Those are our students in prek through second grade classes [inaudible] as well as im going to apologize. My house is alive and awake at 10 06. The next slide im going to share what weve been doing to prepare for these groups of students, and im speaking specifically about the groups of students named in phase 2a. Our first option is the option that were in now, 100 Distance Learning, and that option is for all sfusd students, and its a continued reality for students who are not named in Priority Group s 2a. We also are planning for modified inperson. And finally, our hybrid offerings, which really entails students attending inPerson Learning for one portion of the week and Distance Learning for some portion of the week, and this is the option that we will likely offer for our t. K. Through High School Students. Next slide, judson. We anticipate, again, a hybrid model, where our students will spend some days in person in the classroom learning, and then, the other days in Distance Learning. Weve done a lot to ensure that we can offer inPerson Learning to every family in our p. K. Through second grade classes to whose to return. Weve created in finalizing guidance on how to maximize inPerson Learning, and we continue to support instructional plans and enhance the Distance Learning model and the inPerson Learning model. Were planning to provide at least two days of consecutive instruction in person each week, so again, the plan is for two consecutive days of instruction in person each week at a minimum. When a student is not in person, theyll be engaging via Distance Learning. We really are trying to maximize the time that our babies are in person by providing a full day of school during those days. We intend to focus a lot on the whole kmield. Weve heard a lot around the social and emotional needs. The newness thats going to be school for many of our babies, so a good portion of that inperson time, well be focusing on that socioemotional support, with handing on deeper learning with a very specific focus on foundational literacy skills while we continue to build their tech skills so when theyre not in person, theyll be better and able to engage in Distance Learning. As we plan within this new normal, its important that we continue to push our education, so were working to leverage our outdoor space not just for recess and physical activity, but for classrooms. We are also working on toolkits, resources, and orientations for our students and our families and our staff. Next slide, judson. I also want to remind everyone that we really decided to reopen sites in phases im sorry, in waves, both so that we can do so safely and that we can learn. What that means is we decided to open a set number of schools at any given time. We named three waves, and those waves encompass all of our p. K. And elementary sites. Weve assessed the safety and structures of all of those sites. Weve also done a lot of analyze of the operational conditions of each of them. Weve shared with you, again, in previous presentations a partnership proet cal that weve taken every leader of every site that is reopening, and these meetings have an intense focus on all that it take to see reopen schools but also what it take to see do school in this new context. Our wave one schools have all completed the department of Public Health inspections. For those that dont know, thats an important piece of being able to reopen, and we are now implementing all of the follow up requests from d. P. H. Our wave two schools are in the queue and are waiting the d. P. H. Inspections and we continue to engage our wave three schools in the various pieces of the Partnership Protocol to make sure that theyre ready when its their turn. So i shared with you a little bit of our instructional plans, but i think as weve conveyed in several different presentations, getting the schools ready to open their schools is significant but not sufficient, so its not just about making sure that the building is ready. We dont just think about the space differently but also how to use the space differently and how to use the space for instruction and connection in this space. I think since we first shared with us our plans to [inaudible] theres been a lot of work to get ready for our babies, and this slide actually gets ready the complex work and some of our leaders in partnership with our Central Office staff has had to plan to get ready. Weve had our leaders plan around where to the adults congregate . All of that has to be thought out and intentional. Weve also had our leaders look at the interest surveys that theyve received from their sites, and thinking about the instructional guidance and resources. So this visual just kind of highlights some of the various different activities and tasks that our leaders have to go through before being ready to open in addition to all the facility and space requirements they have to meet. Next slide, please, judson. And then, finally, this slide just shows a timeline of our work towards reopening schools. What i just described is actually represented in that first block that said hybrid learning protocol. Additional activities that ensure a safe return to sites have been outlined in the little boxes below, and now im going to have now our chief of facilities tell you a little bit more of whats been done to make sure our physical sites are ready for reopening return to inperson. Thank you, deputy superintendent. So next slide, judson. So i wanted to walkthrough again, as was stated, we completed our d. P. H. Site inspection for the wave one schools last week, and we learned about how to prepare for that wave two and wave three, so i just wanted to share with the board what that process is looking and feeling like, and also, with the hopes that this information makes its way to site leaders and so they can also feel comfortable with this process. So next slide, please. So, again, the sfusd, the application process to d. P. H. Is actually twofold, and then, it has a written application, and then, also, it has an inperson site inspection, which was conducted by number of Disaster Service workers in the district. Weve completed wave one, and we are starting to schedule wave two as well as following up on the items that were identified in the wave one inspection. We have submitted the letter of intent for d. P. H. Waive one, two, and three schools, and wave one, two, and three schools, and we are deep in the Partnership Protocol for wave three. Next slide, please. So this is actually just a who, what, when, where, why, how of the d. P. H. Inspection process, so just feel free to reference and distribute as, again, the quickest summary, and im going to go through each one of these in a little more detail. Next slide, please. So the who. The department of Public Health has to, of course, approve our school sites as being ready for inPerson Learning, and we do an inperson inspection. The folks who have been helping us from the d. P. H. Inspection team have been strardly warm extraordinarily warm and encouraging. They are muni drivers, d. B. I. Inspectors, library pages, jobs from all across the city who have been reassigned to evaluate not just sfusd schools but also private and parochial. Next slide, please. In addition to the d. P. H. Inspector teams, folks who you might see at these site inspections include im trying to go to as many as i can, but also in particular require participants or the sfusd site leaders, particularly the superintendent and the principal. You can see Walking Around either in the background or the fore ground of any one of those, our director of Public Services and director of public grounds. Next slide, please. How this process is working, the Facilities Division is taking the lead on organizing these inspections. Were also responsible for configuring and staging the school site in preparation for the inspection. Its a little bit like a real estate open house where you have to set up a classroom in the house as if its being used and lived in, so we do that work with our respective custodial services and b. G crew. Its just that they refresh their memory on the content of the Partnership Protocol and, in particular, you know, become moderately fluent in their school site circulation and flow diagrams. That information then that is collected and evaluated by the d. P. H. Section team is sent up to kind of the policy leads for their teams, and i meet with them once a week at this point to both plan for inspections and talk through policy issues and decisions that need to be made to get the schools ready. Next slide, please. Something that i have just emphasized at the beginning of each one of these is the inspection is a maybe intimidating word. This is not a passfail exam, it is a coaching and Technical Assistance process, and again, the Inspection Team has been nothing but warm and encouraging and collaborative and sharing not only official guidance but just tips and tracks about how to set up a site to make it easier to run for inPerson Learning. Next slide, please. The inspectors go through each room that we are opening for use during the inPerson Learning day, so not only classrooms but also teachers lounges, bathrooms, and office spaces. They are not reviewing Early Education classrooms, as those classrooms are governed by a different set of regulations. When they go through the classrooms, they are really ensuring compliance with the d. P. H. Guidelines. Making sure the desks are distanced. Is there Hand Sanitizers . Are the windows open, screening stations, etc. , and all the p. P. E. Being out and displayed so they can see how we plan to use them over the course of the school day. In addition, those site inspectors also ask, usually this team, the lead inspector with the assistant superintendent and the principal to hash out kind of the Bigger Picture strategies for the site. What would you do in the case of a covid exposure . Show us your isolation room, and other kinds of how are you preparedtype questions. Next slide, please. So the inspections occur at the site. They are taking actually, we did we clocked out the last few inspections of last week in right under an hour, so hoping we can keep to that pace, and we hope to start wave two inspections about a month, and then, wave three, another three weeks after that. And so we are moving at a very steady pace. We have put in requests for additional help in the form of general labors to, again, help us move even more quickly and to ensure we dont have any delays in helping us with furniture moving, and theres also just a whole lot of staging tests that need to be done. Next slide, please. This is an example of the kind of diagram that the Inspection Team looks at that comes out of the Partnership Protocols, clearly identifying all the classrooms in each building and what their use will be as well as the flow of students in and out of a hallway in and out of their classrooms, to the hallway, and out to the playground, if necessary. So this is a fair amount of labor to take the kind of hahn hahn handwritten notes that comes out of the site protocol and turn it into a professional work product. So weve got about, i think now five staff working on this almost full time. Next slide, please. Lastly, i just want to leave you with a few visuals to show you how were setting up school sites. Again, signs, decals in the hallway. We want sign saturation, not just site placement is what sign placement is what weve heard clearly. We have two desks, but weve only put one student at them to help with social distancing. Theyre spaced apart, and we have the windows open. Weve also taped off our turned around bookshelves and other materials not needed for the classroom day, and the teachers work station is set up with a trifold partition and p. P. E. Next slide, please. We are, per d. P. H. S guidelines, restricting access or eliminating access to water fountains, but for Elementary Schools, most of the classum raos, the over classrooms, the overwhelming majority have sinks with cups for water with the thought that that sink can be used each day for water. Also, each classroom has been outfitted with wallmounted Hand Sanitizer. Next slide, please. These are just more examples of different types of seating. If i learned one thing from this experience is sfusds furniture stock, we have a dizzying array of furniture, which has made for interesting issues. Again, teacher desk station set up with a trifold par partition in order to the normal p. P. E. And face shields. Next slide im sorry. Its the next one after that. Most of the material in the classroom is either to be moved into storage or made inaccessible. We are giving examples and coaching to sites of how to set aside the materials that they do plan to use for students over the course of the year so that, again, you can eliminate opportunities for students to Exchange Materials or share them. All of that has to be very strictly allocated to each student. And then last slide there, just more examples of suggestions about how to organize classroom materials. So, again, were really excited. I feel like last week, felt like a huge win for me and my team, and all of our instructional partners who have gone through the Partnership Protocol. There was a lot of every to go and breakdown what is a very complicated set of decisions into something that was predictable and organized and manageable for site leaders, especially in the midst of continuing to conduct Distance Learning, so we are very excited to get such positive feedback from d. P. H. About the work that we have done to prepare the sites and also that all of our policies and procedures and protocols were also well received in terms of our approach of moving teachers, students, and families across the site every day. With that, im going to turn over the presentation to deputy superintendent gentle bly. Good evening, commissioners. I wanted to just shareoners. I wanted to share with you i have thepleasure of being at the very end so im keeping it brief. Next slide, justin. I wanted to share we have many things underway in preparation towards the return safely and specifically we have across departmental chains working , a joint Information Team is what we call heourselves to support our fight to stay paired for Family Communications and support the central aldeploymen of packets for families. Part of that, we have a really fun video that weve created that is geared towards prek and Elementary Students and this image that you see is a quick circa. We did a big scan of across the country of other School Districts to see what might be available in terms of a succinct explanation best child friendly of the protocols of what we found is there was a need tfor Something Like that weve created it with private support and this animated video will also be available or used by other School Districts and is in seven different languages and we are currently getting the closed captions in all those languages as well as we speak so i wanted to share a few other big areas of work that are underway. We have a family placement package as i mentioned and those are ready to go once we have more details that families would want including who their childs teacher will be, what our childs schedule will be, things that are pending. Future agreements that need to be reached and information to be figured out once wwe comple bargaining and oncethat is done and we have a date set , our planet will be to mail packets to families that are not signed up for parents view and a liver electronically to those that are and work with our school sites to ensure that families return the necessary forms that will be included in those packets as well that they need to return and review. Were working also to continue to ebupdate our website with information related to the return safely plan so that families can have as much information as possible that we currently have avavailable to share and were also planning a synchronous family orientation so once a Family Member has beentold that their child is able to come back , they will then also be required to participate in a family orientation. It will be w provided at a site by site level with videos and visuals that have been created by our joint Information Team that will be available also in seven languages and awith close captioning and our site leaders with the support with bill b will be expected to deliver those at the timethat works for their families to add their sitespecific information. We also recognize that for some families it may not be possible to attend a synchronous family orientation so we will provide asynchronously for families to access and confirm that they participated and reviewed the information. And then i think just to close out i want to thank you again that the Communications Team is really just set up to support web content and public information, Public Relations requests. We dont have a robust team to do hparent facing communicatio and we been able for the purpose of this return safely plan to pull together people who work in otherdepartments , the redistricting is well and its a wonderful collaborative effort and i think balso we hop to be able to replicate and learn from it as we move forward. I do want to make a note that we also in the digest and other ways that we send out information, we have heard a lot our colleagues on the Family Resource