The 29 year old is also charged with arson with intent to endanger life 3 generations of the cme family died in a fire in a bungalow on Money Road and Barry Lynn in February last year Mr Allen will appear again next month the 1st compensation payments for victims of historical institutional abuse should begin next spring survivors have agreed to a timetable for the application process with the panel for approving payments due to meet at the end of April a commissioner for survivors of institutional childhood abuse is still to be appointed the former Shin fee and finance minister March you know Maria is standing dine as an m.l.a. He says it's time to hand over to someone from a newer generation of Republican activists but says he will still be working to promote the city of Belfast where he was once Lord Mayor I am not interested in Vegas I think what we all should do as politicians is do your Friday best every day but I hope my next 5 years and 7 involvement will be the busiest 5 years arrive in a promotion is that I regeneration a sort of bringing people together and poison them fast with a sort of really tell me what I said hey we have a heart we are we are going to unite to make it better in the time I have the Neary and. Magen Ferran has also announced she standing dying the number of unemployed people in Northern Ireland has hit another record low according to official figures the unemployment rate between August and October fell to 2.3 percent our business correspondent killed or rice has the details the job market is continuing to perform strongly in Northern Ireland with unemployment falling to new record lows the number of people in work has been growing with more than 782000 people in work but despite more people working in the private sector I put is still below previous session levels there's a growing proportion of people not in work nor looking for a job that's known as the rate of economic activity which is about 20. 6 percent in North not end well above the u.k. Average That's all for an icon or headlines in about 10 minutes thank you as we've been hearing it's understood a last minute meeting is taking place between the 5 storm and main parties the head of the civil service over the pay dispute the health care workers the 5 main storm and party leaders signed a joint letter of the rule of law and section Judeans with urging him to intervene ahead of unprecedented strike action planned for tomorrow political reporter Jay McCormack joins me in the studio Mark came in hot foot people just tuning in Jane remind us of what the letter says Yeah we had been told yesterday we might get some sort of a letter ahead of the strike action planned for tomorrow and in the last hour we did get it signed by Naomi Long the Alliance leader are in foster Michel calling me stupid and Steve going to the Austrians party and basically what it says or what it does is that it argues on their behalf that Julian Smith the current secretary of state should have cover in order to go ahead and deal with the issue of pay parity and actually provide that additional money that the unions are asking for in order to stave off the strike action tomorrow because if you remember last month the Department of Health issued an additional pay offer but the unions rejected that and said it didn't go far enough that then let it stop civil servant Richard Pengelly to come out and say that he couldn't go any further without a minister taking over so this is what they're asking for that the parties are saying to the secretary of state if you do this we will allow you the cover to do it we don't need to be back in an executive in order for this to be resolved noise it should go ahead without a minister in place and as we understand it at the moment there is also as you say a meeting taking place at Stormont between the 5 main party leaders and the head of the civil service David starting to see what can be done Yeah I mean is being given the edge because of these party talks trying to bring storm back in the health issues become part of this whole talks process in a way has that another appeared to be attempting to put forward a sort of solidarity. Look to all parties signing this letter What's the thinking here yeah I mean certainly on the doorstep during the election campaign it was an issue that the parties really faced some flak for because they haven't been back in government for nearly 3 years it's rare that we see joint letters from them and certainly when we were at press conferences yesterday up on the Hill when the parties were meeting Julian Smith Some of them seemed more inclined to issue this solidarity letter than others the g.o.p. Leader when Mark Devonport asked her about it and said really it was a matter for an incoming executive but it seems that they've changed their minds on this given that we are so close to these unprecedented strikes taking place and even you know you read through the letter and it says they collectively urged Julian Smith really to to go back in to deal with this and they also say that we want the Secretary of State Department to provide the necessary assurance to health workers and ensure a fair wages paid to those who deserve it so it's really I suppose if you like a last minute move by all of them to try and to see if some faces suppose and also to try and urge the unions in the health workers to to do the right thing I mean the be voices of caution obviously worried about this setting a precedent for though public sector on the significance of public spending and all the rest of it it's a complicated issue beyond the health what about the likelihood Jane in the immediate future of some sort of resolution to the health dispute I mean that would be that would be an incredible breakthrough would know yeah well I'm some storm and sources that we've been speaking to at tonight as this meeting has been taking place say that they don't necessarily expect that there's going to be some sort of eminent response that we should expect in the next couple of hours to try and stave off the strike action and it has to be said it does look unlikely at the moment not entirely out of the question but at this stage it just seems to be hard to imagine that they could all of a sudden issue the money in a law or the strikes to be called off because as you say obviously if the secretary of state was to act on this issue what is then to stop calls for him to act on other things the likes of extending well. Farah for medications for example and all those other issues that have kind of being rolled up over the last couple of years the storeman hasn't