I am a neighbor, i live two blocks away and i think this is a really i live on a block where it has been a tremendous amount of new construction and i have loved it, but ive realized this is whats going on and this is San Francisco and we have to adjust and adapt to this. The city really needs new housing and not everyone can afford a million dollars or 3 million to buy a home. I think there are lots of teachers, nurses, people like that who would love the opportunity to live in a location like this convenient transportation, convenient to the park and it offers everything San Francisco is looking for and needs right now. I am a native San Francisco and ive always wanted to own my own property and honestly prices are so high im not able to afford much and this is affordable housing that i would love to live in. Wouldnt need a car. Its so close to all the transportation lines in the middle of everything. I would walk everywhere. And i work a couple blocks away and ive always been wanting to live in this neighborhood and i think its a fantastic project and people who are saying that the kitchens arent real kitchens, i dont know if theyve looked at the plans because it includes everything this a kitchen needs. And i want to say im in opposition to it mainly because of the excessive height and the excessive Rear Yard which will have a negative impact on all the but i feel like it should fit within the existing and not stick out like a sore thumb. The other thing is a lack of parking. I know they will encourage people to use bicycles, but 19 units means probably 44 more new adults where are they going to park them. Until these questions are answered, im opposed to the project and i hope that the developers come back with a scaled down version that will satisfy everyone. Thank you. Hello. My name is louise hernandez. I live right behind the project. And my opposition is baseded on the height, on the height, on the depth of the unit and as stettic as proposed. This project is out of scale, introduces up to 40 adults, but it depends on how many people are in there, but essentially, the issue related to lack of parking and how that fits in with the neighborhood is a serious concern. Light shadows that not only block light, but also Block Air in the rear facing part of the unit. Its a major concern. Light shadows to the park as well has been discussed, but also all around. Essentially, ive been living in this, in the place where i live since 2008 and have seen many changes in the neighborhood and many of those have been in scale to the neighborhood and in response to the necessity of both the neighborhood and the city. I strong is out of scale and out of touch with the requirements for the immediate block. The neighborhood, and so, again, registering my opposition as proposed. When i moved to the Bay Area a couple years ago, it wasnt really much housing available even back then and i wasnt able to live near where i work. And having something like a project like this or like a housing available like this would have been awesome. It would have been small, it would not have been great longterm but it would have been great as a person who just moved to the area and i think theres firsttime renters in the area a lot of places are just old buildings to be honest. So having like new housing i can support new renters, that would be awesome and i just want to say i understand the shadow studies and probably index to Construction Isnt great, but, you know, we have a Housing Issue and i would hope these people would value supporting, you know, the people who want to live their life in the Bay Area and not just value like the lack of sun over other peoples lives. And i think this project is is just too big for the location. Its not just a little bit too high. Its twice as high as the limits. The city needs to think about this problem by not just throwing random build it would ruin the place and it will have problems with the light and in general, its just not fitting in to the location. This is just randomly throwing inappropriately tall buildings in neighborhoods which consist of much smaller houses and not great for the people who are going to be moving in either. The presentation by Sponsors Attorney was very focused. He kept saying nineteen units, one of the things that you should be asking is what do they expect to charge for the condos . This is not rental housing, this is condos. There are two parts of a condo every Month Payment so you have to what the housing. The homeowners will have to pay for the services that are the common surfaces in the building. So what is the price going to be that they expect to make money on this project. Thats not a nonprofit. I think the people whove spoken in support of the project will be shot they are Group Housing beds. Not Dwelling Units. So we have had a bunch of projects coming through under State Density Bonus law, but were now starting to see State Density Bonus law and Group Housing beds. This is something different for the Planning Commission to have to consider. And this is the first time asking questions. How much are these units going to sell for. Theyre tiny units. They only have kitchenettes not even a kitchenette and people would be encouraged to eat out as much as possible. So ask these questions. And to illustrate why, were setting up what the Status Quo is which is that theres a single family multimillion dollars that house will be sold for millions of dollars to a wealthy person or it will be flipped by a speculator and instead being sold for 2 million it will be sold for 3 million approving this project which will create 19 units, 16 of which will be naturally affordable to middle class people who may be stuck in a place where they dont qualify for below Market Rate Housing and they cannot afford to live in this neighborhood because they cant afford to pay for a 2 million house. So i think thats a great idea and i think we need to build more housing for those types of while but we do need to provide Group Housing for people who may be alone. Maybe seniors. Maybe young people who are currently unable to afford the existing Housing Stock and would be perfect matches for this actual affordable housing so i strongly support this project. If you remember in San Francisco. This is if you dont want a six Story Building near you, dont live in the middle of San Francisco. It doesnt make sense. There are plenty of areas where you can have a large plot of land in a single family home. San Franciscos Numbers are coming and San Franciscos going to have to build tens of thousands of homes and i Cant Think of a better way then to build 19 homes right here in the middle of the city next to transit and do it in a way thats affordable to people. I attended the preapplication meeting a year ago and im happy to see the Project Move forward. I commend the developer for creating numerous and naturally affordable units. This is exactly the sort of project that should be in the center of the city and it provides multiple units and minimize climate impact. This and the benefits of this discipline imposed by the state. Planning code 207 caps the number of units and Group Housing units that can be here. To put stoves into the building i think the dwelling density building. My holm lives in the real 100 square foot sros in China Town and the other space that slowed down the apartment and we need far more projects to make San Francisco more affordable for future generations so you dont need 2 million to buy in the castro and this highlights good State Density Bonus. Another theres an immense pressure to compromise the supply of housing the people who actually have to live with the project are the people who will live in it and if people are happy to pay to live in these units, then thats a strong signal that the project is necessary and desirable. Commissioner tanner. Commissioner i guess i will jump into this first. No matter what your position is on this to talk about this project. I want to start with some questions for the Project Sponsor. Share a little bit about the project in terms of what you anticipate, is any project like this particularly Group Housing that is being sold in ownership units have been built by this developer previously and if so, where were they located . Yeah. Thank you, commissioner, for that question. This developer has done an efficiency Unit Project. Downtown, it had roughly half. It was about a 50 Unit Project 49 or 48. And it had roughly 348 studios and the other half that if youre wondering about the Unit Mix that was before the Unit Mix requirement that we currently had come into effect. Were those for sale as well . I think that was a rental project. Commissioner okay. Part of my curiosity with this project is that it is Group Housing for sale. And im curious that an average person can finance from a bank and i just want to know if theres any evidence if that is a feasible avenue for purchasing this home. Yeah. First off, the sponsor is very confident that particularly for units like this that just to make it clear, have their own bathrooms and have kitchen facilities and the sponsor has had communications with banks specifically on this point and i think you heard staff read in condition of approval to the extent there are issues with. Commissioner . I guess im happy to hear Theres Confidence mr. Sanchez, i understand theres only a 12 cubic foot refrigerator. So that is correct. To meet the definition of Group Housing, it cannot have a full kitchen. So its limited to a tworing burner. A small sink. Small mrienss. They cant have an oven in there. So, i guess, with that, in the renderings, it seems like there was a larger Fridge And Freezer provided. That was an error, Commissioner Tanner. Ill just be straight forward. If i can answer. If i can just get back going back to 2020 and 2021 and these were all for units that ranged in size from 276 square feet to 438 and those sales were complete. Commissioner were they Group Housing was my real question. Not so much that theyre below market rate. Yeah. And i dont have that information from mls. Commissioner okay. Thats something that i would be curious to know. I say this because a lot of the callers want to see affordable by Design Housing which is a huge goal that i have theyve got a rich neighborhood. Im happy to see that theres no parking except for bicycle parking, but i am concerned that these will not be units that are sold to the folkings that called in. That they will not actually add realistically to our long term Housing Stock here in the city. And thats why im concerned about the financebility of these and not some type of Investment Property for folks who can deal with not having a full kitchenen and going to be able to sell this in the future and build wealth for themselves. Do you have a sense of the proposed Purchase Price for these units . I do not. Commissioner do you have a sense of the Purchase Price that they purchased the home. Whats the home currently there being sold to them for. So i think the home, there was a woman who lived there for decades and i believe there was an Estate Sale in 2019. But im not exactly sure can you also switch gears a little bit to the building design. Can you explain why that decision was made to have those because its confusing to me why you need that much space were not asking for an open Space Waiver and the project exceeds the open space. Commissioner i definitely believe it is good. Part of what ive heard from the folk who is eave called in is if we need these waivers you have some extra space its essentially equivalent to one unit. So im trying to understand why you couldnt shape the building to lower the height or accommodate some design elements, but you can accommodate essentially another unit through these decks that youre providing. Bell, theyre open space, so they dont count which im sure you know. So the two units themselves on the top floor are roughly the same size as the rest of the units in the building. And so, you know, perhaps you could move those units around and i think i heard staff on this, but the design right now which is set back from the front and the rear pretty significantly does a good job of accomplishing that. In terms of it kind of provided some extra space to create the deck, is that what youre saying or through the setbacks or im just trying to understand. Part of what im trying to understand is i think you had a pretty good illustration in our packet showing the mapping of the building and how it changed the Density Bonus and things like that. Im just trying to figure out where these decks fit in which are relatively large compared to the sizes of the units and the overall building. Ill leave that for other commissioners to chime in on. Im going to stop with my questions here. I think ill just say to my fellow commissioners, i as you know have been on this commission and am very supportive of housing projects. I do have some concerns about this project at this time and i am not if they can be financed to the average borrower and i just have some concerns and i look forward to what the rest of the commission has to say. Commissioner fung. Commissioner i have a couple of questions for staff. If the Density Bonus was not in play here would allow 13 units, i believe. Is that correct . 14 units of Group House and the Affordability Requirement for that would have been the 13. 