ah hello, i'm still robin. you're watching the al jazeera news, our ly from our headquarters here in doha, coming up in the next 60 minutes. tax hikes and spending cuts expected in the united kingdom with the government insisting difficult decisions and needed to contain inflation. more russian strikes hit cities across ukraine, the latest in a series of attacks targeting energy facilities also a desert during the rainy season. madagascar is suffering from drought while fairs mount about a food crisis caused by climate change. and republicans get a narrow majority in the us house of representatives. but in fighting complicates likely speaker kevin mccarthy. these plans and, and sport one of the favorites for the world cup arrive in cat r. lee and o massey is hoping to finally deliver for argentina on the biggest sport stage. ah, welcome to the news our. it's just after 10 g m t. we begin in the united kingdom, where the government is preparing to present its emergency budget. tax hikes and spending cuts are expected. her day after figures showed inflation hit an all time high. let's take a look at how we got there. while true liz truss became prime minister early in september, promising significant tax reductions. her finance minister quasi quartering then delivered his many budget, promising about $53000000000.00, an unfunded tax cuts, which plunged the value of the pound. after 10 days of criticism came the 1st trust you turn, she scrap proposed cuts for the highest honors, but that failed to stop the public fall out. trust then sacked, quieting, replacing him with jeremy hunt. but the damage was done and trust officially resigned. october. the 25th, making her the shortest serving prime minister in u. k. history receive. soon i replaced her and dumped her financial plan and laundry. simmons correspondent is following event source from the british capital. and it seems andrew, that the u. k. public ready, bracing themselves for bad news. yes. 55 days after less just from mr. tax income, tax cuts and increases in public spending as well. and we now see this, the british people are standing by for what's going to be a really big hit for them. it's called the alton statement, but in reality it's going to be something of a car crash for families all over the country who will see no matter what their increases in salary allow it to be 567 percent, perhaps a they're the spending cuts and the whole picture of what's being done will mean that they are having less money than before. let's look at the measures. we're expecting the $25.00 and $3.00 quarter a $1000000000.00 and spending cuts. $28.00 and a half 1000000000 us dollars at last. going to be saved because of tax increases. those tax increases will mean income tax and across the board, businesses will be taxed more. he won't just be the, the pole in the middle income who find that there are tax increases, but also the wealthy. they're going to be hit quite hard with the upper rates of, of tax going up as well. hitting more people energy bills. the subsidies for those are going to be reduced quite drastically. and it will mean that sir, so many families will feel the screens on top of that, there is some sugar coating for the toxic pill. people are gonna have to swallow her pensions and benefits will stay in line with inflation. that is certainly an important aspect to it all, and these are all indications are that have been put out by the government ahead of this autumn statement, which is becoming a habit now in britain are gone. are the days are of confidentiality about it. but the bottom line is that this is intended to promote some growth while putting things straight, trying to restore for this government, some confidence internationally in the country at some confidence, more importantly, amongst the markets. but the big problem is that, could that be a big effect on growth and could that make the recession get even worse in britain because the recession has already started. so this is a big moment of truth, a moment of judgment, if you will, in the new prime minister issue sooner. and jeremy hunt himself will be delivering the whole thing in an hour just over last time. thanks very much, sir andrew. gus will come back to you as the day progresses and as we get more, a comments from the u. k. government, let's join our dance skelton now, the national coordinator at the non profit all together in dignity, 4th world, u. k. joseph, now live from london. and it's got some good, have you with us on the program. i mean time and time again, we're hearing not just from the british media, but from government sources to that they have to fill a budgetary hole and that the u. k. government hasta, itself will, will itself see taxes going up and it's the poorest in society that will be hit hard. but that group of what the poorest is, seems to be getting wider and wider on the demographic scale. it is, and the price that people pay is parents who are going without food to make sure that their children will have something to eat, people having to rely more and more and food banks. people talk about the choice between eating and heating. one woman was saying to me how hard it was when she was a child getting out of bed on freezing, cold winter mornings without heat. and it breaks