this is al jazeera ah hello, this is in use our on al jazeera. i'm fully back to go live in doha, coming up in the next 60 minutes. i stand off in the mediterranean. the captain of a migrant rescue ship allowed to dock in italy refuses to leave until on board, are allowed to disembark, the economy and future of democracy way on the minds of us voters as candidates make their final push a day before the mid term elections. also this, our ukraine's president wants millions of people living in darkness. and keith may have to leave if russia had small power facilities and at prisons, chief in the philippines is charged with the murder of a journalist who have a live update from manila. and i'm sorry, how much would the latest woke up news? australia for portugal, captain christiano, and although his majesty united slip to the 4th league the feet of the season, ah, thank you very much for joining us. we begin this news hour in southern italy where there is a standoff between officials and a rescue ship carrying migrants and refugees that was allowed to dark on sunday humanity. one has been ordered to leave the sicilian port of catania, but its captain has refused to do so until every one on board is allowed to disembark some including miners. and those needing medical treatment were able to leave the ship. a 2nd rescue ship carrying 572 people has also docked in sicily. but only 357 this embarked from the norwegian flagged geo barons. now they are another 2 rescue ships in the area that haven't been allowed to dock anywhere. the german run a rise above an overcrowded vessel with 93 people on board and the ocean viking, which is operated by the european charity s o s military money. italy is minister of infrastructure, has call for an end of n g o lead rescue operations in italian waters at ill saline. describe them as organized trips linked to the smuggling of arms and drugs into a country. now it's tilly, italy's only black m p in the lower chamber of parliament visited the humanity, one ship in port. he criticized the government's decision to deny the rescue ship's permission. to talk to alex got to elephant. we're seeing a witch hunt, jews know a lot about this. all blacks know a lot about this. but also those who live through this type of discrimination know a lot about it. what are stuck in there? the migrants fault is to speak under the language and to have a different skin color. every one of my grants are at fault for being human. this is shameful, added. on joining us now on the al jazeera news, our is clemens lead. why, who is the head of mission of the german vessel rise above which is still at sea with 89 people on board? it's operated by the humanitarian globe mission lifeline is joining us from the ship, which is near catania. thank you so much for talking to us, felice. please about the situation you're in right now. they were, i understand 95 people on board initially, but neither 89. what's happened? oh, hello. and so on the 3rd of november we were able to say it's not our people on boards oh esther from boats mr. us and we immediately or requested a portal safety. ready in canada, today is the 7th of november and we still have people on board and no requests, no request. the boss was due to the stress of the situation heavy the, the weather and also injuries and illnesses off the people they already have during the journey. the overall condition, guess not. and in the last 2 days, we had to evacuate. the go picks up our gas. ready pretty go medical conditions, we are not able to treat on our small ship. who 6 people, we were evacuated, you say you, you call you a ship, a small ship talk, talk to us about the conditions on board for those who remain on the ship. so our ship is 25 meters long and we have a true off to the 9 member. we have a small hosp to doctor and small gretch team. and 95 and even with 89 people, our ship is completely over crowded. we have to show in the back of our ship and it gives show the for some of the people who are not all who, who are who are the people who remain on board? are they women and children on board? still yes. so more than half of our people on boards, children, and women, the children are between 7 months and 17 years old. and what conditions ave in i mean, did they wear out? we found them on a boat in distress. they are no move. they are small over crowded wooden boats which are not able to cross a notion so that and so we stayed on the scene. why not talking about all the other and all the other experience they already have. and in the other countries like libya. ok so, so they are in a pretty bad shape. you say, have you requested assistance from from the authorities if anyone helping you, getting food and water on board perhaps we requesting has been the 1st day that we have 2 people on boards so far we get no supports, we get no solution. we get no for the safety from the company, me neglecting our water and food on board for the people. we still have water and food on the box. we are able to treat the conditions. but as we are small boats and re running all its all, almost everything at the moment. what have the authorities told you in response to your request to disembark? that they say they are not responsible. ok, so now what happens? what are your next options? what, where else can you go? i. so the law says that people who are fallen in distress, nazi asked to be brought