5 . That 14 units, correct. Commissioner which would have been roughly three units, right . To go down two, i need to confirm the percentage. Commissioner okay. And so the with the Density Bonus and their agreement here. Two years. Expand the number, youre now going to four. So theres an increase of five units and but the Affordability Unit Increase was basically two . No. It went from three units for the project. So the Density Bonus provided additional units and the bmrs provided by one. One. So it really didnt do much there. It does increase the number of total units which i guess is partially the intent of the Density Bonus program. In terms of the Affordability Increase of units is only one. My other question to you is does staff think before i ask that question, i think its fair to say that the commission is quite clear on the requirements legal and otherwise and genders by the Density Bonus program. Does staff think that they can find an objective finding that reduction of sunlight creates which is based on the Decrease And Increase and shadow on the lower part . Is that question for you or should we ask ms. Connor . I think i would appreciate i think some additional assistance in the response i think to more of the first part of the question. I think in regard to the Shadow Cast on the Reck And Park commission had two projects on this. Commissioner i agree. The fact is there is a Shadow Cast. Regardless of the quantity. You talked on the photo. Yes, im here. What do you think about my question . No. Its a wonderful question. As you know, when were looking at shadow and were looking at height perceived Density Bonus projects, you have to make i would say when looking at something like this more dmin mouse shadow, that would be a and so this is following up on some of Commissioner Tanners questions as well. And so he has mentioned the Roof Decks or the decks that are at that top level. So there may be some kind of play there, but the determination for a waiver if its necessary and second if it has a specific adverse impact on public health and so my last question. How many units would be lost . So i think if you it depends on where the design of the new upper floor. But, for example, this exact building if you took off the top floor, that would be a reduction of two units because that upper floor currently both the rear and the back. Commissioner so to not cast any shadow, youre losing two units . Based on the physical removal of those two units on the current plan, yes. Our other units have four units on them. Commissioner thank you. Thank you for the questions i think they really brought up good issues here. I am also concerned in terms of the, you know, i guess you would call it the financial side of this development. I am also curious as well in terms of the h. O. A. As far as i know, h. O. A. Contributes a lot to the pricing of the units as well. And depending on the neighborhood, the h. O. A. Would be at about a 1,000. Im not necessarily sure of this area in this neighborhood that thats the kind of trends im seeing as well. In that note, i am concerned in terms of affordability as were trying to call it by design. However, i am concerned as to who whos really going to live in these units. And in the commission, weve had a lot of discussion especially in other Group Housing units in the tenderloin where Group Housing is described and as we have seen in our hearings as well we describe it as beds. So in terms of the density and we think about density in a way thats he quickable in a way in regards of the units, for this, im also wondering as to whether we reach or this is part of the goal as were trying to also make the objectives over city goals in terms of density. I believe beds are not counted as part that is that correct . Thanks commissioner, imperial. So for Group Housing, you can look at housing in different ways so for the purposes of Group Housing, thats more on the institutional side, those beds do not count but Group Housing and residential in nature, those beds would count. Thank you for that clarification. I just wanted to have that clear in our goals. I do in terms of the waivers, and also the Community Outreach that has happened, it looks like theres a lot of, well, there were two meetings that happened and sounds like one of the meetings was mediated with supervisor mandelman, but it sounds like theres still a lot more to figure out in terms of redesigning this. I do agree with Commissioner Tanner in terms of the having the Roof Deck on top, why do we need that Roof Deck on top and asking for a Rear Yard requirement and thus also, you know, and trying to think of the logic and then the Roof Deck at the same time. Its obvious that its about creating for massing on this. So perhaps this is something that as what have other communities were saying looking in to the less units and looking in to the redesigning of how our Roof Deck or perhaps the Rear Yard can be what theyre proposing to be reduced, but i would like to have that more of a dialog between the community and the Planning Staff in terms of redesigning this. And i know that there are limitations of what we can do with this, but i would rather see that kind of more dialog between the community, the office and our Planning Department. Commissioner diamond. Commissioner i want to thank all of the community participants in this hearing. Very helpful to hear the various perspectives. I also want to say that i agree with all of the concerns and issues that were raised by my fellow commissioners. I dont want to repeat any of those in the interest of time. I think they were all worthy of further Pursuit And Analysis i want to raise a couple of issues and i havent heard them yet put out there for their discussion. In addition to the issues raised by combining the state dense Sea Bonus and a building thats in the middle of the block thats out of scale with the adjacent units which all combines in this one project, we are required to make certain conditional use findings and i am really struggling to see how we can make the findings that are in the Draft Motion in 7a, 7b as well as 8h and 8k. Those are the findings that require and we find that the projects compatible with the neighborhood, that it conserves Neighborhood Character and then were located Info Housing and established neighborhoods. And i have to say i dont agree with the actual analysis thats in those findings that the additional site of the building makes it very hard to support those findings. That being said, i think theres an opportunity for moving the mass around in order to accomplish most of what the developer would like. Maybe not entirely. Most of what it would like and provide a project thats more in keeping with the neighborhood that would allow us to make those findings and i would like in my opinion, i think its worthy of continuing this matter for a period of time until shortly after the break to give the Gop Developer an opportunity to try to do a better job. I dont know if it is removing one of the lower floors and whether that would have the result of casting no shadow and would certainly fit in better with the neighborhood and maybe an opportunity to shift units around in the building so it is hard as commissioners redesign this building. Thats up to the Project Sponsor. But i would like to be able to approve the project in this neighborhood and on this street and this site, but one that allows us to make those conditional use findings in good faith. Id like to make some comments and support the continuance because what is really missing and i think we have that from a number of commentors a more active engagement for the community. I think in order for this project to rise to the level of c. U. Support, it has to be more necessary and more desirable. And i think the concerns are we need to be taking and we who does it serve, is it only for bidding higher. Those dont serve any common purpose for the rest of the building so i would like to have an act of reconsideration on a number of points where this project has to meet and its the rest of the commission wants to add. Secretary commissioners, im hearing from staff they wish to push it to the october. Commissioner people dont want to spend every day, every weekend to get together to hash out this project. Commissioner tanner. Commissioner thank you. I want to second the comments maybe this could be recon figured and that can be some public amenity that the entire Building Community could share. I did also when this project comes back, i would love to learn more about the kitchen facilities that are provided in the units as well as the kitchen facilities that are proposed in the common area. Right now its just labeled kitchenette and that does give me pause regarding again if these units do not have full kitchens and a shared kitchen is provided, now i see one shared kitchen for 19 house holds. I do wonder if thats sufficient and will be looking for comparable buildings. Im just learning about how this is going to function as a Group Housing which i think and so i look forward to hearing more and learning more about the kitchen facilities and how this buildings really going to function. One of the other things i would hope that a Project Sponsor would work on is developing at least one real kitchen in the building if were going to keep this as Group Housing and then i would hope that the Project Microwave Conduction ovens which is what we consisted on on the project as well too. I think this project does not have as much controversy as the previous one and i would suggest we stay with two minutes on this one. Secretary two minutes. Very good. Okay. Well, thank you, jonas. Thank you, liz for the intro. Good evening, commissioners. Planning department staff. The project before you requests a conditional Use Authorization to demolish an existing unfinished, unoccupied single Family Dwelling and to conduct a new single Family Dwelling for a total of two Dwelling Units. The project is located between Shooter Street and twin Peaks Boulevard in an rh1b zoning district. The existing Dwelling Unit proposed for demolition is a twostory over basement single Family Dwelling. The Replacement Structure is a single Story Basement with an accessory Dwelling Unit totallingly approximately 6,five hundred square feet. One dwelling occupies the batement, first, second, and third stories while the accessory dwelling occupies the third story. A threescar garage. To date, the department has received 15 correspondences from twentythree members of the public about this project. Seven of the correspondences indicate support for the project. The support for the project has focused on the compatibility of the proposed project in terms of design, scale and massing with the surrounding context. Support has also been expressed for the Project Site becoming fully developed and occupied by the homeowners. Lastly, supporters of the project have indicated they support the project because similar projects have been previously approved by the Planning Department. One of the correspondences neither in support nor in Pop Position focused on Fatigue And Frustration over the amount of construction that has occurred in both the Project Site and on Belgrave Avenue over several years. Opposition is also focused on Design Related Concerns about the proposed buildings modern style. Concerns have also been raised about the square footage of the accessory Dwelling Unit. Theres been general concern about the number of new homes on Belgrave Avenue that are larger in scale. The existing structure is proposed for demolition because it is currently unfinished, unsafe, and has several existing sub standard Construction Related Issues including inadequate draining, lack of Water Proof retaining walls, Damage Framing materials and more. The project will create one Dwelling Unit to maximize density and exceed the density for the Rh Oneb Zoning unit by adding one accessory Dwelling Unit for a total of two units. A single Family Dwelling are not subject to rent control. The proposed structure needs no variances or other exceptions. Its compatible with the surrounding context in terms of massing, scale, and is within the height limit of 40. For the Departments Adu teams theres no minimum size for adu. Any negative impacts for adjacent properties would not be significant. The department finds the project to be compatible with the plan and necessary and desirable for the community. The removal of a uninhabited home to be replaced with a new home, plus an adu. Remarkably in this era of contentious neighborhood dispute, this project has the support of all the immediately adjacent neighbors. Limited opposition to the project comes from some residents who are primarily concerned about the amount of construction thats occurred in the neighborhood. Theres virtually no objection to the homes design, so thats one bit of good news. Not being asked by staff or others to resolve issues about Privacy Or Light or air. Thats because the defits in quite well on the block. If you show slides two, then three, ten four please. As you can see in these slides, there are large homes on large lots on this block and thats why this large home fits in there. Its all about context. As your staff put in this report, the overall Scale And Design is consistent with the Block Face and the contemporary and context sensitive design. I want to make a few points. First, the foot of the home will actually be smaller than the existing house that encroaches into a setback. Slide 5, please. Second, as you can see in slide five, a substantial portion of the square footage is below grade that will have no impacts on the neighbors and you can also see were building well below the height limit to minimize the visual impact. Finally, this slide illustrates two important points about context. As you can see, the lots on this block are very large typically double or triple the average lot in the city. Average from 7400 square feet with this lot in between. If you take into account how this project will be perceived by neighbors, youll see that the proposed home is well north of the block. The aadjacent homes have Scare Footage above ground with this project in between at 4,800 square feet. The project will add a Dwelling Unit and has access to the substantial Rear Yard of the project. This project will solve a Neighborhood Problem by eliminating an unoccupied building. The existing structure has been uninhabited since 2013. That was permanent issues, a twelve Month Notice of violation and it was stalled for years in starts and stops and was sold to a developer without addressing it. The a house then presented by a Project Sponsor here. I can go into more about the details, but youve heard about that in our submission and from staff. The significant amount of demolition required just to begin the effective construction. Results in situation with the cost and time required to mediate the defects to exceed the cost of impact correcting it once and for all as is proposed in this project. Thats why deconstruction and new construction is the best option for everyone concerned including the neighbors concerned about construction fatigue. The Project Sponsors are sensitive to the impact will inevitably have while the evacuee vacant building and will give neighbors notice about particularly destructive construction activities and work on a Traffic Management Plan to minimize Parking And Access issues on this deadend street and make sure the neighbors have Phone And Email access to their Construction Manager to address issues as they arise. And, by the way, this is not a plan of just simply demolishing a