I wanted to share that Kaiser Permanente is joining the white house national action to support vaccinated 70 of adults by july 4th. It looks like San Francisco is way ahead of that. Our approach is to launch a variety of initiatives by increasing confidence and encouraging them to get vaccinated. These include open to all vaccinated members 12 and older. Those who cannot get vaccinated for medical or religious reasons, there will be winners and rewards tied to treats and gym equipment, memberships and park activities for families. Kaiser has contributed 25 million to fund community grabs programs targeting communitybased organizations. We will contribute another 10 million to target organizations to receive funding to continue to promote Vaccine Confidence. Utilize social Media Campaign targeted to the 1830 year olds. Well publish a Vaccine Confidence Tool Kit that shares best practices that we have found that have helped to increase vaccination rates that can be shared and utilized by vaccine providers to help them accelerate vaccine rates and finally, well continue to have our member communications through a variety of outreach mechanisms, texting, emails, etc Cetera And Oneonone for in person visits with physicians, the physician will take note if theyve had the vaccine and maybe address concerns they have about hesitancy. And i get as a Kp Member myself, california has vaccinated over 12,000 people home restricted. Think have gone into the homes to do that for people who cant get out. And there are mobile vans for mobile office visits and im assuing that also offers vaccination opportunities in your mobile offices. Thank you very much. Other plan representatives who want to make comments . I think we had a robust discussion earlier about delta dental. Is there someone here from delta dental who wants to make a comment or followup. I have a question to ask if there is. This is valerie, the Vice President of national special accounts for delta dental. Okay. At the last meeting in may i asked delta dental if new members are all dentists were able to go into the Premier Option. I was told yes, that was true. All members could. I had heard that any new members that option would not be available to them. I have since read the Directors Report that says in order to go premier, you have to go into the ppo status. I dont know how that works. I know theres a contract for the Premier Option, so im assuming you would have to have two contracts. And thinking this is going to make it very difficult for the doctors, just more paperwork and more problems of course. And so, since this has been going on since 2014, i would guess this would be a way of diminishing the Premier Option because as these Doctors Age out, then how many of them are going to come in and sign up for two options here . I have to speak to a few more dentists to see exactly how it would work if they had to sign up for both of these plans. I know it is complicated. I find this just another way to make it difficult for people to go into the Premier Status, which that group was one of our largest groups as i recall. So, you know, down the road here, were going have more people go out of network or stuck with the ppo, which all the reports im seeing, theyre cutting back on their payments for them and reimbursements. I think we should all be concerned about this. Dental care is very important. I can attest to that from my fast bad Dental Care i had and what happens with complications of it. Bad Dental Care means more Dental Care which benefits some people i suppose. And a second question i asked the last time was assignment of benefits out of network providers, which doesnt cost delta anymore. It just makes it easier for out of network providers and from your perspective it makes it harder. Why would you not allow that. I would hope that in our negotiations that that would be something that we should demand. We should ask. Other insurance policies do that. So i would like to if you have an answer to those two questions right now. Sure. Thank you for asking me and allowing us to clarify. With regard to the network contract, theres only one, the Dentist Contract under two arrangements or two different sets, but it is one contract. All of our dentists hold one contract that allow outlines all of our policies and all of the fee arrangements. So there is no intention to eliminate our premier network. We value that network very much and we continue to have quite a few dentists in that network. There are very successful and expanding the Ppo Network as we move forward and many dentists have chosen over the recent years to offer the ppo in addition to the premier, recognizing that there are patients in the marketplace concerned about cost. That is our continued strategy, to emphasize the ppo. We are not eliminating the premier network. Our goal ultimately is to have the best access. So were focused on that at all times. But let me just ask you, if i go to the dentist how do i know do i become a Ppo Dentist or part of the premier. How do i know which one . You can ask your dentist or look online. Delta dental can tell you if youre participating in one plan or both. Do they tell you now youre here and if you take this option you pay more how do they explain it to theres no option. They recognize that you are enrolled in a Ppo Plan and so they are going to tell you theyre a Ppo Dentist yes or no. Theyre a Premier Dentist and youll be reimbursed based on premier fees and not ppo fees. But our systems automatically recognize what dentist you see and what the Contracting Status is. Its a matter of for the member asking their dentist or if their interest is visiting a Ppo Dentist looking online or asking the dentist if they participate in the Ppo Network. She said theyre both. The dennist said Ppo And Premier. How would i know . The dentist knows if theyre both. They look up your plan and see youre in a Ppo Plan. Theyre going to advise you that they participate in ppo. What about the Premier Part . That really doesnt matter. When youre in a Ppo Plan and visiting a Ppo Dentist, it doesnt matter that they have Premier Status as well. Your plan is the Ppo Plan. Okay. Excuse me, this is randy scott. Its just the same doesnt your enrollment, when you enroll and take the premier, that is what were paying for for you and thats how your record shows is that you enrolled in the premier plan. When you go to the Dentist Office and call up your name in the delta system, theyre going to see youre a premier member. Ppo. Theyre going to see youre a ppo member. This is what is confusing to me. You have a Ppo Plan and theyre going to see enrollment is a Ppo Plan, the dental office is going to see youre in a Ppo Plan. The Customer Service recognizes you are in the Ppo Plan when you look at your highlights of benefits, your benefits of coverage, all of those say Ppo Plan. That is the plan. That is your status. If you are registered as premier, youre a ppo that means the dentist gets reimbursed on Ppo Level and not premier level. Yes, if you are visiting a Ppo Dentist dentists with contract with us currently are automatically enrolled in the Ppo And Premier plan. There are some dentists on the books with premier only im talking about two plans. I think im sorry im going to interrupt. This is an opportunity for plans to update all of us on changes in the plan and all of this. I think these are important issues. I think Commissioner Breslin, if you have questions about your own participation in delta dental, maybe it could be worked out oneonone in terms of how the explanation of benefits gets described to you in a summary or to other members. I think most dental offices know how to access delta dental if you have coverage and can ask to make charges before procedures and then at least give you a statement of benefits, what they paid, what they didnt pay and responsibility. Thats pretty standard across the industry. Maybe we should refocus this discussion on what delta dental or other members want to speak up about changes overall in their plans and announcements at this point. I dont want to hold this up. Its 5 00 already. But i think this is the first time it has come up that youre not in the premier anymore. You couldnt do that after 2014. So im still confused and maybe i can call you Commissioner Breslin after the meeting. I would happy to do that. I think we can arrange for that. I think its i think what i said earlier in my report is that we are meeting weekly with delta to clarify a number of issues. Some of which have been brought forward today, again, and they have been asked and answered. This Board Meeting is being conducted pursuant to provisions of the brown act and recent executive orders issued by the governor to facilitate Tele Conferencing to reduce the risk of Covid19 Transmission at public meetings. Ordinarily the brown act sets strict rules for Tele Conferencing. The governors executive order has suspended those rules. As noted on the agenda, members of the public may observe this Tele Conference Meeting via Sfgov Tv and offer public comment by calling the published phone number. On wednesday morning, may 26, the lives of nine essential transit workers were tragically taken at the Santa Clara Valley Transportation Authority live Rail Yard. Directors item five is the executive Directors Report. Good morning, directors. I wanted to give you an update on a variety of items that we have been up to over the past month with the business of the City And State as it relates to the pandemic. With the state reopening on june 15 and San Francisco planning to align or actually aligning with the state, and were optimistic about the return of increased economic activities and services to the City And Transit center. And City Hall reopens this past monday with appointments only and conventions are coming back to the city which includes a force slated for september. We continue to add activities to the Parks Programming which include do it yourself craft class along with a Writing Class and toddler class. And attendance continues to increase with news of nearby businesses bringing back a limited number of employees. And we are optimistic about the positive trajectory of the citys recovery. As previously mentioned as a transit facility, all visitors are required to wear masks in the center including the park and to Transportation Security Administration security directive. And which is in effect from last september. This is from which is consistent with the state guidance. Last week the mayor and the officer of Community Investment and infrastructure announcing the impending transbay terminal site which are Benefit District Partner working to deliver activities in collaboration with other community partners in july. We were happy to provide a tour with the great opportunity and look forward to working with staff to improve availability of paint services such as clipper machines, signage and in the center. And follow up to the Budget Transportation last month, and will present fiscal year final budget for your consideration and adjustments have been made to the phase two annual budgets resulting in an increase of 86,000 for capital activities. Additionally, i wanted to share that the annual rating which remain unchanged with a stable outlook and with the desirable changes to the Office Use and occupancy in the last year. We embarked on a procurement services and today on the regular calendar and with allied universal security services. And this allowed us an opportunity to encourage competitive pricing and small Business Enterprise to decrease with the federal and state advocates to ensure we are aware of and on the federal level, congress and the biden administration continue negotiations on the Infrastructure Package which we hope will provide robust opportunities to provide efforts and we strongly expressed support for the passage of the package and asking congress to advance this important effort. And we also sent a letter to House Chair to support the invest in America Act as it will provide muchneeded federal commitment to building infrastructure to increase Ability And Access with a real and lasting contribution to improving the environment and connects communities in a more efficient and equitable fashion. We ask for the continued support of the projects of national and regional with competitive grant opportunities for large transportation projects that cannot be funded through annual appropriations and other discretionary resources to qualify. The u. S. Department of transportation released their proposed Budget Recommendation of an overall Funding Level of 88. 