Stop say witnesses. And indias elections what is at stake for the Worlds Largest democracy. The conflict in ukraine is entering a dangerous new phase. Gunshots are being fired in the east, and take overs of government buildings are getting aggressive. Here 20 armed men tomorrowed a Police Headquarters firing shots one of several buildings taken over today. The uniforms on the protesters are ukraines riot police, raising questions about whether the demonstrate juniors are russian or you demonstrators are russian or ukrainian. Ukraine said it is sending more soldiers to the region to stop further occupations. Kim vinnell is on the ground in donetsk with the latest. This is slovyansks base for local officers, now in the hands of prorussian activists. More than a dozen gunmen, many with professional grade weapons go in and out of the building. Its unclear who they are, or were they come from, and how many may be waiting inside. Outside the building supporters gathered, saying the interim government is legitimate, and the referendum on autonomy from kiev. Translation our people want to live quietly and peacefully without the junta that seized power in kiev, so we are not under power from kiev, we dont want to be their slaves, we want to be with russia. Supporters rallied around the gunmen, helping them fortify. They are pulling out tires to reinforce. People are arriving, bringing supplies, handing them over to people. Now very much in control of the building. Just moments after being told to film people so they can show their support. A mob of protesters turned on us, attempting to take our camera. Rebasing to donetsk after nightfall, it seemed as if a rerun of crimea was under way. Checkpoints littered the road. Armed men stand guard. Donetsk, prorussian protests continued. Activists remain in control of the state administration building, and maintain they are the true representatives of the people. Ukraine is no mans land now, and people in the south they want to take power in their hands. Translation we are with the people, but we are also with them. Its been a week since protesters seized the administration building, and an ultimatum has come and gone. People are organising themselves and say they are pushing forward with a plan for a referendum for the republic of donetsk. An emergency session of the Security Council is underway in kiev as authorities raple with the takeover kiev has a difficult task on its hand, on the east it is spreading fast. They are urging the kremlin to stop destabilize ukraine. Vice President Joe Biden will calm fears when he travels. More from washington. We turn to tom ackerman. The statement from the national Security Council called on Vladimir Putin to seize tactics which were aimed the creating a destabilizing situation in ukraine, and actually inciting sabotage against that state. It said that it was a theme with the efforts to invade. Establishments in Eastern Ukraine were reminiscent of what was scene in crimea, just before the referendum supported by the russians, and there upon the appeal for annexation by russia, and all this comes, overshadowing the outlook for the meeting scheduled on thursday in geneva, at which the Ukrainian Government, the e. U. , and the United States are expected to meet with the russians, and seek a diplomatic understanding, however the russians are accusing ukrainians of threatening prorussian elements, and russian speakers inside ukraine, and for their part they are saying the meeting is what is happening on behalf of the government. I spoke with william pomeranz, and i asked whether he thinks russia is trying to take over Eastern Ukraine or taking over the government. They want to weaken it and cause problems. The question is does it want to intervene. Now, since there are these various, what seem to be coordinated protests in Eastern Ukraine, what response is there from the ukrainians. It chose to stand down during crimea, and not to provoke the russians, and give russia a pretext for intervention. I dont think the same reasoning whether hold in Eastern Ukraine, and theres every indication that the interim government is going to try to formulate a response, and mostly a military response. And that, obviously, will escalate the crisis. What is the other alternative. What can ukraine do to regain control of the cities if they do in the send soldiers. The idea was that ukraine would wait out the protests, and that would occur when the protesters occupied the buildings in donetsk. The waiting game doesnt appear to be working to the Ukrainian Governments favour. The wait and see, or wait them out approach is not going to work. Now its clear that the Ukrainian Government is going to have to organise its own Security Services and try to regain control of Eastern Ukraine. William pomeranz there. Russian supporters are living in Eastern Ukraine. The Syrian Government rebels are blaming each the government for a gas