house. The plan is to deconstruct the house and maximize the reuse and recycling of existing material at the site and this project will meet or exceed green building standards. In some, the project will transform a structurally pro myselfed house and create a beautiful single family home. The support of immediately adjacent neighbors and approve the project. The Staff And Project Attorney Summary didnt represent my concerns about exacerbating the Neighborhood Affordability or lack there of. Also, we were never contacted. I want to note that my home is downhill of the project and the downhill homes were not shown for context. Further to a letter that i previously submitted to staff and the commission, i oppose the Projects Submission and respectfully request that the Planning Commission does not approve the permit. My overall Summary Level Point is the existing building has been built twice in the past five years. Any construction deficienciys that apparently exist despite the Citys Inspection with less waste on the uphill side of the street dwarfing the downhill homes into the degradation of the Character Reference to recently built huge mansions as an established precedent is misleading based on a new precedent recently built does not have to become the inevitable. Several homes are about to be sold in the for further buyers to pursue vanity homes andtary downs. This has been the predominant experience on belgrave of recent. Providing a tiny adu should not justify adding a 2,000 square feet. The proposal these projects contribute directly to the Affordability Crisis in San Francisco. Clerk thank you. Thats your time. Good evening, commissioners. My name is jeffery webber. My spouse and i reside at 77 Belgrave Avenue. We strongly support the project for the four following reasons. Fist, an unfinished residence is being replaced by a thoughtful and welldesigned residence with an accessory housing unit. Second, Project Sponsors have done a thorough job with respect to Neighborhood Outreach and agree this project will minimize impact to the neighborhood with respect to construction. The sponsors have also taken feedback and updated the design appropriately. Thirdly, the design of the project fits with the overall aesthetic particularly on the southern side of Belgrave Avenue. And its appropriately sized for the size of the lot. Thank you for your time. Hello. My name is John Kate and ive lived here since 1997. I am opposed to this project because it continues a giant precedent of giant homes looming over the street blocking light for downhill residents and destroying the character of this once modest street. It lies in the face of affordable housing that only the most fortunate can afford. For years and years while owners pursue approvals and plans. In the past eight Years Construction on small street. This will make the fifth approved tear down on the street of 30 homes. Process for years to am come. I have nothing against remodelling ones home with the demolition of perfectly good homes is becoming an epidemic. A 370 foot square Foot Adu makes the project more acceptable. I have no reason to question the sincerity of the Project Sponsors. What mechanism is enforced to ensure its ultimately rented on the open market and not just held. Finally, a word about process. The Planners Summary notes that Sponers Notice of such need. Thus, the notification of Todays Meeting was the first we heard of this proposal. Finally, i would note that at least two on the supporting letters that i read in the Information Packet on individuals who themselves have built or purchased similarly large homes. The project should be denied because it is unnecessary and disruptive. It runs counter to the goal of affordable housing. Three, its environmental destructive, and, four, it continues the process of changing the character of a modest San Francisco neighborhood. Thank you. Yeah. This is matt oheron. Just calling in to confirm a couple of things and misconceptions. Im a neighbor across the street no outreach whatsoever. Otherwise im here in the neighborhood and we might do some aesthetic changes to the facade. It certainly sucks that the foundation has issues. Not surprised, i guess. Although i would prefer a little more due diligence on that. But thats the citys problem. Thats the building inspections problem. As people noted, its been five, six, seven years. So that is a concern. The adu, you guys can save the money, save the extra truck, save the crane, whatever. We dont need it. Its all part of the deal of the way the laws work, but we get it. Everyone knows whats happening here no ones going to and rent it out to some kids in the Back Yard and b, the color of the fog that rolls through the city, so theyre just making the neighborhood grayer and more dismal particularly on this side of the street. So i dont agree with fitting in to the neighborhood as it once existed. At least thats the reaction that weve felt. Ive been here 20 years. So, you know, this isnt a legal hearing, its just a venting hearing and a Discussion Hearing and youve got to do what youve got to do, but thats the correction to some of these points. The two houses and the one thats there now and i just want to focus on the demo calcs because there was no demo calcs for the alteration of the 1940 house which fit in with what was up there from 2015 to two thousand sixteen for this one i think i wanted to highlight that because i think it was an issue that wasnt looked at and maybe that shouldnt have gone on and the house should have been listed as nguyen teen00 square feet and im very synthetic to the neighbors, but i think go back to the Root Quad cities ask that their demo calcs were not done properly back in 2013, 2016 with all those permits coming out for this project and ill just say that ive never seen an adu get on the market and you have even bigger ones like 653 28 street where you impose the adu on the developer and that adu will never hit the market and, in fact, i dont know whats going on there but they took it off the market because they cant even sell it. Just little tidbit things to think about as you discuss this and the reason i talked about the one in general public comment is they were asking 8. 9 for the entitlement and thats never been occupied in a similar period of time and i think belgrave caused that but i think its just a general disease of the problem that youre not using the demo calcs for alterations as they were attended. Commissioner thank you so the Project Sponsor and to the folks who called in many and also who wrote in about this project. Im wondering if you can let us know would the sponsor be open to increasing the size of the accessory Dwelling Unit . The concept of having the Dwelling Unit be that size is it would be an affordable studio Dwelling Unit. If you increase the size of it, it just becomes less affordable. So can i say absolutely not . No I Cant say that, but it was designed to be affordable and to allow the remainder of that floor to fit in with the program this Project Sponsor wants to have. Commissioner is the Project Sponsor planning to occupy the unit for the home. Occupy the home, not the unit. They could decide to charge whatever rent they wanted if they want to make it affordable to a certain income group. Is that correct . They have criminal over what they charge. They will own it, so, yeah. They have control over the rent. Okay. I do definitely sympathize with the folks who would like to see this home become a home again and provide that housing to anyone. I would be interested to see a larger accessory Dwelling Unit provided and i will end my comments there and i look forward to hearing my fellow commissioners. I find the accessory Dwelling Unit more a means for approval rather than really an effective commitment to the Drawing Unit that has a size by which it has a certain amount of equity or amenities. This is basically Cost And Size to our Group Housing we saw in the project just a few minutes ago. But that said, the project fits in context. I could basically approve the project without the adu because the adu is unconvincing to me. Not to talk about the fact that we do not have any rules in place by which this type of space has to be rented to people. We would like to take advantage of this type of dwelling type. The ability for ultimately integrating this adu back into the complete house is obvious when you look at the unit, you can dismantle the walls and annex the adu to the rest of the lay out of the home. So im prepared to approve the project with or without one. The adu itself is not a Selling Point for me. Commissioner diamond. Commissioner i agree with Commissioner Moore. Im prepared to approve the project as proposed with the size of the adu as it is. Theres no requirement per rental. So i dont know that increasing the size of the adu does much to increase the rentability of the unit. So i would make a motion to approve the project as is. Secretary is there a second . Okay. I dont hear a second. Commissioner i will second. Secretary okay. Commissioner if i could chime in. In terms of Commissioner Moores comment, and also Commissioner Tanners comment as well in terms of the adu. It is very small, it is considered a unit for an sro and i wonder if theres a kitchen or its probably more of a kitchenette at this point that id rather see it without an adu because it looks like its more of a way to increase density but without really having a quantifiable sized unit for an appropriate adu unit. So, yeah. So that is my Comment And Id rather see it without an adu. Very good commissioners. Theres a motion that has been seconded to approve this project. On that motion, [Roll Call] that motion fails 32 with Commissioners Tanner and imperial voting against. Is there an alternate motion . There is no alternate motion to continue potentially the project would fail. It would be a defecto disapproval. I see Commissioner Diamond requesting to speak. Commissioner diamond. Then lets try moving to approve it without an adu. Let me ask the Project Sponsor or their attorney. Would you rather see this project without an adu or with a larger adu . Um, i guess i would say we would defer to the commission. On the adu, mr. Maniscalpal worked with Planning Staff to construct it, design it in a way that it was a fully functioning adu with a separate entrance that is well demarked and with access to the yards. It does have a fully functional kitchen. So i just want to push back on the notion that this is a facade, that its not really going to be an adu. Its designed with Staff Input and modifications that staff requested to make it a usable fullfunctional adu. To not approve the project, i hope everyone understands means that this structurally compromised uninhabited building is going to sit there even longer which is in no ones best interest. Commissioner that motion failed. So i need to try another motion here. Is the preference from the Project Sponsors perspective no adu or a larger adu . Um, i dont have the Project Sponsor in the room with me. I would assume rather than compromise their land for their own, theyd rather have no adu. I dont see how thats a good public policy, but i defer of course to the commission. Commissioner Commissioner Diamond, id be prepared to continue this if you dont feel comfortable doing that. I guess im going to ask Commissioner Id like to hear more from Commissioner Moore as to she was the one who raised the issue initially about no adu, so id like to understand from her sort of what the thinking was about no adu versus the one they proposed and worked with staff to design. Commissioner thank you, for asking the question, Commissioner Diamond. I believe that adu is not enough of a commitment relative to the type of adu we have seen in overly large homes. We mostly speak about Unit Equity ask an adu is not necessarily a target of Unit Equity but the 317 square feet in is this particular case is a fraction of what the Roof Deck is like which is 490 square feet. So there is a certain amount of common sense in that large of a home and i believe in this particular location a lot of due small allocation of traditional space can be made to make these units slightly larger. I do appreciate the sensitivity of the overall building design. I think the Site Entrance is very well placed, however, the Unit Size does not quite meet the expectation i see Commissioner Tanner and imperial will also say. Again, on the larger scale of arguing, since we do not have any rules in place of how adus need to be used in order to meet the policy issues that we all agree on, i feel that my hands are tied to say i can approve this building with or without the adu, because at this moment its just a stow away. To so use that kind of a crass word, but the effectiveness of the adu to inviting another person into this large home has to be slightly larger than what it is. Does that kind of explain. And, i guess i was looking for guidance from the Project Sponsor as to whether you want us to continue this so that you have an opportunity to work with your to ask your plan whether or not they would prefer no adu or a larger adu or do you want us to guess. Im struggling to figure out what you would like here. I apologize, Commissioner Diamond. They have confirmed that if given those two options, they prefer no adu. Okay. Well, lets try that then. I would make a motion to approve the project with no adu. Second. Secretary okay. That motion to approve the project without an adu. Commissioner i think Commissioner Fung had his name in the queue. Commissioner im sorry. I see mr. Fung. Commissioner i would prefer to have the adu. Recognizing that this is a very large house and they could have easily created a larger adu, but i look at the smaller unit perhaps winds up to be a little bit more affordable just because of its size and therefore i would support it. If the motion is to remove the adu, then im going to vote against it. So we have to vote on that basis. Ill just note, ill be voting against the notion as well. I think that having a larger adu, maybe six hundred square feet and make it a onebedroom instead of a studio is a more habitable space. Any adu would be approved. We have no idea if it will become rented and we have i think coming in 2023, theres supposed to be rental industry and maybe well get more information from that. The its always up to the homeowner and the Property Owner whether they rent it or not and if its some other help or other family members living there. Thats fine there