her heart that her children are doing the same thing when she sees them shivering, as, as they're getting up. we also see this impact on people's lives when public services are cut back. many children can't properly do their homework if they don't have access to the internet and library hours get shorter and shorter. many libraries get closed when budgets are public, transportation, meaning access to get to libraries into other public services. it's really a demonstrating impact on people's lives. what sort of conversations you having with the people at the shop and the public at the shop and having to make those difficult choices in the u. k. about what they spend the money on what they buy and what takes priority and how are you trying to help them or give them advice? people really struggle to be able to afford nutritious food. they talk about when you're relying on a food bank that you can't get fresh food when you know that that's what's better for your children. they talk about not being able to get a thick pair of socks, knowing that, you know, their children's feet are going to be cold. and the choice is also connected to the impact of social services here. because when social workers see that children are cold and hungry, obviously that's, that's not a situation anyone once, but the chief social worker of england has said that many times children are removed from their parents unnecessarily. and that this is a great injustice because really what we see when, when children are in that situation, it's neglect by all of society for an entire family in poverty. it's not the parents that are causing the neglect of the children when they're struggling to make those choices. but poverty and sort of pressure on the purse strings is sort of hitting every community across the world. and you'll seeing sort of some of these similar trends in the southern hemisphere where your group does some of its work as well. we do, and i actually want to say, we often are bringing together people who are in poverty. in, for example, bolivia, bangladesh, hand to me, and people in poverty here in the u. k. in france, in the united states, from the 6 countries. we had a collaboration over 3 years with oxford university to talk about the hidden dimensions of poverty. and of course, the british chancellor is going to be speaking in the coming i was what would you like to hear from him and do you think it might have an impact on other financial ministers globally? i think it would be really important to hear how much people need to be valued at every level of society. we need to think of people in our society who live in poverty and who have contributions to make to society, who are making contributions that we don't recognize, that we don't support and our whole country and globally, we're missing out because we're not allowing people, adults, children, young people who are in poverty to live up to their potential and we're not recognizing what they contribute to the world already. it's good to have you been taught to and said, well, i'm sure we'll invite you back again once we know how this all turns out for the british public for the moment, diana scouts and thank you for joining us from london. thank you. ukraine says russia is talked in critical facilities across several cities. the explosion for reports explosions in the southern port of a desa and the central city of neat pro capital heave is also facing black ounce. prime minister shemelle says a missile factory in many pro has been hit. russia has stepped up. it's a tax on ukrainian energy facilities in recent weeks and a deal that ensure safe passage of millions and tons of grain from ukraine has also been extended to kia and you and brokers. agreement allowed great shipments through the black sea. it's been in place since july and was set to expire this weeks. the secretary general has extended it by 120 days. that's good morning, john holt correspondent tease in the ukrainian capital and standing by for the hi janet, i mean on getting strikes across, you can just bring us up to speed on what we know about the situation so far. well, there's quite a lot of detail that we can't independently confirm lots of information coming through on social media and so on. what i can confirm to you is that as of this moment, the all clear has been sounded across the country about half an hour or so ago. so that the attack that ukraine has faced in the last couple of hours. some reporting that 50 missiles were launched from bases inside russia is over, but not without causing yet more significant damage to energy infrastructure at various points within the country. and evidenced by pictures appearing on social media in places like to meet broke missiles falling in civilian areas as well. let me let the president with a predictably angry response, a peaceful city, he said, and the desire of people to live a normal life is talking about denise pro, going to work, going to going about their business missiles strike. the terrorist state only wants to bring ukrainians as much pain and suffering as possible. he said now reports emerging from various places of injuries, one of the most credible from the presidential administration, talking about 5 people killed and 9 injured to neat pro seems to have