Id like to welcome chief Strategy OfficerJonathan Rogers, who will introduce our special commendation for today and for those members of the public that are joining us in the room today. Ill need all of you to find a seat in the room. No standing against the aisles. Thank you. Good afternoon, audience chair ekin and Board Members. Im Jonathan Rogers again, chief Strategy Officer. Today i have the pleasure to introduce you to whom . I think you know. Lisa ising, our superintendent of shelters and our raised platforms in the system. Sorry jonathan, i will if i could please have audience members. Please keep it down as we proceed with our hearing. And please again, find a seat. If you are standing. Thank you. Go ahead. Sorry. Thank you, thank you. So this afternoon, we are here to recognize lisa ising again, who is our superintend of shelters and race platforms. If you didnt know our Shelter Program and our platform Maintenance Program is a unique Public Private partnership, lisa ising took this job being our Facilities Maintenance superintendent prior, and worked to completely transform this program over the last year. That includes the renegotiation of a multi hundred Million Dollar contract, which she successfully navigated through the board of supervisors in increasing the maintenance of all of our transit shelters across San Francisco by 50 within six months, complete repair of the t line from the very beginning of the line, to where the central subway began. So thats removing of the graffiti, the trash, really making the entire t line sparkle. We just completed that in the fall. Shes secured a 3 million grant from caltrans to prepare this city for the aipac conference. Increasing cleaning again by nearly 100 up to the apec conference and getting that work done. And she is a true go getter like she is in the field every day. Shes working with businesses. So most recently worked with some businesses along haight street regarding issues on the street. She partners with the Police Department and really deals with a lot of the issues you hear about in San Francisco. The unhoused and the cleanliness of our streets and the experience that our transit riders have every day. We actively have been tracking the work that weve been doing across the shelter system, and were seeing positive results for our riders because we do want to have a safe, clean and reliable experience for muni riders. So with that, lisa ising is being recognized for her work to date and i will turn it over to her. Hi everybody. Thank you so much for this. But, i just want to tell you im very grateful to work at mta, its a wonderful place to work. And whats great about mta is they theyre they, allow you to take some initiative and try and make things better. And i really appreciate that, and i theres no way i could do any of this work without everybody else. I work with at mta. The track department overhead lines, our transit planning group, engineering group. You know, we end up, you know, working across divisions really well. And im just, im happy to come to work every day because i love the people i work with. And, yeah. And i just want to say, we just want to make it. Im working really hard to make our Passenger Experience a lot better. And. And its tricky, right now with shelters. So, were trying to find some kind of balance there, but, yeah, thank you very much for this. Thank you. All right. Continuing on. And thank you, lisa, for all the incredible work that youve done with our shelters, next up, i want to talk about an event that we held last week at the lewis creek muni facility about how our investments in making muni fast, frequent, reliable, clean and safe have been paying off the mayor joined us, as well as, transit director Julie Kirschbaum and a whole array of muni staff, from maintenance to car cleaners to operators, we had a demonstration of our bus wash facility, and a lot of National Interest in how successful we are being. As you know, there is no city in the world that has been more impacted by work from home, ridership at our montgomery and embarcadero stations is still only at 35 of precovid levels. As a result of work from home. However, thanks to our investments in particularly muni reliability, ridership is up 25 this year, with 430,000 people taking muni every single day. More importantly, last month, the 22 fillmore had an astonishing 181 ridership recovery for weekend ridership compared to precovid, and the 49 fillmore is at an astonishing 146, to our knowledge, these remain the two bus lines in the United States with the highest rate of precovid ridership recovery. And it speaks to how riders are responding to the investments that muni has been making in the system, speaking of investment in the system, i wanted to update you on the twin peaks tunnel. As you know, we have directed maintenance staff to look at the state of our infrastructure with relentless curiosity and to seek to always get ahead of problems before problems happen. So we have been keeping an eye on our tunnel infrastructure in the twin peaks tunnel. It is