too. Its providing housing for family. And when this family is there i think there will still be a Dwelling Unit that can be rented and can provide housing for people. So while its easy to be skeptical of the intentions of the home own because its such a massively large home and they may not need the income from the rental and make the project work, I Cant support this if it doesnt have the accessory Dwelling Unit. The decision to include the adu or not or reduce the amount of housing is to some extent a Policy Question for this body. But i would encourage this before going in that direction, i would encourage this body to consider continuing the matter and asking staff to work with the sponsor to find a solution that includes the adu. So i move to new and request during the Continuance Period that the Project Sponsor work with staff to increase the size of the adu. I dont want to specify a number because i think they need to figure out what it is and it needs to work with their design, but theyve heard all of our comments. If i understand, Commissioner Tanners comments, she would like to see an adu of at least 600 square feet and the Project Sponsor would be amenable to an approval of the Project Tonight with the stipulation that the Project Sponsor will work with staff and increase the size of the adu to no less than 600 square feet. Commissioner so i would be amenable to doing that because based upon the comments that mr. Amen made earlier, if we continue this, its likely to be until sometime in september and given this particular issue, i feel like thats an issue that Project Sponsor and staff could work on together so long as its 600 square feet, i dont know that wed have to see it. Commissioner im also in support to design a unit up to 600 an adu up to 600 square feet, but i would like to have a brief presentation for that to at least be acknowledged for us. I do not basically normally support projects just by designing with words. That doesnt work for me. So im in support of the motion to approve the project conditioned on the fact that the adu will be enlarged up to 600 square feet but that the project has to come back to be shown to the commission just for general acceptance. Mr. Jones of 4262 26th Street Resident of the property two doors to the west. Hashish mediwar. Resident of the adjacent property to the west. Peggy and Steve Mccallister residents of the adjacent property to the East And Jacob Schwartz And Shannon hughes of 447 Clipper Street, residents of the property to the north along with Moira Sirus of 445 to the north. The residential design guidelines related to the impacts of light, Privacy Scale and form of surrounding buildings. Height and depth compatible with the typography of the surrounding area compatible with the Building Scale at the street and the existing pattern of sites facing along with l the proportion if size of windows in the existing neighborhood as well as the preservation of a historic. No letters in support of the project. The Planning Departments review of this proposal confirms support for the code conforming project as it conforms to the residential design guidelines. The existing house is not an historic resource and was evaluated above the threshold for affordability allowing it to be demolished. The fourth floor is set back 16. 5. The escambia of the neighboring buildings and for the perception of the building to follow the typography of the site. The scale of the street is also articulated by creating a 54 setback to bring it into close relationship with the prevailing width of buildings on the street face. This Building Permit application was submitted on february 14th, 2018, nearly a year before the effective date of the advised Rear Yard requirement ask is therefore not subject to the revised minimum of 30 Rear Yard depth. The Ground Floor is the only level that extend to the 25 allowable Rear Yard line. With the massing of immediate adjacent neighbors. Of the Rear Yard and maintain it as a functional component. Although, the existing condition has a Side Yard to the east and a 5 Side Yard is proposed, Side Yards are not a prevailing pattern in this neighborhood along their edges to maintain privacy. The Dr Requesters are separated from the proposed project by over 80 and dense foliage that would provide privacy. The overall amount and proportionate Glass Isnt keeping with the surrounding buildings. The sponsor has also provided Asia Doe Study which indicates additional shading on additional. There are no exceptional or extraordinary circumstances and recommended not taking discretionary review. However, the Dr Requesters have reached a compromise to limit the roof the building to be no higher than 309 feet 6 in elevation. And that is shown on sheet a201. The b, Use Glazing and window 105 on the second floor also shown on sheet a1. 01 so that clear glass is used no lower than 6 above the lower floor. The front set back shall be increased by 2 on the third and fourth floors. The rear shall be set back an additional 34 on the floor and the east side set back on the third and fourth floor as shown in revised. A1. 02 and a1. 04. These will be illustrated in the following stregs by the d. R. Requesters. Therefore, staff recommend the commission take the dr and take the project to memorialize these proposed conditions. It was only built from 1925 to 1931 thats on page 90 of her study and she recommended theyd be further studied and this is the predominant house for 801 sanchez in knowy valley. So i just hope that the staff will think about this in the future and i know when i got the Preapp Notice for this project, it originally was going to be an alteration and then it changed three weeks later. I think this style is very unique to San Francisco and the house next door at 4258 was victorian and that facade is preserved. The house is for sale now. Theres also a setback that the house has the adjacent house has from their property line. Its a total 14 from those buildings which i think opens up Light And Air to that building. Were also increasing the rear setback there of 34 which will provide additional light near the other adjacent building. Next slide, please. Additional on the top floor, were continuing that to the top level and increasing the front setback by 2. You can see the additional changes there. And we are here for any questions. In my Report Today i will update on the economic recovery and really exciting Summer And Fall events which will support our economic recovery. A successful implementation in the Race Equity Action plan that i think youll be proud of. Finally ill Bid Farewell to two long serving staff. The full board of supervisors will consider the ports amendments to the budget next tuesday with final approval on july 27th. The approved changes to our budget with exception of the interfund loan. The city graciously agreed to fund a interfund loan to avoid staff layoffs and recover from the pandemic. We will instead rely on federal stimulus funds that we will not need to repay. Well begin work withing the leadership on the fy22 23, and fy24 budgets. This will pay special attention to enterprise stability vitality. Key staff resources. Our port is small but mighty and we need our resources and other expenditures to capital improvements that retain and expand revenues, help us grow over the long run and help us support a key Port Mission and strategic plan. Our savings account. To build back the ports reserves. Key to our Stability And Vetting our organization against emergencies and unexpected challenges. Based on the last 15 months we certainly know we have those. The port continues to face serious financial challenge because of covid impacts will span five plus years. To the point we get back to our prepandemic revenues. The american stimulus funding helps repay the revenue losses from the pandemic, we still need to solve for the revenue losses during the period. New revenue streams that will aid us on the road to recovery. That is called the eri, the economic recovery initiative. Youve heard the director of Admin And Finance speak of. To the americans Rescue Funding and finance. The Budget Act including 250 million allocation from the federal american Plan Act of 2021 as weve been reporting. This is the first financial relief available to public ports. The States Land Commission is responsible for allocating the funds. The ports are working with the States Land Commission on the funding guidelines. They are very strong and clear. Our staff will be meeting with them on friday along with any other ports to suggest any amendments required. State lands has stated its goal is to obtain the funding as quickly, efficiently, effectively as possible. Events. The port is very excited to safely start reopening the Water Front. It couldnt be a better time because summer is here. There are so many adventures that will be had here on the port. Were happy to host seven and a half miles of enjoyment. In addition to fireworks on jule public. The Water And Transportation authority have opened ferry services and lowered fares. As we open to pier 45 were operating at full capacity. The San Francisco giants are in first place. Next month well have the return of cable cars and have the F Line running. This fall the port will begin activities on opening activities along the Water Front including cultural events, art installations and exhibits, retail markets, were very excited about this opportunity. This september well welcome back cruise ships which bring three thousand visitor it the Water Fronts each year. Were definitely in a better place, were not at the end of the covid pandemic. San francisco continues to reduce hospitalizations and cases and increase vaccinations. Vaccination is the most effective tool to beat the virus and stay safe. They are are proven to be highly effective against covid 19 including the Delta Variant which is the most dangerous in california. Twelve years and older received the first dose with 75 being fully vaccinated. That number climbing up will continue to keep our city safer. In light of our Cities Progress on vaccination our department of human resources has implemented an important policy for our work force. It requires employees to report their current Vaccination Status by July 28th and be fully vaccinated no later than ten weeks after Fda Approval of the covid 19 vaccination. Were working on our return to the Office Roll out that prepares our staff to very successfully return to the office. We celebrate that team. To equity. As the port continue it do the hard work of championing racial equity and works towards creating an anti racist organization a great win for our local community. Recently the Portland And Effort to promote an effort towards a partnership between the boys and Girls Club and our peer 80 terminal automotive services. This has led to two full scholarships through the girls and boys club. Two young boys and women have been selected. They are on their way to long life skills connected them to the Bay And Love of sailing. The next months sailing camp beginning july 19. Now sadly for the port but happily for two staff, i would like to make commendations for retirement staff. First kerry. Nineteen years of devoted public service and two tours of duty at the port. Engaging in conversations that support progress in our organization. In her time with the port she did extensive Community Engagement Work with the Planning Division and was Project Manager on two important projects. Through her years her compassionate and engagement work. Well miss you. Secondly id like to commend diane, our Planning And Environment. She retired at the beginning of last month, or the last day of last month, the 30th of june. Diane dedicated 41 years of service to the city at the port. Her work is instrumental towards shaping the Water Front and neighboring communities. She gain her remarkable career of public service in 1989. She joined the port on a temporary assignment to help draft what would become the first Water Front Land Use Plan and published in 1997. I dont think anyone thought this temporary assignment would be so long or impactful. Without exaggeration her work literally has helped us Plan And Program and prepare every inch of the seven and a Half Mile Sef Water Front property. Work to ensure our community advisory groups and partners had a Set Seat at the table and were Part And Parcel of all Port Planning processes. The Community Leader and across departments. Finally diane will be remembered for being an outstanding partner who always worked to advance the greater good. Drawing people in and helping them see how they fit into the larger mission was truly astonishing. Please join me in congratulating Kerry And Diane and wishing them well on their hard earned retirements. thank you for your great work. A lot of great stuff happened along the Water Front. I had a front Row Seat of the expertise that she would provide to staff in a calm, soothing precise manner through the work of the real Estate Team that she had in her prior work. She helped integrate real estate concerns into all the planning documents. That link she played was so critical. It was wonderful to watch her work. She would start her questions with oh, we just need to plan, a maritime it would be a difficult question that you didnt think you could answer by the end of the meeting. The preparation she took and get insight from staff helped us get us to the finish line. I think a way that made us feel good and listened to. Learning about your previous work in the Development Team made me feel so impressed that you could go to the Development Background and planning work. I feel theres no balance to what you can set your mind on. Apply your great gift to many different areas and disciplines. Thats a special skill that you have. I enjoy hearing about your family and those moments with you. Im going to miss walking by your desk when we go back to pier one. Dont be a stranger and congratulations on your retirement. thank you. When i joined the port in 2016, i felt lake i joined aif a championship team. Your reputation was such that it was your Water Front. I cant believe how much you trusted me and welcomed me. It shows the spirit that you have. That you have so generous in terms of sharing leadershipershp rodes and making sure others have the opportunity to provide input. We had lots of conversations where i had to hear you so clearly. I felt bathed in a giant bath of words and concepts. One things i so admire is learning about