Reporter doreen, it happened this evening at a play in the French High School in the heart of kabul. The play ironically was called heart beat. The moment after the explosion. And the bomber was in the audience. He was a teenager the police tell us. And there were more than a hundred people in the theater. It was a mixed audience, men and women. Some people in the audience thought it was part of the show, and then there was panic as they tried to exit the theater. One person has been killed in that attack, 11 at least 11 injured. One of them seriously. A serious attack in the heart of kabul. It comes on the heels of another attack this morning where a suicide bomber killed six soldiers and wounded 14. What message is are they wanting to send here, jennifer, whoever is behind this attack, by attacking a French School . Reporter i think its really designed to create unrest in the city, a feeling of incurty. Todays two attacks were the first attacks here in kabul in 11 days, and we saw a series of attacks in the heart of the afghan capitol. Since then security has been beefed up. Both the police and the Intelligence Services trying to make the capitol as safe as possible. This mornings attack was claimed by the taliban. No one has claimed responsibility for this evenings attack. This is a very secure facility. They search ever who comes in. This was an inviteonly event. So there is an actual guest list. So who was this suicide bomber, and how was he able to get in. And it is a very social night here in the afghan capitol, but lots of check points as well. Jennifer thank you very much. A Senior Palestinian official has told al jazeera that they are planning to end cooperation with israel over security. Thousands of palestinians have attended the funeral of a minister who died after a confrontation on wednesday. Palestinians and doctors have disagreed over what exactly happened. A spokesperson talked to us and told us what happened after the killing. Number one we will submit the Security Council resolution, our draft specifying [ inaudible ] the 1967 line with israels capitol. And president abbas will sign the [ inaudible ] to the International Criminal court. And we have asked the higher acting parties to convene this month to make sure the ability of the [ inaudible ] on the West Bank Gaza and [ inaudible ] occupied palestinian territories. Number four president abbas sent a letter to secretary general of the u. N. Urging protection. And number 5 [ inaudible ] to decline relations request israel. Meaning cessation with Security Cooperation and asking the israeli powers to resume its full responsibilities, and number six [ inaudible ] thats how we face such atrocities, and we have decided to [ inaudible ] against settlement and occupation. The French Senate has voted to recognize the palestinian state. The lower house of parliament passed a similar measure next week. They say its too early to recognize a palestinian state. But these are not normal circumstances, so now is we need to think outside of the box, and come up with those lowhanging fruits that we can quickly put in place, get rid of this epidemic, and then regroup, and then match the Health Systems properly. Kenyan legislators are debating whether to tighten security laws. The president says kenya is fighting what he calls a war on terrorism. But opponents say the proposed measures are draconian and antidemocratic. The group has carried out numerous attacks since 2011. The fighters stormed a Shopping Mall in nairobi and killed 67 people. Kenyas National Intelligence service would get greater powers to access phone and internet records, and journalists would face up to three years in jail if they publish or broadcast a report that the government says undermines a terrorist investigation. Changing the existing law is absolutely unnecessary, because no case has been made to demonstrate how the current laws have failed to protect us from terrorists, failed to protect Administration Police from heavily armed cattle rustlers, have failed to stop radically. We have a raft of securityrelated legislation that was in fact passed since the 2010 constitution. None of those laws, the National Police service act of 2011, nor the Kenyan Defense forces act of 2012, or the National Security act of 2012, none of those laws has been fully or even partially implemented. We have a disorganized Police Service which is unable to respond to actionable intelligence. And this is by the admission of the governments own independent policing service. This changes and alters a variety of clauses in nearly 30 pieces of legislation. It also will have a great effect on some of the rights in the constitution even the andrew, they actually need to pass this in light of all of the recent attacks that have taken place on kenyan soil, and it will actually enable Security Forces to fight what they call terrorism. No, it will not. In no way would changing the laws the way they are being proposed, and the way the laws are amended would have any effect on the killing of 64 christians in two separate massacres. These laws that are being amended, referred to now