Highway. Its a necessity for northsouth traffic. The closure is isolating residents, especially seniors, creating pollution, adding hours to work, school, doctors, family, etc. If you need to study it, study it when you open it going forward post pandemic life. It truly should serve us all. Thank you. Thank you, caller. Hello, caller. Your minute begins now. Hello . Yes . Oh, sorry. I live in the outer sunset, and while i Cant Speak for everyone here, my experience is that the streets are still quiet, and any small uptick in traffic is offset by the opportunity we have to establish a space worthy of this city and its residents. I regularly bike along the great highway, and im struck by how many people are there, even more than golden Gate Park. Moreover, the great Highway Extension is slated for closure, and the utility of great highway as a major thoroughfare is ultimately temporary. We have an opportunity to create a great space were proud of, and i would love to see this pilot go forward. Thank you so much. Thank you, caller. Hello, caller. Your minute begins now. Thank you. My name is lucas [inaudible] and i live at 48 and judah. My wife and i use the great highway daily for morning walked and with our first child set to arrive in august, we hope to use the great highway to teach our son to ride a bike and let him play with friends. To create this beautiful open space, all we had to do was close one road. Theres nowhere else in the entire city can walk and hear the sound of the ocean and not cars. Only a car free pilot will give us the idea to look at what a car free idea will look like. Thank you. Thank you, caller. Hello, caller. Your minute begins now. Thank you. Kathrin howard. The proposals ignore the increase in traffic on golden Gate Parks. Chain of lakes goes by three major lakes, which are major bird and other wildlife habitats, and putting lights in golden Gate Park is a terrible idea. That idea should be scratched out right now. Im also concerned about the statements of using the great highway for a skate park, concerts, and food truck environment. Goodbye, natural environment. This report needs more information before it is approved. Thank you. Thank you, caller. Hello, caller. Your minute begins now. Hello. My name is rose malone, and im 70, and my husband is 75, and we live in the Richmond District, and we never thought it would be possible for us to manage without a car, but we do, and the great highway open and car free is a critical part of our ability to keep it that way. We encourage exploring other options to manage Car Traffic. Please have the vision to manage things otherwise. This is an absolutely magnificent peaceful public space that is now being enjoyed by so many people. The former highway produces continuous Noise And Pollution bisecting between this beautiful place. Thank you. Thank you, caller. Hello, caller. Your minute begins now. Hello. Im calling to read this statement by my neighbor, debra. A neighbor is recording more than 300 vehicles per Hour Passing by his name. Her family, two of her cars were hit when they were parked in front of their home. Emergency responders are delayed, and mitigation has not relieved the traffic, only moved it, and we lack adequate traffic enforcement. The number of people are driving here, adding to the Greenhouse Gases, traffic, and parking problems. This was a temporary closure due to the emergency. The emergency is over. Share the road and open the highway. There is room for all as it exists. No pilot, dont make it a tourist destination. Whats lacking is the deliberate lack of maintenance by r. P. V. They are paid to keep the traffic off the existing path, but they do not clean it. Thank you, caller. Hello, caller. Your minute begins now. Hello. Thank you, supervisors. My name is alita perkins, and my pronouns are she and her. Freeway removal is happening in other parts of the country that may happen here. To have a car free great highway is inclusive. As a disabled person, i want to enjoy the great highway, but I Cant enjoy four lanes of the great highway if its accessible by car. I ask for an inclusive welcoming great highway that should be closed to cars permanently so that people like myself can come. Thank you. Thank you, caller. Hello, caller . Your minute begins now. Caller . Hello, caller . Hello. Yes, caller. Your minute begins now. Oh, gosh, im sorry. My name is nan, and im a resident of the Richmond District. I do feel that the great highway is an essential highway for travel in and out of San Francisco. The back up in traffic will only worsen and will have an impact on everything having to do with the park. The temporary closing during the pandemic was pleasant, but not necessary. I support supervisor chans recommendation, sharing the highway. More research, more information before and possibly a oneway southern roadway and then sharing the highway as a walkway, but not to close it 100 . It would be devastating. Thank you, and thank you for your time. Thank you, caller. Hello, caller. Your one minute begins now. Caller . Hi. Im lisa church. Im from the wonderful d3, and i wanted to say thank you to the staff and supervisors for your efforts today. My now 30yearold daughter never had the opportunity to ride a bike in San Francisco. I dont recall ever seeing any of her classmates from kindergarten through high School Riding bikes unless they were out of the city. This is a rare, flat, accessible, and totally beautiful park. Please dont give up this gift to San Francisco. Ive lived and worked in San Francisco for decades, and im thank you, caller. Hello, caller. Your minute begins now . Hi. Im a fourth generation San Francisco, and i support the reopening of the great highway. My family and friends hated visiting me during the pandemic, and with the great highway closed, they will never visit me. You cannot encourage greater usage while simultaneously cancelling the single most used road accessing this page. Weekend closures are a terrible idea. Why are we glossing over the accessible Bike Path in this report . I urge you to reject this Report Pilot Program and please open the great highway. Thank you, caller. Hello, caller. Your minute begins now. Hi. Im john. I live in district 4, and i just want to say, you guys need to standup for the working people who continue to provide essential for all of us instead of elite white rich bicycle riders who drive to the great highway and then use their bicycles. Other people need to use that highway to go to work. This is a difference between a need and a want. Youre depriving 27,000 people a day who used to use that highway to get to work. If the carbon emissions, dangerous streets, increased emissions, unavailable worker time and delay in calls to hospital are not enough, you guys have succeeded in ruining the eastern part of the city, and now you want to screw up the western part . Thank you. Thank you, caller. Hello, caller. Your minute begins now. Hello. My name is zack. Im a resident of supervisor melgars district. I strongly urge everyone to approve the report before you. The walkway as we know is incredibly popular. Two to one, respondents, approve the park. I just want to say, supervisor melgar, ive been a really early Supporter