They did that. Deciphering dogs, and the unique relationship between dogs and humans. And we begin with controversy over u. S. Security and drones and this question, should the u. S. Launch a drone strike on an american citizen suspected of being an alqaeda member . Richelle carey joins us with more. U. S. Officials have not named this person. All they are saying is that he is suspected of planning attacks against meshes overseas. So the question is, can the administration legally kill him with the drone because he is an american citizen . The u. S. Government is now facing a troubling decision. As it considers Lethal Action against an american citizen suspected of working with alqaeda. President obamas stricter drone policy states that an attack may not be possible because the man is a u. S. Citizen. Last year the president addressed the use of drones. For the record, i do not believe it would be constitutional for the government to target and kill any u. S. Citizen with a drone or with a shotgun without due process. Nor should any president deploy armed drones over u. S. Soil. Reporter only one american agency, the Defense Department can give the go ahead on such drone strikes, but if its to go after an american citizen, the Justice Department first has to build a case against him. Jay carney didnt speak specifically on the case but referred to it. When a u. S. Citizen goes abroad to wage war against the United States and is actively plotting to kill u. S. Citizens, and when neither the United States nor our partners are in a position to capture him before he carries out a plot, his citizenship should not serve as a shield. Reporter the man in question is reportedly in a country that doesnt allow u. S. Military action. Officials say what needs to be determined is if the man is dangerous enough to warrant an attack. One of the biggest criticisms of drone attacks is whether they are accurate or not. Yes. All right. Richelle thank you. Our security associate joins us now, jim, welcome. Good to see you, john. What do you make of this . I dont think as an an cyst of International Security i dont think it will be u. S. Policy that were going to kill a lot of americans this way, but i think the principals are very, very point. Traditionally we have given u. S. Citizens, special privileges and rights that we have not given to foreigners, and were changes the rules of the game, the president outlined that before. What is different about this . To me what is difference is this principle that we have had terrorism and war as long as there has been a United States of america. We have had it here and abroad. We have traditionally treated these as separate topics. Americans enjoy even although we found out not quite as much as we thought, more rights for nsa surveillance than a foreigner living abroad, and as those things begin to melt together, the question is does this become a precedent for Something Else . And the other thing that i think really stands out about this is how are we how is this happening . Is there transparency, accountability, review . Those are the safeguards you need, and im concerned that those safeguards are not in place. Its also how the United States is viewed around the world, right . Absolutely. And one of the standards we might use as we think about this very difficult problem is how would americans view this if a russia or a china went and used a drone to kill one of their citizens in a foreign country, even the us. I think we would probably object to that. People are worried about terrorism, but im not sure there is a real discussion about the costs and benefits. What is the difference between a drone or a shotgun . There really isnt a difference. I know we focus on the drones, but the issue is not the drones. The issue is if you are an american citizen and you commit a crime, you are supposed to be arrested, brought back, and put on trial. And the evidence is to be brought against you, and you have a chance to respond to that evidence. This is a person who may commit a crime in the future, and there is no real judicial review of the charges against the person, or their ability to respond to them. So thats very different territory. So the United States becomes judge and jury and decides automatically that this person deserves to die, and then ho is tracked down by a drone. I guess part of the problem is the drone, the use of the drone, because there has been so much criticism of the use of the drone, because as richelle mentioned, its not always accurate. Yeah, there where several things with drones, accuracy is one. Political imrepercussions, such as in pakistan. And there are ore principles of International Law here as well. But your core point was right earlier. The drones the reason why were wrestling with this, is you couldnt use a shotgun to kill some guide hiding somewhere and now you can. All right. Thank you. President obama is now delaying some deadlines for certain businesses to implement the Affordable Care act. Mike viqueira joins us more on that. John, this is mediumsized businesses. And it comes on the heels of last summer when the administration delayed the employer man state, the requirement that everyone who owns a business supply Health Insurance to their employees with the exception of those with 50 or fewer employers. And now mediumsized businesses get a reprieve for another year. Now those are 50 to 99s employees will have the mandate delayed for another year. Republicans are jumping all over this, saying this is more evidence of the president and the administration to make up the law as they go along. A majority still oppose obamacare as it is called. The Administration Says just 2 of all businesses, these mediumsized businesses, and also it will be phased in for larger businesses, those with more than 100 