I have visited the great walkway multiple times a week since the road was closed to vehicles last year, both on my bike and on my car sorry and, um, what has really resonated with me is how the space has become a center of Community Activism and also a place where people who may otherwise not have the space to explore bicycling like kids really enjoy the space and make it their own. I think that on top of the issues that the infrastructure of the great walkway will face for vehicles if its reopened to cars because of climate change makes it clear that we should keep the pilot in place. The space has been a beautiful addition to our city and our neighborhood, and allows us to connect to the beach, and it also encourages myself and many others to visit businesses on the sunset that we would never have visited without this unique atraksz. We need to reduce Car Usage in this city and i know that increasing our Cycling Infrastructure is a critical component of the green changes that we need to make. Theres just no way that the volume of people that are currently Cycling And Walking on the great walkway would fit into the poorly maintained cracked sidewalk that was preceding the great walkway. Caller im a district 4 resident and i caution anybody who thinks that closing the great highway is some kind of bold moves that saves the plan fret climate change. There is nothing in this final report that says that. In fact, the report suggests that closing the great highway probably makes things worse. The Traffic Modeling in this final report validates what we have seen in previous traffic studies and situations like this. Cars do not go when Theres Capacity nearby. The Traffic Modeling shows that 20,000 cars will just drive through district 4 and adjacent roadways. At best, the model predicts that closing the great highway does nothing for climate change. At worse, the cars drive further, less efficiently, and its actually worse for the environment. I support opening the great highway while proper planning is done and i personally would like to see concept 2, the department is perpetrating this report are untrust worthy and the data is flawed. And my 84yearold Father was killed yet again last week by a car speeding through his neighborhood. Any idea that this is now a safe area is ridiculous. The only solution here that is reasonable would be putting a Bike Lane next to the current multiuse walkway, which would make everyone happy, but not what this is about, right . Its about a small group of people, everyone that is calling in that is not already calling it a great walkway and trying to push their agenda to fix climate problem, the kid safe s. So addressing some of the things that people have been saying prior during the 50 plus minutes that i waited this morning and never managed to get on to make a comment, i saw 300 plus people go by on the great highway. The San Francisco Fire Department seems to be doing just fine, let alone what im hearing is that theyre getting through faster now than they were before. We know that with cars if you build it, they will come and if you take it away from them, they will figure out something else. We have seen that in market. We have seen a number of other places. But im hearing a lot of stuff that sounds very nimby to me, not in my backyard i agree. As a cyclist who uses the great walkway as our Commuter Work to work in the south bay, i have experienced harrowing rides alongside cars driving Highway Speed and during Rush Hour. The transformation of this space to a great walkway during covid has been amazing to see and to ride. The idea that opening up more space for cars is false, given that the extension will be closed anyways, and its a waste of time and money to work on any Compromise Configuration in the meantime. Perhaps we could have funding directed to a compromised infrastructure, to additional infrastructure that we might need to reroute the Car Traffic off the great highway. This closure has brought really dangerous quality of life conditions for entire neighborhoods because youre pushing drivers and will continue to drive because we have to on to our residential streets. In fact, nearly 9,000 voters have signed an online petition to reopen the great highway and please remember that this call has not been made accessible to nonenglish speaking residents who need to drive for their jobs and other activities. Please consider the thousands of folks who cannot ride bicycles or walk to get where they need to be in their daily lives. The outer sunset can be a Destination Space for all san franciscans and tourists to enjoy, insteed of just a redundant roadway. The better streets plan found 525 of San Franciscos total Land Area is streets. Theres more than the amount of space than with parkland. You have 900 miles of street and 400 parking spots. The great Highway Wasnt designed for the residents of the sunset. You Cant Drive on it without doubling back. They could have created an interchange at the great highway and those streets but they simply chose not to. However, as great walkway, sunset residents can walk and bike. Surveys show that the sunset residents support the great walkway, this is why we can use it, and use it we have. More people have used the great walkway than percy field. One note they would make is that i think that the folks who have expressed concern about thru traffic in their neighborhood near the great highway are righs away from those residential streets. And how do you think that people get across town . We need a highway out here where we can go from one side, from north so south and south to north. Its simple. Put it back the way that it was and clean it up. Supervisor melgar, i remember in november that you ran and you were elected in my district on a platform of reducing carbon emissions and increasing bike access. Im excited about that. I think that we