link that we need to be very cautious about using Text Messages with families because they hear a lot of families once we do send out a text message or an autodial, we want to unsubscribe so we want to be careful that we dont use the text messaging. We know that our schools are usingas well. So we are in the process right now trying to figure it out for us to have families sign up for text messaging and other wise we will continue to use it for the information that we put in sort of that to your 1 is our way of thinking about it which is absolutely essential critical information families need to know. We dont want to get in a situation where our families are all phased outand we are able to reach them all. I think i am at the conclusion of this presentation so we will take questions now. Were now in ourseven a Board Meeting and were starting to touch on a topic thats on a lot of parents minds on gladness could be moved up earlier. My daughter is in first grade, she wont be in high school for a long time. I think the reopening plan, but the district is doing to plan is important but i think the board and superintendent matthews need to work harder to get no negotiation and sf and united to be in a better place. We cannot have a hybridreturn to learning in the fall. Students are going to stop enrolling and go to private schools or move out of the city. These are real things and we dont need to wait for the orange tear to reopen, we can reopen safely now. They did it in North Carolina in the fall or nine weeks, they opened with 90,000 kids in the district and there were zero cases of student to teacher covid. You can read in the teachers publication so i encourage this board to be more aggressive in pushing for a safe reopening and not thinking that the current political plan and we should have discussed these topics a lotearlier. Thats a program where students face 22, and also the parent of a first grader and im happy to make some sort of agreement but im worried that were not going to be back soon, still. I dont know when thatsgoing to happen i want to know more. I want to know are we still doing the phases in the first plan or are we going back to that its going tobe some sort of hybrid at first . And like, is this now until the end of the next schoolyear, what if things change . In terms of covid and the whole population beingvaccinated. And things change or is it once the agreement is signed is it in effect for the whole clear. Also, one more thing i wanted to make sure myprogram isnt forgotten about. We are often left out a lot of things and not even know about so i wanted to make sure that our specific program and our needs are looked atin terms of going back. You. Hello, meredith. Dons presentation was a ray of light in an otherwise really dark and disappointing time for parents. But it still comes without the most critical piece of information which is the date for reopening. Its wonderful that you are planning for students to return to a full school day two days a week is prohibitive for most families to return and you need to take that into account when youconsider families saying whether or not they plan to return to in Person Learning. Parents are working five days a week and have been since last march. I just would close by saying its been said its harder to find a doctor that thinks goal should remainclosed that a scientist that denies Climate Change but thats where the board and district seem to stand on school reopening. My name is hayden. Im a law student and i wanted to talk about the real impact this has had on students. Im somebody, i dont really mind but i know theres so many of my classmates andfriends that dont show up to class. They dont have good internet, theyre not able to participate well in class in distancelearning and you know theyre going to fall behind and its going to be tough for them. Its going to be tough for their social and emotional losses that were facing its tough for ourteachers. A lot of them, at least some of them are not really as familiar with this technology and it can be frustrating at times for them and for their students. So i think its really important that we get back to the classroom as soon as possible and when we think aboutthese plans itsnot just thinking about the people , the parents, the unions but we are also thinking about the students at the end of the day. First off to thank the district staff and to thank all of the students and Staff Members for working so hard to get schools ready to reopen. My kids teachers are awesome and i cant say enough about them but tonight im challenging the board and the union to come together and put together areal plan to reopen our schools in a meaningful way. The current plan doesnt follow Public Health expertise and its just not enough. We need our schools to open. We need to keep the teachers safe but what we have to follow Public Health expertise in doing that and we need to get the teachers vaccinated but oncethey are, the schools need to be open. Theres a lot of political theater going on and its not helping our kids. Our kids are suffering socially,emotionally and academically and the most vulnerable kids are being harmed the most. Its chilling parents to see that, even the kids are doing well are doing as well as they could beand so many kids are struggling andyouve heard fro students , brave students spoken up about their struggles and their friends struggles. As im sure you know so many students rely on Public Transportation toget to and from school and with these closures the permanent stopping of certain lines , its impossible for many students to get to school let alone the fact that the state the regulations on buses particularly on commutes to and from school are not safe when taking into account covid as well and beyond that the fact that as we talk about an equitable return to school, low income people disproportionately rely on Public Transportation and if thats not being considered it impossible to have an equitable return so i implore the board to take this into account and ive stopped atother Board Meetings for the past month or so and that hasnt been addressed so i make the board to take into consideration. I appreciate that an agreement with the board has finally happened with the union regarding this dynamic approach but that being said theres a lot of numbers in their which basically will never allow us to open in this school year and leading into next school year should you choose to sign and mo you thats not flexible our children will be locked into potentially 2 days a week for the foreseeable future regardless of where this pandemic takes us so tomorrow should be who the who says theres nomore pandemic, if you like us into an inflexible and ou that doesnt allow for a reassessment , then theres no going back from there. Thats part of the reason we are having such trouble getting back as we signed a mou with the union in august that says distancelearning is okay through june 2020. Sorry, 2021. But being busy is not the same as making progress and what worries me is the lack of vision in getting us ready for when our students arereally going to be able to be back in person. I heard everyone saying that outdoor classrooms were boy going to be considered in july and the town hall but i havent heard anything about having a group of students from 9 to 1, another one from two until six totake advantage of our facilitiesfulltime andgetting the whole Elementary School back. So this plan, this hybrid plan is just not acceptable. I happen to be the only woman in the office. So its just not enough. Hello, chris . Im a special Education Teacher at a high school in the district and i am really concerned. I have friends who work at the elementarylevel. My husbandis a student teacher at the elementary level. And if i have to go back and with the age group that i work with, the disease is more transmissibleand i could bring it home to him and lose my husband. Not only that but im afraid for the students that i work with have recently experienced a family death due to covid. These are students are at risk. They are in minority populations and they dont wan to bring home to their families either. I know transmissionin school is not the most common thing but it does happen. And i cannot imagine putting that burden on a child who has brought basil to a Family Member. To imagine that they brought thishome to a Family Member. This is what the unions working with sfusc are fighting for when they fight for these health and safety requirements for them to go back. Were not just fighting for us, we are fighting for their students, foryou, for our entire community and im also concerned about the one hourlong inspection for school sites. We are the champions and always have been happy to support the measures and things of that nature come out regularly. There is concern about this progress and the School Reopenings and particularly in december and as its been clear that the sciencehas really developed and shifted. To give us a better understanding of what the risks are and you know, while the opportunity to open safely has become clear it doesnt seem like the process has taught enough particularly for a wave 3, schools with acceptance starting march and maybe theres a way to speed up the inspections to do them concretely and im concerned even page 22 of the presentation that maybe theres not enough people stabbing these inspections and thats on page 22 of the presentation. Second, i do have 2 kids, one of my kids as a disability and has an iep and i havent heard muchmentioned of that tonight. This is just, my child is not getting a free and appropriate Public Education at all. The iep is not being met. We are really struggling. I have a lot of friends with disabilities, all struggling. None of the kids are having their ieps met. This is going to be catastrophic for my child and i really need to get my tile and other children with disabilities back in school. We are begging you, please, please get children with iep is back in school. This is not working for so many of these children we are just desperate. Hello, anna. As of january 21. And i know its hard for all our kids really but i just want the teacher who spoke who is terrified for her own health to know i heard you. And i sometimes am just baffled by people being so casual about theloss of life. I listened to a message from reverend doctor william barber. I think hes one of those commissioners we alluded to an talked about how in this country we have , were waytoo comfortable with death. I see that in this pandemic area i know that on this message i listened to, it was just talked about how its something wehave in this country about being way too comfortable with death. You. She was a high achieving, veryhappy little girl when this started. Teachers are working so hard forher. I appreciate them so much. But what i am hearing is fear overriding science. I also want to say this is not aparent versus teacher issue. This is parents versus a glacial and sometimes opaque process on the part of the board and thedistrict. Emails written go completely unanswered. When will phase 3 return . When will my oldest daughter who starts sixth grade the inside of the classroom . We want transparency, communication,movement. Just im really thankful for staying this late and contributing their voices and for me i definitely hear folks. Just what youre seeing is not what youre looking for, what you areasking for. It doesnt mean your voices arent heard. And you are definitely working. I would alsorecommend even when we move it up , make it one of the first things we talk about maybe after Public Comment or like commissioner sanchez said, one of the other Public Comment number recommended our own reopening maybe once a week. That way we couldput all the essentials. Again i wanted to thank them and i appreciate you all for your support in showing up and helping us work through this together. Commissioner lam and then commissioner bozeman. I wanted to respond to some of the Public Comment as well as we are seeing in the world. If doctor matthews can the plan around what are the considerations for middle school, whats still in the facilities and have greater people power to with some of the religious because i just want to express it doesnt seem to carry through but this reopening is top of mind priority and how do we demonstrate that acceleration . There was a lot of questions inthere, can you repeat them one by one please . The first through fifth grade, there was an inquiry aboutwhats the status , whats the timing . The timing for all of this will be around the vaccinations and the tears and wherewe are in reducing the spread. We hope to begin to collapse some of the ways but it really begins on as i said your question was how can we increase . We would be able to increase getting to third through fifth and that all depends on the timing of when the vaccines and the spread reduces. So its all a matter of what happens if the actual virus as weve heard so many times we dontreally control the timeframe, the virus controls the timeframe. Related to middle school and what is needed for getting our facilities ready there , can you whats the process and timing there . Right near now were focused as you said on the presentation and don really focused on the way to run into as well as beginning to focus on that one. We have a number of requests already in to the department of Public Health. We are at a place now where we are applying for our middle schools as well as where weare with the virus. Nor could we beyond fifth grade. So we are definitely not there now with the spread being as high as it is area. Commissioner lam, if theres a way i can support with this question and i think chief nathan you can help us with it. I know that the outside forces really affect whether we are returning and i understand that but i think where we want to dig deeper is getting them ready. So even if were not able to return and were in a safe space here how can we ensure that the buildings already with full Community Support during that week . Thanks commissioner and im happy to do my best to take that question area as i speak today i mentioned to a number of you and i think deputy superintendent lee has mentioned that i put out it would be helpful for us to get about 5 to 10 general laborers from the county of San Francisco to assist us with both accelerating or at least doing, providing insurance against our current timeline for waves 12 and three flipping and helping begin time on that and also part of that is to have them start working on overtime, consuming window inventory. That is not a small list for Elementary Schools. And what weve learned doing that is our dbh Assembly Workers was that again, a lot of the windows are higher. They are on ledges and we have to get on a ledge thats covered in materials to be able to test the window and that so having a general laborer, someone whos passing things up, moving heavy boxes, manage the ergonomics of that kind of situation. That would be helpful because we would have to let go and then go backand be more efficient. And allow us to also get kind of a head start on helping to clean up faster. That request, i sent that email in this morning with a Job Description of what the types of duties would be that we would need from folks and we would be able tostart deploying them pretty quickly. And i think that is kind of the Critical Path for us thinking more broadly about middle school and high school given the prominence of the scrutiny around windows and ventilation. Across the district last year our data sets which we were discussing this morning about Elementary Schools have been superhelpful. And helping us move forward. Thats i think really an important issue. Im hesitant to start planning moving you know, i think the guidelines are continuing to shift. Got a lot of specificity about Elementary Schools that we also think about the world in which hopefully adolescence, older adolescents will even be to receive avaccination hopefully sometime early this fall. With that im also thinking that there might be changes in guidelines this summer and were in conversation the department of Public Health about that that we dont unnecessarily you know, flip our middle school and High School Campuses inside out. If theres going to be maybe more flexibility about how we set up those kinds of spaces so i think the next big piece is really to focus on the windows inventory and also to focus on for our classroom set up and then working with our instructional colleagues to land on location for potentially for foster youth, homeless use, because basicall the populations that have been identified. Once we can land on those locations in particular we know where your classrooms are and can start working on that red thats another task that they can help us with and once we land on that, then we can do quick windows inventory and we can set up that space start prioritizing at least getting those spaces staged but i would say again general labor is super helpful. I have so many more questions that maybe i will take two more. I think im going to shift onto millie smith about if you can share with the public and the board about the capacity around student testing and you know, the path that weve chosen as far as what that wouldmean about opening and risk here. Testing and what that