your communication style. When you have concepts you are are trying to convey that are complex and nuanced, you take the time to understand where someone is coming from. That takes such respect. We sat next to one another. I missed so many a Bart Train because i asked why something is the way it is. You took the time to help me understand why the Water Front is the way it is and why we do things the way we do them. Thats a gift that keeps giving to the port. Theres so many bad things about you two retiring. But there are good things. You are part of our future advisory members and we hope to you have engage in the Water Front in your Post Retirement World to make sure were doing it right and take into consideration all the things you want us to take into consideration. Even though i went onto do other things for the port, i left, youre like this enabler. Youre the Pod Piper of the port. It was irresistible when you stood. We were having lunch in my living room, lunch with four people. Your little self stood to say why we should come back for the water plan update. We were sold. Thats just a small an he can a. It symbolizes who you are and your personality and the print that you put on the city. Im so glad to call you my friend and this moment. Congratulations. Youre amazing. thank you. Seeing how she has given over 40 years to the port im going to read every word of this resolution. Diane has dedicated her 41 Year Career to improving the city of San Francisco and the port of San Francisco waterer front. And whereas, diane began her career with the county in 1980 as a planner and whereas, the 1980 to 1990 she quickly rose through the ranks from a Copy Reader to a planner two to planner four to environmental review, and whereas, the eir was coordinated and won a national award, and whereas, the 1989 diane agreed to belong to the port to help champion the port to the Water Front agreement; and wherea unbeknownst to her to the special areas plan, completing these negotiations in 2000. Upon adoption in the amended special area plan, a non stop years long effort to achieving the Water Front overarching goal reuniting the city with the Water Front. A multitude of public access, open space, maritime, mixed use, historic Preservation Planning and development project. And whereas, for many Years Diane led the Development And Organization of the Port Committee for these projects including the Water Front advisory committee, the northeast earn Water Front advisory group. And whereas, diane also led the Planning Division and many major development projects to assist the San Francisco Water Front including the Ferry Building, pier one, piers one and a half through five. And whereas, diane led the Port Team the work with city, regional state and historic Planning Agency to establish two national historic districts at the port. The embark Dero And Iron work. Many maritime projects including piers 90 through 94. The Downtown Ferry terminal and high street harbor improvement. And whereas, diane supported a decades long planning initiative that led to the eventual development of pier 70 and mission project. Diane facilitated a delivery of Water Front improvement including promenade. She began leading multi agency disciplinary team for three years including over one hundred public community meetings to update the Water Front plan to guide port developments for many years to come. And whereas, in 2018 to the B Cdc special area plans under way. And whereas despite the monumental work Loads Diane has actively participated in extra curricular activities including growing on the island before the water now therefore be it resolved that as a result of dianes never wavering work, collaboration, and dedication, the Port Today is a World Class Destination that also serves and benefits city and regional workers, visitors, and residents from all walks of life. And therefore be it resolved that the port of San Francisco will forever be grateful to diane and the entire oceanal multi Work Family who supported her and she devoted countless hours weekends years and ultimately decades to public service first with the Planning Department and then with the port of san. Particularly i would appreciate removing a Traffic Lane and making a wide two Way Bike Way which will give people on bikes and scooters a safe space out side of the promenade. It was really such a partner for me and made it possible for me to have any success at the port. I remember our desks were adjacent to each other and we talked often into the night. I know diane better, i have not seen kerry as much because she has been behind the scenes on the commission sides. Hearing all the stories about you and that youre both so amazing an your Dedication And Quality and excellence of your work an contribution has made what we do at the commission so much easier and we can do our jobs as commissioners because we have such great staff like you and well miss you so much. I remember in particular in dianes case, i was not here for the first Water Front Land Use but i was here for the second. We encouraged the out Reach And Organization of the teams, i thought this was going to be a impossible task. Diane was never she took it very calmly. We had conversations about who should be on the task force. You just have that calmness about you. Youve made a lot of sense out of this very complex work that we had to do. You came back an sorted it out with us. As many people have said, your communication skills came through to be able to make something so difficult, i remember going to one of the first meetings and we knew that we had so many diverse points of view in those Working Groups. We knew it wasnt going to be easy. They were there for a reason, we put them there for a reason. I didnt know how to hurdle those tasks. I was amazed when we came back to commission an said we have 161 recommendations with unanimous consent. I was just floored how you could get that out this of large group of tremendous group of people. You were able it drive them into consensus into the final recommendation. Thats one of the most amazing skills i have ever seen that i can say i witnessed firsthand. Everybody else said they worked with you daytoday, i was most impressed. I know you passed on some compliments to me about my comments. I appreciated very much. You were always very centered and calm. I appreciate that so much. Were really going to miss you. One thing i heard through all the comments from your colleagues, from the declaration is that you both have the ability to breakdown incredibly complex concepts and build consensus. Collectively almost 60 years of public service to the port. I want to wish you Nothing But Prosperity and relaxation in your time to come. I will say, diane in particular, when we looked at the 2019 update to the plan, the community and your process is unparallel to anything that ive experienced or seen someone who has interfaced in the city in many different facets. You should be so proud of that. Were so beloved by everyone. We hope to see you and come and point out when we need to do things better. When we need to involve community more and do things more equitably. Thank you both. thank you so much commissioner. thank you. thank you. Commissioner burton. i havent been on the commission that long but ive heard the stories about both of you. If you want to give thought to saving another couple years so i can get to know you even better, youd be crazy. There are some people who need recognition for what they do and others get up everyday and just do it. Thats what you both have done. Its just unbelievable. This is just so well deserved. Wow. Diane, you are a force, class act, your tenacity. An both your and kerrys historical knowledge. You are visionaries. You both have something that a lot of people in life will never have, you have credibility. The community trusted you. A lot of people arent trusted in life. You can work with people, but to trust people, Thats Something different. You have the trust of the community. Most people that aint for sale, you cant buy it. That goes a long way. I work with people but a lot of people, ill never trust them. They say that dogs and children can spot a fake anywhere or can tell when people arent real. You have that god given credibility that people trust you and that intreg rit. Integrity. Please leave it upon E World will be a better place with the Integrity And Credibility that you have. You kept your principles first, you looked out for the communityand they knew that youe looking out for those who couldnt fight for themselves. Somebody has to speak for them and they trusted them. I dont know if Theres Anything left to say but i do have to add my two cents. Ill start with kerry. I was fortunate to work with you. I will always remember you. Every time we have a commission meeting, kerry did this. It has been so wonderful working with you over the years. Bringing you back to do the Water Front, you guys did it in half the time. Thats how had you do with all of your historical knowledge. All of your Community Knowledge and Engagement And Trust as everyone has said. Its been an absolute pleasure working with you. Hopefully youll become a Water Front watcher also. thank you. diane, i could just go on and on and on. Starting with the Water Front plan. All of the special area documents and the joint meetings with the redevelopment agency. The B Cdc meetings. We were engaged at the hip for my first two or three years at the commission as we were putting the plan in place from all of your brilliant work. Throughout the years, i always say diane, you are the Water Front plan. We wouldnt be where we are without you an all you put in the adoption an updates and community engagement. You have touched every inch of our seven and a half miles in some way. You have left such a legacy here at the port. You have done it with a smile on your face. Patience and calmness. Regardless if i understand where we were going or not. Im so in awe of you. Thank you for your commitment to San Francisco, to the Water Front, to the staff. The port is is such an incredible place. My 17 years, my 19 years. Its like no one wants to years. You have to stay engaged an involves. You have truly transformed the Water Front. thank you so much. Gentleman now i will give you two the opportunity to say something. And big ship coming by and the lake, you know, bobbing the docks around and that salty smell you know it from whale boating, right. Youre just on the water. And its a working harbor. And i feel like i came to the port because i i was impressed with you and the work, but i think that it was because it felt familiar on a lot of levels. And im just so grateful to all of you for letting me work here and to make a contribution to a place that feels like a little part of my d. N. A. So thank you. President brandon its not a little part. President brandon and colleagues, i actually had to get my head together around this because it is a big milestone so i hope that you can indulge me for a few minutes to just share some of my thoughts. Because it is, it is a total honor for me to care for the waterfront with you. And the port has so many talented people to meet all Needs Day to day and long term. Its an amazing combination of expertise and passion. And the public too loves this waterfront. Its a special resource. So to bring it all together in these collaborations with our tenants and our community and with our partners across the state and region, really, why else can you get that kind of opportunity . Its been a real blessing for me. Elaine, i want to extend a special thank you for letting me to be part of the leadership team. You have created an incredible brain trust. I love that camaraderie, and everybody no one is beneath rolling up their sleeves and getting into the mud and working through the problems and coming up with new solutions and opportunities. Its the same thing that will continue to make this waterfront amazing and wonderful. And i think that i want to also to extend a special thanks to my team and to Planning And Environment division. But you have patience and the staff and the Planning And Environment division, whatever you do along the waterfront it will be well planned and they will ensure that it is well planned. Its sustainably designed. And Theyll Work to combat climate change and to create healthier communities and to bring joy for the publics benefit because we all live the fact that this is a public waterfront. And thank you court commissioners for your extraordinary leadership. Commissioner burton, we may not know each other personally, but i know the Burton Act and i have been working towards that every day. And like the waterfront, the Port Commission has had to be involved to meet the constant changing public and economic needs that the city faces and your ability to dive into the complicated details and the requirements that it renders is really amazing and you provide a true public forum to make everyone feel welcome, to come and to talk about what is important to them about the waterfront. And then you modeled that accountability by making sure that we are responding to those needs and desires. So thank you so much for supporting the staff, for doing its work and for the contributions that you make to the city and the state for all of the work and hours that you put in. And i want to express a special thank you to you, President Brandon. You know, much of this waterfront has been reunited with the city under your watch. And theres still more developments ahead, i know, but i really, truly appreciate your early leadership before it was fashionable to recognize the historic disparities and to direct actions to create an inclusive and an equitable waterfront. And I Cant wait to watch for the future collaborations that will come of it, just like elaine was citing in her e. D. RePort Today because those will make the San Francisco waterfront even greater. So and then finally, i need to give a shoutout to my husband paul. Hes a rock and my best friend. Hes really as a city veteran employee, hes provided me with a space and the wisdom and the counsel to support my work ethic, but also my home and Work Family balance, because the waterfront is really a family in my heart. Clerk item 8a, proposed quick Build Traffic and Curb Management changes in the central embarcadero, per the San Francisco municipal transportation Agencys Embarcadero Enhancement program in support of the Citys Vision zero Traffic Safety goals. Good