need the traffic data that this Pilot Project would provide as we reopen. We need the data, the weekend data and the data on daytime and nighttime traffic patterns with cars off the walkway, 24 7, in the new postcovid paradigm. My name is matt bergeren, and my advice to the committee is truly keep the great highway closed. There are a number of times in which work has to be done just given the amount of wind that we get through the area where sand has to be relocated. There were a number of arguments made how it challenges the parking in the area. Truth be told, you Cant Park on the great highway, so it challenges that circumstance. Living three blocks from that landmark, im finally utilizing that area. Its an inconvenience, but i think we have to create a much more robust environment. Thank you, caller. Im going to invite i think Commissioner Melgar has some things to say, and some other colleagues have some things to say, but before public comment, Supervisor Chan wanted to raise some amendments and also some colleagues wanted their ideas reflected in the resolution. I directed Director Chan to come back with some amendments on this. Hi, Chair Mandelman, and i hope that i captured these amendments. To summarize, instead, the evaluation findings for all alternatives and make that the clear sort of conclusion of the report. Two, to add the following four recommendations to the report. First, to monitor the use of the facility by race and income, as far as whos using the facility. Second, for sfmta to prioritize Traffic Management Planning and design for the slow Skyline And Sunset interchanges as part of the sfpuc interchanges and e. I. R. That go going on now. Three, to improve the feasibility of northsouth public transit to serve both local and regional trips in the corridor, and four, for the s. F. Recreation and Parks Department to coordinate with the ggna, the golden gate nature area. Finally, the coastal commission does have permanent jurisdiction on the changes to the great highway. That was something that Commissioner Peskin, i think, clarified during the discussion. Chair mandelman okay. Thank you, Director Chang. So that is out there, and now, we will start going through my colleagues in the queue, and i will start with Commissioner Melgar, who put herself in the queue at 1 19 this afternoon. Supervisor melgar thank you. I want to start by seconded Supervisor Chans motion, and thank you, Director Chang, for putting all of that into writing so quickly. And i wanted to sort of correct the records on some of the information that has ensued over the last few hours while we took our break, and what i am thinking about in seconding commissioner chans motion. And by, you know, number one, i think with the possible exception of commissioner mar, i think that i have said my final most time, on the great highway, it has been closed, it is amazing, and i want San Francisco to have what barcelona has and what other great cities around the world have, which is an open space along the waterfront that allows bikers and walkes to have access to the water. That said, climate change is really, but racial and Income Segregation is real, and i can tell you that many, if not most of the children [inaudible] so we definitely need to include that in any longterm option that were going to be making. [inaudible] particularly on the west side is built around cars, and we are not moving fast enough to move off of cars and into an infrastructure that supports Cycling And Walking. And so i do think that the report plays to the fact that if youre coming up from 280 and going to lands end, you have to cross through district 7 streets, particularly Lake Merced boulevard and slowed, which have seen lots of collisions with pedestrians, and i as a supervisor of district 7 will make sure that any longterm solution will put more stress on bicyclists and pedestrians in district 7. So weve seen a reduction in cars [inaudible] and wanting people to commute in different ways. We need to make sure that we address that for everyone while we are making this space open. We are also voting on the report. Were not voting on the longterm solution, and id appreciate that we are still keeping our eyes on the data of all the recommendations. I appreciate the hard work, the thoroughness, and all the things that are in that report. But to that end, we are not rubber stamping the recommendation, we are being thoughtful and inclusive of the voices while we think of a decision for something that is going to be a longterm and wonderful thing for our city. I know that we will get there, and i just want to make sure that we are thoughtful in integrating this decision with all of the other decisions that we have to make in the connectiveness of our network. Thank you, Chair Mandelman. Chair mandelman thank you, Commissioner Melgar. Commissioner mar . Supervisor mar thank you so much, Chair Mandelman and colleagues for your time to consider the t. A. S analysis for the Post Pandemic future of the great highway, and i would just say welcome to my world. While were considering approval of the t. A. Analysis today, the board will ultimately play an important role in the decisions of the great highway, including a potential Pilot Program. I just want to thank all the members of the public who called in today to make their voices heard and the thousands who weighed in on this important issue in various ways with us, and i think the level of passion and public engagement on every side of this issue shows how deeply our communities compare about our neighborhoods. Thanks to camille and Tilly Chang for their many dedicated hours of collecting this analysis. Colleagues, i do believe that the vision of an iconic Ocean Beach promenade and a view of the coastline is a project for the great highway, and i believe that the challenges that it creates for our Traffic Network