The master developer is required to submit and development with vertical structure it is submitted by the corporation that an llc is approved by the Form Commission over 20 years ago on february 17, 2004, and the major phase was amended for height in 2021 for block 9 a a 48 unit Affordable Housing project. All development within the major that phase for the construction block 9 is this fall and a small planting area begins next month and the block b will be completed. Bridgeview way a private area from the mission bay to the chase center and provides vehicle garage access for the Pedestrian Access and utilities and when the expectation of lot b in reds bridgeview way is owned by the vanity development and for the change of the Affordable Housing and block 9 a and 9 block that was completed in 2022. Within the residents blocks lot ab are created with driveways and block 9 no parking and in its place garden and located on the china basin no vehicle traveling to lot b and righthand turn and lefthand turn on the public rightofway when proposed over 20 years ago was not future 23 hundred parking lot to the north. In response to the current used to lot b it is proposing updates to the major lots that are local access no longer needed and removal for the emergency vehicles. With the car free lot is more pedestrian focused and providing planting for the Affordable Housing on blocks 9 and 9 a to enjoy the updates defer the traffic and future mission bay rock development. The proposed major amendments was present to the mission bay Supervisor Committee on january 11, 2024, and it was voted in favor. And with the Transportation Office was conducted foreclosures of lowest b didnt push the vehicles in the vehicle lane of mission bay by the future Mission Rock Development for availability for people walking and biking. Hi, good afternoon i have a couple of quick questions about the parks ph and p 19 and the design for the lot b bridgeview way in terms of be a through fair for pedestrians and or just for cars . P 19 and or just bridgeview way. I think that is bridgeview way the one. Yeah. So the one were discussing this will not be open to cars but as for emergency vehicles and. May i have if i may through the chair theyre not being suite to this amendment but remain with the parks. I want to ask as well as i know some discussions prior about what was happening in terms of the street will be available for regular cars was only emergency vehicles so also how will that impact the traffic in that area around game time were open for residents living in that area and already a bottleneck issue. When the transportation studies did an analysis and looked at the hours for mission bay and the event center and neither of the projects um, traffic study looked at the average through fair and during that pco on aerial streets of third street and 16 street with the traffic out of there this was really a design 20 years ago was intended to be at the almost an alleyway time on each side for traffic so garages and see what happens. That was our thought of looking at this are we looking at the design. And removing the local traffic that is no longer needed. I had a question about that i know that, you know, sfmta and t v y for directing traffic to the major arteries as created a bottleneck and sometimes a Pedestrian Safety issue but they through the thoroughfare and in terms of like also how this impact also future streets will be or the plan to continue to only have those major arteries as they move into at areas that are for the streets to remain closed off as well. No place expansions for the exciting streets this is the last remaining segment and any further changes. This one is spelled out from the parking lot. To the north not signalized so like a direct though out of there and a future Mission Bay Development parking garages but also an open to 3100 across the street and 60 stoops on 9 a a thoroughfare those are designs not like a regular street but pedestrian area like the one to the south there isnt that protective measure creating a removing the vehicle access safer for pedestrians and for the chase center or up to the ball park. And then any future plans for potentially putting a stop sign and or street lights or anything that connects with the garages knowing will be an increase in um, you know, car traffic in that area and multiple voices . Will go specifically on the Parking Directional workers usually on the main streets kind of here in way of the streets. I know there was an early design that mission rock a crosswalk with the light there. Has not been any future designs with the preliminary for mission rock didnt show that presented back in 2019 to 9 designs are 2022 shows that but i believe a stop sign on the other side of mission rock at the mission rock on mission rock. Um, then has sfmta we can do better in on that with the dedication safety plan they have a safety plan to make sure that the streets have zero dedicates or opposite related anything in the eir about that as well. There was not we havent consulted with sfmta on that but they hired a traffic consultant and review beyond the level of significant to warrant a Environmental Impact report and can you pull your mic up a little bit. Commissions had work shop on may 2nd and after this this is we go forward going to the Mayors Office and work with them to the board of supervisors which has the final approval for the budget in may and june and presented by the project manager at ocii. So we wanted to provide more detail on the process in response to the questions we received to workshop and our annual process begins with the obligation schedule and the rops in august this is our state budget governed by the obligations of the rops for the budget early in the fiscal year and the funding the citys interest it in our proposing a generally about two percent of annual budget and prioritized use of our bond proceeds followed by your use of has for example, bonds or fees in transbay more Affordable Housing we can only use it for that purpose and the budget 80 percent is Multi Capital budgets for the Affordable Housing and infrastructure projects. And preliminarily fund by the bond proceeds and typically the entire budget in the first year and see three decrease as the project progresses each has an underlying agreement we call the obligations. And the and only use that for debt service additionally two distributions of pi ti in june and december last january request had is needed so this is a have i involved process both internally within the xhoechld and well work with the project managers and what is needed and this is lower than the biggest well ask the controllers we only need 9 million. After the year close the city xhoechld will audit that and the p ti draw in the opportunity year were operating in a highly regulated environments so by the project manager and the xhoechldz and the department of finance twice a year we provide 5 years um, to the kroechldz and the city knows had savings that available and 202324 we reduce it by 25 percent of budgeted amount so this slide shows a timeline for the planning process again, the rops begins in august and this is not until january we bring the workshop before the accountant board and submit to the department of finance and prepare the work with the budget and the Financial System and bring this budget to you in april and to the Budget Office and the board of supervisors. So your local and state budget we try to keep them as consist as possible for audit to prevent audit rops this is a detailed budget and the contracts begin with the description of scope and to the planning and obligation for the types of funds and again, this is reviewed by the and line by line analysis and have the analyst for the last couple of years a continuation of prior year and actually inventory of our contracts and documents we just want things as available and additionally as i mentioned our actuals are reviewed by the department of finance and to make sure we fund under authority and use the facts the rops has a very restrictive amendment and can only apply for the second half of year and in time to make changes puts constraints on our planning process. I mentioned reprovide a 5year snapshot to the Controllers Office for the ms. Recent one provided we are in regular and consistent communication with the Controllers Office about the far looking needs twice a year and any changes from the projects have explanation and in the needs we reduces that by 5 percent of budget.