attack. The video is graphic. It looks like the usual Bombing Campaign in syria. But according to activists these barrel bombs dropped contained toxic chemicals. According to witnesses the chemicals went airborne. People were ferried in ambulances, the person recording the video is coughing. Others are covering their months, we cannot independent lit verify the videos. There was an attack, they blamed opposition fighters. Translation in the hamas suburbs two have been killed and 100 injured in a chemical attack by alnusra. They attacked a village. We are aware they are claiming out more attacks. Act visits said many died in this activists said many died. Children and adults had difficulty breathing as they had inhaled something toxic. It was not the only reported chemical attack. On friday. Opposition said poison gas and pesticides were dropped on the outskirts of damascus. Syrian National Coalition says several similar attacks happened, and it wants the world to take action. A statement says the International Community the asaad regime missed a series of deadlines to destroy the chemical weapons stockpile, and agreed to destroy toxic weapons after hundreds were killed in a chemical attack. Syria had more than 550 tonnes of chemical weapons, even after more of the arsenal has been destroyed. The asaad government the civilians are caught up between the government bent on exerting its authority. Iran tonight says it will challenge a move to deny its ambassador a visa. The u. S. Refused Hamid Abutalebi entry saying he was involved in the u. S. 1979 hostage crisis. He insists he was a translator. He served as a diplomat in belgium, australia and italy. We discuss this with abbas milani. Thank you for being with us, why are we digging in this fight. It appears both sides are digging in. Why . Especially when we are finally seeing a thaw in the relations between two countries. It is true, one is wondering its one of those decisions. Im trying to figure out the decision. Mr row handwrittenie and others rouhani and others have declared themselves a winner in the nuclear matters. This nomination can only lead in a lose lose. The Obama Administration will not succumb to the iran pressure, and iran will become a loser either way. If they persist. Theyll have a seat at the united nations. And they will seem to be going back to a bankrupt policy that is the occupation of the embassy, the foreign embassy. If they were moderately involved, i have no reason to doubt the story. Still, believing that someone who was marginal by involved in an illegal occupation of the city can be the representative of a putin government. Professor, weigh both sides. Iran says its a seasoned diplomat. He has served in europe, in other countries. United states says that he was involved with the hostage takeover iran says its not quite true. When you weigh both sides, who has the better points . Well i think both sides have legitimate points, but the u. S. Points overrides it. United states has committed to granting visa to u. N. Representative. Those laws were passed long before the idea the country could take over an embassy, and keep diplomats hostage for 400 days, before it took place. If the law was written today, i think the new status would exclude those moderately involved in such events. Do you think iran is seeking a poorly informed decision, or its a deliberate insult to the United States . That, to me, is the question. Some think it was a choice forced on mr rhouni forced on him by mr karm eeny who doesnt want the talks to continue. He wants to yav the United States and obama yav the United States and embarrass the United States and obama. I dont know how they arrived at the decision, but i think it was foolish. Do you think it will spiral into something more, and Impact Nuclear talks . I doubt that. Just yesterday, irans time, mr rhouni declared that the Nuclear Talks should go on and proceed. He knew then clearly that the United States had indicated privately that they were not going to issue visas. The sabre rattling, diplomatic sabre rattling, i think, is essentially a show for the home. They have decided to continue the nuclear negotiations. Quickly here, who do you think will bliping first in the de blink first in the debate. Depends what you mean by blink. If you mean continue on the nuclear negotiations, iran has blipinged. Yes blinked. They want to continue. If blinking means giving a visa, i doubt the Obama Administration is in a position to grant the visa. Thank you for your insight. Also in iran, the court overturned the death sentence of a former u. S. Marr each, amir hekmati was sentenced to 10 years in prison. He was arrested for spying. He and his family insist on his innocence, he was there to visitities grandmother. The middle east had a series of setbacks. The arab league is encouraging america to continue. Washingtons patience is wearing thin. More tomorrow. Theres no sign a fed ex