will look like and then secondly, also reminding the public around currently the social distancing requirements and why does that limit our Square Footage in a classroom and the number of individuals in thatspace so millie, i hope thats okay and im seeing it for you. Ithink you asked me to questions. Ill talk about the student testing requirements that entails operationally and social distancing and how that impacts the number of students that can be in the classroom. So yes, the state released guidance on testing which requires testing students every two weeks and that then requires us as a School District to set up testing sites to meet that demand. The city is not going to be providing testing sites to do district testing of our students and staff. We did begin in the fall. We had an agreement if you all remember with curated glass when we did preliminary starts to testing for staff. Unfortunately subsequently it ended up that we needed to recover the agreement with curated and find an alternative lab to do the work because there were some challenges with the curative testing kits which had a high number of false negatives which is not something that we think its a goodidea to have false negatives. Where trying to do asymptomati testing to keep folks safe as a result , the best way for this to address that was to release a request for proposal which means we have to go out to be have to publish a proposal for at least four weeks so people have a chance to apply to it to say what they can do to provide testing servicesfor staff and students. We have to review those proposals , when you select a vendor based on the Competitive Bidding you have to have a time in which you do a notice of intent to fund the proposal and then there has to be a fiveday period where other people who are part of the Competitive Bidding process and protest the results. And then the board has to approve the contract with the vendor. So all that takes time whether theyre just sitting processes and we started immediately as soon as we found out we had test students so that this one area that closes down in terms of pressing to get testing sites up. Secondly the other question you ask is you part about this health and Safety Measures with social distancing and mask wearing and hand sanitizing and all that. And the whole idea of social distancing which was set at 60 is to eliminate the transmission or mitigate the transmission of covid 19 so if you are in classrooms where students used to be a foot apart was to be a part and now they have to be six feetapart theyre going to limit the number of students can fit in that classroom. So this is directly proportionate to reducing the number of students that can be in a classroom at the same time. Hopefully that answers your question. I think you might intersect but then because of that social distancing what was in the rationale around the hybrid schedule . And how we arrived there question. I think there are many things that inform us that into a hybrid schedule but yes commissioner, need for the use of a lot more space and the need to move through that space with a lot of restriction if you will definitely was one of the influences of the decision to go hybrid. We are trying to keep our students in small, stable cohorts so really trying to minimize again for the use of the space but also again were aware that were using a lot more space for a lot fewer students so that is a reason for the 2 day a week minimum i shared as a possibility in my slide. Is that your question, im sorry . I actually want to elaborate on that but ill letother commissioners go. Commissioner rogan and commissioneralexander. I had a few questions also. I was curious how the communicationstrategy as people. Over the pandemic just really listing the conversations ive had with families who feel that they dont rightfully communicated with by the districts and are informed about the decisions the district is making. Im going to read through all the questions and as appropriate maybe i can get answers from staff. The next questioni have is more on the facility side. What is the plan to ensure sites that stay up to the inspection standard and what role is the administration playing in ensuring that happens . What additional staff has been allocated to support maintenance issues school sites and just to really kind of support the ongoing maintenance needs that our schools will be be with in science. What additional testing for Water Quality is happening for these waterfront things theyre using or sinks we are using for water. I dont know if theyve been testing that, im trying to figure that out and how are we communicating withfamilies around temperature issues from increased airflow and the coldness of windows being open in our classrooms. As we get there how arewe supporting around all of those things. So those are my questions. Commissioner, let me see if i can jump in and answer those. Those are Great Questions and i think the first thing i would say is in terms of ways that we set up to allow us to maintain the safety standards, after we have done the inspection, really done a couple things. One is part of the Partnership Protocol all site leaders exit with basically a series of high priority work order requests that allow you to communicate directly with the head of custodial services with the head of buildings around core maintenance and safety issues withthe School Classroom sites. That includes things like Hand Sanitizer being empty. Your Hand Sanitizer dispenser being empty, needing that tobe fixed as well as repairs for example around windows , ventilation and you know, the classroom sick. We have created like a way to kind of flag and prioritize issues that will require assistance and maintenance over the course of the year that will be available to school sites. That will be like jump so to speak in the queue that is kind of analyst you of deferred maintenance that is normally standing in our workforce. Thats one important thing. I think the secondpiece is that we have adopted our internal rebuilding , a series of protocols that are replacing all the six month schedule. That was not the case for. We have a ventilation, are replacing those filters on a sixmonth schedule and weve also put in requests, i was doing that in the early part of the meeting today to be honest, filling out all my forms and paperwork to request backfilling existing vacant positions with engineers and electricians as well as glaser, thats the name of the person who worked on so we are prioritizing also backfilling positions for key classes that are again critical to us being able to maintain a higher Response Time in school sites would ordinarily experience which are typical staffing. So thats what were doing to try and stay on top of these issues and respond to school site needs we are going to align site leaders to make use of those tools. There will be again some cases proactive monitoring of our mechanical ventilation victims and filtersbut a lot of other things are going to rely on a complaint driven process one of your twowindows that open or broken , that you let us know about that. Then in terms of the issues around Water Quality, we have done Water Quality testing and this is a very extensive separateconversation. Commissioner collins has taken a lot of leadership on groundWater Quality and School Districts. We have a good sense of which schools have still work to be done. We have remedied all Water Quality issues at this point within the epas acceptable standards although that standard, we do need to adopt a more ambitious one and that was a project we were working on shortly before the pandemic hit and derailed or i should say thatefforts off to the side. But so we have a clear sense within epa thresholds. Our Water Quality and also the requirement of inspection that we flush the systems, like all of the plumbing lines basically that five days prior to opening so were doing that now actually. Were flushing a lot of the systems on a twoweek basis as just a matter of routine, preventative maintenance but as we get closer and know exactly what date we want to open and we will also then schedule and make sure that there is a live flush five days before opening because that requirement for inspection. I think lastly your points on temperature is well taken. Ive certainly been candid about the fact that we need to open the windows and shut down my desk to emphasize that fact. As we also approach resumingin Person Learning , deputy superintendent potentials and has a number of communication plans about how principles can work with families to keep them prepared and ready for what the new School Environment will feel like and i think that type of communication seems to belong within that setting of things. Saying heres what you can expect as a family and for your kids. So i hope i got through most of your questions. Thank you so much and i hav followup questions. Specifically in regards to the request that school sites will be able to kind of make now to get their Facility Needs met and how long is the expected wait time for them after mark is there a projected projection or an estimate of kind ofhow long they would have to wait if they do have a window that is jammed close that they need to have open, is that something that theres a time frame attached to . Right now what were doing is because we have completed this priority arrival on the board we spent a few months in the early part of the fall counting 18,000 windows and seeing if they wor in our Elementary Schools so we have a clear sense of where they are broken what were doing to prioritize, tackling classrooms where fixing that one window is the difference between being available for instruction or not. We have a set ofpriorities we hope to have those repaired. Many of them done in advance of opening for in Person Learning so that we can make the most of the classrooms that we had. The second piece of is we only have two glaciers right now so i cant give you a fair estimate. It depends a lot on the nature of the problem, frankly. Its just like a handle that needs to be replaced, i would like to think we can tackle that and get that dealt with in short order, certainly within a week but if it is Something Like the pavement that has for some awful reason been broken through vandalism or Something Else that might require a project and they contact on their own independently and might require using the contractor orSomething Like that and in both cases it might be an extended timeline. Thank you for that. For me itsimportant to get an idea of what it will take for us to make sure we have a short wait times for our schools. It makes it sound like you said that the inspections that are taking place at individual school sites are going to kind of make sure the windows and things are in good shape that we dont have issues with them breaking down during the school year or emergency maintenance to kind of correct those things. I guess i would also look to see if there is any testing that is going to happen for Water Quality as we reopen school sites, as we enterinto the equations as well just to ensure that we know what the status is as well as we are able to communicate with families with updated vaccine results. The echoing is coming from others around the board process, i think this is kind of crazy they were talking about this at 11 30. We still have 200 people on the call which shows i think the dedication of folks who care about this and it just seems i think we have to figure out a different way. I would be in favor of a weekly meeting as one of my colleague suggested whether thats a committee or committee as a whole or whatever it needs to be so that has to be our number one priority. We now have a Labor Agreement or an outline of one and hopefully there would be one soon. Now theres that i felt like for the past month thats the biggest barrier and now i feel like we have to figure this out. New york city Just Announced that they are opening a middle school and iknow theyre in a different situation in terms of the pandemic but i think we need to be ready assuming the case rates come down. I have a couple ofquestions and one is around date. Im a little confused and im sorry, i probably just missed it , theres a ton of information. The dates for the waves on slide, a range of dates. Im just trying to understand. Lets assume that everyone is vaccinated in the orange, lets assume we met the criteria of the Labor Agreement all around that. Lets assume that happened already, what would be our earliest date forwave one and when would be able to anticipate the dates coming up . The issue is if we hit the orange now which we want. I understand, im trying to understand where we are at in the pandemic. The reason im hesitating is because it depends on the schools that we have already have been assessed. So for example now when we have five schools that have been assesse , a month from now there will be many more schools and two months from now or lets say its april. And we will have many more schools approach so we would have many more thatwould be to go online. Were going to keep getting schools ready, applying to dph and getting themapproved so all those would be ready and as we aregetting closer, lets say where in the red , we would still be moving if we see the red starting to come down , then what we would be doing is beginning to notify families the cause we think we are getting closer to the orange but all this depends on whats happening with the virus and where we are with schools were going to keep moving as we have this entire time. We are at fivenow. Five have been officially approved. Is that right, don . Is going through the proces. If you punch list items before we get to final signoff approved for inspection. Soloway 1,thats half of the wave one. When do you anticipate the rest would be done . Just to clarify commissioners, wave 1 until fairly recently weve been talking about each of the waves and theres not only Elementary School but Early Education centers. When we set wave one had 11 sites, it was six Elementary Schools and then five Early Education sites. Those do not have to go through the application process. They are governed by a separate regulatory process and oversights that i believe are largely certified but i would defer to chief yar on that point. I guess im trying to part of this is to help parents because some of the questions ive gotten from parentsis they literally dont understand whats going on. Im going to simplify it. Wave one theres 12 school. Early education and elementary. Are they already now basically . Basically. Those are basically done. Thats great news. Were basically ready with wave onemore or less. Wave 2, we are working on. Yes, and we are making steady progress. Were hoping to schedule the dphinspections in about three weeks. Those are the ones that will be ready by march. I guess i saw the march 22 date but it sounds like we are going to be ready prior to march 22 for wave one. Wave 1 andwave 2 youll be will be ready prior to march 22. March 22, half of the wave will be ready. Our hope is by march 22 another 25 sites will be ready and then its the last 25 sites will kind of rolein between march 25 and april 19. So theoretically if we had a vaccine and got testing done next week, or excuse me, a vaccine or we got to the orange next week we have wave one ready to go. I just wanted them to know that we are actually making Good Progress on this and that we are waiting for the vaccine which issomething i think one thing that the public wants to do is advocate with the city to get that done. Were kind of waiting on other factors that we cant control. Is that accurate . Sounds accurate to me. Thanks. Sorry, i think thats good news and i want to be clear because i think theres been an impression that were moving slowly and maybe weare in some respects but i also think process. I guess my other concern around datewas around middle school. Commissioner lam mentioned this but do we have the windows and check . I heard a lot about windows in Elementary Schools. Have they inspected thewindows in middle schools yet or no . Know, we have not. So plan forthat . I was referencing a request for assistance from the city for general laborers to help us movethrough that. Otherwise we can do it but were going to have to do it after we finishElementary Schools because everyone is all hands on deck or Elementary Schools right now. We could accelerate that with getting more of those laborers. We would beable to insure ourselves against the scheduled slipping and i would like to think we could regain some time. Im wondering what we could do. I think those are real , what im hearingagain is i think theres a sense in some elements of the public that were not doing everything we can. I want to make sure were doin everything we can. I think were making Good Progress and i want to make sure that we are not , that were doing absolutely everything we canso thats the nature of my question and i think we are ready to get resources as Board Members, were ready to go to the city or wherever we need to do. To getresources. I think at this point what we try to do is our goal with the Partnership Protocol was to make sure site leaders can resumein Person Learning with a sense of confidence and understanding exactly what needed to happen. That is actually a big piece of work thats