Radio Scotland travel Judith Austin has Tuesday's weather forecast I certainly do good morning to you is a cold start with outbreaks of shedding making a rare cross the country falling a snow over the higher ground to be a risk of ice particular cross north and Scotland 1st thing as that rain moves towards the north and east t.d. To eventually become a confined to the north where it will just blend into a scattering of Sherry's so it brightens up it becomes dry for most and we're looking at good sun is coming through temperature wise around 2 or 3 Celsius at best in the north in the south 6 That's your forecast but time is 7 minutes past 8 and this is Good Morning Scotland M.P.'s are gathering at Westminster ready to begin the business of swearing in the clearing the author of allegiance to the Queen before formally taking up their places in the House of Commons after 15 years serving in the European Parliament the yes M.P.'s Alan Smith is among the new intake He is the m.p. For Stirling and he joins us now good morning a congratulations on your when morning thank you and as one door opens another one closes because yesterday you could no longer be an m.e.p. Anymore. Best of times worst of times I was actually in my 1st s.n.p. Westminster group meeting as my obituary was read out in Strasburg by the parliament president over there obviously that legally I had to stand on for many p.r. As I was elected for struggling and I stood out of an attempt to try and stop drugs are. Delighted to have one Sterling and I think we've got a great team their account praised campaign team highly enough we got 51 percent of the vote they are simply wrong to the election in Scotland and you exist already outlined by the except that you want to stop blacks that I want to play your arriving at Westminster just at the moment when actually backs it's going to happen well that's the point I was working towards because of events elsewhere the conservatives have a mandate to push through Mr Johnson's disastrous desperate deal that's not going to do what it says in the 10 but they're going to push it through anyway and I need to be there and watch it but do you do you and your party have to take some responsibility for this disastrous deal if you call it by actually backing this election in the 1st place because there were warning voices within the s.n.p. From Angus MacNeil amongst others saying that actually and Tony Blair said the same thing to labor that the election was a trap an elephant trap I think what Tony Blair's words. Well the election was what it was and there was a deadlock in the House of Commons Mr Johnson's deal was even worse than Mrs May's was which is saying something there was a need to break that deadlock and we won the election in Scotland on a platform of stopping drugs at the Tories running our platform of we need to get Briggs it sorted which is a deeply dishonest thing for them to come forward also no to India or to lots of people voted s.n.p. Would regardless of their views on independence they voted s.n.p. Knowing all of that and sadly despite those delivering and doing all we possibly could installing under the rest of Scotland because of events elsewhere Mr Johnston No houses majority well indeed then Mr Johnson wants to deliver Bracks that in the coming months he wants us to leave by the end of January he wants us to be out completely by the end of 2020 and in fact wants to enshrine that leaving date at the end of the transition period into legislation do you accept that no deal Bracks it is now back on the table the deal breaker that was always on the table was never off the table there was a way of stopping him before the election wasn't there because he was hamstrung in deigning street he can't be stopped now well that was that was why I stewed in that was that was where we were looking to get to I think had we had a minority administration had we had a hung parliament I think there was a chance in the prospect of a 2nd do you referendum on the terms of his deal versus remain would have been imminently one above all of that snow or road not travelled but yes indeed he does have a mandate to push through this disastrous deal which everybody who's actually paid any time to read it which I suspect is very few of these Conservative M.P.'s It's just about the exit it's not about the what comes next and it's perfectly legitimate to say you want to leave the European Union but you do need to say what you want to do instead and the Tories have been able to unite around vacuous slogans about get Bragg's it sorted and that's a nonsense they're no going to need to actually decide what it is and I think they're going to be fighting Leif Erikson us like in a couple of months time and lots and lots of the. In England who voted to get the Braves sorted are going to be awful disappointed when it doesn't but do you when you say fighting like ferrets in a sack isn't the reality that the Conservative Party is nigh on the benches at Westminster in Boris Johnson's mold mend many of these new M.P.'s well go along with what he suggests Well let's see there's a number of people pledged allegiance to Mrs May then you know if they're within a couple of weeks I think there's a there's a there's a facade of unity at the moment amongst the conservatives and the fact is they have got a big decision to make you do you want a free trading buccaneering low tax Singapore style economy which I certainly don't see working for the u.k. Myself I don't see it working for Scotland or do you want to be more closely aligned with the e.u. What the implications for Northern Ireland What are the implications for Scotland all of these questions have been dogged by the Tories because they've had behind slogans they're going to come back onto the agenda soon or do you see all of this as being to the s.n.p. His benefit. No I don't I wanted to stop drugs that I want to stop drugs or for Scotland's benefit I want to stop drugs and for Northern Ireland's benefit there's a relief Roger peace process there that we need to be really careful about Also I don't want to see England and Wales and Gibraltar and the rest of the places have a bad time and you want to see Scotland being independent does that help your case I think politically it may well that but there's a whole new set of logistics to be worked upon and I'll enter into the debate here in the spirit of trying to find solutions of get 16 years of European experience to actually explain how things work in reality when it's quite clear that even today's unknowns wouldn't it which is typical Johnson's daily trail to the telegraph and then the rest of us are supposed to try and work out what you actually means this completely fictitious end date to the negotiations all is done as we can is own hand in the face of e.u. Opposition for no good benefit