afternoon, President Brandon and Vicechair Adams and the members of the commission. We are here again today to discuss the embarcadero enhancement project, which is a San Francisco municipal Transportation Agency Vision zero Transportation And Streetscape effort to promote safety, Mobility And Connectivity for all modes of travel along the embarcadero. Thank you for your comments a few weeks ago on June 8th and may 25th. We also found valuable the many public comments from the may 25th Port Commission meeting. And at Todays Meeting well address those questions and comments. And well start with stacy and then mark, and gabriel hall, all who will provide most of the presentation. Can i have the powerpoint please . Thank you. First, in the presentation, first well describe some of the recent vision zero improvements along embarcadero. And the efforts that have shaped the plans before you. And then to describe an approach in providing samples of proposed signage on the promenade to encourage wheeled vehicles to use the proposed Bike Lanes. Theyll provide explanation of Traffic Flow and single timing with extra focus on the Broadway Intersection. And on evaluation of proposed improvements. And then i will come back and provide describe options for regulating uses on the promenade. And ill finish up with that. First, i would like to touch upon about what vision zero is and why this project is before you. Can i have the next slide, please . Vision zero is the Citys Road Safety policy that will build Safety And Livability into our streets. The goal is to create a culture that prioritizes Traffic Safety and to ensure that actions on our roadways do not result in injuries or death. The Port Commission adopted the Citys Vision zero policy in 2016, showing its support for this goal. Can i have the next slide, please. The Experience Today what it feels like now the Embarcadero Roadway is for many people, its felt to be unsafe for either walking or cycling. The crossing distances are very wide. Traffic can move when it is moving well it moves quite quickly. And the Bike Lane is narrow. Its a lot of people that are not comfortable on it. On the promenade, its uncomfortable because so many of the wheeled vehicles, whether theres bicycles or scooters or other personal mobility devices that we see now, are all trying to share that same space. I think that what these point out is the challenge that brings us here today to improve the safety along the roadway for pedestrians, for cyclists and for the other mobility devices and for the vehicles as well. And were going to and at the same time, to look at how we can efficiently move. So thats the challenge in front of us. And now id like to hand it over to Casey Hilldrith to address the questions that youve had in previous meetings. Thank you. Thank you, dan, and thank you, commissioners. Next slide, please. So we started back in 2013 with the Planning Process, known as the embarcadero enhancement project, to envision a complete street for the corridor to improve safety, which, you know, does mean adding protection for people biking. And to increase the safety, to increase the share of people cycling and to support sustainable economic growth. But because we had a sense of urgency to address safety, you know, to leave no stone unturned, the Port Staff have moved forward with a number of Spot Safety fixes over the years to achieve nearterm safety, fixes while continuing to build towards the longerterm vision. And so these are just some representative samples of really trying to, again, to maximize safety of the sort of the existing framework of whats out there before we would move to something more potentially disruptive. Next slide, please. This came into stark relief with the death of a cabdriver and a beloved member of the waterfront killed at the hands of a hitandrun driver. So in addition to some of our other Spot Safety fixes, sfmta and the Port Staff moved forward with a response that included a partial road to south bound embarcadero which you can see in the bottom of that slide. And while moving forward with safety fixes to the intersections of Battery And Embarcadero and sampson and the embarcadero. And these were important to note with this project that because we had been talking to the community over many years about the embarcadero, we knew that the northern segment of the corridor was particularly challenging when thinking about a longer term vision. So as we addressed safety on the embarcadero, we also implemented sort of an alternative Bike Route off of the waterfront to support the overall Network And Building safety, not just on the waterfront, but to and from the city. Next slide, please. So that was the safety fixes that really kind of go handinhand with the outreach that we conducted over seven plus years. Next slide, please. Just i think to remind some of the folks that are listening in and the commission we really kicked off our process in 2013 to 2014, with a series of design workshops. Using sort of a Game Board Format to really understand from stakeholders what they cherished most and what was potentially, you know, up for a change to improve safety. We had over 100 participant in these workshops, and they did represent i think a full range of opinions and visions for the waterfront. We used an outside facilitator to provide sort of a welcoming and unbiased format and i think that was reflected in a lot of the feedback that we received. And since we developed this sort of a list of sort of key themes that we used throughout the remainder of our Planning Process, and that included really looking at Fishermans Wharf and pier39 separately due to the somewhat separate issues up in that next of the woods. Next slide, please. We returned in 2016, really focused on taking that feedback from the workshops from 2014. And then applying a rigorous assessment of the Bike Lane alternatives. We needed to settle on how we would move forward with protecting People Bicycling in order to really round out the complete street and to understand where we could improve conditions for all modes. We had over 200 people attend this open house and to contribute to a project survey, and clearly out of that was that the Twoway Alignment was preferred for a variety of reasons, and that the folks who did weigh in, you know, most of them worked or lived or used the embarcadero daily and a good number of them had businesses or lived on the corridor. Next slide, please. And that all was solidified in 2018 when we presented a more refined concept for the bikeway along the waterfront. That, you know, that goes along with these sort of larger meetings go along with numerous countless meetings with virtually everybody that would was willing to talk with us over the years on the right there i want to just point out that one is just media. So having, you know, trying to reach the broadest possible audience, even a regional audience, through some leveraged media, as well as seeking out alternative perspectives that we might have missed with our stakeholder meetings and our workshops. And this is one example where we actually shadowed some of the vendors that delivered goods along the waterfront to understand where their pitch points were, and what their challenges were, and how we might be able to accommodate that in our project. So overall i think its a very robust and comprehensive Outreach Process over many years to help to lead to where we are today. Next slide, please. So, again, were here to talk about central embarcadero and this is the map that summarizes the proposal and well go into some of the details, particularly at broadway, later in the presentation. But what i just talked about was really just the Planning Process leading up to the specific project in front of us today. Im going to turn it over to my Colleague Marc to walk through the more specific outreach that is to this embarcadero segment. Thank you, casey. Next slide, please. Now ill outline our outreach as we have taken this conceptual design for safety improvements and applied it to the central embarcadero, so from mission to broadway. And the engagement and the Trust Building that weve had with the community since 2013. So we applied a variety of methods to engage the community to understand how the design interfaces with waterfront businesses, residents, computer traffic, transit, all of the above. With the potential embarcadero project. Ill point out as i have in preefts presentations that previous presentations that a lot of it was virrual and, yes, we virtual, and, yes, were happy to see each other one again. But a lot of the tools we intend to apply going forward. So we applied interactive materials online and interactive fact sheets and project materials. And really centered on an interactive survey, which we also physically mailed to 17,000 addresses. Ill share more on that in a moment. And also we leveraged our long stakeholder list, you know, since 2013, we have been pulling people in from all corners of San Francisco and the region, actually, who have an investment on embarcadero and the waterfront and want to stay involved. So this was one of those moments where were asking folks for feedback on actual changes happening to apply these improvements to conceptual design. This is just a short list of the key groups that we worked in the Embarcadero Area that we have had an ongoing dialogue with about these changes. At the Ferry Building, you know, we have been working with hudson and working with those who operate the Farmers Market to ingrate safety changes with their operations. We also have continued to work with the Barbree Coast Neighborhood and built up that relationship with the battery Connections Project which casey just shared about. And its been very helpful and we had a wonderful Walking Tour with them and other dialogue to really understand the issues that theyre seeing day in and day out on and around waterfront. And in their neighborhood and then also on the embarcadero themselves. And we heard from chinatown trip, the research and improvement project, a lot of the routes that folks in their neighborhood used to get in and out of chinatown include embarcadero. So theyve had a lot of valuable input into the various configurations that have gone into the proposal. And then lastly, i will mention that it was very helpful to present to the courts and the advisory committee who had representatives from a variety of contexts and connections to the waterfront and their feedback, as well as everyone elses was very helpful in developing the project. Next slide, please. So i want to share a little bit more information on the project survey. There were a few questions on that the last we presented. So as we shared earlier we sent this survey to 17,000 addresses along the entire waterfront from Bay Street down to Townson Street and not just in the central embarcadero project, but deep into the surrounding neighborhoods. As i mentioned a moment ago we have also developed a list with thousands of community members since 2013, and we continue to send project materials. So this was a good moment for people to really come in and to provide their feedback. And we received a very healthy Response Rate to the survey, the 1400 responses, again, with folks that have a variety of connections with the waterfront people who primarily drive it, people who primarily bicycle or walk, people who do their daily errands, go to the Farmers Market. The people who use this street to get to other neighborhoods in San Francisco with the arterial transit that it is. But i want to point out a few key points from the survey, in particular that which was centered on the promenade itself, because that really was a Core Theme that we took out of the outreach project. 81 of people believe that those walking on the promenade will benefit from the onstreet bikeway, providing a facility that is between the Vehicle Traffic and the promenade itself. You know, dan pointed out a moment ago, you know, that we had issues in the roadway for safety, people dont feel safe there, people are getting hit and injured far too frequently. But then we also have issues with Safety And Comfort on the promenade. In some cases those who use wheeled vehicles they feel that is the only place they can be, but that creates a lot of stress because theres so much else going on at the promenade. And a strong majority from the survey also supported the inclusion of education efforts to promote a safe promenade. And a lot of the particulars and the specific feedback centered around electric bikes and scooters. So ill address that in a moment. Next slide, please. So public feed back that weve had was instructive for us to develop a more comprehensive plan, which i would like to provide an overview of right now. Next slide, please. But first of all i want to point out our citywide system. This is something that we have rolled out now throughout San Francisco over the past two or three years and it replaced the old signs with the golden Gate Bridge and the fog, which didnt serve too much of a purpose. But this time in in addition to having arrows and time and distance estimates, these are helpful to get people through tricky junction points or helpful for coming on or off paths. So these are the sort of things that the people the signs that people who ride bikes in San Francisco are used to seeing and all of San Franciscos neighborhoods. And so we already have them on the waterfront. We have used them with the quick build last year between fulsome and mission and we intend to leverage them to show where the Bike Lanes begin and encourage them to go into it. Next slide, please. But we know this is not enough. We also need signs that promote explicitly the pedestrian priority. So you see the Bay Trail Design scheme. The Bay Trail, which im sure that many are familiar, is the multiuse pathway that rings the entire San Francisco bay and it has a certain Design Scheme to it that people are used to seeing. So the two goals with these signs firstly, we think that they should guide people where theres a bikeway, to show this is the place to ride your bicycle, to ride your scooter and this is promenade. Dan will share changing promenade useds but we currently have today an existing restriction on electric bikes and scooters on the embarcadero promenade, which i dont think that many are aware of. So having signs that explicitly call this out and make it clear to folks that electric bikes and scooters are not permitted on the promenade, that needs to be