being done right now for wave 3 and i dont think theres a way to rush that responsibly and without really impacting site leaders. So wave 3has started last week, two weeks ago. But theres more workshops. We have to do multihour sites. We do multiour site visits and in each one of those schools t help site leaders plan out all these complex decisionsabout site flow and which classrooms will be used for which purposes. How to use the yard, launch all those Different Things. Then that information then gets sent back to the Facility Team who then pulls it all together in again, a legible and consistent format that accompanies the dph written application that chief smith is overseeing and submits to dph. So weve got all hands on deck in terms of moving and the only way to accelerate at this point i feel like would frankly shortchange the preparation piece for site leaders. I just like to make sure were also moving on middle school at the same time or what the next pieces. I guess my last lesson would be around testing, why is it again that the city isnot doing testing . I have requested numerous times when we have a curative agreement, that was based on the city suggesting that model is basically a system where work with a lab to provide statistics and task analysis at no cost to the district because they can charge Health Insurance companies for the analysis but then you have to operate the site. You get support from dcf and Latino Task Force which was awesome to stand up to operations of the site and we were able to do that but the volume of testing for those students working with Latino Task Force, even they are like we dont have the staff power to hold up that many sites so the alternative was to basically decrease the request. I guess im trying to understand why did the city, who in the city did we make the request to westernmark. Numerous folks in the city, the controllers i know if i remember doctor matthews made a request to staff of the mayor and doctor matthews . The staff said they could help us. And dph, department ofPublic Health. So the head of dph, the mayors chief of staff and controller also could not do thetesting for us . Is that correct western mark. We did not get an affirmative from any of those cases. I just think as a board, were the leaders here. We need to talk to those folks. Those are public employees. And i guess to me its not acceptable that we are waiting weeks and weeks in the rfp process which smith explained and then you know, that he piece of this is the testing. I think its also something will call you want to reach out to public official supervisors, the mayor, those are. Work with them. Theres been a lot of suggestions also that the School District is wholly responsible. Weare, we really do. We need to ask for their help and bring them on board. , i just want to say i can request to any one of those people, i follow up. I dont know my colleagues was to write aletter or something. Chime in on thatone . Hasnt been workedto the bigger point by city officials. When we have asked multiple times for this is help and commissioner alexander and the superintendent of Public Schools in San Francisco asked that she be asked enough downpours and more than happy and willing to sign on to the letter requesting more assistance from the city. The district though this goes to show in my mind how just offbase a lot of folks have been about the work weve been doing. Our efforts to come to agreements with our unions but also to ensure that all of our sites are safe and the schools are comfortable going back. I think weve been really restrained in our response in terms of the fingerpointing but im getting at my wits end on some of this. Im not interested in fingerpointing. I dont think you are either. But yes, theres been to us, theres a lawsuit saying i guess thats the other thing. Theres a lawsuit saying that we are not moving fast enough for thecity. We need clear. Maybe we should file a lawsuit asking for. I dont know. Thats method of communication thatseemed effective hopefully we can sit down with them and get their help. At least put it out there. I think ive been sitting on this select committee for a long time and i do think on a certain level i think i want to acknowledge im tired and its late and i signed up for this so i want torespect families. They have to stay up and get this information, we want to put this on every Board Meeting and we have to continue with the business of the board and we also have volunteers on our committee and the American Indian pack, they got displaced sometimes and they volunteer on a regular basis and they dont get any stipend. Its been madness trying to make sure every Community Gets the information they need before 11 40 5 pm and i do support maybe we have a separate meeting. Things are changing so rapidly. I get calls from the media and if i dont know if somethings changed at the cdc level, National Level or state level because its changing so rapidly. So i do think at the beginning of this year we made a commitment, president lopezand i and i appreciate president lopez. He said he had a meeting on just this and it was ours of just updates from last fall. Not everything but just updates and i feel like every week for 2 weeks to our hourlongmeeting of updates. Thank god for the leadership at the National Level. That means things are changing all the time but i want to acknowledgeall the work everybodys doing. Im really appreciative of the new leadership at the federal leve. Im appreciative of cdc guidance from the federal level. Vaccines, all that stuff is changing all the time so i support if everyone else does on the floor that maybe we have every 2 weeks enough of an update for everybody on whats going on. I need it so i can understand families needed to. As faras the city goes ,ive been sitting on the select committee for like a year. Or twoand its just , it is really frustrating and i think parents dont always understand our job is legislation. Organizing and supporting education but theres a lot of these levers that we dont support and we do need partnership and we do need to Work Together but its confusing and i dont think city government, we are used to working in silos. So were all trying to Work Together but its not easy and then were doing it during a pandemic. But as far as what we need, really clearly we need help with testing and we need help with vaccines. Very clearly and we were not doing that. I guess i want this, you can tell i heard when we start opening schools were going to belike this operation , is that correct . We could be potentially carefully operating with all our students and. That takes staffing and infrastructure that the deviation is a on i guess my question is why should we do it thats not. I know how. Idont know anything about testing. We and i think for families that are indicating, please help us. Get support around that and maybe at the city level weneed support. Maybe the state needs help. But ido think as a board , when it comes to testing and vaccines, im talking to colleagues in kentucky, teachers have already been vaccinated in the entire state of kentucky i want you to understand in california we ar not doing very well and i know folks across the country , educators across the country getting vaccinated in california is not doing a good job and its kind of shameful considering the fact that california is one of the fifth or sixth, whatever your metrics are largest economies in the world and kentucky is not anywhere close to that and their managing to prioritize educators to get them back into classrooms and make our schools safe so if you want to open up middle schools and high schools i think we look at that and we got to look at so theres that. But i would hundred percent support maybe we need to write a letter to the board of ed just saying this is what we need forthe city, for the state. We need help and that maybe something that will help the community at large know that they also need to mobilize because if theyregoing to , they should hold us accountable for stuff we areaccountable for asking us to make sure we get vaccines out , thats not what we do. Lets all worktogether and advocate for the right places. And i guess finally i do want to elevate commissioner lams comments. This idea of how we make it faster. What im hearing from chief nathan is that theres a certain process of getting schools writing that must involve leadership and looking through the process and saying how do we use this spaceand how do they come in and leave and thats not something that can be outsourced. She, maybe you can correct me if im wrong but thats my sense but theres work that has to do with checking windows that does not have to deal with anyspecific expertise or leadership area and what i , i want to respect if i was a principal, i need to know and be involved in the planning process and if its set up it will result in maybe a lack of safety. But when it comes to we should be going through all our middle schools and high schools and getting everything done we can and how can we get these general laborers into our schools to helpwith that western do we need to do to get them going . And also clarify if my understanding is wrong based on the site side of things because at a minimum we got vaccines not in our control, transport spread not in our controlbut this is something we do have in our control and i want us to be doing everything we can to get that dial. Thank you Vice President collins. Chief nathan, ifyou can answer that question. She had to take care of a little one right now. I get it, we areall family, i get it. That would be the process we use for previously which was a request for the committee that was one thatthey actually did answer or were ableto provide. We would still do the same process of saying , i would think especially when the call has come out as loudly and clearly from the city side that this shouldnt be, it shouldnt beproblematic i would think. I guess my question is what do we need to do as a board to make this list of city apps because i feel like were asking digitally but maybe we need, i hear you. Im hearing that staff is acting for certain things here and there needs to be a citywide call from our board to say this is the list and this is what it is and im wondering how are we going to do that . I would suggest board leadership, yourself and president lopez just essentially speak for the entire board and work with the superintendent to make that comprehensive list of requests. And we also basically wouldsign off on it. That would be the easiest way, i think. Weve been asking in all these different ways and i feel like maybe thats what we need to do. I feel themajority of us have different connections and other city leaders are trying to help in this effort. Can i chime in about that . Sure. I know the team has been actively working with maria at cds yf, shes been our connector and bridge to the various requests either from requests around additional esw workers who have discussions around the vaccination, kind of planning that as well as the testing and reviewing rfps and what that might look like to scale. I want to recognize that unfortunately dph does not have as much as we want our dph to have the capacity to help us with students with the testing piece, they are also stretched as well. I think that is, i dont want tospeak for the rfp, i havent studied it word by word but thats been important to voice to our state legislators and to the governor as well. Exactly to the point that School Districts, the thousands of School Districts that are charged with rolling up capacity in ways we never have before you and that how is is this not only on the funding side but funding needs to come through adderall fema or covid related funding or California Department of Public Health dollars rather than taking it away from prop 98 we need to retain into the classroom and in with education, direct Educational Services and the recovery piece and the learning acceleration so i want to say not that there hasnt been activerequests and partnerships that havent beenfulfilled. I think we do have those additional , we have those requests in and id be curious just for president lopez to be checking in with the team there around perhaps just being able to get an understanding where those standings are at orwhat might be emerging now. Excuse me president lopez, can i happen onthat thought . Ialso want to respond to that. Lets get people advocating at the state level. Im tired of this conversation moving around so i guess im also wondering commissioner lam, how should we be advocating at a state level for this kind of support cities are struggling . We have as weseen increasing resistance and weve been advocating strongly at the state level as well. Should we be reaching out to our state legislators . We should be putting , meeting with our delegations and actually with Assembly Member phil, being very active right now in sacramento, in the discussions between the governorsoffice and the legislature of really what this package will look like. So thats going to be a really critical in the coming weeks and i think further, thats what weve been discussing with our lobbyists in the policy committee and i think we need to continue pushing fair and its made a tremendous difference when the superintendent is taking up the space but when we sign on with the seven other large urban School Districts, being very distinct about what are the challenges were facing to operationalize reopening , i think that really sell out the clarity of what is needed and the support, the distinctive support from the state. An example would be when the student testing capacity, when the student testing requirement came up, it would have been ideal to actually have a contract through the state that districts could plug in immediately for student testing rather than to get 1000 School Districts having to work with their local dp agents to do no easy feat because particularly when were talking about large urban the frequency and volume of tests required. Thats just anexample i would say. Furthermore again just having the state help pay for student testing. If thats going to be a requirement coming from the state and we know until we get a mass volume either in the country or in california, its still about 30 50 per testfor student. And so again, thats where i raised earlier the importance of federal dollars that will get reimbursed for state Public Health dollars that will then be allowable for districts to submit for those costs be recovered and we can retain as much educational dollars to reachour students in the classroom. I wanted to respond to that because this is showing again making it very clear to everyone why there are so many barriers and i think as a district and leaders of the district have been advocating for the city but as an Educational Institution we should not be subject to. Just to get a clear sense that that is not possible and given what the citys response has been to covid, its certainly not something the city can hold their leadership to advocate for the state and if the state cant advocate, we need to be using our position in the leadership to advocate and make it very clear that we are not a divided city. These are things we are clearly unable to do and once we lay out what are the areas where people can help us, what partners can help us, we will make that task and if its not possible within the city then we will ask them to advocate for thepeople who can. It has to be global given what we are seeing but it hasnt been the reality here and we have toconfront that. The city has not stepped up in a way thats been helpful for all of us. With that i thinkwe are going to end this discussion. And again, thank you so much to our staff, to our teachers, to our families who are here who really are showing us ways that we canWork Together and make something happen that hasnt been able to happen for a large urban School District. By working together. I do want to jump back up to the section g, item 2 public hearing renewable petition for Thomas Edison Charter Academy. We apologize for this lengthy email and we are going to work through prioritizing families and learning from the areas where we need to do better. But i just want to recognize that. I know thepublic hearing to the renewablepetition for Thomas Edison Charter Academy. Superintendent matthews , we introduce Michael Davis to report on the renewable solution and weve already heard from staff and from tech around this. Maybe you can bebrief. Thank you president lopez. We will present and this is a public hearing and we have heard from them that was in the initial public hearing so we needto hear from them again. I will start with a short presentation and then it will be their turn. Thank you. Next slide please. So Thomas Edison Charter Academy, located at 3125 Second Street renewable for five years beginning july 1, 2021 and june 30, 2026, there are 650 as measured by average daily students in kindergarten through eighth. Teca has operated in San Francisco since 2001 and under the authorization of this board of education since 2010 and this board last renewed teca for the period july 21 through june 30, 2020. Next slide please. So the review timeline as outlined in current law is teca submitted their petition to district on november 13 2020. The board as i said channeled