employees, phased in over the course of 2015 and 2016. John boehner has been very harsh in his condemnation this evening, we have a fuel screen. John one thing that is unusual about this, its 11 months before the mandate was going to kickn for the midsized businesses, the administration figured you might as well rip the scab off. And its just ten months until election day. Obviously the administration wanted to get this out of the way. Yeah, more trouble with the healthcare plan. In charleston West Virginia some residents say the water is still not right. A Congressional Panel met to investigate who was at fault. Robert ray is here with more. What happened at the hearing today . New regulations discussed. New information about the chemical tanks on the elk river. The word safe not being used to describe the water by officials, and residents giving a chance to speak their mind at the hearing, hoping they can get back to drinking the water and life as they knew it. A subcommittee field hearing was held monday morning to see how the chemical was spilled into the water supply in west washington. We were on the front end of this. But its a wakeup call for the country. An inspection three months before the spill revealed that the storage tanks did not meet industry standards. They heard testimony that this entire situation would have been avoided. In october 2013 at the request of the company, tank engineering and Management Consultants conducted a review of the tank terminals. The substance stored in tank 396, consisting of hauz ardous materials. Not in attendance freedom industries. The company blamed for the disaster. One Committee Member said they had no courage. West virginia representative said there is an odor emanating from the industry, and it is not licorice. When asked by federal lawmakers if the water was safe, not one person could say the world. Instead the Committee Heard this. Am i confident in the science . Im as confident as i can be, given what we had. You know, i believe the water based on the standards we have is usable for every purpose and that includes drinking, bathing, and cooking. Reporter and this is the Water Company president. We dont set the safe standards, but were in compliance with all of the standards set. Reporter meanwhile water Distribution Sites are open. State and federal investigations continue as new regulations are being introduced trying to maketure a Chemical Spill like this never happens again anywhere in america. John the chemical board has responded to two separate Chemical Spills since the year 2008. They made recommendations to the state of west wa virginia, as to new programs that could be implemented, they said they never heard back from the state. In the courtroom behind me, tap water was not being drunk out of glasses, but rather bottled water. John . Interesting. Robert ray, thank you. And the state of georgia is now bracing for another major winter storm. Ice and snow expected to hit atlanta starting tonight parts of the state could get as much as 8 inches of snow. Atlanta Public Schools canceled classes for tuesday and wednesday. And the governor has already decla declared a state of emergency for 45 counties. Were not looking back, were looking forward. The next three days will be challenging. And we want to make sure that we are prepared as possible. Officials are hoping to avoid a repeat of the chaos two weeks ago when two inches of know and ice paralyzed the area. People were trapped in their cars. Others abandoned them on the high waiys. John this is going to be a bad one but not just for atlanta. As you can see, we are getting rain, and icing and snow in many locations. But in atlanta it will be the freezing rain that will be the big problem. People are not going to work tomorrow afternoon or on wednesday. And all of the warnings and advisories are out there. One of the places im extremely concerned about is what is going to be happening across south carolina. In the carolinas, jon, they are expecting to see one inch of freezing rain. So that is very heavy. The branches are coming down. The power lines are coming down. As we go from wednesday night to thursday in this location, there will be thousands of people without power. So major stories here. If you go to North Carolina in that particular area, we are looking at anywhere between 12 and possibly 14 inches of snow in the west area. So this is a big storm with a very big scope. In britain, the river thames flooded its banks today. The military has been helping residents evacuate after attempts to hold off the water failed. Now to syria, there is a desperate attempt underway to evacuate civilians from the countrys Third Largest city. Aid workers have been trying to help hundreds of civilians flee homes. Stephanie decker has the story. Reporter we just had an official statements saying that over these last four days 800 people have been evacuated from the old city which has been besieged for a year and a half now. And they have officially said that this ceasefire which was supposed to last three days will now be extended for a further three. Today we spoke to the governor and he said the evacuation on sunday was so successful they managed to get out around 600 people, that it seems to have given people the confidence to come out. Because no one really knows who to trust. These people dont know what is going to happen them once they come out. But talking about extreme hunger, and very, very difficult times, so the United Nations determined to get everyone out who wants to. Next up, game changer, michael sam comes out just months before entering the nfl draft. And the evolution of dogs. Mans best friend might not even exist if it was not for humans. Only on Al Jazeera America fault lines, hard hitting. Theyre blocking the door. Ground breaking. We