2 billion for transit and provides 2. 5 billion to the federal Administration Capital Investment grants program. Which is important to d. T. X. As we plan to enter the program this fall. And the tjpa submitted programmatic request to the delegation to fully fund the program in the fiscal year 22 transportation Appropriations Bill and last month we submitted Community Funding Project from the Supervisors Office to support the way finding program and we anticipate hearing back by the end of july. On the state level, weve been tracking the progress of the Governors Budget Progress of the progress of the governors Budget Process. We submitted a letter somewhat of a tongue twister. We submitted a letter to the governor and requesting the d. P. S. Project conclusion and the 1 billion Funding Allocation for Transit And Rail and if not feasible, direct funding to the transit and inner City Rail Capital program which is administered by caltfa where tjpa could be available to access the fund and multiple unsolicited approval into the Budget Process which included funding for enhancement at the center. And in regard to d. P. X. , we continue to advance and in addition to moving forward through the respective process and with the outregion to seek over time. And provide a briefing to the e. O. C. With the operations analysis, item 11 on your agenda and with the utility between third and sixth street at various locations from the Tunnel Alignment and preparing and providing the Engineering Team and geotechnical conditions of the d. T. X. And as i am sure most of you have heard, m. T. C. Has released the Draft Plan for public comment and through multiple workshops and hearings and hearings through july 20. And identified as an important barrier priority project. And lastly, i am pleased to report that we have successfully recruited a Project Director for the Downtown Rail Extension project and he has joined us in advance of the official Start Date of july 1 which shows his dedication. I want to thank the Vice Chair and chair and former Tjpa Executive Director and continued Program Manager for serving the interview panel. And the Recruitment Process was july 2020 and it was challenging to recruit for the position during an unprecedented area. And the successful candidate is a right person for the job and experience, expertise and background. Alfonzo rodriguez has 35 years of experience leading, planning, directing and delivering Rail Transit and with some in the Bay Area and l. A. s metro red line and 1. 4 million budget and directing all to prerevenue service and the challenging relationship and demonstrated honest Communication And Commitment to the public. The work includes Government And Management experience that will from the extensive experience with the major Consulting Consulting Firm and we are excited to have him and i would like to say a few words and thank you for that nice introduction and to serve as the Project Director to phase two. And the landmark for the entire Bay Area and does serve as a vital Transportation Hub from the Leadership Approach and transparency, safety and achievement. And i do look forward to working with you and the rest of the transbay team including the Esc And Transportation partners and stakeholders to keep this good momentum going to the full funding and thank you for inviting me and i look forward to working with you soon. As mentioned, the Park Program is wrapping up nicely and with the attendance levels and that is the high Intensity Interval Training and something if you have known ne at all, i do not do. But bless those who do. Great attendance to go to office returns and through company gathering this is fall. So great to see that on the radar screen. With the repairs done and fairly low Occupancy And Grass progress on continued replacement windows and also other capital improvements. And being as creative as we can to continue to squeeze a few dollars of energy with no impact. And down to the lower with first event that was not Sales Force was appropriately a Marriage Proposal effectively. We were really happy to kick off the special Event Process last weekend and i am pleased to report she said yes. Next slide. And they have been a prepartner through the pandemic to provide a number of virtual conferences hosted at our location. This is the most recent one done last week. Looking at the Security Budget and relative to the budget relative to the item up for approval and for Security Company and i find the budget calls spending 7. 3 million a year. And i want to repeat that. 7. 3 million a year with the Police Department to supervise and secure the Transit Center and that is 20,000 a day for that service. I do visit the park quite a bit. I do see them once in a while. I consider this a bit of a boondoggle. We need to look at that relative to trading that service out for the contract and services below. Thank you. Thank you. To have a background of this item, the Tjpa Board authorized the Executive Directors to execute for three years in for a threeyear and one half Year Term not to exceed 18. 1 million. The Base Term of the current agreement expires june 30 to extend and please go back. The prenegotiated extension is fullyear and fiscal year 2021 is 5. 7. And fiscal year 2023 is prktly 5. 9. And january 28 of this year, a comparative analysis on the Contract Security Bill rate and the full Contact Security Service was issue and february 22 to increase competition and overall yearly costs. Next slide please. The scope of service and the to report and to to support other Safety Duty with the standard Operations Center and staffed by security personnel 24 7 and is the Transit Centers Neuncation Hub for our operations. And comes into the security Operations Center and pushed to the Engineering Contract Security and with the Field Security and to enforce the park roads and the code of conduct. And sfpd on site augments the Field Security personnel and invest crimes concerning local Ordinance And State law. Identify perpetrators of crimes and make lawful arrest. And if needed, can request additional resources from sfpd or chp. And keep in mind that this contract with sfpd is huge for us. And for them to be on site and we never have to dial 911. And are constantly in communication with the 911 team and can call up more resources and extreme Blindside Operation as opened to if they werent here and calling 911 emergency and create chaos. As mentioned in the staff report, the current agreet with the option to extend and the fiscal year 2021 and in year five of this current contract would be fiscal year 2022, 2023 is 5. 9 and this executive with the market and competitions resulted in the calls and fiscal year 2022 and 201, 22. With the total savings. Next slide please. The staff recommends the Executive Director and with the allied agreement in the threeYear Term not to exceed 15,425,000. Next slide. Who would answer that . So the handling of Gras Tee Fee is handled by the facilities team. And so if we discovered any of the graffiti within the the center and to identify real Quick And Spray paint and leave. And to identify the person traytors. And we get to have that major goal as it relates to graffiti. If there is graffiti as Director Shaw hypothetically postulated, was the Tjpa Team take care of it . Absolutely. With the Operating Budget and the Highlight Z as presented in pay and the Operating Budget presumes the recovery in may from the covid19 pandemic. And the two changes include the ann armed Security Contract savings and increase in reserves. And significant future changes that may occur include an m. O. U. For park costs an payments. And the potential for american Rescue Plan to be allocated by m. T. C. Starting this summer. I would like to take an opportunity right now to thank m. T. C. For putting on the agenda an item related to are, m3 to enable the tjpa to be reimbursed for previous operating expenses if the Rm3 Litigation is favorable. And if the ruling is not favorable, tjpa would use reserves to cover the operating costs and would be to identify other funding to cover future Operating And Stage ii capital costs. Next slide please. The table summarizes the development and changes since the May Draft shown in the last two columns. Well talk about details on the revenues next. Next slide please. And the next one. Thank you. As noted in may, the fiscal year 202121 budget is an increase from the current fiscal year. The inclusion of the federal relief funds and changes in other sources has resulted in an Eare Duction of the amount needed from the operator contributions. And compared to the current year. And since the May Draft, Ac Transit has requested a small reduction in the Capital Contribution and that is incorporated with additional resources projected to be transferred to the Operating Reserve. Next slide please. And i know it is hard to provide details of what the revenues look like for the Operating Budget. And the next slide will talk about expenses. So since may, theres been an overall reduction of approximately 680,000 comprised of 690,000 in savings from the unarmed Security Contract and a 10,000 increase in the Insurance Premium for the current or for next fiscal year. And then the net savings from fiscal year 2022 revenues and expenses and the estimated Fund Balance from the current Fish Year and with an additional 1. 4 million for the Operating Reserve and with the variable operating costs. Go to the next slide please and the changes since the May Draft budget. We can go now to the Capital Budget. So this slide summarizes the funding sources of the 72. 4 million Capital Budget which covers phase one, phase two, and tenant improvements. And the primary sources include the tjpa 2020 tax allocations and the Prop K and there is the summary of the different kind of sifts that will take place on the Capital Front and construction of tenant improvements with the Engineering And Design of phase two. The from the primary activity is going to be the Construction Close out to be closed. And for tenant improvements, the budget is 19. 