Push through reforms. Mourners gather at st. Petersburg to remember the victims of last weeks crash. Votes are being counted in myanmars election. This is the moment aung san suy kyi cast her ballot. Her party won the election in 1990. The military overruled the vote and put her under house arrest for 25 years. She has been presented from becoming present. In 2011 the military government handed power to a semicivilian government, but the army still dominates parliament. A quarter of seats reserved for military appointees, and the parliament chooses the president. We have several seems covering the election, Scott Heidler is monitoring in yangon, and well hear from wayne hay in the capital of the state where many rohingyas have been killed. First this report by florence lowy. Reporter before daybreak, before the polling stations opened. Voters in myanmar waited their turn for a chance to vote for the government they want. For the next generation, for real changes. Hopefully therell be change. This day, that we can make a change for the future, a Brighter Future for our country reporter for nearly 50 years a military government ruled the country until handing over four years ago, since then. The ruling party, mostly consisting of former military officers, have been in charge. The woman seen by many to bring change is Opposition Leader aung san suy kyi. She was under house arrest when the last general election was held. A process considered fraudulent by the international community. This election is seen as more legitimate compared to the last election five years ago. The National League of democracy is taking part. People that didnt vote in 2010 are turning up to cast their ballots. International observers are allowed in. Its a first for myanmar to invite international observation. Our observers are doing to work. It will hoped the transparency and its hoped it will be displayed throughout the counting and the announcement of the result. Reporter there are allegations of errors in the voter list and irregulations in advance voting. And therell be no voting in several townships and villages because of security concerns, following fighting between the counties and soldiers. Holders of Identity Cards that voted in last elections will not be allowed to this time. The move affects more than 1 million rohingya, the Muslim Minority that is discriminated against and unrecognized by the government. And whatever the outcome of sundays vote, the military will sundays vote, the military will play a part in government. Because the constitution guarantees it a quarter of seats in parliament. Despite its flaws. The election is a step forward for the fledgeling democracy in myanmar lets go to Scott Heidler in yangon. The polls have closed. How smooth was the day. It was quite smooth. Sammys closed about 3. 5 hours ago. We were at one polling station in the central part of yangon for almost all the 10 hours that polling was open. It went smoothly. There were enthusiastic voters, they arrived early and they got 69 of those registered at the polling position, came and cast the ballots. Theres something that is interesting, developing over the last hour or so. The party headquarters, hundreds of supporters began to gather outside the headquarters, because there were rumours that she might speak, or cole out and wave to come out and wave to supporters. That has been squashed. Senior party member came out and said go home, its not going to happen tonight. Shes not going to greet you. Wait for the results, thats what everyone is focussing on. Official results will in the come for a couple of weeks. Well have an indication with preliminary numbers. I dont want to put you on the spot, but any indication at all at this point as to where the vote is heading . Well, its going into this election, the nlb on aung san suy kyis party, the occupation party, has a large support base. There has been polls going on, opinion polls, not necessarily exit polls, and her party is definitely more popular. There are obviously several factors that go into that. Did they come out and cast their ballots. The supporters that said, yes, we are behind the opposition party, did they make it to the polls, what is interesting and why the process is taking time, this is a new process here in myanmar, so the sophistication of the counting and getting the ballots from the polling positions were far out in the countryside. They are the ones that the International Observers have concern about, because not too many are watching those polls, here in yangon, the ones we were at, two International Observer groups passed through. Now, all things monday morning will focus on the election commission. They are holding a press conference and will map out how the results will trickle out. Lets thank Scott Heidler. Well continue to talk about the myanmar elections. Over to sich way, where wayne hay joins us from live. Its far from a perfect poll, when you take into consideration the million or so Rohingya Muslims that cant take part in the vote, right. Exactly. It was a tale of two different parts of the city, in the central part of sich way and others parts of the state. People were act vote as around other parts of the country, majority buddhist population it is. In the camps, where theres 100,000 muslim people around the city of sich way, they were unable to vote. The vast majority were unable to. Most are Rohingya Muslims, viewed as illegal immigrants, so their rights are being stripped away over the past three years, since their communities came under attack. And that forced a vast number of people into the camps. The last big right they lost occurred earlier this year when the government decided they could not vote. There was a lot of sadness that they couldnt take part in this vote. Aung san suy kyi has been criticized for dismissing what the human Rights Groups call ethnic cleansing. Do we know where she and her party stands, if they win, as many expect. She said absolutely nothing, really. In terms of coming out and showing support of the rohingya community. She said nothing about that. She simply said please dont exaggerate the situation. That doesnt give you a great deal of promise. That if she forms the next government, that she is going to act in a positive way towards the rohingya community, its not just them, she has not come out in support of other ethnic minority areas, such