Well, the accident happened, as i said, in the western town of soma. Here it is just south 250 kilometers or so south of istanbul. There was an explosion at around 12 30 gmt. That was triggered by a faulty electrical transformer. It started a fire. That caused the mines elevator to stop working. Critically, it knocked out the ventilation systems for the miners. Now, some of those miners are as far as four kilometers from the entrance to the mine itself. You can imagine what a pain staking task it must be to try to reach those still missing. Now, in the last few weeks there have been questions raised about the safety of this very mine. But a statement on the owners website said that the accident occurred despite the highest Safety Measures and constant controls. But its having repercussions, isnt it, across the country . Exactly. Theres a solidarity about protests, protesting the issue among the country. For example, the kurdish party, bdp, ask that theyre going to mourn for a week among their municipalities. Also there are several universities announced theyre going to theyre going to protest. They called for strikes for the unions. And also many unions announced that theyre leaving jobs today. And theyre going to be on strike tomorrow as well. So we are seeing pictures on the social media saying that some people are protesting in istanbul, in taksim, the underground of taksim lying down on the floor, sending their condolences to the mine workers. Actually, those condolences will go out. They wont be heard today, im sure, by the poor people waiting to hear about the fate of their own family and friends. Weve got the scene once again from soma here on the screen. But i do wonder, we made a reference to the safety of this particular mine. There was an effort for at least the parliamentary or government investigation into the mine only a matter of two or three weeks ago. Exactly. The main opposition party, the Republican Party in turkey, raised claims about the safety of the mine in soma. But their claim was rejected by the parliament. After the accident happened, their records of claims were released on the social media. And even the progovernment people are criticizing the government about rejecting that claim. So no doubt that will be part of what is going to be a huge inquiry into how this happened. I understand the local prosecutor has started his own proceedings into what happened here as well. But lets just dwell, if we can for a moment, on what is going on here. Because, yes, weve talked about more than 200 bodies having been brought up from underground. But there are hundreds more people down there. Exactly. The Energy Minister seems to be raising no sense of hope. According to the latest reports, there are theres the main block in the mine. There are four other subsidiary blocks. The rescue teams just arrived to the main block. And the subsidiary blocks are still full of people trapped in the mine. So the numbers are going to raise. The ministry of energy is saying that hes hesitating to share the numbers given by the company. So theres it seems like a very bleak scenario. But we are not sure whats going on under there because we have no connection with them. While these people here wait for survivors, hopefully, but anyone else to be brought up, theyre also waiting for the Prime Minister, resepp tayyip erdogan. Many people dont have an idea whats going to happen. In the last elections, local elections, akp was the first party in the town. Now the Prime Minister is visiting. Three days of National Mourning. So we dont but the families and relatives have spent a sleepless night. And theyre really exhausted. And theyre really angry. So we dont know whats going to happen there. This is a Prime Minister who said four years ago the mining profession has dying in its destiny. Which just seems to say so much about the sort of the culture of mining and mining safety. Exactly. That was brought up very often in the social media as well. So we dont know whats going to happen with the phfamilies and relatives and the Prime Minister. But also the National Security agency announced that theyre going to give Monthly Payments to the relatives from now on. Because theyve lost their relatives. 1,030 is about 300 pounds. Right. Its a help, isnt it . Yes. But, again, it says something about the industry. And also that many of these workers would be unregistered. So what would their status be . It doesnt matter in a matter of accident, according to turkish law. But i cant go into details. I mean, so unregistered means doesnt mean they wont have any any kind of, you know rights . Exactly. Or compensation. I mean, even the company can pay more. But well see whats going to happen in legal action. Briefly, this is soma. This is a mining community, isnt it . A coal mining community. Exactly. Of some history. Yes. Exactly. The coal mine there was founded about 100 year ago. Because theyve discovered the coal in the town in 1913. And since then, theyre producing coal there. So People Living in soma are really related with mines and coal industry. And ive seen some reports, people saying that people from soma saying that theyve seen many tragedies, but not as big as this one. I think its a combination of not controlling the major hazards, but its also we have individual miners that have been injured. But if you look around the world, the world can control the major mining hazards. Obviously something has gone wrong at this mine. Clearly. Part of it, presumably, is a cultural issue, isnt it, as well, that theres a certain acceptance . We actually heard a quote from the Prime Minister from five years ago saying this mining profession has dying in its destiny. Culture is the most difficult thing to change. Its also the most important thing to drive change. And its the attitude towards safety. Its given miners the confidence that they dont have to take shortcuts. Can i ask you this question about the change of shifts as well . Seems lightly off to me. I dont know. Maybe its Standard Practice that you would have two shifts, effecti effectively, of miners down at the same time rather than up at the same time. No. I mean, you want the mining to continue. Its a quite common process. You would change the shifts at the machines. Just to keep the function going. That is common practice. Okay. The unfortunate part is what youve seen with this. You finish with a double shift underground. I understand all these miners would have masks, would have gas masks. There would not be much you could do against an inferno underground. But masks would help, wouldnt they, against toxic gases . The masks are there to prevent against Carbon Monoxide. Depending on the levels of Carbon Monoxide. They would last about an hour and a half. Which normally would give miners enough time to escape and get to safety. The hope with regard to the rescue is that the miners havent had to resort to using them. That theyve got themselves barricaded in somewhere and they can monitor the atmosphere and judge for themselves when they need to put their respirators on. Some are trying to get something to eat. All theyre doing here is waiting. Theyre being guarded by unarmed police in tshirts. Clearly the police are here, but they dont want to look too intimidating. These relatives feel that the only place for them to be at the moment is here at the