are solvable problems, but to need that, we will need major investments in a Traffic Management Program for the west side neighborhood, and we will need investments to improve Traffic Management on the west side, and we also need to have a meaningful public process and thoughtful planning. I do support adopt being this report today, and i personally agree with its with the original recommendations for a longterm vision of a full or partial promenade in the great Highway And Transportation network improvements. But i appreciate the proposed amendments, and Director Chang and staff working on the amendments to ensure completeness of the report, and so i am supportive of the amendment. And i guess i i also just wanted to add that i support even though were not discussing or really deciding on the Pilot Project, i do support moving forward with a Pilot Project in the near term and want to lift up the t. A. Recommendation that we need to have a very clear metrics and thresholds for evaluating a pilot as it happens and also triggers for what would require reconfiguration or reconsideration. And these problems that weve talked about, that we know about that have not been solved and would take money to solve. While i would support a pilot, i do not support a full closure pilot. We have had one for 14 months, and it has shown incredible potential, but even with reduced traffic from the pandemic, it shows real problems that need to be solves to make it workable. Lets move forward and work together and get some real solutions for the people that live there that have been dealing with some connectivity solutions. Supervisor chan that we would know that, a, really, the outreach of this process have not been really inclusive for the richmond residents. It has not been, and i think that creates that mistrust, that it creates that, you know, questioning about this process for a lot of my constituents. And i also think that that is, today, the misunderstanding of realizing we are not voting on a Project Proposal is another sign of how lack of outreach you know, its a result of that, really, so what i really see for Sfmta And Rec and park is just do a better job on outreach and explain what the process is. I oppose the full closer and full opening of great highway, and heres, from very personal standpoint, heres why. I live in the outer richmond, the same location since 2011. During that time, i have worked in City College of San Francisco. I, even before the pandemic, there was no public transit that really allowed me to go from 43 avenue all the way to City College of San Francisco in under an hour without transfer, and then, i also work in San Mateo County. I have to drive. There was no option for me to get to San Mateo County without driving, and there was fewer options during the pandemic. Without public transit options, i have to visit my mother whos terminally ill, ucsf parnassas campus, and the hardest times was during her last days before she pass away, and i have to find a hospice facility, and the closest was in pacifica, and i knew that wasnt an option if i wanted to visit her twice a day from where i lived, 43 avenue and geary, so those are my personal experiences why great highway cannot be closed at this moment. Theres just no internal infrastructure to oppose it. However, i also oppose the full opening of it. I have an eightyearold son hes turning eight this friday, and we go and walk our puppy. Our son loves the great highway. He walks bare feet there, and just run around, and its great experience. So with that is the reason why i do believe a hybrid reopening would be it. Im a horrible, horrible cyclist. I cannot bike to save my life, so that tells you what kind of, you know, constituents or residents i am and how i travel. But i do see that, you know, the great connectivity from beach to bay through golden Gate Park, and i would like to see that continue in golden Gate Park and j. F. K. Drive. I think leave that to lincoln and lets do some investments. I think one of the proposals is investing two signal lights and still allow close to cars on m. L. K. Drive and truly minimize Car Traffic inside the park is something that i want to support. I dont bike, but seeing families out there is truly a wonderful thing. So i just want to say that, and it is a long hearing. Thank you, colleagues, and this is why i want to propose those recommendations, not just to say that were endorsing one concept or another, but to say, you know, lets not create this impression lets start this with good faith and truly focus on Data Gathering and provide some more analysis with the concept proposed. Remaining the recommendation does not remove any of the concepts proposed in this report, and i want to be clear about that. Thank you. Chair mandelman thank you, commissioner chan. Commissioner stefani . Supervisor stefani thank you, Chair Mandelman. I just have a few questions on the amendments. You know, i want to thank everybody for calling in. Obviously, you know, were not voting on any particular plan or recommendation, but im concerned about, number one, removing Staff Recommendations to consider specific alternatives and finding resolutions for all alternatives just because the public report is out there, and i dont understand why we would vote to take something away that we know is already out there. We dont agree with staff a lot, but we dont ask them to remove their recommendations from reports. I dont know if thats what youre asking, but it seems to me that these recommendations that were not voting on tonight, were just accepting the report, are going to exist in perpetuity, so i dont understand the logic behind asking that they be removed or i dont understand that. It doesnt seem very honest to me because the reports already out there. Everyones reviews it, and to say that they werent made or make a recommendation to just simply