a part of this as well. And then to encourage safer behavior and encouraging people to ride slow, to yield, to really to be considerate of others on the promenade. You know, we have stencils that we have installed south of the Ferry Building with these sorts of messages you can see on the bottom right corner. Its an example of a different design that we could use at the beginning of the bikeway to share with people that they should be going into it at that point. Sometimes especially if youre riding a bike, it could be more easy to see something on the pavement, not just a sign on a pole. So we think that including both of these sorts of designs would be important. Next slide, please. Its also critical to have signs in place to share with people driving what to expect ahead. So these are a couple of the examples of Advisory And Lane assignment signs that we would place approaching broadway. Were share in a moment, my colleague will, different designs that we at broadway have looked at. But we would include these in all cases and its important for people approaching a situation where the lanes change that they know which lane they may need to be in. And that may help to reduce the friction that people may see when theres a place that theres a complicated junction or a complicated intersection. Next slide, please. Ill turn it over to dave ho, our Lead Engineer on the project and hes been working on the embarcadero for several years and i want him to talk through the traffic, and how it interfaces with the project proposal. Thank you, mark. Im sum riding our Traffic Analysis for the central embarcadero. And ill also go into greater detail about our proposed design at the Broadway Intersection. Next slide, please. As i begin, i would like to go over just a couple of found mental ideas fundamental ideas that will help us with the remainder of the presentation. The first one is about a traffic cycle. And every Traffic Signal has a cycle, to have people to safely pass through the intersection. When we designed the Signal Program we created a margin of safety for all traffic, while balancing the needs of multimodal traffic from multiple directions as it fluctuates by time of day in simple terms, when we give one Traffic Movement more green time, others are stopped as a longer red light. So this is a process of balancing competing demands and maintaining safe distances for all traffic. And the second idea is about coordination. We can link together the signals on a corridor such as embarcadero and we synchronize the systems to help the traffic to flow smoothly. Next slide, please. So now ill share a bit more of the specifics about the Embarcadero Corridor and the unique characteristics of its Traffic Signal system. As dan mentioned previously, we have a particularly wide roadway, which creates long crossings for pedestrians. In order to accommodate safe crossings for people of all ages and abilities, we apportion about half of the Signal Cycle time to pedestrian crossings. Embarcadero Traffic Signal system has a Transit Priority System that detects streetcars and signal timing on the fly in order to keep the trains moving between Fishermans Wharf and market street. Next slide, please. We also implemented a Accordination System on the embarcadero where all of the signals are tied together to move the Vehicle Traffic as efficiently as possible. Historically northbound traffic is heavier in the morning well, southbound traffic is heavier in the evening and our single coordination is to respond to these overall vehicle flows. However, dynamic conditions on the roadways reduce the efficiency of the signal coordination, such as fluctuating traffic demand, double parking, drivers entering or exiting driveways. All of these things diminish some of the benefits of the signal coordination. But our project attempts to address some of these issues through improving loading zones and clarifying where some locations of driveways to reduce this friction. Slide 22, please. Thank you. So as part of the central embarcadero quick build, our project will pursue various strategies to minimize Vehicle Traffic times on the Embarcadero Corridor. We will further optimize all of the Traffic Signals to serve the northbound traffic, to minimize the Vehicle Travel times on the entire Embarcadero Corridor as well as in the project area. We are also proposing to restrict southbound uturns at broadway. And this allows us to free up some of the signal time with northbound and southbound Vehicle Traffic. Lastly, we have a strategy for shortening our long pedestrian crossings to not only create a safer experience for people on foot, but allow us to give more green time. And this is only feasible in a future Capital Project on the central and embarcadero due to the complexity of building these island moving our Traffic Signal on to them. However, our quick Build Project will provide a stepping stone to these longterm improvements. Next slide, please. Lastly, i would like to zoom in on the Broadway Intersection as its a critical location for the embarcadero project, with the number of crashes that have occurred here and the congestion on the promenade and off the promenade here. And, of course, broadway is a key arterial connection for Vehicle Circulation in this part of the city. But the existing roadway consists of two thru lanes and two left Turn Lanes and one unprotected Bike Lane. And in order for us to construct the twoway protected bikeway as shown in the plan, to relieve the congestion on the promenade here, we must remove one of these lanes and were left with only three vehicle lanes. So our team has studied intensively the various options for configuring northbound lanes here. Weve created dozens of traffic models to evaluate and to compare the performance of the various options. The design shown in this image with two left Turn Lanes and one thru lane is the staff recommended design as it minimizing Traffic Congestion compared to the alternative. However, we understand that this is a critical intersection for us to get right and we continue to hear valid skepticism from our stakeholders about how this design will efficiently move the Vehicle Traffic. So in response to this, we are proposing that we conduct a Field Test of the northbound lane configurations here as part of the implementation of our quick build. Next slide. So well walk through in more detail about the main configurations that we have with designs a, b and c. Design a has two Turn Lanes and eliminates one Turn Lane on to broadway. This is an intuitive design, invests two three lanes would match upstream and downstream conditions of the Broadway Intersection. However, our analysis shows that during the Peak Traffic that the left Turn Pocket is susceptible to overflowing and blocking one of the thru lanes of traffic. This causes drivers with destinations on westbound broadway to find alternative routes, while also constricting the two lanes down to one lane. And Plan B is the staff proposed design, and according to our modeling this is the most efficient design of the three in terms of moving Vehicle Traffic efficiently. In our Signal Program here, the movement gets the amount of green time. Though there are more vehicles, the Design B is able to accommodate the driving patterns at this intersection due to the long green indiscernible . Lastly, we have studied Design C, with the left lane as a thru lane. This is attractive with the combined lanes. However, Design C does not allow for northbound and southbound traffic to move at the same time that creates congestion and delays based on our modeling. As such, we do not recommend including Design C within the broadway Field Test. Instead, we are recommending that we test design a and b and evaluate them critically to understand which will perform best in moving Vehicle Traffic. Ill now have more about our Evaluation Plan for both this Field Test at broadway as well as the overall quick Build Project. Thank you. Next slide, please. So ill try to be brief here as i know that were trying to wrap up. You know, i hope that we have provided, you know, greater context to how we got to our current proposal and that help to answer some of the commissions questions from the previous meetings. I do think it all, you know, kind of boils down to an evaluation so that, you know, if we were to move forward with this project that we are continuing our sense of urgency to address safety along the corridor. That we are continuing to be responsive to the public and to the commissions concerns. But ultimately we need to be accountable to what is happening on the ground. So our whole approach with the quick Build Program and the quick Build Project, you know, is centered around evaluating those real world conditions. And so, you know, the idea that broadway Field Tests, to really compare the impacts of, you know, where i think that the values and the tradeoffs and the issues and the potential challenges really crystallize at broadway, we hope that is a responsive a response to the issues and concerns that have been raised. You know, we have a series of metrics that we would use to evaluate the conditions, you know, mainly with respect to broadway, the Congestion And Travel time. And we would, you know, come back to the commission with a more detailed Plan Based on comments from the overall Project Evaluation that will involve a lot of data but it will also involve more community feedback. We have continued to keep the community engaged throughout the Planning Process, well continue to do that, you know, postimplementation as we you know, we look to make this the best project for the city. And, you know, we will be able to make realtime adjustments. You know, dave talked about signal timing and we can make those during the Field Test to really get us the information that we need to know that were making the best choice. Next slide, please. So, you know, were hopeful that we can take feedback from this evening and come back to the commission soon to sort of stay on the schedule that we have envisioned. That schedule really tries to take advantage of the upcoming winter months to get that construction in the ground and to begin the process of evaluation. You know, not during the summer months, i think what were all hopeful for economic recover tow really take the lead. We can also work in the shadow of the existing p. U. C. Project which is out there today and is affecting travel along northbound and southbound and embarcadero. Ultimately that p. U. C. Project and the need for that to be completed before we start our true evaluation, that will have to be worked out in early to mid 2022, but, certainly, we plan to be responsive to the issues and concerns that have been raised and really to be able to come back and to very quickly after the p. U. C. Project is done and our project would be in the ground, to present our findings and to chart a path forward beyond 2022. So looking forward to your comments and questions, but before we wrap up, i turn it back to dan to speak specifically to the Promenade Allseason separate from the quick Build Project. Next slide, please. I want to touch on the process to change the promenade uses which was a request at our last meeting. And i this is a process that would likely be outside of the quick Build Project, run on its own timeline. The next slide, please. So about promenade the current regulations on the promenade while the promenade is not a city sidewalk, it is a port park. So its a little different and you are allowed to ride a bike on it and you are not allowed to ride a motorized vehicle on that, that includes motorized bicycles and motorized scooters and anything else that you can tack a motor on to, which we see up and down, and those look very fun, but they are not permitted on there. Its not really enforced that the point in time. Enforcement the port has not chosen to do that. There is an expense associated with that. Its the promenade is also the Bay Trail per the metropolitan commission and the Bay Trail project and its a multiuse pathway. So they dont have necessarily jurisdiction, but they have adopted it as part of this. And the promenade is dedicated public access through a permit as for the roadway through that Bay Conservation and development commission. So any change to it would require their approval to do so, or that is our belief at this point in time. Next slide, please. So for options for regulating uses. Well, what weve heard a lot about is the enforcement of the existing regulations, just described and described earlier doing greater signage to do that. Probably the first thing to do to make that reasonable is to provide a facility for others. The reason that people may be using the promenade with all of the different wheeled vehicles is that there is not a safe place to be otherwise, getting back to the existing Bike Lane, it feels scary. Its just not wide and theres fastmoving traffic. So the first thing that will make enforcement easier is providing a safe place for all of the vehicles to go. Whether they are motorized or not. To accomplish to change the regulations, the commission could amend the Port Code, prohibiting all bicycles and other wheeled devices. There would need to be exceptions for wheelchairs and baby strollers. And then they may also want to look at ages. Is it would the new Bike Facility be comfortable for families that have children learning to ride bikes as the promenade is used now . It will bring up some questions i dont begin to have the answers for that. There are a couple of other options. If we explore if the commission was to amend the Port Code, it would also require approval by the board of supervisors. Not just the Port Commission. A couple of other options explored the existing Port Code authority, which allows the Port Commission or the Executive Director to close a Park Area under certain circumstances. We dont say with complete confidence that this is allowed, but it is something that we could explore further and theres also an option to amend the Port Harbor Code and Traffic Code which are not part of the municipal code and, therefore, it does not require a board of supervisor approval. And we could look into that further. So any action to prohibit a use of the promenade would be preceded by a thorough public Outreach Process for the many types of users from many different places that use the San Francisco waterfront. The problem on the promenade is the mixing of pedestrians with faster moving wheeled vehicles, no doubt. No