bus braked before slamming into a bus. The fiery crash killed 10. So we can issue recommendations to prevent these kind of crashes from happening in the future. Searchers heard pinks from the indian ocean, yet australia Prime Minister is not losing hope of founding malaysia airlines. Tony abbott says he confirms the signals came from the planes black boxes. Love thai neighbour is a message a rural town is having trouble accepting. Anger is growing over a Christian Church some call a cult. Heidi zhoucastro explains what has so many in wells texas spent. Church members purchased a gas ate and lumber yard behind me since new years eve. I understand your message is filled with damn nation, some would say and hate red, you preach that god hates sinners. Another message is why tart the children. You have to understand, those little children in the crowds they are the puppet, the apostles of every generation of which they preach. While the church of wells may strive to live the lifestyle of biblical times, enough is enough they say. Youve been judging all the people, because they are not like you all. Yes or no. Yes or no. This meeting is what the church of wells wanted. A conversation with the up to. Not every Church Member was wanting to talk. Do you still love your family . Your parents . 27yearold katherine grove is a Church Member. Her parents tried to reunite with her, accusing Church Leaders of brainwashing her daughter. Praise the lord. Im dead. Christ lives inside of me. You want to talk to katherine, shes dead. The church of wells says all its members can leave if they wish. The group itself will not leave wells until god tells them too. So i asked shaun morris how will god tell him when its time to leave. He says the april will be in the bible. He says the group are people, and its members do not hold weapons and do not have intentions of changing, preaching or leaving wells. Cham pain bottles broken across the bow. The vessel is anything but ordinarily. Many have spoken of the technological and war fighting capability of the ship. We welcome the advancements as we invest in the challenges we will face as a navy in the future. We need the ship. More than 600 feet long, its the navys largest destroyer. Its a fitting name for a futuristic ship. Still ahead underias general access indias general election is the biggest, we take a look after the break. Im glad you are watching Al Jazeera America. Here are the top stories this half hour. Investigators looking into the fiery northern californian crash. The fed ex truck never put on its brakes, and it may have been on fire before it slammed into a bus, killing senn. Prorussian gunmen seized two police stations. The government and opposition deny responsibility for the attack. Reports say at least two were killed and 100 hurt. And now a deeper look at india and the election taking place in the Worlds Largest democracy. Voting continued for a month. Once the Prime Minister is elected, he or she will serve five years. Unless removed by a no confidence vote. Here are the front runners. Narenda modi, the chief minister that means governor of a wealthy state. His politics are viewed as conservative. Then theres rahul gandhi, from the Congress Party. He goms from a political family, father, grandmother, and great grandfather servings as Prime Ministerses. And Arvind Kejriwal is another candidate with the commonman party, founded in 2012. Our correspondent sohail rahman, in new delhi says security for the election is tight. Theres concern about Community Across the general election, and when certain dates were to vote, especially in the nearby borders they were closed. What we have seen in the first week of elections is violence what is described as the corridor of india. They have been fighting a leftwing maoist insurgency for decades. Individuals feel that the Natural Resources of coal, mineral and lumbar are taken from the state, but the revenues from the items are not being ploughed back into infrastructure and for the benefit of the people. Sohail rahman in new delhi for us. When it comes to the act of voting, its not a simply as many assume. It reports we report on the commeption votersers challenges voters are vasing. Mehboob ali does not have much. He has the right to vote. That is what he and his wife are et setting out to do. They were forced to leave the roomar communal violence ravaged the village. Sips then they have to recover official documentation. He did manage to get them ids to vote. Violence there should be peace in the country, and all indians being equal. We should all have work and a place to live. From rooftops to the entrance of the station, Paramilitary Police officers were out in force. Fighting between muslims and ind use is an unsettling thing to many voters. Because of this need for visible protection, was paramount. The government tried to boost the confidence of some voters. This card encourages people