the initial public hearing on thisissue on january 12. The district staff publicly issued needs and recommendations. Im sorry to interrupt and apologies if there and hope. I want to let our delegates know if you are still here, im sorry. Thank you, good night everyone. Good night, i know they wanted tohear the item on reopening schools. Okay, thank you. I apologize. No problem. We published the findings recommendation on january 25 and of course we are here february 9 for a public hearing andaction on this. Next slide. So the criteria as ive outlined for you before under 1505, theres a 3 tiered framework of renewable submissions. The schools fall in one of 3 categories. Highperforming, metalforming or low performing and the approval or denial is largely nondiscretionaryfor the high and low tears and discretionary for the middle tears. So this particular Charter School teca is deemed to be a middle for performing charter which means the authorizer may grant renewal and Charter Authority shall consider School Performance of all subgroups of peoples at the schools on state and local indicators. Giving greater weight to performance on measurements of academic performance and in addition the Charter School shall consider clear and convincing evidence that either a Charter School has achieved measurable increases in achievement as defined by at least one years progress for each years school for strong postsecondary outcomes. Nextslide please. The chartering authority may deny renewal only upon making written findings with sufficient facts to support that the Charter School has failed to meet or make sufficient progress and closure of the Charter School is in the best interests of the pupils. If applicable the decision provides a greater weight to performance of measurement of academic performance and a charter granted under this subdivision shall be granted for a term of five years. Next slide. So findings as i said were published on january 25, staff recommends of education dissertations five years, july 2021 room june 2026 on the following findings. In making the performance level from 17 to 20. Experienced some declined from 18 to19. Math performance for all student declined from 17 to 18 and from 18 to19. And tecas ela and math performance for all students and subgroups compares favorably to performance of local school. The board may grant renewal under education code, renewals granted shall be granted for a term of five years. I think thats the last slide. Those are the results of the review for this charter. Thank you. At this time id like petitioners to make a presentation regarding this. That eveningsuperintendent matthews. [inaudible] ill get down here. We should maybe change the date tofebruary 10. Im kevin chavez, principal Charter Academy and we want to call ourselves teca. I like to thank the oversight today for their time engaging with our community and their thoughtful analysis of the parts annualrenewal petition. With the resulting recommendations for fiveyear renewal and also id like to thank the commissioners who were able to come out and spend time with our community and to know a bit more about what makes teca special so today illhighlight what makes us shine and what are opportunities for growth are in our priority actions. Next slide please. So here you can see our mission and vision with some of the items in bold set teca apart. We have seven Guiding Principles we hold as a workforce continually improving justice, Racial Equity, academic achievements, appropriate practices, humane practices, socialemotional and physical wellness. Next slide please. Now id like to focus on what makes teca shine. Our tier 1 structure is offered through integrated arts and dual language with a private based learning approach. Here you can see students working on key elements presentation purchasing in our school band. Next slide please. We are focused on social justice, Racial Equity and antiracist and culturally responsive teaching. We offer tiered support to our students who are language learners, students with diabetes and students doubling academically. This year we opened a Learning Center for our students for tier 1 and tier 3 so you can see students receiving support advocating for our planet and making presentations in our office chair. Next slide please. Teca is focused on engagement. We listen and are responsive to our parents and families. We also offer multiple opportunities for students to engage in meaningful and interest faith clubs and cultural heritageactivities. Humans along this is a key component to our system. A focus on social emotional and physical wellness is at the heart of all we do. This year we opened our new Wellness Center and added a second counselor to our teca family. Here you can see students and families participating in our asianpacific islander heritage celebration, presenting to staff in a fishbowl and our Student Council in session. Next slide please. Teca have developed a highly successful model for business learning since they are School Closed and we currently have only 10 students out of 700 that require an alternate learning plan due to inability to engage successfully in our online Distance Learning platforms. Weve been focused on academic rigor, differentiated sports, Student Engagement and most importantly wellness. Most recently we have expanded our synchronous learning time to give students support as the engage in meaningful learning experiences and to connect with students in order to do well. We are currently in phase 2 of our phase reopening and are protected hit phase 3 and the next few weeks. Continue to take recommendations from students and family and are educated workgroups in Negotiations Team with our teca teachers union. As we reopen teca we have focused on creating safe environments, supporting for the basic needs of youth and their families and prioritizing the need of our media students first. We promote antiracistpractices. Teca is committed to using equity data during and post Distance Learning as we measure and address intersectional loss and we recently hired distancelearning specialists who have been focused on equit monitoring. Next slide please. At teca we have assessed over 90 percent dunes online and continue to work on getting all students assessed during our phase 2 approach. We have much to celebrate including that the number of students meeting their fall to winter risk goals as increased over the last two years and students meeting the norm or National Average is up 11 percent in math area students identified as English Learners and students with ids are making more significant risk this year from fall to Winter Administration ascompared with all students. We are closing the gap. Next slide please. We know that we still have areas for growth to improve academic achievement outcomes for each and every student at teca. Especially our english language learners and students with ids. Focusing on teacher quality and retention as we improve the relationship between teachers teaching and Student Learning as culturally and linguistically relevant to content with best practices. Next slide please. Here you see the enhancement to our actions for the school year which focused on teacher quality and support. Parents and families and resources. We are recommitting ourselves do best practices in building coaching and instructional leadership capacity into our six instructional coaches and our administrative team. Next slide please. Our plans for next year will build upon our enhancements to include development of a Parent Resource Center andintroduction of instructional rounds to examine our theories of excellence. We are continuing to engage our community to assess our needs as we contemplate and plan for the coming school year. Next slide please. We must inform the board of our progress in renaming our campus and our charter. Administrators introduced the idea of a potential name change as part of the Charter Renewal process during the 20 19th 2020 school year. Multiple stakeholder groups responded favorably and express interest in keeping the acronym teca. In fall we informed teca staff are campus was identified for a name change and we engaged in a process with allstakeholders to make recommendations for a new name change for the building and when we were removed from the priority meeting we decided to pause during the renewal process. We plan to reengage with stakeholders to find a name that better fits our community. Here are a couple ideas that were put forward. Next slide please. Superintendent matthews. This item will be our chief Financial Officer model. Good evening doctor matthews, Vice President collins and members of the board. Staff seeks approval of the resolution authorizing issuance of up to 120 million in tax revenue anticipation notes, otherwise known as tran. These will be used to support this fiscal year. If i may ask to turn to the third slide. Thank you. So i presented to the Business Services committeeon this item last week. Ill not go through it in full detail, im just going to cover the Key Highlights but i think this slide particularly helps demonstrate whats going on with the state deferral of local control funding formula dollars. Which i will explain in a little bit more detail. The issuance of the tran is necessary to the state deferral of localcontrol funding formula apportionment to School Districts. This is something the state did really creating an iou to School Districts, allowing them to balance the budgetwithout cutting funding to School Districts. Instead theyre managing the timing of the distributions of those funds so you can see that funds from february will be repaid in november 2021 and four march will be repaid in october 2021 and so forth but while this allowed our budget to remain intact, its creating some cash flow challenges for us area and so its for that reason that staff recommends issuing up to 120 million of shortterm notes , these funds will be repaid using the deferred task funding and any other revenue that is delayed will actually, are going to have 96 million but its typical in any given fiscal year with the district to have delays in receipt of up to 25 million. The timing of these funds coming in is after we closed out the fiscal year so to make sure we have enough cash in hand to pay people and contractors, its necessary to have this shortterm borrowing. I think with that i just want to share that we are looking, were working with ambassador barry and company as our financial advisors. Our bound counsel, our underwriter and were trying to schedule february23 and close on march 9. And withthat , given that our i just welcome any questions area and im happy to go into detai as requested by the board. Thank you for that information. Before we do that can we hear from Public Comment . Is there any speakers . Thank you, please raise your hand if you can speak to the itemthat was just presented. Seeing no one. Hello, leader. I think this conversation dovetails very nicely with the conversation we were just having about city state responsibility for supporting us through this difficult challenge. Thereis a significant cost associated with these bonds. I dont know if it impacts our bond rating at all to do this but the fact that the state is delaying funding to us at the time when we cant even figure out how to do testing without dph support and city support and our local Assembly Member mister king started threatening to withhold funding from our School District if we dont reopen. Id say this calls for a lot of advocacy on behalf of the district is the state level. This is unconscionable in my mind that were having to rob peter to pay paul. And it happening on the backs of our students in an already shortfall of a budget so shame on the state for forcing us to do this and i think its been a huge area of advocacyfor us , thank you. That concludes Public Comment. Thank you commissioners comments or questions . Commissioner boggess and commissioner lam class i am curious as far as what is the cost associated with doing this and what other fiscal impacts bothshortterm and longterm, with this. Sure. So what are anticipating approximately 120,000 and we would be a interests of about 2000, so around 320,000 was the ballpark. By receiving the funds and actually holding them in our account although we will be using it to pay our bills and so the balance may not be so great. We do still anticipate having interest earnings. Our funds are held in the citys treasury and its not unusual for our School District or for other School Districts to issue tran for cash flow. This has as a tool is very commonly used and at times can actually generate interest earnings in excess of the cost of issuance. Im not anticipating this is going to happen this year but it should offset the cost. So im really hoping that this wont lead to any fiscal impact to us at all. Ill say it is a burden on my time and on my staffs time so it would have been nice to not have sponsored this but its something weve been anticipating over the course of the fiscal year and we hope that this means great news on our revenue outlook because for the governor to propose not doing this deferral but instead those funds are being used to pay down the referrals that are getting the schedule for next fiscal year. The longterm impacts just to answer that really there are none. This is a very Strong Security that its very clear that we are borrowing funds that will be directly repaid by other facets that we know we will receive from thestate and i apologize for speaking on that. Thank you for finishing, my apologies for interrupting you i was curious if i guess im a little confused and would like clarity if we feel like this is going to cost us or to 300,000 or we think its going to produce additionalrevenue for us . Like, is that a range of possibilities that we have in this . Yes. One area of concern is that Interest Rates , interest earnings have been low. Because of the recession on our operating budget. We typically do have interest earning income and thats declined because Interest Rates are so low. So itspossible that we would net cost out of this but i wouldnt anticipate it would be more it could be as much as 50 or 100,000. Which isnt nothing in the scheme of our budget deficits by any means. So i think just looking to the future, if the state is talking about the were advocating in sacramento that this might be an area where were advocating for a different type of solution. I would say overall this is solely typical and relatively harmless transaction. Could you share when was the last time we did one of these transactions and also if you could if we are expecting to do multiple of these over the next 2 years because of the budget deficit and the unclear landscape and how that is impacting what this is going to cause unrelated. I believe thelast time we did i transaction was in 2016. I did a little bitof digging in our records and that was the most recent one that i can find. Typically the district actually and it up with positive earnings because Interest Rates were working in our favor and did exceed those costs. Again, given the interest environment that we are in it may not work in our favor this time around and that is worth keeping inmind. Next year because i actually d , the state will need to issue another tran. When our fund balance was higher, that helped cover us during those gets in our cash flow in terms of the timing coming in. But because our reserves are lower, im anticipating theres a really good chance that we will need to do another tran around this time next year. Is there a reason we would get all that money at this point in time versus going through the process multiple times each year . Great question. We actually need to tie the tran to the current years appropriation. Part of what were saying is that the state has already budgeted for our lgf and were able to demonstrate to investors that thats the money that we are going to receive later, that is builtinto the state budget. Its locked in whereas if we were to say as we anticipate receiving x amount of rent, we dont have a set budget in place to show that that revenue is guaranteed. If there were to be a decline in our ref funding next year and we issued a higher amount of notes, theres a chance that we wouldnt have a matching amount of lps coming in to pay it out so its important that we are getting as close as possible to the amount that we expect to receive. Doing it in the smaller, shorter window allows for more accuracy and also they tend to be within a year so we could very well extend the window to go out to say february of 2022, its hard to think that far ahead you but again, its not certain that there is a need for that particular window of time. I would say the window of time we will need it as at the end of the fiscal year and thats outside the range of what we would be allowed to do for the tran. I just wanted to let the other Board Members know weve been talking about thebudget services so in case , weve been talking about consistently and as i mentioned as we continue to have low or little reserves, meaning the threshold of the reserve, thats what causes the need for the note. I wanted to also have you affirm megan publicly about how does this affect our Credit Rating if at all. And part of that question is as the district goes back on an annual basis, each