I want to reassure people that the arrests we have made are significant and initial searches of premises have revealed items that we believe are very important to the investigation. He was able to say that eight people, eight men, are in custody. They were arrested in manchester, wigan and nuneaton in the north of england. These, he said, were significant arrests. A woman was arrested, but released without charge. Ongoing at the moment searches ever associated properties. He said initial searches of premises had revealed items they believe to be important to the investigation. Now, as we speak, three properties, where three of those men were arrested, are currently being searched. We understand that the Bomb Disposal Squad are at a property in manchester helping the police there. In wigan, a street has been evacuated. That was another location where somebody was arrested. We also understand that that another property in manchester is currently being searched. A very fast moving investigation with new leads and links coming in all the time. The police have said to expect these searches to take several days. Theyve asked the public to bear with them on this because these searches are very important. What are they looking for . They are looking for components that would have been used to make a bomb or chemicals, elements that would help them discover what else is out there. That is the idea that is coming forward this evening. While there is an enormous sense of progress, there is also a much larger sense of doubt around the bigger picture. What else is out there . That is what police are trying to find out now. Who created the bomb that salman abedi carried and who else is out there may have components . Are there other bombs there. They need to find that. There is no sign at the moment that the threat level will be lowered any time soon. A long way to go with this investigation. Thank you very much forjoining us. American officials like to refer to the british relationship as the Special Relationship. The brits do it all the time too and sometimes it goes through wobbles. How embarrassing is this to the United States at the moment that these leaks are happening in this particular incident, where so much pain has been caused in manchester . I think its very embarrassing. Its a place that the United States of america doesnt want to be. Its a very, very Special Relationship. More importantly, at thess an Essential Relationship if were going to be successful in, you know, ifyinging going to be successful in, you know,ifyinging Radical Islam or other threats that we will face in the future, we need this kind of co operation. As you said earlier in your news report, you know, we need to be co ordinating with the french, we need to be co ordinating with the germans and we need to figure out where this terrorist was, whether it was libya, on the continent, to put the pieces together to find what may be a network cell. Its absolutely essential that we co ordinate and Work Together if were going to be safe. Congressman. In this case, theres a limited numberof in this case, theres a limited number of people who may have had information to the data that the brits believe is very, very sensitive. Weve had some other leaks here recently again, a small universe of people. I think, if you put a concerted effort, if you demonstrate that there is a concerted effort that when there is a leak we will do everything we can to find you and to hold you accountable to the law, thats what i would expect our intelligence and Department Of Justice to i would expect our intelligence and department ofjustice to do. I think thats what our partners would expect that we would do, to at least demonstrate an effort to stop this. Briefly, you served on the Trump Campaign, do you think the president bears any responsibility for this in this context. He has said some things about the Us Intelligence services which have clearly not endeared them to those officials and agents. Is that part of the break down in trust that were seeing in the Intelligence Services . That may lead to a break down between the president and the Intelligence Community, but, you know, these types of leaks break down the effectiveness of the Intelligence Community and they break down the relationship the trust that we have between the United States and the brits. There is absolutely no excuse for anybody in the Intelligence Community to be leaking this information to do damage to the president because they may damage the president but they are damning the National Security of the United States and our allies. How much can nato be doing in the fight against islamic terrorism and terrorism in general . There is a couple of ways to look at it what was agreed and decided today. Nato an organisation will be pa rt today. Nato an organisation will be part of the coalition. That means that certain nato assets such as surveillance aircraft, air to ground surveillance, communications, command and control, they could be made available to the coalition. It also provides a bit of additional cover for individual allies to contribute. What more nato could do is to look at sharing intelligence internally, creating a fusion cell and looking more at Terrorist Activities Inside Nato Areas itself. That is something nato has not yet done, but could do more of. That is an area in which the leaders seem to ee, an area in which the leaders seem to agree, of course, an area which there is some disagreement over is Donald Trumps relationship with nato more broadly. But take a look at the reaction of some of the european leaders as he lectures them from the podium. If all nato members had spent just 2 of their gdp on defence last year, we would have had another 119 billion for our collective defence and for the financing of additional nato reserves. It makes the point that actually replaying endlessly the loops of the attacks itself is in some ways doing exactly what