And Donor to your campaign, and i hope i misunderstood your comments. Im pretty heartbroken by them. I just dont understand why you want to kill this amazing park. We counted on you to prioritize people in the city, seniors walking in the park, families in the park, kids learning how to bike in the park, so why do you want to put a highway back through this amazing new resource . Thank you, caller. Hello, caller. Your minute begins now. Hi. This is harold semly. Keeping the great Highway Shouldnt be a problem. Its two miles out of 1400 in San Francisco. Its wildly popular without cars, and everybody knows we need to move away from Car Use. Cars destroy or environment, cars create in our environment, cars create inequity, and cars create everything that the great highway perpetuates. Were risking destroying a place of Beauty And Serenity all because we cant get past the moving cars are essential. [inaudible] forever. Thank you, caller. Hello, caller. Your minute begins now. Hello. Caller, yes, caller, your minute begins now. My name is jonathan roman. Ive lived in the outer richmond since before the loma prieta. Ive commuted by bike to pier one for three years. I use the great highway as a cyclist at least two times a week, but if less than a handful of people on the closed great highway on a sunny, windy day. Who can i send these pictures two . The great highway is a major artery inside and outside the city. Again, i do not support full closure. For many reasons, this was a poor plan to be implemented without back ups during the pandemic. Its punishing the people in Richmond And Sunset that need to use their cars for whatever reason. I do not think its fair that you vote on anything before driving through the chain of lakes between 4 30 and 5 30 on a weekday at least. There is a useable Bike Lane at least 20 feet away. Hello, caller. Your minute begins now. Hi. My name is heidi [inaudible] im from d4 and im a lower [inaudible] resident for over a decade. As a onetime outer sunset resident, i can say that our former neighbors have never been more safe. We finally shifted from Car Commuting to Bike Commuting with two young children because of this space. This is the exact type of Mode Share we need to do as a City And Weve committed to do as a city. Our friends come to visit on the many public Transit Line that serve this free open space. Its a civic commons, and its so much more than an eroding highway. Its 2021. This Road South of sloat is going to close in 2023, and it will lose its value as arterial material, so lets not kick this can down the road thank you. Hello, caller. Your minute begins now. Hello. My name is chris, and i fully support keeping the great highway a park, as do a majority of San Francisco residents. It should be no surprise, a park is better than a fourline highway. Over the past 20 years, thousands of people have been killed on our street, and to the callers who are saying to open the great highway, this is a transit first city, and if you dont like it, there are many other cities that you can move to. This highway should remain a park for people, and its the second most popular park in the city, and all we did was put thank you, caller. Hello, caller. Your minute begins now. Good afternoon, supervisors. My name is brian adler, and im a 50year resident of the sunset district. Im speaking on behalf of hundreds of residents. We want all four lanes of the great highway open. The closure created Traffic Congestion on sunset, 19 avenue, 25 avenue, lincoln way, sloat boulevard, 45 avenue, 41, chain of lakes drive, golden Gate Park, and so many others. In other words, the simple creation of open space has had a multitude of effects that no one else considered and we the residents have had to deal with. The state is reopening, and we should be reopening. Traffic is going to do nothing but increase, and the problems ive listed are going to get worse. Pedestrians already have plenty thank you, caller. Hello, caller. Your minute begins now. Hello. My name is roland maldonado, and i live between d4 and d7, and im calling in complete support of full closure of great highway. Come on, everyone. We know that i am honestly happy to be in command of my pedal to the metal mentality. Heres one metric maybe never captured in the qualitative study, which is community. Just a couple of weeks ago, i helped an Aapi Resident across the street, and that engagement of me talking to him created a sense of community. Thank you, and have a great thank you. Thank you, caller. Hello, caller. Your one minute begins now. [inaudible]. Thank you, caller. Hello, caller. Your minute begins now. Hi. My name is luke stewart. I recently moved to the haight after living for 20 years in the tenderloin. I lived in San Francisco for decades. Im a working person, Car Owner and driver, and i love the public walkway. Its become one of the most delightful spaces in the city, and i urge you to approve the report and pass it. Were fighting to keep a failed noisy highway approved from decades ago. Its 2021, and traffic is now a huge problem for all of us in the city, not just for the sunset and the richmond. Lets work together to keep reducing car trips everywhere. Thank you, caller. Hello, caller. Your minute begins now. Hello. My name is bruce halperin. Car drivers have many alternative routes. There are 48 routes for northsouth travel. Only Richmond District residents oppose keeping the great highway closed to traffic. 64 of traffic was just between richmond and the south bay. My friends and i have made many trips to utilize the park spaces and patronize the businesses, which we never did before. The beach is not useable as an alternative for bike riders, for walkers, yes [inaudible] and there are no other nearby safe spaces for bike riders to use. Its not economical to keep the road that will be closed south of sloat in a few years any way. Oppose the opening and keep the great walkway open. Hello, caller. Your minute begins now. Hello, everyone. I am david allen. Ive lived in the Richmond District for 12 years, and i was really hoping that supervisor chan can adopt to the two year pilot. Were in a pilot crisis climate crisis, climate emergency. We need to lead. I understand our politicians need votes, and a lot of people in the outer richmond are upset. We need to lead because the Ocean Beach Master plan has already laid out whats going to happen at the great highway or great walkway. Thank you so much. Thank you, caller. Hello, caller. Your minute begins now. Hello. My name is derek roserosell. As someone who struggles with depression and anxiety, the great walkway has provided me a great space for me to walk my dog. Additionally, it provides a safe place for youth and seniors to experience the beach in a safe environment. Moreover, were in a climate emergency and need to act now. No more delays. Thank you. Thank you, caller. Hello, caller. Your minute begins now. Good afternoon, supervisors. Im stacey randecker, a resident of d10. Im calling on behalf of the 10,000 people that will die on behalf of climate change this year, and the next year, and the next year. The s. B. Board of supervisors declared a climate emergency two years and three months ago. What is happening on