The loophole that saw a mother let out of hotel quarantine :

Gemma Mai, 35, was caught out by Victoria's hard border closure with NSW 
Mother of one from Tweed Heads thought she was able to travel to Victoria 
She first travelled to Queensland before she boarded a flight to Melbourne
On arrival she was told she was not allowed to enter and had go to quarantine 
Ms Mai was told on Monday she was now free to return home to her family