4 million which is the reduction and with the May Draft and primarily due to the estimated balance and the change for fiscal year 2022. And and for accounting purposes. And in order and from the May Draft and the budget is 30. 2 million and based on the Debt Service Schedule and with the Tax Increment prove. And we will be returning to the normal Budget Process. And we come back to the board with any significant changes during the fiscal year. So if there are any questions . Happy to answer them. Item 11 is a presentation on the analysis and the executive Steering Committee Chair to introduce the items and along with the highSpeed Rail will present. Good morning, Chair Gee and directtors. Happy to be here today with the team to present the dtx operations planning study. This Nanl Sis was conducted in support of the phasing decision that will come before you this august. The team has been focused on identifying what types of potential dxt fiscal capital investments may be xsh of what dtx physical operations may be deferrable and what the Number And Frequency of train cans be supported at different levels of design of the dtx infrastructure. Sprait separately, the cost savings and other effects of potential deferrals are being studied by the this is the potential connection and that one that we hope in San Francisco will happen. From the Ta Point of you and in the purpose of that study to provide an initial indication of the capacity implications across the bay and assuming the dtx investment. That will be, again, what the presenters will be speaking to briefly as well. With that let me introduce the two of them to give the presentation. With the mou and with the to be understood taken and the input wills feed into a phasing analysis that is already mentioned. With the inputs and drive the capacity and the infrastructure required. I have talked about the previous work and high Speed Rail and caltran together and this work builds on that. Some of the conclusions are based around the fact that the entire system needs to work from San Francisco to caltran down to san jose and for the authority beyond that through the central valley and down to los angeles. We have taken this in the round. In the Business Plans and the vision statement, caltran is looking to run in the area and eight trains per hour into four trains per hour. With the to feed goo into and out of the Dtx Heart of the system and identify the operators and planning parameters and their needs for certain operating requirements in terms of the length of time to create accommodating the zones and the safety purposes in the tunnel and the Dxt Tunnel approaching the Sales Force Transit Center. In terms of and with the peak and we also looked at and with do require three tracks and from fourth and Town Send and the new station on the that is undertaken by a number of Peer Review groups in the past and Parsons Transportation on behalf of tjpa and that is and i will come to those shortly and explain the differences between them. And even looking at different layouts and we still come back to the conclusion that the three trips are required in the Tunnel Section between 4th and Townsend And Salesforce Transit Center. And minor delays are introduced from the daytoday operations of the Transit System and we found that with the infrastructure and proposed the system is able to recover once the delays have gone away. You dont end up with escalating and settle back into the pattern. And in Noer Mall operations and under the minor scenarios and no significant benefit and the loss of one of the tracts or maybe the closure of the platform if you had shared platforms and that advantage and always came at Caltrans Disadvantage and effectively make a one for one trade of train services. And it doesnt increase the quantum you can run and allows you to be more flexible in what you choose to run. In terms of phasing both layouts can support a phased introduction and of the Tracking System and infrastructure. And that infrastructure is being fed through the phasing study. And that will be coming out in the next few months. And and concept a has the single platform for highSpeed Rail and they need to operate the trains in both directions and the platform and would highSpeed Rail to stop more than two of their services at fourth and Town Send. In Concept B, very similar and layout from salesforce Transit Center to fourth and Town Send. A slightly shorter three Track Section and still requireed. And then at fourth and townsend, the idea is to have a caltran platform in the middle. And it is possible to operate with highSpeed Rail in tracks one and two in concept a or three and four in Concept B if that were desirable. On next sliez. And through increase of caltrans services to and with the righthand side and incrementally add in highSpeed Rail services and increase the amount of infrastructure required. And on the far righthand side you have the caltran and four highSpeed Rail services. Next slide please. So i mentioned the simulation and Contingency Planning Work that we undertook on the schedules and the infrastructure that we develop through this exercise. And as i said, both of the con cements concepts perform well to the with the major disruptions between the two two concepts to make it through and to which ones you have to trade out. And generally its a one on one trade between caltran and highSpeed Rail and is something that both of our agencies would look to get into in more detail. And as the start of operation comes closer. The last two points and to make the point that the loss of traffic and challenges the Operating Program terse. And on the section between fourth and townsend and the existing to short of the section and in the Caltran Case can be a diverse to the to go nearer to operation. And next slide. To look at the run through analysis or the impact of having facilities at fourth and sorry, at the Salesforce Transit Senter to link into a new transbay crossing as developed by the loop 2021 program. That is an active discussion that we are having with the Loop Program and as the operatetors, we are ready and able to take the analysis once we have firmed up and we are looking for the direction on that. So that concludes the presentation and i am happy to take any questions and specific for the events. Directtors, questions at this time . There is an information item. There is no action. This item is update with more to come and as the share chairing over the next several months. Director shaw . This is a very good report, and i have seen it twice and learn something every time i watch it. It is comprehensive and really good work. And the question i have is not sure if its a question or an a statement and similar to today and with the services lost and because of that, and says to me that i am hoping that by the time this is implemented and were more of i want to call it a blended system and from a Customer Perspective her not going to care on Caltran And Hsr and depends on where to go. And from a Services Perspective whether it be ticketing and way finding signs and whether it be what time does the train come, and i am hoping that they dont have to care that i have to look at a caltrain timetable or hsr or that there is some way to do that. And to lose services like that and on the independent track and not looking at it from the rider perspective. Maybe i am wrong in that. But that is my comments, i guess, i will make. With the responses over and the blended operations and nature of highspeed services and caltrains services are quite different markets ultimately. I think should hopefully assauge some of the concerns. And the highspeed real service will be to everybody with the allocated seat and more like flying on the aircraft. And go forward and to make it easy to pass through any of the station facilities and get to the right place. And elsewhere in the world and to direct you to the right point on the platform. And where this is closest. And caltrains services is very different. It is up and go and high capacity to serve that commuter market. So there are some advantages actually in having differentiated platforms. I am not trying to suggest the complete separate platforms is ideal, but it is where we are on pendulum at the point. And as far as looking at the Transfer Point between the two services to make the slow as easy as possible. We are looking at all that in the scheduling. And when we get into the detailed platforming of services, we will try to make sure that there are any transfers that are as easy as possible. When i travel in Italy And Europe and maybe they dont share platforms and i just assumed they did. That is what i think about and the way the services is designed in europe as well and tell by the accident that i am from the other side of the bond. And all of the train services will have an allocated platform. If you travel every day on those services, and you will know to go to platform 10 and i take the point. Ed thank you, Director Shaw. Did you want to weigh in with anything as paul suggested . If i may, i may jump in with the Question Or Comment on a different part of presentation. It is an important one for the board to understand and around the run through analysis and in particular, you had some of this on your slide and to go indepth and highlight in the back of Everyones Mind and that work to do that analysis, there is a lot of assumptions that get created in that process in terms of what it is and what it may become and all sorts of engineering questions and end points on the East Bay Sigh and Technology And Sort of to jump in on that and assume and to run the simulations and things like that. I would be for cautious in making the decisions yet to come on what that looks like in the future. And i guess i want to give that caveat to the board with the mine thought and what it is and isnt going to tell us. This will be a lot of what the with the assumptions are. And too much more to add other than in that link 21 very early in the discussions in terms of where it thinks the best location and the connections that are talked about. And also designing services and as well as services running through and where do they go to . And there are many questions. And the engineering design. So the ability to a technical point, but the gradient to have to go out to prevent the thousands of developments that is mentioned. Director, any other questions . Director jeanbaptiste . Thank you. And thanks for the presentation. So from this point, it is essential to make the connection on the east side and this is a really important project. And to emphasize that it is early and planning stages and this project is much further along. And to allow for flexibility and without curtailing our own Planning And Advancement to take greater form. And i did have a question that i was hoping you could clarify and Director Lipkin as well. There was a comment we received from a comment of the public raising the flag about the number of high. Speed Rail Station and asking about how fourth an Townsend Fit into that first. Prop a and the Rail System and with the bonds and travel time and specific design considerations. One of the requirements