Outpouring of angst, about both the substance and the process, what captain jackson and his team are attempting to do consume, captain johnson is to make sure that folks have a chance to keep their voice as well as keep the peace at the same time, thats our focus. inaudible areness. I thin i think everybody a clear change of tone and operational activities yesterday anand ill stand by the captain. Theres a possibility inaudible inaudible what are we doing to prepare . I think there are a lot of steps along the way that are going to cause angst and pressure. Thats natural here and appropriate, quite frankly. There was an officer involved and a young man killed. There is accurate real energy and so i think well look at those guideposts and engage he them accordingly. But were hoping to make sure that during this process, this difficult, challenging process that there is focused energy and peace for businesses and people of this community. Governor will the protesters be allowed to protest anywhere they want to protest or for their own safety will there be a location . Operational, i just dont know. What is the reaction to inaudible . Were focused on the responsibilities we have here. Governor right here. Im sorry, im sorry. Looking at ferguson in the way that it has blown up i guess, how can you look at these other intaicia indicational fous that failing or closing or losing its accreditation, the school districts, about Michael Brown he graduated from high school but he graduated from a certain high school and going on to affirm i his education with trade school. But the other children from the other communities that came into this community and had this uproar how are you going to enthusiastically help their educational levels . Obviously some of the schools have already started, normandy opens on monday. I think weve all got a lot of things to do to make sure those children have the ability to begin school. How do we do these long range issues, weve got to be doing allot on those. Thats not a simple question. But i will tell you that making sure that we provide the quality and access to education, for all our kids, Public Schools are the backbone of our state, the challenges that have arisen inaudible quality of education in the city of st. Louis. Our city schools are closing governor. Youre the chief, youre the admiral, youre the head. Why are our schools being boarded up and closed . Well get back to well continue our discussion because these are major issues. Let me just quickly say that we see challenges in st. Louis city schools. I do think as you look at i dont mean to get micro, about this, but some of the investments in the schools have been made over the years, the direct influence of dr. Adams i think theyre making progress. I know, anybody else . inaudible tactics that change once having them not there seems the greatest changed occurred simply after the removal of military style police has that made you reconsider the use in Police Departments across the state . I think you always do after things are done you always do a hot wash later on and analyze, and i know the patrol through the academy and whatnot, watches all of this stuff and tries to do better all the time. I think were learning a lot but i dont want to be critical of anybody, what theyve done. I made the decision i made to give the order to the colonel to shift the operational change here and i think it made a very positive difference over the last 18 hours and my full expectation is that it will continue to pay big benefits for safety and security and the opportunity to get justice as quickly as possible. Everybody weve had a lot of questions. Lets take two more questions, one for the governor maybe and one for captain johnson. inaudible . We have parallel investigations going on. The Justice Department under attorney general holder is one of them. St. Louis county is doing a separate one. The those are separate. inaudible . Thats a local operational choice. inaudible how long do you expect to see inaudible . I think there are going to be some bumps look along this road to justice. I think there are going to be some moments of angst between now and the finish line of this process. And its important that during that process we not see a the energy, appropriate energy amassed to cause outbursts but instead off the used to make sure that justice is served and that theres safety. I think there are going to be a number of points along the way. inaudible being governor wouldnt you say that details have come out in this case that are not facts . Because before doing a thorough investigation, inaudible actual facts im not approving anything, if i set facts, i didnt mean to nuance it in that way. Information that i had not seen that the captain has not seen and none of these guys have seen, like i said the captain has already answered the question about that. inaudible Video Surveillance and autopsy im sorry . Why do you think that information came out today about his supposed robbery and not the findings on his autopsy . I dont know. I dont know. Ask captain johnson a question. One last question weve got to wrap up. [simultaneous speech] like i said were focused on the operational system, im not unaware of longer term problems. As ive said a number of times here. I have no idea. I have no idea. Or billy club . Why would your response to your situation delayed . On monday i asked for a department of justice investigation, monday, on tuesday i appeared in the community, on wednesday i appeared in the community, on thursday i appeared in the community, on friday im here. What folks are saying out here very quickly inaudible its about how we feel