today that offers some hope for peace in ukraine, maybe. Talking about an agreement to deescalate tensions by u. S. Secretary of state john kerry and his russian counterpart, sergei lavrov. And it came just one day after a slash at a

base that left three prorussian protesters dead and 13 wounded. Among other things they call to give up government buildings they have seized in eastern ukraine. In return ukraine wont prosecute them. But the pact doesnt require russia to remove the 40 thousand troops it has amassed along the border. And

made it clear that russia reserves the right to take military action. This comes amid more signs that russia is a true economic mess and is probably sliding into recession. Russian officials said the economy grew just. 8 of a percent compared to a year earlier, and shranked half of a percent. The world bank warped that the russian economy could shrink 1. 8 if instability continues. Here is the thing, with or without more meaningful sang shups, investors and businesses are slapping russia with their own form of punishment. They are pulling out mopny in droves. They yanked 63 billion. That is more than the 63 billion people took out for all of 2013. I think putin is going tolayoff tact tactically until they get this straighted out. In this tit for tat, its an economic cold war between the u. S. And the west and russias expansion desires for ukraine and crimea and all of that, it can get out of hand, and as a desperate move, cutting off the supplies of energy or rising prices by a desperate russia is the fear in that 10 chance of really upsetting the world, because that would raisin inflation for the world, and that would be recessionary for the world. That means nine chances out of ten that we get through this help me walk through this. Lets say the west increases its sanctions on russia, russia retaliates by reducing sup place of natural gas to europe, that increases the cost of energy in europe. begins tonight. Thousands of people are attending his kickoff speech tonight, and i cant figure out why. The cracksmoking, trashtalking mayor of toronto, rob ford could be reelected. Take a look at this, and you judge. I do not use crack cocaine, nor am i an addict. Yes, i have smoked crack cocaine, but no am i an addict . No. Have i tried it . Probably in one of my drunken stew pers, probably about a year ago. One love i was elected to do a job, and thats exactly what im going to do continue to do. On october 27th, of 2014, i want the people of this great city to decide whether they want rob ford to be their mayor. One is, he tapped into a kind of voter discontent, and that is a sense that government too big, too bloated, too bureaucratic and all of our tax dollars are wasted. So he came in on this im going to fight the gravy train. And that resinates to people. They say as long as he lowers my taxes thats all i care about. And on the human psychology side of things, it taps in to why we watch reality tv. Its either for vow voyeurism, or because it makes people feel better about themselves. So there may be an almost of at least were not him. He is running to be in charge of the biggest city in canada. And one of the biggest cities on the continent. He place the outsider, but a lot of people will tell you in toronto, he has kept his promises. He has shrunk government, kept taxes low, and cut the citys budget, and for a whole lot of people, that makes them happy. Thats right. And so tapping into that kind of its a combination of cynicism about the system so it is automatically a waste of money so any money that comes back to you is a good thing. Your municipal government is the one that touches you most closely, and fixes the bridges and roads that need fixing, but there is a cynicism that it is all wasted, and then there is the limit that nobody really pays attention to this level of government. It will be interesting to see whether the polarizes the vote and brings people out who otherwise would not come out and vote either for or against him. Even in the

municipal elections do not get a big turnout. Bottom line, though, you tapped into the idea that he tapped into in 2010 a sent meant that was running through the

and that was that tea party sentiment, that low taxes sentiment, does that still persist in a place like toronto . , you know, i i would not bet against him. I myself have talked to many otherwise reasonable individuals who say, literally im quoting now, i dont care if he does crack as long as he lowers my taxes. And politicians will get drummed out if they are seen to be abusing their power and the tax dollars, but apparently ethics moral behavior, that is a little bit more forgivable. It is disheartening in my view, because you want people to believe in politicians and think we deserve a higher standard of behavior, and were seeing a little bit of the opposite. Well see how this plays out. So far i would say he has struck a nerve which is i dont know that the government is there for me, and that is the problem when you are trying to rup a democracy. Under the reform would keep its veto, would continue to be the leader in the organization, would shift money from one line to the other, and make the fund more secure, safer, endowed with deeper resources to, for instance, help out a country like ukraine urgently and with significant resources, so i hope it happens soon so that the fund can continue to represent properly the entire membership of the imf including the