remove them doesnt mean they dont exist. Chair Mandelman Commissioner stefani, if someone wants to add themselves to the queue to respond to that, thats fine, but if not, you can continue. Supervisor stefani thats fine. I just want to be careful how were voting for something and setting precedent. The staff is prepared to support we dont have to were not saying whether or not were supporting any of the recommendations today, so to remove them from the it doesnt make a lot of sense to me, and not just for this, but for j. F. K. Drive, we accepted that report, and not everybody agrees on that. Does the coastal commission have jurisdiction or is this something where the Planning Department has commission under our local coastal plan. I dont want to vote on something that is not legally correct, and i dont know if staff can answer that. I dont know. I mean, checking in with the coastal commission, i mean, i know Supervisor Peskin i know has a lot of expertise on this. Thats why he was an alternative on the coastal commission, but at the same time, i dont want to be voting on something that i dont know to be correct before saying that the coastal commission is going to have jurisdiction. What are we saying in that amendment, because if what i believe to be true, what ive been told is that the Planning Department has jurisdiction under our local coastal plan. Im voting on something that isnt true doesnt, again, make sense to me. I dont know if staff can clarify, if council can clarify, but i dont know if i feel comfortable voting on something that i dont feel to be true. Chair mandelman lets get everything out on the table, but lets get to your point. Whats the third. Supervisor peskin Supervisor Stefani is correct. I was just bringing that up in the context of we have to be mindful of the local coastal plan, and in a nutshell, the coastal commission has, in essence, delegated the authority to the coastal authority except in certain portions of Lake Merced. This is the only coastal county that has such a small amount of land under coastal act jurisdiction, but that authority, in large part, has been delegated to the city pursuant to its local coastal plan, and all i was saying in raising was yet, we have to be mindful of that. The question i was raising was whether the two Year Project would rise to the level of that having to be issued. I can check with the coastal commission staff, and in any event, under the act, the first road closest to the ocean, anything within that is appealable to the coastal commission itself. Supervisor stefani i want to thank Commissioner Peskin for that clarification Vice Chair. But i no, seriously, but i do want to make sure that were making an amendment that reflects on what Vice Chair peskin just said. Chair mandelman yes. Staff has given us an option that has been moved and seconded. Were the Transportation Authority, so i dont think its an insane thing to change that report, but this is something for this body to discuss, and i think on the second point of the reference to the coastal commission or what needs to be done by staff, this is all going to have to be word smithed by the next meeting. Commissioner preston . Supervisor preston thank you, Chair Mandelman, and just a few comments. Just in response to some of the public comment to object to the people that are advocating for Biking And Pedestrian safety are somehow a special Interest Operating for a narrow interest. I think its important, you know, theyre advocating for public space, and i do reject something that i hear, that theyre advocating for a car free space on behalf of another group, i think that needs clarification. I think it was important that folks were heard without being pushed. I think this is a very important part of our Citys Car free network, and its why i have voiced support for option three and for remaining car free. Today, were not approving or disapproving a pilot, were not approving or disapproving the longterm options. Were being asked to discuss and potentially adopt a report that the t. A. Staff did. It doesnt mean that were adopting the recommendations. I do share some of the, i think more procedural points that Supervisor Stefani made. Staff looked at it, prepared a report. This is the inquiry, but instead of amending out recommendations of the report, we could say that the Staff Isnt making any decision as between the different options laid out in the report. That might preserve the report, which is what it is, as well as make clear that the commissions not choosing one or the other right now. But that said, i could go either way, and thank you, Supervisor Chan, for the amendments. If you want to stick with them as described or rephrase it as i described, ill stick with that. Ill reiterate to the public that the decision is not being made tonight. The decision, shortterm and longterm, will be made at the board of supervisors. Where i land, i intend to continue pushing for this to the greatest extent possible, for this to be car free moving forward, but also look forward to discussing with my colleagues. Vice Chair Peskin . Supervisor chan well, Chair Mandelman, could i just make a clarification about the reason that were making this motion specifically . I think both commissioner Chair Mandelman if Vice Chair peskin and Commissioner Melgar are okay with deferring to you on that Supervisor Peskin im talking to Commissioner Stefanis comments on the coastal commission language. It doesnt have to be in the amendment. I did not make it as part of the amendment. I was just giving some context, so ive spoken. Chair mandelman thank you, Commissioner Peskin. Are you okay, Commissioner Melgar, with commissioner chan jumping you in the queue . I think i saw you indicate okay. Supervisor chan thank you, Chair Mandelman. The recommendation of staff, not only that they have specifically recommended concept three and concept five, but overall in the entire report, they have not studied concept two at all. And by removing the recommendation altogether, this is hard work, and they want us to accept and approve this report, but i think it needs to be clear that we do actually want them to look at contact two, and without trying to amend their recommendations or to interject the recommendations should be looked at, including concept two, therefore, technically, to remove the recommendation altogether. Chair mandelman thank you, commissioner chan. Commissioner melgar . Oh, my. There you go. Supervisor melgar i dont know why im having trouble with this. Okay. So i would support either way, doing it in the recommendations or doing it in the resolutions. I just want to read, Supervisor Stefani, what i have problem with. 4. 