the deal helped slow the rising price of food globally. the resumption of shipping is a test of kyiv�*s ability to keep its supply lanes open whilst russia tries to blocade the country and targets port infrastructure. james waterhouse has more from kyiv. important to make clear, this is not the grain deal of old. an agreement involving russia and ukraine which allowed the country to export two thirds of what it once did, more than 30 million tonnes of grain. this is the second time a vessel has attempted a route through the black sea, which was declared by ukraine and ukraine alone. it has no means of policing or enforcing this route because of russia's naval dominance in this area, and crucially it doesn't have any agreement from moscow at this stage. the kremlin has been long frustrated with its own inability to export its own agricultural products because of existing sanctions. nevertheless, last week we saw the first two vessels make their way into chornomorsk and 0desa on the south—west of ukraine, along this route which kyiv declared. and now we are seeing the first grain ship leave. there was a cargo vessel last month that had been trapped on the coast which made its way along this route as well. that was intercepted by russian forces, where they boarded it, russian soldiers boarded it on a helicopter and carried out an inspection. so, it's clear that ukraine is willing to take the risks to try and export grain in any way possible. but it's notjust kyiv that is willing to take the risks, it's the insurance companies and it's the shipping firms themselves. but it's important to reiterate that we are only talking about two ships in two months. the river danube is seen as the only real other alternative to get grain out over water, and russia is continuing to target, to hit port infrastructure with missile strikes. so, with all of this going on, it's clear that ukraine is looking to persist, and possibly with the increased pressure we have seen the russian navy come under, with longer—range missile strikes on occupied crimea and vessels being directly targeted, perhaps that is also changing the dynamics here. but it is still early days, but it's clear ukraine wants to make a statement. azerbaijan has said it is taking action after six people were killed by mines. the area is legally recognised as part of azerbaijan but the local population are mostly ethnic albanians. military officials have found the debris of an f—35 fighterjet that went missing after the pilot ejected over south carolina. the public had been asked to help find the jet. this is the rural area where the wreckage was found. you can see a large debris field here, and also nearby, some trees that have been flattened. the public had been asked to help find this jet, but are now being told to stay away, and you can see here authorities blocking entry to the area. well, this happened in south carolina. more specifically, the wreckage was found somewhere here in williamsburg county, about two hours north ofjoint base charleston, where the jet had taken off. also nearby, in north charleston, the pilot ejected and parachuted to safety. he was treated in a local hospital. but we're told that the jet had autopilot and it may have remained airborne for some time. well, this is what an f—35 looks like. it's one of the world's most advanced fighterjets and expensive. each of these will set you back about 100 million us dollars. we're also told it's designed as a stealth aircraft, so it's undetectable by enemy radar. well, a lot of questions about this, and not much information so far from officials. they released a statement saying, "the mishap is currently under investigation and we're unable to provide additional details, to preserve the integrity of the investigative process." well, a lot of people having fun with this on social media. actor misha collins posted on instagram threads to say, "that's what they get for leaving the keys in the ignition. in other news, check out my listing on craigslist. no lowball offers." and here, she's included a screenshot of the online marketplace, where she's advertised the jet for $1,000. but there are serious safety concerns about this incident, and the marines released another statement announcing a pause in air operations, saying that they would spend the time "focusing on the fundamentals of safe flight operations, ground safety, maintenance and flight procedures, and maintaining combat readiness". we're also told that this is the third such class—a mishap in the past six weeks, but they weren't forthcoming with details of the previous two incidents. stay with us here on bbc news. hello. it's already been a wet day so far for quite a few of you and more rain to come through the rest of today. it's all linked in to an area of low pressure, which is to the north of the country. 0n the southern edge of it strong winds and these weather fronts, which are just marching mainly across the central strip of the uk. the rain will ease off a little bit at times, although i suspect around the hills of northern england, south—west scotland, northern ireland, north—west wales it will remain pretty damp throughout. a few passing showers towards the south coast. a few glimpses of brightness here, but here, and across much of england and wales, where we see the strongest of the winds today, gusting 40,50, maybe 60mph. winds a little bit lighter further north. the rain gets heavier again this afternoon in northern ireland and south—west scotland. some of the brightest weather to be found today will be in northern scotland, but, even here, a few passing heavy, thundery showers and fresher feel — 13 to 15 degrees, compared to 19 or 20 celsius further south and east. it will feel reasonably humid here, but that will, of course, be tempered by the strength of the wind. it will remain windy through tonight. the rain will become more extensive across scotland, northern ireland for a time and then heavier bursts of rain march back into the north of england and across parts of wales for tomorrow morning. with those winds still coming in from a south—westerly direction, it's not going to be cold night at all — 15 or 16 degrees for many. into wednesday, this weather front will bring something fresher gradually through the day, but it's going to be quite a potent feature. starting in the north of england, wales and the south—west there could be some rumbles of thunder. some pretty nasty downpours with that could cause some minorflooding. that will work its way eastwards, never quite reaching in the far south—east until late in the day. brighter skies in its wake. fresh feeling, the breeze, but frequent showers across western scotland, northern ireland and the wind strengthening across in the western isles, where, as we go into thursday, we could see winds gusting 50, 60mph again here, but elsewhere the winds will be lighter compared with the next couple of days. a sunny start, fresh start, but plenty of showers developing through the day. some of those could be heavy and thundery. for all, temperatures in the teens. in the breeze and the showers it will feel cooler. the change to the unsettled conditions is because we've got the jet stream really piling across the atlantic and in these dips we see areas of low pressure, one after another, but there will be a little bit of a gap between them, i suspect, through friday into saturday. so late on friday and early saturday there will be some drier and brighter moments with some sunshine, but there's more wet and windy weather to in the eurozone, where the latest inflation figures have been published, showing a faster—than—expected drop in the headline rate, with consumer prices across the single currency area rising by 5.2% in the year to august. that's down from 5.3% injuly, and lower than the 5.3% initially estimated in august, but still way over the 2% target set by the european central bank. the highest annual rates were recorded in hungary, with 14.2%, and in the czech republic, at 10.1%. now, the lowest rates were in denmark, with 2.3%, while spain and belgium both reported an inflation rate of 2.4% for the year to august.