hospital. Is there i appreciate, james, you know, you havent been that long. Youre at the hospital at the moment. But the overwhelming sense were getting is that very few people have any hope at all really for those still missing. Reporter its difficult to tell from having just got here. The people weve spoken to in the last few minutes say that they will not give up hope. That they are simply waiting. Of course, they may remember other natural disasters or disasters in years gone by where people have been dragged out of wreckage, particularly in earthquakes after several days. I think they will have that in the back of their minds. I feel its too soon for them to give up. Then again, theyll also look at their watches and see that the explosion and the fire in the mine happened about 21 hours ago. And so many miners were killed in that explosion. Obviously may make them think the worst about those left. Again, these are relatives. These are people who will wait right till the end for news about their family members trapped underground. Yeah. I mean, this is were talking nearly 800 people underground at the time of the accident itself. Its clearly an established mining community, isnt it, soma . How big is the place . Reporter soma itself, the town, is about 76,000 people live here. But crucially, the mine accounts for about 6,500 employees. Over 8 to 10 people actually work in this mine. I think that gives you an indication of just how important an influential mining is here. Just to put that into per sp perspecti perspective, the turkish government in recent years made a focus on getting more coal out of the ground and importing less gas. Of course, the opposition and a number of people have called into question the safety of these particular mines. It was the opposition just a few weeks ago which raised questions about Mining Operations here in parliament. The opposition says that the government did not respond positively to those questions. A lot of people around here in the crowd are now awaiting the arrival at some point today of the Prime Minister, resepp tayyip erdogan. James renn noeynolds there. We are still waiting for mr. Erdogan. When he does, well go live. A member of turkeys independent health and safety watch committee was asked for the response to the tragedy. The first reaction, we are all speechless. People will try to foresee the reasons of working accidents and do something against it. You foresee something coming. But the disaster comes in such a scale that makes us really speechless. Yes. You say you can sometimes foresee something happening. There were fears about the safety record, indeed, of this particular mine. Only a few weeks ago. Yes. In this particular mine and in the Mining Industry in general. In all the Booming Industries in general. We can i will be i could be talking about construction industry, which is one of the i could be talking about the shipyards. Were always talking about the same way of growing. Growing at the detriment of labors, occupation hazards. So your message is that basically, turkey as a country in terms of regulation is not keeping pace with the speed with which its growing and modernizing . The speed with which its growing. And this is evidence in the sectors where the death toll is the biggest. And the way the country is working. I mean, the type of precarious labor. This is a result of this. Its so evident. Theres a 2010 study that shows the death toll in the private outsourced mines where the labor is more precarious is 11 times higher than in the public mines. So theres such an evidence. Relationship between precarious labor and right. Its not a small company. The Holding Company which owns this mine where the accident occurred is not a small company. Has got the second highest were talking about big actors who are involved. That was a member of turkeys independent labor, health and safety watch committee. Whats the response across the country . Its a very trfragile situatn in the area and all around turkey. So weve seen social media calls for protests in istanbul and taksim where before many protests were held. Also there are pictures going around on social media. We can see people lying on the floor to protest the company and the government about the accident. Theres a trending hashtag saying that this is not an accident. This is a murder. And its really trending. And everyone is sharing their thoughts with that hashtag. What i can observe is theres a theres an emerging anger among people in the turkey. Given the Energy Minister has said its the worst accident, and we know that there was an accident 20 years ago in which more than 260 people died, i guess people are putting two and two together and saying we should probably prepare ourselves for a much greater number. Probably. Because the minister of energy said that he received some numbers of dead people from the company. But he didnt want to share those numbers specifically because he didnt explain why. The Oscar Pistorius murder trial faces a lengthy delay after the judge orders the athlete to undergo psychiatric tests. Well get to more on that, actually. Because the judge has ruled that the defendant, Oscar Pistorius, should be sent for 30 days of psychiatric tests. That was requested by the prosecution, in fact. Judge masipa ruled that it would be preferable for Oscar Pistorius to be evaluated as an out patient. Heres her judgment. It is so as cause for state submitted during argument that inevitably means more delays in finalizing this matter. But this is not about anyones convenience. But rather about whether justice has been served. It is necessary to emphasize that an application of this nature is never taken lightly. As it is an integral part of a fair trial. Having regards to the above, i am satisfied that a case has been laid out for the application or the relief of such by the state. And i shall grant that order. However, the specific order itself will be handed down on tuesday next week. Well, in just the last hour or so Oscar Pistoriuss uncle has made a statement on behalf of the family. This is what he had to say. As a family, we are confident of the details of this judgment. And judge masipas commitment, using every avenue to ensure a fair trial. Its about a fair trial. It reaffirms our confidence in south africas justice system. So a very positive statement there from the uncle of Oscar Pistorius. Our correspondent in pretoria, milton nkosi, talked with us more about the ruling. Reporter this is very clear that the state made its case just on the basis of an allegation. So if the allegation has been made and the judge is satisfied that that allegation is relevant as mentioned by dr. Foster in her evidence, therefore, the criminal procedure act states that the court shall grant the referral. So that is what judge masipa has decided. And i think that tuesday, as you just heard there, will be the day when the order will be prepared. And she was then raising the possible implications of psychiatric tests from the possibility of diminished criminal responsibility, even . Reporter very much so. So, in effect, what you have here, david, is that the prosecution is so confident that Oscar Pistorius may well be found guilty in this trial, what they are trying to avoid here is a loophole that might come up later when hes appealing after the judgment has been handed down.