as draconian, rolling back rights from the 2010 constitution, will be easy to enforce against the media, against Civil Society organizations, against critics of the government. It will have no effect on attacks such as what happened in [ inaudible ] county, and hindi, on june 15th of this year. In fact its doubtful whether it would have any real effect on future West Gate Mall attacks as we start starting september 21st, 2013. How are kenyans feeling about this should it pass . I think the the overwhelming majority of kenyans are much too busy worrying about their next meal. I think there there is a lot of panic among christians who are working in places like m mandara, these are all government civil servants. They are there primarily to work, not because they come from that area. I noticed after the all right. So the 1 that we got takes russian interests right through to that kind of symbolic doubledigit territory. Its an attempt to bring down inflation. Its a also an attempt to hold the sliding ruble, which has lost some 40 of its value against the dollar so far this year. The central bank knows that what it is doing is going to be an increased burden on the russian economy at a time when the russian economy is not doing very well at all, but i think it thought that pushing Interest Rates up was the lesser of what is quite frankly a whole catalog of evils, and it said it would push those rates higher still if inflation doesnt come down. Looking forward, rory, what actually forecasting for the russian economy . Reporter well, not great things to be honest, and it begs the question is it actually going to make any difference at all in the aftermath of the announcement from the central bank, the ruble continued to slide. It is making records every day, it is now at about 55 rubles to the dollar. It has never been there before, so this is all bad news, and analysts basically are saying that there is nothing really that the central bank can do about this, because what the central bank has no influence at all over, is the global price of oil, and it is the global price of oil, that Falling Oil Price that is the main drag that is pulling the rule down, sending inflation up, and basically making the russian economy looking like a pretty bad bet at the moment. Okay. Thank you for that update. Well the stumbling economy and russian sanctions are prompting the russian president to now look east. Vladimir putin is in india, putin and the ingian Prime Minister has announced several agreements in energy and defense. These include moscow helping new delhi build new Nuclear Reactors and building Russian Helicopters in india. Reporter a whole host of memorandums of understanding have been signed between india and russia as Vladimir Putin has visited new delhi. The center piece of these agreements really has been the energy sector, gas and Nuclear Technology the real focus here. With russia expected to provide the kind of technology that india needs. But in terms of the historical context, both leaders alluded to the fact that they have been friends for a very long time. Their countries have shared mutual challenges, and they are there for each other, when they have needed them the most. The prime making a very interesting point in saying that, look, despite the changing dynamics of global politics, india will continue to stand by russia. And president putin describing the relationship as privileged. This comes on the backdrop of an expected visit by u. S. President barack obama in january, where global challenges including the ongoing conflict in ukraine will certainly be discussed. Ukraines Prime Minister warned the International Community of an impending default despite the existing bailout package. These are the number of deaths expected every year by 2050 unless urgent reaction is taken. The african and asian continents are expected to be the coamost affected. Take a look at asia, there it is. Common proceed procedures would become next to impossible without antibiotics. The economic costs of all of this is 100 trillion, thats based on the number of lives that would be lost because of superbugs. And he said the Palestinian Leadership has decided on several points one of which is to suspend security operation with israel. No date has yet been set from what we understand. What do you make of that . And what will it mean for what is happening on the ground . Well, doreen, there was a logic to Security Cooperation which has been going on now for 20 years, the idea being one demonstrates mutual goodwill as part of a peace effort. However, after 20 years this isnt how it has worked out. Is this the moment where after 20 years of a failed approach to securing palestinian rights, the Palestinian Leadership will really change direction. The quote that you read me suggest it is. I would suggest we all wait and see because we have heard these words before, and we havent seen a change of appeal approach by the Palestinian Leadership. Do you think this is the time for them to do it . Will they actually go ahead and do it . And how will the streets react, after the death of ziad abu ein . Well, its