What cantors defeat shows House Republican also have a harder go compromising with democrats on crucial legislation that is opposed by tea party diehards like highway funding, Immigration Reform, immigration is especially important to some big business donors. They want visa restrictions eased on skilled foreign workers. They support a Guest Worker Program that benefits agriculture. The Tea Party Supporters hate both ideas. Eric cantor raised lots of money from his donors, outspending his opponent by a ratio of 251 during the primary. Eric cantor is a great guy. And i feel for him. I think everybody is trying to speculate why you called it an earthquake and it was spot on. Why did this earthquake happen. There are a lot of stories. Some are really bad for republicans, some are bad for democrats. It could be what happened all the Obama Scandals have gotten so outrageous to americans that any republican that looks like hes conciliatory towards the white house becomes taboo. About 12 of the electorate showed up. 12 of the people who could have voted. The winner got 6 and the bottom line these are the folks that come in to primaries. Its actually very expensive to do anything in brazil. It difficult to build roads, any big boom has been followed by a slowdown and has a tendency to develop inflation. There is a smaller percentage that the poor people in brazil have not participated in that extremethose great Growth Numbers that we have seen in years gone by. There is definitely a sense in brazil that things should and could be better. But i will point out that the facts that about sail is on the world stage at this point has given in negotiations with the government. At this point we have seen the government reach out to a lot of particularly more leftleaning groups and sort of help them to help themselves in solve some of the problems thatthat they have like low wages, etc. And so we dont expect that the unrest that were seeing at this point will reach the levels that were reached in the middle of 2013 when you had an unification of the more conservative groups and leftest groups at the same time expressing this sort of generalized discontent. Lets talk a little more about around south america. We were talking a few months ago when there were pockets of unrest aroun around the world about argentina. Political activities have effected their economy negatively. Whats their sense about what is going on in argentina. The thing that has happened recently that is remarkable argentina has reversed its position with regard to capital markets. It resolved its issues resolving 9 billion in debt and reconciled itself with the imf and received praise there. The challenge facing argentina is that its no longer an exporter of oil or natural gas, and its relying entirely on its agriculture sector. That coupled with capital flight in argentina is bleeding money. So. If youre brazil, and you lost some of this growth because of the recession around the world, and now a lot of the world has bounced back, but brazil has a growth rate like americas, when youre a developing nation. When youre an emerging market, you cant have a 2. 5 growth rate. Thats not good enough. You have to have these higher growth rates. Where does brazil look for growth in the future . Are we going to be having these conversations after the olympics saying its worse than it is today . Where brazil looks for growth is in the energy sector. Recently it returned to selling off flocks there. Well look at development of support Industries Like the sh shipbuilding energies, energ ies building job growth. The real problem facing brazil because its reliant on commodities like iron, soybeans and in the future oil, it means that its harder for the Manufacturing Sector to be competitive in export markets. You have Computer Systems on scheduling that date back. According to standish group, 94 of it projects were unsuccessful. More than half were delayed, over budget or did not meet user expectation and 41. 1 failed completely. If we look across the federal government over the last number of years, you can really take your pick. We have projects such as u. S. Jobs. Gov. The air force had a 1 billion failure census department. There is a long list. Reporter there are three primary reasons i. T. Projects fail. First, the scale. Second, the complexity. Projects can take multiple years to complete. Healthcare. Gov was initially built by a small government subcontractor out of a garage in the District Of Columbia before a much Larger Company was brought in to assemble the back end and finish the project. They believe the scale of Public Sector is the main cause of its failures and says there is a more efficient way to manage these projects successfully. Im an advocate for breaking these projects down into smaller pieces. So that the users or the people who are going to be the recipient of the project can see results more quickly. Reporter david shuster, al jazeera. Well, the u. S. Governments need to prove how those funds were spent goes way beyond money. We look at how responsive the government is to the needs of americans. Lets look at healthcare. The chief Technology Officer, the first one ever in the United States under president obama. Hes focused on productivity on Public Sectors. Hes written a book called innovative state how new technologies can transform government. He wrote buying technology is outdated and broken. He is with me now and its good to see you. This is your first with the job. Why didnt you fix it . Well, we made progress. Let me set a context for you. Your last guest said it right. Moving from these big bang i. T. Projects to ones that are lightweight and modular are the right answers. It takes time to move an 80 billion elephant, if you will, towards that new future. One small example you highlighted the work of scheduling challenges, and president obama noted that many of these systems have been out of date going back to the 90s. Two things. One, when we walked in the door the chief Information Officer of the v. A. Stopped 130 million project that was nine years in the making. Not a single line of operational code to fix the system. What did we do . Put the