and how we looked at this. These people are outside looking in. Our son our children our brothers and husbands and fathers and boyfriends have to go through this every day dealing with the police. And when chief jackson, this morning we talk about this, whole process being transparent, chief jackson throws out the name of the Police Officer along with pictures of the probable cause for Michael Brown being shot and killed and then hes not taking questions and to leave it that was like a fall back in our face. He was very sarcastic, his demands his presence in a manner that he presented this information was very, very sarcastic. It was not responsible, we are this is our community. And we have people like that, that are in charge . Then we dont need people like that in charge who are not sensitive to all people. Not just when people of one race but to all people. I am a mother. A lot of people out here, were parents. We have children and families that we love. And if we cannot trust our Police Officers, who can we trust . Who can we trust . We shouldnt have to have a police inaudible [applause] that we are shown to be treated equal and fair. Are you aware, if you take the oath of being a Police Officer you should be sworn to protect and serve all people of all races. [applause] inaudible the way that the mayor and the way that you handled this, what is going to help us in inaudible . Well, for to two things real quickly, two things real quickly. I think you saw, i mean, youll continue to see patrol under my the order i gave to the colonel pped, in this community and captain jackson is going to be here, hes in the direct line of command all the way up to me and hes going to be in your community, you can rest assured hes communicating. I think hes a little better trained than me. I think hes got more skills to deal with the challenges that are here than i do. On the ground. And i have full confidence that he and the patrol are going to do a good job. I would ask everyone, always this process goes forward we are trying to make sure that theres an open way that folks can express their energy, express their concerns, while protecting the property, and getting this process to its necessary conclusion in a timely and complete fashion. And would i ask everyone to follow the lead of the captain and do the best you can to respect and be peaceful. Captain anything you would like to add . I can tell you to your concern sunday night, the governor was involved sunday night, monday, there are a lot of things that were involved behind the scenes. He has been here, in conversation, he has been here. One thing i will say about the governor, hes saying this isnt about him, this is about each of you. He is defense been here all week, he came yesterday and he came today and weve had other incidents in the state, and i cant remember a governor who for five days has been here and been involved every day. When my phone rings and im talking to the governor that doesnt happen every night. So he is inaudible . I have been talking about that after this is over there are bigger things that have to happen after this is over, to make us all better and they need to continue to happen, and training, diversity, having more minority officers in our communities. It needs to be reflected, more women on our Police Departments so all of that needs to happen. And the only way its going to happen is if you demand it and we listen and make it happen. [simultaneous speech] captain johnson is there going to be ill be later tonight. Last question. Is there going to be a change where protesters can protest . Is there going to be a change for areas for their safety or on the roads the areas where the protesters were, theres porta potties down there barriers down there, well be there and make sure that they can be along that street and stay as long as they want. inaudible . [simultaneous speech] they were redirecting to line 3 and so why werent they protecting strong lines of Police Protection in areas other than areas they were redirecting traffic . Where was that at . Like on mcmoore, unable to come home last night when they took out the military style riot gear. Im unable to shop peacefully in my neighborhood without riot gear Police Coming in with their intimidation tactics. While they still lock up people in mcdonalds and they still are not bringing trucks back to the community in reference they are inaudible . Was that occurring last night . Last knight it was people all of the its a new day done changed wait a minute my question those were still polic Police Officers, some gave him orders, directives. This may be a new day but im still hearing bomb like sounds when they are pulling media and objectors away, and all of a sudden, someone is shot, its a new day for you all, whats going to happen for us still here when the News Reporters are still reporting, looting and rioting, how is it going to be a new day for medium when i dont feel safe, are you okay . Are they still looting . Everything the reporters went out had to do with the looting had to do with the rioting had to do with everything but the case, civil rights have been violated. Can i Say Something . After this is over ill be here with you. I want the media to listen to what she said. My phone is ringing, and saying what she said, show the city for what it is. Shes talking to you. Lets do it. Ive got to go. Ill see you guys tonight down at the quick trip. And that is Missouri StatePolice Captain ron johnson, who is charged with keeping the peace now in ferguson, missouri. A lot of the news that just came out of this press conference, just now, johnson urged the media to focus on the fact that you