over 100 years old. It was last significantly updated 50 years ago, and at that time some distortion patterns were identified where a portion of the concrete is sagging a little bit as we do as we get older, the good news is that the tunnel is still safe for use, but the bad news is that that sagging has continued a little bit over time, and its time to take a little bit of corrective action. So the engineers have recommended retrofitting a 230 foot section of the tunnel sometime over the next six months. This will require three weekend shutdowns to get in there. Brace things up in order for us to prepare for what well likely need to be at some point, a more substantial, substantial retrofit of the tunnel. So this all, of course, will go into our Capital Improvement program. It is critically important work. And im so glad that our maintenance teams are here getting ahead of the problem. Speaking of getting ahead of the problem, im also very excited that our next quarterly fixit week starts this week. It runs march 8th through 15, and for the week we will close the subway down at 9 30 p. M. And substitute it with bus service after 930. This allows our maintenance workers to all get down into the tunnel for a full work shift. This allows them to be vastly more productive this quarter. The crews are going to be working on 73 different projects to enhance Customer Experience and to catch up on decades of deferred maintenance. This includes upgrading emergency telephones, restoring lights, updating the Fire Life Safety equipment, repairing a lot of overhead lines and substation equipment. And as you also know, this quarterly work that we have done has resulted in muni delays being down over 75 compared to where they were in 2019. This is some of the best work that were doing as an agency, and our customers are noticing. Also, i just want to update you. We had a visit last week from folks from translink, which is the Transit Agency for metro vancouver, british columbia. We had elected officials and their lead policy staff. They are realizing that the next set of major transit Capital Investments that they will be making in the vancouver region will all be bus rapid transit. And so they wanted to come learn from our experience on venice, on geary and our other quick build projects, how weve been able to fine tune the details and get such extraordinary performance, next up, i wanted to let you know that we prepared a follow up memo that we sent to you earlier today, summarizing the input that we heard at the budget workshop. Thank you for all of that intense eight hours of content that we got from you. It was incredibly helpful to staff. The memo summarizes the Key Takeaways that we learned that day, that were incorporating into our budget work, and that will be available to members of the public on our board website. And finally, i just wanted to close my directors report in memoriam to former mtc deputy executive director anne flemmer, who passed away last week and was a dedicated Public Servant working for mtc for 32 years, rising to her position after starting at mtc as an intern in 1982. She retired in 2014 and i remember her fondly, having worked with her on the first efforts of putting together the clipper card system quite some time ago. And that is the end of my report. Thank you, director tomlin. Colleagues are there questions or comments on the directors report today . Hey, seeing none, i will open it up to Public Comment on the directors report on item seven. Okay seeing none, can we move forward to the next item, please . Very good. Places. You on item number eight, the Citizens Advisory Council report. Theres no report for that. Places you on item nine. General Public Comment. Members of the public may address the board of directors on matters that are within the boards jurisdiction, and not on todays calendar. For members of the public here today in the room, if you cannot find a seat, we will have an overflow room in room 408 thats just down the hall, so i think we should proceed with this Public Comment and then see how full the room is. But we do have an overflow room in room 408. I also have speaker cards. Flo kelly, jp lavalle and catherine. Okay, members of the public given the very significant number of substantive agenda items on the agenda today, im going to ask for Public Comment to be one minute for general Public Comment. Item nine. Thank you very much. Please go ahead. It is my duty to inform you or remind you that the more you wait, the more is going to be difficult for you to pay for. What you are still doing. Because in life there is no escape. You pay for what you do. Its for children. Here. Im talking. Im sorry. So how to put this . You have to recover seriously from the pandemic of an intelligence. Its in your best interest. And that of your children, or descendant or closest relative. At some point, you cant pay back. You are done. You finish your life unhappily. Thats it. And your children pay for you because these are the rules of existence. So go do the best, please. Thank you, thank you. Next, im