around the overall system and maximum of 24 stations on the statewide system that is part with the hour requirements. And the only rules about where the stations can and cant be that we have to have the northern terminus at salesforce Transit Center. That is one of the requirements from the measure. And the other side and we can have a separate conversation about why that exists but the west is a blank slate up to 24. And the phase one system from San Francisco and los angeles. And we are at 15 or so based on the 2020 Business Plan that includes the fourth and townsend station. And there are phase two stations to extend to sacramento and san diego. And we are well short of the 24 limits. Does that become a question at some point with phase two . Maybe, maybe not. And those are decisions in the future. And i dont i saw that comment and i dont see that as a big issue. That is helpful. And i was curious with the options and if its too early to identify one as being a Front Board Runner and also how the options might relate to the stationary development in that particular area as well. To take that one. And director gee, may i respond . Steven, yes, good morning. Thanks for joining us. Thank you. We have established a working group immediately with the options from several perspectives. Obviously the operational perspective. And the passenger experience. As well as the implication and the Rail Yards development. And both of the options have essentially almost an identical footprint if you will so the relationship to the future development and to think about the potential Future Underground and depression of the Rail Yard to allow development and to how the two options and influence the the understood Ground Railroad and we will be working with that coming up in the next few months with a preferred recommendation. We are in the early stages of the operational analysis and i think as a region we have offer been in the position of wanting to make sure we can that at the same time can make the tradeoff decisions to limit the operational capacity. And from my perspective, and i will want to look carefully at what the financial tradeoffs are relative to operational and thank you so much for this information. And Director Jeanbaptiste for the questions. Other directors . I dont see hands raised or people waving in the screen. So in the presentation and you eluded to the disruptions and impacts on operations. And what are disruptions and is that a required bottling . Is that required through the modelling . And that may be a team response. So two levels of that we looked at with the similar work and to refer to as minor disruptions. With the dynamic operation of the railway and maybe a train running slightly slow for some reason. And a minor delay and perhaps because of a Passenger Boarding taking an it will longer. Those are measured in low numbers of minutes. And 10 minutes or less. We fed those delays into the system called Rail System. And a System Modelling Design to go to randomize in excess of 300 simulations. [please stand by]. When we looked at that, what we were looking at is where you could still access what was left and how many trains you could get through. I did talk about some of the Contingency Planning Activity to show that we wouldnt be able to get all of the trains still through to s. T. C. And what we would do with caltrain is work jointly to have very clear contingency plans to be enacted in those situations and i talked about terminating [inaudible] of destination or a couple of trains up so you get two trains running in one slot or we could divert to other locations. So that is the difference in the disruptions. Does that make sense . Yes, that makes sense. I guess that is a kind of considering Recovery System Recovery is part of for me it is just due diligence in terms of planning a system. Its what we would do with any [inaudible]. One of first is simulation testing. As you say, it is just good due diligence and good anywhere around the world. Thank you. Any other questions from directors . If not, mr. And then going back to item 3 would be our Student Delegates report. As you may all know, this is actually their last meeting with us today. We have been we had the ability to invite them into the Board Room so you can at least experience one time being in a Board Meeting sitting at the and thank you for being here and the floor is yours. Okay. Thank you so much, President Lopez. For our Student Delegate report, were actually just going to read off a little statement. Sorry about that. I want to make sure we dont so im just going to read off a statement that i have provided. It has been a privilege and my greatest honor representing the San Francisco youth and public schools this last year. Not only did it contribute to my Growth And Experience and knowledge as a young woman, but it gave me the opportunity to meet so many amazing people. Hearing the personal stories of my classmates and peers taught me a lot about how we are helping and hurting our future. Although i cant say the work is close to done, i see that this Board And District and city is dedicated to improving schools. I know ive served my purpose in representing sf youth. I know that when you see me, you see the other 56,000 students. I just want to put emphasis on how many other students are in our schools. Its so easy to just think its me and tevon or its just you and your daughter or son, but at the end of the day, we are a community of so many youth and the fact that we are the future should give you so much hope. I know that so many of my peers give me hope and the fact that they deserve a good education is what keeps me here today. I know you all know how many obstacles weve faced being in this position from people who dont agree with what we want. At the end of the day, its not about one single student, its about all 56,000. I hope that as youve witnessed our leadership, its a reminder of why we do what we do. Educate. Educating our future. I also want to just take the time to thank my community. You all for supporting me, hearing me and also inspiring me. Lastly, i just want to say i didnt want to talk your ears off so i just want to plug in an article that i wrote. Its called the risk of education without purpose. And there you will hear so much of my thoughts and learning this year and i really appreciate having a chance to speak today. Hi, everyone. Im the more controversial one so im definitely um, i think more towards the end, ive been inclined to tell my story more so people can really see why ive been going so hard to make changes this year because i know a lot of people see is what they get on the Board Meeting. So ive prepared a little bit including my story and also just some other thoughts as well. So, yeah. Race, society, and politics. As a black student activist, i am the main target of antiblackness that accumulates when these issues collide. Despite living in San Francisco, i have been impacted by the racial bias. I lost my father due to Gun Violence which is not easy to deal with. Losing parents and parents walking on children is a common story in black households. In schools, ive seen peers that look like me. Instead of teachers addressing the reality we face as black students, they chose to isolate us in the classroom. I didnt want that for myself, but some fire was ignore fighted to honor my Fathers Memory by beginning my future, my education. Growing up in San Francisco in america is a privilege. I learned that some san franciscans are not so accepting. Throughout my academic career, most of my students or faculty were either asian or white. Most of the time, i was the only black kid in my class. I did not know my skin was a factor until first highlighted by my 1st grade teacher. During spirit week, there were many fun days, one of them being crazy Hair Day when kids came in with you guessed it crazy hairdos. Even my teacher walked in with a wig on. When i wanted to try it on, she told me, your hair is too greasy. I had never scrutinized the nature of my hair although i knew it was different from that of my classmates. So i grabbed a Water Bottle and tried hard to get the grease out of my hair. I had no idea such incident would form my academic career. In middle school, my peers called me racial slurs. But i guess its prepared me for the biggest beast of all lowell high school. As a freshman i was in and out of the Deans Office relaying how kids repeatedly asked if i wanted to eat all the chocolate because im black. I also had teachers who took all the black Kids Work and continued denying us to turn it in. And how the administration would choose to address it. Instead of waiting for someone to address ti started advocating against racism myself. I started to build my leadership credentials by joining clubs by black student unions. Ive been very committed to changing the culture. Ive been able to bring black culture and issues to the forefront. Not to mention being the first black female issued and also the Student Delegate seat. I continue to expand as a leader where i represent all 56,000 students to the Sf Board of education. I have remained resilient in my advocacy by eliminating admission systems at lowell high school calling out racism and sexual assault. Numerous Tv And News interviews planning protests, supporting plans to reopen and making ethnic studies and requirements at sfus d. It is an understatement to say that holding a seat on the board of education is hard, especially this year. This year has been a crazy experience that has made me stronger as a person. I ran for two reasons. One for my community that has held my back and stood up for me this whole time and two to bring all the issues in the dark to the light. It has been an honor to speak on behalf of the entire Sfusd Student Body and i want to thank you all for being along on this crazy ride. I think, we graduated. Yeah. So thats update too. So yeah. Were just preparing for the next Student Delegates if you havent heard. Joanna lamb from lowell high school won the citywide election and agones yank is the intern Student Delegate. So her seat will be confirmed in our election. S. A. C. s election next fall. President lopez thank you. And we all normally would be in person celebrating you and normally commissioners on the board or. I know all the commissioners share my regard for the Student Delegates. Its just been amazing to witness your not just your resilience, but your leadership skills i just know as you move on in your lives and college in your careers, youre going to be more successful. Commissioner norton, every year, this group of Student Delegates were the best ever and i have to say i concur this group, you two are the most amazing Student Delegates ive ever worked with so thank you again. Yeah. Came from the city, super proud. City kids representing all day through and through. You guys held it down. Like literally showed up and showed out, you know, and really talk about like a time of just, you know, im all about, you know, things happen for a reason and you guys are exactly the Student Delegates that we needed during this pandemic and you guys stood up and fought so many crazy battles and helped the board get through staff and the families and the kids and mainly the kids at your school as