time we go to apply for it or to get one will that continue to hit or impact our Credit Rating . No, i dont see this impacting ourCredit Rating at all. Those transactions are going to be rated by moodys. And theyre looking very specifically at this transaction. And these arent like opening up another credit card and you start to get dinged for having too many accounts open area this is kind of a standard transaction the districts can do and because itsreally tied to the states decision , its not something that we would be seeing as a knock against our own financial management. And in fact were anticipating a reasonably high rating on this because it is so secure because it is part of the state budget. As approved in thebudget as approved by the state. Just by way of introduction, every year we receive requests from Charter Schools or facilities under proposition 39 and if we receive a request from a Charter School, requesting to be at a single site with a certain number of students, and though that number of students cannot be accommodated at a single site, then we are required to ask the board to make a binding that formalizes the staff analysis showing that they cannot be accommodated atthat single site. So what we have is a resolution or your adoption that basically affirms the staff report saying that the school cannot be accommodated at a single site but we can offer them space at multiple sites. So i would like to read the pertinent portion of the resolution for explanation and then ask foryour adoption on that. The resolution is whereas for the 2021 22 school year, with bayview Elementary School Charter School neglected solely under proposition 39, specifically requesting to remain in the bayview Hunters Point area of San Francisco wishing to remain located with the districts bret hart Elementary School. Whereas as provided in the staff report which is attached hereto as appendix a and incorporated by reference herein the district cannot accommodate a single site offer for the Charter School at their desire school site in a Geographic Area, whereas district staff determined that it is neither feasible nor in best interest of all students, the district students and Charter Schoolstudents to the house at a single location , whereas having been expanded to search the other school in Geographic Area where the Charter School wishes to be located, district determined it cannot accommodate charters entire student population on a single site for the 2021 22 school year. Whereas the district can provide the Charter School with a multisite offer of reasonable equivalent facilities , whereas the staff report recommended the district offer of the kit bayview elementary Charter School a preliminary offer facility by february 1, 2021 involving call location of the following sites, bret hart Elementary School and malcolm x academy. Whereasthe board incorporates into its resolution that 2020 , 2021 22 staff report finding that the Charter School could not be accommodated at a single site and a written statement of reasons explaining the finding which passed as appendix a. What we talked about tonight highlightsthe fact that we dont have schoolsite that dont have the administration with the capacity to doright by all our students. I just want to name. Particularly now putting on my hat as advocacy chair for the cac , we have school sites dont have the capacity to support our children who have it. They dont know a little law and to put the onus on accountability back on the school site when they dont even know the law, they cant support our kids. We have many who do great work and try really hard and doing the best i can but they dont know the law. Because we havent trained the. We havent invested in Restorative Practices and we havent invested in ability Awareness Training the way we need to area so therefore we dont have the capacity to do what we wantto do here. Now, moving on toresolution number two , or item number three i should say , when we talk about effects, im opting my kid out of fx, ill take that second ninth grade but i have for the past couple of years because for many many meetings i do want to highlight the fact that weve got funding thats tied to these test results. This is a state indicator. Were getting grants to work on Early Education or reading intervention because of those test scores. So i think the test is crap, youre getting the 12 30 version of me instead of the politically correct earlier version but this is an accountability measure with the state and itprovides fundingfor us so thats something we need to think about and talk about. Maybe at the state level, not just here so thank you. Councilmember ortiz. I am a teacher at Mission Education center. We have submitted a letter to you regarding the standardized testing of our population of spanishspeaking students. Our immigrant families have been led here to escape traumatic experiences in their past and to provide access to education not available to their children in their country. As adistrict , you have asked us to look at education through an antiracist lens area you have also promoted programs that build bilingualism and are well aware of the research regarding the time it takes to develop academic proficiency. Given these premises as well as the conditions that the pandemic has further impacted on our population, we ask that the theories that we promote are more than mere words. That we walk the talk of implementing antiracist policies. That these recent immigrants not be subjected to the further traumatization of taking the state standardized test. We ask that the testing be the same for our population and the time to teach and prepare our students have starting chance in our education system. This is a model that we have fought, since i have been in the School District, since the year of 1981. I think its way past time that we do something about this. Injustice. Thank you. So we had a really detailed presentation and discussion there and then we continued to get an update from our budget team around budgeting and had discussions around what that process was, putting forward. Ive heard you have an exciting new exhibit that features social distancing and is outside, so its safer. Can you tell us a little bit about it . The golden gate 50 anniversary wasnt the celebration that we hoped for, but when life deals you lemons, you hope to make lemonade, and we tried to engage people in the park in different ways. Behind me is what we did. Its a public exhibit which has transformed peacock meadows into an Enchanted Forest of other worldly shapes and lights. Its to close out Golden Gate Parks 150 years and to allow people to have outdoors socially distant fun. Great. And what are the hours, and when can people go see it, and are there access for wheelchairs and strollers . Well, it will run until february 27, and the ways are wheelchair accessible. It will close in time to make the citys curfew. Were not supposed to be gathering. Were not supposed to be celebrating out there, unfortunately. It is a beautiful exhibit and is one that can be seen from the sidewalk or you can wander into the meadow, but we ask that people be really mindful of the circumstances in which we find ourselves. The most important thing for us is to be safe and healthy. Do not show up with other households. Come and see it, get a little taste of the holidays and leave so other people can enjoy it. If its too crowded, comeback because its going to be around for a while. How long does it take to walk around the exhibit . The conservatory of flowers is there, and then, we have our amazing Spreckels Temple of music which was recently renovated and lit up in lights. I have information that it was created by a local artist. What can you tell us about it . Well, its a new concept, but the lights were previously installed in a park in toronto and also in las vegas. The installation has been paid for through private donations to the Golden Gate Parks San Francisco 150 campaign. It reflects a culture steeped in science and history and culture. Im looking forward to the presentations on the solutions that impact so many lives in our city. Vice chair stefani, the floor is yours. Supervisor stefani thank you, chair mar. I want to thank you for scheduling the hearing on this important subject so quickly. Well hear from the recovery Summit Working Group established by the working council, comosed of individuals who have recovered from addiction. Over 300 peers have been through the system and here to share their experience and insight. These individuals come from every walk of life in San Francisco. They represent all age groups, all races, and all gender identities. 2 3 of people of color. And all of them have firsthand experience with drug use, addiction, and treatment. I called todays hearing, because these are the people we need to hear from directly. I think Everyone Needs to mute themselves because im hearing feedback. Can everyone mute themselves. Again, i called todays hearing because these are the people we need to hear from directly. This conversation could not be more urgent or necessary. The Drug Overdose crisis in our city has reached an unprecedented level. 699 people died from Drug Overdoses in 2020, making it the deadliest year in our citys history. Narcan administration and overdose reversal were an all time high in 2020. The narcan was used to reverse an overdose more than ten times per day last year. That is more than twice the rate in 2018. It is no exaggeration to say that this is a humanitarian crisis. These numbers come as no surprise to anyone who spent any time walking the streets of San Francisco. The tragedies playing out in our streets, is as visible as it is shameful. This disaster did not happen by accident. It is the result of the introduction of fentanyl in our city. And its deadly. Its cheap. And its readily available in ways that we have never seen before. Two milligrams of fentanyl is enough to kill. I was surprised and shocked to learn that that amount is small enough to fit within abraham lincolns face on a penny. The San Francisco Police Department reports fentanyl is increasing becoming laced in many of the drugs dealt on the streets and dealers are actively speaking out young people, individuals in recovery, because they know just how addictive this substance is. I want to thank supervisor haney for his hearing we held on Overdose Deaths in in december. In that hearing, we heard from practitioners in the department of Public Health about the state of the problem and the programs they run. I think we all found some of those responses quite frankly to be frustrating. At that time, it felt to me like the responses we heard do not match the severity of this crisis that were experiencing, and that needs to change. In San Francisco, drugs should be much harder to get. And pass through recovery much easier. I want to address the concern that this hearing was called to undermine Harm Reduction. That could not be less true. Narcan saves lives. Syringe access saving lives. Harm reduction absolutely works. One of the tenets of Harm Reduction is meet people where they are at. Sometimes, people are out of place where they need space recovery. Today, were going to hear from a group of people who feel like the city has not been meeting all addicts where they are at in those suffering from the disease of addiction. Despite that lack of support, they were still able to change their lives. We owe it to them to listen to their experiences and learn from what they have to say. When it comes to preventing overdose death in San Francisco, there can be no eitheror because its clear that were not just in a crisis. We are in a total freefall. Its going to take every one of us using every tool at our disposal. I want to thank my colleagues for accommodating such a lengthy hearing. And appreciate your willingness to take this time, because i know we all care very deeply about this subject. I want to especially thank our clerk john caroll for helping manage the logistics of this hearing. We could not have done it without him. Were first going to hear from members of the recovery Summit Working Group to hear the summary of their findings of recommendations. After their presentation, well hear from dr. Martin from the department of Public Health. With that, i would like to turn it over to the interim director of the Reentry Division at the Adult Probation Department. Good morning, supervisor stefani, supervisor mar, supervisor haney. I am professionally the interim director of the Adult Probation Department. But more importantly, after spending over a couple decades addicted to drugs, breaking the law and in and out of jail and prison, i got an amazing gift. I got clean and sober. Im here today representing the recovery Summit Working Group. And joined by others in recovery that are part of the effort. The drug crisis in San Francisco is alarming. I never thought id see a day we normalize shooting in public. In 2018, my thencolleague, who is now working in the office, had an idea to openly discuss treatment and addiction realities. After our first summit, we sent a call to action, created a working group charged with creating recommendations that would hopefully improve San Franciscos response to addiction. Historically, policy makers do not include the voices of those in recovery. Were hope to go change that. Personally, i recognize, especially in San Francisco, addiction is a tough conversation to have. I want to be clear. We are not asking the city to stop any current efforts. Rather, we are asking the city to enlarge the solution space until its big enough to meet our challenges. Right now, there are thousands of people in San Francisco suffering from addiction. That is the tragedy. In october of 2020, the council made up of 12 city departments including the department of Public Health, representatives from the mayors office, board of supervisors, state parole, federal probation, superior court and most importantly, seven for merly incarcerated people, unanimously accepted and supported our recommendations well be sharing later in the presentation. Were excited to begin the dialogue, include the voices of those who have recovered and hope for an inclusive environment of treatment in San Francisco. Incomes slide, victoria. I just want to look at the gravity of the drug problem supervisor stefani touched on, some of it earlier. The budget and legislative Analyst Office conducted an audit, which included the department of Public Healths jail house services. In that audit, it was discovered in the 36 months between november 2014 and october 2017. This is after the passing of prop 47 sorry to interrupt you. You may have lost the presentation side. Miss westbrook, are you still there with the presentation . Very good. Thank you. Now we can see it. Sorry about that. Thank you. This is after the passing of prop 47 that 84. 5 of 49,000 bookings into the San Francisco county jail, were for people with a history of Substance Use. 24,500 i. D. Drug users in the city. We handout 4. 