borne the brunt of missile strikes this morning, reports with denise pro separate report, suggesting 14 injuries, including a 15 year old girl. and the report suggest again, that as i said, energy infrastructure has been talked to gas storage and production facilities as well. also that mentioned that you had there of a missile production plot. these are things we can't independently, but there were warnings in place here in this, in the capital, keith as well. we had word from the city military administration that up to 2 missiles and for drones had been shut down by defense is active in, in this city. and indeed at one point during the attack we heard a cruise missile sydney. what sounded like who's miss south roaring above our heads here in the direction of the sort of south west to the west of the city and reports of an explosion in v needs. that may what have been the result of that as i say it is cold here, the snow has fallen, the temperature below 0 at the moment. lots and lots of people facing blackouts, lot of it says 10000000 people at this moment without power. and of course what news and what positive news is there about this export grain deal it's been renewed, keep us be happy about yes, i imagine they are the infrastructure minister alexander qu brock call me about an hour ago or so tweeted that the deal has been extended for a 120 days. there wasn't at that moment independent confirmation from the other fondness to the deal. russia the u. n. and turkey was still haven't heard independent confirmation that russia is on board. however, president tuan, who convened the torps, the full way, talks to strike the deal in the 1st place in july and to renew it now it's due to expire on friday, he has tweeted that the black sea grain colored or agreement is extended as of the 19th that saturday for a 120 days after those full weight talks with the delivery, he said of more than 11000000 tons of grain to those in need by 500 shipments in the past 4 months. it is clear how important and beneficial this is for the world's food supply and security. we await word from russia and the un, but it does appear. this is a done deal, a full month extension of the great export deal for the day. thanks so much. i hope all is well, plenty more had here on the i was there, a news are including 36000 prisoners have been released by the military and me and mar, advance may have lost a few key players, but they arrive in kind of all with plenty of belief that they can defend the world cup crown. ah, that water supply for the world's pool is a major issue that she has the cop $27.00 negotiations. millions of people, madagascar are facing their 5th consecutive year of drought and ethnic clark reports. crops of failed and finding water is a daily struggle for many were driving through madagascar gran suit. it's supposed to be the rainy season, but the fields of bone dry. this is the, the climate change. one year if drought is bad enough, but 5 in a row is near impossible. fierce hot winds turn the soil to dust crops, stand no chance in the village of mirada like everywhere. it's a struggle for survival, water and how to get it is on everyone's minds. then suddenly it appears from nowhere. i mean, a water tanker on route for a far off destination has stopped from its leaking pipes. there's a rare chance i know every can container and bottle and can be laid on this filled quickly soon or the car will go the m and needed a demonstration to some desperate people. this is it. this is very hot breaking because normally that no those cancel playing those kids. so live that childhood. but right now they're wanting us. would you? i looked at that kind of landscape. you can feel how hot the situation is here in, in this, in this region. and this is nearly everywhere in this median. nearby amongst fields . once filled with maze and sweet potatoes lies a village waterhole. it's been dry for 2 years. also lenika jane dobbins, and that's why people are thirsty and i can't do anything about it. i hope there's no cassava, there's no maze loading. like there are no crops at all and life is very, very difficult. our daily life in the village is about rain. but right now there's nothing to sit on. we're really suffering thing am. so heading back we stop at a roadside market, may commodity for sale water. it's got to the stage now where water trade is, have set up in this sally walk through the side of the road as a commodity. each one of these jerry cans cost about $0.50 and that bought by people don't have the wherewithal to go to the river themselves. the thing is even $0.50 is too much for most the pool grow up fast. scavenging for survival. this is the human face of changing climate developed countries, stalling on finance the nations like madagascar would do well to look into those eyes. i think in countries and taking some of the biggest hits from extreme whether it's one of the drivers of conflict and displacement on the continent. the hold of africa faces recurrent droughts. more than 3000000 people were affected by drought in somalia alone last year. changing weather patterns are also linked to intense floods and cycling in mozambique. meanwhile, african lakes are shrinking, including lake charles, which is front by 90 percent since the 19 sixty's