well. You know, so super proud of you black and brown sheroes. Im with you 100 . Super excited for whats getting ready to happen to you both in the future and you guys, you queens are always in our hearts and what you all need to continue your journey, feel free to just let us know and hit up vince. President lopez that was good. Commissioner lam, i think i saw you too. Commissioner lam you both are just incredible. I have learned so much from the both of you this year of our service together. I just know that this is just the beginning of your journey and i cannot wait to stay in touch. I told shevon last week you cant get rid of me. Just know were going to be consistently to stay in touch. We are with you as you continue this Life Journey and thank you. Thank you and i know that the young people coming up behind you Student Delegates are going to carry on the work that youve started and just really excited for you as you continue on to your adventures in college. I think every aspect of this year has been so different than any other year in the history of education in this country and you both not only persevered through this year, but you actually thrived. You continue to fight for what you believe is right. You continue to push for whats right and im just so proud of you. The way you thrive through this year and now youre getting ready to soar off to new heights and i just want to congratulate you and what an Honor And Privilege its been to serve with you both this year. And looking forward to hearing the stories that are to come. We know there are stories to come. Were all going to be saying, hey, we knew them. We know them. Congratulations to you both. Commissioner i want to say what everybody else said which is that weve all been very impressed by your leadership and as a black parent, ill say im indebted to your leadership because youre leaving our district better for when you came on the board in the schools that youre in and interactions that you have outside of the board i just want to say personally how grateful i am for your courage in speaking truth and i think in that sense, youve spoken truth in spaces that adults are not comfortable. Youve had the courage to speak truth. On the board, last fall, it was very contentious and you continue to speak truth and your Voice Intoeth of your voices are extremely important and because of your courage, we have been able to move this district and this is where i feel kind of old, you know, you know the importance of what youre doing but i dont think you truly understand the impact that youve had because youre not old enough to see how long weve been working on certain issues and Adults Year after year have not been able to move things. Your voices have been able to move our district on issues that weve been struggling with since consent decree, since brown versus board of education. And so, if anything, youve proven number one that Youth Voice and Youth Leadership deserves respect and in some cases, you know, you deserve more respect than a lot of the talking heads and the, you know, adults, politicking and making speeches. You guys are actually speaking truth to power and i will continue to see you as a colleague and an equal in terms of the Work Youve committed to doing and excited to see where you go and what will happen next. Commissioner its hard to add to what my colleagues have been saying, but i will add one thing. I would just like to observe youve come from one of the largest and smallest high schools in this district and represent both different and similar and incredibly powerful voices for justice, not just justice but voices for justice. For me, it also reflects one of the things it gives me a lot of hope about sfusd is that our schools for all their flaws, right. Including shevon spoke eloquently. I think also, there are also pockets of Positivty And Strength and the way that she was even through that, the leadership and then essentially force us as a district to change some of those things. So i think that both of you and coming from jim jordan, a place thats close to my heart. Jim jordan has had four values. Respect integrity, courage, and the two of you model those with just such excellence that i think it really is a model for the entire School District and for me as a new board member, its incredibly intimidating and humbling as you come on to the board. I have to say, these are my colleagues, so i need to step up. So thank you, supervisors. Yeah. If i can jump in, i just want to echo what everyone else has said. Thank you for your service and to being a leader in our district and speaking on behalf of students and wish you the best in your next endeavors and adventures and leadership and making things better. Ment thank you. I just wanted to thank everyone also for all of the Graduation Gifts too. Of course, its tough to follow that but i wanted to say good afternoon everyone. Commissioners, Student Delegates, superintendent, district staff. Members of the community. Im the coordinator for the parent advisory council of the San Francisco board of education. Today, i will be joined by a couple of pack members although im not quite sure everybodys online. And well have them introduce themselves as they join us. And this is our report to the board of ed for june 8th, 2021. The role of the parent advisory council or the pack is to represent parent perspectives. In order to inform board of Education Policy discussions and decisions. This is our final report for the 2021 School Year and includes a recap of our June 3rd meeting. Progress made on our priorities for this past School Year. Assen update on recruitment. Wed like to begin by acknowledging what an unusual and incredible year this has been for everybody. Wed like to honor the challenges, the hardships. Whether it be through the pandemic other ways through Violence Or Police brutality and so wed like to take a moment of silence to remember all those that weve lost this year. If you please join us. Thank you. [moment of silence] thank you. Wed also like to appreciate the extraordinary efforts of everyone to make the best of what seemed like an impossible year. Here we are. Congratulations to all of us for making it through to our educators for continuing to teach. For our students for continuing to learn. To our families supporting it in every way imaginable and to all our communities and staff who helped out in so many ways. Wed like to give a special appreciation to all of our graduates. To the scholarship recipients honored today and most especially to our Student Delegates Shevon Heinzfoster for your Words Today and for your brave and brilliant leadership throughout the entire year. And to all the advisory groups who have persevered, you have juggled parenting, working, supporting your kids through distanced learning and still have managed to contribute your time, energy, ideas, and leadership to make sfusd a better place for all our children. This past year, i became the Vice Chair. I will begin the recap of our June 3rd p. A. C. Meeting while we were joined by our Vice President as well as Community And Parent leaders including several p. A. C. Applicants. Commissioner molina spoke of the importance of the role that our parents play and continue to carry forward the momentum this year especially as the district grapples to reopen schools and working through the Learning Loss and trauma that the students have experienced this past year. Our new superintendent and looking ahead to the districts by national deficit. P. A. C. Members had many questions for Commissioner Moliga including Learning Loss, reopening plan, social emotional support, vaccinations, opportunities for continued distanced learning the return of out of school time programs. At our meetings, several new applicants also had the opportunity to share why they were interested. And to ask questions. And to ask p. A. C. Members questions. The primary discussion of the topic was changed. Including where parents voices fit in and partnerships with out of school time program. Providers to ensure that students and families, their needs were met. We close out the topic to highlight in our report over the summer for the coming year and appreciation. I have two children one is in fourth grade and one is in 1st grade. I will provide a recap for 2020 and 2021. We worked on three things. Communication, distanced learning which becomes all things related to Learning And Equity . Your connections a little wobbly. Okay. Do you want to take it for me, michelle . Why dont you keep going, but if it fades out, ill let you know. Challenges around communication and long standing are complicated. This year, however, as the pandemic stressed, schools closed and everyone sheltered in place, the effective communication became more of a pressing issue for families. After providing communication is a complex issue. Things are constantly changing and its been reassuring that the Communication Team and ready to pivot as needed. We hope that the result of the current Communication Audit will help to provide a clear path forward in providing clear communications for family that are clear, and consistent. Information to the District School Site administrative remains ongoing concern. Pandemic learning. As we transition from learning to the pandemic to returning to the Inperson Learning at School Sites, issues of most concerns for families include support for students to address the Learning Loss over the course of the past 15 months as well as the Increase Need for mental health services and other structures to support the social, emotional well being of students and educators. Going forward, the needs for full time counselors, social workers, and nurses at all schools is universally seen as a top priority. Parents want to know what this office will need to support our students in transitioning back to school. Equity, issues of equity proving all aspects that our Children Experience which is why we will continue to focus on equity the number one priority requires to address equity so that we provide the opportunity for all of our kids to be back in school and that they feel safe. We understand there are constraints on School Site budgets so we want to know how physical and emotional well being of student social security being prioritized so that sites will have the resources they need for the support work. I will now pass it back to anna. The p. A. C. Has identified these initial School Years. The Superintendent Search put in Learning Loss and trauma and the dringts long term financial health. Superintendent search, we are grateful for superintendent matthews for postponing his departure from sfusd for one year in order to provide stability while we are merging through the pandemic to provide necessary time to engage and search for a new superintendent. The Search Process must be comprehensive and transparent and must be driven by the core values expressed by the board and our district. Our next superintendent will be taxed with learning our district into the future of public education and will have to do so while simultaneously facing budgetary challenges and lingering effects of Learning Loss and trauma resulting from the pandemic. Learning Loss And Trauma recovery. Long interruption to education and its impacts on our