here to help. Good afternoon. Im here to, speak about slow lake street and request that second purple paddle that has been missing, if anybody doesnt have the image in their head of the differential treatment for slow lake, you could go to slow lake street. Com and youll see a distinction between the one paddle thats present on slow lake and the big opening and the two paddles, hundreds of people are using slow lake every day as its intended for transport, tons. And out of that, probably 50 kids. And now you also know the data. Youve seen the hard data weve sent you of over 2000 cars, 80 some percent are exceeding the speeds. One of the data points you dont have is the number of people looking at their devices or on their phones. While theyre doing it, this is slow lake has had the highest. If you look at the sfmta report from 2023 on the slow lake, slow street evaluation, lake street had the highest of all of them, 50 miles an hour. Every time we do a pneumatic tubes, its 40 to 45 miles an hour. Thank you for being here. And thank you. Next speaker, please. Hello, im ruth malone, and id also like to speak to the situation on slow lake street. You approved metrics for all the slow streets. So lake never had adequate infrastructure. Paint and signs are not infrastructure. Weve been told that it was a unique, tailored approach to cater to the unique needs of the community. This appears to be accommodating a small number of drivers who refuse to consider alternative routes or to slow down, and we want hard infrastructure that will actually make the streets safe for all the users of the street, including children, seniors, bicyclists and walkers, this is urgently needed and we are tired of having to come back and come back and come back. There are metrics approved for these streets, and we expect that you will advise staff to put them in. Thank you very much. Lake is a key part of our network and it cant be allowed to fail. Thank you. Thank you for your comment. Next speaker, please. Yes. Hello. My name is jp lavallee and im here to give you a compliment. I took the 38 hour, i got from sixth and geary to van ness in 14 minutes, which was amazing, and i appreciate how youre stepping up to the merchants who are giving you a hard time about it, but its a tremendous improvement for thousands and thousands of riders. And i think it will open up a lot of new business for everyone. On that corridor, i do have an ask. And that is that, as i walked through the 38, there are cars parking in driveways. If you buy a car thats too big for your garage, i dont think you should just be able to leave it on the sidewalk blocking all the pedestrians. And if i were to have three, one, one, all the cars that i passed just on these short trips, that would be ten, 15, three, one, one requests every single time. So im asking you not to give away that important part of our Transit System, which is we have to walk places in between getting to the good bus that you have also, i support the other two speakers on slow lake. Thank you. Okay, thank you for your comment. Next speaker, please. Hi everyone. Sorry i just got here, im here to speak about slow lake, i think perhaps some of my cohorts have already spoken about, our request for a second paddle, which seems to be a fairly simple request, we know that that unfortunately, the metrics are not being are not being adhered to, i have also read online that some people feel that, the rules for slow streets are quote unquote optional, thats, thats 15mph, and only a thousand cars per day average. Right. Were exceeding that that metric. So we do request that, you put in a second paddle, weve also heard that this is something that is, is, due to the unique needs of the community. And i would like to ask, what are those unique needs . Because no one seems to be able to tell us, so that is my question. Also, some education for drivers. Thank you. On your time. Thank you for being here. Next speaker, please. I have a few speaker cards. Mark liang, lychee ling, liu lee and i believe our requesting language translation. If we could have our interpreter come to the front as well. Good afternoon. If you could just wait for a moment while i have jesse come up. Oh. Thank you. Go ahead. Yeah. Go ahead. Okay. Go ahead. Okay and i, guan yu, jiang, she want, he wants to talk about, bicycle and, kung chong, teng fong. So i mohun bagan or who can tell me, hong kong j j. Yang i think i recall. Let me translate. Okay hes talking about the bike rack on the sidewalk. And for example, the neighborhood she lives. And there is no tourists, right . No tourists. He dont understand. He doesnt understand why there is set, like a bike rack near that neighborhood, right . Yeah. Two laps up to my. What . What. Fun home. Theres a lot of trash around that bicycle rack. Yeah, its not clean, so much so what . What . J j. Jim or marlow . Forget to. Another point is, he doesnt like that bicycle rack. Occupy the curb parking. Its better to place that bicycle rack on the wider, sidewalk. Yeah, yeah. Jim, zhang xiu, jiang yan. What . Pan