have to get out of here. Truth seeking. Fault lines libya state of insecurity only on Al Jazeera America nevadas attorney general says he will no longer support that states ban on gay marriage. The ban was approved by nevada voters back in 2002. He says a recent Court Ruling Means the ban is no longer sustainable. Nevadas governor says he agrees with the attorney generals decision. And another victory for gay rights, the u. S. Justice Department Says starting today samesex marriage will be recognized to the greatest extent possible under the law. Attorney general eric holder ordered married samesex couples are granted more benefits, including the option to refuse to testify against one another in federal trials. In federal prisons samesex couples will have visitation rights. He could soon be the first openly gay player in the nfl. Michael sam came out yesterday. Michael eaves is here with that story. This is a huge announcement for the entire sports world. And it could change the culture of sports locker rooms all across the country. In making his announcement last night, he said it was a huge relief to sar something publicly which he already shared with his missouri teammates last fall. An experience he says give him the confidence to come out before the draft. Less than two weeks ago, [ inaudible ] said some players wont like showering next to a gay player. It really plays on the old stereo type that gay men are sexual predators. There were people who used the same arguments about why africanamericans and whites couldnt serve in the military together. Blacks and whites werent going to shower together, things like that. To me its just a very naive homophobic remark, and by the way, they have and they are showering with gay men. They may not be open, but thats the reality of the world. Firemen, policemen, all over this country are showering with gay men. There has never been a problem. This is a madeup problem. Former nfl player wade davis with was also part of the support group. I asked davis what the timing of this announcement says about michael. I think it says that he is so courageous. I have never met a person that has walked through fear the way he has that showed his heart and vulnerability. And i think hes going to be an amazing leader in the nfl for many years to come. Reporter from your standpoint having been in professional football locker rooms, how proud are you that very likely in 2014 there will be an openly gay player playing on the field on sundays. I cannot wait to go to michaels games to have friends over to my house to turn on the tv and point to somebody who is not only a friend of mine, but someone who is a pioneer. Someone who is going to change the way the league is. The nfl has recently released a statement reading in part, quote,. What does that league support do for michael sams transition to the nfl . I think it reaffirms his true trust in what the nfl stands for. I think oftentimes we imagine the nfl being this homophobic place, but what were learning that it is truly not. Its players, you know, are used to being in places where players from different races, different classes, different religions, and transcending all of those fears and saying, hey, these are my brothers, and if you can help a team win, if you are going to be a standup guy who is not afraid to show courage. And thats what he has done. He is projected to be a third or fourth round draft pick. Are you completely confident that this will not cause a team to want him in i dont know a team who is as courageous, open, and vocal as michael sams is. One thing i heard coaches always talk about is they wanted guys who were courageous, and that should be his middle name now, you know . Because he has done all of that. I think there are teams out there that want michael sams more than we can even imagine. What impact do you think this will have on younger athletes . His visibility is truly what is going to be the transformtive thing. Michael is not looking to become this lbgt rights advocate, because he wants to focus on football for the next couple of years, right . But just by seeing him on the Television Screen is a transf m transforming thing in itself. So that will tell so many boys and girls that whatever they want to become in the area of sports that they can be that. Its worth noting that michael sams is really, really good. He is one of the best defensive players in the country. He should be almost guaranteed of a draft pick. All right. Michael, thank you very much. The Westminster Kennel Club dog show is underway here in new york. Trainers are primping more than 2800 pups for competition. The best in show will be named tomorrow night. Our relationship with dogs was not always like this. Mans best friend used to be one of his biggest enemies. Tonight we take a closer look at the relationship between dogs and humans. Jacob ward begins our series deciphering dogs. Reporter lets be frank who else in our lives has permission to do this. And who else besides our infant children can expect to receive this particular service . What makes dog so special . Dogs and humans have been partnered up for 10,000 years at least. At this point we treat them as members of our family, they sleep in our beds. We pick up after them. And yet what do we know about dogs . How do they see the world . How do they see us. Okay. Reporter at emery university, researchers have taught dogs to lie motionless inside an mri machine. Researchers at duke have begun to categorize dogs by intellectual type. In the United States there are 18 million dogs in homes homes and get the againet cysts tell us the dog is no different than a wolf. So if there are 80 million wolves in peoples homes i think we should find out what they are up to. Reporter clive knows something about people, but his expertise