to the next wards. that is the safest place and this is i and you. ready pin boards. ah, what is it to live? i saw ah, we have no other options to go somewhere else. and we still are requesting for paula safety. thank you so much. clemens for talking to her. thank you for for painting. is there a picture of the situation where you're facing? ah, on the mediterranean, clemens led, what is the head of the german vessel head of mission of on the john a german vessel rise above which is stuck at sea right now with 89 people in board, italian authorities have refused for this vessel to dark. ah, in italy and will be closely following the situation. thank you very much for talking to us. napa francis has spoken about italy's migrant crisis on his way back from a 4 day trip to bahrain. he says, european union countries should share the responsibility mega and b vinyl acoya. the migrant must be welcomed, accompanied, promoted, and integrated. if you can't make these 4 steps, you're not doing a good job with migrants. it's necessary to go as far as integration. and the 2nd thing i say is that every e government must agree on how many migrants it can receive. because otherwise, there are only 4 countries that receive migrants, cypress, greece, italy and spain, which of those closest to the mediterranean o, as sent to the days other news now in the u. s. is just about a day away from its mid term elections and final campaign rallies have taken place in several states. as in joe biden came out to support democrats in new york state, where his party is facing unexpectedly tight contests. biden warned republicans, success could threaten us democracy. today's is the most important election in our life. tribes is going to take shape in this country for decades to come world laws inflection point. i mean, this is shirley where what's gonna happen? the next couple years is going to have more to do with what this country looks like 20 years from now. then anything else. meanwhile, former president donald trump has been campaigning in florida. his blamed biden and the democrats for high inflation saying the u. s. is struggling to compete globally, biden, and the far left lunatics are waging war in your jobs, your safety, your values, and your freedom. they're strangling fraud or families. they're hitting florida, very hard with soaring brushes and devastating. what they're doing to tourism of you think about a tourism and hospitality service industries with crippling inflation at a dollar. and nobody talks about this, that is valued a level that makes our country unable to compete with other countries, especially in tourism, and in manufacturing, allen, se sure is in washington d. c. with more on the campaigns. no, donald trump and joe biden went to states where they knew they would get a good reception. they want to make sure that they can put forward a positive message in these final. busy hours of the midterm campaign, donald trump, in florida, there to support marco rubio, who is in a tight senate race against val, demons are democratic congresswoman and he spent a lot of the time talking about the possibility of launching his own presidential campaign very soon. and how he was wrong in the 2020 election, but doug managed to mention michael review a few times as for joe biden. then things in new york are a lot tighter than he would expect. particularly in the battle for the governor's race. kathy herschel is in a very tight race with ms. elden who has been endorsed by donald trump. so he's going there to add his support. but it's clear that as we get closer to election day, both parties really want to put their best face forward to the electorate. one, joining us now is julie norman, who's the core director of the u. s. sat center on us politics at university college, london. she's joining us from our sky on sky from there. thank you for joining us, sir. julie. so historically we know of course at a party that controls the presidency. currently the democrat has fed poorly in the midterms. where, where do you think this midterm election is added? how do you things, think things will shape out in terms of the house, the senate? are we looking at a red trickle a red way, the blue wave? well, you're right folly, that usually the office that the president who's in office, usually their party loses some seats in these mid term elections. so democrats had been bracing for that, and i think rightly so, it's expected that republicans will take the house of representatives, the lower chamber, and there's a very good chance that they will take the senate as well. the upper chamber, the senate is a much closer contest. there are several key races in several key swing states that are really a dead heat going into tuesday, so that we could really go either way and tip the balance of the senate. but either way, it's looking like the republicans will take control of the part or all of congress after tuesday. there's also a number of state level races governorships to that are that are very much in play . indeed, this mid term election, julie feels a bit different. this is the 1st national election since to january 6 flights and you have a number of election denies running. will republicans, do you think accept the results? if it doesn't go away? well, you're right that it's, there's estimated over 300 election deny or on the ballot tomorrow, again at both the