a very strange choice of word. If something is sacred, you dont change it so quickly. I would imagine that Security Cooperation should be seen as part of a palestinian strategy, if one is a Palestinian Leader to try to secure rights. And if it works you continue, and if it doesnt, you dont. The important thing to remember here doreen is that Security Cooperation is not a stand alone. There is on entire architecture of the Palestinian Authority with very limited powers working alongside the israelis. If you are going to change the Security Cooperation, you have to change that entire architecture as a Palestinian Leader. One has to address how are the palestinians going to pursue a legitimate struggle . Simply saying we will stop Security Cooperation is not a new strategy. It suggests strategic confusion. I dont know how the palestinian street will respond. The palestinian street at times has been mobilized. One of the things that preventing mobilization is that the palestinian Security Forces act as a buffer, almost between the palestinian population and the israelis. So one will have to see whether that continues. I have had the Security Cooperation described to me by a senior former u. K. Official, as the Palestinian Authority Security Forces arrest people by day, and those they dont arrest by day, the idf arrests by night. He also did outline a number of other points. One of which he said that the president sent a letter to the u. N. Urging ban kimoon to establish international protection. What do you read into that . I would simply ask a very basic question, doreen. If the palestinians have a different approach that involves changes the costfree equation for israel, which israel can deny palestinian rights, maintain the occupation cost free, then why wouldnt one pursue that, and why would it take the death of the minister to change the palestinian strategy . Surely if there is a better strategy, the Palestinian Leadership should be pursuing it. What about the strategy of going to the United States . What about the strategy of them going to the United Nations this month, and putting forth their proposal calling for the end of the occupation by the end of 2016. What im trying to suggest is none of these are stand alone. You cant just go to the u. N. And think that will save you. If there is an approach, which says the palestinians now have to create leverage, question the asymmetry, create pressure on israel at the u. N. Through sanctions, through the withdraw pa cooperation, all of these things have to be brought to bare. You have to have a whole new strategy. Im not seeing it, but perhaps this is a moment of change. All right. Well have to leave it there, daniel. Thank you for speaking to us on al jazeera. The Lebanese Army has been fighting the Islamic State of iraq and the levant and syrias alqaeda branch for many months. There is an active front line in the northeast. Zana hoda reports. Reporter the Lebanese Army is at war. A few months ago, syrian armed groups tried to take over this northeastern border town. Since then, it has become a military zone. Soldiers guard the entrances to this majority sunni area. This is angering the residences. They say they are being punished for supporting the syrian opposition, and giving shelter to refugees. Translator the army is not allowing everyone to go in and out, and you are treated as suspected. Why doesnt the army just control the border. Reporter is there is an active front line here. The Islamic State of iraq and the levant, and alqaeda after fill at itted groups like alnusra, control the outskirts. From there they have attacked the army. The Lebanese Army says it is engaged in an openended war with what it calls terrorists. Military officials have told us they believe up to 1,500 fighters are in the region. This is not an easy fight. It is a 65kilometer front that the army needs to defend. But it also needs to convince the people here that they are not the target. They accuse the army of being a member of hezbollah. Translator the siege is destoring our lives. Should we just get rid of our lebanese ids. Reporter its home to more than 100,000 syrian refugees. And army has detained some of them. They were successful of capturing about 40 members of the alnusra front. Reporter the military says its fight is from preventing groups as using the area as an armed space. But lebanon has a sectarian divide. It is a dangerous one, especially when the institution that is supposed to hold the country together is being seen as some as part of the conflict. Audiences can watch 80 films, representing 20 countries on mountain sports, culture and adventure. The director has found that many of the local submissions reflect nepals turbulent experiences in recent years. It reflects what is happening in our society. Reporter it is a part of the International Alliance for mountain films. Last year more than 25,000 people came to watch films during the festival. The festival is the only mountain festival in asia, ever since it started it has inspired many youngsters to make their own films. Some have even gone on to start their own Film Festival.