is what dogs are thinking. You can form a bond with any number of animals, but i think the readiness with which dogs form that bond with people is exceptional. Reporter wynn says that canine gift explains the relationship with dogs. We have a characteristic trait. And that is we create trash. You get rats and cockroaches, and you also get wolves. Reporter these scavenger wolfed evolved the friendliness that let them get close to food. Would there be dogs if there werent humans . No. Before people there were no dogs. Reporter wynns Research Indicates that even now food remains the dominant force in the relationship. We have done experiments that show given a straightforward choice between contact with though human and food, the dog will always choose food. Reporter dogs are born seemingly hard wired for food. It shows us that the dog is very sensitive to the actions of people. Good girl. Reporter that was jake ward. So how smart are dogs . Thats coming up later in our second hour in part two of deciphering dogs. Coming up struggling to survive, not only the farmers in california, but also their cattle. Welcome back to Al Jazeera America. [ technical difficulties ] and you may not think your dog as a small brain, but one expert says that is true. The closer look at the intellectual elect of dogs coming up. But first lets go to richelle. In syria there is hope for the thousands of civilians, stuck in the city of holmes. A dang operation to evacuation syrias Third Largest city as now been extended to thursday. A Congressional Panel met in West Virginia to talk about last months Chemical Spill. It says that tanks may not have been in compliance with industry standards before the spill happened. Another change tonight in the Affordable Care act. President obama is delaying some deadlines for certain businesses. Mediumsized companies, less than 100 workers can get an extra year to provide coverage. And john this is the second time the deadline for businesses to offer workers Health Insurance or pay a penalty has been pushed back. Well keep you posted on that. Thanks very much. You bet the new head of the Federal Reserve testifies tomorrow, and she could be facing tough questions. The job market has been especially rough for younger people, and i asked real money ali velshi what the numbers say about these socalled millennials. I always have to be reminded who millennials are. Overall the january Unemployment Rate for the whole country is 6. 6 . You take 20 to 34 year olds, they have an Unemployment Rate of 9. 1 , and 20 to 24 year olds the ones just getting out of school and millennials tend to be better education than any other generation, thats much higher. They haven Unemployment Rate of 11. 9 , so compare that to the 6. 6 of the national level, this is a bit of an issue. What about the perceptions of them, hurt their marketability . It does. We found a study that polled business leaders, 35 gave College Grads a c or lower for job preparedness. 63 gave them a c or lower in professionalism, 75 of them believe that millennials are not willing to pay their dues and move up in the workplace. So theres a generally negative perception that is hurting these people. And how does this generation perceive themselves . They are better educated, and have racked up more debt to get educated, and what they say is they dont think that Corporate America has the same deal with them than it had with their parents and grandparents. They do not expect to stick around in a job or a career long enough to move up the office ladder the way we did in our careers. So corporations arent loi to them, and they are not loyal to the corporation. Exactly. They are saying wait a second, were not going to keep a job for 10 or 15 years, so were not going to get as invested in it as you guys in the older generation might be. In the end they are smarter, and they are going to be they are a quarter of the work force, so we have to figure out ways to brig them into though fold. Go hug a millennial. Thanks, ali. Now to those who have worked to protect the United States, many veterans who leave the military still have an intense desire to continue serving their country, but how . One Program Matches the skills of former soldiers with organization that need the help. Dianest estabrook explains. Reporter navy veteran and aspiring filmmaker is sharing tips about screen writing contests with classmates at Columbia College in chicago. He already has its heart set on a story. The work that im trying to get rights to is a novel based on an Army Psychologists experience. Reporter six years after leaves the navy, the military is still one of his passions, so are move i haves. The 32yearold film student has found an outlet for both. Videotaping interviews with veterans. Any other particular circumstances you recall . I think first of all a carrier is a city in itself reporter at the Military Museum and library. He is serving a sixmonth fellowship through a program called the Mission Continues which matches vets with nonprofits. It helps him fulfill his need to serve. We got into the military for all sorts of reasons, but we all raised our right hand and said i do. Reporter while his fellowship is tied directly to his military experience, other vets are serving fellowships at more diverse not for profits. Army veteran spencer heads the sevenyear old program, partly aimed at helping vets recorrect with their communities. They have told us that the Program Impacts their professional lives and their lives at home. Half of them report having better connections with their families. Reporter the fellowship is giving howe hands on experience. And he thinks being a veteran is helping him get better interviews. My experience affords me the opportunity to be able to connect on a certain level that somebody who