matter what kind of wheeled vehicles they are motorized or not. Building up a protected Bike Lane may go a long ways towards solving the problem. So it would be the Commissions Decision if they also want to also pursue changing code to prevent all wheeled vehicles from using it. That concludes our comments, sfmtas and mine, and we look forward to the public Comment And Commission comment and we, of course, are available to answer any questions this evening. Before i open it up for public comment, supervisor Peskins Staff sent me thank you very much, President Brandon and the i just want to say that in thinking about this project i was reminded about one of the meetings that i attended with diane and before saying anything i wanted to recognize what an incredible asset she has been. Not just to the court and the waterfront communities and district 6 and 10 and 3, and 2, but, really, as a city public servant and i want to wish you well, and were going to miss having a chance to work with you. And i have had also the privilege of working in the district 6 office when this project as a much larger public safety was first envisioned and it is for this, and the Community Organizing and outreach at that time was a little before vision zero in 2013, but was around Pedestrian And Bicycle safety and really trying to help our constituents to understand tradeoffs and what it meant to be able to envision a Neighborhood Safety Project that did not pit people against each other, did not pit mom you know, small businesses and seniors and youth and families against each other. And and i feel that the Sfmta Staff, and a shout out to them who have been wonderful to work with over the course of several years that we have been trying to get a Safety Project into the ground on embarcadero, they have really tried to balance the feedback and the concerns of the community with the very real safety issues that we are facing. You know, along this stretch of road, i mean i remember one of the original angles that, you know, we were trying to work with then Sfmta Director Ed ruskin on, you know, how do we you know, what can we do to mitigate the safety issues along this, like, really highway. You know, why were waiting for this project to go into the ground. And one of those ideas was, well, lets see if we can use the port, you know, the port gets Traffic Control officers and has sfpd officers that are tasked with doing enforcement along the embarcadero and maybe we can work with them to make sure that were not having motorized scooters on the promenade, that its still safe enough to go into the roadway and were making sure that folks are not double parking in the Bike Lane and we dont have all of these things that have really cost people their lives. In the end, you know, we realized that nothing is going to change unless we take, you know, expeditious, urgent action to put engineering into the ground that is going to forcibly mitigate, you know, some of these transit modes some of the more reckless behaviors of these different transit modes. You know, and as you know, my person im representing, supervisor peskin, has been a huge champion of trying to do more sooner. We have also been very active in conversation and, you know, that is another major Capital Project that we have tried to hopefully to kind of align, you know, with the safety concerns in this area. And have helped to secure funding for. And weve secured funding for this project to the tune of a million dollars. We were a little surprised that, you know, that this continued and as you have read and as in supervisor peskins letter, hes been disappointed that this has not been scheduled for an approval action, but im hopeful that after hearing from the Sfmta Staff today that we can really move this forward, so that we can get it into the ground before the end of the year and really have a beautiful Worldclass Waterfront that everyone is enjoy, including our seniors and including the families walking from chinatown to get down to the fishing boats to get their fish, and including the cyclists that are commuting so i just want to thank you all for your collaboration and really the urgency that you are hopefully going to be putting to moving this forward. Theres a number of great destinations that i can reach along the waterfront. I want to thank staff for all of the great Work Theyve done on this so far and i want to thank the Supervisors Office for hearing this item today. I think we just really need to move ahead with this quick build as soon as we possibly can and put staffs hard work into the ground here. And see what happens. We know that some of the proposals here would save lives, like those of kevin mannings and we know that theyre all set to getting more people to feel safe Walking And Biking along our waterfront. We have a great Transportation Agency here in San Francisco and i think the port should is wise to defer to them on Traffic Planning and traffic management, rather than to second guess what the impacts would be. We have people coming here from all over thE World to bike on our Waterfront And Bike and walk across the golden Gate Bridge. And this part of embarcadero is often a crucial part of their journeys and i think that we should be bold here and just really make it an even safer place than it is today. Fortunately, im in walking distance to the daily City Bus Stop and i can take park to the Office Downtown and often on my lunch breaks i would walk along the embarcadero, appreciating this wonderful part of our city and even now as im working from home i still make trips to the embarcadero, its a great place to enjoy being outdoors. I was disappointed to hear that theres no action to improve the improved Bike Lane on embarcadero. As someone who walks and bike there is, i know that having more separated space will improve the embarcadero for everyone. For people walking around, its better when bikes have a protected space they can use and its much better when you dont have to mix with cars and pedestrians. I want to live in a city where people dont have to worry about their loved ones and to make it safe for all bikers and walkers and not just seasoned bike riders. I want to live in a city where we take vision zero seriously and act with haste to protect Peoples Wellbeing and lives. I strongly urge you to take action to approve this project as soon as possible. I am a San Francisco native and im calling today because i heard about the delay of the approval of this vitally necessary project. Now i bike on the embarcadero sometimes but im calling because i worry about pie dad. He started my dad. And there are bikes on it for recreation and to shop at local businesses. Because i know firsthand how wildly unsafe the Bike Lanes are right now im worried for his safety and that the project is delayed yet again. The people that i see riding bikes on embarcadero are not Spandex Clad Bikers but terrified families with small children and visitors trying to visit the waterfront and seniors like my dad who deserve safety. The small protection of protected Bike Lanes that work so well have an urgent need to extend to waterfront. As this presentation mentioned the design and the process has been running for over eight years and its honestly just appalling that this has taken so long when lives are literally on the lines and that its not approved today. Im tired of worrying on a daily bases they my dad will get run over on embarcadero. For his Safety And Everyone elses, i would like to see urgency here and if you plan to approve this at the next commission meeting. Thank you. President brandon thank you next caller, please. That allows people who are walk to cross Embarcaderos Year and safer. It needs to go further. Members of the Commission Made Comments recognize the role as soon as possible and lets stop the lane and i ask you to follow through and take action to approve this project as soon as possible. My name is brian hogsman and im walk San Francisco zero organizer. I wanted to share Walk Sf strong support for the central embarcadero Safety Project as part of the larger embarcadero enhancement project. Walk San Francisco, as the city owes Pedestrian Advocacy Organization works to transform San Francisco streets specifically its most dangerous streets. So that everyone is safe for walking and right now, the embarcadero is one of those dangerous streets. And its on the list of the citys high injury corridors and preventable crashes and regularly seriously injury or kill people walking, biking and driving along the embarcadero. Each year on average, 15 people are injured in crashes, just in these couple blocks between Mission And Broadway a majority of them Walking And Biking. Many people are biking and scooterring avoid the Bike Lanes and they use the promenade and creates hazards for people traveling on foot. We hear this regularly from older adults who we work with that even if they avoid a crash on a promenade, close calls with people biking, they feel especially unsafe for them. We strongly support this first round of improvements. Yes, the wide Bike Lane is a better alternative to the promenade for people on bikes and scooters but its bigger than the Bike Lane. Road diets bring down speeding for everyone and the pedestrian islands and painted safety zones will shorten crossing distances which is especially important for those who need time to cross like older adult and people with disabilities and we have seen them lead to changes in similar projects across the city and these Lane And Signal changes can bring down high speeds which is the number one crash for crashes that kill and seriously injury people. As others have noted this project is years in the making and it has been improved with planning through city wide partners, neighborhood groups and i appreciate the sfmta and the ports work on this. Im a urban environmentalist and ive lived in sf as a homeowner since 2007 mor or less and the Bay Area since 2002. I appreciate the fact that presentation but to echo supervisor Peskins Office and the other commenters im disappointed that you wont be asking to approve the protected Bike Lanes today. For a quickBuild Project and this process is not quick at all and i hope the port can move quickly on this on staff recommendations and make choices as we go along. Many other cities have acted quickly on Bike Lanes. To share a bit about why this Bike Lane is important to me and the one example im pregnant and im bike along that part of the embarcadero to get to my obgyn and i just dont feel comfortable biking along the promenade because i dont want to enterser fear with pedestrians so i bike in the Bike Lane. Its really dangerous and the cars are very fast and were the more pregnant i get the more uncomfortable i get doing this s not because im physically unable to bike but i feel unsafe with my pregnancy. When i have a kid, i want to be able to take my kids by bike places like the explore to be yum and the a care yum and the ferry and two weeks ago my 4yearold on union. I would have loved to have biked around the embarcadero and enjoy the water and get her use to an active and healthy lifestyle but i didnt feel safe doing that and not even on the promenade and the cars are there and they are fast and its just scary with the small child. Around all my personal experiences we need to support better active transportation in sf. Transportation is responsible for half of our local Carbon Emission and the power of transportation on our waterfront which is great destinations that many people want to ask for advice and i just dont know how we plan to meet our clinicals so i hope it will be safer for families and tourists and anyone who wants to be outside and enjoy our waterfront and get from point a to point b. My wife and i and my parents all live next to the many dark adair owe and we use it as drivers, pedestrians, cyclists and my wife and i use the embarcadero to commute to work and i really want to call in encourage you guys to move this forward as soon as possible and the its just not safe to bikers, ive been yelled at by my neighbors and its premiere because its a tight space and and the roads are too wide as they stand today and i watch and i hear cars roaring up and down the embarcadero at 60 millimeters and reducing the Travel Space would help reduce speeds in the area and i want my family, including my parents to get around my neighborhood safely and i urge you not to weigh this project and i want to get around safely without risking my life and i dont think its too much to ask. And protected segments together they will be underused and short of achieving their safety and goals and the Bike Lanes the sooner them improve the investment. With this current proposal improves pilot performance testing, please, do your part to make the embarcadero exemplary and do it now. Many of those years involved with Pedestrian Safety and the amta and as alice just said, our south beach rincon Mission Bay Neighborhood Association has worked tirelessly along with the Bike Coalition and neighbors and other organizations with the mta and the port to make the embarcadero safer and as they mentioned earlier weve had numerous meetings and to collect public feedback into the spend hours and hours and deciding thousand best go forward and its time to make it happen. I understand that there are concerns around the Broadway Intersection and the legitimate concerns and we need to assure that this busy intersection is continuing correctly for everyone. Walkers, bikers, riders. We cannot let this intersection hold up the entire project. The Field Test row posed by Gabriel Today should be incarcerated into the project and approved. The embarcadero is one of the most dangerous streets in the city and on the list of high injury corridors. We cant wait any longer. My name is adeene a and i live down on the Peninsula But Morning other things in San Francisco i serve on the Metro Pot Tin Transportation Commission Policy advisory council and some of its committees and that is one of numerous reasons that before the pandemic, i would come up to San Francisco on a regular basis and use the embarcadero by bicycle to connect to my destination and i use a bicycle for transportation along the public transit. I am not an athlete. I am not fast. I am just trying to get to where im going safely and having seen the new stories over the years about injuries and fatalities on the embarcadero, that is really a frightening place to be and well urge you to approve the protected