that african glaciers, such as though the monk kilimanjaro expected to melt away by 2030. yet the continent has contributed at least greenhouse emissions responsible for climate change. let spring in hunter rabbits under atlanta, in shovel taken egypt. she's the head of program for what aided math against you could tell with us, live all knowledge as era. it seems to be in the cycle of conversation really doesn't it how to save water, how to retain water and how to help drought stricken countries like those in the whole of africa. are you hearing anything new where you will? yeah, yeah, thank you so much and yes, so from and i guess are, let me just explain that the situation. he knows ross in this off of the country. he was up to you. i asked a bad child. you're in as 2019 to 21. i need to remain the carriers as the harder these kitchen a is a good cover azia in mtv. and for now that i think it's too early to, to have conclusion to get conclusion for fall from early in the outcomes are the, the quote 27. but or the in the key message is for cop 27th, that 3 as a madagascar and as african country i wanted to to raise hearing at 27 and which is not average on the sco harsh is that an africa and medicare are hunted list and so forth, disproportionate with you, i felt like i may change. so what, what, what sort of, what sort of conversations do you want to hear in terms of what's happening on the ground right now in madagascar give us your assessment of what's happening in the country. yeah. what's happening in the country now is that there is a lot of that is a large scale lot of humanitarian assistance and which is security and the money to share resources. and which as improved the, in the growth in the 1st half of 2022. but i, so far there is no huge discussion about the, the situation over there are, there are some programs led by the government and which are difficult to be limited to, to the lack of financing. and that's why we are claiming for as implementation of for mar financing from a playmate funding for employment in our national adaptation plan. and which includes a national program on a wash out to tackle then the price is in the south. so we are relying as him as over mathematica and we are really relying on these the, i on the so let me finance summit funding i from the discussion and that should come from, from this offer and what we offered here as well, politically as africa talk about solving its own problems and not wanting to the richer western countries to help in times of political crisis. but as it, if it's very different conversation, when it comes to environmental crises a, this appeal has never really stopped. how can or how are african countries helping themselves all their neighbors are, is anybody helping you from your own regional area? oh yes, and there is no harm. i would say that there is a dislike of our dimension actually. and we have peoples has from man, if it's even discussion at the regional level. so we are still there. you know, that the way we, we try then to face the challenge with the other countries in africa is when we try as much as much as possible to integrate that the group or al me belong to. for the discussion anthony was issued. a friend of course, are always short and long term solutions. do you have any ideas about what the short term solutions are, are and what the long term solutions might be? yes, you actually want to read as a different developmental vanessa shin and works. and the book, an access to sustainable watch are we believe that and the fact that the crest is ok is permanently in the medical card, for example, it, which is suffering from child. and the water access to water is tiffany low, is because that, that the problem is not packard. you know, what is the minor? so i for what to rent a then to, to, to tucker the press a i consider in the wash at the sector as a system. and so the focus was not the only be on the surface delivery, but the e, which is normal if you are both ice, but for whatever it met, i guess, or there is no longer surface dating resolution. that would warranty, with sustainable access to watch, every one can bring, you know that you think no, no g as per meant that it is, but it will not be a long term solution. if it does taken into account, this is that it would be get into. so we assume that there should be more support for an effective next humanitarian and development. and if you want those communities to get out of this situation and break the recurrent cycle of the crisis, we shall see what happens for the moment hunter robinson. the rockman, thanks for joining us from shovel shape. thank you. the well, just 3 days before the fif well cupcakes off in casa, one of the biggest stars has arrived. little messy, touched on in the early thursday along been asking, how will a country of less than 3000000 people host a global event, accommodating more than a 1000000 fans? the country will soon show the world how nobody believes that we will be able to do it. nobody expected that we will achieve all the infrastructure, developments that to with it. nobody expected that we will be ready with all the stadiums that was required him a small country fans in the world cup. it's after videos like this of indian us cheering on several teams