hasnt served wouldnt understand. Reporter to date they have awarded fell leeships to 800 veterans, including howe who says he is helping preserve american history. And joining us now to talk about her transition home is retired army sargent lana duffy. Welcome. Thank you for having me. You would think the skills you learned in the military would completely be a transition to a new job when you came out. Did that work . Well, like many veterans not completely. Why not . A lot of us dont necessarily know what we want to do or where we want to go. And for some of us the skills are not as transferable as we thought they were when we were getting out. A lot of the skills that i had, the problem is more that they didnt necessarily translate exactly. So when you are trying to explain, say, to a human resources, or or someone else that, no, i do have leadership. I do have experience. I do have these things that i know you are looking for, it becomes very difficult when they dont necessarily understand the terms that you are speaking, or they dont understand what it is that you are trying to explain to them. Right, you say to them, i have all of these skills, but then they say but you really dont have the hands on experience from some of the other people that we have applications from, right . Exactly. What else could cause some difficulty for you as as a veteran . Well, there are a myriad of things that cause issues. There are stereo types for veterans for our attitude. They think everybody comes back has some sort of condition. It gets difficult to find your place. I believe you told our producer that some employers are worried about veterans that everybody has ptsd when they get back, and so they are really concerned that that veterans cant handle it . I dont know that its necessarily that they dont think that veterans can handle it, but they dont necessarily know what to do with a veteran. They dont know how to repurpose those skills. So it takes people who understand that and have that experience to either use those skills or teach others how to understand it, and how to learn what it is that we have gone through. Tell me how this works. How do your skills now translate from the military to Disaster Relief when we are talking about team rubicon. Team rubicon is a Veterans Organization that conducts Disaster Response. We partnered with the Bob Woodward Foundation as well as others, and we are training people, veterans and and others to become Disaster Response professionals, and we do this through a series of education and just general repurposing, finding those places in Disaster Response where we can best use our skills. Lana we wish you luck. Thank you for having us. Severe bought means tough decisions for california ranchers. Beef is more than a 3 billion business in that state, so the potential impact is tremendous. Melissa has the story. Reporter sunrise over the ranch and the cattle have already assembled. Waiting expectantly for their feed. They are hungry. The landscape makes for scant forage. It is as bad as i have scene. None of the smaller droughts that we have had compare at all. Winter rains ordinarily produce green pastures, but now the family must provide hay. Were at the point where we are out of feed. It will be a very expensive year for us with all of the additional feed that we have had to purchase. Reporter what the ranchers are telling us, the price of a road of hay has gone up from 5,000 to 7,500. And the situation is only going to get worse. The next step for paul to cut losses will be at the auction yard. Its calf season and ranchers are starting to sell calfs off early at half of their usual sale weight rather than spending more money on feed. 2 to 3,000 calfs have been sold here each week. Some buyers have come from as far as texas and the midwest to snatch a california cattle. Dairy farmers also have tough decisions to make. Despite recordhigh milk prices the cost of feed and shortage of water means heifers have also gone to auction. If you are in ak culture, if you dont have water you are not going to be in agriculture. Reporter paul says he is right up against it. He will have to sell seattle toon if the drought conditions. I have three sons that wont to be in this business, and if we have to sell caws, yeah, it will bother me. Reporter they say the impact will be felt in the states beef industry for years to come. The president of france is in washington, d. C. Tonight on a threeday visit to america. His trip began this afternoon with a tour of the home where Thomas Jefferson met montatello. Techknow ideas, invention, life. On Al Jazeera America there are some 80 million dogslying in homes in america right now, and they are trained to do all sorts of jobs. But are they anymore intelligence than other animals . Reporter humans rely on dogs for protection, work, guidance, for detecting danger, but scientists are just beginning to understand their abilities. Arizona state profez or, clive wynn is one such researcher. He says it is important not to cob fuse their skills and sensitivity with intelligence. They bring to our households an exceptionally emotional engage. And that gets them in the door, and once they are in the door, we notice other things we can do with them. I dont believe that dogs are exceptionally intelligent. That can make for aukward conversations at the dog run. Nobody wants to be told that their child is stupid, but if you tell someone their dog is stupid, they dont mind so much, they want to be told they are sweet. Reporter when my dog sits at my feet gazes up into my eyes i see a lot of complexity there. I think the dog is studying you, because you are everything to your dog. There is nothing your dog can get that it needs without progressing through you. It has to negotiate access to everything with you.