5 million syringes a year. In 2018, theres 259 deaths by overdose. In 2019, 441. Thanks to the amazing work of the dope project, in 2019, theres 2,610 overdose reversals. When i hear and talk to my friends in the field working, thats likely only 2030 of the actual overdose reversals that took place because of the way theyre counted. And as supervisor stefani mentioned, in 2020, there was 699 Overdose Deaths. So i first met supervisor stefani at a treatment on demand meeting at her office a couple of years ago. I want to acknowledge the work of the treatment on demand coalition. According to d. P. H. s data, between of 2020 and february of 2021, theres an average of 40 open residential treatment beds per day. Something is either inherently wrong. Either its so difficult to get in those beds. Or there is no motive to go to treatment. Were hoping today as we kind of have open and honest conversations about drugs and addiction, we can come to collusions for why people arent going to treatment. Next slide. I mentioned earlier that there was this amazing idea that people like myself got clean in a set of handcuffs thats my story, not everybodys story. By no means would any of us want to criminalize addiction. Nobody is advocating for people to go to jail. But we thought if we could inspire people to change, then maybe if they saw how others have done it in their lives, they too could go onto live differently. So in an effort to inspire change, we hosted our First Recovery summit. In 2018. Launched the working group. Hosted a second recovery summit in 2019. And in 2020 due to covid it was postponed. Each summit, weve lauded several people in recovery. Most notably, the Lifetime Achievement award. Both are part of the working group and presentation today. Next slide. After the 2018 recovery summit, we launched this call to action, formed the working group. Id say 95 of the people in the working group are in recovery. There are a few others that are not that were impacted by a parents addiction, a sons addiction, somebody that they loved was wrapped up into addiction. So we have had other support. But the crux of the group are people in recovery. Through our gatherings and meetings, the group developed a platform of concepts that would have the greatest impact in San Francisco. First, they thought San Francisco should expand Treatment Options. Right now, options are limited. People should be able to get clean and sober based on individual needs. Second, San Francisco should extend treatment stays. Length of time in treatment should not be bound by med cal funding. Third, the the city should create specialized treatments for young people. They have different needs of adults. For it, the city should expand paid peer specialists opportunities for people exiting treatment. People need to earn money early in recovery. We thought that would be a great way. The city needs to increase awareness about available Drug Treatment Services in San Francisco. To inform our recommendation, we launched a survey on august 27th of 2019. Next slide. So we launched two surveys. One for current and former drug users. The second for people impacted by a Family Member or love ones drug use. Due to time constraints were only sharing the summary data by former or current drug users on two mediums. First, online and then paperbased. The paperbased came in three languages, english, spanish and cantonese. And we distributed the paperbased survey in the community, in custody and at d. P. H. Funded Residential Treatment Programs. Now, i have the honor of turning the presentation over to a very close friend of mine and one of my mentors. Thank you, steve. Good morning, supervisors, stefani, haney, mar and mandelman. Thank you, supervisor stefani for inviting us. My name is adrian. Im a manager at a jail called choices. Its been in existence over 26 years. I have a masters degree in counseling psychology with an emphasis on marriage family therapy. Like steve, im a recovering heroin addict with 21 years clean and sober and graduate of the choices program. Once again, i think its important we get into this. If you look at the demographics, theres no big surprises except the underrepresentation of women who responded to the survey. Women are Fastest Growing incarcerated population in the country. Women use drugs for Different Reasons than men. Usually as a direct response to trauma. We have found that out in the jail program for our women. And its really significant that women have the time and the space to be able to deal with trauma moving forward in their recovery. I wish there had been more women that responded. Were hoping in a followup, well be able to incorporate more data from women. Next slide, please. Lets look at the top of the slide. Respondents drug of choice. Normal suspect of note, only 6 of the respondents listed fentanyl as drug of choice. As a reminder, the survey was conducted august of 2019. I think as supervisor stefani has referenced thats changed significantly. Bottom graph, age respondents began struggling with addiction. The graph represents the largest age brackets. 81 of respondents began struggling with drugs before the age of 24. 4 of respondents began struggling with drugs between the ages of 1318. What is significant about this, is that age realm most people are still developing cognitively. Its a real concern when so many people at that point of development are using drugs and using drugs in an abusive way. Next slide, please. The top graph, the total years respondents struggled with addiction. 69 of respondents struggled with addiction for 10 plus years. 35 of respondents struggled with addiction over 20 years. Bottom graph, respondents longest period of being clean and sober. 37 of respondents had been clean and sober at least five years. Next slide. Lets look over these charts. Top left graph. Thats the percentage of respondents who used Harm Reduction strategies at some point in their lives. 30 of respondents had used Harm Reduction strategies at some point. There was a followup question that asked was there a practice most helpful to you . There were only 72 responses to that followup question. And 36 respondents stated medicationassisted treatment was most helpful. Of note, there was several negative responses about medication assistance treatment. Go to the top right graph. Percentage of respondents who attended residential treatment. 73 of respondents had been to residential treatment. 27 had not. On the bottom left graph, length of residential treatment stay. For those who had been to residential treatment, 64 of respondents completed six months or more of residential treatment. I just want to note under our current system, med cal funds 30 days of treatment with two extensions. Bottom graph, percentage of respondents who attended outpatient treatment. Half of respondents had been to outpatient at some point. In choices, we deal with a loft the struggle of working with drug med cal funding in the short stays. All of my population are in custody with significant addiction severity, trauma and prison sentences. Overwhelmingly, we find when clients leave the jail and go to longterm treatment, we see much better outcomes, as far as continuous sobriety, lack of recidivism and trauma responses. Next slide, please. The top graph, types of Residential Treatment Program attended. There were several options that respondents could write in an answer. We listed the top five. 63 of respondents attended 12step residential programs. 38 of respondents attended social modelling and behavioral modification programs. 30 of respondents had attended incustody Treatment Programs and 18 attended faithbased programs. Here is a fact, the city, San Francisco, does not fund any of these models. Bottom graph. How many times have respondents been to treatment. 27 of respondents have been to treatment five or more times. National data states that people with five plus years of continuous recovery have made on average five recovery attempts. And just aside, my personal experience and history, i went to treatment four times. I used in every single Treatment Facility i every went to until i went to choices and then, delancy street. I stayed five years at delanca street. That was one program i didnt want to go to, because it was two years. That made the difference for me to be able to stay stable enough to stay clean and sober and to this day. Next slide, please. Top graph. Treatment service most helpful to respondents. This is an openended question. So it requires coding responses. 48 of respondents stated residential treatment. 14 of respondents stated 12step meetings. 9 of respondents stated the criminal Justice System. 7 stated support groups. And 4 said therapy. I want to thank the supervisors again. Im going to turn the slides back over to steve. Thank you, adrian. Okay. So were going to look at the bottom graph. This is our scale of questions where we begin to provide a holistic view of respondents opinions of core recommendations. Bottom of the slide reads this. There is a need for more drug and alcohol Treatment Options in San Francisco, including abstinencebased social models, faithbased Treatment Programs, Harm Reduction strategies, Safe Injection Sites and Mental Health programs. 74 of respondents either agreed or strongly agreed. 60 strongly agreed. Next slide. Top graph, theres a need for longer Residential Treatment Programs ranging from 90 days to one year and longer based on the individual needs of the individual. 69 of respondents strongly agreed or agreed. 55 of those strongly agreed. Bottom graph, theres a need for specialized residential and outpatient Treatment Programs for youth and young people ages 16 to 25. Again, 76 of respondents strongly agreed or agreed. And 60 of those strongly agreed. I want to mention when we were talking about specialized Treatment Programs for younger people, were still phrasing them under that expanded model, where right now in San Francisco, theres one lane. Theres no outlet. So if im a heroin addict, and i want to go to treatment, then, im forced to go to a Treatment Program funded by the city, where people may be on methadone. People may be on pain management. Which we think is a fine option for people. Like, people need that option for sure. But what weve heard firsthand from people and people on this call and part of our presentation, that over and over again they get sent to programs where people are on methadone. And theyve been on it multiple times. They find they cant stay clean in that environment. Theyll call and say do you know somewhere else i can go . There are other places they can go where they got to get up at 8 00 in the morning and go to work eight hours. Where theyre working all day and in groups all night. Part of our response or part of our ask is that as we increase the solution space in San Francisco to meet all of these ongoing challenges, i understand theres always competing needs for funding. Were not, again, asking the city to stop its current efforts. We value the work of the dope project. We value the work of all the Harm Reduction strategies going onto save lives. I think what were really interested in is how could we get people so inspired they can have the same opportunities that weve been given . And the way we got these opportunities is because we got a lucky break and got clean. Thats what we want to see for other people. Next slide. Top graph. Theres need to expand paid peer specialist opportunities that training connects people in recovery with those working towards recovery. Again, overwhelmingly, 75 of respondents agreed or strongly agreed and 59 strongly agreed. Bottom graph. Theres a need to increase education and information about available Drug Treatment Services in San Francisco. Again, 79 of respondents either strongly agreed or agreed. 63 of those strongly agreed. Next slide. You know, every once in awhile i like to talk about my actual work. And this is one of those moments. We fund around 50 residential treatment beds. And weve got amazing housing programs. 16 or 17 of them. And a couple of rental subsidy programs. A couple of years ago, people were having some challenges in our housing programs. And you know, just anecdotally in conversations with folks, were asking questions like are you interested in going to treatment . And people had a valid response. They were like, if i go to treatment, ill have nowhere to live when i get out. Thats tragic. I paroled in 2010 to a program because i didnt have anywhere to go. So i understand the concerns people have about not having a place to live. So in the same vein that theres an idea to inspire people through a recovery summit, we created the Recovery Pathways initiative. It was a guarantee to all clients if you go to treatment and complete 90 days of residential treatment, you can get up to two years of transitional housing with us at no cost on a pathway, working with our providers into permanent housing. Last year, the Adult Probation Department reduced homelessness by 50,000 bed nights. 123 clients in our housing programs were placed into permanent housing. What its done is its fostered this continuum of care and improved outcomes for our clients. Im now going to turn the presentation over to cregg. Adrian didnt say much about this. Cregg is the reason many of us got clean. I want to acknowledge his leadership in the city. His commitment to people. He works tirelessly. He is up at the crack of dawn. Goes to bed late at night. Always in the trenches, working with people. And i think what hes going to talk about is hes going to address some of the structural barriers to funding Residential Treatment Programs based on the department of Public Healths minimum qualifications that have been laid out in their r. F. P. From 2016. So im going to turn the floor over to you. I think cregg is muted. There are a number of respondents who were sharing their computers. And i dont see that theres a user connected name to Cregg Johnson. Users should be able to unmute their own systems, however. John, give me one second. You got it. I have cregg on the phone. And thank you supervisor stefani for allowing us to come before you. My name is Cregg Johnson. Im a Founding Member which is a communitybased organization in bay view. And working with people for the last 25 years dealing with addiction and the criminal Justice System. As a graduate in 1993, i dedicated my life to helping others overcome addiction and improve their quality of life. As part of my presentation today, i want to talk about the department of Public Health r. F. P. That was put out in 2016, which deals with Substance Use Treatment Services. This is one of the this highlights some of the Biggest Barriers to effective treatment in San Francisco. And i want to start on page 14 of the r. F. P. According to this deals with minimum qualifications in order to apply or put in for r. F. P. If an organization does not accept drug med cal or does not practice Harm Reduction, they dont qualify to apply. Automatically these barriers keep a lot of drug Treatment Programs from applying for funding. This includes abstinence based Treatment Services, faithbased, 12step programs and social therapeutic. In order you have to have drug medcal certification. But nobody provides assistance to new programs in the community that may want to try to do it. Also, the Harm Reduction model, sometimes is in direct conflict with abstinencebased or faithbased program or 12step. I believe whatever it takes to help somebody get their life in order, should be available to them. The next one is the cultural competency and logistics. Thats interesting. Were talking about cultural competency as something that you have to require in an r. F. P. Why dont we have more culturespecific programs in San Francisco for people of color . Or people from disenfranchised communities or focus on people in the criminal Justice System . We dont have programs like that in the city. But they want us to be closely competent. Im understanding the programs that are current out there, how are they cultural competent . Thats a question. And like i said, for some people, being somewhere where people look like you and are helping you, helps them. The third minimum qualify indication of the r. F. P. That was not designed for new providers, quite the opposite, if you go to page 15, small communitybased organizations should have a letter saying that they have financial management, fiscal integrity, and prior performance. The prior performance requires five years of experience working with the city. So how does a program that is new come up and apply for r. F. P. If theyve never had experience with a contract . So again, it creates barriers. It creates it prevents other kinds of approaches from being presented. It just really is to me, is just a way to keep the little guy out, and just continue to do business as usual. So like i said, if we really want to help people get off drugs because i really feel like homelessness and drug addiction are cooccurring disorders. You cant help do one without doing the other. Some kind of way we have to begin to look at other ways to get out of our box and our comfort zone and begin to look at other ways to approach the addiction epidemic that is going on in San Francisco, along with the homelessness. They both go together. If you get if you put somebody in a house, and theyre still using drugs, theyre going to be right back outside. So what are we really fixing . Thank you. Thank you. Were going to turn the presentation over to cedric and jaris who are going to read the recommendations. Good morning. Im a Program Manager with west Side Community services and also a member of positive direction equals change. Based on the data we collected and input from people in recovery communities, here are the recommendations of the recovery Summit Working Group to approve addiction realities and outcomes in San Francisco. Recommendation number one, expand drug and alcohol Treatment Options here in San Francisco. Treatment options in San Francisco should include residential abstinencebased Treatment Programs, social model and Therapeutic Community programs, faithbased and 12step Treatment Programs, Harm Reduction strategies in safe consumption sites. San francisco must allow recoveries to coexist with Harm Reduction. The pathway to recovery must be inclusive. Number two, extend drug and alcohol treatment stays. How long a person stays in treatment should not be bound by drug medcal. San fransiscans should have access to drug and alcohol Treatment Programs ranging from 90 days to a year or more based on the needs of the individual. Number three, fund a blackled africanbased Treatment Program in the bay view. Meeting the culturally sensitive treatment needs of black people and people of color, who live in the bay view, provide treatment, which is abstinencebased in its approach to working with addicted and criminally justice populations in San Francisco. Four, include the voice of the people in recovery. Ensure that individuals in recovery are at the table when the city is making policy decisions regarding Addiction Recovery and treatment. Five, specialize residential drug Treatment Programs for the transitional use age. Young people have different needs than adults. Drug treatment should be specialized to meet the needs of those in the age range of 16 to 25. And should fall under the Treatment Options described in our first recommendation. Six, expand paid peer specialists opportunities. Train and connect those in recovery with people working towards recovery. People who successfully complete treatment should have access to paid positions, helping others struggling with their