entire code base into an open source custodial agent, published what is called apis or programming interfaces and had a 3 million competition. Can anybody plug in and make it safely and securely make it work . Within six months we had three viable projects up and running, and theyve been proven in the sandbox that they can work. Its a management choice by the agency to bring them into the guts of the operation. Youre saying its technological possible that we wouldnt have had all these veterans waiting for appointments. Its technological possible that everyone who wanted to sign up for obamacare could have done so, but you have problems with scale, complexity, and politics. What is holding this up . Well, actually lets just break those pieces down. On the issue of complexity by chunking projects up by units you make them easier to do. When healthcare. Gov was called into law a version of it was made available within 90 days of the signing of the law. Healthcare. Gov , the website, and a searchable database was birthed from scratch in less than 90 days using the same agile lightweight modular approach 37 its when we went into the large multi billion dollar version that was to be the formal healthcare. Gov in 2013 is when things fell awry. We were able to demonstrate that you were able to build a functioning, searchable database that could go on without a hitch. I want to get into this without getting too far in the weeds because we dont all want to become procurement managers. Outline what is the problem. Why does government have problems getting to procurement services. There were rules that would make it so were not unduly wasting u. S. Dollars. If everybody could bid it would take three years between protest periods and other process failures that never would have got continue done. They turned to a 2007 list of contractors who had already been preapproved. Thats dating before the Obama Administration before the idea of healthcare. Gov. They turned to an old list of a dozen or so project partners. They didnt have a lot of experience but they were on the ready. They were in the family, if you will, easier to acquire their services. You can see the judgment call by the agency to go with a group you can get right away. Maybe at the risk of not opening up to find the best and the brightest moving forward. That breakdown is what you got to fix, and president obama said thats not going to happen again in lets talk about the best and the brightest. Youre the future. Offer young guy who decided to give some time in your world you can make a lot of money. You gave time to government. In your book you implied that young people should do that. I cannot imagine the parent of a kid with a technology or engineering or stem degree is going to direct them into government. Reporter actually thats the story of america. To go back to president wilson and roosevelt. Weve had many generations who answered the call to service. It was called the dollar a year men. Back then they were men, but of course now weve opened it up to all. But the best and the brightest who wanted to give back to solve a National Problem they would sign up, bring their expertise, and sign up with the best and the brightest, they would form the teams and get the jobs done. The dollar a year men were responsible for improving our capabilities for world war ii in systems of getting the supply chain up and running, and we have thousands of entrepreneurs who compete every year for the right to join hands with entrepreneurs inside government to solve discrete projects. Then demand is through the roof. What is the answer when you talk about how technology can solve government problems or transform government. Thats the title. What is the way in which that happens . The viewing public has nothing but bad taste in their mouth over the last couple of years. As they should for these projects. The key is hand shakes and hand offs. Washington is introducing newer technologies through hand shakes. Republicans and democrats agreed to allow all the federal agencies to issue challenges and prizes to modernize and open up data. This has al already had hand shakes. The hand off is government watching it work better is one way. Another is to say i have an idea, i want to plug in and become a force multiplier for the government to help those who i care about. In 2010 u. S. News on their dime they created the u. S. Bourbon has just had this remarkable resurgence over the last, i dont know, ten years or so. Absolutely. Probably sooner, five years its really come back. Its come back strong. Why is that . I think there are a lot of reasons why it is. I think that people enjoy the flavor, not only in the United States its strong but all over the world. Bourbon is strong in asia, australia, new zealand there is a lot of bourbon sold there, and they like kentucky burr don bourbon. You mentioned two things and youre capitalizing on two of them. Lets start with all those other places that enjoy bourbon. Youre plan to go export to australia and vietnam is a big bourbon market. Do you know how youre going to go about doing that . Well, there are big distributors around the world. Obviously the Big Companies are doing it now. The browyou the japanese drink a lot of bourbon. There are people that act as distributors for you all around the world. I plan on traveling around the world and to figure out where we can market it. Were not going to make as much. Were never going to go to head to head with makers as large as jim bean, were a small distillery, but there are a lot of bourbon bars popping up, miami, san francisco, its getting to be the hot drink. I think its the flavor, and i ask a lot of questions. I find that its the flavor that people like. Vodka was strong and its kind of mellowed out. So when i talk to a lot of big distillers, they see this happening for the next 14 to 20 years. This isnt going to be a cycle that will run short and okay, its going to be hot today not tomorrow. They think its going to be hot for the next 20 years, and consequently all the big distill hears are spending a lot of money going after building a lot ofadding on to their distill hears as were building a new one.