student Academics Subset is real and throughout the coming years. One of our top priorities, we are looking forward to hearing more from the district about our specific plans and programs to ensure that all students received access to the reports they need including the ways we can replicate paths as well as continuously effectively partner with out of school programs providers. While we recognize that the School District will receive sufficient funding this year providing for recovery we would like to partner with the district and School Site staff, local officials and others to better understand the district in ways we can be better advocates to increase funding for public education. And, of course, michelle deserves an extra special shoutout for all the work that shes done stepping up this year into a position of basically stakeholder Engagement Queen as, you know, as positions have gotten shifted around and everyone has scrambled to do work thats never had to be done in this School District. I just want to reiterate my gratitude as well for parent volunteers working for free basically to help us improve our district and this isnt just a onetime Thing Or Oneyear thing and its been one of the hardest years for families specifically juggling remote learning and all the changes and economic challenges and showing up and being a voice for families and especially families not able to come to these meetings. I really appreciate your report and theyre vial valuable. I know it seems bureaucratic. Ive gone back through documents like the to advocate for things we keep saying we should do and dont get to doing. This becomes another document and the presentations arent just a presentation. The actual document is valuable and i see it as our charge, all of our charge to make sure that we help to realize some of the requests and actions put in here. Hold me accountable, hold us accountable. I mean it. All of us should be showing up and i look forward to showing up and sharing information and listening. Specifically you mentioned several things that resonate for me as both an Educator And Patient in the district. The idea we parent in the district. The idea we need to focus on physical and emotional safety is number one. If kids dont have that, theres no way theyre learning. We know there are communities that had a deficit of resources before the pandemic and so when we talk about Learning Loss, were talking about something thats exacerbating issues weve been dealing with for decades. Its not a new thing but makes things worse and causes problems for Community Sss Communitie that were doing okay. I want to highlight as a board when we came on board last year after the George Floyd protests we had a huge amount of advocacy on the board saying we need you to take those police officers out of school. It was regard to response because our district was already ahead of the curve and did the work and werent spending millions like lausd and we were able to spend it on students. I worked with Commissioner Boggess and we still police black students in the district and it creates an unsafe environment for students and families just like black students and families go on the streets of our city they can also feel unsafe in our schools and we know other communities dont always feel safe and was we dont resource schools to appropriately deal with discipline and conflict, we also have kids getting bullied and sometimes its racial bullying that happens. The way that we were proposing we needed to address the issues of physical safety happening and we heard about it from other schools before the pandemic was in fully resourcing our schools and that meant calling for an audit of all of our schools meaning making sure every school had a social worker and has a nurse and fully functioning wellness center. Those are the resources and bringing in community providers to do voice groups and girls groups boys groups and girl groups and build alliances to have community and the way to fund that we said hey, city, youre spending a lot of money on police, were not doing that anymore but youre Spending Money on the Justice System and policing in our city. That can go in the community and into our schools and help address issues because issues of conflict in our schools is also happening in our communities. We need to fully realize the vision of the resolution that we all approved unanimously which calls on the city to redistrict resources from policing to fund Community Schools and also to fund the nonprofit organizations that provide services that frankly i cant provide as an educator. Im an Alga Bra Teacher or English Teacher and theres those who know how to provide Community Health and wellness and social services and social workers and those are things our Teachers Cant do everything. For the community 100 in support of black Lives Resolution and online and read it and outlines where the money should go and exists. Its Funding Policing and juvenile justice that is not helping and could be directed to our communities and schools. Community schools is the mechanism that will help. We cant just bring social workers in and make sure its going to work. We have to have a system thats responsive and a community school model. Im 100 committed to working on that and supporting that and interested in listening to the parent leaders and others how to realize our vision of making every school a safe loving welcoming place when kids return in the fall. I spoke directly with the Researchers Oneonone and engaged and gave Input And Weve been encouraging and if theres other groups not everybody is represented in the advisory groups and not everybody may have the capacity. Theres a lot of challenges and barriers. Making sure were going out to the community and working with the organization that work with family so theyre voices are heard as well. Im looking forward to the results too. Im excite and pleased that that process was being engaged in i was involved in the Vendor Selection Process which i was honored to do and feel were open to feedback and pivoting and figuring out we can make this more of an ongoing praise instead of an ongoing challenge or concern. Section d, discussion of other educational issues. Id like to call on superintendent matthews for the item. Item 1 is return to in Person Learning update. Thank you, President Lopez. This evening well give our return to in Person Learning update for june 8, 2021 which is today. Our mission as a district is that for each and every student well provide Quality Instruction and equitable support required for them to thrive in the 21st century. We believe this is our on the Ground Marching orders. This is what were trying to do and we believe each and every is whats about and reaching their potential to thrive in the 21st century. Well give an update and the Fall Planning the Inperson Learning and Facilities Update and the town halls to occur over the summer to give more information on how we communicate with families and staff during the summer. And the staff that will not be in person and then well talk about before and after School Care. Before we dive into the Summer Program update, i want to give a big thank you to all those who assisted with the high School Graduation for all. This was our Inperson Graduation. We had 11 at the stadium and another nine at the campus. They were in person high School Graduations. I want to thank those who gave support to make this Inperson Graduation happen and had many staff members that participated in huge ways and a huge shout out to many throws three stepped up in huge ways to make sure everything was in place the activities going on they played a huge role in that. A big thank you to you all and to see the smiles on the faces of people and we heard the phrase four weeks ago we didnt think this was going to be possible and look where we are right now. A huge thank you for making this possible and putting so many smiles on so many students and familys faces. With that ill turn it over to continue with our program update. Congratulations Student Delegates. Were so proud of you. Ill be talking over the next couple slides about Summer Programs. As you know sfusd will offer opportunities to extend the learning time during the summer months. Programs include both academic and enrichment programs focussing on our youngest learners through programming and afterschool and extended School Year and Credit Recovery options for high School Students to name a few. Our Prek And Ost programs are Year Round and there was a seamless transition last week. Our other programs will launch tomorrow. You can find information about these programs on the Website Link shown here. I do want to take a moment to thank everyone who has contributed to the launching of summer 2021. All the work has happened through quick and collaborative efforts across virtually every department in the district. Cni, early ed, department of technology, policy and Operations Team Hr and our city partners. I want to also give a special shout out to our Project Management in our Curriculum And Instruction office. We are also excited that we are able to make summer backpacks available to each sfusd students theyre for students and families to use because we know it will be important to continuously provide academic opportunities through summer. Were applying lessons we learned from material distribution over the last year. We have multilingual cards and videos for families and the resources could be found on the Website Link here. Additionally, were excited because we have high school interns who will be providing individual Tutoring Support to students and parents. Thank you, students. Anybody will be able to get backpacks at the in Person Program students enrolled in summer options will be getting pick up information from their program leaders and students who are not enrolled in sfusd Summer Programs will be able to pick up backpacks starting next week at our grab and go locations at willy brown, denman middle School And Lincoln high School And Mission high and roosevelt. Those dates and times and locations are listed on the website. We have been sharing this information across other presentations over the last couple months. Well serve about 15,000 students through our sfusd programs this summer. I want to headline well be able to expand options and offer free tuition for our pre K And Ost and Excel Programs. Free programs. The summer offers for students win ieps have increased 30 with the addition of Covid Recovery services in addition to efy. Our aim high program for rising sixth to ninth graders has increased due to the Learning Loss funding. Our Excel Program will be operating at 53 sites. And thanks to our summer together initiative with the city in addition to the Learning Loss funds we heard loud and clear from families and their Advisory Committees they desire academic enrichment over the summer and we have partnered to offer over 600 Students Literacy Instruction doubling from last summer. In addition to the highlights, we want to celebrate our partnership with ucsf has allowed students to learn credit through a program. Our collaboration with the summer together initiative has enabled us to open 80 sites for Summer Enrichment for all grade levels. Weve been able to expand programs for geometry by offering 30 more high School Student seats in the program and in middle school we extended our s. T. E. M. Summer offerings. On the next slide we want to circle back on the implementation and impact measures we are looking at for our Summer Program we outlined the process for metrics and outcomes which may be different depending on the program. Our team will be working with each Program Manager to identify the appropriate measures and assist with Data Collection and analysis. In addition to following up with the students during the year which is not something weve been resourced to do in the past but well be able to provide that capacity through the learning recovery fund. With that ill pass it back to dr. Matthews. Thank you, jill. Next well talk about Fall Planning for Inperson Learning. As we repair for the full return well continue to focus on Health And Safety measures, preparing our facilities, focussing on instruction and accelerating learning and including additional Academic And Wellness resources for students supporting our staff for full return and aligning our resource to support all the efforts. We will focus on three of those areas in our updates today. You see the stars there facilities and operation and instructional Planning And Communication as an organization we remain committed to Inperson Learning and will continue to all state and local guidance as we plan for the coming School Year. Now ill turn it over to chief smith. Congratulations to all the graduates and wishing the Student Delegates beautiful moments in your posthigh school journey. Quick state and local updates. We have fewer than 12 new cases per day and almost 1. 