do have demonstrators that are peaceful in ferguson. But the news that came out, there is concerns about what might happen tonight. This morning the Ferguson County Police chief released new information about Michael Brown. Here it is. It is some surveillance photos which appear to show Michael Brown at a Convenience Store where there was allegedly some sort of robbery where Michael Brown and a friend of his were allegedly involved in pushing the manager of that Convenience Store as they robbed the store of some cigars. Now what came out of the News Conference this morning is the community was infuriated, that these photos were released because they claim that there are discrepancies, between these photos and images of Michael Brown after they were shot. It came out this this News Conference that the governor of missouri, jay nixon was not aware that these photos were going to be released. Captain ron johnson, responsible for soothing the community, was not aware that these photos were released and first learned about them on the news. Said he would like to have been consulted, we heard words of anger, from the community, how can we simply trust you if you appear to be a figure ahead who is not part of the process in terms of the release of information about Michael Brown. Now in the course of the state Police Captain trying to soothe tensions he urged everybody despite age are you may be feeling today please dont take it out on your own community. Here is what he said. In our anger we have to make sure that we dont burn down our own house that we dont go down there and vandalize our own buildings. We can talk about our issues and talk about what we want and what we need and the conversation needs to happen and we can make that happen. But what i want to do is us go down and burn our own neighborhood. That does not solve the issue, it hurts the community and thats what i dont want. Ron johnson, trying to help solve the violent confrontations that marked tuesday and wednesday night, and in many ways stlowz Police Department overreacted. St. Louis Police Department overreacted. How come there isnt a review yet, of the st. Louis county Police Department, although that review is coming, i want to bring in al jazeeras Diane Eastabrook joins us from ferguson. Diane there seems to be allot of focus on the police chief jackson releasing this information that has clearly inflamed the community. What are you hearing from the Ferguson Police about this . Well, were not hearing so much from the Ferguson Police. They held a press conference this morning, they did not take any questions from the media and then they handed over a packet of information afterwards. And during the prrches they mentioned that there had the press conference they mention theyd there had been this strong arm robbery just before the shooting of Michael Brown at the Convenience Store. We were wondering, what was the connection . We read in this packet that yes indeed he was a suspect in that strong armed robbery. So we werent able to question the police. What were hearing from crowds here, some of the people that are out demonstrating, is they kind of feel, they do feel that by releasing this information today, along with the name of the Police Officer, that theyre trying to deflect any attention onto the Police Officer and casting Michael Brown this a negative light. You heard captain johnson say, im going to be out in the neighborhood walking, we want to keep things peaceful, after this was release, that it could inflame things. I certainly will say, things were peaceful last night. Some people described it as almost like a mardi gras atmosphere. I can tell you within the last few hours there is tension in the air again. David. Diane, how does that tension play out . Johnson didnt know this information was going to be released. But to keep a lid on justifiable Community Age are that is out there today. Reporter you know that is really hard to say. When we were out here last night there were a lot of people in the crowds doing crowd control, on their own, people that were protesters, they wanted to keep things peaceful. They understood that the violence has cast a bad light on the neighborhood. They want to be out protesting peacefully. They want to show respect for Michael Brown. And so they dont want to see this being inflamed. But its hard to say what might happen this evening. We did have a night of peaceful protesting last night but given this new information its really hard to say what might happen. Some people we have talked to in the crowds seem to think that the people who came in in the previous night and ensighted violence were not really from ferguson. They might have been people from other areas coming in. So will those people, if in fact that was the case will these people return thissen evening, it is hard to say at this point. Jonathan, nobody was aware that the police were going to be putting out this harsh information about Michael Brown this morning. How does that happen . Well you know david st. Louis is one of these communities that Still Believes in law, order, justice and its a mid western city. And so the people despite anything you may have seen this week, they really do want to believe and trust in the police. I think you may have picked up on some of that inside the press Conference Community availability that you just heard a short while ago. But when they see this this sort of i would have to think from the communitys place undercut some of the mistrust, rather undercut some of the trust there, create an atmosphere of mistrust, creates a lack of confidence in the people and the systems that are seeing this thing through.