went viral on social media. i was taught a replacement for soft some of the reports published specifically in english and french newspapers regarding the hiring of asian workers to support teams, a totally unfounded. this is firstly another attempt to distort and question cut us ability to hold, woke up how it ever since cut a run the right to host the world cup. there have been continuous attempts of the past 12 or 13 years to ruin the image of this tournament, than the, and we sent alexia bryan to a local football tournament in tahoe to meet some welcome funds. i am here at the go, ha ha. and with local fan lee and the 3 day competition that good football fans, the opportunity to dawn, the jersey belgian i can deal with the play on the pitch over the past few days have been from several countries saying quarter ago when brazil, but most of them from india. so it's been like this that have gone at some criticism of cutter, that it is paying a fans and then lead up to the world cup of rejected the allegations as a disappointing thing that just traditions don't look the same as in europe or south america. it doesn't mean that the passion for the game is any legal center with people from india make up a quarter to a population and it is a sport loving nation for more on the aisle joins my a and indian was born and raised here. and i said, why did a indian guy who will really into football? he said the pockets of the country football definitely is a huge game. as a matter of following, you're going to like the world cup of the celebrated like for school football is almost like a religion and many, many parts of india. a warning in the world. major one, i like the underdog. no, only one can do it, but they always go about talking. you know, i lo, missy. m a. d enough. but my was up what would be because it also because of my home, 2nd home. after nail biting final between belgium and cutter team of fans representing the host country, came out on top to golf nation is 50th and will ranking. so it is only an outside chance. the real thing will be their country to victory. these then say they won't give up hope well, still out here on our desert, donald trump is you wanting to become president again until the one you could face a bigger challenge this time around? president? ah well it took his time in coming, but there is no darkness wrote that she every country in europe that the weather is changed and we're more or less into winter. it's big, big step. i know, but this concentrate 1st today on this here, this low is quite a deep one. so the warnings of severe gale's on the coast of netherlands. i'll be across the north seeds the eastern part of england and scotland as well. probably would have denmark, the whole system makes it wet throughout germany and france down towards northern spain. was a bit of a gap after that of the next significant systems, probably this will in sudden ukraine tucking into the back of his cold air. so we've got 0 in kiva, the maximum temperature stove falling in the country, snow falling further west of the southern portland as well. if i take you to friday, as the colder keeps pushing in this general direction, it becomes a little bit better. further west is still raining, southern france is rain developing and the western side of the mediterranean, of course, and then you got romania, this area of developing rain sleet, all snyder. and it's quite significant though, in some parts. again, if you crane and running in towards northern austria, in fact, you pick vienna is a point of inflection between the cold and warm it goes in and out of the next couple of days. and then in north africa, well, you saw what was happening on friday. on saturday eats were still with wind and rain. jumping to the stream when no topic is off the table. i don't think that anybody should be borne to privilege to the president of the day. we are the subjects of little family plus one person's opinion, but what's yours? amplify your voice. the judicial system in mexico is incredibly weak and it is not just corruption clear, a global audience becomes a global community. the scariest part of this moment in my country is this place for a more weapon. the st. oh, now jazeera, every footstep moving in the sink with the world to bring health equity for all. to be together again with the ones far apart with transformation and collaboration, indonesia urges and leave the world in moving forward as one children together recover stronger. ah ah, we'll come up to the news. i would meet the whole robin in doha. reminder of all stories you say government is preparing to present its emergency budget tax hikes and spending cuts. so expected the day after the big show that inflation had reached a 41 year high water supply for the world's poll has been a major talking points of the cop. 27 climate summits. mother got it. they think it 50 consecutive years of drought flies. the slide up holding a food crisis. ukraine says russia has talked in critical facilities across several city reports explosions in the southern pull to the central cities the need for the capital. keep if they think that the court will deliver verdict against fulman. they say responsible for the crush of flight mh 17 from the netherlands in 2014. the passenger jet was heading for kuala lumpur, malaysia, and was shot down over easton, ukraine, killing all 298 people on board. the netherlands, malaysia, belgium, and ukraine had been working together to conduct an investigation. prosecutor of alleged that one ukrainian and 3 russian defendants are responsible for the vast enjoys non from ship all port in the netherlands. what are we expecting to hearing court then step? well it's a very emotional day here for the hundreds of relatives who have traveled to as hip hole where deferred, it will be rat. they are looking for answers, they're looking for justice or maybe some kind of closure. 