the great walkway should be mirrored on the embarcadero. It should be happening on our commercial corridors, you name it. We need more of this, not less. When i hear people talking about this want and need, we need to have a planet that we can still live on, and that happens by less driving. These people need transportation. Give it to them. They want to use their cars, and we need to end that. Thank you, caller. Hello, caller. Your minute begins now. Hello. Thank you to the staff and supervisors for considering this topic. I fully support the Fourlane Highway Accommodation we closed to traffic. I use the great walkway now multiple times per week when i rarely used it before. I travel there with friends running, walking, and cycling. San francisco is and should be a transit first city. That is compatible with a full closure of the great highway. This is a climate crisis, its a climate emergency. If you claim that opening more streets to polluting cars will decrease climate change, youre not looking at the underlying science. Thank you so much. Thank you, caller. Hello, caller. Your minute begins now. Hi. My name is zack stuben, and im calling to keep the great highway open to people. Reducing Car Dependence is critical to meeting our climate goals, yet in s. F. , we donate all of our streets to prioritizing cars. Extensive research shows that more space for cars just means more driving. We have two other northsouth arterials in the sunset, both of which could use Bus Lane to increase capacity. Along with a new car free space in golden Gate Park, ive finally had a safe space to bike around the sunset this year. Please dont take it away. Thank you. Hello, caller. Your minute begins now. Hi. My name is mitch conker. I live in d7, and i do not own a car. I ride a bike everywhere i need to go in the city, and i have to say there are so few places to be able to bike safely around San Francisco. This is a city where cars kill more than one person per month despite vision zero. We are in a state of emergency. The board of supervisors declared one, and this is a pattern where we love to talk about our values and declare emergencies, but we never actually do anything about it. This is a situation where we have an opportunity to reduce Car Use. We need to be doing more of this in San Francisco, not less. If were worried about saving the environment, reducing Car Use has got to be a major part of that platform. Thank you. Thank you, caller. Hello, caller, your minute begins now. Hello. My name is sandy cutter, and im a resident of district 4, and i live and work in the city. Im calling to support concept three fully closing the great highway for the next through years. We are in a climate emergency. Transportation accounts for over 40 of carbon emissions. At a time when the city is claiming to lead on climate change, its unacceptable that we would not consider closing something to cars and opening it up to pedestrians. Thank you. [please stand by] including our climate Action Plan and including our transportation which calls the closing of residential streets that are not required for traffic. As a commuter i think that this street is one that was closed a lot because of sand anyways. Two, its so much nicer than bicyclists and i have been hit by a car before, and I Cant say how much i value this space. Thank you very much, i hope that you keep the pilot and to keep this road closed. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, can you hear me . Clerk yes. Caller all right, sorry, thanks. My name is megan and im a resident of district 4 and im calling from San Francisco. I live two blocks from the beach, and my husband and i were very excited when the great highway closed. Actually, i didnt actually know at first of the great highway was closed to cars, i thought that it was one of the many times that it has been closed because of all of the sand and the wind, because we were used to it being closed all the time so were very excited about the closure to cars and encourage the continued use for pedestrians. And nature has already reclaimed the great highway. You want to say something . Sure, if theres still time, im louis, Megans Partner and i really enjoy seeing all of the families use it. Is it over . I dont know. Clerk keep going, you have five seconds. Caller um, yeah, and keeping it fully closed will open the roads for park improvements and playgrounds down the road so thats why i support keeping all of the lanes closed to cars. Clerk thank you. Hello, caller, your minute begins now. Caller hi, i am a resident of the Sunnyside Neighborhood in district 7. A safe great highway free from motorcycle vehicles has been very important to me as a senior. Please support the Staff Recommendation for a promenade and please adopt the report with this option and also do a better job of directing Car Traffic away from the lower grade highways and the neighborhood streets to preserve the serenity of the neighbors who are closest to this area. Thank you very much. Clerk thank you, caller. Hello, caller, your minute begins now. Caller good evening, commissioners, thank you for taking my time. Im a resident of b5. In the past year i have been biking or walking on the great highway several times a week and it gives me great joy to be able to enjoy our Ocean Front without the danger, Noise Or Pollution of cars. I think keeping cars off the great highway and an important way to improve the quality of life of our residents. I strongly urge you to support the Staff Recommendation for the full promenade and keep the great Highway Car free. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is amy morris and im a resident of the Richmond District. And the highway is important to me because its a unique space for safe cycling in the city and right now theres not enough people, especially women and children, who feel safe cycling in San Francisco because so much more infrastructure is dedicated to cars. And to remain sasafely separated from cars, and its wonderful to see pedestrians from all walks of life to enjoy the Beach Side Space and its a beautiful place to connect to community and nature. And nine times out of 10, my husband commuted from the Richmond District and there were plenty of routes to take without access to great highway. I strongly urge the board to support the Staff Recommendation of a 24 7 full promenade. I really want to keep the upper great Highway Car free, thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller my name is Christina C and i live in the Richmond District. I dont see how you can compare the displacement of 18,000 cars a day for the benefit of 4,000 bicyclists, the people that are enjoying great highway have not seen a negative impact on golden Gate Park, and a chain of lakes, lincoln way, and ive tried to get back from sunset to the Richmond District, and there was a 40car Backup and trying to cross over. The chain of lakes now has 40 cars backed up and their own Traffic Analysis shows that. You cant expect people to not go to adjacent streets and overflow into the neighborhoods, including semitrucks, motorcycle brigades, Motor Bike brigades. I mean, in the future you can see that the infrastructure is not there now. Clerk thank you for