2, under recommendations. Considering the tradeoff of our evaluation findings, staff recommends that a full Promeneat Concept Promenade concept two or concept five [inaudible] and then, theyre completely silent on option two. If were adopting the report, that paragraph under 4. 2 recommendations, it seems to me, like, we are also objecting that, and i do object to that. I think its a little bit of an overreach by staff to consider that were not considering that in the longterm, were doing all of these other things that we need to, like, consider and that are not in the report, so this is why i seconded the motion by commissioner chan. But as long as we make it clear that we are sort of [inaudible] just being made by staff, and that we are considering the options [inaudible] and also a transit first city, im fine with that as long as we are clear that were not voting on a specific thing today. Chair mandelman thank you, Commissioner Melgar. Commissioner stefani . Supervisor stefani yes, thank you, Commissioner Melgar, for that clarification, and that is fine. I just want to be honest about that, that the recommendation has been made. Some people do not agree with how they made it. I think that rather than to remove it and pretend it doesnt exist when the report is here in front of us. Its much more honest, i think, to say what me and Commissioner Preston had said, is that we are not adopting what they have said in any of this tonight. We are adopting the report. On the record, some commissioners do not agree with how they made recommendations for certain proposals, but at the same time, you cant just, in my opinion, remove them, because the work is done. Whether we like it or not, with you routinely we routinely reject some Staff Recommendations. Some, we can all get comfortable with saying theyre out here, you know, we were accepting the report. Were not deciding on anything today, so i think if we could just clarify that, i would feel much more comfortable. Otherwise, i will not be moving to remove anything thats already public. And then, with regard to option three, Vice Chair peskin that i dont even know that we need to put in three, but i since we clarified it, i would just remove three entirely, and then clarify one as said by Commissioner Melgar. Chair mandelman right. Thank you, commissioner stefani. We have a larger tray, smaller tray, it seems to me, whether to accept this larger report of the coastal commission at all. That was raised by Vice Chair peskin. He doesnt care he cares we comply, but he doesnt care if its concluded in the report or the resolution, so unless somebody else does care, it seems like whether we do this as a change to the report itself or a resolution, we could probably drop three, but i will leave that to commissioners chan and melgar. The larger question is whether we proceed with what commissioner chan and staff have come up with in terms of the change to the report. And i will just repeat, i dont think its [inaudible] terribly trained for this body to require a report thats coming from us. If we got a report that we are concluesively opposed to, i think we would direct staff to go back and redo it. I think supervisor not cha is speaking that most of the report is useful and valuable, but that Recommendation Section at the end jumps to some that Supervisor Chan not speaking that most of the report is useful and valuable, but that recommendation at the end jumps to some conclusions that she and some other Staff Arent comfortable with. If were going to come up with a resolution, i think were going to need to recess for between five and 15 minutes so some folks can come up with actual changes to the resolution, but maybe i am incorrect on that. So commissioner chan . Supervisor chan i think that we im happy to withdraw my motion and instead use to amend the resolution before us so, you know and then, my proposed amendments on it will be on page two sorry. It doesnt actually have the line, so I Cant tell you what lane it is, but its page two, second clause to the last, which is, based on the [inaudible] and safety, staff moves a Twoway Roadway on one side except to be infeasible. So i would like to concept to be infeasible. So i would like to strike out that clause entirely, and then, the next clause would be to insert, whereas Sfmta And R. T. E. Will be considering all contact and findings in this report, and i think that technically, some of the some of the things that we wanted to insert, Commissioner Peskin, perhaps that is a moot point that we dont need to include, but i think it is valid for what Commissioner Walton talked about when it comes to usage. And then, i think there were some concerns that it wasnt concluded or even discussed in this report, which Commissioner Melgar alluded to, which is items that we want staff to monitor. So im happy to, you know, however way to insert a clause, striking out whereas, you know, that that the concept two is to be infeasible, striking out that clause, and insert a clause that will list out all the items asking staff to monitor.