national and the state level. so there is a very good chance that many of these individuals will be elected into positions where they will be in a position to either certify or not election results moving forward than 2024. but there's also this immediate concern of will there be questioning of the election results this week on tuesday or in the days following? i think there may be some of that. again, i think we'll probably see it more as setting up a dangerous situation for 2024. but we do expect that there probably will be some challenges that tomorrow. there's been a lot of effort to increase. be monitoring the observation at the polls to try and close the concerns over, you know, security and voting and whatnot. but he expect people who want to make noise about that will probably do so. how much is present? donald trump moving the needle in local races ways gotten involved in a supporting candidates. yeah, it's, it will be interesting to see run the results. so trunk has a very strong grip over the republican party. with that said he has lost some popularity over the last year. i think coming back on the campaign trail, he's been in states that received him very well. organizing these big rallies that speak very well to his base. and i think that will give a bump system of his candidate. however, there are some trump back candidates that are in states that should really be an easy win for republicans like georgia, even pennsylvania to some degree or higher, which is more in play. the states are much more in play than they should be, largely because of the trump back candidates that are there. so it will be interesting to see what that means for for him, for him moving forward. but i think he will claim it at the victory in whatever way he can spend it right now. looking at the issues, joe biden has made this about the future of democracy. but polls show that americans are more concerned about the economy, right. do you think the democrats got their message and wrong here? well, bite and the democrats have definitely been framing this election as a referendum on democracy. democracy is on the ballot and i think that plays well with some in their base. that probably has energized and mobilized some democrats. but for the large swath as americans, it's really more the bread and butter issues that are, you know, ranking as number one for voters priorities, inflation, the economy. some these issues that are just new people are facing in their day to day life. so in terms of winning over independence with over swing voters, it seems like there was issues are going to rise to the for a bit more. so again, democrats trying to bring other issues into play. you know, abortion, obviously a mobile iser for many in a democratic face and some independence as well. but for most americans, it seems like the economy is the priority issue for them. domestic issues, obviously the priorities, but what impact actually do you foresee on foreign policy issues like the war in ukraine, for example, or relations with china if the republicans were to to, to win the house? yes. so if there are, there is a vocal wing in the republican party of way that has suggested reducing aid for ukraine, or at least having more accountability or limits to that aid. i do think that we'll start gaining traction when republicans have a more vocal placed on capitol hill. but with that said, the majority of the party is still very much in lock step with democrats and most of the world in terms of eating ukraine. i don't see that changing right away in the short term, and i think that bite in the executive will, you know, they're, they're bracing for this. and i think we'll put enough measures in place to ensure that aid continued for the short term. again, as we get closer to 2024, some of the foreign policy priorities may change, but i don't think we need to worry about ukraine quite as much as some of the rhetoric suggests. right now. there's still majority of the us population. republicans and democrats who are very firm on that. thank you julie for talking to us about this. very get to get your in fact, julie norman from university college london. and we'll have special coverage of the mid terms here on al jazeera. be sure to to an in at 21 g m p. on monday for a preview of the u. s. midterms will have an hour long special on what's at stake in this vote. and our coverage on pulling day begins that one a m g m t on wednesday, we'll have correspondence across the u. s. plus reaction to the results from a wide range of analysts. there's plenty morehead on this news hour, including we'll look at why some nicaragua, calling municipal elections illegitimate. and we meet a woman in the occupied by span, trying to change the narrative around palestinians with intellectual disability. and we'll find out how it's really a coping with not being at the welcome sign in here with that story. ukraine must brace for more russian attacks on energy facilities and be prepared for persistent power blackouts across the country. that was the message from present voting east lensky and his nightly address. on sunday one energy company says there was a 32 percent short falling power supplies nationwide. on monday for the outages i expected across 7 regents life to algae. here as, as i bake was in creevy in central ukraine, so the blackout i thought of not just confined to kill, tell us about