as people in the north of the country, who have, for decades, suffered abuses at the hands of government soldiers. She has not come out and shown support. If she wins the election, the pressure will go on her. Its all very well being a democracy icon, now being an effective Opposition Leader to being in charge of the country, to running a government. Making tough decisions, decisions that may or may not affect the lives of people. Therell be a lot of pressure if she goes on to win the election. One palestinian man was shot dead by Israeli Police after driving a car into a group much israelis. Al jazeeras Stephanie Dekker has the latest from werz jerusalem west jerusalem, a violent and bloody day. Tell us the details. Thats right. We have had three incidents so far. All in the occupied west bank. As you mentioned, it started earlier on, south of nablus. A man said to have driven a car into a group of israelis, two, we are told by the Israeli Police are severely injured. One lightly injured, then another caught on camera outside the settlement close to bethlehem, where a woman was seen to give her i. D. To a security officer, talking to him, and pulling out a knife and attempting to stab him. She has been shot. The condition of her unclear. From the information we have been getting, she is alive. There was another incident in the last hour or half, west of nablus, a man, anisraeli man, a settler approached a checkpoint where, according to Israeli Police, stab wound. He said he was stabbed by two palestinian men. So a search is ongoing for them. I think its interesting. Most of the incidents that we have seen in the occupied west bank have been centered in the hebron area. These are three areas that are not. Two around nablus in the north, and one close to bethlehem. It shows how tense and unpredictability the ground is, and comes ahead of the israeli Prime Ministers visit. Hell meet with u. S. President obama on monday. And we are told that he has gestures towards the palestinians that he wants to put on the table. So the reports indicate that it has to do with easing freedom of movement in the west bank. One of indias poorest and populous state. The b. J. P. Alliance won 63 seats in the 243 state. The Prime Minister Narendra Modi made the baja election a priority, holding 30 cam pan rallies. The loss means the government may struggle to push through key reforms naturally. We have this update from new delhi. Reporter although they were state elections, this was seen by pundits and Media Outlets as a test of Narendra Modis leadership. Since he and his b. J. P. Party won a majority in the 2014 national elections, including half the seats, the b. J. P. Won in several states in what supporters called a modi wave. They hoped a win here would give a credibility boost to push through Economic Reforms which have been lagging in the last couple of months. A grand alliance of opposition parties, including bitter rivals, got together to oppose what they called the b. J. P. Playing politics based on religion, and countering many of the b. J. P. s proposed reforms. This was going to be a psychological boost. It will be business as usual. The b. J. P. Will have a majority in the lower house of parliament, and a minority in the upper house, which blocked several reforms from going through. In light of the results, b. J. P. And Narendra Modi, may have to take an amicable tone when negotiating with the opposition. To get the reforms through. A political analyst joins me from new delhi. Good to have you with us. What happened to the Prime Ministers popularity that supposed wave which was expected to sweep the country . What message are people sending him . Popularity has been declining. It was evident in delhi, in the elections where the party was wiped out. And now the socalled tsunami has petered off. Do you think it will trigger an internal shake up of the government . I dont think so. All it will do is erode the authority. Theres no challenge within, who asked to take responsibility. That will not happen. That continues as the Prime Minister. With people questioning his decisions. As far as the party is concerned, he controls the party. The b. J. P. Is a 2man parliament, the Prime Minister and his appointee shah, and its a defeat for him and his style of functioning. Perhaps mr shah will bet inclusive and put in place institutions that dont exist in the party. They have all but disappeared. The party would be doubtful about his ability to win elections, they have big elections in the state. Investment and in 2017, in utter pradesh. Narendra modi used to be the favourite mascot of the party. I think his party men will doubt whether he can win the crucial elections. Reporter where does this leave Narendra Modis reform agenda now . Now a lot of analysts think the reform agenda will be stored by the opposition. I dont think so. Up to now, the opposition was opposing Narendra Modi. The only way they could present at the National Level was to oppose reforms in the upper house of parliament and the lower house as well. Now they are back in the game again. They feel theres a state there. They can form a proper alliance, and challenge the b. J. P. And come to power in various states. The attention will be diverted towards making gains. As far as reforms are concerned. I suspect theyll mellow down the opposition. Doesnt mean theyll accept the reform agenda. They would not stop Economic Growth you expect them to moderate their provision agenda. Does this election loss it is one state, but its a populous one. Does it set the stage now for more losses for the b. J. P. And other state elections that are coming, do you think . Absolutely. That should be the b. J. P. s biggest fear. Theyll lose because of a popular chief minister. Importantly, what the nation will be watching is whether the b. J. P. Uses the same or different strategies dividing people along the lines as it tries to do over the eating of beef or the Muslim Population as if they were all pakistanis. A lot of people thing this strategy is wise. I think b. J. P. Would take negative lessons, and wonder why the strategy didnt work, investing in baja, which was 30 muslim, and hasan with a large number much bangladesh immigrants. And they polarized the politics of those that invest in serving ministers and members of parliament that involve communal rites and the charged by the police for rioting.