addiction. Seven, increase awareness about availability in the Drug Treatment Services. Ensure that individuals suffering from addiction can access realtime information about their Treatment Options. Thank you so much for your time. Now, id like to introduce to you our first speaker cedric akbar. All right, all right, good morning, everyone. Good morning supervisors. Thank you for allowing us to be here today. Also, i want to thank all of the speakers that have spoken before me. And i just appreciate to be here. And i also want to thank you supervisors in advance for being able to listen. Im going to give a little bit of history of how we got here. And i want to talk about how we can move forward with this crisis that we have here in the city of San Francisco. In the 80s, the crack epidemic stereo typically portrayed African Americans as the violent black inner city. The focus was on criminally dangerous drug addicts. The media even played up black mothers and showed them as being addicted, and referenced their children as a time bomb and cocaine babies. Now, the result of this particular situation came out, and was called the war on drugs. And which it was really a war on people. And effectively a war on black people. And it had harsh sentencing and mandatory minimums. Now, this disproportionately affected communities of color, with devastating affects. Now today, we look at a different space, the opioid crisis. The space were look at now is the white one. Since 2001, opioid Overdose Deaths rated among nonhispanic whites has been higher than nonhispanic blacks. Its sharply increased in recent years. With the new face, which is the white face, they dont demonize the Substance Use or the criminal behavior. What the country decided to do was to emphasize treatment and Public Health interventions. What a difference. Now, in San Francisco, we have Public Health interventions but we dont have enough treatment. Also in San Francisco, we have a high increase of fentanyl use right now. And fentanyl is placed in every drug thats used on the street drug from marijuana to methamphetamine and even benzodiazipan. We test on a daily basis. Fentanyl always shows up in their urine. Yesterday, we had three overdoses. With two resulting in deaths. Last week, we had seven overdoses in bayview. But the city is not there reporting this. No one hears the cries of the mothers or the children that is grieving the death of their loved one. Now, contemporary racism in San Francisco contributes to health, Mental Health, and Substance Abuse disorder disparities among people of color compared with white individuals. Despite entering into Substance Abuse treatment with a greater severity of Substance Use disorder and related consequences, people of color experience more barriers to treatment, engagement, and completion of treatment and satisfaction than their white counter part. And with few Treatment Programs, we have in this city, there are also ones that we do have are socialized with institutions of systematic racism. So its important to examine by being bogged down in documentation, criterias and the bad word for me, medical. Because Substance Abuse didnt used to be under medical. The city combined Substance Abuse and Mental Health together. Mental health was a big issue, but what we did systematically was forgot about Substance Abuse. Some suggestions i will make and would like to see us grow to, is to start with diversity within the work force and leadership in addiction treatment. What i mean by that is having more faces that look like myself and look like the people that are using the drugs and alcohol in San Francisco. And also, listening to the voices of the mothers in the community, congregation, and Community Members. And not only listen to them, but take their suggestions and be able to work with them. Theres also a need for equity and access to care for people of color and individuals from historically marginalized communities. There is also a lack of inclusivity and cultural confidence in which cregg spoke about before in patient care and workplace environments. How can you have true cultural confidence with one face on top of the pile. Now we go to Harm Reduction. Harm reduction is a model that aims to reduce the negative consequences of Substance Abuse by prioritizing and tackling root causes and conditions of use along with the use itself. In San Francisco, its been favored as the answer to addiction, because its incorporated in every facet of any money that is going to Substance Abuse treatment. Now, im here today im not here to talk against it. Im here to extend an olive branch and reach out. Because me personally, i believe in total abstinence. But at the same time, i embrace Harm Reduction principles. So therefore, im extending my handout to the Harm Reduction community, and so that we can Work Together. Because at this time, the last four years in washington, d. C. , we had no leadership in this country. We sometimes dont have feel like we have leadership looking at it from the black communitys perspective in San Francisco. Theres no voice for us. So im extending my hand to be able to Work Together as one unit, so we can address all of these issues and harm that is causing inflicting pain on our culture and society. We need to Work Together to create approaches to deal with the inequity of race and drug policy that reverberates to the base of the overdose crisis. The other thing i would like to see happen, we end these historical fallacies and omissions that rob us of the ability to learn and teach future generations. The only way we can do that is with the truth. Thats how we solve everything is with the future of the truth and having conversations with one another and not being atrade to have the discussion. The next step, i want to increase the accessibility of Treatment Services with black people. So that they have the same opportunity to become rehabilitated or habilitated. This means drawing awareness on the issue of addiction as it affects the humans on national and global scale. So these services can continue to be prioritized and funded. Were pursuing this through education and sharing accurate, relevant information. Again, the truth. Now, unfortunately systematic racism affects a number of people receiving help. And from the Substance Abuse and Mental Health administration illustrates how negative images of African American americans with addiction issues contribute to mistreatment and harsh punishment instead of treatment and recovery services. One thing is lets get rid of the billboards that always have black people on them to get money, but with you dont serve them. And this may explain why 88. 7 of the black communities across the country is not receiving any type of medical treatment for their Substance Abuse disorders. And the majority of people who need help arent receiving it. This perpetuates the systematic racism and keeps the socioeconomic factors negatively affecting the black community in in place. Now, im just going to go here with this one. And. My White Brothers and sisters have been medicalized in terms of their trauma and addiction. But the black and brown people, have been criminalized for their trauma and addiction. And im going to close with this. With during covid, we used to go out and pass out food, and we still pass out food to the people that are hungry. And we discovered it was a lot of children that was home without a parent at the house for whatever reason. And we also discovered that these kids could not attend school because they didnt have access to computers or to telephones to be able to get onto school. So we opened up our doors and allowed the kids to come in and have school on our computers. In that same note, we had one little boy that was with us. His mother is in front of our offices, possibly using every day. And she rang the doorbell one day. She came in to sell us some stolen things so she can keep her addiction going. The little boy looked at me and asked me, why wont my mama stop using dope . And personally, i couldnt really even answer him. I just had to sit with that. And thats how i want to leave you guys today in showing the importance of the need for Substance Abuse treatment in San Francisco. Thank you. Thank you, cedric. I would like to invite Cregg Johnson to speak next. So thats a hard act to follow. And a lot of the things that he said is things that i concur with. And i really feel are important that we begin to look at them and address them in some kind of way. And im also willing to do whatever i can to support any kind of changes that we want to make that is going to really help our community. The last thing i want to say is that all we really are asking for is that abstinencebased, faithbased, behavioral modifications, social therapeutic communities coexist along with the Harm Reduction model. We just want people to have access to whatever they think they need, which will work for them. And thats really all that we want to see happen. Thats all that were asking for. And if you listen to the recommendations, thats what the recommendations are saying. And please support that as much as you can. Thank you. Thank you. I want to say before i start my speech, i want to really highlight cedric and cregg as a native and now longtime resident of lake view and ocean view in San Francisco. Cregg and cedric have gotten over 100 people clean and sober in San Francisco. When you hear their voices, you hear the voices of those that are clean and sober and productive in our society. And they have filled a gap in the southeast that was well needed. And they continue to do it. Were limited to no funding. I want to really highlight that. As a child of an addict. And really give you a glimpse of my life and why im part of this work. Im a part of megablack. Im part of black wall street. Its nothing that you wont hear Geoffrea Morris in, because San Francisco has a black problem. If we dont want to solve our black problem, were going to continue to have it. And its going to be a role of government not listening to the changemakers when we come to the table. I come to you all today, not as a colleague, but as a daughter of an addict and felon. From the age of 13, my father cycled in and out of the criminal Justice System. Starting with juvenile hall, 850 bryant. Not having a true relationship with my father into the age of 13. Our rekindling bond was soon shaken by his increased drug use. We went through the cycle for 11 years. [please stand by] because we had three overdoses in my Community Last night. And as a mother, as a community member, when i went to treatment, i had to go to treatment outside my own community. And i was told that the best thing for me was to never return to my community. But this is my home. This is where my family is. And so i had no other choice but to return to the same place i was using at. So for myself, i feel like it is very important to be able to get clean and learn how to stay clean in the neighborhood that you come from. And right now here in San Francisco, we dont have that option. We have to go other places. And for some people, were asking them to go get help in neighborhoods that can be physically harmful for them. And it might be because of the gang things that are going on, or they dont feel comfortable being anywhere else because theyve only known one place their whole lives. I think it is very important for people to remember that and to take that into consideration. Thank you so much for your time. Chairwoman thank you. I would like to call rico hamilton to the floor next. Hello, everyone, my name is rico hamilton. I am a native of San Francisco, born and raised in the Western Addition my entire life. I grew up there. Everything that has happened to me, ive been in the Western Addition. I come from a family of addiction, but, also, more importantly, im a recovering addict coming up on 20 years. And i want to thank cedric for all of the things he has done and cregg and everyone on here has touched on the amazing points of why recovery is important. I kind of wanted to go in a different way and talk more to experience and talk about a testimony. With recommendation one, expanding drug Treatment Options in San Francisco, as someone who has had family and has had friends who suffer from addiction, a lot of them have been incarcerated because of their addictions. We have lost many Family Members due to addiction. My father is a recovering alcoholic, and all of us got recovery in different ways. Me, personally, i needed behavior modification, hence choices and delancey is stre street. My dad needed a 12step program, and my aunt went through social model programming, which let me know there is no onesizefitsall. It is very important we can expand those options in making sure that individuals are able to get the Proper Services that they need. Two is extend drug treatment stays . It is so important to be able to extend those stays because for me, the number one step in the 12step recovery is admitting that you have the problem. And it took me three years, literally, to accept that i had a drug program. So 90 days, 60 days, is not enough time for an individual to get in the groove of treatment and understanding the logistics of it. Three, indiscernable it is so important for us to, as an africanamerican male, to get cultural, affirmative spaces and being able to have individuals that understand the experience, not just africanamerican, but culturally and sociallymodeled programs based on the actually individual. Because i also think that black lgbtq is very important, in being able to have a space for themselves so that way they better understand their experience. Include the voice of recovery. It is so important for us to stop looking towards experts who only study recovery. We have to look at the experts who actually lived the experience of recovery because those are the true experts in understanding what it takes to get out of the trauma and the pain that theyre going through. Specialized recovery treatments for population, transitional aids youth is the population where most people get involved in drugs or an addiction. There is nothing specialized with that population. So we have to figure out ways to get that population specialized treatment because i know when i was a teen, i didnt have a problem. This isnt an issue. I can handle it, and i can take care of it. And it led me down a lonely road, to prison, when i was incarcerated for three years. Expand pier treatment, i think each one reach oneis an amazing model. I think it is important for us to educate. Peers onhow to be a advocate. It helps each other get clean. Bill of the a. A. Program, he said it best in how we keep what we have is only by giving it away. Increase awareness about drug treatment a lot of times when im looking and doing the work and trying to connect someone to Treatment Services, a lot of the services are outdated when you are looking for information. So a lot of it is word of mouth, so youve got to hear it through the grapevine. When youre really trying to indulge in the information and trying to get it, most times it is hard to find this is so important to me. Chairwoman thank you. I would like to call Geoffrea Morris back to the floor. I come to you not as a colleague, but as a drug addict. Starting with early stints in juvenile hall, log cabin range, and penitentiary. Not having a true relationship with my father until the age of 13. Our bond continually shaking by his increased drug use. I watched my father being kicked out of new defunct liberty house, friendship house, and so many others. Highway, what i didnt know was that those short tints of sobriety was making my father stronger. During these tough times, our faith in god and my fathers ability to find programs was our familys saving grace. I believe if my father was trying to get clean today, he could not because the number of treatment modalities were available to him are not here today. He is a longshoreman, a religious man, a homeowner and a sponsor for so many. It is important that he did not experience complete sobriety until the age of 44. This is the age range now that we see that are overdosing in our streets. Last year San Francisco lost about a quarter of the o. D. S who were black. That equals about 175 overly majority black men, similar to my father. I am deeply committed in the citys Racial Equity efforts, and im telling you all, there is a need for racially, culturally relevant peerbased recovery program. The comeback is always better than the setback. I speak for the children of drug addicts and say please help our parents. I also wanted to just really highlight the studies that i found that blacks are significantly less likely to rely on professionalized Services Compared to whites. They were significantly more likely to receive nonprofessional services that includes 12step programming, churchrelated support. And studies have found that blacks are more likely to use outpatient program. I asked the Public Safety and the Neighborhood Services committee of the city and county of photographer board of supervisors to hear and include actionbased, faithbased treatment, and the creation of black Treatment Programs in San Francisco. This cultural need must be, and we expect to handle the black problem San Francisco has. Thank you. Chairwoman thank you, Geoffrea Morris. Tom wolf, id like to