what's happening elsewhere. well, elsewhere the country is suffering from an energy shortfall. now we understand the blackout taking place across the country. schedule blackouts the companies say, but here in korea, for example, the already preparing for the eventuality. now we went and we went to visit to the bunker yesterday with a set up a, a generator blankets for people, food. and we were told by the authorities here, this around 300 set up in this city alone. and just to give you an idea of quivery, this is the home turn of ukraine to preserve a lensky road van ski. and before the war it occurred. this city accounted for 110th of the country's g d p. now also the mayor of kiva over tell you clinical has warn people that they may have to leave the capital and go stay relatives and friends in the event of an all out blackout. he said that he should be shouldn't be pessimistic, but they should prepare for these eventuality. and these are circumstances. he's told people to buy power bank some blankets. but as you said, the ukranian president valencia has addressed admission. and this is what he had to say. stalin, let's see which period as of this evening stabilization power outages continue and keys and 6 regions more than 4 and a half 1000000 consumers without electricity. most of them are now in cave and the cave region. it's really difficult. i talking of blackouts. hassan in the south for some reason has been out with the earth, has been without water and electricity. now the russians up them the ukrainians were striking that damn and causing that problem, but the ukrainians, they in fact it was the russian forces that have done thus a response to the ukrainian advance. now, the russians have told a residence of cities and towns around person to evacuate something which has been endorsed by russian president her russian, the russian president, and what to the ukrainians are saying are claiming that the russians want to blow that damn after november 10th, that the ukrainians also say that they are still around $20.00 to $25000.00 russian soldiers info thought the cut that the regional capital of her son and some of them of changing to civilian cold, taken up positions and apartments and preparing for spring battles. but the russians are said that the ukrainians are amassing along the horse on axis with the tanks and armored vehicles of getting ready for the offensive. now that regional capital is very important to russia is the only regional capital that they've managed tape since the start of the war. and they won't want to lose it. i said, begging tv in central ukraine. thank you for that updates. somalia says it has repelled an attack on a military base by suspected archibald fighters. he early morning assault began with 2 car bombs in a village in the central gallagher do reach and followed by heavy fighting. a somali army we captured k village from archer bab, last week is not yet clear how many people were killed in the attack. in the philippines, that top prison is a fis official, has been charged with murder. the matter of a journalist pressed it on the bass. i was shot at killed near his home in manila. on october. 3rd, he had been a vocal critic of the bureau of corrections chief gerald montague and other officials. citing corruption allegations on tank is accused of pressuring imprison gang leaders to hire a gunman to kill him. a bossa. the philippines is seen as one of the most dangerous countries for journalists in the world. the. oh, yeah, we're, we're here. oh oh, no worries or whatever. it was with her, she were wonderful that our lives barnaby low in manila. barnaby talk us through the investigation. apologies. we've lost our connection to barnaby lo, there hopefully will get him back very quickly to tell us more about this investigation. that led to the rest of the philippines. prisons, chief. okay. all right. i court in hong kong has upheld the conviction of a veteran journalist, accused of making false statements or a story on attacks against for democracy protest. as in 2019 bow choi was found guilty of deceiving the government in applying for access to license paid information. she was investigating who attacked protesters in a subway station in 2019 media professionals said her conviction was another example of eroding press freedoms. all right, let's go back to the philippines now as we've re establish our connection with barnaby low, a top prison officials as we were saying earlier, has been charged with the murder of a journalist. barbie. tell us about the investigation and how it led to the national penitentiary. well, it has been a series of complicated twists and turns. so i, i think the best way to explain this is to lay out the timeline on october 3rd, broadcast journalist barissi lobbied was real name is percy volume, a bossa. he was gun down in a gated village in a suburb of the philippine capital in manila. by mass gotten men in motorcycles now, i mean the days after the murder politicians, as well as private business men, pulled together reward money that amounted to more than a $100000.00. and because of this on october 18th, or partly because of this on october 18th, a man claiming to be one of the gun men turned up and he confessed to being one of the gunmen. and he said, this is because he feared for his life. and he also claimed that the order came directly from the national penitentiary, but