these attackers want us to do. Glorifying their actions in a horribly, perverted way. What this report suggests is that one of the most useful things we can do is talk about the victims and who they were as people and the lives they led and theirfamilies. It as people and the lives they led and their families. It suggests we should talk about the way that communities come together after attacks like this. And the acts of kindness that we see and the acts of heroism that sometimes follow these when people are acting in desperate circumstances. You have come from manchester. Well, one person who has been on the front lines of the fight against Terror Groups from al qaeda to Islamic State is former fbi special agent ali soufan. His book the anatomy of terror has just been released and hejoins us now. Ali, when you look at what happened in manchester how much do you learn from what is in the Public Domain so far about how an attack like this is planned and carried out . Nuno, its so planned and carried out . Nuno, its so difficult to make a final determination as the investigation is still unfolding and we see that what happened in manchester is connected to different places around the world, its connected to syria now from what we read from public reporting, and connected to libya. Just another example of how the Terror Threat in the last decade or so Terror Threat in the last decade or so morphed and mutated from organisations to message to an ideology. We see that threat in the uk now unfolding in a very similar way to what we have seen in other places in europe and the United States where people get inspired, somejoined the states where people get inspired, some joined the so called Islamic State and some are in contact with members and supporters of the group that tries to inspire them to conduct Terrorist Attacks in their countries where they live. We have seen countries where they live. We have seen that in new york, we have seen it in san bernardino, weve seen it in orlando and in different places in europe but what we have seen now, from what we know so far, what we have seen in manchester seems to be more complicated, seems to be more organised and seems to be not only inspired but theres some sort of training, organisation and planning that took place. So thats the challenge, right, for counterterrorism authorities, that these organisations move fast. We learn a lot from these attacks, they learn a lot from these attacks, they learn even more from them and they keep changing their methods, as you say and more. How then do Terrorism Experts and authorities, how can they possibly anticipate what the next kind of attack, the next generation is going to be like . That isa generation is going to be like . That is a very good question. I think what we have seen today in manchester, what we have been seeing around the world as an ideology meaning we more than an organisation. For example, lets look at what happened in manchester, a cell connected to libya and syria, so a cell connected to libya and syria, so what can we do to counter that . We need to figure it out, in order to point at the threat in our society, the equation between terrorism and counterterrorism is dangerously unbalanced these days, you have thousands of fighters who joined Terrorist Groups in these places just from western europe, 20 of them came back and many of them died in the conflict zones yet a few of them are still there, trying to inspire attacks in their own countries, now we have limited resources to monitor each and every one of these guys. Unfortunately we have to be successful 100 of the time. They have to be successful only once and they will get the coverage they need. Just a quick one on the former fbi man, they are pointing the finger at the fbi in new york, specifically, does the New York Times statement missed the point, they are justifying that it was right to buy the pictures but does this justify prejudicing the investigation . If it comes to court with this prejudice it . Is a former fbi member who led Counterterrorism Investigations i can tell you how frustrating it is when you see leaks in the newspaper or in general regarding the investigation. It not only damages the credibility of the evidence that you are collecting but also it impedes it by giving your information to everyone including the bad guys. And the situation in the bad guys. And the situation in the uk was a very dangerous one, continuing to be a dangerous situation, there isnt imminent threat coming off investigators working against time in order to bring down the threat level from critical and then they see information that you hold very dear, so information that you hold very dear, so its very frustrating but it is way beyond troubling. I think it is reckless and dangerous, as are the pictures in the New York Times, and what you talked about, the leaks, i think i am not there yet to point fingers as you mentioned, even the New York Times said. Ali, im afraid that is all we have time for, such an interesting topic, we do know that there were links between the family Of Salman Abedi and libya, his parents fled the country after posing colonel gaddafi, they went back and he himself returned shortly before the attack. Mr trump is right to ask me to the question but there are other agencies to ask nato the question but there are other mechanisms you can use to deal with counterterrorism. You can cause problems by thinking board thoughts or going in directions but it is up to his advisers to make sure that what he is saying and doing fits with True American interests, not british interests, but our interests are british interests, but our interests a re often british interests, but our interests are often allied with american interests. So do notjudge President Trump too much by what he says and tweets or says in his latest speech, what what he achieves by way of results by putting the american system into an act a result.