4 new cases per 100,000. Were really on the back end of this pandemic and much of that is attributed to the measures and the vaccines. City hall has reopened aas of this past monday after a 15month closure. Another sign were getting back to whatever our new normal is. Its been great to have the vaccine available to 12 and 15yearolds. We had 16yearolds start and 12yearolds a few weeks back and the Bay Area has the highest rate of teenagers getting vaccinated amongst california counties and San Francisco has 54 of 12 to 16yearolds vaccinated compared to 30 of california as a whole which is great. We still dont have updated guidance on the evolving Health And Safety protocols but there was a joint statement by the County Health officers of the six county to share that school should do full in Person Learning this Fall And Weve been sharing thats our complete and full intention as we wait for the guidelines theyre focussed on opening fully in person. Were partnering with the Mission Wellness Pharmacy to offer mobile vaccine sites. The first stands up tomorrow at burton high school and well be there every six weeks every monday through thursday, no appointment is needed and wed love to see you out there. Were working on a mission location. In addition, our website is constantly updated with Vaccine Information theres different access locations and we update this regularly with our partners. This is a sample of the Mission And Excelsior and bay view, omi and the tenderloin and many are also partnering with the San Francisco department of public health to make vaccines available to our students and families. I think thats it for me and will turn it over. I wanted to provide a brief update on the activities were undertaking to make sure we can have a Facilities Division and provide an update on school meals and transportation. Were reversing the work we get down to and making sure Fall And Spring learning will happen and moves will occur at the elementary school and middle school and high School Sites where we have population classrooms. Moves will happen mid june to late july. Were scheduling three moves a day. We have three moving companies on contract and we are moving full speed ahead. Were starting with nonsummer School Sites first to avoid minimized disruption and give us a lead time to plan with those sites that have summer schools to minimize construction when we have to do the moves but the activities will be happening concurrently at sites and our working assumptions framing our planning and the direction were planning to movers assume one, social distancing requirements are lifted as well as managed Circulation And Cohort restrictions. Well continue to purchase tpe and deploy that to each site and that signage is going to be taken down and that emphasizes social distancing and replaces more general signage but the stand up process is going to be much more minimal. We have hard out high level you can see its tentative and continue to revise the plan with the movers and sites to make sure our goal is to minimize disruption and while we can be flexible to avoid major descriptions, theres going to be activities going on and moving quickly. Karen sullivan from the Facilities Division is the Point Person for overseeing the moves and coordinating. Were making sure that particularly middle schools and high schools we have a consistent Ventilation Approach we pursued for element we schools and classrooms. At the end of the day while theres a lot of Conflict Decision Making and activity need to happen at sites, fundamentally were trying to make sure each phase that has more than one person in it has open windows or portable Air Cleaner or ventilation and when possible more than one of those choices that were doing as much as possible. Were also replacing filters and upgrading to teams where appropriate and conducting repairs at many of these sites. That includes very small repairs like replacing belts and fans needed to ensure our systems are in good working condition to larger capital projects. That includes an Air Balancing Project and also theres projects that the middle school and other sites are anticipating over the summer. What we have done to date over basically since the end of spring of in Person Learning we have been working over the past few weeks to get a lead and completed an inventory and completed assessments of whats broken of ventilation and maybe not broken but replacing it to be on the safe side. Weve completed our Window Inventory of middle school and high School Sites thanks to both parent volunteers and our Dph Inspection Team and also completed a comprehensive space inventory. Weve taken from our site plans and created one database that now has not only middle school and high school and elementary school and all spaces in the system. The classrooms, offices, gyms, auditoriums. It will helpful for other projects we have to undertake as a district. Also, were bringing on two different consultant teams and those contracts are on the consent agenda. I want to emphasize for the boards these are not bond funded. These are partners we have used to do Bond Work in the past and these are new contracts established through our process and we are using nonbond funding to fund this work. Those two consultant teams are essential to accomplish the aggressive Move Schedule Weve outlined as well as help with Repair Work done. At the next Board Meeting youre also going see mem can cal firms will help triage the work that needs to be done to get sites ready for august 16 and help us over the course stay on top of Filter Replacement and other repairs as they occur. To help folks wrap their brains around the spaces were talking about, across the middle school and high school, this is how the spaces break down and close to 1,000 staff offices and rest rooms and other shared spaces. So theres only 140 classrooms that did not have operable windows. Half are between the Academy And School of the arts. Were making sure were ready for in Person Learning and have purchased portable Air Cleaners and have plugged them in and installed them as well as other sites that have these classrooms that will be great as we turn on the lights and run the mini fridges. Thats a different level of electrical load but still this is good first feedback a good first experience. This is a highlevel calendar. Were working to get the overwhelming majority of our work completed by july 23 to give a Buffer Period between when staff start to return to sites and school begins because we anticipate the fact to expect the unexpect and we want to start dealing with the administrative building and spaces we need to have open but not as directly relevant to Classroom Instruction we have a slightly modified process for this summer. We have a July 1st deadline for anyone seeking to use our youth permits for August 16th and long time partners well do an abbreviated process where they can submit forums to be aware of activities going on but offering programming before we finish returning the paperwork to them and we traditionally start this process much earlier in the School Year but we do not know what to expect in terms of guidelines. Well have a processing time and in terms of permit approvals well sign off on all other permits committed over the summer for Fall Programming and after August 16th well return to our process of principles of the approval of a site permit. With that im happy to turn it over to chief. Good evening, dr. Mathews and commissioners and colleagues. A big congratulation to our recent graduates. Im happy to share an update on the planning were doing to get ready to welcome students back in person in the fall. And we are going to be able to offer universal free meals next year for all students at every school. Theyll be able to eat free regardless of incomes regardless of federal waivers and free breakfast and super can be available to all schools with before and after programs and were exploring limited Home Delivery for students in virtual learning. Grab and go will sunset july 30. I want to do a shout out and thank you to the director of Student Nutrition services and for the Work And Planning food orders and training for a full return to Inperson Learning. Well roll out a new point of Sales System in cafeterias and hope it will reduce the time students have to wait online and theres more information about meals available on the website and i provided the link. For transportation, were rolling out a new technology with the new Provider Zoom Services Ink and a thank you to the Transportation Director and everything theyre doing to onboard a new experience for families. Starting in mid june as early as as next Week And Theyll begin receiving guidelines and supports for provide immediate feedback once school starts in the fall. During the and wanting to open up better we spent time looking at the general education route. We provided Transportation Service to k8 schools and middle schools and during the pandemic we updated all the stop and placed a focus on areas where the local students live and transitional housing and where theres high concentration of students. The Registration Process for general ed services will also commence in mid june. Families enrolled in schools with Transportation Services women receive guidelines starting in mid june. Its exciting to be in the mode where were planning to go back to full in person. Thank you and that concludes my presentation. Now id like to transition to Deputy Blake to provide the next update. I want to give updates on how families can stay informed and were moving to fall reopening. We have ways