whatsoever except a couple of headlines so I want to find solutions to this and we'll need to see where we get to it well realistically what can you do your numbers have been strengthened at Westminster but given the size of Boris Johnson's majority there's very little that you can do to effect changes in the indeed the Westminster Parliament really doesn't work for Scotland at all and this is something that a lot of people in Scotland are looking out for the number of people particularly from the labor end of the spectrum I have to say who got in touch with me saying absolutely for straighted with this this is dreadful We want to try and find solutions on break so we want to join negotiators closer relationship for the whole of the u.k. With the e.u. As possible we're going through all the gears we possibly can but of course it's perfectly legitimate that we should keep independence as part of that discussion because I want the people of Scotland in power to choose our future and if this situation with Breck set and Boris Johnson having a majority helps you politically in that endeavor then from your point of view this wasn't the worst outcome was it. I'm still conflicted Gary I did I wanted to stop Rex I want to stop drugs are still do anything remotely likely possible to stop drugs I don't have to face or admit it reality as well and I think that's sad and I think there's going to be a lot of turmoil from Mr Johnson's fault little happened really soon after it happens Thursday or Friday whenever Is this week and then we'll do we'll do what we can do to try and bring some sense to it in the r.c.m.p. Does have a massively increased group at Westminster what we need to do is to try and use all the levers we can to mitigate and maximise Scotland's but mitigate what's going on and maximize Scotland's influence over those well obviously part of that is calling for a 2nd independence referendum will get more from Nicholas sturgeon on that later this week but just in terms of the timeframe of all of this do you accept that even if Scotland votes yes in the next independence referendum whenever that comes we're likely to be out of the e.u. And could that have a negative effect on why people view the prospect of independence in the you or in Scotland well in Scotland if what I do to the e.u. . Well that our proposition will be different given that if we're outside the e.u. There's different logistics in terms of accession from the from the u.k. To the e.u. As an independent state crucially from an e.u. Perspective would be doing that from outside the e.u. Rather than from within it so that removes a few psychological roadblocks that existed in Brussels I've spent a lot time as you can imagine over the last 3 years making sure that we've done our homework and we've got all the doors open to independence there's been a step shift in how the e.u. Views Scotland and Scottish independence and yet again this Westminster result has given us a map that proves that Scotland looks at its place in the world pretty differently so the case will be different the proposition will be different and I think we're in 2014 there was doubts about e.u. Membership for Scotland but there's no question a lot of people voted no to stick with the u.k. In order to protect the e.u. Status and citizenship our proposition will be full membership Customs Union single market that will be mostly advantageous for Scotland's economy massively advantageous for us and taking place against a backdrop of everybody actually starting to realise in black and white in the real world what they're actually losing as a your membership is stripped away against our democratic Well I think there's a number of strong arguments there for us there but they'll be different arguments Alan Smith the s.n.p. M.p. For Sterling thank you for your time this morning 869 Boeing is said that it will temporarily halt production of its troubled 737 Max airliner next month production of the Jets had continued despite the model being grounded for 9 months after 2 deadly crashes which killed $300.00 people the u.s. Company had hoped to restart production before the end of this month but u.s. Regulators said that the planes would not be certified to fly again that quickly joining us now is the aviation analyst Shaun Muffet Sean good morning to you. Morning hey what's been happening up there just been continuing to to make the the 737 mix airliners despite the fact they've been grounded. Yes indeed I think people expected them to stop manufacturing them a while back they did actually cut the numbers from 50 something to 40 something months but they were still pushing them out of the factory and then of course that comes a huge storage problem in this bank 37737 vax is the most popular they've ever made. Aligns all over the world had ordered them so this decision doesn't come as much of a surprise although in a way one can see why it has taken so long because it's very big and very damaging to the company Boeing Yeah it's another going to have to hold production is there any. Suggestion at the moment as to how long it might be halted for well they're saying it's a temporary thing I mean they're waiting for the final f.a.a. Approval and of course the f.a.a. Is the Federal Aviation Authority sorry agency of America. In the past. Other nations taking on an American aircraft would accept what the f.a.a. Said in terms of the safety of the aircraft but in this case other agencies including the European aviation safety or storage and particularly the Chinese decided that they weren't happy with the f.a.a. Certificate action and they pushed the f.a.a. Who had to be pushed quite hard before they would ground the aircraft back in March so even when the f.a.a. Gives its approval sometime next year it's not clear whether Europe and China will immediately follow suit they may want to do their own tests in fact almost certainly will and so and the bottom line of course is you know you can't fly these planes until they are they have been tested and they have been you know it said that they are safe to fly having you know had 2 deadly crashes already. But it's this is a very significant situation for the company I mean is it likely to be as of a setback that that it can you know recover from again if they do get the all clear to fly in the near future well that's a good question. I believe that Boeing is one of if not the most successful u.s. Export or it's absolutely vital to the American economy of course it doesn't just make a line as it makes military aircraft and it's in space and all sorts of other things but this is a very severe blow to a very important company and whether they can recover from it is is is by no means certain it's interesting that people are talking about the number of casualties as more than $300.00 actually $346.00 which is signifi