your comments. Thank you, caller. Hello, caller, your minute begins now. Caller hi, im Susan George and im a physician and i live and work in district 9. I have used golden Gate Park and the upper great highway on a regular basis throughout the pandemic. Its extremely important as im a senior. Many seniors are at risk of falls and it is one of the safest places for me to ride. Far safer than other routes in the city. And i am calling to asking to you keep the upper great Highway Car free and support the project. And thank you so much for your time. Clerk thank you, caller. Welcome, caller. Your one minute begins now. Caller hi, thank you. My name is Josh Kelley and i live at 46th avenue and i have two young children. My family wants to keep the great highway fully closed to cars and open for people permanently. We walk and bike in this wonderful new park almost every day. We use it to go shopping at our local businesses and to get to schools and playgrounds. We are spending money on businesses here because we can safely bike there and its not just on weekends so lets keep calming the traffic in the sunset and i agree that its a problem but we can address it. And lets get more buses out here, please. But highways for cars are fossil Fuel Infrastructure and california is holding its breath waiting for the fires to come back. The climate crisis is here today and we need to build a resilient green city for the future and no cars on the great highway ever again. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, thank you. My name is Chris Barger and i live in petrero hills. At times its been convenient for me to drive on the great highway to get between the peninsula and the northwestern part of the city or the North Bay or even just to get through the trailhead to a Friends Place on the outer sunset but as someone able to bike on the great highway multiple tiles a week on the last year, i implore the board to take the Staff Recommendation and to leave the Staff Recommendation in the report. We have a lot of great City Staff members who put a lot of hard work into this and i think they deserve to be recognized for that. And, yeah, i support the pilot. Thank you all. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hello. My name is adam jamon and im a resident of district 1 and a voter and im calling to give my support to the option three and to request that you approve the Staff Report as its written with option 3 in there. I have used the agreed highway to walk and to bike and to recreate and i have and it helps me to get to irving Street And Turvo where i can visit the shots and eat in restaurants so its really much appreciated being able to get there without having to go in a car and get stuck in traffic, that shouldnt be there in the first place. I want to you note that the Staff Report showed that theres remunerations for the problems on Shane Lakes and traffic really shouldnt be directed to there. Id like to also tell supervisor chan that i dont i disapprove of her stance and i think that if shes looking for reelection she should think about that. Clerk thank you, caller. Caller thank you. Clerk hello, caller, your minute begins now. Caller hi, my name is sarah dutiry and im a resident of the Mission District. And i have lived in San Francisco since 2006 but i didnt become a City Bicyclist until the pandemic last year. I taught myself how to ride a bike on the slow streets, and the great highway being closed improved my physical and mental health greatly. I am in support of keeping it closed. Its the only way that i have easy access to the ocean from my neighborhood. And, you know, i think its great for everyone in the area, outside neighborhoods, to make it accessible to people who wouldnt normally have access to it. I am literally calling in from San Francisco airport, just to show my level of dedication to keeping the great highway closed to cars. Thank you so much. And i vote in or support keeping the great highway closed. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, thank you for your time. My name is shawn wills and im also a resident of the Mission District and i go to the great highway quite frequently on my bike. I fully support closing the great highway to cars. Having it open to pedestrians and bicyclists allows me, you know, to have safe passage on the highway, spend money on the businesses there, and we desperately need to to have a green city to fight carbon, and to fight fossil Fuel Infrastructure. And the great highway being closed to cars, even though i dont live right there, has had unmeasurable benefits for my mental health, my physical health, and im also someone who drives in the city and frequently drive through that neighborhood and i have not experienced a detriment in my ability to get around via car with it closed. So, please, support keeping great highway closed to cars and open and safe for all pedestrians and bicyclists. Thank you. Clerk caller, your minute begins now. Caller my name is that trisha wise im a 30year of open the great highway. I support reopening great highway to cars and i am against a twoyear Pilot Program. The amount of people using great highway does not justify its closing. Im tired of this 20,000 cars being diverted through our residential streets, causing gridlock increase, not decreased carbon emissions and unsafe driving and walking conditions all due to the closure of the great highway. This was supposed to be a temporary situation and its time is up. Dont let people from outside neighborhoods, the wellfunded groups, decide what happens in my backyard. Reopen great highway. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi there, my name is justin and im a resident of district 8. Im calling in favor of keeping the great highway closed to cars, and the third and fifth options both being included. I just want to say as someone planning on raising a family in San Francisco, the supervisors that are planning to move against this option are going to be a great reason for people to not raise families in San Francisco and find places that are more friendly to future thinking ideas, and actually becoming the real progressive city that we pretend to be. You should be embarrassed if youre going to vote against this and, really, i would echo the sentiment of another caller that forewarned about reelection opportunities for the folks that arent taking this seriously. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller my name is Michael Cothen and i live in d. 1 and i believe that the great highway should be open to residents who drive. I raised three kids in the city and taught them how to ride bikes in golden Gate Park in the bicycle assisted area that existed there for years. Theres places to do so safely without negatively impacting thousands of residents in the process. Were worked about embark daro and its a divided roadway with a multiuse path. And the great highway is a coastal fourlane dividing roadway with an adjacent multiuse path. Climate change. No one has given a single example of how closing the great highway addresses the athlete of climate change. Everyone voant conveniently ignores the fact that 18,000 cars are going elsewhere and spending more time on adjacent roads and contributing thousands of hours of Greenhouse Gas emissions every single day. How it addresses climate change if you cant articulate how that is to be accomplished . And you can completely ignore the obvious consequences. I discussed this with my older daughter and he replied oh, yeah, the millennials call for informative activism. Thank you. Clerk hello, caller, your minute begins now. Caller hello, my name is kimlerly and im calling to support a permanent 24 7 closure of the great highway and please, supervisor preston, make this happen. indiscernible and i have indiscernible and in our ceremony we recognized maxwell who helped to stop the freeway from going through golden Gate Parks. Supervisors, you have the opportunity to make a similar choice today. For a city in crisis in the 1906 earthquake and the thousands locked down during the pandemic my husband and i indiscernible last weekend, had an impromptu Halfmarathon And I cant tell you how much joy that gave me to have all of that safe Space And Freedom to not to have avoid the high risk of getting hit in this city. I have heard kids say indiscernible i wouldnt go that far. Just keep the highway open to people. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller is that me . Clerk yes, it is. Caller great. Hey, my name is john winston, district 7. Im a senior living in district 7. I believe that this great walkway is one of the great jewels of the city. Its really brought us up a level or two. We have a beautiful waterfront and it needs to be honored. Who remembers orange wednesday last year. That was a biblical Level Sign from the higher power. We are about we are in the middle of one of the worst Heat Waves in the west coast and we have our natural Air Conditioning and its easy to ignore it, but were in the midst of the worst Heat Wave of history right now in california global warming really is an issue and climate change is an issue that needs puts us at an Inflection Point in history right now where hard decisions need to be made, commissioners. We really need to have courageous decisions made Today Option three, please. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, i lived at o. B. Since last millennium and i enjoyed sharing the resources and the pathway where i safely taught my children how to ride their bikes. I agree with Supervisor Walton about people coming here to enjoy, and like him im concerned about exclusion. And including discrimination against people who drive. Automobiles should be accommodated for making certain kinds of trips. I will repeat that phrase so it sinks in. Automobiles should be accommodated. But thats not my opinion just to be precise im going to quote section 1. 6 of our citys transportation plan. Quote, althoughs should be accommodated from making the following kinds of trips, end quote. Section 1. 6 then goes on to list a variety of uses including shopping for oversized items, Business Use and interregional trips. Apply common sense and the law which is contrary to the pilot. And find the right balance for the public resource. Share. Accommodate. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is Jenny Desilva and i live on 46th avenue in lincoln. I really hope that the board keeps great highway closed to cars. I run every day on the great highway. My family comes here to walk and bike and my children play in the sand dunes along the road. This is our very favorite place in the whole city over the last year. And its had a really magical ability to bring people out, get them together, and they can play in the middle of the road. Theres been marches and that have gone up and down. Artwork has sprung up. So, please, keep this highway open. This city needs even more spaces like this. Thank you very much. Clerk thank you, caller. Hello, caller, your one minute begins now. Caller hi, everyone. This is Dave Alexander from the Richmond Family Transportation network. Again, i want to thank all of the supervisors and their legislative staff for having backtobacktoback meetings. And urging all supervisors not to amend m. T. A. And the r. P. D. Staff recommendations. So, please, do not make any amendments. Thank you so much. Clerk thank you, caller. Hello, caller, your minute begins now. Caller yes, hello, my name is aldo castrio and i am absolutely loving having great highway closed for this past year. Its been a way to reconnect the neighborhood to the ocean and the new way. Its amazing to see the people on various different modes of transportation, whether they be walking, on scooters, on bikes, onewheelers, people of all different ages anden sharing this new space that, again, connects the beautiful occasion to our community. And i dearly hope that we all decide to keep the great highway closed. Thank you very much. Clerk thank you, caller. Hello, caller, your minute begins now. Caller good evening. My name is Alex Miller and im a resident of district 3. I wanted to express strong support for keeping the upper great Highway Car free 24 7, particularly for those of us in and around downtown who dont own cars and dont have backyards and dont have permanent slow streets and have limited access to public spaces like those available on the west side of the city. The ability to walk and bike on the great highway during the pandemic has been invaluable. The great walkway has made it easier to visit the outer Sunset Neighborhood and patronize businesses in the area that we would never have visited otherwise. And it would mean preserving a great public space for people throughout the city and should remain a space for everyone to enjoy. Thank you for your time. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is charlie and im a resident of district 7, a 32year resident of San Francisco. And i am strongly opposed to closing the great highway to automobiles. It is undeniable that forcing drivers to stay in their cars longer in less fuelefficient driving conditions pumps tons of additional Greenhouse Gases into the air every single day, which is absolutely inexcusable. Climate change is here now. Its not the future. The result causes more Greenhouse Gases and cannot be sustained and theres no justification for it. Similarly, theres no question that forcing cars off of the safe great highway that had one s. F. Fire Department Report in the prior 3 1 2 years on to surface streets undermines vision zero. Theres no possible denying that the streets of San Francisco are less safe when these drivers must get off the great highway and go to residential areas. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, lauren calling from the castro and i support keeping great walkway closed to cars and open to people. It addresses the climate crisis and it gives people a safe way to walk and bike and, therefore, not use a car. I specifically now bike to the zoo with my two kids instead of driving because its now safe. Thank you. Clerk thank you, callerrer. Hello, caller, your minute begins now. Caller this is yes. Hi. Good evening, this is eric chase, a city resident. I appreciate this opportunity to comment and register my strong support for concept three, the full carfree promenade. The great walkway is both a magical public space and a vital Transportation Corridor along the westside, one of the vanishing such corridors in this city that is actually safe. A place where kids and adults alike with freely without the danger of threat of cars. We have immense power to change travel patterns by allocating street spaces for the modes we promote, transit, walking and biking. This is needed citywide and the great walkway is an inspiring example of what is possible. We cannot claim to be a leader on climate change or the Environment Or Vision zero for that matter if we backtrack at this moment. The city expects courageous Vision And Leadership from our government. Please do not disappoint us. Please support the full carfree promenade. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is elizabeth stamp and i live in district 8 and i support keeping the great Highway Car free. Today my husband, who is a teacher and my 7yearold son were out of school and out on their bikes and they rode from our apartment in the mission where we live without a car out to the sunset, including great highway. And they got lunch and did shopping at local businesses and i was worried about them until they got home, because they still cant get there on fully protected pads safe from cars. The people who live near the park and the ocean are lucky and we appreciated being able to reach and to enjoy those places safely. I so appreciate the slow streets and especially the fully carfree streets weve created in this time. I know City Staff have done painstaking thoughtful work on this project. Please support their recommendation of the 24 7 full promenade. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is martin munos and im calling in strong support of the open being of the great highway for walkers and bikers and the closure to cars. Climate change is real, and, you know, the great Highway Extension will be closed off from the peninsula in 2023, so im asking supervisors to think about their constituents. How are you going to explain that you closed off is this amazing green space where cyclists and pedestrians and people with disabilities can actually enjoy waterfront when the functions of the great highway is opened back up to cars is no longer useful for commuters. So were getting rid of a green space and were also getting rid of a connection, so theres no one winning in this scenario if you open it back up to cars. The truth is that cars are the number one source of pollution in San Francisco and removing the great highway from our Car Network will only improve our ability to enjoy the waterfront. So, please, vote for option 3. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is Cynthia Coffin and im an outer richmond resident. I reject the pilot proposal. Many San Francisco residents are distrustful of our City Government and officials. The June 10th meeting with the Rec And Park meeting had more reasons to feel that way. The closure of the great highway was touted as an Emergency Measure and now the Bike Coalition and environmentalists and anticar proponents plan to take a Land Grab for the twoyear Pilot Project. This presentation was biased towards implementing the Pilot Project and only authored half of the picture. We all appreciated the photos of happy pedestrians and bikers reveling in the sunny carfree open space. Conveniently, there was no mention of the cost. And gridlock on shayna lakes, and expanding all the way to sunset, and not to result the pollution from cars idling in line crossing the park. And why is the adjacent Trial Clerk thank you, caller. Caller, your minute begins now. Caller thank you, everyone. My name is bob and im a member of the richmond and streets for people, many of the organizations in support of keeping the great highway completely closed to cars. Im calling mostly to reiterate what i have already said countless times but most recently at the m. T. A. And the r. P. D. Joint meeting. A number of other people have already said all sorts of things and i know that this issue is really tense and difficult, but im urging you as a resident of the outer richmond and as someone who wants to see this city not bake under three digit, with climate change induced by our transportation priorities to close this to cars, to get ahead of the work that you know that needs to be done because the great Highway Extension is closing. And invest in making the 18 muni line and the 21 line faster. Please approve the report as presented. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is elias demira and i live in district 5 i would like to see the great highway continue to be closed to cars. Its so much better now. Its a unique recreational space. It is the idea that we can reduce climate emissions by making driving more convenient, and making the area less space and more unpleasant to people not in cars sounds like a dangerous myth. Induced demand is real. The more you encourage driving and discourage other modes, the more people will drive and vice versa. It seems like the beaches are already taken over with the highway anyway and covered did in sand and its going to become more and more expensive to maintain. Any of the resources and Effort Clerk thank you, caller. Thank you, caller. Hello, caller, your minute begins now. Caller good afternoon, supervisors. My name is Kenneth Russell and im a resident in district 7. I am calling to voice my activities, walking, and children learning to bike and people skating and everyone appreciating the beauty of this incredible space along the beach in our city. We should support this and move forward with the full closure pilot. We did what we make space for, we need to encourage people and activities outdoors and not encourage driving. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is Jason Howie and im a resident of district 5 and im calling in support of keeping the great walkway closed to vehicles and supportive of the 24 7 pilot for pedestrians and cyclists. I have visited the great walkway multiple times a week since the road was closed to vehicles last year, both on my bike and on my car sorry and, um, what has really resonated with me is how the space has become a center of Community Activism and also a place where people who may otherwise not have the space to explore bicycling like kids really enjoy the space and make it their own. I think that on top of the issues that the infrastructure of the great walkway will face for vehicles if its reopened to cars because of climate change makes it clear that we should keep the pilot in place. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is amy adina. Hello . Clerk yep. Caller im a Resident And Voter in district 4. And i want to express my support for keeping the great highway closed to cars 24 7. And its one of the most successful places in the city and i have a Family Member with mobility issues and he is actually paralyzed and uses a wheelchair and we love walking there. Its really great seeing all of the people that can enjoy the space now that couldnt before and its really our favorite place of living in the sunset. Thanks. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hey, how are you doing . My name is Joe Demento and im a resident of district 8 and i like many of the callers, the vast majority that want to keep the great highway closed it really has been a source of solace during the pandemic to be able to go there, and to walk and to go to local businesses and see the beautiful ocean. Frankly, I Cant even believe that were debating this all in San Francisco, a city that purports to be concerned about climate change and is now debating whether to keep the highway open to cars. And i let me tell you, when we widened the 405, more cars get in the mix and climate change speeds up all the more. So, please, please, keep it closed to cars. Make it a beautiful place that it is today and help the city actually achieve its climate goals. Thank you. Clerk thank you. Caller, your minute begins now. Caller caller that happens. Clerk caller . Hello, caller, your minute begins now. Caller hi, my name is dominic and im a resident of the sunset and a union member. I am calling to speak in support of keeping the great walkway open to humans and free from cars, 24 7. The space has been a beautiful addition to our city and our neighborhood, and allows us to connect to the beach, and it also encourages myself and many others to visit businesses on the sunset that we would never have visited without this unique atraksz. We need to reduce Car Usage in this city and i know that increasing our Cycling Infrastructure is a critical component of the green changes that we need to make. Theres just no way that the volume of people that are currently cycling and walking on the great walkway would fit into the poorly maintained cracked sidewalk that was preceding the great walkway. So, again, i strongly support keeping the great walkway open clerk hello, caller, your minute begins now. Caller im a district 4 resident and i caution anybody who thinks that closing the great highway is some kind of bold moves that saves the plan fret climate change. There is nothing in this final report that says that. In fact, the report suggests that closing the great highway probably makes things worse. The Traffic Modeling in this final report validates what we have seen in previous traffic studies and situations like this. Cars do not go when Theres Capacity nearby. The Traffic Modeling shows that 20,000 cars will just drive through district 4 and adjacent roadways. At best, the model predicts that closing the great highway does nothing for climate change. At worse, the cars drive further, less efficiently, and its actually worse for the environment. I support opening the great highway while proper planning is done and i personally would like to see concept 2, the department is perpetrating this report are untrust worthy and the data is flawed. This report should not clerk hello, caller, your minute begins now. Caller this is jim fur me, im 53 years old and born and raised here in San Francisco on 34th and melona and my parents still live there. And my 84yearold Father was killed yet again last week by a car speeding through his neighborhood. Any idea that this is now a safe area is ridiculous. The only solution here that is reasonable would be putting a Bike Lane next to the current multiuse walkway, which would make everyone happy, but not what this is about, right . Its about a small group of people, everyone that is calling in that is not already calling it a great walkway and trying to push their agenda to fix climate problem, the kid safe s. F. , the bicycle coalition, all of these are just activist groups that are calling in and getting their point across and its not being used the way that theyre alleging that it is. Its a complete farce. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is ellen, and i live on the great highway between Kirkman Lotman and i have been here for 30 years. So addressing some of the things that people have been saying prior during the 50 plus minutes that i waited this morning and never managed to get on to make a comment, i saw 300 plus people go by on the great highway. The San Francisco Fire Department seems to be doing just fine, let alone what im hearing is that theyre getting through faster now than they were before. We know that with cars if you build it, they will come and if you take it away from them, they will figure out something else. We have seen that in market. We have seen a number of other places. But im hearing a lot of stuff that sounds very nimby to me, not in my backyard i agree. From the personal experiences people have had, maybe some of the places have become more dangerous but out here on the lower great highway, its much less dangerous. Please, option 3. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hello, all, im a Carfree Resident in district 5 and i support the Staff Recommendation of a twoyear four lane full promenade pilot. Great walkway is the best Bike Route in district 4 and great for both commuters and people who to get out and explore the city. I visit districts via bike that i would otherwise not have an easy way to patronize. In this city, more than 95 of our rightof way prioritizes vehicles. And Induced Demand is clear and reclaim some of the Road Space for people with the great walkway. Keep this promenade open for people and not cars. Clerk thank you, caller. Hello, caller, your minute begins now. Caller . Hello, caller, your minute begins now. Caller hi. My name is Leslie Benedict and i am a resident of district 1. Im calling to support a carfree great highway. I am a proud mother of a fifth generation San Francisco resident. And i think if last year has taught us anything, its that our public carfree communal spaces are sacred, and keeping them that way for our children and for our future generations to come is our responsibility and residents of the most beautiful city on the face of the earth. Thank you very much. Clerk thank you, caller. Hello, caller, your minute begins now. Caller thank you. This is Marielle Wiseman from the mission. Im calling to oppose the Pilot Project. Its really clear from the report that a lot of questions were not answered, and the departments are not prepared yet to mitigate any of the traffic problems. In fact, theyre admitting that it will take them a year to put in a traffic light. So theyre clearly not prepared and the public is not being well served under the current conditions, and its interesting to see whos calling in and who actually knows about these meetings and knows about these opportunities to comment. Clearly, not everyone. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi there, my name is Clair Prowse and im a Car Owner and cyclist and a resident of district 2 and i support option 3, keeping the great Walkway Car free. As a cyclist who uses the great walkway as our Commuter Work to work in the south bay, i have experienced harrowing rides alongside cars driving Highway Speed and during rush hour. The transformation of this space to a great walkway during covid has been amazing to see and to ride. The idea that opening up more space for cars is false, given that the extension will be closed anyways, and its a waste of time and money to work on any Compromise Configuration in the meantime. Perhaps we could have funding directed to a compromised infrastructure, to additional infrastructure that we might need to reroute the Car Traffic off the great highway. Lets keep a good thing that was going up with the great walkway as a carfree space. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi im a resident of d1 and im in support of keeping great walkway open for pedestrians and closing the great walkway to cars. And ive had an increase in the quality of my life to be able to walk and bike and skate and im grateful for the opportunity to utilize the space, so thank you i just got married this past year and i can imagine the space being useful for my future family. Many of my friends are having to make decisions whether to stay in the City And Lead and gems like the great walkway are what get me excited to city to raise my family. Its what makes San Francisco superior to other american cities and i would be extremely grateful citizen if i could share the space with my future family. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is Yasmin Staton and i live in district four and im calling to express strong opposition to the continued closure of the great highway and i oppose the twoyear pilot. This closure has brought really dangerous quality of life conditions for entire neighborhoods because youre pushing drivers and will continue to drive because we have to on to our residential streets. In fact, nearly 9,000 voters have signed an online petition to reopen the great highway and please remember that this call has not been made accessible to nonenglish speaking residents who need to drive for their jobs and other activities. Please consider the thousands of folks who cannot ride bicycles or walk to get where they need to be in their daily lives. It blows my mind that a bunch of callers are claiming they can finally do things they couldnt for the last 90 years when the great highway was built. And as to actually getting people out of cars and talking about climate change, the cars are still here, the traffic is just moved on to our side streets and I Cant tell you the number of people that i have counted driving across town to walk and drive on the great highway, adding carbon emissions to our area. Clerk thank you, caller. Hello, caller, your minute begins now. Caller . Caller yes. Hello . Clerk yes, please, go ahead caller yeah, my name is Peter Cannon and im a retired Transportation Planner for sfmta. Currently live in district 8. A representative to the Transportation Authority citizens advisory committee. And im speaking on my own behalf. And i have been very impressed with the Staffs Analysis of the potential Traffic Diversion and mitigation measures as reported outlined in the great Highway Concept Evaluation report, which i will share in our c. A. C. Meetings tomorrow night. Theres conflicting opinions about this pilot but i think that its shortsighted to eliminate the staff recommended option due to pressures from one constituency. And as a senior who uses the great highway as a pedestrian and bicyclist, i support closure and i urge you to approve this Staff Recommendation as written thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, i am gabriel in district 2 and im also calling for kids safe s. F. Im also in favor of keeping great walkway open. I dont own a car, and so i rely on, you know, public transit and i really appreciate carfree spaces because all, you know, public spaces belong to the public, but one of those car occupied and only people with cars can access it, over 30 of san franciscans dont own a car and it was inaccessible to us and now its a really nice place that we can all use. A compromise is worse for drivers and this is why, you know, we should move forward with keeping it car free in the future. And this is also a great location to incorporate. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hello, im the reverend nancy pennycamp, a resident of the outer Richmond District 1. I am calling to urge your support of the Staff Recommendation of a 24 7 full promenade. Lets keep the great Highway Car free. As an older adult, and a cyclist and a grandparent, i urge you to maintain this for all of us. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hello, my name is angie pettytaylor and i live in d7 but i work a lot in d4 and i organize community events. I would like to express my support in keeping it closed, for the twoyear Pilot Program sounds like a wonderful way to explore this further, to create community space, creates wellbeing for the community that can use it and, honestly, i think that it inspires many that wouldnt normally have or may not be getting out. And i think that the spaces that we have, its very inspiring. And i do believe that there are some options that need to be looked at as far as creating better space on the great highway to help to bring attention to the local merchant corridors and to point out facilities, as to where the restrooms are and such. But i to say that i support it and im excited to see where this goes. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is david stone. Im a member or a resident of the inner sunset and a Board Member of the inner Sunset Park neighbors. My partner and i go often to the great walkway and she likes to practice Roller Indicatin Rollei like to bike there. And the way that people say this increases our Greenhouse Gas emissions and makes us a less climate friendly city, they probably made the same comments when the Embarcadaro Freeway was being torn down in the 1980s. I support the great walkway with enthusiasm. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hello, my name is larry vala difference s, and im calling to voice support for keeping great highway closed to cars, and open to humans. I think that its a great initiative and i want to tell you that ive riden on the great highway with my son and we never felt we never felt safe while riding when the cars were there, and now when we ride to it, now when we ride on it, it is a great experience and we feel very safe without any cars there. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hi, my name is James Mason and im a resident of district 8 and i strongly support option three, closing the great highway to cars and keeping it open to people. And i fully support the twoyear pilot as written. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller hello, my name is Robin Ham and im a resident of district 7 and a mother of two small children. I support option 3, the full closure, 24 7 because our city needs more safe spaces for families to play, to recreate, to take their bikes, to go places from the zoo to golden Gate Park. Safe spaces for families are lacking in our city, and this option provides it. I hope that supervisors melgar and chan, especially, will consider this priority in their decisionmaking on this pilot. Thank you. Clerk thank you, caller. Hello, caller, your minute begins now. Caller . Caller hold on one second. Clerk caller . Caller yes, i live in pacifica and the best route for me to go to over to the Veterans Area, when we get our do all of our things that we have to do over in the Veterans Area there, up at in up above clement street, why, its all closed off. It makes it that much longer and a big strain on me and on the area to get up there. So very, very inconvenient having that closed for a bunch of little kids and running around there