families get information and strive to reach our multilingual families and families with digital access and those without. Well reach out to families by email, phone, Text And Print fail and share information we hope will share for families within their networks. We have thousand of followers and over 100,000 views on the website per day and will continue to update information there. Since march 2020 we spent over 207 digests each week over 69 weeks to over 60,000 recipients tailored to what staff needs to know and families need to know happy to an as we move back to what may look like schools in terms of programming well do it better than before but it will look similar to pre pandemic time and pivoting to one digest per summer and once to each audience twice this summer and the last wednesday, june 30 and july 28. In addition well continue to provide regular updates through website announcements and social media and news letters and the regularly scheduled Board Meetings and want to reach out through Texting And Phone calls. And theres a resource for families who have additional questions or may not be getting information through the ways and linking with questions the number is 4153401716. They can also email their request at familylink sfusd. Edu. In addition to information we have plans to discuss directly with district leaders and Community Health experts. We are looking at both sharing with ucsf as our partner. As health experts we know families have a lot of questions about and have questions on wellness and mental Health And Safety and well be focussed on making sure were both sharing Information And Hearing input from families about what they hope to see and answering questions they have. The dates are still be finalized with our partners at ucsf and our goal is to host them as well as possible and want significant information to share and to address the questions we know families have been asking. We plan to let them know about the dates and aim to have them a month before the first day of school. We can make ourselves available to Community Sponsored Families to reach out and answer questions. Good evening, commissioners and community. The next several slides will give you information about instructional planning and our independent Study Proposal and the initial components and before and after School Care for fall 2021 sfusd is excited to be planning for a full in person return this fall five full days a week. Well also continue to offer our existing alternative programs like our Home And Hospital and independent high school. We know even as we return therell be some babies for they require Distance Learning and will need another option in engaging in learning this fall. Consistent with our Board Resolution were planning for an alternative option a Study Pilot and that will be new this fall and it will be for the few students with extenuating circumstances related to covid19. I wanted to share highlights about what is informing or planning and we will need to expand language in the current policy to respond to the covid19 context. As were in the Design Phase we wanted to highlight a couple of the emerging principls informing the design of the Program And Leverage our current independent study with guidance from the state as the District And California are making plans because of circumstances and this pile at program will be specifically for those students and families. We want to optimize the Student Experience for all babies in person and remaining in distance and make sure they get the attention and targeted instruction they need. This pilot will be a centralized program and not a schoolbased program and will create an academic experience that reflects the digital learning standards and online Teaching And Learning standards. Were intentional to make sure teachers leading the programs are training on best practices we know this is a shift and will staffing to support the program and will be important we work with our partners from beginning to end. Were getting more direction from the state and have as further guidance is available we expect to make more presentations and sharing more information about amendments to our existing board policy. Ill now pass it on to speak more about our after and before School Care options. We have different types of after school programs. Some are communitybased agencies we partner with which is what ill talk about and well talk about the early education programs out of school time programs which are staffed by staff and there are some programs that arent either after School Or Ost which individual school leaders or School Site councils or ptas have organized to have at their School Sites. One thing we wanted to be clear when we say were returning to in person five days a week that after school services return with that. The after school services at the 89 schools where there were after school programs funded through state and federal grants, those will continue. We are working with the agencies to get the facilities use permits and identify what the monthly program fees will be which theyre waived for families eligible for free and reduced Lunch But Weve had charged fees because they only cover 7. 50 to 8. 80 a day per student which isnt enough to cover what the agency provides. Were working to look at the adjustments made because of the early release dates and end times. All the programs are scheduled to begin at the end of the instructional day and run for three hours or until 6 00 p. M. Whichever is later and were working with our Community Based Agencies to assess the potential costs and are looking to have some of the support of the additional costs. Of the 89 schools that have excel after school programs theres 27 that have other programs and theyll also operate as they did pre pandemic. The return to after school services is part of the return in the fall. Ill hand it over to the chief. Thank you so much. Good evening. Im chief of the early Education Department here to talk to you about school time at ost. So district wide we have 77 ost costumes and 20 elementary school campuses and the early education you know as serving prek but we hold a title 5 contract to serve out of school time for tk through fifth grade and its considered childcare thats why we have preschools through fifth Grade And Tk through fifth is the out of school time portion. It is federally funded and our mandate is to serve families who are in need of eligibility so lower socio economic status. Most families do receive free and sliding Scale Fee and we have a small portion of tuition for working families who are above income. These programs are the department passes through the funds but the oversight for the brams are our early Education Site administrators and staffed by teachers and parents. All are represented employees, Ua Or Sfusd and the parents and teachers have a Yearround Contract and the hours are three hours or 3. 5 hours with opportunities to gain more hours to work in the summer as well. Many of our Ost Staff have other parttime jobs during the School Year because they have shorter hours with us through ost during the instructional year and the instructional hours for ost typically ends between 5 30, 5 45 or 6 00 because it depends when the School Day ends and the hours of the staff. Were currently surveying all of our ost teachers and parents to find out what their availability would be to adjust for the new schedule changes whether its an early End Day or Release Day to understand Folks Flexibility and appetite for more hours. Implications for changes because were talking about our sfusd employees would be we pould would need to partner with departments to make system wide changes. Ill stop there and pass the next slide to Deputy Superintendent lee. Thank you. Good evening, commissioners. Deputy Superintendent Policy and operations. Were almost to the end of our presentation. The slide that you see in front of you has to do with some services that were trying to put in place to help Families Transition to later start times. I think we shared some information at your last regular meeting about changes to the start times for several of our schools and focuses on schools at the elementary or middle School Level shifting to a 9 30 start time. The latest of the three start times were introducing for next year on a standardized set of schedules. Its shifting by 15 minutes in the case of the schools. The nine Element Or K8 schools shifting to a 9 30 start time. Betsy carmichael, long fellow, paul revere, sunny side, Sunset And Sutro and a few others. And the five middle schools shifting by 30 minutes or more are Willie Brown junior, everett, martin luther king, james Lyck And Visitation valley and in 14 cases were looking before School Area so that families that need support prior to school starting some childcare options and the middle schools will follow. In terms of what that looks like based on each schools circumstances it can be provide one or more members of the School Staff or communitybased organizations and wed have to create a budget to support the schools in either case and the programs and actives could include breakfast or outdoor play. Thats our current thinking. I want to make sure you as a board and the community wants to know we have sites in place [technical difficulties] and staff ready to welcome back all of our students. What you can do is to support efforts to increase vaccination rates, get vaccinated. Thats how we take care of each other. Parents, if anything has changed or is different we need your yfgs to be information and we need the most uptodate information in parent view. President lopez that ends our presentation. I have two statements. First, unfortunately you mentioned communication. I have not heard anything and my son is supposed to start tomorrow. I want to let you know there are problems i dont know what his schedule is or protocol or his teacher. Thats a concern. Second is my son is receiving Covid Recovery as a special education student. From what i understand and i just learned this the Reading Curriculum Program that has been offered for both esi and Covid Recovery for students with iets is not structured Literacy Nor Tier 3 support in any capacity. I just found this out. I have no one to contact and ask followup questions. This is a Grave Concern for me. This is what ive been waiting for all year. Its been my Guiding Light and where i found my patience because i was hoping through the summer and through the program whatever was missing over this year because of Distance Learning perhaps this program could mitigate that for my son starting next year. I can say with certainty if its not tier 3 support its not going to work and wanted to let you know those two things and for everything else im grateful. I do want to find if theres a way to support this public commenters need for information for tomorrow. I dont know if theres a way to get that. I dont know how students are being centered coming back to school working remotely. I dont understand how that works around i encourage us to all continue to put students at the center and make sure theyre able to come back to school with everything and the support they need. No one was able to resolve this. They just threw up their hands. My child has an iup and was