to vote without fear, and this pink as a warning to officials that may cause trouble. Some say the event of august last year compelled them to speak up. I want the government to believe in communal family, that it is going to deliver promises of development. I can pressure the government to help more, and provide me with information. This man is more than one hunt years old. Sayyad sarafat wants his vote to be counted. There are people like this, who did not make the voters list. He should be in line at the polling center, trying to make a difference. Instead, he is comforting his children with lula bys. The economy is a big issue for many voters. We spoke about it for the center for strategic studies. The Congress Party has been in charge of the government for the last 10 years, by and last, most peeps focus peoples focus has been on subsidised food. Expanding loans. And a little less attention given to the economy. They came in 10 years ago. The economy was humming along. In the last couple of years, the growth rates are not sustained. The economy is a real issue in the election. Polling so far takes that was the number one issue that people put the issue on. You mentioned the front runners. Who do you think has the best shot at winning the election . Most exit polls suggest the b. J. P. Party, most putting 220 out of 543 vote. It will not give them enough to form a full majority, but probable could be a former government with coalition. Why is that typical. No until party emerged as being able to form a government. Theres always been a coalition at the center. Weakened Decision Making that means, policies to put in place are not fully funded by the government. For five years, the left, the party for the congress has prevented them putting several policies into place. India struggled to feed its billion people. Providing cheap food to the poor is a challenge. Once against nidhi dutt. Sanjeev sen is a man of the land. His family has been farming rice paddies for three generations. The golden days of agriculture in india is long gone. Over the past so years, the amount of rice i produce have found. Costs have doubled, tripled. He sells the rice he harvests to mill openers like nidhi dutt. He can only pay 22 for every 100 kilograms. I have to follow the governments orders, and procure a set amount of race. Its a raw deal for some farmers. I cant help it. Half of the rice processed is spread into a contribution system, subsidised prices for the poor. The State Government standardized the amount of rice bought for farmers, to give them a chance to make a decent living. This is a beneficial thing. In practice, some say it doesnt help enough. The quota leaves farmers like this with tonnes of rice to take care of. Stock stored in warehouses is a blessing and burden for thousands like him across india. That is where middlemen come in. I applied the leftover risk from farmers at a lower price and sent it back to the mills. It is because of the price is fixing, the system works for me. It doesnt work for everyone. Ambushes policies ambitious policies like these offers challenges and highlights emerge. The private sector plays a role to reduce subsidies. How to bring down the subsidy, and bring down the Economic Cost is very important. The Indian Government promised the poor access to subsidised food. That promise meant every grain harvested from the feeds. The challenge the Government Faces in not only finding efficient ways to give food to millions, but nurturing the farmers who make it possible. Now a conversation again continues with the two guests, about some of the Critical Issues for developers. Inflation has been at a very, very high rate. Onion prices were at a high, and food prices were 18 higher than the previous year. We have seen inflation emerge as a big issue. That is something that the new government will be expected to help bring down. Why is inflation high. What is behind this. There are several factors. One is that the Public Sector scenes enacted by the rural employment guarantee has given people three months of wages. To buy food. Supply has not kept up with that. There are other prices. Falling rooupy and energy. There are several different its not an easy issue. Not an easyish u, when a new leader is chosen, how big of a job does this person face trying to get the economy to where it needs to be. With bigger jobs, you can imagine in particular, in india, 53 of the workforce is locked into agriculture. Most farmers have a couple of acres of land. Most inputs into agriculture are subsidised by the government, and they have to sell to government agencies. Its one of the most regulated parts of the economy, and difficult to deal with. That is the route of the land. Those are the people that vote, vote heavily, and any time that you try to disrupt the model that exists, while we can see potential benefits, in the immediate term you feel a lot of pain from doing so. If