also on that day, a few hours after that confession, an inmate died in the new bill with prison. now this inmate was allegedly one of the middle men in, in the murder of the off broadcast journalist perceval bossa. but we did not know about this this death until october 20th that they were trying to apparently cover up the death of this inmate. now, in the 1st autopsy, the finding was that there was no foul play, but in a 2nd independent autopsy. the finding was that this inmate died of a spica, or that that he was likely his head was slightly covered by a plastic bag and he suffocated to to his death. so having now established this link between the border and the new beloved prison, which is a local name for the national penitentiary, police and other investigators from the national bureau of investigation, they went full scale into investigating cramped criminal activities within the nation of deliberated prison and saw this was how they found out, or now they suspect that the mastermind of this border and as well as the murder of the inmate, was decent or is to suspend the chief of presses. gerald montague. okay, thank you for that. barnaby. no. live there in manila i still had on the news, our japan hosa display of naval power. and unity essentially lies once again with north korea campaigns in hong kong valley to see the city famous neon signs and supporting their players all the way aren't in football fan. get ready to head ah hello. the weather looks pretty mobile fricky parts. if europe, over the next couple days, you see these bands of cloud moving from west to east, we got some live the shower still there, cassette east, the side of the mediterranean, from our old storm eva, which brought back to cloud and rain van winds into santa nicely into graces, now making his way across cypress, a little quadrant to central pass, where we do have high pressure in charge. so anybody, mr. folk? still a bit of an issue here, but out into the atlantic and see how tightly packed the ice, a bizarre whims streaming in from a general southwest. the direction lost a cloud and rain tumbling through. quite brisk winds, lie be winds coming in. so some gusty conditions as well, right the way across ireland, northern ireland, right through the irish sea that western side of england, scotland. and along with much of a while, as we go on through, we're monday into tuesday that a little topple. it's where a little further east would say francis sherry re merging together to bring longest bells of right at times where to whether they are across a good part of francis well spain and portugal also seeing some creasing wet weather as we go through the next couple of days that wet weather, by the way up into wicked parts of scandinavia, central irish, there you go. we still have that quality, whether it is now turning quarter across greece into the recess, out of the met with shout crew, cypress, ah, here a 3rd of the country is under water. more than 33000000 are suffering from hunger, disease, and displacement. you've heard candidates. now abortion is expected to be a major issue on voters minds after the u. s supreme court struck down and landmark ruling in june. hydro castro reports from grand rapids in michigan. this will be the 1st nationwide election since the u. s. supreme court ruled that the federal government no longer has to protect abortions, and that has made abortions. a major issue and here in michigan it is directly on the ballot should the state now step in to protect abortions, michigan voters have been asked to decide yes or no. and these canvassers who are from various abortion rights groups are knocking on doors to convince people to vote yes in the abortion referendum. if the referendum fails, michigan could join the to does it in some states that have band or are moving to ban abortions? a 90 year old michigan law banning abortions with no exceptions for rape or incest is on the verge of making a comeback. here. anti abortion groups. hope that does happen, but these pro abortion canvassers say that would criminalize even miscarriage care . now why is michigan's such a big deal? well, this is a swing state. voters here are about evenly divided politically similar to the rest of the country. so how michigan voters feel about abortion can be viewed as a litmus test for the entire country. nicaragua, governing party, luke said to win in municipal elections, giving it near total control of local governments. as this vi course to boycott the vote, which many have described as a legitimate, alexander, i'm pity reports. even on pro government television, few the world's brightest cities, a reputation earned due to the glow of its distinct neon life. some were crossed his mind, this man would she kind he learned the trade. as a teenager case, i put hom the government is removing old and oversized signs it considers a threat to the public around the city. community groups have set up displays like this showcasing some of the old me on the science different kinds of like weather conditions in the streets for decades. 20 or 30 years easily. of course, they look like rough around the edges, but they are not rubbish to me. like by studying them very closely or broadly, you could actually tell a lot of stories about hong kong city and hong kong people. academic brian clunk has been recording me on signs since 2016. you could tell that a lot