been sitting at is a very tricky difficult issue it comes in the face of exceptional action being taken by those nurses tomorrow and at the moment we just don't know how that's going to go Ok Thank you Jay McCormack with the latest on the health situation listening to the reactor on come about for coming up to 10 past 5 not well it's been revealed that a man found dead in his home in Puerto Don last week was stabbed to death 49 year old Randall robot Ellis who lived alone suffered a fatal stab wound to his leg it's also emerged that one of the 2 men accused of his murder is a nephew of the victim our reporter Catherine Morrison was in court Catherine's with me in the studio nah of the circumstances of Mr Ellis is murder them what happened exactly as kind of Well Randall Ellis was known as foggy too many people who knew him he lived alone and Klein a park in Puerto dine and on Monday the 9th of December his body was discovered at his home a post-mortem examination was carried out and it was revealed today in court that he died from a single fatal stab wound to his leg No Initially the police weren't treating this as murder but the court heard today that significant new information came in to police last Friday which in their words changed everything and the 2 suspects were arrested on Saturday and who were these 2 suspects in court today where they were it 10 year old David Alice and 24 year old Dean Martin both of no fixed abode giving evidence to the court's Detective Sergeant McIntosh that he believed he could connect both men to the killing David Ellis didn't apply for b. Ill and it emerged that he has allegedly made a confession to police the byte his involvement in the crime and now we understand that David Alice is the nephew of the victim his cool accused Dean Martin did apply for bail the police objected to it on the grounds that he has previous convictions for assault and having a weapon and the court also heard he poses a significant flight. Skin could interfere with witnesses and a defense lawyer acting for Dean Martin said there was no forensic evidence linking his client the client to the scene or the victim and he denies any involvement in the murder any more details about the police investigation into the death of Mr Ellis Yes Well Detective Sergeant McIntosh that inquiries are concentrating on c.c.t.v. Footage witnesses and telecommunication evidence a weapon which the police believe is the murder weapon has been fined and has been sent for forensic examination and the detective sergeant said c.c.t.v. Had captured the 2 defendants walking towards the victim's home just after 5 am on Monday the 9th of December that was last Monday and then more footage which showed them walking away from the property at around 20 past 6 in the morning and it emerged that the victim had tried but failed to make and 999 call at 19 minutes past 6 that morning case or where the suspect remanded in custody yes both men were remanded into custody district judge Benita Boyd refused bail agreeing that there is a substantial risk of flight and further offenses and witness interference and both men will appear at Craig Affan Magistrates Court on the 10th of January next year Ok Catherine thank you Catherine Morrison reporting it's about 12 minutes past 5 this evening on the formation Fane finance minister but you know Malia is standing down as an m.l.a. He says it's time to hand over to someone from a newer generation of Republican activists have discussed his legacy so our political correspondent Garth Gordon always a lively performer in studio much you know Malia and he's one of 2 ssion families stepping aside is new he is the other one as Meghan fear and he was co-opted into the assembly for Nuri and or ma in 2012 through plus corner Murphy when he became an m.p. And 2016 she was appointed as a junior minister in the storm and so executive office by. Short lived in a fell apart 7 months later but of course as much in a 1000000 who knows the big story here today as not entirely a surprise her husband some speculation that he he was stepping down but he's still one of Sinn Fein's best known and most capable figures in the northern northern Ireland certainly and it will be hard to replace some of the assembly comes by any time soon is not the 1st time he stepped aside from politics he 1st entered both a city council and 1987 he says he was a victim from the 1st meeting ever speaking hours it was of course a very tempestuous time in the city council then described in his own book the dome of delight he was tired from politics in 1097 and pursuing a career and publishing that perhaps surprisingly he returned to politics in 2011 when he became the 1st Sinn féin representative to be elected in by a moral and both are switching from West Belfast Of course he was also Lord Mayor and then he was co-opted as an m.l.a. And 2014 for sides Belfast rising to become finance minister and indeed he was the finance minister he set up the origin Cory I remember sitting at that press table under the dome of delight in the middle of all those very heated debates which I think a dome of delight you know why I mean you know the relative thing why do you think he's going well he says it's time to hand over to someone younger. At some point since they may have harbored hopes that he could win the sides both Westminster state not never happened and doesn't look likely to help and. The origin I inquire hearings he feels some tough questioning about the process of appointing his own special advisor now my colleague Stephen Walker today asked him if he was going because he feared criticism and the origin report whatever that is to list the panel will have to make their judgment. And I'm. Saying for sure not involved in our head we did not we did not run. There's no malfeasance there's no suggestion at any time that I want to. Ask you about my legacy as I'm proud to be a minister who applied to you or tab you were criticized for referring details to a senior Republican to make a decision without a wrong move absolutely the right move politics to refer to colleagues and that's a little bit of advice I want to possible onto after me but here's a better piece without a tad Heil wasn't on the elected official Well well Ted Hall has been a part of a church chain Feehan negotiations and every important move has 9935 performance that you might say God was going to do next well he says he doesn't see a future in politics he's on like it's a combined if you it's another 10 years and he seems to be old timey b.n. 70 possibly a bit too old to be restarting a career in politics he says he does see a role in civic life of some kind of Stephen Walker again I asked him what he thought his legacy would be I'm not interested I think what we all should do as politicians is do your best every day I will be there at the end of the year but I hope my next 5 years and 7 involvement will be the busiest 5 years of my politics no not a start in politics and politics of course as everywhere about in a promotional regeneration bringing people together encouraging investment in the city and really telling people what I said. We are going to unite to make it better and the time ahead. Paying off thank you Garth. 