To chase or not to chase? Cleveland still struggles in deciding when police chases are necessary

Cleveland police arrested three teens suspected of committing more than 30 carjackings and car thefts.
CLEVELAND, Ohio — Two events this week bore out the stark divide over when Cleveland police should chase violent crime suspects.
Some argue that failing to chase leads to more violent crimes.
Others say police should continue to take a more cautious approach to chases outlined in a policy implemented after a disastrous 2012 police pursuit ended with police killing two unarmed citizens.