8 years after the plane was shot down, carrying their loved ones, as you say, there are 4 suspect here on trial 3 russians. one ukrainian or the prosecutors have sat, they have played a major role in the movements and the logistics to get this a missile in place. the book missile that, according to the prosecutors, was used to shut down and make 17. the prosecutors have also said that this book may sail came from russia. so, but the defense se prosecutors have just watched one scenario. there were lots of evidence, according to the prosecutors by defense. as it's not conclusive, there is none of the suspect here to day. they have not attended the trial at all, and only one of the russian suspect is represented by a lawyer. so that is a lot at stake here, and i'm joined by a, one of the relatives at st. pete blue. he lost 3 relatives during the crash, one of it was his brother alex, and he was also very much involved in this case is visited this case of more than $65.00 times. thank you for joining us in the program. what does this day mean to you? after spending so much time here at the court room, we've been waiting 8 years for the shooting for 6 years of investigation of the georgia for scheduling water 2 and a half years of 40 rings. and you go as their children. we just want justice to be sure that we alternate through them. that's why this is so for your porter for us. but none of the suspects are here. they have not cooperated in this trial. only one of them was represented by a lawyer. they're also like there are common, they have been seen as commanders in the pro russians up with this and, but they're not the ones who actually pull the trigger so to speak. doesn't give you some kind of justice or, you know, and any bins of court is given his heard it and that's, that's also a part of justice and didn't know it for years that the for suspects road are present here. they won't. if they are convicted, they won't serve their time. we know that, but it's very important that as i said, an independent god is, is 30 and that's not only for us important, but i think for the whole world, the role of rush, of course, has been extensively discussed. and it's also not on trial here today. the high ranking of fits of officials possibly who have ordered the transport of this book. what does that mean? how important is it for you also to have the role of russia, the high officials to be explained here? now russia isn't standing trial, but in fact they are standing trial today, or the court will get referred to cuz they will talk about the bushes, didn't work what it came from, from which her, which location was the butcher's to fi it. and that gives us a lot of information about the role of the russian state. but there's also a criminal investigation still going on to the higher ranked people, but also a crew of to book. and maybe that's ready may be most important. so because the only people who can tell us why it happened, or the people who actually fired to push the button, what does that actually? that was the purpose. we don't though, the only people who can say anything about this is the crew of. so we hope and we hope we get to hear more about this in the beginning of next year. defense, there are possible auto scenarios that could have been a no ukrainian who was shot down ukrainian army was shut down to play. what do you think of what the defense is, arguing all these alternatives. the theories are investigated by, by the georgia for cation div, and they are debug. so they, they, they look at all possible scenarios. and the scenario that's is not record is the more the. busy more the most realistic scenario. so yeah, that's it. we will see what the judges are going to decide. the furniture will be in, in a few hours from now. of course, relative. there's a whole group here also, even as far from australia they have traveled to here which is taking place just a few meters away from where the $298.00 people on board of may 17th, departed on that fateful journey. on the july 17th 2014 so thus in shipple hyper, thanks very much. now republicans have 120900 seats in the us house of representatives. this gives them just enough to control the chamber with 6 other seats still being counted. the democrats have $211.00 seats so far. president joe barton is congratulated the republicans and promised to work with them. but this when in the midterm elections could give them leverage to block his agenda mc hanner has more from washington dc. they will have control of the house now that we know that they've got that 20800 seats giving them the majority. but all indications are, is that it's going to be the slimmest of