they pull back the inputs, if they rule the government sponsored market and private players, its difficult to do. Theres been little reform and modernization. Thats where most workers are. If you want to impact most people, you have to touch the agriculture centre. Voting has been undergoing for a week, but it will be a month before the ballots are cast and accounting can begin. Some of the accomplished monuments in history. The mead evil is lal meade evil mosque built hundreds of years ago. On the banks of a river, one of the greatest mosques built overlooks the city. People trying to make it across the border into the yates coming up on al jazeera. Illegal cross inns along the southwest border have been increasing dramatically. The Border Patrol arrest 91,000 in the past six months, up 69 over last year. Recently there has been a string of shootings involving agents. Paul beban is in the border town of nogales along the arizonamexico border. A cross and flowers marked the spot where a boy named Jose Antonio Rodriguez decide, gunned down in his home town of nogales, mexico. This is the story of a boy, a border, and a wall of silence. Some time shortly before 11 30pm on october 10th, 2012, the 16yearold instantly when hit by a bullet in the back of the head. As he fell face down, eight shots hit him in the back. One Border Patrol ate fired somewhere around here, through the fence, down into the street, into mexico. Why . Border patrol says jose antonio was throwing rocks at them. An eyewitness said he was walking down the street. Even if he was throwing rocks, was shooting him an appropriate response, was he a threat to armed ates on the cliff behind the agents up on the cliff band the fence . His grandfather, Araceli Rodriguez is a sid zens, living in arz citizen, living in arizona. At a bedside shrine she prays. Translation there needs to be justice. It seems coldblooded. A crime with no justification. He was not doing anything, just walking. He wasnt doing anything. Almost a year and a half after the fatal shooting, the Border Patrol formally responded to Jose Antonios family. This is a claim by Jose Antonios mother. The american attorney showed me a letter he received dated march 14th ds. It says its over. As far as they are concerned. Robert montiel says the Border Patrol tik four minutes from the took four minutes from the time of the shooting to make this cool to authorities. Lets listen to the call. The delay suggests ipp difference to the fact that a mexican boy had been shot. If they are worried about someone being hurt, you dont wait four minutes. Obviously they had stopped. Jose antonios mother says the letter from the Border Patrol is an outrage. I think they are wrong. How can they not be to blame. It was an assassination. Nobody should have shot at him. He didnt have a weapon. To me its a murder, and it needs to be paid for. Scruz has to be dealt with. People cant kill people. Setting aside the unanswered question that jose antonio faced, Border Patrol agents face assaults. This memo went ou before the letter to Jose Antonios family. Reghts had been aabb agents had been attacked with rocks many times. 43 times they responded with force, killing 10. No border agent has been killed by a rock. They are instructed to take cover, not shoot, unless in danger of death or injury. The question remains is shooting ever an appropriate response to rocks . Despite the Border Patrols letter to Jose Antonios family, the department of justice and the federal bureau of investigation is investigating. Border control agents dont talk about the case or use of policies. People feel like theres stonewalling, a lack of information and transparency. How does that affect the job if. It doesnt affect it too much. We dont have control over the investigation. Its pending. We cooperate with the investigative agency. As far as giving information to the public, we cant. Surveillance towers overlook the area where jose antonio was killed. But they have not been released. Translation show me the video where my son showed the rocks. I want to see the video and where my son hurt them. Its a pain that will be there until theres justice, until i know who killed my son and hes been judged. Only then will i know that all Border Patrol agents are not bag. I spoke and Robert Montiel from nogales and asked what is next for the family, i spoke to paul beban. Now that they have received the letter, they plan to fire a civil case in the District Court in america. Theyll ask for the video take. I wonder, are there effort by the u. S. Government to reform the Border Patrol . There are. Theres a bipartisan proposal by a congressman from a democrat from texas and a republican from mexico to tie in other controls. That is yet to make its way through congress. Others say it doesnt go far enough, but it is a start to ending the confrontations on the border. Paul beban along the u. S. Border today. Thank you.