60 minutes past 5 let's check on the headlines armory. Understands a last minute meeting is taking place between the 5 mi instalment parties and the head of the civil service David Sterling ahead of more industrial action by health workers amounts to stand trial next year accused of murdering 4 people who were fined dead following a fire in country from Ana in 20 of the 1st compensation payments for victims off a story go institutional abuse should be good next spring Ok Emery coming up short in the program we'll be hearing from a counselor on why she's taking to the picket lines tomorrow that's coming up let's go to Elaine to check out all the roads lot of problems. Still problematic Well the good news on Don right in it has been reopened after a 3 vehicle crash but not on the man and the area not such good news if you're heading say the West Bank it's still pretty slow towards the end one that's after an earlier crash in the near stop and stand those are starting to. Go in terms of the usual rush hour delay traffic still slowly sitting on the arm and the raven hell of roads on the 7 bypass in both directions by part of the ballet you took road remains closed after failed crashed this morning a car and road is closed as well. But. With the weather forecast fairly calm at the moment another day with plenty of sun But you say some things on its way yes unfortunately and if you are traveling this evening one thing to bear in mind is for we did have a bit of an issue overnight and into this morning some more of that is expected to form and this evening on tonight Connor but it will be short lived tomorrow not because we have stronger winds in this we mentioned yes we have some stormy weather heading our way to morrow particular through the afternoon as winds pick up from the r.e.c. And in along the country Don and coast we could see gusts of 50 to 70 miles an hour in exposed areas and even inland $50.00 to $60.00 mine are gusts so if you do have those are your Christmas decorations the kook. Flying You may want to bring them in it's going to be very wet very windy for a time once we get rid of that it'll be a calmer picture towards the end of the week Ok we look forward to that Meantime batten down the hatches as buyers head storms on the way. Know what said to be a challenging day for an all of us health care services paramedics nurses and other health care workers who take strike action tomorrow we've been talking about this all on the program be the 1st time nurses of taking strike action here Adele a cancer services nurse spoke to our health correspondent Martin Rees calmly ahead of tomorrow's action she described how she feels after a busy shift at work. I fail completely exhausted to be honest with you and quite often we don't cover breaks or we stay on after shifts and it gets the point where you've forgotten to go to the bathroom half the time or you're having to save your colleagues am sorry I'll be back in a minutes I need to run to the bathroom. But yeah exhausted and emotionally drained and then the see in time you know that you're going to have to do it all again the next day and very heart you come into the profession. To help people to make hopefully in most cases make people better Harwell do you think you're doing that at the moment considering what's going on around you I think we're doing our best but it's very difficult circumstances. And there's regularly not enough stuff to cover and what we need to be doing in you know that patients aren't getting the car that they deserve and I think that's. For a nurse because you do you just want to make a difference the whole point and I don't ever want to patient a faded like they can tough enough time. Or that they can't get the courage that they need and yet today in Dalian every warden and hospitals describe for me what that can be like if there's physically aren't enough nurses people like you on a ward What can the. Chime Pitney a picture of what that can be like having that patient to the bathroom to weigh it up at longer maybe maybe they don't you don't get there in time it means that they have major patient exhibit a day I am it means that you. That you are not doing the job that you want the day I really love to be a nurse. And to me it is something really special to be there and the most difficult situations for people in their families. But the patients and their relatives but I don't ever want them to fail. They come to blows for assistance because we're too busy or they don't want to bother us you know I'm you can see relatives kind of me behind my back trying to get one of our attention but at the same time they don't step forward because they know we've got so much other stuff today so how does all this make you feel. Really upset to be honest. With Myself my college just want to be able to. And you know our priorities patients and keep patients. At the man ups I don't favor I can keep patients if all the time. I go into work sometimes and I'm thinkin hardly going to get through this day you know how are we going to get everything done. To get all the courage to live or to the patients that we need to deliver shouldn't be the case you know you shouldn't be fighting like about day and daily. Has been for you to go on strike. And that's not something that I ever imagined myself doing and that's not something that I mean are so much of themselves but. My job is to be an opposite for patients and that's what I have today you know no one else is going to stand up for patients and say and office enough you know we need more staff we need more skilled staff we need to invest in training and nurse education and career development and we need to retain the nurses that we have a Northern Ireland we counted up at the minute. The we're all College of Nursing has been campaigning for this for years it seems Harvester thing is that seems to have sort of climax not week before Christmas you're going on strike seems. Throughout the last 10 years you've been all singing off the sam
